This report proposes a method for assessing resilience-building components in coastal social–ecological systems. Using the proposed model, the preferences of experts in Masan Bay (South Korea) and Puget Sound (USA) are compared. A total of 30 management objectives were determined and used to build a hierarchic tree designed using the principles of the Analytic Hierarchy Process (AHP). Surveys were performed with 35 Puget Sound experts using face-to-face interviews and with 28 Masan Bay experts by mail. The results demonstrate that the legal objective, which enables legislation, was the highest preferred component in both regions. The knowledge translation variable was also given a high preference score in both regions. An analysis of variance (ANOVA) showed that the Puget Sound experts significantly favored attention to education, habitat restoration and species protection objectives in comparison to the Masan Bay experts. The Masan Bay experts placed greater emphasis on legislation and the type of institutional design than did the Puget Sound experts. Using cluster analysis, four distinct groups of respondents were independently identified in Puget Sound and three groups were identified in Masan Bay. One unique subgroup in the Puget Sound experts group, which was characterized by its high preferences for habitat restoration and species protection, was not observed in Masan Bay. Demographic variables (length of career and role in coastal issue) failed to account for the differences in groupings and preferences in either region, except for the variable ‘favoring information source’ in the Puget Sound group. This finding implies that the demographic information was not related to differences in group opinions in both regions. The analysis framework presented here was effective in identifying expert preferences regarding the overall structure and emphasis in coastal management programs. Governmental and non-governmental organizations, social movements, and academics have called for reductions in meat consumption due to the environmental, animal welfare, and public health consequences of industrial animal agribusiness. An impactful move toward plant-based diets would require changes in public policy. First, we assess if there are different social and structural factors that influence support for policies that promote plant-based diets. We look at four categories of policies (action frames) that will likely reduce meat consumption: environmental, animal welfare, public health, and direct meat reduction. Second, we use a manipulation rhetorical frame to see if support can be altered by providing individuals with information about meat reduction, framing the issue in terms of environmental protection, animal welfare, or public health. Different social and structural factors predict support for different policy groupings, meaning that it matters how policies are enclosed in action frames. However, providing information to individuals about a particular impact (rhetorical frame) has limited influence on policy support.  相似文献

Thompson’s agrarian-influenced sustainability framework substantially advances beyond the prevailing triple bottom line approach, as experimental evaluation of biofuels sustainability illustrates. Studies show a direct relationship between occurrence of asthma and increases of particulate matter in the air. Private transportation is found to be a significant contributor to this problem. The objective of this article is to explore this link between air pollution, asthma and vehicular dependency in order to provide recommendations for health and transport policy. This article focuses on the survey of literature on the relationship between vehicular air pollution and asthma; combining it with the literature on vehicular dependency or ‘car culture’ in the global context and in The Netherlands. This article exposes the imbalance of power between patient groups and polluting industries, and the government failure to protect the weaker party can be explained by corporate pressures. It will be argued that since air pollution is tied to the corporate support for the car industry and vested interests in promoting a ‘car culture’, strategic policy that claims to be concerned with public health should explicitly link the present pattern of mobility to public health. This article concludes with a recommendation for raising environmental health awareness by explicitly linking vehicular dependency to respiratory health through a combination of holistic and citizenship education.  相似文献

This paper presents results from research that identified and analysed barriers to accessing British woodlands and forests. This paper aims to contribute to an understanding of access and accessibility and to inform the design of policy and management interventions to encourage increased access by under-represented social groups. A brief review of policy and academic literature places the issue of inclusive woodland and forest access in the context of contemporary debates surrounding public health, well-being, diversity and the perceived role of public green space. There follows an analysis of quantitative and qualitative research findings, informing the presentation of a working typology of barriers. The typology is structured around the access needs of various social groups, allowing an analysis of the social distribution of barriers. The findings indicate the deep-seated psychological, emotional and socio-cultural nature of some barriers and highlight the need for carefully designed interventions that may lie outside the conventional remit of woodland management. This paper will be of particular interest to decision-makers and practitioners and to those involved in the design and delivery of policies, programmes and projects aimed at encouraging inclusive use of woodlands, forests and other types of green space.  相似文献

Rural-amenity migration is changing the social and ecological compositions of landscapes globally. The in-migration of new landholders is contributing to significant biophysical changes to rural landscapes, as well as the weakening of collective awareness, knowledge and skills needed to manage natural resources. This is leading to the proliferation of environmental harm. This paper focuses on invasive plants as one such harm, detailing how collective action is developed and challenged in a rural landscape undergoing increasing property turnover and diversifying management priorities. Focusing on the role of a Landcare group, located in southern New South Wales, Australia, I explore how social capital – with a particular focus on trust and social norms – is mobilised to recruit newly arrived residents and maintain commitment among landholders to manage invasive plants. This research provides insights into how policy can better steer management interventions, particularly how to develop and maintain collective action in diversifying rural landscapes.  相似文献

A survey by means of questionnaire was undertaken by ESCAP to determine the current status of water quality management in the region. The questionnaire was designed to determine the severity and extent of water quality problems, the major contributors to water pollution, the problems created by such pollution and the actions being taken to correct them. The survey found that there was widespread awareness of the need for water quality management and that many countries had passed legislation to ensure that such management was practised. Unfortunately, the financial resources needed for enforcement of the laws enacted were often lacking.  相似文献

Environmental planners often propose tourism as a means of financing programmes to protect significant environmental areas. Surveys of tourists can provide useful information about the significance of environmental problems, trade-offs among policy objectives, willingness to pay (WTP) for protection programmes and preferences for different payment mechanisms. In Khanh Hoa Province, the provincial People's Committee, the Ministry of Fisheries and the World Conservation Union are working to implement Viet Nam's first marine protected area (MPA) in Nha Trang Bay. This paper reports the results of a survey of local and other Vietnamese and foreign tourists to islands that will be included in the MPA. The majority of respondents thought rubbish on the beaches, water pollution and vendors on beaches were problems and that the MPA was a good idea. Foreign tourists were significantly more likely to perceive environmental problems than were Vietnamese tourists, and persons who agreed there were environmental problems were significantly more likely to support the concept of an MPA, despite the potential for possible economic effects with distributive consequences. WTP for protection was modest and positively correlated with education and income. Although foreign tourists were on average willing to pay more, a larger proportion of Vietnamese tourists were willing to pay some amount to support the MPA. Analyses indicate that changes in income and education expected with economic development will increase both awareness of problems and WTP for protection. The results of this analysis are both encouraging and cautionary. The need for an MPA is clearly recognized by most tourists, and most tourists are willing to pay small fees to support the MPA. Given that education has significant impacts on both perceptions of problems and WTP, educational programmes may be an effective strategy for managing the competing objectives of protection and use.  相似文献

Ecosystem-based Management (EBM) is an approach that includes different management priorities and requires a balance between anthropogenic and ecological resource demands. Indicators can be used to monitor ecosystem status and trends, and assess whether projects and/or programs are leading to the achievement of management goals. As such, the careful selection of a suite of indicators is a crucial exercise. In this paper we describe an indicator evaluation and selection process designed to support the EBM approach in Puget Sound. The first step in this process was the development of a general framework for selecting indicators. The framework, designed to transparently include both scientific and policy considerations into the selection and evaluation process, was developed and then utilized in the organization and determination of a preliminary set of indicators. Next, the indicators were assessed against a set of nineteen distinct criteria that describe the model characteristics of an indicator. A literature review was performed for each indicator to determine the extent to which it satisfied each of the evaluation criteria. The result of each literature review was summarized in a numerical matrix, allowing comparison, and demonstrating the extent of scientific reliability. Finally, an approach for ranking indicators was developed to explore the effects of intended purpose on indicator selection. We identified several sets of scientifically valid and policy-relevant indicators that included metrics such as annual-7 day low flow and water system reliability, which are supportive of the EBM approach in the Puget Sound.  相似文献

我国农村环保工作起步晚、基础差、保障不足,主要表现为政策标准体系尚需完善、农业农村污染治理责任仍未充分落实、适应农村社会经济特点的环境监管机制亟待建立、农业农村污染治理模式欠缺以及农村环境保护技术帮扶和宣传教育任重道远。针对这些问题,结合国内外实践经验,本文提出几点建议:一是要建立全面协调的农村生态环境管理政策体系;二是要夯实各级政府和部门的农村环保责任;三是要构建适应农村特点的环境监管体系;四是要探索便捷有效的农村环境治理模式;五是要完善农村环境教育和帮扶体系。  相似文献

The success of research in integrated environmental and natural resource management relies on the participation and involvement of different disciplines and stakeholders. This can be difficult to achieve in practice because many initiatives fail to address the underlying social processes required for successful engagement and social learning. We used an action research approach to support a research-based group with a range of disciplinary and stakeholder expertise to critically reflect on their engagement practice and identify lessons around how to collaborate more effectively. This approach is provided here as a guide that can be used to support reflective research practice for engagement in other integration-based initiatives. This paper is set in the context of an integrated wildlife management research case study in New Zealand. We illustrate how multi-, inter- and trans-disciplinary approaches can provide a framework for considering the different conversations that need to occur in an integrated research program. We then outline rubrics that list the criteria required in inter- and trans-disciplinary collaborations, along with examples of effective engagement processes that directly support integration through such efforts. Finally, we discuss the implications of these experiences for other researchers and managers seeking to improve engagement and collaboration in integrated science, management and policy initiatives. Our experiences reaffirm the need for those involved in integrative initiatives to attend to the processes of engagement in both formal and informal settings, to provide opportunities for critical reflective practice, and to look for measures of success that acknowledge the importance of effective social process.  相似文献

为了更好地为有关决策和政策制定提供定量化信息,提高政策设计和决策的科学性,本文采取实地调研法和政策分析方法,对2016年度我国重点环境经济政策的年度进展进行了系统评估,对年度环境经济政策实践进展总体状况进行了研判,并指出了下一步环境经济政策改革需要解决的关键问题。总体上看,环境经济政策的重要性成为社会各方的普遍共识,特别是绿色金融、生态补偿,环境税费等政策取得了阶段性突破,但是我国的环境经济政策体系仍不够完善,环境质量导向的环境经济政策体系还没有建立起来,因此,应积极推进环保投融资、生态环境补偿等环境经济政策的创新运用,为环境质量改善、生态文明建设提供长效机制保障。  相似文献

Industrialization has brought with it environmental problems and the consequences of pollution, which has been affecting the world for decades. Immediate action is required to raise industry's awareness of its social responsibilities toward the environment. However, experience shows that companies that have obtained International Organization of Standardization (ISO) 14001:2015 certifications in Malaysia occupy but a small niche among the country's businesses. The purpose of this study is to assess the list of barriers and challenges to implementing and obtaining certifications under the ISO 14001:2015 Environmental Management System (EMS) by Malaysian firms. In addition, this study will rank these factors relative to their importance. This study is aimed at EMS experts at the Scientific and Industrial Research Institute of Malaysia (SIRIM QAS International Sdn. Bhd.). The study uses mathematical pairwise comparisons to generate the list of critical challenges and barriers. Therefore, the study is expected to raise environmental awareness among Malaysia's industries regarding the adoption of ISO 14001:2015 standards. Furthermore, the study provides a guideline for Malaysia's industries and policy‐makers to provide them with a better understanding of the barriers and challenges that companies face in implementing ISO 14001:2015 EMS, and at the same time, help them understand the need to eliminate the difficulties of standard implementation.  相似文献

One of the by-products of the culture of targets, performance and assessment, is the introduction of uniform methods for the evaluation of the success of policy interventions. Such an approach has been applied to attempts to evaluate regional sustainable development, often with unsatisfactory results. This paper reviews some of the fundamental requirements for the evaluation of regional sustainable development and provides research evidence that indicates the need for procedural and institutional innovation. The evidence in support of innovation reflects the need for assessment procedures and methods to be tailored-to-fit the environmental, social and economic conditions obtaining in an individual region. An additional consideration in analysing the evaluation of regional sustainable development is the extent of socio-political influence over the choice of procedures and methodologies.  相似文献

Given the heightened pace and extent of human interactions with landscapes, there is increasing recognition of the interdependence of hydrogeomorphological, ecological, and human systems in understanding human–landscape interactions. There is also widespread agreement for greater integration across disciplinary boundaries to generate new knowledge urgently needed for theory building to understand, predict, and respond to rapidly changing human–landscape systems. The development of new conceptual frameworks, methods, tools, and collaborations linking across the natural and social sciences are key elements to such integration. In an effort to contribute to a broader conceptual framework for human–landscape systems, this paper describes how environmental policy research has contributed to four integrative themes—thresholds and tipping points; spatial scales and boundaries; feedback loops; and time scales and lags—developed by participants in an NSF-sponsored interdisciplinary workshop. As a broad and heterogeneous body of literature, environmental policy research reflects a diversity of methodological and theoretical approaches around institutions, actors, processes, and ideas. We integrate across multiple subfields and research programs to help identify complementarities in research that may support future interdisciplinary collaborative work. We conclude with a discussion of future research questions to help advance greater interdisciplinary research around human–landscape systems.  相似文献

近年来,我国生猪养殖市场产生了剧烈波动,也催生了对生猪养殖适度规模问题的思考。本文基于8省份1484份生猪养殖户的调查数据,采用Translog生产函数和C-D生产函数,从产出、效益和环境三个维度对生猪养殖规模效应进行实证研究。研究表明:生猪养殖规模与环境污染之间存在倒“U”形关系;综合考虑产出、效益和环境三个方面,适度规模应为年出栏1000~1999头;养殖经验对生猪养殖的产出和效益影响显著,环保认知和参加培训状况对环境污染影响显著。基于此,积极引导养殖户合理科学扩大养殖规模、增强环境意识,提升生猪养殖从业人员长期经营的驱动力,对促进养殖行业绿色发展具有重要意义。  相似文献

The environmental behavior of the residents depends on their perception of environmental pollution. Hence, it is important for scientific and policy experts to research on the impact of the environmental pollution perception of local residents. Owing to the richness of natural resources, Hancheng coal mine areas are abound in heavy industries, and environmental pollution is serious and typical in this area, thus, the residents are anxious about their health. Using questionnaires, this paper surveys the perception of residents living in the coal mine area. The influential factors of environmental perception were analyzed by the Rank Sum Test. The results were: (1) the majority of the residents in the coal mine area are not satisfied with their living environment. The perception order of pollution severity is: air pollution?>?noise pollution?>?sanitation?>?water pollution. The residents think that pollution is mainly caused by coal processing. Hence, coal mining is not the main reason of the pollution in the coal mine area. (2) Age and length of residence have significant positive effects on perceptions of air, water, and noise pollutions; whereas education has a significant negative effect on perceptions of water and noise pollutions, as well as sanitation. This phenomenon can be explained by the various cultural groups having varied perceptions on the environmental pollution. In addition, proximity to mine has significant negative effect on perceptions of water and noise pollution. In conclusion, the paper discusses the effects of demographical and social factors on the perception of environmental pollution and gives suggestions on the planning and management of the environment.  相似文献

通过调查问卷的形式探索了仁怀市赤水河两岸的村民在生态保护中的态度与行为。结果表明:沿赤水河两岸居住的部分村民的环保意识相对较低,居民的环保意识与所受教育程度有关,且居民了解环保知识的渠道单一,需要加强多渠道宣传;居民的日常生活和农耕对赤水河的污染较小,周围酒厂及小工厂的污染"贡献"较大。当地环保部门应该加强宣传,提高两岸居民的环保知识水平,减少生活污染,严格控制企业污染排放,减少工业污染,从而维护赤水河流域生态安全。  相似文献

Abstract

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—‐for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献
