We integrate new challenges to thinking about resource markets and sustainable resource use policies in a general framework. The challenges, emerging from six papers that JEEM publishes in a special issue, are (i) demand uncertainty and stockpiling, (ii) international trade and resource dependence, (iii) deforestation, and (iv) intertemporal effects of climate change policies (“Green Paradox”). To combine the rational use of marine benthic resources and economic development of small-scale fishers, Chile passed legislation in 1991 establishing a comanagement policy that grants exclusive territorial user rights for fisheries (TURFs) to artisanal fisher organizations in well-defined inshore coastal areas, known as Management and Exploitation Areas for Benthic Resources (MEABRs). In general the policy has been proclaimed a management and economic success because benthic resource abundances have increased inside MEABRs in comparison with open-access areas. However, there is a lack of studies assessing the impact of this management policy on nontargeted subtidal species and community assemblages and the policy's implications for biodiversity and conservation. This study starts to fill this gap and links the allocation of TURFs for benthic resources with add-on conservation benefits for species that are not directly linked with the fishery policy. Comparative subtidal surveys inside vs. outside MEABRs were used to assess the effects of three MEABRs on managed targeted benthic species, biodiversity (species richness), and community assemblages in central Chile. Surveys focused exclusively on subtidal kelp forest habitats dominated by Lessonia trabeculata, spanning 4-12 m in depth and with similar levels of habitat complexity. The study comprised: (1) quantification of kelp forest complexity, (2) understory survey of sessile species, (3) quantification of conspicuous benthic macroinvertebrates, including those under management, and (4) quantification of reef-fish species inside the kelp habitat. Results showed population enhancement of target-managed invertebrates inside MEABRs. Moreover, reef-fish species were significantly more diverse and abundant inside MEABRs, and community assemblages of nontarget benthic invertebrates and reef fish were significantly different inside vs. outside MEABRs. The comanagement of inshore benthic resources in Chile, through MEABRs aims for the sustainability of invertebrate and algae stocks. However, our study shows that this management tool, which in practice restricts access to the entire management area, provides important conservation add-on effects for species that are not the focus of the management policies. Therefore, in Chile, the hundreds of already established MEABRs could represent an important ancillary network, which complements the biodiversity objectives of fully protected areas such as no-take marine protected areas or others.  相似文献

Efficient and sustainable management of complex forest ecosystems   总被引:1,自引:0,他引:1  
A large range of models has been developed for the analysis of optimal forest management strategies, with the well-known Faustmann models dating back to the mid-19th century. To date, however, there has been relatively little attention for the implications of complex ecosystem dynamics for optimal forest management. This paper examines the implications of irreversible ecosystem responses for efficient and sustainable forest management. The paper is built around two forest models that comprise two ecosystem components, forest cover and topsoil, the interactions between these components, and the supply of the ecosystem services ‘wood’ and ‘erosion control’. The first model represents a forest that responds in a reversible way to overharvesting. In the second model, an additional ecological process has been included and the ecosystem irreversibly collapses below certain thresholds in forest cover and topsoil depth. The paper presents a general model, and demonstrates the implications of pursuing efficient as well as sustainable forest management for the two forest ecosystems. Both fixed and variable harvesting cycles are examined. Efficient and sustainable harvesting cycles are compared, and it is shown that irreversible ecosystem behaviour reduces the possibilities to reconcile efficient and sustainable forest management through a variable harvesting cycle.  相似文献

Environmental monitoring is increasingly shifting toward a set of systems that describe changes in real time. In ecology specifically, a series of challenges have prevented the rollout of real-time monitoring for features such as biodiversity change or ecosystem service provision. Conservation culturomics, a field concerned with interactions between people and nature, is well placed to demonstrate how monitoring might move toward a network of real-time platforms, given its existence exclusively in the digital realm. We examined a set of considerations associated with the development of real-time monitoring platforms for conservation culturomics and introduce a near real-time platform for the Species Awareness Index, a global index of changing biodiversity awareness derived from the rate of change in page views for species on Wikipedia. This platform will update automatically each month, operating in near real time ( https://joemillard.shinyapps.io/Real_time_SAI/ ). There are plans to make the underlying data queryable via an application programing interface independent of the platform. The real-time Species Awareness Index will represent the first real-time and entirely automated conservation culturomic platform and one of the first real-time platforms in the discipline of ecology. Real-time monitoring for culturomics can provide insight into human–nature interactions as they play out in the physical realm and provide a framework for the development of real-time monitoring in ecology. Real-time monitoring metrics can be processed on private virtual machines and hosted on publicly available cloud services. Conservation now needs an online, real-time observatory that can evolve with the structure of the web.  相似文献

Urban coastal wetlands and adjoining coves and embayments can provide habitat for significant numbers of waterbirds, despite being subject to high levels of stressors from human activities. Yet to date little emphasis has been placed on identifying these areas and prioritizing them for conservation. In this study I outline a three-step process to identify and prioritize local sites for conservation using waterbird abundance and diversity and an index of the risk to a site from marine development, and apply it to a series of urban coastal sites in two North Atlantic estuaries located in the northeast US. By combining waterbird abundance and species richness with the risk from marine development I generated a ranked list of sites with the highest listed sites having high bird diversity and low risk from development. From this list individual sites can be prioritized for conservation, and various protection scenarios can be evaluated and compared. For example, 7 of the top 10 ranked sites in Boston Harbor, combined with sites already protected under local, state, or federal statutes, represented over half of the total bird diversity in the Harbor. Similarly, in Narragansett Bay 6 of the top 10 sites when combined with sites already protected represent 48.8% of the Bay’s bird diversity. Formally protecting these sites, all of which are at relatively low risk from marine development, could result in the conservation of considerable waterbird habitat at low economic cost (i.e., from loss of development potential). Other ranking scenarios (by bird diversity alone, or by risk from marine development) were also evaluated and compared to the combined ranking. Identification of sites with high bird diversity and low risk from development could provide important information for local land acquisition groups and planning boards when considering options for the conservation of urban coastal habitats.  相似文献

SUMMARY

Despite the declining volumes of biotic resources flowing from natural ecosystems, no sustainable rural-based programmes have been put in place to stabilize habitats and diversify products to meet the needs and livelihoods of forest-dependent communities. Nevertheless, there is increasing evidence that agricultural expansion and rising demands for forest resources are increasingly depleting the forests. Within these extremes, daily used wild plants that sustain rural communities are under threat of over-exploitation.

This study identified major daily used wild plants in rural environments, examined their use categories, and suggested suitable ways to conserve these plants in order to improve the biodiversity capital and stabilize rural livelihoods. Results of data analysis showed that: (i) about 96 species of wild plants were in daily use for food, energy, medicine, shelter and cultural festivals; (ii) the management and utilization of daily used wild plants were based on traditional knowledge that had become inefficient as a result of resource scarcity and loss of habitats. In these circumstances, resource utilisation is leading to the loss of species; (iii) the resource users were willing to conserve wild plants on private lands to meet their ways of life. The success of wild plant conservation however, hinges on the provision of infrastructures for smallholder farmers who are willing to plant trees on their lands. There is urgent need for those responsible for conserving the forests and the environment (Federal Ministry of Environment) to design and implement suitable programmes that will accommodate the needs of the rural people in conserving wild plants in daily use in the country.  相似文献

Although larval dispersal is crucial for the persistence of most marine populations, dispersal connectivity between sites is rarely considered in designing marine protected area networks. In particular the role of structural characteristics (known as topology) for the network of larval dispersal routes in the conservation of metapopulations has not been addressed. To determine reserve site configurations that provide highest persistence values with respect to their connectivity characteristics, we model nine connectivity topological models derived from graph theory in a demographic metapopulation model. We identify reserve site configurations that provide the highest persistence values for each of the metapopulation connectivity models. Except for the minimally connected and fully connected populations, we observed two general ‘rules of thumb’ for optimising the mean life time for all topological models: firstly place the majority of reserves, so that they are neighbours of each other, on the sites where the number of connections between the populations is highest (hub), secondly when the reserves have occupied the majority of the vertices in the hub, then select another area of high connectivity and repeat. If there are no suitable hubs remaining then distribute the remaining reserves to isolated locations optimising contact with non-reserved sites.  相似文献

There is increasing concern about the conservation status of sharks. However, the presence of numerous different (and potentially mutually exclusive) policies complicates management implementation and public understanding of the process. We distributed an online survey to members of the largest professional shark and ray research societies to assess member knowledge of and attitudes toward different conservation policies. Questions covered society member opinions on conservation and management policies, personal histories of involvement in advocacy and management, and perceptions of the approach of conservation nongovernmental organizations (NGOs) to shark conservation. One hundred and two surveys were completed (overall response rate 21%). Respondents considered themselves knowledgeable about and actively involved in conservation and management policy; a majority believed scientists have a responsibility to advocate for conservation (75%), and majorities have sent formal public comments to policymakers (54%) and included policy suggestions in their papers (53%). They believe sustainable shark fisheries are possible, are currently happening today (in a few places), and should be the goal instead of banning fisheries. Respondents were generally less supportive of newer limit‐based (i.e., policies that ban exploitation entirely without a species‐specific focus) conservation policy tools, such as shark sanctuaries and bans on the sale of shark fins, than of target‐based fisheries management tools (i.e., policies that allow for sustainable harvest of species whose populations can withstand it), such as fishing quotas. Respondents were generally supportive of environmental NGO efforts to conserve sharks but raised concerns about some NGOs that they perceived as using incorrect information and focusing on the wrong problems. Our results show there is an ongoing debate in shark conservation and management circles relative to environmental policy on target‐based natural resources management tools versus limit‐based conservation tools. They also suggest that closer communication between the scientific and environmental NGO communities may be needed to recognize and reconcile differing values and objectives between these groups.  相似文献

Incentivized debt conversion is a financing mechanism that can assist countries with a heavy debt burden to bolster their long-term domestic investment in nature conservation. The Nature Conservancy, an international conservation-based nongovernmental organization, is adapting debt conversions to support marine conservation efforts by small island developing states and coastal countries. Prioritizing debt conversion opportunities according to their potential return on investment can increase the impact and effectiveness of this finance mechanism. We developed guidance on how to do so with a decision-support approach that relies on a novel threat-based adaptation of cost-effectiveness analysis. We constructed scenarios by varying parameters of the approach, including enabling conditions, expected benefits, and threat classifications. Incorporating both abatable and unabatable threats affected priorities across planning scenarios. Similarly, differences in scenario construction resulted in unique solution sets for top priorities. We show how environmental organizations, private entities, and investment banks can adopt structured prioritization frameworks for making decisions about conservation finance investments, such as debt conversions. Our guidance can accommodate a suite of social, ecological, and economic considerations, making the approach broadly applicable to other conservation finance mechanisms or investment strategies that seek to establish a transparent process for return-on-investment decision-making.  相似文献

Identifying drivers of ecosystem change in large marine ecosystems is central for their effective management and conservation. This is a sizable challenge, particularly in ecosystems transcending international borders, where monitoring and conservation of long‐range migratory species and their habitats are logistically and financially problematic. Here, using tools borrowed from epidemiology, we elucidated common drivers underlying species declines within a marine ecosystem, much in the way epidemiological analyses evaluate risk factors for negative health outcomes to better inform decisions. Thus, we identified ecological traits and dietary specializations associated with species declines in a community of marine predators that could be reflective of ecosystem change. To do so, we integrated count data from winter surveys collected in long‐term marine bird monitoring programs conducted throughout the Salish Sea—a transboundary large marine ecosystem in North America's Pacific Northwest. We found that decadal declines in winter counts were most prevalent among pursuit divers such as alcids (Alcidae) and grebes (Podicipedidae) that have specialized diets based on forage fish, and that wide‐ranging species without local breeding colonies were more prone to these declines. Although a combination of factors is most likely driving declines of diving forage fish specialists, we propose that changes in the availability of low‐trophic prey may be forcing wintering range shifts of diving birds in the Salish Sea. Such a synthesis of long‐term trends in a marine predator community not only provides unique insights into the types of species that are at risk of extirpation and why, but may also inform proactive conservation measures to counteract threats—information that is paramount for species‐specific and ecosystem‐wide conservation. Outbreaks of disease in herbivorous sea urchins have led to ecosystem phase shifts from urchin barrens to kelp beds (forests) on temperate rocky reefs, and from coral to macroalgal-dominated reefs in the tropics. We analyzed temporal patterns in epizootics that cause mass mortality of sea urchins, and consequent phase shifts, based on published records over a 42-year period (1970–2012). We found no evidence for a general increase in disease outbreaks among seven species of ecologically important and intensively studied sea urchins. Periodic waves of recurrent amoebic disease of Strongylocentrotus droebachiensis in Nova Scotia coincide with periods when the system was in a barrens state and appear to have increased in frequency. In contrast, following a major epizootic that decimated Diadema antillarum throughout the Caribbean in 1983, subsequent outbreaks of disease were highly localized and none have been reported since 1991. Epizootics of Strongylocentrotus in the NW Atlantic and NE Pacific, and Paracentrotus and Diadema in the eastern Atlantic, have been linked to climate change and overfishing of sea urchin predators. The spatial extent of recurrent disease outbreaks in these species, and the frequency of phase shifts associated with these epizootics, has decreased over time due to the expansion of the macroalgal state and its stabilization through positive feedback mechanisms. Longitudinal studies to monitor disease outbreaks in sea urchin populations and improved techniques to identify causative agents are needed to assess changes in the frequency and extent of epizootics, which can profoundly affect the structure and functioning of coastal marine ecosystems.  相似文献

Coastal ecosystems can be thought of as being established by a number of physico-geochemical drivers, e.g. geochemistry and bathymetry of the basins, climate, tidal and freshwater flows, natural and anthropogenic inputs of nutrients and toxins, all of which exert an influence on the resulting communities of organisms. Depending on the interactions among the major drivers, ecosystems may occur on both large and small scales and be basin-wide or within basins. For individual and separate ecosystems to exist with some permanence in time, e.g. reach a steady-state, they also have to be ‘defended’. Defences are mechanisms that counter changes to maintain the status quo. We argue, and present evidence to support the notion, that the defence mechanisms are inextricably tied to primary production and the biogeochemical cycling of organic matter and provide buffers that mitigate potentially adverse impacts by trace toxins. Colloid pumping, production of complexing ligands and sulfide formation are some of the mechanisms that control trace substances. Current methods for assessing ecosystems do not address the issue of steady-state, nor do they take account of defence activities, e.g. buffering. Therefore, they cannot assess the ‘robustness’ of ecosystems or their ability to resist change, for good or bad. Also, defence mechanisms may, for a time, mask future potentially serious impacts, suggesting that monitoring efforts with limited budgets should consider the measurement of the inputs into ecosystems as well as the immediate or short-term result of the inputs.  相似文献

Because of the expanding population in our cities with its demands for more diversified services, we cannot afford a piecemeal type of urban underground growth. Utilization of the urban street system for buried utilities has a serious adverse effect on other street functions because of the continuing necessity to perform excavations for the repair of existing lines and the installation of new ones. The excavations not only are a serious cause of traffic delay and congestion but also create noise and aesthetic disturbances, and result in excessive street maintenance requirements and in shortened overall street life. Consider the enhancing effects in quietness on abutting properties and users of the street, and the benefits become very great. Unfortunately, the lack of data and the difficulty in quantifying the intangibles have made it impossible to arrive at a reasonably accurate figure of overall negative impact on the urban environment of street cuts. However, if drivers are sufficiently strong to merit the use of utility tunnels, then sustainable municipal policies improving living quality will be implemented.  相似文献

Coastal marine ecosystems are increasingly subjected to environmental stress and degradation due to pollution. Several research programmes have addressed this problem and produced relevant data sets for specific areas, often including consistent sets of environmental and biological variables. The value of existing information gathered from these types of data can be largely increased by combining them into a common data set to determine globally applicable relationships. To perform this exercise, the Intergovernmental Oceanographic Commission (IOC) of UNESCO has recently formed the Ad hoc Study Group on Benthic Indicators (http://www.ioc.unesco.org/benthicindicators) with the aim of developing robust indicators of benthic health. In this paper, initial products and ongoing activities of this international initiative are described and discussed. An expansion of initial IOC/UNESCO research on benthic fauna-organic carbon relationships is also presented. As part of this follow-up research, the relationship between total organic carbon concentrations of sediment and abundance, biomass and species diversity of benthic macrofauna was evaluated using data sets from 2 different regions of the world comprising 3 different coastal marine environments. The ability of identifying threshold levels in selected variables that could serve as indicators of related adverse environmental conditions leading to stress in the benthos is envisaged within the frame of a larger joint analysis, carried out by the IOC/UNESCO Study Group on Benthic Indicators, of merged data sets from several coastal regions worldwide.  相似文献

Population growth and social/technological developments have resulted in the buildup of carbon dioxide (CO2) in the atmosphere and oceans to the extent that we now see changes in the earth’s climate and ocean chemistry. Ocean acidification is one consequence of these changes, and it is known with certainty that it will continue to increase as we emit more CO2 into the atmosphere. Ocean acidification is a global issue likely to impact marine organisms, food webs and ecosystems and to be most severely experienced by the people who depend on the goods and services the ocean provides at regional and local levels. However, research is in its infancy and the available data on biological impacts are complex (e.g., species-specific response). Educating future generations on the certainties and uncertainties of the emerging science of ocean acidification and its complex consequences for marine species and ecosystems can provide insights that will help assessing the need to mitigate and/or adapt to future global change. This article aims to present different educational approaches, the different material available and highlight the future challenges of ocean acidification education for both educators and marine biologists.  相似文献

This commentary describes a gap in the qualitative and quantitative knowledge of the provision of benefits to humans from the intertidal ecosystems of the Mediterranean and offers a framework for quantification of the benefits provided by these systems. The identification of such benefits, understanding their spatial distribution and their subsequent quantification will be critical to the design of policy responses to future climate change, sea level rise and seawater acidification. A baseline understanding of the current state of ecosystem functions, as well as of the provision of related ecosystem services, is therefore needed. Further, researchers must strive to generate forecasts of the changes in these functions and services conditional on policy responses and the range of expectations for climate change.  相似文献
