The purpose of this paper is to increase understanding of the dynamics of knowledge production in the context of large-scale environmental projects causing local conflict. In particular, the paper analyses the discourse coalitions that formed around an artificial groundwater recharge project for the Turku Region in Finland. The material for this study consists of over 400 articles and opinion pieces which were collected from local and regional newspapers between 1999 and 2010. The articles were analysed by using Hajer's [1995. The politics of environmental discourse. Ecological modernisation and the policy process. Oxford, UK: Clarendon] discursive framework, and the analysis was complemented with the concept of knowledge coalition by Van Buuren and Edelenbos [2004. Conflicting knowledge. Why is joint knowledge production such a problem? Science and Public Policy, 31 (4), 289–299]. Results of the study indicate that knowledge coalitions were formed among the researchers, lay residents, and policy-makers, and they all utilised similar expertise-based factual arguments to support their cause. Thus, the paper participates in the academic discussion on the use and interpretation of expert knowledge in environmental policy-making by reshaping the division between experts and lay residents.  相似文献

The aim of this paper is to understand how local residents participate in the construction of local environmental problems and to evaluate a particular analytical approach in environmental sociology to study this phenomenon. The paper is based on an interview study with a sample of local residents. The analysis demonstrates how the local residents attempt to construct a local environmental problem. In particular, the study focuses on how involved actors are positioned, how different sorts of knowledge claims are used, and how the neglect the residents perceive from the authorities affects the attempt to construct a local environmental problem. The study shows that the local residents play a central role in the construction of the situation and that the evaluated model could be very helpful as an analytical tool in the investigation of local residents' participation in the construction of environmental problems.  相似文献

Just as it is now widely accepted that the planning system has a role to play in achieving sustainable development, so the concept of environmental capacity has achieved increasing prominence as a means of realizing that role. This paper considers the debate on the concept of environmental capacity, reviewing both the mainstream model and Jacobs' more nuanced social constructionist model. In doing so, it raises concerns about the appropriateness of regulatory policy tools and the implications for the distribution of environmental and other impacts. The discussion highlights the potential for using the planning system to promote change rather than resist it. In doing so, it suggests the need to consider a wider range of policy tools to achieve change at the local level and to clarify the dimensions of sustainable development that local planning can contribute to.  相似文献

Invoking expert knowledge is a common strategy in attempts to settle environmental disputes. However, the validity of expertise is contingent upon the context in which an actor is recognised as an expert. In complex environmental conflicts the distinction between lay and expert knowledge is not always fixed a priori. However, as conflicts unfold, intervening parties tend to present their cases in ways that reinforce this distinction. This is apparent in the attribution of environmental responsibilities. This paper presents an empirical case of an environmental conflict related to land contamination due to coal ash disposal in Bosnia and Herzegovina. The analysis revealed two polar positions in the conflict: the first one, mainly held by scientists and industry representatives, invoked expert knowledge and presented a distributed approach to the attribution of responsibilities; the second one, mainly held by local residents and municipal officials, presented an experiential understanding of pollution, as lay knowledge, and attributed direct responsibilities to the local energy industry. The paper concludes that the persistence of the distinction between expert and lay knowledge is a manifestation of the social structures that underlie the conflict.  相似文献

In this paper we employ a stated preference environmental valuation technique, namely the choice experiment method, to estimate local public’s willingness to pay (WTP) for improvements in the capacity and technology of a sewage treatment plant (STP) in Chandernagore municipality, located on the banks of the River Ganga in India. A pilot choice experiment study is administered to 150 randomly selected Chandernagore residents and the data are analysed using the conditional logit model with interactions. The results reveal that residents of this municipality are willing to pay significant amounts in terms of higher monthly municipality taxes to ensure the full capacity of the STP is used for primary treatment and the technology is upgraded to enable secondary treatment. Overall, the results reported in this paper support increased investments to improve the capacity and technology of STPs to reduce water pollution, and hence environmental and health risks that are currently threatening the sustainability of the economic, cultural and religious values this sacred river generates.  相似文献

A tour guide training program was developed for rural communities near Costa Rica's Tortuguero National Park to respond to the impacts of the 24-fold increase in park visitation in the past decade, to involve local communities in resource management, and to provide regional environmental education. The development of the training course involved a survey of scientists and park managers to ascertain resource management needs, priorities for information to be disseminated, and impacts of tourism on the resource base. Current and potential tour guides were surveyed to identify their information needs, solicit their input in the training program, and to determine their knowledge and skills. Written questionnaires were developed and given to 400 tourists to determine their activities and environmental information needs, and hotel owners were censused to examine the economic feasibility of a local guide program. A pilot training course and guide program involving 12 Tortuguero residents demonstrated that a tour guide program: (1) helped mitigate negative tourism impacts on Tortuguero National Park's natural resources, particularly by regulating tourists on the park's 35-km beach used for nesting by endangered sea turtles; (2) provided environmental education to an important segment of the local community not traditionally reached through school or government development projects; (3) provided environmental information to tourists, thus enhancing their visit; and (4) provided local economic benefits through lucrative part-time employment, thereby allowing local people to participate more fully in the tourism system. An extended training course is being planned to provide further environmental education programming and to increase year-round employment opportunities for the tour guides.  相似文献

Initiatives to reduce community carbon emissions and foster sustainable lifestyles have had varying degrees of success. There is now a need for a re-energised, concerted and joined-up approach that places environmental issues in a wider context – one that improves quality of life while building community resilience. This involves enhancing the capacity of neighbourhoods to recover, respond and adapt to environmental and socio-economic changes. This paper examines the experience gained in a participatory action research (PAR) study to build community resilience, where facilitators supported residents to take ownership of their own agendas. The New Earswick Good Life Initiative (GLI) was an 18-month project undertaken in a low-income suburb of York (UK). A range of approaches were used to identify activities which had the most potential to nurture resilience and foster a shift towards greater environmental sustainability. The GLI highlighted how the introduction of new ideas not only need to be locally relevant but also requires care and time in order for them to embed within community. Altering the way a community manages its environment involves transforming social relationships, strengthening institutions and influencing local power balances. Furthermore, it is necessary to build social capital, knowledge, leadership skills and support social networks to allow communities to effectively engage with relevant local and national policies. Only by providing opportunities to develop these resilient attributes can increased local responsibility be successful. The paper concludes by providing guidance on strengthening community resilience and delivering pro-environmental behaviour change.  相似文献

The problems encountered when seeking suitable locations for landfill sites often include public concern over the potential visual, health and environmental impacts. There have been many attempts to predict the response of residents in an area to a proposed landfill site and suggestions of ways to adequately consult and include the local population in the decision-making process. An alternative approach is described in this article where the residents living in the vicinity of a landfill site in Bangkok were asked how much they would be willing to pay for the landfill site to be closed and the waste taken out of the city. The method used, the contingent valuation method, can provide information on how much people value environmental goods and services. The use of the technique in this instance provided an estimate of the costs of the disamenity effects of the landfill site to the local residents.  相似文献

This paper uses the concept of sustainable development to examine the utilisation of wildlife resources at Moremi Game Reserve (MGR) and Khwai community area (NG 18/19) in the Okavango Delta, Botswana. Using both secondary and primary data sources, results show that the establishment of MGR in 1963 led to the displacement of Khwai residents from their land; affected Basarwa's hunting and gathering economy; marked the beginning of resource conflicts between Khwai residents and wildlife managers; and, led to the development of negative attitudes of Khwai residents towards wildlife conservation. Since the late 1980s, a predominantly foreign owned tourism industry developed in and around MGR, however, Khwai residents derive insignificant benefits from it and hence resource conflicts increased. In an attempt to address problems of resource conflicts and promote sustainable wildlife utilisation, the Botswana Government adopted the Community-Based Natural Resource Management (CBNRM) programme, which started operating at Khwai village in 2000. The CBNRM programme promotes local participation in natural resource management and rural development through tourism. It is beginning to have benefits to Khwai residents such as income generation, employment opportunities and local participation in wildlife management. These benefits from CBNRM are thus having an impact in the development of positive attitudes of Khwai residents towards wildlife conservation and tourism development. This paper argues that if extended to MGR, CBNRM has the potential of minimising wildlife conflicts between Khwai residents and the wildlife-tourism sectors. This approach may in the process promote the sustainable wildlife use in and around MGR.  相似文献

The sustainability implications of bioenergy development strategies are large and complex. Unlike conventional agriculture, bioenergy production provides an opportunity to design systems for improving eco-environmental services. Different places have different goals and solutions for bioenergy development, but they all should adhere to the sustainability requirements of the environment, economy, and society. This article serves as a brief overview of China’s bioenergy development and as an introduction to this special issue on the impacts of bioenergy development in China. The eleven articles in this special issue present a range of perspectives and scenario analyses on bioenergy production and its impacts as well as potential barriers to its development. Five general themes are covered: status and goals, biomass resources, energy plants, environmental impacts, and economic and social impacts. The potential for bioenergy production in China is huge, particularly in the central north and northwest. China plans to develop a bioenergy capacity of 30GW by 2020. However, realization of this goal will require breakthroughs in bioenergy landscape design, energy plant biotechnology, legislation, incentive policy, and conversion facilities. Our analyses suggest that (1) the linkage between bioenergy, environment, and economy are often circular rather than linear in nature; (2) sustainability is a core concept in bioenergy design and the ultimate goal of bioenergy development; and (3) each bioenergy development scheme must be region-specific and designed to solve local environmental and agricultural problems.  相似文献

Corresponding to the concept of 'Think globally, act locally and plan regionally' of sustainable development, this paper discusses the approach of planning a sustainable community in terms of systems thinking. We apply a systems tool, the sensitivity model (SM), to build a model of the development of the community of Ping-Ding, located adjacent to the Yang-Ming-Shan National Park, Taiwan. The major issue in the development of Ping-Ding is the conflict between environmental conservation and the development of a local tourism industry. With the involvement of local residents, planners, and interest groups, a system model of 26 variables was defined to identify characteristics of Ping-Ding through pattern recognition. Two scenarios concerning the sustainable development of Ping-Ding are simulated with interlinked feedbacks from variables. The results of the analysis indicate that the development of Ping-Ding would be better served by the planning of agriculture and the tourism industry. The advantages and shortfalls of applying SM in the current planning environment of Taiwan are also discussed to conclude this paper.  相似文献

旅游目的地居民作为旅游产业的重要利益相关者,对当地发展旅游业的感知和态度直接影响着当地旅游资源的合理利用及旅游业的健康发展.运用社会交互理论和道科西旅游发展阶段理论,通过问卷调查和实地访谈的方法,从四个维度研究了禾木景区社区居民对旅游影响的感知和态度.结果表明,当地居民对旅游经济的影响大都持乐观的支持态度,旅游发展使居民的生计方式、收入水平明显改善;对生活环境的影响较大,对生态环境和环保意识的影响较小;对居民的传统文化影响较弱,居民与游客的双向交流很少,旅游业仍处于初级发展阶段.因此,当地居民的旅游感知目前还停留在经济层面,缺少对传统文化、自然生态、环境保护等感知的关注.  相似文献

Ecohealth is a process for identifying key environmental determinants causing mortality or morbidity and combating them by mobilizing multiple social sectors. Evolving out of the concept of environmental health, ecohealth provides a framework for long‐term sustainability. The health outcomes anticipated by environmental interventions are part of a long‐term agenda and require fundamental groundwork for the growth of community‐driven development. Building long‐term sustainability requires that two key approaches be developed through ecohealth. The first is the strengthening of local community institutions, whether formal or informal. The second is building financial mechanisms that are more diversified and less reliant on a single donor. As a result, the ecohealth system provides an opportunity for foundations to empower communities, build cross‐cutting cooperation, and gain knowledge through projects. If people's environmental behaviour is to change and be sustained in the long term to produce desired health outcomes, this will require all members of society to be capable of functioning within the existing institutional infrastructure. This means that not only do formal institutions need to become more accessible but also that concepts relating to local informal institutions must be incorporated into ecohealth projects. It is imperative that we identify and understand relevant local institutions and how they can be transformed so that new environmental forms of behaviour can be sustained and result in positive health outcomes. The intersection of environmental and health concerns provides an ideal area in which the gap between government and civil society can be bridged — not only providing solutions to ecohealth concerns, but building government capacity in general and making these positive changes sustainable in the long term. This article is a case study, based on several United Nations Foundation grants. It outlines the significance of traditional community organizations, the breadth of their long‐term relations with communities, their resources, and the adoption of sustained forms of behaviour. In addition, the article highlights the role that international foundations can play in creating innovative financing mechanisms through community‐based foundations.  相似文献

Climate change-related impacts have the capacity to substantially influence Small Island Developing States (SIDS) in the Caribbean. Currently, many SIDS are engaged in large-scale vulnerability assessments that aim to identify, analyse, and inform solutions to mitigate climate change-related impacts. Many of these assessments, while useful, place little emphasis on the local stakeholders' perceptions of climate change. One such Caribbean community impacted by climate-related change is Providence Island in Colombia. Using a vulnerability assessment framework (Marshall, P.A. et al. 2010. A framework for social adaptation to climate change: sustaining tropical coastal communities and industries. Gland: IUCN Publication Services), researchers interviewed island residents (N = 23) about their perceptions of climate change, impacts on the local environment, and how the island community may adapt. All interviews were transcribed and analysed using a priori and open coding to identify patterns of and relationships between stakeholders' responses. Results indicate that local perceptions of climate change are linked to (1) environmental knowledge, (2) environmental awareness, attitudes, and beliefs, and (3) perceptions of risk. Implications for local adaptive strategies, education, communication, and suggestions for engagement at the local level are discussed.  相似文献

Little research has considered how residents’ perceptions of their local environment may interact with efforts to increase environmental concern, particularly in areas in need of remediation. This study examined the process by which local environmental action may affect environmental concern. A model was presented for exploring the effects of community-based watershed organizations (CWOs) on environmental concern that also incorporates existing perceptions of the local environment. Survey data were collected from area residents in two watersheds in southwestern Pennsylvania, USA, an area affected by abandoned mine drainage. The findings suggest that residents’ perceptions of local water quality and importance of improving water quality are important predictors of level of environmental concern and desire for action; however, in this case, having an active or inactive CWO did not influence these perceptions. The implications of these findings raise important questions concerning strategies and policy making around environmental remediation at the local level.  相似文献

Local Biodiversity Action Plans are the preferred policy mechanism for setting and delivering local biodiversity targets in the UK. This paper reviews the kind of knowledge conservation scientists envisage being used to identify and set local targets, and explores the means of incorporating local knowledge into this process. We use a case study of a Wildlife Enhancement Scheme (WES) on the Pevensey Levels, East Sussex, to reveal the understandings that local farmers and residents have of the nature conservation goals and practices associated with the scheme. Drawing on the findings of in-depth discussion groups, we show how farmers challenge both the monopoly of knowledge conservationists profess about nature, and the enlistment of farmers on the scheme as «technicians», motivated solely by financial rewards, rather than as knowledgeable experts who also have emotional attachments and ethical values for nature. Local people use their knowledge of both local farmers, and the industry in general, to challenge the assumption that farmers can be trusted with delivering nature conservation goals. In the absence of a commitment by central government to agree widely-held environmental standards, and a more democratic process of making judgements about what local nature is worth conserving, local residents challenge existing processes designed to conserve nature that are driven by the knowledge and practices of official experts alone. The findings of the study suggest that a widening of the knowledge base on which the goals and practices of nature conservation are founded, and a more deliberative process of making decisions about what nature is important locally, will secure and strengthen public support for local biodiversity action plans.1998 Academic Press  相似文献

通过调查问卷的形式探索了仁怀市赤水河两岸的村民在生态保护中的态度与行为。结果表明:沿赤水河两岸居住的部分村民的环保意识相对较低,居民的环保意识与所受教育程度有关,且居民了解环保知识的渠道单一,需要加强多渠道宣传;居民的日常生活和农耕对赤水河的污染较小,周围酒厂及小工厂的污染"贡献"较大。当地环保部门应该加强宣传,提高两岸居民的环保知识水平,减少生活污染,严格控制企业污染排放,减少工业污染,从而维护赤水河流域生态安全。  相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

Informal settlements are an integral part of the urban environment in South Africa. People living in these settlements exist at a close interface with the environment, constantly having to adjust to environmental changes. Urban managers and planners need to find ways of developing informal settlements that enhance residents' quality of life while reducing the settlement's impact on the environment. Central to addressing these issues is the adoption of a participatory planning approach, which recognises and acts upon knowledge of community values, perceptions and needs. This paper reports the results of a case study of informal settlers' perceptions of environmental quality. Fifteen residents of an informal settlement were interviewed regarding their perceptions of their living environment, with the aim of alerting planners to ways in which environmental quality might be improved. Four major themes were identified: aspects of the natural environment; services and facilities; personal and community security; and employment opportunities. The need to unite the community to work together to achieve its own goals was a common thread in all these aspects. The findings indicate that informal settlers have a developed appreciation of local environmental quality which should be investigated and incorporated in the planning and development process.  相似文献

Local authorities in Sweden are responsible for the management of sewage treatment and municipal solid waste. Due to this, they handle large flows and stocks of materials and substances that may be harmful for the environment. However, knowledge about these flows is sometimes deficient. In addition, the capacity to influence the composition of these flows is mainly beyond the jurisdiction of the local authorities. Flow-oriented studies, such as substance flow analysis (SFA), have proven to be a useful tool in order to understand and quantify these flows. Furthermore, SFA is sometimes claimed to be beneficial to the process of decision making, since it generates comprehensive overviews of the substance in focus. However, quantification of stocks and flows of a certain substance does not necessarily provide sufficient information for environmental management on the local level. Hence, for SFA to further contribute to the environmental management process, there is also a need for development in the interpretation of the results. The main objective of this paper is to contribute to the discussion about (1) how to interpret the results from SFA and (2) how the results from an SFA can be used in environmental management by local authorities. A tentative framework for interpretation is discussed in the paper, focusing on five aspects: total material quantities, exposure to humans and the environment, resource economy, function and capacity to influence the substance flows. Furthermore, the paper discusses the suggested framework applied to results of a regional cadmium inventory.  相似文献
