Experiences with environmental impact assessment (EIA) in a number of countries are discussed in the light of both explicit and implicit goals and objectives. Adequate environmental information is not always available to decision makers because of failure to apply EIA to all relevant decisions, the continuing inadequacies of prediction and evaluation techniques, the failure to consider alternatives adequately, and the bias of some EISs. EIA frequently results in changes to proposals and may result in stricter environmental management conditions in some cases, but some people regard it as a failure because it has not stopped development. Generally, EIA leads to better integration of environmental factors into project planning. Open procedures and freedom of information encourage responsiveness to EIA procedures, which can be weakened by discretionary powers and lack of access to the courts by public interest groups. However, legal standing may have side effects that offset its advantages. EIA can encourage cooperation and coordination between agencies but does not ensure them. Similarly, it can have a limited role in coordinating interstate and international policies. In the long term, the success of EIA depends on adequate monitoring, reassessment, and enforcement over the life of the project. EIA has generally opened up new opportunities for public participation, and may help to reduce conflict. EIA procedures need to be integrated with other environmental protection and development control programs, and various means exist for reducing its cost to developers and the public.  相似文献

Food waste can be valorized through different technologies, such as anaerobic digestion, incineration, and animal feed production. In this study we analyzed the environmental performance of two food waste valorization scenarios from a company of the retail sector in Belgium, through exergy analysis, exergetic life cycle assessment (ELCA), and a traditional life cycle assessment (LCA). In scenario 1 all food waste was considered to be valorized in an anaerobic digestion (producing electricity, heat, digestate and sorting the packaging material to be used as fuel for cement industry), while in scenario 2 a bread fraction was valorized to produce animal feed and a non-bread fraction was valorized in an anaerobic digestion (producing the same products on scenario 1, but in lower amounts). Scenario 2 was 10% more efficient than scenario 1 in the exergy analysis. For the ELCA and the single score LCA, scenario 2 presented lower environmental impacts than scenario 1 (32% and 26% lower, respectively). These results were mainly due to the avoided products from traditional supply chain (animal feed produced from agricultural products) and lower exergy loss at the feed production plant. Nevertheless, the high dry matter content of the bread waste played an important role on these results, therefore it should be pointed out that valorizing food waste to animal feed seems to be a better option only for the fractions of food waste with low water content (as bread waste).  相似文献

Alfalfa is the major forage crop produced in temperate regions worlwide. Although this crop is currently used mainly for producing high-value livestock feed, its application for bioenergy production is a recent focus of interest. Even though it is not mandatory, alfalfa is normally dried in order to improve the quality of the final product. In this study, Life Cycle Assessment (LCA) was used to quantify the environmental impacts linked to alfalfa production in the major cultivation zone in Spain (Ebro Valley), including field activities, dehydration and transport to farms for livestock feeding. In addition, the identification of the most relevant processes contributing to the environmental impact and the potential improvements actions were also defined as objectives. Inventory data were obtained mainly from interviews with farmers complemented with published literature and comments from experts.LCA results were obtained for global warming, acidification, eutrophication, photochemical oxidant formation, land use, non-renewable cumulative energy demand and human, terrestrial and aquatic ecotoxicities. Within the life cycle of alfalfa, the dehydration process, production of phosphate fertilizer, application of nitrogen fertilizers and pesticides, water consumption and final transport to the consumer (by road and ship) were identified as hot spots. Based on these, some improvement measures were proposed and evaluated: (i) reduction of the moisture content of alfalfa and the use of a higher percentage of biomass for combustion in the dehydration process, (ii) no application of nitrogen fertilizer in maintenance years and (iii) use of more efficient trucks for transport. Their implementation would produce significant reduction of eutrophication, global warming, acidification, non-renewable cumulative energy demand and, to a lesser extent, photochemical oxidation formation and human toxicity impacts.  相似文献

The functions of packaging are derived from product requirements, thus for insight into the environmental effects of packaging the actual combination of product and package has to be evaluated along the production and distribution system. This extension to all related environmental aspects adds realism to the environmental analysis and provides guidance for design while preventing a too detailed investigation of parts of the production system. This approach is contrary to current environmental studies where packaging is always treated as an independent object, neglecting the more important environmental effects of the product that are influenced by packaging. The general analysis and quantification stages for this approach are described, and the currently available methods for the assessment of environmental effects are reviewed. To limit the workload involved in an environmental assessment, a step-by-step analysis and the use of feedback is recommended. First the dominant environmental effects of a particular product and its production and distribution are estimated. Then, on the basis of these preliminary results, the appropriate system boundaries are chosen and the need for further or more detailed environmental analysis is determined. For typical food and drink applications, the effect of different system boundaries on the outcome of environmental assessments and the advantage of the step-by-step analysis of the food supply system is shown. It appears that, depending on the consumer group, different advice for reduction of environmental effects has to be given. Furthermore, because of interrelated environmental effects of the food supply system, the continuing quest for more detailed and accurate analysis of the package components is not necessary for improved management of the environmental effects of packaging.  相似文献

Environmental impact assessment and management in the mining industry   总被引:3,自引:0,他引:3
The mineral industries have always had significant environmental problems. Dealing with them is in many cases technically possible, but the cost is often prohibitive in an industry with uniform products and much trade. As a possible solution, it is suggested to make mineral products less uniform and more distinguishable in terms of the environmental impacts involved in producing a specific shipment or volume of mineral; this could be combined with means to identify each shipment. Such action would require identification techniques and, more particularly, clear and unequivocal evidence regarding environmental impacts at all stages of production.  相似文献

Environmental impact assessment (EIA) procedures have been in existence in the People's Republic of China over the last decade. The impetus for China's introduction of EIA was provided by the Environmental Protection Law of the People's Republic of China, which was adopted by the Fifth National People's Congress in 1979. The EIA process, which is administrative and not statutorily mandated, has been applied primarily to construction projects. Four stages are typically involved in an EIA investigation: design of the investigation, evaluation of background environmental quality, prediction of environmental impacts, and an assessment and analysis of the environmental impacts. A variety of approaches is used for predicting and analyzing environmental impacts, ranging from ad hoc methods to fairly sophisticated mathematical models. The results of the EIA investigation are compiled in an environmental impact statement, which is used as the basis for decision making by personnel in environmental protection departments. The EIA process does not include provisions for citizen notification or involvement. Views differ concerning the effectiveness of the EIA program in protecting China's natural, social, and cultural environments. Some hold that the EIA program has brought about improvement in environmental protection, while critics contend that the program has had little effect in the prevention of pollution. However, most, if not all, observers seem to feel that the program should be continued and improved. A major avenue for improvement is to place the evaluation of a particular project in a regional context. An earlier version of this paper was distributed at a workshop on Environmental Assessment Development Planning held in conjunction with the VII Annual Meeting of the International Association for Impact Assessment, Brisbane, Australia, July 5–8, 1988.  相似文献

Environmental assessment of supercritical water oxidation of sewage sludge   总被引:1,自引:0,他引:1
Environmental aspects of using supercritical water oxidation (SCWO) to treat sewage sludge were studied using a life cycle assessment (LCA) methodology. The system studied is the first commercial scale SCWO plant for sewage sludge in the world, treating sludge from the municipal wastewater treatment facility in Harlingen, TX, USA. The environmental impacts were evaluated using three specific environmental attributes: global warming potential (GWP), photo-oxidant creation potential (POCP) and resource depletion; as well as two single point indicators: EPS2000 and EcoIndicator99. The LCA results show that for the described process, gas-fired preheating of the sludge is the major contributor to environmental impacts, and emissions from generating electricity for pumping and for oxygen production are also important. Overall, SCWO processing of undigested sewage sludge is an environmentally attractive technology, particularly when heat is recovered from the process. Energy-conserving measures and recovery of excess oxygen from the SCWO process should be considered for improving the sustainability potential.  相似文献

Herbicide-tolerant Zoysia grass (Zoysia japonica Steud.) has been generated previously through Agrobacterium tumefaciens-mediated transformation. The genetically modified (GM) Zoysia grass survived Basta spraying and grew to maturity normally while the wild-type (WT) grass stopped growing and died. GM Zoysia grass will permit more efficient weed control for various turf grass plantings such as home lawns, golf courses, and parks. We examined the environmental/biodiversity risks of herbicide-tolerant GM Zoysia before applying to regulatory agencies for approval for commercial release. The GM and WT Zoysia grass' substantial trait equivalence, ability to cross-pollinate, and gene flow in confined and unconfined test fields were selectively analyzed for environmental/biodiversity effects. No difference between GM and WT Zoysia grass in substantial traits was found. To assess the potential for cross-pollination and gene flow, a non-selective herbicide, Basta, was used. Results showed that unintended cross-pollination with and gene flow from GM Zoysia grass were not detected in neighboring weed species examined, but were observed in WT Zoysia grass (on average, 6% at proximity, 1.2% at a distance of 0.5 m and 0.12% at a radius of 3 m, and 0% at distances over 3 m). On the basis of these initial studies, we conclude that the GM Zoysia grass generated in our laboratory and tested in the Nam Jeju County field does not appear to pose a significant risk when cultivated outside of test fields.  相似文献

When marketing environmentally responsible packaged products, the producer is confronted with consumer beliefs concerning the environmental friendliness of packaging materials. When making environmentally conscious packaging decisions, these consumer beliefs should be taken into account alongside the technical guidelines. Dutch consumer perceptions of the environmental friendliness of packaged products are reported and compared with the results of a life-cycle analysis assessment. It is shown that consumers judge environmental friendliness mainly from material and returnability. Furthermore, the consumer perception of the environmental friendliness of packaging material is based on the postconsumption waste, whereas the environmental effects of production are ignored. From the consumer beliefs concerning environmental friendliness implications are deduced for packaging policy and for environmental policy.  相似文献

Environmental impact assessment (EIA) has been promoted as an instrument for preventive environmental management in construction projects, but its performance in safeguarding the environment through influencing project decision-making is questioned. This paper probes the underlying reasons from a governance perspective as an important supplement to the regulatory and technical perspectives. A framework, with process integration, professional governance, and public engagement being its key components, is proposed to analyze the governance arrangements that enable or inhibit the effective functioning of EIA, based on which a comparative study of three infrastructure projects in China, the United States and Finland was conducted. The results reveal that, while the level of process integration and public engagement of EIA determines the degree to which EIA influences project decisions, it is the professional governance that controls the accountability of EIA. The paper has implications on institutionally where efforts should be directed to improve the performance of EIA.  相似文献

Several alternatives exist for handling of individual waste fractions, including recycling, incineration and landfilling. From an environmental point of view, the latter is commonly considered as the least desirable option. Many studies based on life-cycle assessment (LCA) highlight the environmental benefits offered by incineration and especially by recycling. However, the landfilling option is often approached unjustly in these studies, maybe disregarding the remarkable technological improvements that landfills have undergone in the last decades in many parts of the world. This study, by means of LCA-modelling, aims at comparing the environmental performance of three major management options (landfilling, recycling and incineration or composting) for a number of individual waste fractions. The landfilling option is here approached comprehensively, accounting for all technical and environmental factors involved, including energy generation from landfill gas and storage of biogenic carbon. Leachate and gas emissions associated to each individual waste fraction have been estimated by means of a mathematical modelling. This approach towards landfilling emissions allows for a more precise quantification of the landfill impacts when comparing management options for selected waste fractions. Results from the life-cycle impact assessment (LCIA) show that the environmental performance estimated for landfilling with energy recovery of the fractions “organics” and “recyclable paper” is comparable with composting (for “organics”) and incineration (for “recyclable paper”). This however requires high degree of control over gas and leachate emissions, high gas collection efficiency and extensive gas utilization at the landfill. For the other waste fractions, recycling and incineration are favourable, although specific emissions of a variety of toxic compounds (VOCs, PAHs, NOx, heavy metals, etc.) may significantly worsen their environmental performance.  相似文献

It has been suggested in recent years that developing countries need not pass through the dirty stages of industrial growth that marred the past of today's developed countries. Instead, they may be able to bypass these by leapfrogging straight to modern, clean technologies as an integral part of capacity addition. This article critically reviews existing approaches to leapfrogging. It argues that they are not only characterized by considerable ambiguity, but also based on an incomplete understanding of the technological and policy requirements of cleaner industrialization. Consequently, the article goes on to offer a number of suggestions as to how current approaches might be advanced so as to better meet the challenge of leapfrogging. Amongst these suggestions is greater clarification of the specific targets for leapfrogging and policy intervention to accelerate the development of technological capabilities needed to select, absorb and innovate leapfrog technologies.  相似文献

This article provides an objective integrated environmental impact assessment of the Gulf War consequences. The environmental damage was evaluated and found to be significantly exaggerated by the media and speculators. The total amount of burned crude oil was calculated to be 52.5 million metric tons. Most air pollution field measurements were comparable to those found in Western cities. The health impact associated with such exposure was found to be minimal. The total amount of oil released into the marine environment ranged between 2 and 4 million barrels, much less than the early estimation of 12–14 million barrels. The marine environment is expected to recover much faster than earlier anticipations. Unlike water and air, soil pollution is likely to persist for some years to come.  相似文献

Summary The Yellow River is renowned for its life-endangering floods, a problem augmented by the continuous heavy siltation of its lower flood plain. Major dam and reservoir projects have both positive and negative environmental impacts, and their construction requires careful environmental consideration. This paper outlines the key findings of environmental impact assessment reports related to the Xiaolangdi Yellow River dam/reservoir project. The authors conclude that the project, as planned, should provide an optimal mix of both economic and environmental benefits. This paper is modified from a presentation given to the 1993 Annual Meeting of the International Association for Impact Assessment (IAIA) in Shanghai, China.  相似文献
