Object and Background

Production and use of substances and formulations can result in exposures on humans and the environment. In October 2003, the European Commissions presented a proposal for the registration, evaluation, assessment and restriction of chemicals (REACH). Assessment of exposures will become an essential element of REACH for certain substances. For many manufacturers and users of substances and formulations these tasks are new. Pilot projects to REACH have shown so far that solutions and instruments for these tasks which meet the requirements of real life situations have yet to be developed.

Discussion and Conclusions

Within the REACH proposal, exposure scenarios are a main element of the chemical safety assessment. This article outlines the contents of exposure scenarios. It reflects experiences with exposure scenarios and discusses possibilities of standardization. It covers exposure steps/categories and possibilities to build product groups. Non-branch specific types of exposure situations are an important element of exposure scenarios. Therefore, exposure steps/categories should be contained in exposure scenarios. Nevertheless, these elements structure only a specific part of the information contained in exposure scenarios. Hence they cannot replace exposure scenarios. Exposure categories do not reveal the uses, the processes and the activities connected with the intended use of substances. These information are important parts of a complete exposure scenario. They are the basis for the following step of risk characterisation. In addition, they provide the necessary transparency regarding the use patteern of substances.  相似文献

Aim and Background

In 1999, under German Presidency, the European Council asked the European Commission to set up an approach with new instruments for a new European strategy on chemicals management. In 2001, the Commission subsequently published a White Paper called ‘Strategy for a future European chemicals policy’. After intensive discussions with all involved parties, a proposal for a new Regulation, called REACH, was brought in to Council and Parliament (co-decision procedure) in October 2003. Different impact assessments concerning the strategy of the White Paper presumed dramatically increasing costs for the chemical industry. Due to these discussions, the Government of North Rhine-Westphalia decided to conduct a pilot project on workability of the new requirements in the second half of 2003. The parties involved were administrations, producers, industrial associations, unions and NGOs. The focus was not to test the entire Regulation, but to analyse the practicability of selected processes, evaluations, and communication processes connected with the registration of substances.

Results

Examining the requirements and processes with regard to their realization in practice, resulted in a list of well-founded proposals. These proposals concern modification in the Regulation itself, implementation tools required, and guidelines which will need to be available before the REACH system is launched. The pivot questions of the pilot testing were the acceptance of data of substance-effects and their evaluation in different application areas. The registration Agency (played by the German Competent Authorities) checked the presented documents concerning completeness and plausibility. For all presented papers inquiries were needed In summary, the simulation has provided concrete evidence of where and why REACH may cause problems. Lack of simple instruments and corresponding knowledge for conducting exposition scenarios were noticed. The simulation process facilitated a new communication of all parties along the supply chain. In addition, the development of new networks could be observed to ease co-operation between authorities and those active on the market. These networks continue to exist even after cessation of the pilot trial.  相似文献

嘉陵江入江河段沉积物重金属污染状况评估   总被引:1,自引:0,他引:1  
为了解三峡水库175 m蓄水前典型支流沉积物中重金属污染程度及其对水生生物的风险状况,在对嘉陵江入江断面10余年连续监测的基础上,利用地积累指数法对金属污染程度进行了评价,采用对数衰减模型对金属污染产生水生生物毒害的风险进行了评估,使用对数衰减模型进行毒性评估在国内尚属首次.评价结果表明,嘉陵江入江断面沉积物污染程度较轻,对水生生物风险较小,各污染物的污染程度大小排列次序为:Hg>Zn>Pb>Cd>As>Cu;各污染物对嘉陵江水生生物构成风险的排列次序为:Hg>Zn>Pb>As>Cd>Cu.  相似文献

分析了珠江广州河段枯水期表层水中雌激素化合物的污染状况.结果表明,在所有样品中均检测出了双酚A(BPA)和雌酮(E1),其浓度范围分别为97.8-540.6 ng·1-1(中值为145.9 ng·1-1)和2.5-8.2ng·1-1(中值为4.5 ng·1-1);两种化合物的最高值都出现在前航道的东圃大桥,最低值则在黄埔水道的黄埔港,其空间分布主要与沿途生活污水和工业废水的排放有关.  相似文献

对黄河(兰州段)4个排污点的水样和6个断面各个介质(包括水体、悬浮颗粒物和沉积物)中壬基酚(NP)及壬基酚聚氧乙烯醚(NPnEO)的污染调查结果表明,4个排污点水样中分别含有浓度不等的NP,NPnEO(n=1—11);6个断面采样点中,大分子的NPnEO(n>2)在各个介质中均未检出,水样中NP在0.24—2.10μg·l-1之间,NP1EO在0.060-0.35μg·l-1之间,NP2EO在0.039—0.26μg·l-1之间,说明NPnEO在黄河水体发生了有效降解,但是NPnEO小分子降解产物,特别是NP,持久性加强,在不同断面检测到不同程度的污染;在悬浮颗粒物和沉积物中也检测到了相应的NP,NP1lEO和NP2EO,其浓度均大于水体,而悬浮颗粒物对NP,NP1EO和NP2EO的富集大于沉积物对它们的富集.  相似文献

对黄浦江上游周边环境介质中总汞的含量进行了研究,并对环境介质中Hg的空间分布、累积特征及环境效应进行了分析.结果表明:黄浦江上游周边土壤及道路灰尘中Hg的平均含量分别为332.06ng·g-1和226.62 ng·g-1,分别是国家土壤质量标准(GB 15618-1995)中所规定的集中式生活饮用水源地土壤质量标准的2.21倍和1.51倍;蔬菜(豇豆)中Hg的平均含量为15.98 ng·g-1,超出国家标准(GB2762-2005)中规定的限量值;黄浦江北岸环境介质中Hg的平均含量均大于黄浦江南岸;环境介质中Hg的累积主要源于工业污染和生活垃圾的输入,交通污染对Hg的累积无明显的贡献作用;土壤中的Hg是黄浦江饮用水源地水环境中Hg的直接来源之一.  相似文献

检测分析了5种水培蔬菜中4种常量金属元素、18种稀有金属元素以及10种重金属元素含量,并与对照组陆生蔬菜金属元素含量进行比较,评价水培蔬菜的食用安全性。结果表明,污染水体中水培蔬菜的金属元素富集水平是不同的。常量金属元素平均富集系数为2~150倍;稀有元素平均富集量总体上高于陆生蔬菜;重金属元素富集系数大多在10倍左右,与陆生蔬菜重金属元素含量相比,两者均在同一水平,低于国家2001年10月1日执行的蔬菜农产品安全质量标准。  相似文献

The knowledge produced by conservation scientists must be actionable in order to address urgent conservation challenges. To understand the process of creating actionable science, we interviewed 71 conservation scientists who had participated in 1 of 3 fellowship programs focused on training scientists to become agents of change. Using a grounded theory approach, we identified 16 activities that these researchers employed to make their scientific products more actionable. Some activities were more common than others and, arguably, more foundational. We organized these activities into 3 nested categories (motivations, strategies, and tactics). Using a co-occurrence matrix, we found that most activities were positively correlated. These correlations allowed us to identify 5 approaches, framed as profiles, to actionable science: the discloser, focused on open access; the educator, focused on science communication; the networker, focused on user needs and building relationships; the collaborator, focused on boundary spanning; and the pluralist, focused on knowledge coproduction resulting in valuable outcomes for all parties. These profiles build on one another in a hierarchy determined by their complexity and level of engagement, their potential to support actionable science, and their proximity to ideal coproduction with knowledge users. Our results provide clear guidance for conservation scientists to generate actionable science to address the global biodiversity conservation challenge.  相似文献

对黄河下游地区河水主要阴阳离子、锶元素及其同位素组成进行了分析.结果发现其水化学组成主要以Ca~(2+),Na~+,HCO_3~-和SO_4~(2-)离子为主,分别占阴阳离子组成的75%以上.干流与支流间在化学组成上存在显著差异,黄河干流的SO_4~(2-),NO_3~-和Cl~-具有共同的来源,而支流河水中的SO_4~(2-),NO_3~-和Cl~-来源不同.黄河下游具有较高的锶含量及较低的锶同位素组成,锶含量变化范围在0.0429 mg·l~(-1)-0.936mg·l~(-1)之间,平均含量为0.394 mg·l~(-1),锶同位素组成变化范围在0.70986-0.71139之间,平均值为0.71118,其中黄河人海口的锶同位素组成(~(87)Sr/~(86)Sr=0.70986)与现代海水锶同位素比值(0.70916)相近,表明其锶同位素组成受海水作用影响较大.对主要元素、微量元素锶及其同位素组成分析研究发现,黄河下游地区河水锶同位素组成主要源于蒸发盐岩和碳酸盐岩的风化溶解作用,而人类活动的影响相对较小.由锶同位素平衡方程计算得出,黄河下游地区河水锶同位素组成由大气降水和岩石风化作用混合而成,其中大气降水对黄河下游地区~(87)Sr/~(86)Sr的贡献率约为30%,而岩石风化对其贡献率约为70%.  相似文献

The changes initiated by REACH towards the newly defined responsibility of producers and industrial users are presented. The data acquisition for ‘old chemicals’, and hereby the improvement of risk assessment, will start in 2007, though will take more than ten years. The data material shows gaps in the area of occupational health and safety. The protection of consumers from substances in products remains insufficient. Nevertheless, for chemicals policy, REACH is a big step forward.  相似文献

Five Potential Consequences of Climate Change for Invasive Species   总被引:3,自引:0,他引:3  
Abstract:  Scientific and societal unknowns make it difficult to predict how global environmental changes such as climate change and biological invasions will affect ecological systems. In the long term, these changes may have interacting effects and compound the uncertainty associated with each individual driver. Nonetheless, invasive species are likely to respond in ways that should be qualitatively predictable, and some of these responses will be distinct from those of native counterparts. We used the stages of invasion known as the "invasion pathway" to identify 5 nonexclusive consequences of climate change for invasive species: (1) altered transport and introduction mechanisms, (2) establishment of new invasive species, (3) altered impact of existing invasive species, (4) altered distribution of existing invasive species, and (5) altered effectiveness of control strategies. We then used these consequences to identify testable hypotheses about the responses of invasive species to climate change and provide suggestions for invasive-species management plans. The 5 consequences also emphasize the need for enhanced environmental monitoring and expanded coordination among entities involved in invasive-species management.  相似文献
