In mine water pollution abatement, it is commonly assumed that known mine waste sites are the major pollution sources, thus neglecting the possibility of significant contribution from other old and diffuse sources within a catchment. We investigate the influence of different types of pollution source uncertainty on cost-effective allocation of abatement measures for mine water pollution. A catchment-scale cost-minimization model is developed and applied to the catchment of the river Dalälven, Sweden, in order to exemplify important effects of such source uncertainty. Results indicate that, if the pollution distribution between point and diffuse sources is partly unknown, downstream abatement measures, such as constructed wetlands, at given compliance boundaries are often cost-effective. If downstream abatement measures are not practically feasible, the pollution source distribution between point and diffuse mine water sources is critical for cost-effective solutions to abatement measure allocation in catchments. In contrast, cost-effective solutions are relatively insensitive to uncertainty in total pollutant discharge from mine water sources.  相似文献

ABSTRACT: For more than 30 years, a program of continuous monitoring of pH, acidity, alkalinity, and other parameters has been maintained on a network of large streams degraded by acid mine drainage in the northern Appalachian high sulfur coal region. Continuous records since 1952 are available at a number of stations, and at several stations, acidity records date back to 1930. Comparable analysis techniques were maintained over the period of record, assuring the long term continuity of the database. This monitoring program has captured integrated long term trends within large and complex watersheds with numerous and varied types of mine discharges. The focus of this paper is a historical trend analysis of lightly to severely acid degraded major tributaries of the Allegheny River. Over the past three decades, all of the Allegheny River drainage basin stations have demonstrated steady and substantial declines in acidity and associated increases in pH and alkalinity. The average recorded decline in total acidity at four stations monitored since the 1950s was 94 percent. Since the 1970s, acidity declined by an average of 63 percent at 10 stations. Oxidative exhaustion of pyritic minerals exposed by mining is proposed as a major factor influencing these trends.  相似文献

ABSTRACT A financing program for the prevention, control, and abatement of mine drainage pollution was developed using Appalachia as a case example. The financing program was selected by using three performance criteria in a screening process-applicability of financing program to pollution problem, feasibility of program to unit costs and capturing potential benefits, and feasibility of program to economic and legal consideration. ABSTRACT: Under an approved remining program, a coal mine operator can remine abandoned sites without legally assuming treatment responsibilities of the previously degraded water, as long as these discharging waters are not further degraded. Determination of discharge degradation caused by remining of abandoned coal mines requires knowledge of mine water quality and discharge flow rate characteristics both before and after remining. Normality tests performed on the water quality and flow data from 57 mine discharges indicate generally nonnormal distributions and extreme right-skewness. Exploratory data analysis (notched box-and-whisker plots) of the differences among medians indicates that the water quality of underground mines was more highly degraded in terms of acidity, iron, and sulfate concentrations than that from surface mines. Spearman's rank correlation tests, normality testing, and exploratory data analysis indicate that discharge flow rate is the primary controlling factor on the variability of pollution load rate. Reduction of recharge from the surface and adjacent unmined strata should decrease the mine discharge flow rate and in turn the pollution load.  相似文献

ABSTRACT: Stream water during fair weather (base flow) is largely ground water discharge, which has been in contact with minerals of the underlying aquifer. Base flow water quality should therefore reflect aquifer mineralogy as well as upstream land use. Three upstream mining categories (unmined lands, abandoned coal mines, and reclaimed coal mines) differed in pH, specific conductance, sulfate, iron, aluminum, and alkalinity for 122 streams in eastern Ohio. Aquifer rock type influenced pH, specific conductance, sulfate, iron, and alkalinity. Reclamation returned many components of acid mine drainage to near unmined levels, although sulfate and specific conductance were not improved. Acid mine drainage problems were less severe in watersheds underlain by the calcareous Monogahela Formation. These results should ayply to other Appalachian coal regions having similar rock units. The water quality data distributions were neither consistently normal nor lognormal. Statistical tests utilizing ranks of the water quality data, instead of the data themselves, proved useful in analyzing the influences of mining category and rock type.  相似文献

In Taiwan, the authorities have spent years working on remedying polluted rivers. Generally, the remediation planning works are divided into two phases. During the first phase, the allowed pollution discharge quantity and abatement quantity of each drainage zone, including the assimilative capacity, are generated based on the total river basin. In the second phase, the abatement action plans for each pollution source in each drainage zone are respectively devised by the related organizations based on the strategies generated during the first phase. However, the effectiveness of linking the two phases is usually poor. Highly integrated performances are not always achieved because the separate two-phase method does not take system and management thinking into consideration in the planning stage. This study pioneers the use of the Managing for Results (MFR) method in planning strategies and action plans for river water quality management. A sustainable management framework is proposed based on the concept and method of MFR, Management Thinking, and System Analysis. The framework, consisting of planning, implementation, and controlling stages, systematically considers the relationships and interactions among four factors: environment, society, economy, and institution, based on the principles of sustainable development. Based on the framework, the Modified Bounded Implicit Enumeration algorithm, which is used as a solving method, is combined with Visual Basic software and MS Excel to develop a computer system for strategy planning. The Shetzu River, located in northern Taiwan, is applied as a case study. According to the theoretical, practical, and regulatory considerations, the result-oriented objectives are defined to first improve the pollution length of the Shetzu River in specific remediation periods to finally meet regulated water quality standards. The objectives are then addressed as some of the constraints for the strategy planning model. The model objective is to pursue the maximum assimilative capacity (environmental phase) subjected to the constraints of water quality standards (institutional phase), social equity (social phase), and proper available technology (economic phase). The pollution quantity abatement and allocation, which are named the top strategies, of each drainage zone for different scenarios can be obtained based on each water quality standard. The middle as well as lower strategies and action plans, which consist of pollution quantity abatement and allocation of each class (domestic, industrial, livestock, and non-point pollution sources) and their individual pollution sources in each drainage zone, are then generated based on the top strategies. The performance indicators and measure plans are proposed based on the action plans to promote the comprehensive effectiveness of river water quality management. The authorities have begun to develop a budget based on the strategies and action plans developed in this study. The analytical results indicate that the objectives, strategies, and action plans developed based on the sustainable management framework and strategy planning system can effectively help the related authorities to fulfill the tasks of water quality management for a river basin.  相似文献

ABSTRACT: Non-technological factors related to the behavior and characteristics of organizations involved in pollution control are explored here as to their importance as determinants or indicators of the level of pollution control effectiveness. Methods of evaluating the existing level of effectiveness are developed and tested using the response of a selected set of industrial establishments to state water pollution abatement action in the New York Region from 1966 to 1971. The compliance of 209 manufacturing establishments to state abatement orders in the New York Region is evaluated with respect to selected organizational and industrial characteristics and characteristics of the firms'socioeconomic environment. The influence of state policies arid programs is also discussed. It was found that the degree of compliance to state abatement action by industry in the Region is positively related to organization size, the extent of waste generation, the wealth and size of the town in which the firm is located, and the availability of waste treatment facilities in the town. The age of the firm was not related to compliance. The structure of state abatement scheduling also influences the degree of compliance. The methods of analysis used here provide a basis for a comprehensive analysis of the effectiveness of pollution control as an alternative to the case by case approach that is currently being used.  相似文献

ABSTRACT: The history of the Milwaukee water pollution abatement program is examined as a case study to investigate the costs of conflicting environmental policy. The recent U.S. Supreme Court decision concerning the Milwaukee case is described as a milestone in U.S. water pollution abatement policy which will help preclude the type of environmental policy conflict which has been found to be so costly to Milwaukee. ABSTRACT: Regional average evapotranspiration estimates developed by water balance techniques are frequently used to estimate average discharge in ungaged streams. However, the lower stream size range for the validity of these techniques has not been explored. Flow records were collected and evaluated for 16 small streams in the Southern Appalachians to test whether the relationship between average discharge and drainage area in streams draining less than 200 acres was consistent with that of larger basins in the size range (> 10 square miles) typically gaged by the U.S. Geological Survey (USGS). This study was designed to evaluate predictors of average discharge in small ungaged streams for regulatory purposes, since many stream regulations, as well as recommendations for best management practices, are based on measures of stream size, including average discharge. The average discharge/drainage area relationship determined from gages on large streams held true down to the perennial flow initiation point. For the southern Appalachians, basin size corresponding to perennial flow is approximately 19 acres, ranging from 11 to 32 acres. There was a strong linear relationship (R2= 0.85) between average discharge and drainage area for all streams draining between 16 and 200 acres, and the average discharge for these streams was consistent with that predicted by the USGS Unit Area Runoff Map for Georgia. Drainage area was deemed an accurate predictor of average discharge, even in very small streams. Channel morphological features, such as active channel width, cross‐sectional area, and bankfull flow predicted from Manning's equation, were not accurate predictors of average discharge. Monthly baseflow statistics also were poor predictors of average discharge.  相似文献

In developed countries, ecological restoration is a widely accepted practice to restore the productivity of degraded coal mine spoils and prevent mine‐degraded sites from acting as sources of pollution. During the past decade, ecologists realized the global need for ecological restoration, and the benefit of restoration is now assessed on the basis of ecosystem services that the restored lands can provide. In this article, the knowledge gap between crude reclamation and ecological restoration is examined, the steps crucial to ecological restoration in tropical conditions are identified, and simple guidelines are given for easy understanding. Restoration issues, such as modification of the forestry restoration approach, reestablishment of biodiversity, removal and reuse of topsoil during progressive and final stages of ecological restoration, drainage, promotion of a plant‐succession‐based approach, use of a grass–legume mixture as an initial colonizer, stabilization of steep slopes, and soil blanketing, are discussed. Those attributes of a degraded ecosystem that are responsible for the success of any restoration project are critically examined, and the opportunities provided by ecological restoration are explored.  相似文献

Multimetric indices based on fish and benthic macroinvertebrate assemblages are commonly used to assess the biological integrity of aquatic ecosystems. However, their response to specific stressors is rarely known. We quantified the response of a fish-based index (Mid-Atlantic Highlands Index of Biotic Integrity, MAH-IBI) and a benthic invertebrate-based index (West Virginia Stream Condition Index, WV-SCI) to acid mine drainage (AMD)-related stressors in 46 stream sites within the Cheat River watershed, West Virginia. We also identified specific stressor concentrations at which biological impairment was always or never observed. Water chemistry was extremely variable among tributaries of the Cheat River, and the WV-SCI was highly responsive across a range of AMD stressor levels. Furthermore, impairment to macroinvertebrate communities was observed at relatively low stressor concentrations, especially when compared to state water quality standards. In contrast to the WV-SCI, we found that the MAH-IBI was significantly less responsive to local water quality conditions. Low fish diversity was observed in several streams that possessed relatively good water quality. This pattern was especially pronounced in highly degraded subwatersheds, suggesting that regional conditions may have a strong influence on fish assemblages in this system. Our results indicate that biomonitoring programs in mined watersheds should include both benthic invertebrates, which are consistent indicators of local conditions, and fishes, which may be indicators of regional conditions. In addition, remediation programs must address the full suite of chemical constituents in AMD and focus on improving linkages among streams within drainage networks to ensure recovery of invertebrate and fish assemblages. Future research should identify the precise chemical conditions necessary to maintain biological integrity in mined Appalachian watersheds.  相似文献

ABSTRACT: A 155,947 ha portion of the Shenango River watershed in western Pennsylvania was evaluated as to the potential impact of agriculture drainage on water quality. Approximately a third of the area is being used as either cropland or pasture with approximately an equal percentage in forest lands. Eleven subwatersheds were evaluated as to their potential for nonpoint source pollution according to the criteria established by the Pennsylvania Department of Environmental Resources for the Chesapeake Bay Pollution Abatement Program. The individual components and overall rating for each subwatershed were then evaluated as to their correlation with four water quality variables based on 104 samples collected at 26 sampling stations throughout the watershed. There was a significant correlation between the overall rating factor for each subwatershed and each of the four water quality variables. In general, the watershed delivery factor, animal nutrient factor, and management factors were correlated with fecal coliform and phosphorus in the receiving streams, whereas the ground water delivery factor appeared to be more important in determining nitrate concentrations in these streams. These results indicate that manure and nutrient management, along with the exclusion of livestock from streams and the enhancement and/or replacement of riparian wetlands, are important approaches in reducing agricultural impacts in fresh water ecosystems.  相似文献

ABSTRACT: The decline of many fish populations within the mid-Appalachian region has been attributed to stream acidification as a result of acid precipitation. Many previous attempts to examine relationships between fish occurrence and acidification have been hindered by a lack of data on water quality and fish distributions. To assess relationships between water quality and bedrock type in the upper Cheat River drainage, we used EPA STORET water quality data (1969–1993) and calculated mean pH and mean alkalinity of streams associated with four bedrock types (Hampshire, Chemung, Mauch Chunk, and Pottsville). We examined the relationship between fish occurrence and bedrock type for 53 headwater streams. We found that acidity in headwater streams associated with Pottsville and Mauch Chunk groups often exceeded biological thresholds for acid-sensitive fish species (pH < 5.5). Streams associated with the Pottsville group typically had fewer cyprinid species and fewer total species than those associated with Mauch Chunk, Chemung, and Hampshire bedrock types. The congruent occurrence of streams with low buffering capacity, streams with pH > 5.5, and streams with low fish species richness indicate that acidification has influenced fish distributions in the upper Cheat River drainage.  相似文献

US government regulations require that all effluents from industrial operations, including mining, meet certain water quality standards. Constructed wetlands have proven to be useful in helping to attain those standards. Application of this biotechnology to mine water drainage can reduce water treatment costs and improve water quality in streams and rivers adversely affected by acidic mine water drainage from abandoned mines. Over 400 constructed wetland water treatment systems have been built on mined lands largely as a result of research by the US Bureau of Mines. Wetlands are passive biological treatment systems that are relatively inexpensive to construct and require minimal maintenance. Chemical treatment costs are reduced sufficiently to repay the cost of construction in less than a year. The mine waste water is typically treated in a series of excavated ponds that resemble small marsh areas. The ponds are engineered to facilitate bacterial oxidation of iron. Ideally, the water then flows through a composted organic substrate supporting a population of sulphate-reducing bacteria which raises the pH. Constructed wetlands in the USA are described - their history, functions, construction methodologies, applicabilities, limitations and costs.  相似文献

ABSTRACT: Historically, storm water management programs and criteria have focused on quantity issues related to flooding and drainage system design. Traditional designs were based on large rainfall‐runoff events such as those having two‐year to 100‐year return periods. While these are key criteria for management and control of peak flows, detention basin designs based on these criteria may not provide optimal quality treatment of storm runoff. As evidenced by studies performed by numerous public and private organizations, the water quality impacts of storm water runoff are primarily a function of more frequent rainfall‐runoff events rather than the less frequent events that cause peak flooding. Prior to this study there had been no detailed investigations to characterize the variability of the more frequent rainfall events on Guam. Also, there was a need to develop some criteria that could be applied by designers, developers, and agency officials in order to reduce the impact of storm water runoff on the receiving bodies. The objectives of this paper were three‐fold: (1) characterize the hourly rainfall events with respect to volume, frequency, duration, and the time between storm events; (2) evaluate the rainfall‐runoff characteristics with respect to capture volume for water quality treatment; and (3) prepare criteria for sizing and designing of storm water quality management facilities. The rainfall characterization studies have provided insight into the characteristics of rainstorms that are likely to produce non‐point source pollution in storm water runoff. By far the most significant fmdings are the development of a series of design curves that can be used in the actual sizing of storm water detention and treatment facilities. If applied correctly, these design curves could lead to a reduction of non‐point source pollution to Guam's streams, estuaries, and coastal environments.  相似文献

ABSTRACT: To assure attainment and maintenance of desired water quality levels in our rivers and streams, systematic monitoring must be performed. A preliminary phase of the design of water quality surveillance systems is the specification of sampling frequencies and station locations throughout the basin; that is, the development of an adequate space/time sampling plan. The purpose of this paper is to present some quantitative methods which have been developed to identify candidate sets of sampling frequencies and station locations, and to establish priorities for implementing the different frequencies and locations. These methods are useful in the cost/effectiveness trade-off analyses in surveillance system design, and are based on the surveillance system objective of pollution abatement in which it is desired to detect violations in state-federal water quality standards. A spatial priority measure is developed which is dependent both on the water quality profile in the stream and on the information obtained from monitoring stations located in other reaches. Also, a temporal sampling priority rating is presented which is a measure of the effectiveness of the surveillance system with respect to its ability to detect the violations in the standards. To illustrate the quantitative methods, the procedures are applied to the Wabash River Basin.  相似文献

Acid drainage from abandoned mines is a widespread problem in old mining regions. Agencies seeking to abate it face the prospect of dealing with hundreds of potential abatement projects, stretching decades into the future. A systematic regional analysis is necessary to establish locations, objectives, priorities, and phasing of such projects. The U.S. Bureau of Mines developed a novel procedure for abatement planning in the 420 square mile Blacklick Creek Watershed in Pennsylvania. The plan sought to direct abatement projects toward pollution sources where degradation was worst and adverse effects greatest. It established abatement priorities by comparing the “supply” of sources to be reclaimed (the degrees of old mines' water quality degradation) with the “demand” for abatement to be done (the natural and cultural values represented by the region's demography, land use and other non-mining characteristics). Matrices were used to define the relationships among mining and non-mining factors; maps were developed to show the geographic distribution of the conclusions. The locations, priorities, and phasing of abatement objectives shown on the maps should provide guidance for any abatement effort, no matter what type of technology is applied to achieve the objectives. Over the many years in which abatement projects are to be performed in the Watershed, the plan can be used to define, coordinate, and establish priorities for the projects in a manner that can result in maximum abatement benefits from the application of limited funds.  相似文献

We examined changes in certain structural and functional aspects of the benthic invertebrate community in the Penobscot River, Maine, between 1974 and 1981. During this period, two pulp and paper manufacturers and three municipalities spent an estimated $33 million to reduce point source effluents harmful to aquatic life. We developed a biotic index based on objectively derived pollution tolerance values for resident taxa. Analysis of the benthic invertebrate community indicated that substantial improvement in water quality had resulted from pollution abatement. We established a four-group water quality classification scheme based on biotic index ranges, and showed that every site that was not in the best water quality classification in 1974 improved its classification to a better water quality group in 1981, and that the sites in the best group did not change. Relative abundances of functional feeding groups also changed, as were predicted by the river continuum theory. The effluents had acted as a “reset mechanism” that shifted polluted areas from autotrophic to more heterotrophic conditions. The direction of the shift was reversed in response to abatement efforts. Functional analyses of energy dynamics could lead to a more ecologically sound classification of water quality.  相似文献

This study explores the possibility of collective action as an alternative option for reducing water pollution for a cluster of small-scale industries. A case study of the Nandesari Industrial Estate in Gujarat, India, demonstrates the roles played by different agents, such as affected parties, polluters, non-governmental organizations, regulators and the court. The study empirically estimates the 'benefits' and 'costs' of water pollution abatement for a cluster of 250 small-scale industries at Nandesari, and uses these estimates for a social cost-benefit analysis. Benefits are estimated using the contingent valuation method, with a 'willingness to accept' format for the rural areas, and a 'willingness to pay' format for the urban area of the nearby Vadodara city. The article considers costs of command and control, market-based solutions and the option of common effluent treatment as alternative scenarios. It discusses how collective action and joint abatement at a common effluent treatment plant (CETP) by the 250 industries efficiently comply with the State Pollution Control Board norms, which had not been possible for the factories acting individually over the last 20 years. Finally, a detailed social cost-benefit analysis has been undertaken to estimate the net present social benefits with and without CETP. The cost-benefit analysis shows the economic advantage and social desirability of 'collective action' (joint treatment with CETP institutional arrangement) for water pollution abatement with respect to all possible scenarios comprising shadow prices of investment, foreign exchange, unskilled labour and equity considerations.  相似文献
