For example, bikers were found to significantly prefer water bars above all other tested soil erosion management techniques; trail erosion factors, including the presence of rocks, roots, and gullies, all added to biking experiences on average; trail design factors, such as the presence of turns, bumps, jumps, and obstacles, all added to biking experiences in general. These findings were used to address questions that resource managers should consider when striving to effectively manage wildland recreation areas primarily used for mountain biking.  相似文献

Different tools, such as a screening matrix or decision framework, are available to select a remediation technology to treat a contaminated site. However, unless these methods can point out the appropriate technology in regards to the decision-maker's knowledge about the contaminated site, they are less useful to evaluate both the technical effectiveness and the cost of the remediation, and to assess different remediation strategies from either future data acquisition or the use of an irreversible remediation technology. A model developed to allow such evaluations has been used to simulate the remediation of a virtual contaminated site. From this, four remediation recommendations have been made. These recommendations are guidelines for the build up of a remediation strategy that would both maximize the effectiveness of the decontamination and minimize its total cost.  相似文献

/ Arthropod communities from several habitats on and adjacent to the El Segundo dunes (Los Angeles County, CA) were sampled using pitfall and yellow pan traps to evaluate their possible use as indicators of restoration success. Communities were ordinated and clustered using correspondence analysis, detrended correspondence analysis, two-way indicator species analysis, and Ward's method of agglomerative clustering. The results showed high repeatability among replicates within any sampling arena that permits discrimination of (1) degraded and relatively undisturbed habitat, (2) different dune habitat types, and (3) annual change. Canonical correspondence analysis showed a significant effect of disturbance history on community composition that explained 5-20% of the variation. Replicates of pitfall and yellow pan traps on single sites clustered together reliably when species abundance was considered, whereas clusters using only species incidence did not group replicates as consistently. The broad taxonomic approach seems appropriate for habitat evaluation and monitoring of restoration projects as an alternative to assessments geared to single species or even single families.  相似文献

k -means nonhierarchical cluster analysis using farm size, slope, and distance to the nearest city center and highway as surrogates of farmland conversion. Discriminant analysis showed that the two groups derived from the cluster analysis were 98.8% accurate (P < 0.0000). Results from the statistical analysis may serve as a starting point for the identification of individual farms prone to residential development. To explain the driving forces of farmland conversion to residential uses, interviews should be conducted with farmers, landowners, and land buyers. The use of multivariate statistical techniques to identify farms in jeopardy of residential development, in conjunction with qualitative assessments that explain the probability of development of individual farms, may prove a useful strategy to understand and predict farmland conversion.  相似文献

A technicoeconomic model is developed to select an optimal strategy for the remediation of a contaminated site and to determine the value of this remediation strategy. The model is an extension of actual cost–benefit analysis, with consideration of “irreversible” remediation technology choices, technology effectiveness, and uncertainty on the site's level of contamination. The model considers the possibility of reducing uncertainty by both acquiring more and better information on the level of contamination and by offering the decision-maker the opportunity to reevaluate his decision and switch to a more appropriate technology. It is believed that this model will help decision-makers in the selection of a remediation strategy by presenting all potentially feasible strategies, and how uncertainty on the site's level of contamination affects these strategies.  相似文献

/ Many of the aquatic and terrestrial ecosystems of the Pacific Northwest United States have been simplified and degraded in part through past land-management activities. Recent listings of fishes under the Endangered Species Act and major new initiatives for the restoration of forest health have precipitated contentious debate among managers and conservation interests in the region. Because aggressive management activities proposed for forest restoration may directly affect watershed processes and functions, the goals of aquatic and terrestrial conservation and restoration are generally viewed as in conflict. The inextricable links in ecological processes and functions, however, suggest the two perspectives should really represent elements of the same problem; that of conserving and restoring more functional landscapes. We used recent information on the status and distribution of forest and fish communities to classify river subbasins across the region and explore the potential conflict and opportunity for a more integrated view of management. Our classification indicated that there are often common trends in terrestrial and aquatic communities that highlight areas of potential convergence in management goals. Regions where patterns diverge may emphasize the need for particular care and investment in detailed risk analyses. Our spatially explicit classification of subbasin conditions provides a mechanism for progress in three areas that we think is necessary for a more integrated approach to management: (1) communication among disciplines; (2) effective prioritization of limited conservation and restoration resources; and (3) a framework for experimentation and demonstration of commitment and untested restoration techniques.  相似文献

Planning and management for recreational activities in protected areas involves an understanding of many complex factors. Segmentation of recreation demand and of the main physical or sporting activities can contribute to the design of more efficient management strategies, which may help to maintain or significantly enhance satisfaction with the recreation experience, and this in turn could improve the interest in and appreciation of the natural environment. The current study examined the motivations of hikers in three small Natura 2000 protected areas. It establishes a typology or categorization as a contribution to better management based on a survey conducted through on-site personal interviews with a representative sample of 569 hikers. Through an analysis of the principal intervening components by means of cluster analysis, we identified three groups of hikers based on three motivational dimensions: (1) nature-minded hikers, (2) sporting hikers and (3) general-purpose hikers. The most striking results were the significant differences among group variables related to visit behaviour (frequency and duration of visits and number of people per group), previous knowledge (protection status of the areas) and recreational frequentation (trail categories and protected areas visited). A positive correlation between the degree of sympathy for nature and the degree of satisfaction with the recreational experience (including positive evaluation of the public facilities, signposting and services offered) was also observed. The results are discussed in terms of their applicability and implications in hiking management in protected natural areas such as those of Natura 2000.  相似文献

In this paper, we investigate whether people's knowledge of the past influences their preferences and values towards future landscape change. "Knowledge of the past" is one aspect of the information set held by individuals, and a well-established finding in economics is that changes in information can change preferences and values. The particular aspects of knowledge of the past we work with here are: (i) awareness of past landuse, as represented by woodland cover and (ii) awareness of differing and sometimes contradictory literary impressions of this past landscape. The case studies used here relate to prospective changes in woodland cover in two UK national parks, the Lake District and the Trossachs. We find that people who are made aware that the landscape has changed over time, or that perceptions of the landscape have changed over time, are more likely to favour changes to the current landscape (are less likely to favour the status quo). Knowledge of the past therefore seems to have an impact on preferences for future landscapes. We also investigate the impacts on preferences of how "special", how "wild" and how "worked in" people perceive the landscapes of these two national parks to be.  相似文献

This paper explores issues of governance and decision-making structures associated with the problem of hexachlorobenzene (HCB) waste at Botany in New South Wales. From a government perspective, the problem is ‘downstream’ of a well-known national controversy over whether Australia should have a high-temperature incinerator (HTI) to ‘dispose’ of such scheduled wastes. The 1992 decision not to proceed with HTI followed an extensive process of public consultation, which, against the expectations of industry and government, saw the emergence of Australia-wide community opposition. Alternative national management plans were formulated for the treatment of several types of organochlorine waste, with the scheme of these plans first approved in 1993 by the Australian and New Zealand Environment and Conservation Council (ANZECC). The HCB Management Plan is one of three such plans (the others being for PCBs and organochlorine pesticides). With this, ANZECC established the Scheduled Waste Management Group comprising government officials, and the National Advisory Body (NAB) made up of stakeholders. Officially the NAB had oversight of the HCB problem until 2002 when it was disbanded. As a result of the HTI experience, new community consultation protocols were introduced in association with the alternative management plans. For HCBs, which are confined almost entirely to Orica's Botany site in southeastern Sydney, this led to the establishment of the Community Participation and Review Committee (CPRC), a representative body with review and advisory functions. This paper draws conclusions from this history about government processes of decision making, the role of individual and institutional actors, the central importance of trust, and the democratisation of risk management. Across two decades, government and industry have placed faith in centrally controlled mechanisms for public participation, hoping to garner trust and legitimate privileged technological solutions. On the ‘backswings’, these processes have seen public trust dissipate in the face of government misunderstanding of the opportunities for effective bureaucratic interventions.  相似文献

Multiple-use forest management has come to include an attention to scenic values, and methods are being developed to incorporate aesthetic considerations into decision making. A considerable body of scientific research has been conducted exploring public preferences for forest landscapes and intersubjective and contextual influences upon their perception. This research is surveyed. Findings regarding the perception of forest conditions, such as tree density and size, ground cover, species makeup and nonmanagement are considered. The scenic effects of forest treatments such as thinning, burning, and chemical application are outlined. Findings for harvest and regeneration practices such as clear-cutting, shelterwoods, selection cuts, and slash treatments are reported. Advances that consider the effects of time upon forest beauty and experiences are explored, along with a problem in multiple-use evaluation of scenic changes. Research on these topics and on observer intersubjective problems and general theory development is supported as a course of advancement in the field.  相似文献

The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact, huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection for the world community—and thus a need for the careful implementation of such agreements and regulations.  相似文献

It has been argued that strategies to manage natural areas important for tourism and recreation should integrate an understanding of tourist preferences for specific natural features. However, the accuracy of tourist recalled perceptions of environmental attributes, which are usually derived from post hoc surveys and used to establish management priorities, is currently unmeasured. We tested the validity of the relationship between tourist-stated preferences and actual condition of coral reefs around the Caribbean island of Bonaire. Using standardized questionnaires, we asked 200 divers to select their most and least favorite dive sites and the attributes that contributed to that selection. We also carried out ecological surveys at 76 of the 81 dives sites around the island to assess the actual conditions of the attributes indicated as important for site selection. Fish- and coral-related attributes were key features affecting dive enjoyment. In general, divers appeared to be able to perceive differences between sites in the true condition of biological attributes such as fish species richness, total number of fish schools, live coral cover, coral species richness, and reef structural complexity, although men and women divers differed in their ability to perceive/recall some of the attributes. Perceived differences in environmental attributes, such as surface conditions, underwater current, and the likelihood of encountering rare fish and sea turtles, were not empirically validated. The fact that divers perceive correctly differences in the condition of some of the key biological attributes that affect dive enjoyment reinforces the need to maintain overall reef condition at satisfactory levels. However, variation in accuracy of perceptions owing to demographic factors and attribute type suggests the need for caution when using public perceptions to develop environmental management strategies, particularly for coral reefs.  相似文献

We examined the prevalence of residential development that occurs with consideration of the natural features of the site, known as conservation design, within county-level planning jurisdictions across Northern Indiana. Using data from telephone interviews with representatives of planning departments, jurisdictions were ranked based on reported use of conservation design. Three categories of use emerged from the data: no use, use of individual practices associated with conservation design, and integration of multiple conservation design practices. Qualitative data analysis revealed that conservation design practices were not being used widely and, when used, were often used to fulfill stormwater requirements. Statistical analysis, using data from interviews, spatial data sets, and the U.S. Census Bureau, identified several significant positive predictors of the levels of conservation design use including conversion of forest or agricultural land cover to urban uses and education levels in the jurisdiction. Many of the interviewees noted that agricultural land is perceived to meet open space needs within their counties. Given that agricultural land does not fully meet all ecosystem needs, education about the benefits of other types of open space is suggested.

The lack of a particular use associated with abandoned farmland provides real opportunities with respect to the various land-use pressures occurring in productive territories. These environments remain generally poorly known and, because of this, require in-depth studies on the feasibility of management options, on biological as well as social grounds. This study, based on research on the biophysical potential and the perceptions by the owners of abandoned farmlands, analyzes the feasibility of silvicultural management options to improve forestry potential. Using a questionnaire, we surveyed abandoned farmland owners on different aspects of the status of their abandoned farmland in order to determine their willingness toward the management of these private lands. The land owners were also asked to express their interests and their constraints toward various types of interventions, with an emphasis on silvicultural work. The data were analyzed using multivariate methods to establish relationships between the questionnaire data and the characteristics of the land owners (socioeconomic profile and value system toward the environment). The results show that, in general, abandoned farmland is an unwanted space, is generally little used, is poorly known, and has little importance in the plans of its owners. We have found three types of owner profiles; the owners with a farmer’s profile are those who are the most interested in managing their abandoned farmland, whether for agriculture or silviculture. The desire to improve abandoned farmland seems less important to owners with an ecocentric profile (high awareness of the environment) and to older owners. Finally, by associating the type of abandoned farmland owned and the characteristics of the owners, it is possible to propose different management options that reconcile the wishes of the owners as well as the biophysical potential of their abandoned farmland.  相似文献

Because American national forests are managed for all citizens, it is important that researchers explore the differences and similarities between citizens living both near and far from publicly managed land. We surveyed residents living at various distances from nationally managed land to collect resident perceptions of different forest fire-management techniques, to determine public preferences for these techniques, and to examine the motivations behind these preferences. Participants both close to and far away from national forests tended to favor a multipronged approach to fire management by preferring the use of a combination of two or more fire-management techniques. There were no significant differences by proximity in participants’ self-rated emotions, types of fire-management techniques preferred, or the reasons and rationales for their preferred fire-management technique(s), indicating that the proximity variable may not be as significant as previously thought.  相似文献

This contribution discusses a site selection process for establishing a local park. It was supported by a value-focused approach and spatial multi-criteria evaluation techniques. A first set of spatial criteria was used to design a number of potential sites. Next, a new set of spatial and non-spatial criteria was employed, including the social functions and the financial costs, together with the degree of suitability for the park to evaluate the potential sites and to recommend the most acceptable one. The whole process was facilitated by a new software tool that supports spatial multiple criteria evaluation, or SMCE. The application of this tool, combined with a continual feedback by the public administration, has provided an effective methodology to solve complex decisional problem in land-use and urban planning.  相似文献

This paper describes an application of multiple criteria analysis (MCA) in assessing criteria and indicators adapted for a particular forest management unit. The methods include: ranking, rating, and pairwise comparisons. These methods were used in a participatory decision-making environment where a team representing various stakeholders and professionals used their expert opinions and judgements in assessing different criteria and indicators (C&I) on the one hand, and how suitable and applicable they are to a forest management unit on the other. A forest concession located in Kalimantan, Indonesia, was used as the site for the case study. Results from the study show that the multicriteria methods are effective tools that can be used as structured decision aids to evaluate, prioritize, and select sets of C&I for a particular forest management unit. Ranking and rating approaches can be used as a screening tool to develop an initial list of C&I. Pairwise comparison, on the other hand, can be used as a finer filter to further reduce the list. In addition to using these three MCA methods, the study also examines two commonly used group decision-making techniques, the Delphi method and the nominal group technique. Feedback received from the participants indicates that the methods are transparent, easy to implement, and provide a convenient environment for participatory decision-making.  相似文献

Fog and low cloud cover (FLCC) and late summer recharge increase stream baseflow and decrease stream temperature during arid Mediterranean climate summers, which benefits salmon especially under climate warming conditions. The potential to discharge cool water to streams during the late summer (hydrologic capacity; HC) furnished by FLCC and recharge were mapped for the 299 subwatersheds ranked Core, Phase 1, or Phase 2 under the National Marine Fisheries Service Recovery Plan that prioritized restoration and threat abatement action for endangered Central California Coast Coho Salmon evolutionarily significant unit. Two spatially continuous gridded datasets were merged to compare HC: average hrs/day FLCC, a new dataset derived from a decade of hourly National Weather Satellite data, and annual average mm recharge from the USGS Basin Characterization Model. Two use‐case scenarios provide examples of incorporating FLCC‐driven HC indices into long‐term recovery planning. The first, a thermal analysis under future climate, projected 65% of the watershed area for 8–19 coho population units as thermally inhospitable under two global climate models and identified several units with high resilience (high HC under the range of projected warming conditions). The second use case investigated HC by subwatershed rank and coho population, and identified three population units with high HC in areas ranked Phase 1 and 2 and low HC in Core. Recovery planning for cold‐water fish species would benefit by including FLCC in vulnerability analyses.  相似文献

Different criteria have been proposed for the rapid ecological evaluation of wooded areas. It is difficult, however, to determine the criteria most likely to yield results similar to those that would be obtained through detailed surveys and exhaustive evaluation. In order to identify such synthetic criteria, data from a detailed evaluation of Montreal Urban Community woodlots were studied with the help of multivariate analysis. This detailed evaluation was undertaken at two levels—woodlot unit and the woodlots themselves—using 16 different criteria.At the woodlot unit level, area and abundance indices of shade intolerant species in the tree layer could be used as synthetic criteria, while at the woodlot level the ecological value of the constituent units stand out as the first synthetic criterion. These results are compared with criteria proposed in the literature, and the use of multivariate analysis in ecological evaluation is briefly discussed.  相似文献

The process of analyzing vegetation in terms of its suitability for various non-consumptive uses is primitive in comparison with systems for evaluating other resources such as soil and topography. This paper proposes a framework for developing a standardized, quantitative vegetation analysis system based on plant ecology methods.
