When planning for a new urban settlement, industrial ecology tools like scenario building and life cycle assessment can be used to assess the environmental quality of different infrastructure solutions. In Trondheim, a new greenfield settlement with carbon-neutral ambitions is being planned and five different scenarios for the waste management system of the new settlement have been compared. The results show small differences among the scenarios, however, some benefits from increased source separation of paper and metal could be found. The settlement should connect to the existing waste management system of the city, and not resort to decentralised waste treatment or recovery methods. However, as this is an urban development project with ambitious goals for lifestyle changes, effort should be put into research and initiatives for proactive waste prevention and reuse issues. 相似文献

The paper outlines the most significant result of the project 'The use of life cycle assessment tools for the development of integrated waste management strategies for cities and regions with rapid growing economies', which was the development of two decision-support tools: a municipal waste prognostic tool and a waste management system assessment tool. The article focuses on the assessment tool, which supports the adequate decision making in the planning of urban waste management systems by allowing the creation and comparison of different scenarios, considering three basic subsystems: (i) temporary storage; (ii) collection and transport and (iii) treatment, disposal and recycling. The design and analysis options, as well as the assumptions made for each subsystem, are shortly introduced, providing an overview of the applied methodologies and technologies. The sustainability assessment methodology used in the project to support the selection of the most adequate scenario is presented with a brief explanation of the procedures, criteria and indicators applied on the evaluation of each of the three sustainability pillars. 相似文献

The Azcapotzalco campus of the Universidad Autónoma Metropolitana (UAM-A) has implemented an Integral Urban Solid Waste Management Program, "Segregation for a Better UAM Environment" (Separacción por un mejor UAMbiente). This program is directed to create awareness and involve the academic community of the UAM-A concerning the problem of solid wastes, at the same time fulfilling the local environmental legislation. The program consists in separating solid wastes into two classes: (1) recoverable wastes (glass and PET bottles, aluminum cans, Tetrapak packages) and (2) other wastes (non-recoverable). During the past three years, thanks to this program, the amount of solid wastes delivered monthly to municipal collecting services has been considerably reduced. In this period, UAM-A has sent to recycling: 2.2 tons of glass bottles; 2.3 tons of PET bottles; 1.2 tons of Tetrapak packages and 27.5 kg of aluminum cans. 相似文献

The aim of this work is to present the structure and the application of a decision support system (DSS) designed to help decision makers of a municipality in the development of incineration, disposal, treatment and recycling integrated programs. Specifically, within a MSW management system, several treatment plants and facilities can generally be found: separators, plants for production of refuse derived fuel (RDF), incinerators with energy recovery, plants for treatment of organic material, and sanitary landfills. The main goal of the DSS is to plan the MSW management, defining the refuse flows that have to be sent to recycling or to different treatment or disposal plants, and suggesting the optimal number, the kinds, and the localization of the plants that have to be active. The DSS is based on a decision model that requires the solution of a constrained non-linear optimization problem, where some decision variables are binary and other ones are continuous. The objective function takes into account all possible economic costs, whereas constraints arise from technical, normative, and environmental issues. Specifically, pollution and impacts, induced by the overall solid waste management system, are considered through the formalization of constraints on incineration emissions and on negative effects produced by disposal or other particular treatments. 相似文献

The complexity of municipal waste management decision-making has increased in recent years, accompanied by growing scrutiny from stakeholders, including local communities. This complexity reflects a socio-technical framing of the risks and social impacts associated with selecting technologies and sites for waste treatment and disposal facilities. Consequently there is growing pressure on local authorities for stakeholders (including communities) to be given an early opportunity to shape local waste policy in order to encourage swift planning, development and acceptance of the technologies needed to meet statutory targets to divert waste from landfill. This paper presents findings from a research project that explored the use of analytical–deliberative processes as a legitimising tool for waste management decision-making. Adopting a mixed methods approach, the study revealed that communicating the practical benefits of more inclusive forms of engagement is proving difficult even though planning and policy delays are hindering development and implementation of waste management infrastructure. Adopting analytical–deliberative processes at a more strategic level will require local authorities and practitioners to demonstrate how expert-citizen deliberations may foster progress in resolving controversial issues, through change in individuals, communities and institutions. The findings suggest that a significant shift in culture will be necessary for local authorities to realise the potential of more inclusive decision processes. This calls for political actors and civic society to collaborate in institutionalising public involvement in both strategic and local planning structures. 相似文献

The US Environmental Protection Agency (US EPA) launched the Resource Conservation Challenge (RCC) in 2002 to help reduce waste and move towards more sustainable resource consumption. The objective of the RCC is to help communities, industries, and the public think in terms of materials management rather than waste disposal. Reducing cost, finding more efficient and effective strategies to manage municipal waste, and thinking in terms of materials management requires a holistic approach that considers life-cycle environmental tradeoffs. The US EPA's National Risk Management Research Laboratory has led the development of a municipal solid waste decision support tool (MSW-DST). The computer software can be used to calculate life-cycle environmental tradeoffs and full costs of different waste management or materials recovery programs. The environmental methodology is based on the use of life-cycle assessment and the cost methodology is based on the use of full-cost accounting. Life-cycle inventory (LCI) environmental impacts and costs are calculated from the point of collection, handling, transport, treatment, and disposal. For any materials that are recovered for recycling, offsets are calculated to reflect potential emissions savings from use of virgin materials. The use of the MSW-DST provides a standardized format and consistent basis to compare alternatives. This paper provides an illustration of how the MSW-DST can be used by evaluating ten management strategies for a hypothetical medium-sized community to compare the life-cycle environmental and cost tradeoffs. The LCI results from the MSW-DST are then used as inputs into another US EPA tool, the Tool for the reduction and assessment of chemical and other environmental impacts, to convert the LCI results into impact indicators. The goal of this paper is to demonstrate how the MSW-DST can be used to identify and balance multiple criteria (costs and environmental impacts) when evaluating options for materials and waste management. This type of approach is needed in identifying strategies that lead to reduced waste and more sustainable resource consumption. Many materials currently in use are potentially available to become raw materials for future production if the materials are recycled instead of discarded as solid waste. However, the structure and life-expectancy of these secondary resources have not been sufficiently examined, and comprehensive methods for forecasting the availability of such materials are still lacking. This study presents a method for identifying anthropogenic material stocks in combination with the method of material flow analysis (MFA). The method was applied to copper in Switzerland as an example, with the focus on use in buildings. The exploration concept was a three-step process. First, a MFA identified the relevant stocks within the inventory of the region. Second, these stocks were inventoried through a building stock model and determination of key parameters that were defined by surveying selected buildings and from the literature. Third, the study team developed a dynamic MFA model to describe the copper stocks and flows during the period 1900-2000. The results of the copper stock calculation (in kg capita(-1)) were: buildings 79 +/- 11, infrastructure 107 +/- 25, movables 34 +/- 9, landfills 50 +/- 12. The calibrated model enabled the study team to develop resource and waste management scenarios forecasting waste flows. It is shown that the conversion of buildings into other uses may affect the waste flows significantly. 相似文献

Urban waste management is becoming an increasingly complex task, absorbing a huge amount of resources, and having a major environmental impact. The design of a waste management system consists in various activities, and one of these is related to the location of waste collection sites. In this paper, we propose an integer programming model that helps decision makers in choosing the sites where to locate the unsorted waste collection bins in a residential town, as well as the capacities of the bins to be located at each collection site. This model helps in assessing tactical decisions through constraints that force each collection area to be capacitated enough to fit the expected waste to be directed to that area, while taking into account Quality of Service constraints from the citizens' point of view. Moreover, we propose an effective constructive heuristic approach whose aim is to provide a good solution quality in an extremely reduced computational time. Computational results on data related to the city of Nardò, in the south of Italy, show that both exact and heuristic approaches provide consistently better solutions than that currently implemented, resulting in a lower number of activated collection sites, and a lower number of bins to be used. 相似文献

The Waste Framework Directive (WFD; 2008/98/EG) describes how waste materials are to be classified as hazardous or not. For complex waste materials chemical analyses are often not conclusive and the WFD provides the possibility to assess the hazardous properties by testing on the waste materials directly. As a methodology WFD refers to the protocols described in the CLP regulation (regulation on Classification, Labeling and Packaging of chemicals) but the toxicity tests on mammals are not acceptable for waste materials. The DISCRISET project was initiated to investigate the suitability of alternative toxicity tests that are already in use in pharmaceutical applications, for the toxicological hazard assessment of complex waste materials. Results indicated that Microtox was a good candidate as a first screening test in a tiered approached hazard assessment. This is now further validated in the present study. The toxic responses measured in Microtox were compared to biological responses in other bioassays for both organic and inorganic fractions of the wastes. Both fractions contribute to the toxic load of waste samples. Results show that the Microtox test is indeed a good and practical screening tool for the organic fraction. A screening threshold (ST) of 5 geq/l as the EC50 value in Microtox is proposed as this ST allows to recognize highly toxic samples in the screening test. The data presented here show that the Microtox toxicity response at this ST is not only predictive for acute toxicity in other organisms but also for sub lethal toxic effects of the organic fraction. This limit value has to be further validated. For the inorganic fraction no specific biotest can be recommended as a screening test, but the use of direct toxicity assessment is also preferable for this fraction as metal speciation is an important issue to define the toxic load of elutriate fractions. A battery of 3 tests (Microtox, Daphnia and Algae) for direct toxicity assessment of this fraction is recommended in literature, but including tests for mechanistic toxicity might be useful. 相似文献

Household solid waste management is a severe problem in big cities of developing countries. Mismanaged solid waste dumpsites produce bad sanitary, ecological and economic consequences for the whole population, especially for the poorest urban inhabitants. Dealing with this problem, this paper utilizes field data collected in the urban community of Dakar, in view of ranking nine areas of the city with respect to multiple criteria of nuisance. Nine criteria are built and organized in three families that represent three classical viewpoints: the production of wastes, their collection and their treatment. Thanks to the method PROMETHEE and the software ARGOS, we do a pair-wise comparison of the nine areas, which allows their multiple criteria rankings according to each viewpoint and then globally. Finding the worst and best areas in terms of nuisance for a better waste management in the city is our final purpose, fitting as well as possible the needs of the urban community. Based on field knowledge and on the literature, we suggest applying general and area-specific remedies to the household solid waste problems. 相似文献

Waste treatment facilities are often shared among different municipalities as a means of managing wastes more efficiently. Usually, management costs are assigned to each municipality depending on the size of the population or total amount of waste produced, regardless of important environmental aspects such as per capita waste generation or achievements in composting or recycling. This paper presents a feebate (fee+rebate) system aimed to foster urban waste reduction and recovery. The proposal suggests that municipalities achieving better results in their waste management performance (from an ecological viewpoint) be recompensated with a rebate obtained from a fee charged to those municipalities that are less environmentally sound. This is a dynamic and flexible instrument that would positively encourage municipalities to reduce waste whilst increasing the recycling. 相似文献

Municipal solid waste management in the capital city of Indonesia, Jakarta, is examined from a point of view of researchers and waste management practitioners. Major impediments to waste management in Jakarta include non-involvement of stakeholders in planning and decision-making, unskilled staff undertaking the duty, the absence of long-term waste management strategies, and weak coordination between authorities and neighbourhood association workers who undertake primary collection. It was revealed that lack of resources is seen as the least important of all impediments. The success of managing solid waste in Jakarta cannot be separated from the presence and the role of a neighbourhood association, which performs waste collection on a daily basis as well as keeping their respective areas clean by employing their own waste service workers. A neighbourhood-based waste management strategy is a promising solution for Jakarta, because it is more applicable and suitable for Jakarta's context compared to community-based waste management. The performance of this approach is examined and the improvement for wider adoption is discussed for a long-term solution. 相似文献

This paper presents a system dynamics computer model to predict solid waste generation, collection capacity and electricity generation from solid waste and to assess the needs for waste management of the urban city of Dhaka, Bangladesh. Simulated results show that solid waste generation, collection capacity and electricity generation potential from solid waste increase with time. Population, uncleared waste, untreated waste, composite index and public concern are projected to increase with time for Dhaka city. Simulated results also show that increasing the budget for collection capacity alone does not improve environmental quality; rather an increased budget is required for both collection and treatment of solid wastes of Dhaka city. During the 1970's collection of household waste in the City of Copenhagen was modernized by the introduction of plastic bins and 300- to 800-l containers. In some areas an increase in crew-size from two to three men per collection vehicle took place in the same period.Particularly, the increase in crew-size gave rise to disputes with the trade union and led to the execution of a comprehensive time study programme. As a result of the time studies a system of standard times was obtained, which, by simple formulae, enables the calculation of the nominal time necessary for any collection route. Collection of household waste in Copenhagen is done from the yard and the formulae take into account the distance from the kerb as well as stairs and other possible obstacles. The primary aim of the time studies has been to design a wage system that ensures a proportionality between wage and working hours. In addition to this, the time studies have formed a basis for comparisons between the total economy of collection schemes based on different types and sizes of receptacles and different frequencies of collection. Sustainable waste management system for effluents treatment sludge has been a pressing issue for pulp and paper sector. Recycling is always recommended in terms of environmental sustainability. Following an approach of waste valorisation, this work aims to demonstrate the technical viability of producing fiber-cement roof sheets incorporating cellulose primary sludge generated on paper and pulp mills.From the results obtained with preliminary studies it was possible to verify the possibility of producing fiber-cement sheets by replacing 25% of the conventional used virgin long fiber by primary effluent treatment cellulose sludge. This amount of incorporation was tested on an industrial scale. Environmental parameters related to water and waste, as well as tests for checking the quality of the final product was performed. These control parameters involved total solids in suspension, dissolved salts, chlorides, sulphates, COD, metals content. In the product, parameters like moisture, density and strength were controlled.The results showed that it is possible to replace the virgin long fibers pulp by primary sludge without impacts in final product characteristics and on the environment.This work ensures the elimination of significant waste amounts, which are nowadays sent to landfill, as well as reduces costs associated with the standard raw materials use in the fiber-cement industrial sector. 相似文献

This paper identifies six broad groups of drivers for development in waste management. Public health led to the emergence of formalized waste collection systems in the nineteenth century, and remains a key driver in developing countries. Environmental protection came to the forefront in the 1970s, with an initial focus on eliminating uncontrolled disposal, followed by the systematic increasing of technical standards. Today, developing countries seem still to be struggling with these first steps; while climate change is also emerging as a key driver. The resource value of waste, which allows people to make a living from discarded materials, was an important driver historically, and remains so in developing countries today. A current trend in developed countries is closing the loop, moving from the concept of 'end-of-pipe' waste management towards a more holistic resource management. Two underpinning groups of drivers are institutional and responsibility issues, and public awareness. There is no, one single driver for development in waste management: the balance between these six groups of drivers has varied over time, and will vary between countries depending on local circumstances, and between stakeholders depending on their perspective. The next appropriate steps towards developing a sustainable, integrated waste management system will also vary in each local situation. 相似文献

Municipal solid waste management (MSWM) is one of the major environmental problems of Indian cities. Improper management of municipal solid waste (MSW) causes hazards to inhabitants. Various studies reveal that about 90% of MSW is disposed of unscientifically in open dumps and landfills, creating problems to public health and the environment. In the present study, an attempt has been made to provide a comprehensive review of the characteristics, generation, collection and transportation, disposal and treatment technologies of MSW practiced in India. The study pertaining to MSWM for Indian cities has been carried out to evaluate the current status and identify the major problems. Various adopted treatment technologies for MSW are critically reviewed, along with their advantages and limitations. The study is concluded with a few fruitful suggestions, which may be beneficial to encourage the competent authorities/researchers to work towards further improvement of the present system. 相似文献

The concept ‘waste' was assessed, and redefined as ‘an emerged quality of a substance'. A substance or object is qualified a waste when it is not used to its full potential'. Under this paradigm, any process can be used for the transformation of waste to remove this quality label, and the necessity of a systemic approach to the resource and waste management becomes obvious. Any substance, labelled waste or resource, is part of at least one material cycle. Material cycle modelling provides a convenient method of abstraction to present the system alternatives to decision-makers and emphasises the interdependence between the availability and fate of all atomic elements in primary production and waste management. The rearrangement and closing of material cycles, for example, opens the way to eliminate landfills of harmful residues and contributes to the conservation of resources. While the adoption of the new paradigm may lead to dramatic technological development, the consideration, appreciation and adoption of such integrated resource and waste systems by decision-makers must be adequately supported by the apt supply of accessible information on system structure, technology options and effects. To determine the scope of the decision support tool, four images of 2030's waste infrastructure were constructed.
