In the past, the safety of technology has mainly been ensured by deterministic criteria that were based on engineering principles and on experience. Recently, however, it has become necessary to include risk assessment into safety policy. This need arises due to the order of magnitude of possible health and environmental impact from normal operation or accidents, as well as the complexity of modern systems that no longer allow for intuitive understanding of possible accident sequences. Assessment of risks of technical installations is subject to large uncertainties that are caused by lack of data and inadequate quantification and evaluation methods. This paper reviews the main areas of uncertainties with regard to their importance for decisionmaking. Uncertainties are an inherent part of any risk assessment result and can never be avoided. It is thus important to pay particular attention to them including limitations of methods, sensitivity to assumptions about parameters, and site-specific considerations. All this information must be described in great detail so that it can be integrated into the decisionmaking process. If applied in this context, risk assessment is a useful tool for identifying major contributors to risk and effective actions of risk management.  相似文献

From the public's discovery of environmental quality in the late 1960s to the present, there has been increasing recognition that a more systematic approach is required to manage risks and to achieve the gains at low cost. Such a systematic approach must begin with risk identification, then go on to risk assessment, consideration of management options, a decision analysis of the options, and an examination of strategies for reducing loss. One of the most difficult aspects of environmental risk management is setting goals. There is a tendency to engage in rhetoric about zero risks and a pristine environment. However, moving toward more realistic goals requires consideration of what is an acceptable risk level. This level cannot be defined without knowing the benefits that come with the risk and the costs of reducing the risk. More generally, the criteria for selecting a risk management strategy include the residual level of risk, efficiency in reducing risk, equity, administrative simplicity, and public acceptability. A number of frameworks are currently used by U.S. regulatory agencies to manage risk: no-risk, risk-risk, technology-based standards, risk-benefit, cost-effectiveness, regulatory budget, and benefit-cost analysis. In specifying that an agency must use one of these frameworks, the U.S. Congress is implicitly specifying the goals for risk reduction. It appears to be easier for the U.S. Congress to specify a framework than a goal. Some of the nonregulatory means of managing risk include the market, and legal mechanisms. These risk management institutions have been effective and are a necessary part of any risk management program.  相似文献

In recent years, a number of studies have clearly remarked the nutritional benefits of fish consumption: proteins, vitamins, minerals, and especially omega-3 polyunsaturated fatty acids (PUFAs), which may protect against several adverse health effects, including coronary heart disease mortality and stroke. However, some concerns about potential health risks derived from the environmental contaminants found in fish have been also raised. Therefore, balancing adequately the risks and benefits of fish consumption is currently a nutritional/environmental health key issue. In this paper, the most recent available scientific information concerning this issue is reviewed. It is concluded that although it seems evident that fish must be an important part of a balanced diet, to choose the most suitable species in terms of levels of PUFAs and pollutants, the frequency of consumption, and the meal size are essential aspects to balance benefits and risks of a regular consumption.  相似文献

The need to compare potential health risks to the public associated with different activities that can result in releases of hazardous substances to the environment is becoming increasingly important in decision-making. In making such comparisons, it is desirable to use equivalent indicators of potential health risks for radionuclides, chemical carcinogens, and noncarcinogenic hazardous chemicals. Current approaches to risk assessment that were developed for purposes of protecting human health do not provide equivalent indicators of potential risks from exposure to radionuclides and hazardous chemicals. Comparisons of environmental concentrations or calculated exposures or risks with standards for protection of public health also do not provide equivalent indicators of potential risks. We propose a simple approach to comparative risk assessments in which calculated exposures to any hazardous substances are expressed relative to no-observed-effect levels (NOELs) or, preferably, lower confidence limits of benchmark doses (BMDLs) in humans. This approach provides an equivalent, science-based indicator of the relative risks posed by different exposures to any hazardous substances.  相似文献

Many antimicrobial technologies are available for textiles. They may be used in many different textile applications to prevent the growth of microorganisms. Due to the biological activity of the antimicrobial compounds, the assessment of the safety of these substances is an ongoing subject of research and regulatory scrutiny. This review aims to give an overview on the main compounds used today for antimicrobial textile functionalization. Based on an evaluation of scientific publications, market data as well as regulatory documents, the potential effects of antimicrobials on the environment and on human health were considered and also life cycle perspectives were taken into account. The characteristics of each compound were summarized according to technical, environmental and human health criteria. Triclosan, silane quaternary ammonium compounds, zinc pyrithione and silver-based compounds are the main antimicrobials used in textiles. The synthetic organic compounds dominate the antimicrobials market on a weight basis. On the technical side the application rates of the antimicrobials used to functionalize a textile product are an important parameter with treatments requiring lower dosage rates offering clear benefits in terms of less active substance required to achieve the functionality. The durability of the antimicrobial treatment has a strong influence on the potential for release and subsequent environmental effects. In terms of environmental criteria, all compounds were rated similarly in effective removal in wastewater treatment processes. The extent of published information about environmental behavior for each compound varies, limiting the possibility for an in-depth comparison of all textile-relevant parameters across the antimicrobials. Nevertheless the comparative evaluation showed that each antimicrobial technology has specific risks and benefits that should be taken into account in evaluating the suitability of different antimicrobial products. The results also indicated that nanoscale silver and silver salts that achieve functionality with very low application rates offer clear potential benefits for textile use. The regular care of textiles consumes lots of resources (e.g. water, energy, chemicals) and antimicrobial treatments can play a role in reducing the frequency and/or intensity of laundering which can give potential for significant resource savings and associated impact on the environment.  相似文献

The 2011 disaster at Japan's Fukushima-Daiichi nuclear power plant poses important questions for environmental communication scholarship and practice. This forum examines questions that were emerging one month into the Fukushima crisis, when a panel examined its implications as part of North Carolina State University's second annual research symposium on Communication, Rhetoric, and Digital Media (details available at http://crdm.chass.ncsu.edu/symposium2011/). Expanding those initial analyses, we identify implications across the contexts of environmental communication, expert-public engagement, public discourses of nuclear energy, uses of new media, risk and crisis communication, and organizational and institutional communication. The first essay (Kinsella) addresses some implications of Fukushima from the perspectives of constitutive communication theory, risk analysis, and risk communication. The second essay (Ionescu) examines an effort to foster dialog between technical experts and a concerned public audience, made by a nuclear energy institute in Germany. The third essay (Binder) explores uses of Twitter by people in the USA as a tool for following the rapidly evolving events at Fukushima. The final essay (Kittle Autry and Kelly) analyzes public discourse surrounding a proposed merger of two US energy companies with substantial nuclear operations, before and after the onset of the Fukushima disaster.  相似文献

Health risk assessment (HRA) has been recognized as a useful tool for identifying health risks of human activities. In particular, this method has been well applied to spatially defined units, such as a production plant, a treatment facility, and a contaminated site. However, the management strategies based on the risk information will be more efficient if the comprehensive picture of total risks from all kinds of sources is depicted. In principle, the total risks can be obtained when all risk sources are assessed individually. Apparently, this approach demands huge amount of efforts. This study develops a methodology that combines substance flow and risk estimation to facilitate examination of risk in a systemic way and provide comprehensive understanding of risk generation and distribution corresponding to flows of substances in the anthroposphere and the environment. Substance flow analysis (SFA) and HRA method is integrated to produce a systemic risk assessment method, from which substance management schemes can be derived. In this study, the chromium cycle in Taiwan is used as an example to demonstrate the method, by which the associated substance flow in the economy and the risk caused by the substance in the environmental system is determined. The concentrations of pollutants in the environmental media, the resultant risks and hazard quotients are calculated with the widely-used CalTOX multimedia model.  相似文献

Ecological risk assessment has grown and evolved since the 1980s, as have new challenges (e.g. global climate change, loss of habitat and biodiversity and the effects of multiple anthropogenic chemicals on ecological systems) that need to be factored into the risk assessment processes. There is also an on-going shift from evaluating adverse health impacts on particular, often small scale, environments to undertaking more complex ecological assessments of whole populations and communities across ecologically meaningful landscapes. These trends are generating an increased demand for much more complex ecological assessments, making it increasingly clear that to achieve its potential as a management tool, methods must be developed to apply ecological risk assessment to larger and more complex scales. This paper reviews the development of the ecological risk assessment paradigm in the United States, identifies ways it is being applied and adapted in other countries, explores future research needs and practice improvements, and examines current issues that need to be considered in taking forward the scientific development of ecological risk assessment as a useful environmental management tool.  相似文献

Production volumes and the use of engineered nanomaterials in many innovative products are continuously increasing, however little is known about their potential risk for the environment and human health. We have reviewed publicly available hazard and exposure data for both, the environment and human health and attempted to carry out a basic risk assessment appraisal for four types of nanomaterials: fullerenes, carbon nanotubes, metals, and metal oxides (ENRHES project 2009(1)). This paper presents a summary of the results of the basic environmental and human health risk assessments of these case studies, highlighting the cross cutting issues and conclusions about fate and behaviour, exposure, hazard and methodological considerations. The risk assessment methodology being the basis for our case studies was that of a regulatory risk assessment under REACH (ECHA, 2008(2)), with modifications to adapt to the limited available data. If possible, environmental no-effect concentrations and human no-effect levels were established from relevant studies by applying assessment factors in line with the REACH guidance and compared to available exposure data to discuss possible risks. When the data did not allow a quantitative assessment, the risk was assessed qualitatively, e.g. for the environment by evaluating the information in the literature to describe the potential to enter the environment and to reach the potential ecological targets. Results indicate that the main risk for the environment is expected from metals and metal oxides, especially for algae and Daphnia, due to exposure to both, particles and ions. The main risks for human health may arise from chronic occupational inhalation exposure, especially during the activities of high particle release and uncontrolled exposure. The information on consumer and environmental exposure of humans is too scarce to attempt a quantitative risk characterisation. It is recognised that the currently available database for both, hazard and exposure is limited and there are high uncertainties in any conclusion on a possible risk. The results should therefore not be used for any regulatory decision making. Likewise, it is recognised that the REACH guidance was developed without considering the specific behaviour and the mode of action of nanomaterials and further work in the generation of data but also in the development of methodologies is required.  相似文献

Studies of radionuclides in the environment have entered a new era with the renaissance of nuclear energy and associated fuel reprocessing, geological disposal of high-level nuclear wastes, and concerns about national security with respect to nuclear non-proliferation. This work presents an overview on sources of anthropogenic radionuclides in the environment, as well as a brief discussion of salient geochemical behavior of important radionuclides. We first discuss the following major anthropogenic sources and current developments that have lead, or could potentially contribute, to the radionuclide contamination of the environment: (1) nuclear weapons program; (2) nuclear weapons testing; (3) nuclear power plants; (4) uranium mining and milling; (5) commercial fuel reprocessing; (6) geological repository of high-level nuclear wastes that include radionuclides might be released in the future, and (7) nuclear accidents. Then, we briefly summarize the inventory of radionuclides 99Tc and 129I, as well as geochemical behavior for radionuclides 99Tc, 129I, and 237Np, because of their complex geochemical behavior, long half-lives, and presumably high mobility in the environment; biogeochemical cycling and environment risk assessment must take into account speciation of these redox-sensitive radionuclides.  相似文献

This study presents a methodological scheme developed to provide a combined air and noise pollution exposure assessment based on measurements from personal portable monitors. Provided that air and noise pollution are considered in a co-exposure approach, they represent a significant environmental hazard to public health. The methodology is demonstrated for the city of Thessaloniki, Greece. The results of an extensive field campaign are presented and the variations in personal exposure between modes of transport, routes, streets and transport microenvironments are evaluated. Air pollution and noise measurements were performed simultaneously along several commuting routes, during the morning and evening rush hours. Combined exposure to environmental pollutants is highlighted based on the Combined Exposure Factor (CEF) and Combined Dose and Exposure Factor (CDEF). The CDEF takes into account the potential relative uptake of each pollutant by considering the physical activities of each citizen. Rather than viewing environmental pollutants separately for planning and environmental sustainability considerations, the possibility of an easy-to-comprehend co-exposure approach based on these two indices is demonstrated. Furthermore, they provide for the first time a combined exposure assessment to these environmental pollutants for Thessaloniki and in this sense they could be of importance for local public authorities and decision makers. A considerable environmental burden for the citizens of Thessaloniki, especially for VOCs and noise pollution levels is observed. The material herein points out the importance of measuring public health stressors and the necessity of considering urban environmental pollution in a holistic way.  相似文献

There is a widespread need for the use of quantitative microbial risk assessment (QMRA) to determine reclaimed water quality for specific uses, however neither faecal indicator levels nor pathogen concentrations alone are adequate for assessing exposure health risk. The aim of this study was to build a conceptual model representing factors contributing to the microbiological health risks of reusing water treated in maturation ponds. This paper describes the development of an unparameterised model that provides a visual representation of theoretical constructs and variables of interest. Information was collected from the peer-reviewed literature and through consultation with experts from regulatory authorities and academic disciplines. In this paper we explore how, considering microbial risk as a modular system, following the QMRA framework enables incorporation of the many factors influencing human exposure and dose response, to better characterise likely human health impacts. By using and expanding upon the QMRA framework we deliver new insights into this important field of environmental exposures. We present a conceptual model of health risk of microbial exposure which can be used for maturation ponds and, more importantly, as a generic tool to assess health risk in diverse wastewater reuse scenarios.  相似文献

Changing the nature, kind and quantity of particular regulatory-RNA molecules through genetic engineering can create biosafety risks. While some genetically modified organisms (GMOs) are intended to produce new regulatory-RNA molecules, these may also arise in other GMOs not intended to express them. To characterise, assess and then mitigate the potential adverse effects arising from changes to RNA requires changing current approaches to food or environmental risk assessments of GMOs. We document risk assessment advice offered to government regulators in Australia, New Zealand and Brazil during official risk evaluations of GM plants for use as human food or for release into the environment (whether for field trials or commercial release), how the regulator considered those risks, and what that experience teaches us about the GMO risk assessment framework. There is a growing concern of pesticide risks to human health, natural environment and ecosystems. Many previous economic valuations have accounted health aspects or environmental components, but rarely combined; thus, overall risk assessment is partially distorted. The study, conducted close to the capital of Nepal, addressed the health effects of pesticides on small-scale farmers and evaluated the monetary risks of pesticide use on human health and environmental resources. We also aim to establish the relationships among valuation methods. The paper adopts cost of illness, defensive expenditure and contingent valuation willingness to pay approach. The study concluded that the methods used for valuing pesticide risks to human and environmental health are theoretically consistent. The exposed individuals are likely to bear significant economic costs of exposures depending on geographical location, pesticide use magnitudes and frequency. Individuals are willing to pay between 53 and 79% more than the existing pesticide price to protect their health and environment. The integrated pest management training is less likely to reduce health costs of pesticide exposure, although it leads to higher investment in safety measures.  相似文献

The ERICA project (environmental risks from ionising contaminants: assessment and management, EC contract no. FI6R-CT-2004-508847) concluded with the publication of two main outputs: the ERICA Integrated Approach to the assessment and management of environmental risks from ionising radiation, of which also introduces the user to the second main output, the ERICA Tool, which is a software programme with supporting databases, that together with its associated help will guide users through the assessment process. More than 60 European scientists contributed to the ERICA Integrated Approach. In addition, a large number of experts, policy makers, and decision-makers in different areas have contributed views on the ERICA Integrated Approach and its associated Tool from the user's perspective, through participation in the End-Users Group set up under the ERICA project. Databases on transfer, dose conversion coefficients and radiation effects on biota have been developed specifically for the purpose of the Integrated Approach, and incorporated into, or interacting with, the Tool. Species sensitivity distributions of biological effects data have been performed and did not reveal, for chronic exposure, any statistical grounds for separation between terrestrial, marine and freshwater ecosystems in terms of species sensitivity to radiation; on the basis of such analysis a universal screening dose rate criterion of 10 microGy h(-1) incremental dose rate is suggested for exiting the assessment procedure while being confident that environmental risks are negligible. This criterion is used for the two first tiers (conservative assessment with limited data requirement and various possibilities of incorporating user-defined parameter values, including the screening dose rate criterion) of the assessment methodology. Exposure situations of concern are carried through a third tier, making use of all relevant databases and with a number of issues and options listed to support and guide decision-making. This article provides an overview to the ERICA Integrated Approach, whereas further articles of this special issue describe in-depth different vital aspects of the Integrated Approach.  相似文献

Sustainable and informed resource consumption is the key to make everyday living sustainable for entire populations. An intelligent and strategic way of addressing the challenges related with sustainable development of the everyday living of consumers is to identify consumption-determined hotspots in terms of environmental and health burdens, as well as resource consumptions. Analyzing consumer life styles in terms of consumption patterns in order to identify hotspots is hence the focus of this study. This is achieved by taking into account the entire value chain of the commodities consumed in the context of environmental and human health burdens, as well as resource consumptions. A systematic commodity consumption, commodity disposal, and life style survey of 1281 persons living in urbanized Danish areas was conducted. The findings of the survey showed new impact dimensions in terms of Personal Metabolism (PM) patterns of residents living in urbanized areas of Denmark. Extending the PM analysis with Life Cycle Assessment (LCA) provided a clear picture of the per capita environmental and human health burdens, as well as resource consumptions, and the exact origin hereof.A generic PM-LCA Model for all the 1281 persons was set-up in Gabi 6. The assessment results obtained applying the model on all 1281 personal consumption scenarios yielded the 1281 Personal Impact Profiles (PIPs). Consumption of food and energy (electricity and thermal energy) proved to be the primary impact sources of PM, followed by transport. The PIPs further revealed that behavioral factors (e.g. different diets, use of cars, household size) affect the profiles. Hence, behavioral changes are one means out of many that humanity will most likely have to rely on during the sustainable development process. The results of this study will help the Danish and other comparable populations to identify and prioritize the steps towards reducing their environmental, human health, and resource consumption burdens.  相似文献

In this paper I undertake a preliminary assessment for the tropics of the relation of economic development, meaning in general increases in economic activity as measured by e.g. GDP, and its normal biophysical corollaries of increased resource use and land use change. I also examine each in relation to the intellectual concepts that underlie and guide what is commonly called economic development. Because most of the development literature is derived from economics or other social sciences, and focuses almost entirely on lifting people’s standards of living as measured in monetary units, very little examines the per unit biophysical requirements of that development, including energy or other resource use requirements, land use change or other environmental consequences of development plans. In addition there seems to be insufficient connection between those who create economic development plans and those who undertake empirical biophysical assessments to determine whether the development plan has worked or can possibly work. The problem is deeper: there exists a series of models used in the development literature that have been used to encourage and guide development. These models have received very little scrutiny as to either their efficacy or their societal or environmental impacts until quite recently. When this has been done the models have been shown to fail miserably. It is time to develop a new model of development that synthesizes conventional economic, biophysical economic and social aspects, and that is based on the scientific method rather than on perceived wisdom. This model must also take into account population growth, issues of who wins and who looses from economic development, and the implications of the incipient peak in global oil production.  相似文献

The aim of this study was to investigate the role of household products as possible sources of biocidal active substances in municipal wastewater and their regulation under the Biocidal Products Regulation (EU) 528/2012. In 131 households, we investigated the prevalence of products used to control pests, washing and cleaning agents and select personal care products with high release to wastewater. Inventories of these products were established with the help of barcode scanning. All uses of biocidal active substances were evaluated regarding their assessment under the Biocidal Products Regulation.2963 products were scanned in total, with 48% being washing and cleaning agents, 43% personal care products and 9% products used to control pests. Biocidal active substances were found in each household. These were observed primarily in washing and cleaning agents and personal care products (90%), while only a small percentage of the observations of biocidal active substances was in biocidal products. 64% of the observations of biocidal active substances were in applications that do not fall under the Biocidal Products Regulation and are thus not subject to its environmental risk assessment.This study shows clearly that risks for the environment are underestimated because unregulated emissions to wastewater occur. It demonstrates that there are gaps in the current chemical legislation that lead to a release of substances into wastewater that were not subject to environmental risk assessment under the Biocidal Products Regulation. This is one example of the limitations of scientific risk assessment of chemicals – its complexity is immense. From our point of view, the results underline the importance of a sustainable use of the substances as this is the only way to decrease yet unidentified risks.  相似文献

Buildings contribute almost half of the world's carbon dioxide (CO2) emissions. Energy and water consumption are some of the largest and fastest growing pressures on the global environment. The use of energy is mainly attributed to the heating and cooling of buildings. The type of materials used in the construction of buildings plays a significant role in the life-cycle emissions of each dwelling. Changing the material use in the construction of an existing building and adding insulation could have a major impact on energy use and the environment of the building in its entire life cycle. This paper investigates the amount of exergy savings and the decrease in CO2 emissions resulting from the refurbishing of an existing building in Ljubljana. This study results from the growing awareness that in the choice of building materials, the designer must consider not only the requirements of the owner and occupier of the building, but also the resulting energy savings, the resource base and the effects of the manufacturing and processing of building materials on the environment. The exergy efficiency of the material use is calculated and the environmental impact assessment of energy and material use is accounted for.  相似文献
