The use of total area protected as the predominant indicator of progress in building protected area (PA) networks is receiving growing criticism. Documenting the full dynamics of PA networks, both in terms of the gains and losses in protection, provides a much more informative approach to tracking progress. To this end, documentation of PA downgrading, downsizing, and degazettement (PADDD) has increased. Studies of PADDD events generally fail to place these losses in the context of gains in protection; therefore, they omit important elements of PA network dynamics. To address this limitation, we used a spatially explicit approach to identify every parcel of land added to and excised from the Australian terrestrial PA network and PAs that had their level of protection changed over 17 years (1997–2014). By quantifying changes in the spatial configuration of the PA network with time‐series data (spatial layers for nine separate time steps), ours is the first assessment of the dynamics (increases and decreases in area and level of protection) of a PA network and the first comprehensive assessment of PADDD in a developed country. We found that the Australian network was highly dynamic; there were 5233 changes in area or level of protection over 17 years. Against a background of enormous increases in area protected, we identified over 1500 PADDD events, which affected over one‐third of the network, which were largely the result of widespread downgrading of protection. We believe our approach provides a mechanism for robust tracking of trends in the world's PAs through the use of data from the World Database on Protected Areas. However, this will require greater transparency and improved data standards in reporting changes to PAs.  相似文献

Abstract: Human‐made objects (e.g., buildings with glass surfaces) can reflect horizontally polarized light so strongly that they appear to aquatic insects to be bodies of water. Insects that lay eggs in water are especially attracted to such structures because these insects use horizontal polarization of light off bodies of water to find egg‐laying sites. Thus, these sources of polarized light can become ecological traps associated with reproductive failure and mortality in organisms that are attracted to them and by extension with rapid population declines or collapse. Solar panels are a new source of polarized light pollution. Using imaging polarimetry, we measured the reflection–polarization characteristics of different solar panels and in multiple‐choice experiments in the field we tested their attractiveness to mayflies, caddis flies, dolichopodids, and tabanids. At the Brewster angle, solar panels polarized reflected light almost completely (degree of polarization d ≈100%) and substantially exceeded typical polarization values for water (d ≈30–70%). Mayflies (Ephemeroptera), stoneflies (Trichoptera), dolichopodid dipterans, and tabanid flies (Tabanidae) were the most attracted to solar panels and exhibited oviposition behavior above solar panels more often than above surfaces with lower degrees of polarization (including water), but in general they avoided solar cells with nonpolarizing white borders and white grates. The highly and horizontally polarizing surfaces that had nonpolarizing, white cell borders were 10‐ to 26‐fold less attractive to insects than the same panels without white partitions. Although solar panels can act as ecological traps, fragmenting their solar‐active area does lessen their attractiveness to polarotactic insects. The design of solar panels and collectors and their placement relative to aquatic habitats will likely affect populations of aquatic insects that use polarized light as a behavioral cue.  相似文献

Protected areas (PAs) are a key strategy for protecting biological resources, but they vary considerably in their effectiveness and are frequently reported as having negative impacts on local people. This has contributed to a divisive and unresolved debate concerning the compatibility of environmental and socioeconomic development goals. Elucidating the relationship between positive and negative social impacts and conservation outcomes of PAs is key for the development of more effective and socially just conservation. We conducted a global meta‐analysis on 165 PAs using data from 171 published studies. We assessed how PAs affect the well‐being of local people, the factors associated with these impacts, and crucially the relationship between PAs’ conservation and socioeconomic outcomes. Protected areas associated with positive socioeconomic outcomes were more likely to report positive conservation outcomes. Positive conservation and socioeconomic outcomes were more likely to occur when PAs adopted comanagement regimes, empowered local people, reduced economic inequalities, and maintained cultural and livelihood benefits. Whereas the strictest regimes of PA management attempted to exclude anthropogenic influences to achieve biological conservation objectives, PAs that explicitly integrated local people as stakeholders tended to be more effective at achieving joint biological conservation and socioeconomic development outcomes. Strict protection may be needed in some circumstances, yet our results demonstrate that conservation and development objectives can be synergistic and highlight management strategies that increase the probability of maximizing both conservation performance and development outcomes of PAs.  相似文献

Established under the European Union (EU) Birds and Habitats Directives, Natura 2000 is one of the largest international networks of protected areas. With the spatial designation of sites by the EU member states almost finalized, the biggest challenge still lying ahead is the appropriate management of the sites. To evaluate the cross‐scale functioning of Natura 2000 implementation, we analyzed 242 questionnaires completed by conservation scientists involved in the implementation of Natura 2000 in 24 EU member states. Respondents identified 7 key drivers of the quality of Natura 2000 implementation. Ordered in decreasing evaluation score, these drivers included: network design, use of external resources, legal frame, scientific input, procedural frame, social input, and national or local policy. Overall, conservation scientists were moderately satisfied with the implementation of Natura 2000. Tree modeling revealed that poor application of results of environmental impact assessments (EIA) was considered a major constraint. The main strengths of the network included the substantial increase of scientific knowledge of the sites, the contribution of nongovernmental organizations, the adequate network design in terms of area and representativeness, and the adequacy of the EU legal frame. The main weaknesses of Natura 2000 were the lack of political will from local and national governments toward effective implementation; the negative attitude of local stakeholders; the lack of background knowledge of local stakeholders, which prevented well‐informed policy decisions; and the understaffing of Natura 2000 management authorities. Top suggestions to improve Natura 2000 implementation were increase public awareness, provide environmental education to local communities, involve high‐quality conservation experts, strengthen quality control of EIA studies, and establish a specific Natura 2000 fund. Abstract: Worldwide efforts have concentrated on developing monitoring methods that would enhance the assessment of progress toward achieving the 2010 conservation objectives of the Convention on Biological Diversity. Threat reduction assessment is one such method. It provides an indirect measure of the effects of a conservation project by evaluating changes in human‐induced direct threats to protected areas. We applied modified threat reduction assessments and the 2008 International Union for Conservation of Nature standardized lexicon for classification of threats to Horsh Ehden and Al‐Shouf Cedar nature reserves in Lebanon. Our goal was in part to test the suitability of this tool for improving monitoring and management effectiveness of protected forests in Lebanon. In Horsh Ehden, composite threats decreased by 24% from 1997 to 2002, and then increased from 2002 to 2009 by 78% in the core area of the reserve and by 118% in the reserve's buffer zone (surrounds core area, conservation and recreational activities allowed). In Al‐Shouf Cedar reserve threats decreased by 51% from 2006 to 2009. Management teams from both reserves have integrated the use of this method to prioritize actions for new management plans. We believe that in Lebanon and other countries with limited resources and weak monitoring programs or that are experiencing political instability threat reduction assessments could be used to improve the effectiveness of protected areas management.  相似文献

Decisions need to be made about which biodiversity management actions are undertaken to mitigate threats and about where these actions are implemented. However, management actions can interact; that is, the cost, benefit, and feasibility of one action can change when another action is undertaken. There is little guidance on how to explicitly and efficiently prioritize management for multiple threats, including deciding where to act. Integrated management could focus on one management action to abate a dominant threat or on a strategy comprising multiple actions to abate multiple threats. Furthermore management could be undertaken at sites that are in close proximity to reduce costs. We used cost‐effectiveness analysis to prioritize investments in fire management, controlling invasive predators, and reducing grazing pressure in a bio‐diverse region of southeastern Queensland, Australia. We compared outcomes of 5 management approaches based on different assumptions about interactions and quantified how investment needed, benefits expected, and the locations prioritized for implementation differed when interactions were taken into account. Managing for interactions altered decisions about where to invest and in which actions to invest and had the potential to deliver increased investment efficiency. Differences in high priority locations and actions were greatest between the approaches when we made different assumptions about how management actions deliver benefits through threat abatement: either all threats must be managed to conserve species or only one management action may be required. Threatened species management that does not consider interactions between actions may result in misplaced investments or misguided expectations of the effort required to mitigate threats to species.  相似文献

Considerable empirical evidence supports recovery of reef fish populations with fishery closures. In countries where full exclusion of people from fishing may be perceived as inequitable, fishing‐gear restrictions on nonselective and destructive gears may offer socially relevant management alternatives to build recovery of fish biomass. Even so, few researchers have statistically compared the responses of tropical reef fisheries to alternative management strategies. We tested for the effects of fishery closures and fishing gear restrictions on tropical reef fish biomass at the community and family level. We conducted 1,396 underwater surveys at 617 unique sites across a spatial hierarchy within 22 global marine ecoregions that represented 5 realms. We compared total biomass across local fish assemblages and among 20 families of reef fishes inside marine protected areas (MPAs) with different fishing restrictions: no‐take, hook‐and‐line fishing only, several fishing gears allowed, and sites open to all fishing gears. We included a further category representing remote sites, where fishing pressure is low. As expected, full fishery closures, (i.e., no‐take zones) most benefited community‐ and family‐level fish biomass in comparison with restrictions on fishing gears and openly fished sites. Although biomass responses to fishery closures were highly variable across families, some fishery targets (e.g., Carcharhinidae and Lutjanidae) responded positively to multiple restrictions on fishing gears (i.e., where gears other than hook and line were not permitted). Remoteness also positively affected the response of community‐level fish biomass and many fish families. Our findings provide strong support for the role of fishing restrictions in building recovery of fish biomass and indicate important interactions among fishing‐gear types that affect biomass of a diverse set of reef fish families.  相似文献

Marine protected areas (MPAs) are the cornerstone of most marine conservation strategies, but the effectiveness of each one partly depends on its size and distance to other MPAs in a network. Despite this, current recommendations on ideal MPA size and spacing vary widely, and data are lacking on how these constraints might influence the overall spatial characteristics, socio‐economic impacts, and connectivity of the resultant MPA networks. To address this problem, we tested the impact of applying different MPA size constraints in English waters. We used the Marxan spatial prioritization software to identify a network of MPAs that met conservation feature targets, whilst minimizing impacts on fisheries; modified the Marxan outputs with the MinPatch software to ensure each MPA met a minimum size; and used existing data on the dispersal distances of a range of species found in English waters to investigate the likely impacts of such spatial constraints on the region's biodiversity. Increasing MPA size had little effect on total network area or the location of priority areas, but as MPA size increased, fishing opportunity cost to stakeholders increased. In addition, as MPA size increased, the number of closely connected sets of MPAs in networks and the average distance between neighboring MPAs decreased, which consequently increased the proportion of the planning region that was isolated from all MPAs. These results suggest networks containing large MPAs would be more viable for the majority of the region's species that have small dispersal distances, but dispersal between MPA sets and spill‐over of individuals into unprotected areas would be reduced. These findings highlight the importance of testing the impact of applying different MPA size constraints because there are clear trade‐offs that result from the interaction of size, number, and distribution of MPAs in a network.  相似文献

Although interwetland dispersal is thought to play an important role in regional persistence of pond‐breeding amphibians, few researchers have modeled amphibian metapopulation or source‐sink dynamics. Results of recent modeling studies suggest anthropogenic stressors, such as pollution, can negatively affect density and population viability of amphibians breeding in isolated wetlands. Presumably population declines also result in reduced dispersal to surrounding (often uncontaminated) habitats, potentially affecting dynamics of nearby populations. We used our data on the effects of mercury (Hg) on the American toad ( Bufo americanus) as a case study in modeling the effects of anthropogenic stressors on landscape‐scale amphibian dynamics. We created a structured metapopulation model to investigate regional dynamics of American toads and to evaluate the degree to which detrimental effects of Hg contamination on individual populations can disrupt interpopulation dynamics. Dispersal from typical American toad populations supported nearby populations that would otherwise have been extirpated over long time scales. Through support of such sink populations, dispersal between wetland‐associated subpopulations substantially increased overall productivity of wetland networks, but this effect declined with increasing interwetland distance and decreasing wetland size. Contamination with Hg substantially reduced productivity of wetland‐associated subpopulations and impaired the ability of populations to support nearby sinks within relevant spatial scales. Our results add to the understanding of regional dynamics of pond‐breeding amphibians, the wide‐reaching negative effects of environmental contaminants, and the potential for restoration or remediation of degraded habitats. Anthropogenic environmental impacts can disrupt the sensory environment of animals and affect important processes from mate choice to predator avoidance. Currently, these effects are best understood for auditory and chemosensory modalities, and recent reviews highlight their importance for conservation. We examined how anthropogenic changes to the visual environment (ambient light, transmission, and backgrounds) affect visual communication and camouflage and considered the implications of these effects for conservation. Human changes to the visual environment can increase predation risk by affecting camouflage effectiveness, lead to maladaptive patterns of mate choice, and disrupt mutualistic interactions between pollinators and plants. Implications for conservation are particularly evident for disrupted camouflage due to its tight links with survival. The conservation importance of impaired visual communication is less documented. The effects of anthropogenic changes on visual communication and camouflage may be severe when they affect critical processes such as pollination or species recognition. However, when impaired mate choice does not lead to hybridization, the conservation consequences are less clear. We suggest that the demographic effects of human impacts on visual communication and camouflage will be particularly strong when human‐induced modifications to the visual environment are evolutionarily novel (i.e., very different from natural variation); affected species and populations have low levels of intraspecific (genotypic and phenotypic) variation and behavioral, sensory, or physiological plasticity; and the processes affected are directly related to survival (camouflage), species recognition, or number of offspring produced, rather than offspring quality or attractiveness. Our findings suggest that anthropogenic effects on the visual environment may be of similar importance relative to conservation as anthropogenic effects on other sensory modalities.  相似文献

Effective ecosystem‐based management requires understanding ecosystem responses to multiple human threats, rather than focusing on single threats. To understand ecosystem responses to anthropogenic threats holistically, it is necessary to know how threats affect different components within ecosystems and ultimately alter ecosystem functioning. We used a case study of a Mediterranean seagrass (Posidonia oceanica) food web and expert knowledge elicitation in an application of the initial steps of a framework for assessment of cumulative human impacts on food webs. We produced a conceptual seagrass food web model, determined the main trophic relationships, identified the main threats to the food web components, and assessed the components’ vulnerability to those threats. Some threats had high (e.g., coastal infrastructure) or low impacts (e.g., agricultural runoff) on all food web components, whereas others (e.g., introduced carnivores) had very different impacts on each component. Partitioning the ecosystem into its components enabled us to identify threats previously overlooked and to reevaluate the importance of threats commonly perceived as major. By incorporating this understanding of system vulnerability with data on changes in the state of each threat (e.g., decreasing domestic pollution and increasing fishing) into a food web model, managers may be better able to estimate and predict cumulative human impacts on ecosystems and to prioritize conservation actions.  相似文献

Abstract: It is thought that recovery of marine habitats from uncontrollable disturbance may be faster in marine reserves than in unprotected habitats. But which marine habitats should be protected, those areas at greatest risk or those at least risk? We first defined this problem mathematically for 2 alternate conservation objectives. We then analytically solved this problem for both objectives and determined under which conditions each of the different protection strategies was optimal. If the conservation objective was to maximize the chance of having at least 1 healthy site, then the best strategy was protection of the site at lowest risk. On the other hand, if the goal was to maximize the expected number of healthy sites, the optimal strategy was more complex. If protected sites were likely to spend a significant amount of time in a degraded state, then it was best to protect low‐risk sites. Alternatively, if most areas were generally healthy then, counterintuitively, it was best to protect sites at higher risk. We applied these strategies to a situation of cyclone disturbance of coral reefs on Australia's Great Barrier Reef. With regard to the risk of cyclone disturbance, the optimal reef to protect differed dramatically, depending on the expected speed of reef recovery of both protected and unprotected reefs. An adequate consideration of risk is fundamental to all conservation actions and can indicate surprising routes to conservation success.  相似文献

Modern society uses massive amounts of energy. Usage rises as population and affluence increase, and energy production and use often have an impact on biodiversity or natural areas. To avoid a business‐as‐usual dependence on coal, oil, and gas over the coming decades, society must map out a future energy mix that incorporates alternative sources. This exercise can lead to radically different opinions on what a sustainable energy portfolio might entail, so an objective assessment of the relative costs and benefits of different energy sources is required. We evaluated the land use, emissions, climate, and cost implications of 3 published but divergent storylines for future energy production, none of which was optimal for all environmental and economic indicators. Using multicriteria decision‐making analysis, we ranked 7 major electricity‐generation sources (coal, gas, nuclear, biomass, hydro, wind, and solar) based on costs and benefits and tested the sensitivity of the rankings to biases stemming from contrasting philosophical ideals. Irrespective of weightings, nuclear and wind energy had the highest benefit‐to‐cost ratio. Although the environmental movement has historically rejected the nuclear energy option, new‐generation reactor technologies that fully recycle waste and incorporate passive safety systems might resolve their concerns and ought to be more widely understood. Because there is no perfect energy source however, conservation professionals ultimately need to take an evidence‐based approach to consider carefully the integrated effects of energy mixes on biodiversity conservation. Trade‐offs and compromises are inevitable and require advocating energy mixes that minimize net environmental damage. Society cannot afford to risk wholesale failure to address energy‐related biodiversity impacts because of preconceived notions and ideals.  相似文献

Abstract: Conservation actions need to account for and be adapted to address changes that will occur under global climate change. The identification of stresses on biological diversity (as defined in the Convention on Biological Diversity) is key in the process of adaptive conservation management. We considered any impact of climate change on biological diversity a stress because such an effect represents a change (negative or positive) in key ecological attributes of an ecosystem or parts of it. We applied a systemic approach and a hierarchical framework in a comprehensive classification of stresses to biological diversity that are caused directly by global climate change. Through analyses of 20 conservation sites in 7 countries and a review of the literature, we identified climate‐change‐induced stresses. We grouped the identified stresses according to 3 levels of biological diversity: stresses that affect individuals and populations, stresses that affect biological communities, and stresses that affect ecosystem structure and function. For each stress category, we differentiated 3 hierarchical levels of stress: stress class (thematic grouping with the coarsest resolution, 8); general stresses (thematic groups of specific stresses, 21); and specific stresses (most detailed definition of stresses, 90). We also compiled an overview of effects of climate change on ecosystem services using the categories of the Millennium Ecosystem Assessment and 2 additional categories. Our classification may be used to identify key climate‐change‐related stresses to biological diversity and may assist in the development of appropriate conservation strategies. The classification is in list format, but it accounts for relations among climate‐change‐induced stresses.  相似文献

Abstract: Increasing migration into urbanized centers in the Solomon Islands poses a great threat to adjacent coral reef fisheries because of negative effects on the fisheries and because it further erodes customary management systems. Parrotfish fisheries are of particular importance because the feeding habits of parrotfish (scrape and excavate coral) are thought to be critical to the resilience of coral reefs and to maintaining coral reef health within marine protected areas. We investigated the ecological impact of localized subsistence and artisanal fishing pressure on parrotfish fisheries in Gizo Town, Western Solomon Islands, by analyzing the density and size distribution of parrotfish with an underwater visual census (UVC), recall diary (i.e., interviews with fishers), and creel surveys to independently assess changes in abundance and catch‐per‐unit‐effort (CPUE) over 2 years. We then compared parrotfish data from Gizo Town with equivalent data from sites open to and closed to fishing in Kida and Nusa Hope villages, which have different customary management regimes. Results indicated a gradient of customary management effectiveness. Parrotfish abundance was greater in customary management areas closed to fishing, especially with regard to larger fish sizes, than in areas open to fishing. The decline in parrotfish abundance from 2004 to 2005 in Gizo was roughly the same magnitude as the difference in abundance decline between inside and outside customary management marine reserves. Our results highlight how weak forms of customary management can result in the rapid decline of vulnerable fisheries around urbanized regions, and we present examples in which working customary management systems (Kinda and Nusa Hope) can positively affect the conservation of parrotfish—and reef fisheries in general—in the highly biodiverse Coral Triangle region.  相似文献

Cambodia has 57% forest cover, the second highest in the Greater Mekong region, and a high deforestation rate (1.2%/year, 2005–2010). Community forestry (CF) has been proposed as a way to reduce deforestation and support livelihoods through local management of forests. CF is expanding rapidly in Cambodia. The National Forests Program aims to designate one million hectares of forest to CF by 2030. However, the effectiveness of CF in conservation is not clear due to a global lack of controlled comparisons, multiple meanings of CF, and the context‐specific nature of CF implementation. We assessed the effectiveness of CF by comparing 9 CF sites with paired controls in state production forest in the area of Prey Long forest, Cambodia. We assessed forest condition in 18–20 randomly placed variable‐radius plots and fixed‐area regeneration plots. We surveyed 10% of households in each of the 9 CF villages to determine the proportion that used forest products, as a measure of household dependence on the forest. CF sites had fewer signs of anthropogenic damage (cut stems, stumps, and burned trees), higher aboveground biomass, more regenerating stems, and reduced canopy openness than control areas. Abundance of economically valuable species, however, was higher in control sites. We used survey results and geographic parameters to model factors affecting CF outcomes. Interaction between management type, CF or control, and forest dependence indicated that CF was more effective in cases where the community relied on forest products for subsistence use and income. Regulation of illegal bushmeat trade is a major conservation challenge in Africa. We investigated what factors are most likely to induce actors in the bushmeat trade to shift to an alternative occupation by conducting a choice experiment with 325 actors in the bushmeat trade in the Kilombero Valley, Tanzania. Specifically, we asked respondents to choose between hunting or trading bushmeat and alternative salary‐paying work, in a set of hypothetical scenarios where the attributes of these alternatives were varied and included measures of command and control, price of substitute meat, daily salary in the work option, and whether or not cows were donated to the respondent. We modeled the choice contingent on socioeconomic characteristics. The magnitude of fines and patrolling frequency had a significant but very low negative effect on the probability of choosing to engage in hunting or trading bushmeat compared with the salary of an alternative occupation. Donation of livestock and the price of substitute meats in the local market both affected the choice significantly in a negative and a positive direction, respectively. The wealthier a household was the more likely the respondent was to choose to continue hunting or trading bushmeat. On the margin, our results suggest that given current conditions in the Kilombero Valley on any given day 90% of the respondents would choose salary work at US$3.37/day over their activities in the bushmeat trade, all else equal. Biodiversity is highly valuable and critically threatened by anthropogenic degradation of the natural environment. In response, governments have pledged enhanced protected‐area coverage, which requires scarce biological data to identify conservation priorities. To assist this effort, we mapped conservation priorities in Kenya based on maximizing alpha (species richness) and beta diversity (species turnover) of plant communities while minimizing economic costs. We used plant‐cover percentages from vegetation surveys of over 2000 plots to build separate models for each type of diversity. Opportunity and management costs were based on literature data and interviews with conservation organizations. Species richness was predicted to be highest in a belt from Lake Turkana through Mount Kenya and in a belt parallel to the coast, and species turnover was predicted to be highest in western Kenya and along the coast. Our results suggest the expanding reserve network should focus on the coast and northeastern provinces of Kenya, where new biological surveys would also fill biological data gaps. Meeting the Convention on Biological Diversity target of 17% terrestrial coverage by 2020 would increase representation of Kenya's plant communities by 75%. However, this would require about 50 times more funds than Kenya has received thus far from the Global Environment Facility.  相似文献

Desert fishes are some of the most imperiled vertebrates worldwide due to their low economic worth and because they compete with humans for water. An ecological complex of fishes, 2 suckers (Catostomus latipinnis, Catostomus discobolus) and a chub (Gila robusta) (collectively managed as the so‐called three species) are endemic to the U.S. Colorado River Basin, are affected by multiple stressors, and have allegedly declined dramatically. We built a series of occupancy models to determine relationships between trends in occupancy, local extinction, and local colonization rates, identify potential limiting factors, and evaluate the suitability of managing the 3 species collectively. For a historical period (1889–2011), top performing models (AICc) included a positive time trend in local extinction probability and a negative trend in local colonization probability. As flood frequency decreased post‐development local extinction probability increased. By the end of the time series, 47% (95% CI 34‐61) and 15% (95% CI 6‐33) of sites remained occupied by the suckers and the chub, respectively, and models with the 2 species of sucker as one group and the chub as the other performed best. For a contemporary period (2001?2011), top performing (based on AICc) models included peak annual discharge. As peak discharge increased, local extinction probability decreased and local colonization probability increased. For the contemporary period, results of models that split all 3 species into separate groups were similar to results of models that combined the 2 suckers but not the chub. Collectively, these results confirmed that declines in these fishes were strongly associated with water development and that relative to their historic distribution all 3 species have declined dramatically. Further, the chub was distinct in that it declined the most dramatically and therefore may need to be managed separately. Our modeling approach may be useful in other situations in which targeted data are sparse and conservation status and best management approach for multiple species are uncertain.  相似文献
