This study aimed to analyze the ecological, socio-economic and policy implications of land-use diversity in a traditional village landscape (900–1,000 m amsl.) in the Garhwal region of Indian Himalaya. The village landscape was differentiated into three major land-use types viz., forests, settled agriculture and shifting agriculture. Settled agriculture was further differentiated into four agroecosystem types viz., homegarden system (HGS), rainfed agroforestry system (RAS), rainfed crop system (RCS) and irrigated crop system (ICS), and shifting agriculture system (SAS) was differentiated into different stages of a 4-year long cropping phase and a 7-year long fallow phase, and forests into Community Forests (CF) and Reserve Forests (RF). HGS is the most productive agroecosystem, with soil organic carbon and nutrient concentrations significantly higher than all other forest/agricultural land-uses. Farmers capitalize upon crop diversity to cope with the risks and uncertainties of a monsoon climate and spatial variability in ecological factors influencing productivity. The SAS, a land-use adopted as a means of acquiring inheritable rights over larger land holdings provided in the policies during the 1890s, is less efficient in terms of land productivity than the traditional RAS and HGS but is maintained for its high labour productivity coupled with availability of high-quality fuelwood from fallow vegetation. Dominance of fodder trees in the RAS seems to derive from policies causing shortage of fodder available from forests. Cultural norms have favoured equity by allowing hiring of labour only from within the village community and income from non-timber forest products only to the weaker section of the society. Conversion of rainfed to irrigated cropping, a change facilitated by the government, improves agricultural productivity but also increases pressure on forests due to higher rates of farmyard manure input to the irrigated crops. Existing forest management systems are not effective in maintenance of a large basal area in forests together with high levels of species richness, soil fertility and resistance to invasive alien species Lantana camara. Farmers have to spend huge amount of labour and time in producing manure, managing livestock and other subsidiary farm activities. Interlinkages among agriculture, forests and rural economy suggest a need of replacing the present policies of treating agricultural development, forest conservation and economic development as independent sectors by an integrated sustainable development policy. The policy should promote technological and institutional innovations enabling parallel improvements in agricultural productivity and functions of forest ecosystems.  相似文献

Over the past thirty years, Xishuangbanna in Southwestern China has seen dramatic changes in land use where large areas of tropical forest and fallow land have been converted to rubber and tea plantations. In this study we evaluated the effects of land use and slope on soil properties in seven common disturbed and undisturbed land-types. Results indicated that all soils were acidic, with pH values significantly higher in the 3- and 28-year-old rubber plantations. The tropical forests had the lowest bulk densities, especially significantly lower from the top 10?cm of soil, and highest soil organic matter concentrations. Soil moisture content at topsoil was highest in the mature rubber plantation. Soils in the tropical forests and abandoned cultivated land had inorganic N (IN) concentrations approximately equal in NH4 +-N and NO3 ?-N. However, soil IN pools were dominated by NH4 +-N in the rubber and tea plantations. This trend suggests that conversion of tropical forest to rubber and tea plantations increases NH4 +-N concentration and decreases NO3 ?-N concentration, with the most pronounced effect in plantations that are more frequently fertilized. Soil moisture content, IN, NH4 +-N and NO3 ?-N concentrations within all sites were higher in the rainy season than in the dry season. Significant differences in the soil moisture content, and IN, NH4 +-N and NO3 ?-N concentration was detected for both land uses and sampling season effects, as well as interactions. Higher concentrations of NH4 +-N were measured at the upper slopes of all sites, but NO3 ?-N concentrations were highest at the lower slope in the rubber plantations and lowest at the lower slopes at all other. Thus, the conversion of tropical forests to rubber and tea plantations can have a profound effect on soil NH4 +-N and NO3 ?-N concentrations. Long-term human impacts are considered to be the prime cause of unsustainable forest exploitation in Ethiopia. Yet there exist well-established systems and a wealth of local experience in maintaining and managing forests. This study explores the trends and driving forces of deforestation plus traditional practices regarding sustainable forest use and management in the Chencha and Arbaminch areas, Southern Ethiopia. Satellite image analysis (images from 1972, 1984 and 2006) combined with field surveys were used to detect and map changes in forest cover. Household interviews and group discussions with experienced and knowledgeable persons were also employed. The results show a 23 % decline in forest cover between 1972 and 2006 with the most significant change from 1986 to 2006. Change was greatest in the lowlands and remarkable episodic forest changes also occurred, suggesting nonlinear spatial and temporal forest cover dynamics. According to farmers, the main driver of deforestation is agricultural land expansion in response to local population increases and a decline in agricultural production. Growing local and regional fuel wood demand is another chief cause. Despite these issues, remarkable relicts of natural forests remain and trees on farmland, around homesteads and on fields in every village are basic elements of farm activities and social systems. This demonstrates the effect of cumulative traditional knowledge and long-term local experience with forest management and preservation. Therefore, these practices should be promoted and advanced through the integration of local knowledge and forest management practices in the design and implementation of sustainable environmental planning and management.  相似文献

Reducing greenhouse gases in the atmosphere is becoming a pressing issue for the global community. Afforestation and reforestation are promoted worldwide as an effective means of sequestering carbon. For its national interest and global concerns, China has made great efforts to protect its existing forests and develop programs of afforestation and reforestation. Based on two surveys recently conducted in Liping County, Guizhou province, this paper investigates the economic changes associated with the implementation of the "Grain For Green" policy. Based on the analytical framework of benefit cost analysis, this paper concludes that the implementation of the reforestation of sloping agricultural land policy would not be possible if there were no government subsidies for the peasants. The short term economic returns of land and labour from forestation are substantially lower than those generated from grain or cash crop production on the steep slope lands. The government subsidies provide great economic incentives for peasants to take part in the project. The subsidies in fact have elevated peasant income in rural Liping. The estimated potential economic returns of plantations over the long run indicate that the removal of the government financial subsidies would not create an economic crisis for the peasants if the current market conditions continue.  相似文献

We reconstructed the history of Chatthin Wildlife Sanctuary (CWS) to understand how social and economic events, and policy changes affected the sanctuary's condition. We surveyed 25 villages surrounding CWS to evaluate past and present ecological conditions, compare the results with historical accounts and identify causal relationships. During the first half of the 20th century, the primary threat was the government's reduction of old growth forest to supply fuel wood for the British-built railway. The railroad opened the area to colonization, but the villagers' impact on timber and wildlife was low. From 1945 to 1988, villagers became the primary force of landscape degradation. The post-war windfall of firearms increased hunting pressure, and populations of large mammal started to decline. With the economic decline of the 1970s and 1980s, the community's demand for game and forest products intensified, and the large mammal fauna was reduced from eleven to four species. From 1988-2003, the forests surrounding the sanctuary were fragmented and degraded. The absence of large predators rendered the park safe for livestock, and the combined effects of grazing and removal of forest products seriously degraded habitat within CWS. Major threats to CWS during the past two decades have resulted from land use decisions in which government-planned economic enterprises caused encroachment by villagers. Stabilization and recovery of this sanctuary will require management compatible with human needs, including expanded buffer zones, better core area protection, community forestry projects, and probably relocation of villages within the park.  相似文献

Across the globe, continued policy debates regarding the management of old-growth forests center around the difficult task of balancing economic and ecological considerations. Though the forests of the Pacific Northwest United States are among the most studied old-growth ecosystems, ecological and economic analyses have yielded public land management directives that remain controversial. Specifically, the recently adopted Northwest Forest Plan lacks explicit goals for maintaining intergenerational equity for the use of forest resources and the diversity of old-growth ecosystems. Unlike previous studies which rely on monetary quantification of costs and benefits, this study develops and applies a conceptual framework for evaluating socially optimal Pacific Northwest old-growth forest utilization strategies. Conditions for the optimal management of old-growth forests are derived using dynamic programming. The objective function synthesizes relevant biological and economic attributes of the old-growth allocation problem. Results in the form of extraction paths are compared given social pressure for consumptive and non-consumptive benefits, as well as different planning horizons, rates of social time preference, and environmental variance. Lengthening the planning horizon results in a vast divergence of optimal policies in the absence of discounting. Extraction rates appear to approach zero as the planning horizon approaches infinity. While higher rates of social time preference increase the rate of extraction, forest stocks remaining at the terminal time period equal levels remaining with a lower discount rate. Increasing environmental variance results in a higher level of stock remaining at the terminal time period. This analysis, while specific to the old-growth controversy of the Pacific Northwest, does provide general guidelines for addressing similar problems of multiple uses of natural areas, particularly where such uses are mutually incompatible, or where one use may be irreversibly destructive to another.  相似文献

Changes in forested landscapes may have important consequences for ecosystem services and biodiversity conservation. In northern Spain, major changes in land use occurred during the second half of the 20th century, but their impacts on forests have not been quantified. We evaluated the dynamics of landscape and forest distribution patterns between 1957 and 2003 in Fragas do Eume Natural Park (northwestern Spain). We used orthoimages and a set of standard landscape metrics to determine transitions between land cover classes and to examine forest distribution patterns. Eucalypt plantations showed the greatest increase in area (197%) over time. Furthermore, transitions to eucalypt plantations were found in all major land cover classes. Forest showed a net decline of 20% in total area and represented 30% of the landscape area in 2003. Forest losses were mainly due to eucalypt plantations and the building of a water reservoir, while forest gains were due to increases in shrubland, meadows and cultivated fields which had been recolonised. Forest patch size and core area decreased, and edge length increased over time. In turn, increases were obtained in mean distance between forest patches, and in adjacency to eucalypt plantations and to a water reservoir. These results suggest an increase in forest fragmentation from 1957 to 2003, as well as a change in the nature of the habitat surrounding forest patches. This study shows that land use changes, mostly from eucalypt plantation intensification, negatively affected forested habitats, although some regeneration was ongoing through ecological succession from land abandonment.  相似文献

In Europe temperate forests play a prominent role in timber production, nature protection, water conservation, erosion control and recreation. For centuries temperate forests in Europe have been affected by forest devastation and soil degradation. Applying great efforts to eliminate the severe wood shortage of those days, countermeasures were taken during the last 150 years by regenerating and tending highly productive forests. High growth rates and an increasing growing stock of these forests indicate that formerly stated goals have been successfully achieved. Coniferous species were often favoured because they were easy to establish and manage, and gave reason for high volume growth expectations. Today coniferous forests expand far beyond the limits of their natural ranges.These changes have been accompanied by a loss of biodiversity, a shift to nonsite adapted tree species and reduce the resistance against storms, snow, ice, droughts, insects and fungi. Some of these hazards were further intensified by the increasing average stand age, as well as in some areas by severe air pollution. Climatic fluctuations, especially changes in the frequency and intensity of extreme warm and dry climatic conditions and of heavy storms, had considerable impact on forest ecosystems.The changing demands of today require a widened scope of forest management. Society is asking for sustainable forestry emphasizing biodiversity and naturalistic forest management. It is of great economic and ecological relevance to know on which sites today's forests are most susceptible to climatic and other environmental changes and hazards. In those areas adjustments of management through a conversion the prevailing forests towards more site adapted mixed forests needs to be considered with priority. The high diversity in site conditions, ownership, economic and socio-cultural conditions require strategies adapted to the local and regional needs. Higher resistance of forests will increase economic and social benefits of forests and reduce the risks by maintaining sustainable forestry.  相似文献

While previous studies have examined how forest management is influenced by the risk of fire, they rely on probabilistic estimates of the occurrence and impacts of fire. However, nonprobabilistic approaches are required for assessing the importance of fire risk when data are poor but risks are appreciable. We explore impacts of fire risk on forest management using as a case study a water catchment in the Australian Capital Territory (ACT) (southeastern Australia). In this forested area, urban water supply and timber yields from exotic plantations are potential joint but also competing land uses. Our analyses were stimulated by extensive wildfires in early 2003 that burned much of the existing exotic pine plantation estate in the water catchment and the resulting need to explore the relative economic benefits of revegetating the catchment with exotic plantations or native vegetation. The current mean fire interval in the ACT is approximately 40 years, making the establishment of a pine plantation economically marginal at a 4% discount rate. However, the relative impact on water yield of revegetation with native species and pines is very uncertain, as is the risk of fire under climate change. We use info-gap decision theory to account for these nonprobabilistic sources of uncertainty, demonstrating that the decision that is most robust to uncertainty is highly sensitive to the cost of native revegetation. If costs of native revegetation are sufficiently small, this option is more robust to uncertainty than revegetation with a commercial pine plantation.  相似文献

In China, many rural communities depend upon forests to provide wood, fuel, fertilizer, animal bedding, and valuable non-timber forest products (NTFP). However, the degree to which forest resource extraction is compatible with new conservation aims is unclear because there is little information on the specific ecological effects of traditional forest collecting practices. Therefore, we compared the structure and floristics of Pinus densata forests exposed to three levels of resource extraction by Tibetan villages in northwest Yunnan: (1) a forest site protected from wood and timber removal, (2) moderately utilized forest sites exposed to traditional collecting practices, and (3) patches of highly utilized forest from which timber extraction is high in response to recent development pressures. The results show that understorey and cryptogamic species are reduced in all the utilized forest sites by comparison with the protected forest. However, the moderately utilized pine forests still provide good NTFP habitats by maintaining relatively high canopy covers, litter covers, and understorey structural complexity; this suggests that traditional forest resource use, while simplifying the forest, does not pose an increasing threat to pine forest integrity. By comparison, the highly utilized forests are transformed into open, herb-rich environments in which canopy covers and understorey complexity are depleted, and NTFP habitats are degraded. In the future it may be practical to enhance biodiversity by proscribing forest resource collection, but the immediate priority is to monitor the sustainability of forest utilization using indicators such as understorey development, litter cover, and cryptogamic richness.  相似文献

Satisfaction of communities living close to forests with forest management authorities is essential for ensuring continued support for conservation efforts. However, more often than not, community satisfaction is not systematically elicited, analyzed, and incorporated in conservation decisions. This study attempts to elicit levels of community satisfaction with three management approaches of Kakamega forest in Kenya and analyze factors influencing them. Three distinct management approaches are applied by three different authorities: an incentive-based approach of the Forest Department (FD), a protectionist approach of the Kenya Wildlife Service (KWS), and a quasi-private incentive-based approach of Quakers Church Mission (QCM). Data was obtained from a random sample of about 360 households living within a 10-km radius around the forest margin. The protectionist approach was ranked highest overall for its performance in forest management. Results indicate that households are influenced by different factors in their ranking of management approaches. Educated households and those located far from market centers are likely to be dissatisfied with all the three management approaches. The location of the households from the forest margin influences negatively the satisfaction with the protectionist approach, whereas land size, a proxy for durable assets, has a similar effect on the private incentive based approach of the QCM. In conclusion, this article indicates a number of policy implications that can enable the different authorities and their management approaches to gain approval of the local communities.  相似文献

This paper examines household livelihoods in highland and lowland communities of the Kali-Khola agricultural watershed in western Nepal on the basis of economic, ecological and social security indicators. Significant differences were found in soil fertility status, pests and diseases management, risk and uncertainties, use of agrochemicals and access to social services. No remarkable variations were found in crop diversification, annual agricultural income and food sufficiency. However, uncertainty and risk in agricultural production is relatively low in highland communities. The findings reveal that agriculture production alone is not a viable livelihood option for agricultural watershed communities in Nepal. The households growing crops with hired labour have relatively sustainable livelihoods in Nepal's agricultural watersheds. Insufficient agricultural land, insufficient working manpower within a family, and lack of access to ecological agricultural services are prime factors in being livelihood insecure in agricultural watershed communities. Therefore, long-term policies and plans need to be developed for the empowerment of local farmers and to support rural livelihoods with adaptable and flexible income-generating strategies, resilient resource management institutions and enhancement of knowledge, skills and social capital.  相似文献

The United States Climate Change Initiative includes improvements to the U.S. Department of Energy's Voluntary Greenhouse Gas Reporting Program. The program includes specific accounting rules and guidelines for reporting and registering forestry activities that reduce atmospheric CO2 by increasing carbon sequestration or reducing emissions. In the forestry sector, there is potential for the economic value of emissions credits to provide increased income for landowners, to support rural development, to facilitate the practice of sustainable forest management, and to support restoration of ecosystems. Forestry activities with potential for achieving substantial reductions include, but are not limited to: afforestation, mine land reclamation, forest restoration, agroforestry, forest management, short-rotation biomass energy plantations, forest protection, wood production, and urban forestry. To be eligible for registration, the reported reductions must use methods and meet standards contained in the guidelines. Forestry presents some unique challenges and opportunities because of the diversity of activities, the variety of practices that can affect greenhouse gases, year-to-year variability in emissions and sequestration, the effects of activities on different forest carbon pools, and accounting for the effects of natural disturbance.  相似文献

Synergistic combinations of climatic and land use changes have the potential to produce the most dramatic impacts on land cover. Although this is widely accepted, empirical examples, particularly involving deforestation in Latin America, are still very few. The geographic extent and causes of deforestation in subtropical seasonally dry forests of the world have received very little attention. This is especially true for the Chaco forests in South America, which are being lost at an alarming rate, sometimes higher than those reported for tropical forests. On this basis, the aims of this study were to analyze the changes in land cover that have occurred during the last three decades of the 20th century in the Chaco forests of central Argentina, and to explain the factors that have driven those changes. Results show major land cover changes. Approximately 80% of the area that was originally undisturbed forest is now occupied by crops, pastures, and secondary scrub. The main proximate cause of deforestation has been agricultural expansion, soybean cultivation in particular. This appears as the result of the synergistic convergence of climatic, technological, and socioeconomic factors, supporting the hypothesis of a multiple-factor explanation for forest loss, while providing one of the very few existing analyses of changes in subtropical forests of the world.  相似文献

Increasingly, total maximum daily load (TMDL) limits are being defined for agricultural watersheds. Reductions in non-point source pollution are often needed to meet TMDL limits, and improvements in management of annual crops appear insufficient to achieve the necessary reductions. Increased adoption of perennial crops and other changes in agricultural land use also appear necessary, but face major barriers. We outline a novel strategy that aims to create new economic opportunities for land-owners and other stakeholders and thereby to attract their voluntary participation in land-use change needed to meet TMDLs. Our strategy has two key elements. First, focused efforts are needed to create new economic enterprises that capitalize on the productive potential of multifunctional agriculture (MFA). MFA seeks to produce a wide range of goods and ecosystem services by well-designed deployment of annual and perennial crops across agricultural landscapes and watersheds; new revenue from MFA may substantially finance land-use change needed to meet TMDLs. Second, efforts to capitalize on MFA should use a novel methodology, the Communicative/Systemic Approach (C/SA). C/SA uses an integrative GIS-based spatial modeling framework for systematically assessing tradeoffs and synergies in design and evaluation of multifunctional agricultural landscapes, closely linked to deliberation and design processes by which multiple stakeholders can collaboratively create appropriate and acceptable MFA landscape designs. We anticipate that application of C/SA will strongly accelerate TMDL implementation, by aligning the interests of multiple stakeholders whose active support is needed to change agricultural land use and thereby meet TMDL goals.  相似文献

To facilitate forest planning and management on National Wildlife Refuges, we synthesized multiple data sources to describe land ownership patterns, land cover, landscape pattern, and changes in forest composition for four ecoregions and their associated refuges of the Upper Midwest. We related observed patterns to ecological processes important for forest conservation and restoration, with specific attention to refuge patterns of importance for forest landbirds of conservation priority. The large amount of public land within the ecoregions (31–80%) suggests that opportunities exist for coarse and meso-scale approaches to conserving and restoring ecological processes affecting the refuges, particularly historical fire regimes. Forests dominate both ecoregions and refuges, but refuge forest patches are generally larger and more aggregated than in associated ecoregions. Broadleaf taxa have increased in dominance in the ecoregions and displaced fire-dependent taxa such as pine (Pinus spp.) and other coniferous species; these changes in forest composition have likely also affected refuge forests. Despite compositional changes, larger forest patches on refuges suggests that they may provide better habitat for area-sensitive forest landbirds of mature, compositionally diverse forests than surrounding lands if management continues to promote increased patch size. We reason that although fine-scale research and monitoring for species of conservation priority is important, broad scale (ecoregional) assessments provide crucial context for effective forest and wildlife management in protected areas.  相似文献

Managed forests are a primary land use within the Coastal Plain of the southern United States. These forests are generally managed under standards, guidelines, or regulations to conserve ecosystem functions and services. Economic value of commercial forests provides incentives for landowners to maintain forests rather than convert them to other uses that have substantially reduced environmental benefits. In this review, we describe the historical context of commercial forest management in the southern United States Coastal Plain, describe how working forests are managed today, and examine relationships between commercial forest management and maintenance of functional aquatic and wetland systems and conservation of biological diversity. Significant challenges for the region include increasing human population and urbanization and concomitant changes in forest area and structure, invasive species, and increased interest in forest biomass as an energy feedstock. Research needs include better information about management of rare species and communities and quantification of relationships between ecosystem attributes and forest management, including biomass production and harvest. Incentives and better information may help commercial forest managers in the Coastal Plain more efficiently contribute to landscape-scale conservation goals.  相似文献

The potential for off-farm employment (OFE) to contribute significantly to forest conservation in the tropics is a widely held logic among donors, governments, and social scientists. While an aggregate level examination of OFE cases can support this logic, there is disagreement as to the operative aspects of specific linkages and assumptions. This study examines the case of the tea industry in western Uganda, and uses a combination of fieldwork and remote sensing to pursue a more nuanced examination of the role of migration and non-monetary aspects of OFE on forest conservation in both a national park and unprotected forest contexts. Results indicate that the tea industry does serve as an off-farm employer to a limited number of local smallholders but these benefits are offset by the industry's overwhelming dependence on migrant labor which sees OFE as temporary, then seeks to settle locally. There is also evidence that the tea industry is contributing to conservation efforts of Kibale National Park by unintentionally serving as a physical buffer zone, which inhibits both human encroachment on the park and wildlife encroachment on smallholder crops. The latter represents a site-specific phenomenon that holds much potential for future management plans of the area and exemplifies the importance of considering the site-specific circumstances associated with OFE development.  相似文献

Forest loss and fragmentation are of major concern to the international community, in large part because they impact so many important environmental processes. The main objective of this study was to assess the differences in forest fragmentation patterns and drivers between China and the conterminous United States (USA). Using the latest 300-m resolution global land cover product, Globcover v2.2, a comparative analysis of forest fragmentation patterns and drivers was made. The fragmentation patterns were characterized by using a forest fragmentation model built on the sliding window analysis technique in association with landscape indices. Results showed that China’s forests were substantially more fragmented than those of the USA. This was evidenced by a large difference in the amount of interior forest area share, with China having 48% interior forest versus the 66% for the USA. China’s forest fragmentation was primarily attributed to anthropogenic disturbances, driven particularly by agricultural expansion from an increasing and large population, as well as poor forest management practices. In contrast, USA forests were principally fragmented by natural land cover types. However, USA urban sprawl contributed more to forest fragmentation than in China. This is closely tied to the USA’s economy, lifestyle and institutional processes. Fragmentation maps were generated from this study, which provide valuable insights and implications regarding habitat planning for rare and endangered species. Such maps enable development of strategic plans for sustainable forest management by identifying areas with high amounts of human-induced fragmentation, which improve risk assessments and enable better targeting for protection and remediation efforts. Because forest fragmentation is a long-term, complex process that is highly related to political, institutional, economic and philosophical arenas, both nations need to take effective and comprehensive measures to mitigate the negative effects of forest loss and fragmentation on the existing forest ecosystems.  相似文献

Studies of the history and current status of forest resources in Northeast China have become important in discussions of sustainable forest management in the region. Prior to 1998, excessive logging and neglected cultivation led to a series of problems that left exploitable forest reserves in the region almost exhausted. A substantial decrease in the area of natural forests was accompanied by severe disruption of stand structure and serious degradation of overall forest quality and function. In 1998, China shifted the primary focus of forest management in the country from wood production to ecological sustainability, adopting ecological restoration and protection as key foci of management. In the process, China launched the Natural Forest Conversion Program and implemented a new system of Classification-based Forest Management. Since then, timber harvesting levels in Northeast China have decreased, and forest area and stocking levels have slowly increased. At present, the large area of low quality secondary forest lands, along with high levels of timber production, present researchers and government agencies in China with major challenges in deciding on management models and strategies that will best protect, restore and manage so large an area of secondary forest lands. This paper synthesizes information from a number of sources on forest area, stand characteristics and stocking levels, and forest policy changes in Northeastern China. Following a brief historical overview of forest harvesting and ecological research in Northeast China, the paper discusses the current state of forest resources and related problems in forest management in the region, concluding with key challenges in need of attention in order to meet the demands for multi-purpose forest sustainability and management in the future.  相似文献
