Successful environmental management and governance can be realised through maximum dissemination of information. Environmental management and governance involve knowledge and understanding of environmental laws and citizens' involvement in environmental issues. Citizens' contributions to environmental laws, policies and regulations lead to good governance and management and, as a result, access to environmental information. Structures of environmental information dissemination, from as far back as during the traditional land tenure, are in place in Lesotho; to what extent these instruments facilitate awareness of key environmental issues in Lesotho, facilitate policy implementation and influence decision making is what this paper tries to reveal. 相似文献

/ Three large rivers in northern Finland, the Kemijoki, Iijoki, and Oulujoki rivers, were dammed for hydropower generation in the 1940s-1960s. Due to differences in environmental conditions, these impoundments require detailed study to produce guidelines for fisheries management.Water quality, hydrology, vegetation, and geomorphology data of 16 impoundments were gathered. Shoreline land-use data were derived from maps, and fish assemblage data were collected by exploratory fishing and from the annual fishery statistics. The relations among environmental variables were studied, and a classification of the impoundments was developed by hierarchical cluster analysis. Consequently, three impoundment groups with different environmental characteristics were formed. Significant differences among impoundment groups were also detected in fish yield. We conclude that the variation in environmental conditions, together with differences in fish communities in the impoundments were important enough to justify the claim that impoundments of different types require different management strategies. Outdoor recreation and nature-based tourism represent an increasingly intensive form of land use that has considerable impacts
on native ecosystems. The aim of this paper is to investigate how revegetation and management of ski runs influence soil nutrients,
vegetation characteristics, and the possible invasion of nonnative plant species used in revegetation into native ecosystems.
A soil and vegetation survey at ski runs and nearby forests, and a factorial experiment simulating ski run construction and
management (factors: soil removal, fertilization, and seed sowing) were conducted at Ruka ski resort, in northern Finland,
during 2003–2008. According to the survey, management practices had caused considerable changes in the vegetation structure
and increased soil nutrient concentrations, pH, and conductivity on the ski runs relative to nearby forests. Seed mixture
species sown during the revegetation of ski runs had not spread to adjacent forests. The experimental study showed that the
germination of seed mixture species was favored by treatments simulating the management of ski runs, but none of them could
eventually establish in the study forest. As nutrient leaching causes both environmental deterioration and changes in vegetation
structure, it may eventually pose a greater environmental risk than the spread of seed mixture species alone. Machine grading
and fertilization, which have the most drastic effects on soils and vegetation, should, therefore, be minimized when constructing

Sediment size and supply exert a dominant control on channel structure. We review the role of sediment supply in channel structure,
and how regional differences in sediment supply and landuse affect stream restoration priorities. We show how stream restoration
goals are best understood within a common fluvial geomorphology framework defined by sediment supply, storage, and transport.
Landuse impacts in geologically young landscapes with high sediment yields (e.g., coastal British Columbia) typically result
in loss of instream wood and accelerated sediment inputs from bank erosion, logging roads, hillslopes and gullies. In contrast,
northern Sweden and Finland are landscapes with naturally low sediment yields caused by low relief, resistant bedrock, and
abundant mainstem lakes that act as sediment traps. Landuse impacts involved extensive channel narrowing, removal of obstructions,
and bank armouring with boulders to facilitate timber floating, thereby reducing sediment supply from bank erosion while increasing
export through higher channel velocities. These contrasting landuse impacts have pushed stream channels in opposite directions
(aggradation versus degradation) within a phase-space defined by sediment transport and supply. Restoration in coastal British
Columbia has focused on reducing sediment supply (through bank and hillslope stabilization) and restoring wood inputs. In
contrast, restoration in northern Fennoscandia (Sweden and Finland) has focused on channel widening and removal of bank-armouring
boulders to increase sediment supply and retention. These contrasting restoration priorities illustrate the consequences of
divergent regional landuse impacts on sediment supply, and the utility of planning restoration activities within a mechanistic

We employed qualitative methods to explore how conflict over water collection and use impacts women, and the role that women play in water management and conflict resolution in Marsabit, Kenya. Conflicts between domestic and livestock water led to insufficient water for domestic use and intra-household conflict. Women’s contributions to water management were valued, especially through informal initiatives, though involvement in statutory water management committees was not culturally appropriate. Promoting culturally appropriate ways to involve women in water management, rather than merely increasing the percentage of women on water committee, may reduce conflicts and increase women’s access to domestic water supplies. 相似文献

Toward Adaptive Management: The Impacts of Different Management Strategies on Fish Stocks and Fisheries in a Large Regulated Lake 总被引:1,自引:0,他引:1
We applied the adaptive management approach to analyze the demand and feasibility of adaptive management of fish stocks in a large regulated lake, Oulujärvi, in northern Finland. The process consisted of four phases: (1) analysis of the current state of the fisheries system (fishers, related markets and industry, fisheries researches and authorities, related organizations, etc.); (2) analysis of the objectives of different stakeholders; (3) the composition of alternative management strategies and assessment of their impacts; and (4) recommendations for future management. We used catch statistics from the period 1973–1995 to analyze fish stocks and fishing. Fish species involved were brown trout (Salmo trutta L.), whitefish [Coregonus lavaretus (L.) sl.], vendace (Coregonus albula L.); and pikeperch (Stizostedion lucioperca L.). Questionnaires and interviews were applied to ascertain the opinions of different groups of fishermen. Several models and cost–benefit analysis were used to assess the ecological, economic, and social impacts of three alternative management strategies. The results emphasize that when determining stocking levels and fishing regulations, the system should be considered as a whole, and impacts on major fish species and different groups of fishermen should be assessed. The stocking policy and fishing regulations should also be flexible to accommodate changing biotic and societal conditions. The key questions in applying the adaptive management process in Oulujärvi fisheries are how to determine clear objectives for fisheries management, find a fisheries management structure that provides workable interactions between different stakeholders, and arrange cost-effective monitoring. The lessons learned from the Oulujärvi experience and recommendations for fisheries management are relevant to other lakes with conflicting objectives of different stakeholders. 相似文献

This paper directs attention to conditions for climate adaptation as an important part of governing climate change in the local arena. Empirical focus is put on attempts to manage flood risks by means of risk management and planning in two Swedish municipalities. Following the need to widen our understanding of how, when and under what conditions climate adaptation occurs, three challenges are particularly emphasized from the case studies: facing the safety vs. scenery conflict where political priorities and reducing societal vulnerabilities prove difficult; the process of deciding what to adapt to, in which the troublesome role of knowledge is striking; and finally, taking responsibility for measures of flood protection. At the end of the paper, analytical generalizations illustrate the need to give increased attention to institutional challenges and challenges emanating from the science-policy interface in order to come to terms with the implementation deficit in governing climate change in the local arena. 相似文献

/ The main objectives of this study were to identify the regions inFennoscandia where the critical loads of sulfur (S) and acidifying nitrogen(N) for lakes are exceeded and to investigate the consequences for depositionreductions, with special emphasis on the possible trade-offs between S and Ndeposition in order to achieve nonexceedance. In the steady-state model forcalculating critical loads and their exceedances, all relevant processesacting assinks for N and S are considered. The critical loads of N and S areinterrelated (defining the so-called critical load function), and therefore asingle critical load for one pollutant cannot be defined without makingassumptions about the other. Comparing the present N and S deposition withthe critical load function for each lake allows determination of thepercentage of lakes in the different regions of Fennoscandia where: (1) Sreductions alone can achieve nonexceedance, (2) N reductions alone aresufficient, and (3) both N and S reductions are required but to a certaindegree interchangeable. Secondly, deposition reduction requirements wereassessed by fixing the N deposition to the present level, in this wayanalyzing the reductions required for S, and by computing the percentage oflakes exceeded in Finland, Norway and Sweden for every possible percentdeposition reduction in S and N, in this way showing the (relative)effectiveness of reducing S and/or N deposition. The results showed clearregional patterns in the S and N reduction requirements. In practically thewhole of Finland and the northern parts of Scandinavia man-made acidificationof surface waters could be avoided by reducing S deposition alone. In thesouthern parts of Sweden some reductions in N deposition are clearly neededin addition to those for S. There are always conflicting goals in the management of large water courses. However, by involving stakeholders actively in the planning and decision-making processes, it is possible to work together toward commonly acceptable solutions. In this article, we describe how we applied interactive multicriteria decision analysis (MCDA) in a collaborative process which aimed at an ecologically, socially, and economically sustainable water course regulation policy. The stakeholders' opinions about the alternative regulation schemes and the relative importance of their impacts were elicited with the HIPRE software. Altogether, 20 personal interactive decision analysis interviews (DAIs) were carried out with the stakeholders. Our experience suggests that the DAIs can considerably improve the quality and efficiency of the collaborative planning process. By improving communication and understanding of the decision situation in the steering group, the approach helped to develop a consensus solution in a case having strong conflicts of interest. In order to gain the full benefits of the MCDA approach, interactive preference elicitation is vital. Recent findings in the Umpqua River Basin in southwestern Oregon illustrate a tension in the rise of both community-based
and watershed-based approaches to aquatic resource management. While community-based institutions such as watershed councils
offer relief from the government control landowners dislike, community-based approaches impinge on landowners' strong belief
in independence and private property rights. Watershed councils do offer the local control landowners advocate; however, institutional
success hinges on watershed councils' ability to reduce bureaucracy, foster productive discussion and understanding among
stakeholders, and provide financial, technical, and coordination support. Yet, to accomplish these tasks current watershed
councils rely on the fiscal and technical capital of the very governmental entities that landowners distrust. Adaptive management
provides a basis for addressing the apparent tension by incorporating landowners' belief in environmental resilience and acceptance
of experimentation that rejects “one size fits all solutions.” Therefore community-based adaptive watershed management provides
watershed councils a framework that balances landowners' independence and fear of government intrusion, acknowledges the benefits
of community cooperation through watershed councils, and enables ecological assessment of landowner-preferred practices. Community-based
adaptive management integrates social and ecological suitability to achieve conservation outcomes by providing landowners
the flexibility to use a diverse set of conservation practices to achieve desired ecological outcomes, instead of imposing

Instream and floodplain wood can provide many benefits to river ecosystems, but can also create hazards for inhabitants, infrastructure, property, and recreational users in the river corridor. We propose a decision process for managing large wood, and particularly for assessing the relative benefits and hazards associated with individual wood pieces and with accumulations of wood. This process can be applied at varying levels of effort, from a relatively cursory visual assessment to more detailed numerical modeling. Decisions to retain, remove, or modify wood in a channel or on a floodplain are highly dependent on the specific context: the same piece of wood that might require removal in a highly urbanized setting may provide sufficient benefits to justify retention in a natural area or lower‐risk urban setting. The proposed decision process outlined here can be used by individuals with diverse technical backgrounds and in a range of urban to natural river reaches so that opportunities for wood retention or enhancement are increased. 相似文献

As in many fen land regions in East Germany, long-standing intensive arable farming—enabled by reclamation—has caused soil deterioration and high water runoff in the Schraden region. The more than ten years of economic and political transformation that followed the breakdown of the socialist regime has worsened the situation and even added new problems. The visible consequences are droughts in the summer, waterlogged plots in the spring, and worn-down water management facilities that operate in an uncoordinated or even unauthorized way. Given the local public-good character of some features of the fen land, the common-pool character of the ecosystems intermittently scarce resource water, and the conflicting interests of regional stakeholders, it is argued that the reallocation of property rights over reclamation systems, together with ineffective coordination mechanisms, have caused the physical and institutional failure of the water management system and so impeded appropriate land use.

Management of forests, rangelands, and wetlands on public lands, including the restoration of degraded lands, has the potential
to increase carbon sequestration or reduce greenhouse gas (GHG) emissions beyond what is occurring today. In this paper we
discuss several policy options for increasing GHG mitigation on public lands. These range from an extension of current policy
by generating supplemental mitigation on public lands in an effort to meet national emissions reduction goals, to full participation
in an offsets market by allowing GHG mitigation on public lands to be sold as offsets either by the overseeing agency or by
private contractors. To help place these policy options in context, we briefly review the literature on GHG mitigation and
public lands to examine the potential for enhanced mitigation on federal and state public lands in the United States. This
potential will be tempered by consideration of the tradeoffs with other uses of public lands, the needs for climate change
adaptation, and the effects on other ecosystem services. 相似文献
