Managed forests are a primary land use within the Coastal Plain of the southern United States. These forests are generally managed under standards, guidelines, or regulations to conserve ecosystem functions and services. Economic value of commercial forests provides incentives for landowners to maintain forests rather than convert them to other uses that have substantially reduced environmental benefits. In this review, we describe the historical context of commercial forest management in the southern United States Coastal Plain, describe how working forests are managed today, and examine relationships between commercial forest management and maintenance of functional aquatic and wetland systems and conservation of biological diversity. Significant challenges for the region include increasing human population and urbanization and concomitant changes in forest area and structure, invasive species, and increased interest in forest biomass as an energy feedstock. Research needs include better information about management of rare species and communities and quantification of relationships between ecosystem attributes and forest management, including biomass production and harvest. Incentives and better information may help commercial forest managers in the Coastal Plain more efficiently contribute to landscape-scale conservation goals.  相似文献

If unauthorized resource use is prevented, managing marine resources by allocating property rights may match economic and environmental conservation incentives. However, because of the developing exploitation of marine resources and accompanying pollution, species' living conditions in Europe's waters are changing more quickly than before. By considering the roles of fisheries productivity, intellectual property rights, intellectual capital rights, market size, governance, and economic growth from 1990 to 2022, this paper aims to investigate the dynamic effect of property rights factors on the sustainability of the fisheries industry in 27 European countries. At higher quantiles, the findings showed a significant positive association between governance and fisheries sustainability adopting a new method, the MMQR with fixed effects, the Method of Moments Quantile Regression. In addition, in EU27 nations, the impact of intellectual property rights was favorable and statistically significant from the first to ninth quantiles. The findings show that the EU14 developed nations have more excellent governance and intellectual capital rights than the EU13 developing countries, significantly benefiting fisheries sustainability. In the same way that market size and economic growth condense fisheries sustainability in EU14 developed and EU13 developing countries, it has been discovered that intellectual property rights do the same across all quantiles, supporting the growth hypothesis for fisheries-producing countries. The findings specifically show that the beneficial solid impact of intellectual property rights, market size, and economic development on the sustainability of fisheries is more significant in EU13 developing nations than in EU14 developed countries. These results provide policymakers with helpful information for promoting property rights aspects in EU14 and EU13 nations via effective green technologies in the fisheries sector to meet sustainable development objectives.  相似文献

Global human progress occurs in a complex web of interactions between society, technology and the environment as driven by governance and infrastructure management capacity among nations. In our globalizing world, this complex web of interactions over the last 200 years has resulted in the chronic widening of economic and political gaps between the haves and the have-nots with consequential global cultural and ecosystem challenges. At the bottom of these challenges is the issue of resource limitations on our finite planet with increasing population. The problem is further compounded by pleasure-driven and poverty-driven ecological depletion and pollution by the haves and the have-nots respectively. These challenges are explored in this paper as global sustainable development (SD) quantitatively; in order to assess the gaps that need to be bridged.Although there has been significant rhetoric on SD with very many qualitative definitions offered, very few quantitative definitions of SD exist. The few that do exist tend to measure SD in terms of social, energy, economic and environmental dimensions. In our research, we used several human survival, development, and progress variables to create an aggregate SD parameter that describes the capacity of nations in three dimensions: social sustainability, environmental sustainability and technological sustainability. Using our proposed quantitative definition of SD and data from relatively reputable secondary sources, 132 nations were ranked and compared.Our comparisons indicate a global hierarchy of needs among nations similar to Maslow's at the individual level. As in Maslow's hierarchy of needs, nations that are struggling to survive are less concerned with environmental sustainability than advanced and stable nations. Nations such as the United States, Canada, Finland, Norway and others have higher SD capacity, and thus, are higher on their hierarchy of needs than nations such as Nigeria, Vietnam, Mexico and other developing nations. To bridge such gaps, we suggest that global public policy for local to global governance and infrastructure management may be necessary. Such global public policy requires holistic development strategies in contrast to the very simplistic north–south, developed–developing nations dichotomies.  相似文献

当前长江流域水生态补偿实践主要以水质、水量和水能三类可量化的流域生态资源开发利用的形态出现,是"流域生态效益补偿"模式,其目标利益是流域整体生态保护效益,通过政策或区域政府间的协议、以财政转移支付为手段完成政府、行政区域单元之间的利益传送,其实质是一种行政治理措施、是基于权力的利益矫正,并没有将该补偿资金精确对应到真正的利益供应主体或受害主体,也就没有完成利益归宿的最终分配。长江流域生态保护利益补偿应当在效益补偿的基础上发展"生态保护产权利益补偿"模式,使生态保护利益从生态效益的结果行为端向原因行为端传递;产权主体特定性的识别,产权利益行为(增益或损益)与流域生态效益的连接,以及涉水产权法定即利益法定是构建长江流域产权利益补偿的法律要素。  相似文献

This work presents a method of assessing plant conservation effectiveness in a given region, which takes into account the legal, species-centered protection, ecosystem conservation, ex situ conservation, restorations and translocations, reintroductions, and monitoring. In order to illustrate the conservation effectiveness, both legally protected species of plants and threatened species were examined. The conservation effectiveness of legally protected species was estimated to have a low value of 23.328 points (pts) according to the methods of calculation. Habitat conservation is insufficient for these species. Almost 40% of all localities are deprived of any ecosystem protection. The conservation effectiveness of the threatened group of species scored a very low value of 13.46 pts. The major reason for this result is a very low level of species protection. Less than 30% of the threatened taxa are under legal preservation and some species from the Orobanche and Cuscuta genera are treated as harmful organisms, which it is obligatory to control within the province territory. Almost 30% of all localities of threatened species are deprived of any ecosystem protection and only 10% lie inside nature reserves. It is suggested that the conclusion of this investigation be used in the preparation and realization of the regional floristic diversity preservation strategy.Published online  相似文献

Nepal is considered a leader among developing nations with regard to conservation legislation and programs; it was among the first Asian nations to develop national conservation legislation, sign CITES, and develop a national conservation strategy. We review the history of modern conservation law in Nepal from the Rana period (early 1950s) to the present. The early legislation focused mainly on strict preservation of areas and species; this phase culminated in the National Parks and Wildlife Conservation Act of 1973. Subsequent legislation has evolved more in the direction of an integrated, holistic approach to conservation and is beginning to incorporate the participation of local people; subsequent amendments to the 1973 act allowed greater rights to rural villagers, and the designation of conservation areas in addition to the more strictly defined protected areas (national parks, wildlife reserves, etc.). Our review of conservation legislation suggests that Nepal has had many successes to date; the country has a protected area system covering over 10% of its land area, and many target species are recovering in parks and reserves. There are also some causes of concern, including staff shortages, financial constraints within the Department of National Parks and Wildlife Conservation, and the fact that there is little legal infrastructure outside of protected areas to enforce conservation laws; further, some aspects of hunting regulations are in need of revision. Primary needs include a comprehensive review of these policies and a nationalized strategy to ameliorate the shortcomings.  相似文献

Abstract:  This article reports on a survey of ranch owners in high amenity areas in southwestern Montana that have experienced marked ownership change over the last two decades. Specifically, we focus on findings from a set of questions targeting water resource and riparian area management. After reviewing the results, we consider how new owners may be managing water resources differently than longtime owners and what the ecological implications of this shift in management might be for Montana’s prized wild fisheries. Uses more closely associated with new owners than with longtime owners include water reallocation to instream uses, aquatic and riparian ecosystem restoration, and fish pond construction. These uses have both positive and negative impacts on the region’s fisheries. Our findings suggest that current laws and institutions guiding the management of water resources and the aquatic and riparian ecosystems they support may not be adequate to address emerging conservation opportunities and challenges.  相似文献

Marine protected areas (MPAs) are one tool that can be used in the comprehensive management of human activities in areas of the ocean. Although researchers have supported using MPAs as an ecosystem management tool, scientific research on MPAs in areas other than fisheries and fisheries management is limited. This paper presents a model for designing marine protected areas that protect important components of the ecosystem while minimizing economic impacts on local communities. This model combines conservation principles derived specifically for the marine environment with economic impact assessment. This integrated model allows for consideration of both fishery and non-fishery resources and activities such as shipping and recreational boating. An illustration of the model is presented that estimates the total economic impacts on Massachusetts' coastal counties of restricting fishing and shipping at certain sites in an area in the southern Gulf of Maine. The results suggest that the economic impacts on the region would differ according to the site in which shipping and fishing were restricted. Restricting activities in certain sites may have considerable impacts on local communities. The use of the model for evaluating and comparing potential MPA sites is illustrated through an evaluation of three different policy scenarios. The scenarios demonstrate how the model could be used to achieve different goals for managing resources in the region: protecting important components of the ecosystem, minimizing economic impacts on the local region, or a combination of the two.  相似文献

In Europe, biodiversity conservation relies on the Natura 2000 network. However, it is often difficult to ensure the favourable conservation status of species and habitats due to scarce financial resources. Therefore, we examined the current management strategies and conditions of three Italian Natura 2000 sites based on a questionnaire and stakeholder meetings. Additionally, we qualitatively assessed the potential of ecosystem services provision. Then an A'WOT analysis was carried out to identify and highlight internal and external factors affecting natural and semi-natural ecosystems and the socio-economic context, aiming to propose new instruments and approaches for effective management. The analysis revealed opportunities for developing tourism and the high potential of regulating services, whereas the bureaucratic burden and a lack of funding threaten the attainment of biodiversity conservation goals. Thus, we propose that payments for ecosystem services should be considered to support the effective management of Natura 2000 sites.  相似文献

Traditional water harvesting systems are multi-functional in nature and provide a variety of ecosystem services that contribute to the overall wellbeing of local people. This study aims to identify and analyze the factors influencing the variations in the level of awareness across households residing around three selected traditional water bodies in the Indian state of West Bengal. Ordinary least square (OLS) regression models have been used to identify and analyze the determinants of household perception on ecosystem services from tank water bodies. Results show that while a majority of households have strong perceptions on the provisioning and cultural ecosystem services of the tanks, the household perceptions on regulating and supporting services of the tank is found to be relatively weak. Households belonging to lower caste and poor are likely to be more dependent on ecosystem services from tanks than upper caste and rich households, and hence they have better perceptions of provisioning ecosystem services. Households’ awareness about provisioning ecosystem services is negatively related to their level of education and wealth. It is observed that household awareness about regulating and supporting ecosystem services is positively associated with the level of education of the households, ownership of tube well and private tanks. While it is essential to consider household perception on all the ecosystem services for sustainable use and management of traditional water harvesting systems, incorporating the local norms, customs and preferences in policy design are critical for achieving effective conservation outcomes.  相似文献

Increasingly government agencies are seeking to quantify the outcomes of proposed policy options in terms of ecosystem service benefits, yet conflicting definitions and ad hoc approaches to measuring ecosystem services have created confusion regarding how to rigorously link ecological change to changes in human well-being. Here, we describe a step-by-step framework for producing ecological models and metrics that can effectively serve an economic-benefits assessment of a proposed change in policy or management. A focus of the framework is developing comparable units of ecosystem goods and services to support decision-making, even if outcomes cannot be monetized. Because the challenges to translating ecological changes to outcomes appropriate for economic analyses are many, we discuss examples that demonstrate practical methods and approaches to overcoming data limitations. The numerous difficult decisions that government agencies must make to fairly use and allocate natural resources provides ample opportunity for interdisciplinary teams of natural and social scientists to improve methods for quantifying changes in ecosystem services and their effects on human well-being. This framework is offered with the intent of promoting the success of such teams as they support managers in evaluating the equivalency of ecosystem service offsets and trades, establishing restoration and preservation priorities, and more generally, in developing environmental policy that effectively balances multiple perspectives.  相似文献

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.  相似文献

"Working landscapes" is the concept of fostering effective ecosystem stewardship and conservation through active human presence and management and integrating livestock, crop, and timber production with the provision of a broad range of ecosystem services at the landscape scale. Based on a statewide survey of private landowners of "working" forests and rangelands in California, we investigated whether owners who are engaged in commercial livestock or timber production appreciate and manage biodiversity and ecosystem services on their land in different ways than purely residential owners. Both specific uses and management practices, as well as underlying attitudes and motivations toward biodiversity and ecosystem services, were assessed. Correlation analysis showed one bundle of ecosystem goods and services (e.g., livestock, timber, crops, and housing) that is supported by some landowners at the community level. Another closely correlated bundle of biodiversity and ecosystem services includes recreation, hunting/fishing, wildlife habitat, and fire prevention. Producers were more likely to ally with the first bundle and residential owners with the second. The survey further confirmed that cultural ecosystem services and quality-of-life aspects are among the primary amenities that motivate forest and rangeland ownership regardless of ownership type. To live near natural beauty was the most important motive for both landowner groups. Producers were much more active in management for habitat improvement and other environmental goals than residential owners. As the number of production-oriented owners decreases, developing strategies for encouraging environment-positive management by all types of landowners is crucial.  相似文献

There are close to 8500 major protected areas, covering some 5% of the world's land area. Many countries have more than 10% of their area set aside for conservation purposes. But this increase in designated conservation has been accompanied by a strong ideology that people are bad for natural resources. Policies and practice have, therefore, both encouraged exclusion and discouraged local participation. As a result, social conflicts have grown in and around protected areas, and conservation goals themselves have been threatened. Conservation science itself needs rethinking. It has been dominated by the positivist and rationalist paradigm, in which professionals assume they know best and so can analyse and influence natural resources in the ways they desire. But if natural resources are to be conserved, then the skills, knowledge and needs of local people will have to be built upon. Comanagement has recently become the most popular approach for reconciling land claims and biodiversity conservation in South Africa and beyond. Following the resolution of land claims on protected areas in South Africa, comanagement arrangements have been created between the relevant conservation authorities and the land claimant communities who are legally awarded tenure rights to the land. However, it is doubtful that these partnerships constitute success for the former land claimants. Using the case of a “resolved” land claim in Mkambati Nature Reserve, Eastern Cape Province, as well as insights from comanagement literature, this paper identifies and discusses three key possible reasons for the unimpressive performance of comanagement in reconciling land restitution and conservation. The first one is the origins of the comanagement idea in the conservation of high value natural resources (e.g., fisheries, forestry), rather than in or including concerns for resource rights. The second reason is the neglect of key conditions for successful comanagement, as discussed in the comanagement literature. The final reason is the ambiguity in settlement agreements, including the use of terminology and concepts that reinforce unequal power relationships, with the state emerging as the powerful partner. This paper concludes that, unless there is a serious reassessment of the comanagement idea as a way of reconciling land reform and conservation, and a possible review of settlement agreements that have relied on comanagement, both the integrity of the “successful land claimant’s rights” and that of conservation remain under threat.  相似文献

Applications of in situ agrobiodiversity conservation practices within agricultural production systems have the potential to reduce the risks of agricultural modernisation and enhance sustainable development. The aims and approaches for in situ conservation differ according to the requirements of communities and nations. Approaches to in situ conservation in the decade after the Convention of Biological Diversity are reviewed within the contexts of marginal agricultural systems in Nepal, Turkey and Switzerland. Numerous approaches are currently utilised, including: the informal de facto retention of agrobiodiversity; the provision of state assistance; the marketing of agrobiodiversity products; the use of technological innovations to develop local diversity; the establishment of conservation reserves; community assistance programmes and the raising of awareness of the issue amongst all sectors of societies. Emerging complementary in situ approaches applicable in the rural margins suggest a framework for effectively conserving agrobiodiversity by working with local people.  相似文献

Annual expenditures by the federal government in the United States for agricultural conservation programs increased about 80 percent with passage of the 2002 Farm Bill. However, environmental benefits of these programs have not been quantified. A national project is under way to estimate the effect of conservation practices on environmental resources. The watershed models intended for use in that project are focused on water quantity and quality and have minimal habitat assessment capability. Major impairments to aquatic ecosystems in many watersheds consist of physical habitat degradation, not water quality, suggesting that current models for this national initiative do not address one of the most significant aspects of aquatic ecosystem degradation. Currently used models contain some components relevant to aquatic habitat, and this paper describes specific components that should be added to allow rudimentary stream habitat quality assessments. At least six types of variables could be examined for ecological impact: land use, streamflow, water temperature, streambed material type, large woody debris, and hydraulic conditions at base flow. All of these variables are influenced by the presence, location, and quality of buffers. Generation of stream corridor ecological or habitat quality indices might contribute to assessments of the success or failure of conservation programs. Additional research is needed to refine procedures for combining specific measures of stream habitat into ecologically meaningful indices.  相似文献
