Concerns about the social consequences of conservation have spurred increased attention the monitoring and evaluation of the social impacts of conservation projects. This has resulted in a growing body of research that demonstrates how conservation can produce both positive and negative social, economic, cultural, health, and governance consequences for local communities. Yet, the results of social monitoring efforts are seldom applied to adaptively manage conservation projects. Greater attention is needed to incorporating the results of social impact assessments in long‐term conservation management to minimize negative social consequences and maximize social benefits. We bring together insights from social impact assessment, adaptive management, social learning, knowledge coproduction, cross‐scale governance, and environmental planning to propose a definition and framework for adaptive social impact management (ASIM). We define ASIM as the cyclical process of monitoring and adaptively managing social impacts over the life‐span of an initiative through the 4 stages of profiling, learning, planning, and implementing. We outline 14 steps associated with the 4 stages of the ASIM cycle and provide guidance and potential methods for social‐indicator development, predictive assessments of social impacts, monitoring and evaluation, communication of results, and identification and prioritization of management responses. Successful ASIM will be aided by engaging with best practices – including local engagement and collaboration in the process, transparent communication of results to stakeholders, collective deliberation on and choice of interventions, documentation of shared learning at the site level, and the scaling up of insights to inform higher‐level conservation policies‐to increase accountability, trust, and perceived legitimacy among stakeholders. The ASIM process is broadly applicable to conservation, environmental management, and development initiatives at various scales and in different contexts.  相似文献

Protected areas (PAs) are a key strategy for protecting biological resources, but they vary considerably in their effectiveness and are frequently reported as having negative impacts on local people. This has contributed to a divisive and unresolved debate concerning the compatibility of environmental and socioeconomic development goals. Elucidating the relationship between positive and negative social impacts and conservation outcomes of PAs is key for the development of more effective and socially just conservation. We conducted a global meta‐analysis on 165 PAs using data from 171 published studies. We assessed how PAs affect the well‐being of local people, the factors associated with these impacts, and crucially the relationship between PAs’ conservation and socioeconomic outcomes. Protected areas associated with positive socioeconomic outcomes were more likely to report positive conservation outcomes. Positive conservation and socioeconomic outcomes were more likely to occur when PAs adopted comanagement regimes, empowered local people, reduced economic inequalities, and maintained cultural and livelihood benefits. Whereas the strictest regimes of PA management attempted to exclude anthropogenic influences to achieve biological conservation objectives, PAs that explicitly integrated local people as stakeholders tended to be more effective at achieving joint biological conservation and socioeconomic development outcomes. Strict protection may be needed in some circumstances, yet our results demonstrate that conservation and development objectives can be synergistic and highlight management strategies that increase the probability of maximizing both conservation performance and development outcomes of PAs.  相似文献

Southeast Asia possesses the highest rates of tropical deforestation globally and exceptional levels of species richness and endemism. Many countries in the region are also recognized for their food insecurity and poverty, making the reconciliation of agricultural production and forest conservation a particular priority. This reconciliation requires recognition of the trade‐offs between competing land‐use values and the subsequent incorporation of this information into policy making. To date, such reconciliation has been relatively unsuccessful across much of Southeast Asia. We propose an ecosystem services (ES) value‐internalization framework that identifies the key challenges to such reconciliation. These challenges include lack of accessible ES valuation techniques; limited knowledge of the links between forests, food security, and human well‐being; weak demand and political will for the integration of ES in economic activities and environmental regulation; a disconnect between decision makers and ES valuation; and lack of transparent discussion platforms where stakeholders can work toward consensus on negotiated land‐use management decisions. Key research priorities to overcome these challenges are developing easy‐to‐use ES valuation techniques; quantifying links between forests and well‐being that go beyond economic values; understanding factors that prevent the incorporation of ES into markets, regulations, and environmental certification schemes; understanding how to integrate ES valuation into policy making processes, and determining how to reduce corruption and power plays in land‐use planning processes.  相似文献

Conservationists are increasingly engaging with the concept of human well‐being to improve the design and evaluation of their interventions. Since the convening of the influential Sarkozy Commission in 2009, development researchers have been refining conceptualizations and frameworks to understand and measure human well‐being and are starting to converge on a common understanding of how best to do this. In conservation, the term human well‐being is in widespread use, but there is a need for guidance on operationalizing it to measure the impacts of conservation interventions on people. We present a framework for understanding human well‐being, which could be particularly useful in conservation. The framework includes 3 conditions; meeting needs, pursuing goals, and experiencing a satisfactory quality of life. We outline some of the complexities involved in evaluating the well‐being effects of conservation interventions, with the understanding that well‐being varies between people and over time and with the priorities of the evaluator. Key challenges for research into the well‐being impacts of conservation interventions include the need to build up a collection of case studies so as to draw out generalizable lessons; harness the potential of modern technology to support well‐being research; and contextualize evaluations of conservation impacts on well‐being spatially and temporally within the wider landscape of social change. Pathways through the smog of confusion around the term well‐being exist, and existing frameworks such as the Well‐being in Developing Countries approach can help conservationists negotiate the challenges of operationalizing the concept. Conservationists have the opportunity to benefit from the recent flurry of research in the development field so as to carry out more nuanced and locally relevant evaluations of the effects of their interventions on human well‐being. Abstract: The current shortfall in effectiveness within conservation biology is illustrated by increasing interest in “evidence‐based conservation,” whose proponents have identified the need to benchmark conservation initiatives against actions that lead to proven positive effects. The effectiveness of conservation policies, approaches, and evaluation is under increasing scrutiny, and in these areas models of excellence used in business could prove valuable. Typically, conservation programs require years of effort and involve rigorous long‐term implementation processes. Successful balance of long‐term efforts alongside the achievement of short‐term goals is often compromised by management or budgetary constraints, a situation also common in commercial businesses. “Business excellence” is an approach many companies have used over the past 20 years to ensure continued success. Various business excellence evaluations have been promoted that include concepts that could be adapted and applied in conservation programs. We describe a conservation excellence model that shows how scientific processes and results can be aligned with financial and organizational measures of success. We applied the model to two well‐documented species conservation programs. In the first, the Po’ouli program, several aspects of improvement were identified, such as more authority for decision making in the field and better integration of habitat management and population recovery processes. The second example, the black‐footed ferret program, could have benefited from leadership effort to reduce bureaucracy and to encourage use of best‐practice species recovery approaches. The conservation excellence model enables greater clarity in goal setting, more‐effective identification of job roles within programs, better links between technical approaches and measures of biological success, and more‐effective use of resources. The model could improve evaluation of a conservation program's effectiveness and may be used to compare different programs, for example during reviews of project performance by sponsoring organizations.  相似文献

Sustainability standards and certification serve to differentiate and provide market recognition to goods produced in accordance with social and environmental good practices, typically including practices to protect biodiversity. Such standards have seen rapid growth, including in tropical agricultural commodities such as cocoa, coffee, palm oil, soybeans, and tea. Given the role of sustainability standards in influencing land use in hotspots of biodiversity, deforestation, and agricultural intensification, much could be gained from efforts to evaluate and increase the conservation payoff of these schemes. To this end, we devised a systematic approach for monitoring and evaluating the conservation impacts of agricultural sustainability standards and for using the resulting evidence to improve the effectiveness of such standards over time. The approach is oriented around a set of hypotheses and corresponding research questions about how sustainability standards are predicted to deliver conservation benefits. These questions are addressed through data from multiple sources, including basic common information from certification audits; field monitoring of environmental outcomes at a sample of certified sites; and rigorous impact assessment research based on experimental or quasi‐experimental methods. Integration of these sources can generate time‐series data that are comparable across sites and regions and provide detailed portraits of the effects of sustainability standards. To implement this approach, we propose new collaborations between the conservation research community and the sustainability standards community to develop common indicators and monitoring protocols, foster data sharing and synthesis, and link research and practice more effectively. As the role of sustainability standards in tropical land‐use governance continues to evolve, robust evidence on the factors contributing to effectiveness can help to ensure that such standards are designed and implemented to maximize benefits for biodiversity conservation.  相似文献

Antarctic specially protected areas (ASPAs) are a key regulatory mechanism for protecting Antarctic environmental values. Previous evaluations of the effectiveness of the ASPA system focused on its representativeness and design characteristics, presenting a compelling rationale for its systematic revision. Upgrading the system could increase the representation of values within ASPAs, but representation alone does not guarantee the avoided loss or improvement of those values. Identifying factors that influence the effectiveness of ASPAs would inform the design and management of an ASPA system with the greatest capacity to deliver its intended conservation outcomes. To facilitate evaluations of ASPA effectiveness, we devised a research and policy agenda that includes articulating a theory of change for what outcomes ASPAs generate and how; building evaluation principles into ASPA design and designation processes; employing complementary approaches to evaluate multiple dimensions of effectiveness; and extending evaluation findings to identify and exploit drivers of positive conservation impact. Implementing these approaches will enhance the efficacy of ASPAs as a management tool, potentially leading to improved outcomes for Antarctic natural values in an era of rapid global change. Abstract: Despite the growing interest in conservation approaches that include payments for environmental services (PES), few evaluations of the influence of such interventions on behaviors of individuals have been conducted. We used self‐reported changes in six legal and illegal forest‐use behaviors to investigate the way in which a PES for biodiversity conservation intervention in Menabe, Madagascar, influenced behavior. Individuals (n =864) from eight intervention communities and five control communities answered questions on their forest‐use behaviors before and after the intervention began, as well as on their reasons for changing and their attitudes to various institutions. The payments had little impact on individuals’ reported decisions to change behaviors, but it had a strong impact on individuals’ attitudes. Payments appeared to legitimize monitoring of behaviors by the implementing nongovernmental organization (NGO), but did not act as a behavioral driver in their own right. Although there were no clear differences between changes in behaviors in the intervention and control communities, the intervention did influence motivations for change. Fear of local forest associations and the implementing NGO were strong motivators for changing behavior in communities with the PES intervention, whereas fear of the national government was the main reason given for change in control communities. Behavioral changes were most stable where fear of local organizations motivated the change. Our results highlight the interactions between different incentives people face when making behavioral decisions and the importance of considering the full range of incentives when designing community‐based PES interventions.  相似文献

Conservation success is contingent on assessing social and environmental factors so that cost‐effective implementation of strategies and actions can be placed in a broad social–ecological context. Until now, the focus has been on how to include spatially explicit social data in conservation planning, whereas the value of different kinds of social data has received limited attention. In a regional systematic conservation planning case study in Australia, we examined the spatial concurrence of a range of spatially explicit social values and land‐use preferences collected using a public participation geographic information system and biological data. We used Zonation to integrate the social data with the biological data in a series of spatial‐prioritization scenarios to determine the effect of the different types of social data on spatial prioritization compared with biological data alone. The type of social data (i.e., conservation opportunities or constraints) significantly affected spatial prioritization outcomes. The integration of social values and land‐use preferences under different scenarios was highly variable and generated spatial prioritizations 1.2–51% different from those based on biological data alone. The inclusion of conservation‐compatible values and preferences added relatively few new areas to conservation priorities, whereas including noncompatible economic values and development preferences as costs significantly changed conservation priority areas (48.2% and 47.4%, respectively). Based on our results, a multifaceted conservation prioritization approach that combines spatially explicit social data with biological data can help conservation planners identify the type of social data to collect for more effective and feasible conservation actions.  相似文献

Abstract: The outcomes of systematic conservation planning (process of assessing, implementing, and managing conservation areas) are rarely reported or measured formally. A lack of consistent or rigorous evaluation in conservation planning has fueled debate about the extent to which conservation assessment (identification, design, and prioritization of potential conservation areas) ultimately influences actions on the ground. We interviewed staff members of a nongovernmental organization, who were involved in 5 ecoregional assessments across North and South America and the Asia‐Pacific region. We conducted 17 semistructured interviews with open and closed questions about the perceived purpose, outputs, and outcomes of the ecoregional assessments in which respondents were involved. Using qualitative data collected from those interviews, we investigated the types and frequency of benefits perceived to have emerged from the ecoregional assessments and explored factors that might facilitate or constrain the flow of benefits. Some benefits reflected the intended purpose of ecoregional assessments. Other benefits included improvements in social interactions, attitudes, and institutional knowledge. Our results suggest the latter types of benefits enable ultimate benefits of assessments, such as guiding investments by institutional partners. Our results also showed a clear divergence between the respondents’ expectations and perceived outcomes of implementation of conservation actions arising from ecoregional assessments. Our findings suggest the need for both a broader perspective on the contribution of assessments to planning goals and further evaluation of conservation assessments.  相似文献

Protected areas are a cornerstone for forest protection, but they are not always effective during times of socioeconomic and institutional crises. The Carpathian Mountains in Eastern Europe are an ecologically outstanding region, with widespread seminatural and old‐growth forest. Since 1990, Carpathian countries (Czech Republic, Hungary, Poland, Romania, Slovakia, and Ukraine) have experienced economic hardship and institutional changes, including the breakdown of socialism, European Union accession, and a rapid expansion of protected areas. The question is how protected‐area effectiveness has varied during these times across the Carpathians given these changes. We analyzed a satellite‐based data set of forest disturbance (i.e., forest loss due to harvesting or natural disturbances) from 1985 to 2010 and used matching statistics and a fixed‐effects estimator to quantify the effect of protection on forest disturbance. Protected areas in the Czech Republic, Slovakia, and the Ukraine had significantly less deforestation inside protected areas than outside in some periods; the likelihood of disturbance was reduced by 1–5%. The effectiveness of protection increased over time in these countries, whereas the opposite was true in Romania. Older protected areas were most effective in Romania and Hungary, but newer protected areas were more effective in Czech Republic, and Poland. Strict protection (International Union for Conservation of Nature [IUCN] protection category Ia‐II) was not more effective than landscape‐level protection (IUCN III‐VI). We suggest that the strength of institutions, the differences in forest privatization, forest management, prior distribution of protected areas, and when countries joined the European Union may provide explanations for the strikingly heterogeneous effectiveness patterns among countries. Our results highlight how different the effects of protected areas can be at broad scales, indicating that the effectiveness of protected areas is transitory over time and space and suggesting that generalizations about the effectiveness of protected areas can be misleading.  相似文献

One of the key determinants of success in biodiversity conservation is how well conservation planning decisions account for the social system in which actions are to be implemented. Understanding elements of how the social and ecological systems interact can help identify opportunities for implementation. Utilizing data from a large‐scale conservation initiative in southwestern of Australia, we explored how a social–ecological system framework can be applied to identify how social and ecological factors interact to influence the opportunities for conservation. Using data from semistructured interviews, an online survey, and publicly available data, we developed a conceptual model of the social–ecological system associated with the conservation of the Fitz‐Stirling region. We used this model to identify the relevant variables (remnants of vegetation, stakeholder presence, collaboration between stakeholders, and their scale of management) that affect the implementation of conservation actions in the region. We combined measures for these variables to ascertain how areas associated with different levels of ecological importance coincided with areas associated with different levels of stakeholder presence, stakeholder collaboration, and scales of management. We identified areas that could benefit from different implementation strategies, from those suitable for immediate conservation action to areas requiring implementation over the long term to increase on‐the‐ground capacity and identify mechanisms to incentivize implementation. The application of a social–ecological framework can help conservation planners and practitioners facilitate the integration of ecological and social data to inform the translation of priorities for action into implementation strategies that account for the complexities of conservation problems in a focused way.  相似文献

Despite broad recognition of the value of social sciences and increasingly vocal calls for better engagement with the human element of conservation, the conservation social sciences remain misunderstood and underutilized in practice. The conservation social sciences can provide unique and important contributions to society's understanding of the relationships between humans and nature and to improving conservation practice and outcomes. There are 4 barriers—ideological, institutional, knowledge, and capacity—to meaningful integration of the social sciences into conservation. We provide practical guidance on overcoming these barriers to mainstream the social sciences in conservation science, practice, and policy. Broadly, we recommend fostering knowledge on the scope and contributions of the social sciences to conservation, including social scientists from the inception of interdisciplinary research projects, incorporating social science research and insights during all stages of conservation planning and implementation, building social science capacity at all scales in conservation organizations and agencies, and promoting engagement with the social sciences in and through global conservation policy‐influencing organizations. Conservation social scientists, too, need to be willing to engage with natural science knowledge and to communicate insights and recommendations clearly. We urge the conservation community to move beyond superficial engagement with the conservation social sciences. A more inclusive and integrative conservation science—one that includes the natural and social sciences—will enable more ecologically effective and socially just conservation. Better collaboration among social scientists, natural scientists, practitioners, and policy makers will facilitate a renewed and more robust conservation. Mainstreaming the conservation social sciences will facilitate the uptake of the full range of insights and contributions from these fields into conservation policy and practice.  相似文献

The outcomes of species recovery programs have been mixed; high‐profile population recoveries contrast with species‐level extinctions. Each conservation intervention has its own challenges, but to inform more effective management it is imperative to assess whether correlates of wider recovery program success or failure can be identified. To contribute to evidence‐based improvement of future conservation strategies, we conducted a global quantitative analysis of 48 mammalian recovery programs. We reviewed available scientific literature and conducted semistructured interviews with conservation professionals involved in different recovery programs to investigate ecological, management, and political factors associated with population recoveries or declines. Identifying and removing threats was significantly associated with increasing population trend and decreasing conservation dependence, emphasizing that populations are likely to continue to be compromised in the absence of effective threat mitigation and supporting the need for threat monitoring and adaptive management in response to new and potential threats. Lack of habitat and small population size were cited as limiting factors in 56% and 42% of recovery programs, respectively, and both were statistically associated with increased longer term dependence on conservation intervention, demonstrating the importance of increasing population numbers quickly and restoring and protecting habitat. Poor stakeholder coordination and management were also regularly cited by respondents as key weaknesses in recovery programs, indicating the importance of effective leadership and shared goals and management plans. Project outcomes were not influenced by biological or ecological variables such as body mass or habitat, which suggests that these insights into correlates of conservation success and failure are likely to be generalizable across mammals.  相似文献

We investigated whether the impact of conservation science is greater for research conducted in countries with more pressing conservation problems. We quantified research impact for 231 countries based on 2 citation metrics (mean cites per paper and h index) and fitted models predicting research impact based on number of threatened bird and mammal species (as a measure of conservation importance of a country) and a range of demographic variables. Citation rates of conservation research increased as a country's conservation need increased and as human population, quality of governance, and wealth increased. Even after accounting for these factors, citation rates among regions and countries within regions varied significantly. The conservation research community needs to consider ways to begin addressing the entrenched disadvantages some countries have when it comes to initiating projects and producing high‐quality research.  相似文献

The conservation community is increasingly focusing on the monitoring and evaluation of management, governance, ecological, and social considerations as part of a broader move toward adaptive management and evidence‐based conservation. Evidence is any information that can be used to come to a conclusion and support a judgment or, in this case, to make decisions that will improve conservation policies, actions, and outcomes. Perceptions are one type of information that is often dismissed as anecdotal by those arguing for evidence‐based conservation. In this paper, I clarify the contributions of research on perceptions of conservation to improving adaptive and evidence‐based conservation. Studies of the perceptions of local people can provide important insights into observations, understandings and interpretations of the social impacts, and ecological outcomes of conservation; the legitimacy of conservation governance; and the social acceptability of environmental management. Perceptions of these factors contribute to positive or negative local evaluations of conservation initiatives. It is positive perceptions, not just objective scientific evidence of effectiveness, that ultimately ensure the support of local constituents thus enabling the long‐term success of conservation. Research on perceptions can inform courses of action to improve conservation and governance at scales ranging from individual initiatives to national and international policies. Better incorporation of evidence from across the social and natural sciences and integration of a plurality of methods into monitoring and evaluation will provide a more complete picture on which to base conservation decisions and environmental management.  相似文献

Knowledge of what conservation interventions improve biodiversity outcomes, and in which circumstances, is imperative. Experimental and quasi-experimental methods are increasingly used to establish causal inference and build the evidence base on the effectiveness of interventions, but their ability to provide insight into how and under what conditions an intervention should be implemented to improve biodiversity outcomes faces limitations. A suite of attribution methods that leverage qualitative methods for causal inference is available but underutilized in conversation impact evaluation. This article provides a guide to 5 such qualitative attribution methods: contribution analysis, process tracing, realist evaluation, qualitative comparative analysis, and most significant change. It defines and introduces each method and then illustrates how they could be applied through a case study of community conservancies in Namibia. This guide provides examples of how qualitative attribution methods can advance knowledge of what works, in which contexts, and why in biodiversity conservation.  相似文献

One of the main goals of conservation biology is to understand the factors shaping variation in biodiversity across the planet. This understanding is critical for conservation planners to be able to develop effective conservation strategies. Although many studies have focused on species richness and the protection of rare and endemic species, less attention has been paid to the protection of the phylogenetic dimension of biodiversity. We explored how phylogenetic diversity, species richness, and phylogenetic community structure vary in seed plant communities along an elevational gradient in a relatively understudied high mountain region, the Dulong Valley, in southeastern Tibet, China. As expected, phylogenetic diversity was well correlated with species richness among the elevational bands and among communities. At the community level, evergreen broad‐leaved forests had the highest levels of species richness and phylogenetic diversity. Using null model analyses, we found evidence of nonrandom phylogenetic structure across the region. Evergreen broad‐leaved forests were phylogenetically overdispersed, whereas other vegetation types tended to be phylogenetically clustered. We suggest that communities with high species richness or overdispersed phylogenetic structure should be a focus for biodiversity conservation within the Dulong Valley because these areas may help maximize the potential of this flora to respond to future global change. In biodiversity hotspots worldwide, we suggest that the phylogenetic structure of a community may serve as a useful measure of phylogenetic diversity in the context of conservation planning.  相似文献

Established under the European Union (EU) Birds and Habitats Directives, Natura 2000 is one of the largest international networks of protected areas. With the spatial designation of sites by the EU member states almost finalized, the biggest challenge still lying ahead is the appropriate management of the sites. To evaluate the cross‐scale functioning of Natura 2000 implementation, we analyzed 242 questionnaires completed by conservation scientists involved in the implementation of Natura 2000 in 24 EU member states. Respondents identified 7 key drivers of the quality of Natura 2000 implementation. Ordered in decreasing evaluation score, these drivers included: network design, use of external resources, legal frame, scientific input, procedural frame, social input, and national or local policy. Overall, conservation scientists were moderately satisfied with the implementation of Natura 2000. Tree modeling revealed that poor application of results of environmental impact assessments (EIA) was considered a major constraint. The main strengths of the network included the substantial increase of scientific knowledge of the sites, the contribution of nongovernmental organizations, the adequate network design in terms of area and representativeness, and the adequacy of the EU legal frame. The main weaknesses of Natura 2000 were the lack of political will from local and national governments toward effective implementation; the negative attitude of local stakeholders; the lack of background knowledge of local stakeholders, which prevented well‐informed policy decisions; and the understaffing of Natura 2000 management authorities. Top suggestions to improve Natura 2000 implementation were increase public awareness, provide environmental education to local communities, involve high‐quality conservation experts, strengthen quality control of EIA studies, and establish a specific Natura 2000 fund.
