Entangling the Complexity of Protected Area Management: The Case of Wolong Biosphere Reserve,Southwestern China 总被引:5,自引:1,他引:5
Protected Area (PA) management is a complex issue that requires the consideration of many factors and relationships. A conceptual framework for the analysis of biodiversity change, local human communities, and PA management was put forward, accordingly. Under the framework, we investigated the economic status, livelihood activities, biodiversity use and perceptions of local communities, and the land use history in Wolong Biosphere Reserve, southwestern China through household survey and document review in order to gain a better understanding of the complexity of PA management. According to the land use history, the preservation of agro-biodiversity, and the raising of productivity, ecological rehabilitation and the regulation of the human pressures are indispensable in the management of the reserve. Livelihood activities and the perceptions of local communities were largely determined by the socioeconomic background, which has important implications in solving the conflicts or incompatibilities in the reserve. In Wolong Biosphere Reserve, it is beneficial to support local farmers in solving their socioeconomic problems such as the overabundance of labor force and the lack of livelihood alternatives. Without this, there will be scarcely any effective biodiversity conservation and successful reserve management in the long term. 相似文献

The connections between people, parks, and tourism have received significant attention in recent years, recognizing the potential for mutually beneficial relationships. Ecotourism has been promoted and widely adopted as a strategy for funding conservation initiatives, while at the same time contributing to the socioeconomic development of host communities and providing for quality tourism experiences. Parks are among the most common ecotourism destinations. Employing interviews, observations and secondary sources, this study assesses the current status of ecotourism at two protected areas in Hainan, China, where it is being promoted as a strategy for balancing regional economic growth and conservation objectives. Through an evaluation of the existing tourism–park–community relationships, opportunities and constraints are identified. Ecotourism development was found to be at an early stage at both study sites. Socioeconomic benefits for the local communities have been limited and tourism activity has not contributed revenues towards conservation to date. Community residents, nevertheless, generally support conservation and are optimistic that tourism growth will yield benefits. In light of the study findings and the salient literature, planning direction is offered with the intention of enhancing the capacity of ecotourism to generate benefits for both communities and the parks, and thus contribute to the sustainable development of the region more generally. This article examines the sustainability of the Grain for Green Project in the Wolong Nature Reserve. Pertinent data were
collected through a questionnaire survey and a spatial analysis of reforested lands. The study results identified four critical
issues that may influence the sustainability of the project in the study area. The first issue is concerned with the project’s
impacts on local sustenance. Because local grain consumption depends greatly on compensation awarded by the project, the potential
for sustainability of the project is compromised. The second issue is that the project causes negative effects on local incomes
in the Wolong Nature Reserve, which may undermine local economic prospects. The third issue is that the project failed to
deliver suitable habitat for the giant panda, although two of the suitability requirements that deal with landform features
were met. Lastly, the project neglects great differences among geographical areas in the country, providing the same compensation
and length of compensation period to all participants. Appropriate compensation mechanisms should be established and adapted
to local economic, environmental, and social conditions. In managing nature reserves and moving toward sustainability, ensuring
all aspects of local socioeconomic and ecological/environmental issues are properly addressed is a real challenge. Based on
our study, some recommendations for improving sustainability of the project are given. 相似文献

Stifled stakeholders and subdued participation: interpreting local responses toward Shimentai Nature Reserve in South China 总被引:3,自引:0,他引:3
In recent decades, protected-area management in many developing countries has been molded to win the support and participation
of local people. Increasingly, research initiatives are undertaken to enhance understanding of the perceptions and attitudes
of rural stakeholders. The effectiveness of the expanding protected-area system in China is critically constrained by similar
considerations of community mentality. This paper provides an empirical assessment of local responses towards conservation
efforts based on a case study of the recently established Shimentai Nature Reserve (SNR) situated in Yingde, Guangdong Province,
China. Questionnaire surveys, face-to-face interviews, and group discussions were employed to gauge local residents' knowledge,
perceptions, and expectations towards the SNR. The study covered seven villages situated in and around the reserve, grouped
into far-zone (floodplain) and near-zone (upland) categories, accommodating Hakka (Han) and minority Yao peoples. Many respondents
had inadequate knowledge, understanding, and perceptions of the reserve. Although most respondents welcomed the expected park-related
dividends, the most affected near-zone villagers anticipated losses due to restriction on traditional resource-extraction
activities in the forest. The local expectations were influenced by place of residence, emigration of rural young, and household
affluence. The lack of local participation in management and inadequate dissemination of information posed obstacles to effective
conservation. The high expectation of accruing benefits from development projects, including tourism, might be misplaced and
might not be realized. The present honeymoon period of positive attitudes could end soon if the hopes remain unfulfilled for
too long. The need to win sustained local support and provide alternative means of livelihood is emphasized. 相似文献

This paper provides a complete case study analysis of environmental impact assessment (EIA) implementation in China from planning to legal challenge, which is typical but rarely reported. The analysis takes an historical perspective on the regulatory and institutional structures through which EIA has been implemented in China, in order to evaluate the extent to which EIA has matured over the last 10 years. The case study relates to a proposed recreation/tourist development at Dianshan Lake, a protected water resource for Shanghai. Legal and administrative challenge began in 1993, when the case was initiated with a letter from the public, and concluded in 1996, when the case was decided in a court judgment. More recent follow-up research indicates that many issues have continued to be problems for EIA implementation in China. Policy implications in terms of regulatory structure, institutional arrangement, EIA procedure, EIA practitioners, and public participation can be drawn, and lessons learned for both the government and the developers. The study emphasizes the problem of relying on reorientation of existing institutions to promote new (environmental) priorities. 相似文献

The assessment of management effectiveness in protected areas, i.e., the evaluation of whether management strategies are actually helping to achieve stated goals, is becoming a priority. In any such evaluation, accurate information concerning the dynamics of the managed system is required—information that is gathered through monitoring. Few protected areas, however, have well-developed monitoring plans, and reserve managers are faced with a shortage of protocols for their design. This paper proposes a methodology, applicable to a wide range of situations, for designing such plans. The process begins with the precise definition of the aims of the monitoring plan, followed by the identification of key ecological processes and management objectives for the area, and finally the selection of a reduced set of indicators. These indicators are represented at three levels of growing complexity, allowing the plan to be followed in a modular fashion and in agreement with available resources. 相似文献

The rapid growth of rural enterprises has transformed the Chinese countryside. Although rural industrialisation has resulted
in increased financial well-being, it has also contributed to decreased environmental quality. While China has strong environmental
protection laws, this paper will demonstrate that they are not being effectively implemented in a rural region in Zhejiang
Province. This is due to a number of social, political, and economic barriers that prevent agencies from effectively enforcing
environmental policies and regulatory mechanisms.
This paper investigates the implementation of China's environmental policies through a case study in Yuhang County, Zhejiang
Province. It demonstrates that the implementation of environmental impact assessment, discharge fees, and limited time treatment
is limited by inadequate technology, low finances, limited human resources, poor public environmental awareness, faulty data,
inferior agency reports, organizational conflict, relations based on guanxi, and low discharge fee prices. 相似文献

Environmental indicator systems are a fundamental tool in quantifying the environmental component of sustainable development.
They are useful because they quantify the status and trends of key environmental parameters and provide information on the
environment that allows authorities and communities to make informed decisions. This article analyzes the basic framework
for Chinese environmental indicator systems and presents a “core” set of environmental indicators. In our research, we used
a theme approach to develop the environmental indicator systems. We performed two case studies of selected indicators. In
the first, we used an urban ambient air pollution composite index and an urban ambient air pollution indicator for three main
pollutants to examine trends in urban air pollution in China from 1990 to 2000 at regional and national levels. The results
indicate that China has made some progress towards controlling urban air pollution, but must do more in order to reach acceptable
pollution levels. We think that an aggregated index and disaggregated indicators have important complementary roles in the
policy-making processes. In the second case study, we developed and constructed a grassland degradation index that aggregates
information on the extent and severity of grassland degradation. Taking the Xilinhaote region of Inner Mongolia as the study
area, we calculated this index by combining remote-sensing data, a geographical information system (GIS), and field investigation.
Based on these results, we provide recommendations regarding further development and measurement of environmental indicators

A nonlinear model for assessing multiple probabilistic risks: a case study in South five-island of Changdao National Nature Reserve in China 总被引:2,自引:0,他引:2
Several methods for estimating the potential impacts caused by multiple probabilistic risks have been suggested. These existing methods mostly rely on the weight sum algorithm to address the need for integrated risk assessment. This paper develops a nonlinear model to perform such an assessment. The joint probability algorithm has been applied to the model development. An application of the developed model in South five-island of Changdao National Nature Reserve, China, combining remote sensing data and a GIS technique, provides a reasonable risk assessment. Based on the case study, we discuss the feasibility of the model. We propose that the model has the potential for use in identifying the regional primary stressor, investigating the most vulnerable habitat, and assessing the integrated impact of multiple stressors. 相似文献

Effects of Land Management Change on Spatial Variability of Organic Matter and Nutrients in Paddy Field: A Case Study of Pinghu,China 总被引:3,自引:0,他引:3
The Household Responsibility System initiated in the late 1970s in China has brought a profound change to its rural economy. The shift from the collective farming system to individual family farms has changed land management. The change, including fertilization and crop systems, may have significant effects on soil quality and agro-environmental sustainability. However, very little research is being carried out on the impact of reformed land tenure systems on the spatial variability of soil nutrients. In this study, geostatistics was applied to analyze changes in the spatial variability of soil organic matter and nutrients in paddy fields in Pinghu County, China after 20 years of land management change. In 1984 and 2002, 617 and 131 locations were selected, respectively, for collecting surface soil samples to analyze soil organic matter (SOM), total nitrogen (TN), available phosphorus (AP), and available potassium (AK). From 1984 to 2002, variability of the SOM and TN changed from strongly to moderately spatial-dependent, and the variability of AP remained weakly dependent on space, but that of the AK changed from moderately to weakly spatial-dependent. That the trend of the variability of four soil properties in 2002 became weaker than that in 1984 showed that the extrinsic factors (soil management practices, such as fertilization) weakened the effect by intrinsic factors (soil formation factors, such as soil parent materials) owing to a long period of land management change. The temporal geographic maps of the SOM and nutrients spatial distributions suggested that the concentrations of the SOM and nutrients had been changed to different extents during the period. Significant increase in AP and decrease in AK were noted. The changes were likely due to the imbalance between N, P, and K fertilizers and increased grain yield. 相似文献

Synthetic Analysis for Extracting Information on Soil Salinity Using Remote Sensing and GIS: A Case Study of Yanggao Basin in China 总被引:4,自引:0,他引:4

/ This paper reports the experience of extracting information on the salinity of soil and offers a method of synthetic analysis. The experimental areas for analysis are located in Yanggao Basin, Shanxi Province, China. The types of soil are mainly meadow soil and salinized meadow soil. The method of synthetic analysis of salinity uses a geographic information system (GIS) as a tool, building a basic saltwater analysis model of saline soil and adjusting the result with expert experience after computer processing. The method of feature extraction has been used for remotely sensed data. An optimum combination of features has been determined and, after comparing several combinations in the Yanggao region, an improved result has been obtained after Kauth-Thomas (K-T) transformation. For precise quantitative analysis of the salinization, not only Thematic Mapper (TM) remote sensing data, but also two forms of non-remote-sensing data are needed: depth of groundwater and mineralization rate of groundwater according to the theory of genesis of soil. For the analysis of synthetic compounded multisources, a generalized Bayes classification is used after overlay, matching, and related coefficients have been determined. On the premise that various information sources are independent, global membership functions with probability are used to combine various pieces of information in order to apply them directly to the pixels and classifications of soil salinity. The experiment indicates that this analytical method is sound because of the increased speed of processing and its simplicity and improved precision of classification of salinity. Finally, it is necessary to examine and adjust the factors using expert intelligence. The experiment shows that synthetic analysis using the geographic information system can raise the precision of quantitative analysis of salinity, which has advantages for environmental monitoring and management.KEY WORDS: Salinity; Remote sensing; Thematic Mapper; Geographic information system; Classification 相似文献
