Coastal zones in Portugal, as interface areas between land and sea, have problems related to the growing human pressure in
terms of changes in land use associated with urban and industrial occupation, new accessibility (ports, motorways) and traffic
flows, intensification of recreational use (beaches, water sports) and excessive fishing. Impacts include deterioration of
water quality and sediments; alteration and degradation of natural habitats; new hydrodynamic situations; major landscape
changes: and rapid changes in habits and way of life of the local populations and increased exposure of populations and assets
to natural and induced risks (storms, accidents, spills, explosions).
Plans for the Management of the Coastal Zone (POOC) have been developed and seven of them have been approved, while two similar
plans are at a final stage of preparation. Together they cover the entire coast of Portugal. Their implementation and assessment
could be a first step towards an integrated management of the Portuguese coastal zones. River Basin Management Plans (PBH)
have been concluded and recently approved for the whole country. However, these plans do not consider estuarine systems and
some other issues related to coastal systems. The National Water Plan (PNA) is under public presentation and discussion. Several
‘key messages’ are presented in this paper as a contribution for assessment of the proposals of this plan on issues related

Coastal management is a collective action. As such, it depends for its effective implementation on the cooperation of a multitude
of stakeholders, i.e. civic organizations, economic interest groups, environmental groups, governmental agencies, scientists
and other individuals. Where ‘effective implementation’ implies the achievement of targeted objectives within targeted time
horizons and ‘cooperation’ connotes that stakeholders elect to pursue cooperative strategies that may yield higher gains for
all stakeholders instead of competitive strategies that may maximize individual benefits. Thus, the fundamental challenge
of Coastal Zone Management (CZM) is to maximize the effectiveness of this management by maximizing and sustaining stakeholder
cooperation. I submit that sustainable cooperation can be maximized and nurtured for its voluntariness only by a process-oriented,
cooperative CZM. The alternative, outcome-oriented, normative CZM can force, directly or indirectly, cooperation but it cannot
sustain it. My purpose in this paper, is to highlight arguments supporting this view as well as the analytical challenges
of cooperative ICZM. Certain points are also viewed in the light of preliminary findings of a research project designed to

The main objective of this work was to investigate the temporal variability of hydrochemical parameters in two coastal regions of the Northeastern Black Sea: the Gelendzhik bay, influenced by anthropogenic activities and the Golubaya bay an open coastal region. Dissolved oxygen, biochemical oxygen demand, pH, alkalinity, phosphate, organic phosphorus, silicates, nitrates, nitrites, ammonia, organic nitrogen, oil products and heavy metals were measured. Si/P and Si/N ratios showed that the Gelendzhik bay waters were significantly enriched in nitrogen and phosphorus compounds. Unlike the Golubaya bay, phosphates were always present in the Gelendzhik bay, and development of photo-synthesis was not limited by these. Features of seasonal variability of nutrients in the Gelendzhik bay (increased concentrations and pronounced summer-autumn maximum) appeared to be a result of human impact—outflow of nutrients with shore input and recreational activities during the summer holiday season. The data obtained indicate that pollution from local spots from the coast of the Black Sea, related primarily to eutrophication, could play a large role in the nutrient balance of the sea and could affect its ecological state. 相似文献

The main engineering-geological hazards and their factors of the Mountain Crimea coastal region are considered. A characteristic
shore line site of Cape Kikineiz and its neighboring coastal area near the Katsiveli settlement has been studied in more detail.
The important characteristic of the site is a high diversity of geological conditions with numerous manifestations of dangerous
engineering-geological processes: shore and hydrological network abrasion, loss of slopes and rocks stability, etc. These
processes have intensified during the last decades under the influence of natural and man-induced factors. The results of
preliminary study of geo-environmental situation of the area are presented. The program for further research and possible

The practice of coastal zone management in Portugal is very recent. Key issues and considerations about natural shoreline
dynamics, main policy instruments, and lessons learned from the EU Demonstration Programmes on Integrated Coastal Zone Management
in Portugal will be outlined in this paper in an attempt to understand how the practice of ICZM and its prospects are. Coastal
zone management problems and their associated side effects, as well as national and international evolution patterns will
be drawn. Some means of achieving better coastal zone management practices and ways of addressing some of its forefront issues
are also identified. Special attention will go to erosion problems. The pressure induced by urban development and economic
activities on coastal areas is increasing. Poor sediment availability combined with years of neglected management and over-exploitation
of resources have had a negative impact, and there are many areas showing evidence of coastal erosion. There is a need to
improve policies and instruments of coastal planning and management. Coastal zone management plans are being developed for
the nine sectors of the continental Portuguese coast, providing a full analysis of coastal systems and a delimitation of uses
in relation to the carrying capacity of the shoreline. 相似文献

In 1990 the Dutch government decided to stop any further long-term landward retreat of the coastline. This policy choice for
a ‘dynamic preservation’ is primarily aimed at safety against flooding and at sustainable preservation of the values and interests
concerning the dunes and beaches. Five years later, a first overview of the benefits and bottlenecks of the new coastal defence
policy could be presented, which was published in the second governmental coastal report ‘Kustbalans 1995’ (coastal balance
1995). This consists of three elements: (1) evaluation of the implementation of ‘dynamic preservation’, (2) the consequences
of several natural and anthropogenic developments in the coastal zone and (3) integrated coastal zone management. The present
report describes experiences of Dutch coastline management and summarizes the main conclusions of the second governmental
report.

The vertical and spatial concentration trends of biogenic silica (BSi) were investigated in a variety of sediment types from the Gulf of Riga. These trends were compared with the concentration of organic carbon to examine how variations in the mass sedimentation and the dissolution rate of BSi versus bacterially mediated oxidation of organic matter affect the distribution of BSi in different environments. The effects of important physical and biogeochemical factors on the distribution of BSi have also been examined. The concentration of BSi in the surface sediment at accumulation bottoms ranges between 0.8–1.5 mmol/g with an average concentration of 1.1 mmol/g. This is about two times the concentration that has been reported in similar sediments in the open Baltic proper. Much lower concentrations were measured in erosion and transitional areas; on average around 0.2 and 0.6 mmol/g, respectively. A comparison between recent sedimentation rate measurements (210Pb) and concentrations of BSi within different accumulation bottoms suggests an approximate inverse relationship with each other. The importance of variation in the sedimentation rate on the surface BSi concentration is supported by the fact that higher Corg/BSi ratios are found in periphery accumulation zones close to transition areas (larger supply of carbon rich allochthonous material that dilutes settled amounts of BSi) than at accumulation bottoms in the central part of the Gulf. The Corg/BSi ratio in the sediment is always lower than in living siliceous algae which shows that the microbial degradation of organic carbon is always greater than the inorganic dissolution of BSi, irrespective of the assemblage of silica and non‐silica species. The general vertical concentration pattern at accumulation sites showed a decreased concentration with increased depth down to 2–6 cm below seafloor where the concentration gradually equalizes. The concentration in the equalizing zone is on average about 20% lower than in the uppermost centimeter. This implies that the main part of the BSi entering the accumulation bottoms is permanently buried and that a great amount of silica already has been released during halmyrolysis. The spatial and vertical BSi trends at sites in transitional and erosional areas reflects prevailing sedimentation conditions with a low concentration in sections with a dominance of sand and gravel (no deposition of fine material) and a higher concentration in the sections containing stiff glacial clay (former accumulation area). The average annual burial amount of BSi in the Gulf has been estimated to be around 50 000 tons of which most is buried in accumulation bottoms outside the central muddy part of the Gulf. Linked river basin and coastal water models were applied to analyse the effects of an optimal nitrogen management scenario
in the Oder/Odra river basin on water quality in the Oder (Szczecin) Lagoon and the Pomeranian Bay (Baltic Sea). This scenario
would reduce nitrogen loads into the coastal waters by about 35%, a level which is similar to the load of the late 1960’s.
During summer the primary production and algae biomass in the Oder estuary is limited by nitrogen, which makes a nitrogen
management reasonable. The comparison of the late 1960’s and the mid 1990’s shows that an optimal nitrogen management has
positive effects on coastal water quality and algae biomass. However, this realistic nitrogen reduction scenario would not
ensure a good coastal water quality according to the European Water Framework Directive. A good water quality in the river
will not be sufficient to ensure a good water quality in the lagoon. Nitrogen load reductions bear the risk of increased potentially
toxic, blue-green algae blooms, especially in the Baltic coastal sea. However, to reach water quality improvements in lagoons
and inner coastal waters, nitrogen cuts are necessary. A mere focus on phosphorus is not sufficient. 相似文献

Sea surface colour data, derived from the Coastal Zone Colour Scanner (CZCS) archive, have been used to assess the space/time
variability of coastal plumes and run-off in the Mediterranean Sea. A time series of 2645 scenes, collected by the CZCS from
1979 to 1985, was processed to apply sensor calibration algorithms, correct for atmospheric contamination, and derive chlorophyll-like
pigment concentration. Individual images, remapped on a 1-km2 pixel grid, were generated for each available day, and then mean values calculated pixel by pixel to form monthly, seasonal
and annual composites. The results obtained must be taken with caution, due to the CZCS limitations in the quantitative assessment
of bio-optical pigments when high concentrations of dissolved organics or suspended sediments are present, e.g. along littorals
or within plumes. Marked differences appear in the distribution of water constituents between coastal zones and open sea,
northern and southern near-coastal areas, western and eastern sub-basins. The oligotrophic character of the basin contrasts
with areas of high concentration related to river plumes—Ebro (Ebre), Po, Rhone, Nile—, coastal run-off patterns, and persistent
mesoscale features (e.g. coastal filaments and eddies). Seasonal variability appears to be high, with higher concentrations
occurring over most of the basin in the cold season, when climatic conditions are favourable to coastal run-off and vertical
mixing. Atmospheric forcing (wind and rainfall over continental margins) could play an important role in establishing the
observed space/time distribution of water constituents. The impact of continental interactions (fluvial and coastal run-off),
or that of exchanges between coastal zone and open sea, could have paramount influence on the biogeochemical fluxes in the

Artisanal fishing is an activity which has long occupied an important place on the West African coast. In less than 20 years,
the increasingly widespread use of motors in fishing boats and cold storage facilities both on board and on land have enabled
fishermen to master the constraints of space and time. Furthermore, globalization has created a demand for new products, thus
influencing the behaviour of fishermen and consequently the status of some fish, turtle and marine mammal species. Development
policies for artisanal fishing do not adequately reflect the importance of these changes. They tend to use inappropriate scales
of reference, be it spatially (national borders take precedence over ecosystems) or temporally (the long-term consequences
of development plans are seldom considered). Some international conservation organizations are testing promising new approaches
to managing resources more sustainably and restoring degraded ecosystems, and their recent experiences can serve as useful
examples to others. It is recommended to grant special rights of access to resident fishermen. In defending ‘their’ resources,
they will also protect the ecological functions of the area. Close collaboration with administrations and development assistance
agencies is needed to assess consequences of political decisions on the use of resources. The important role of marine protected
areas as a tool for fishing management should be better documented and strengthened. These areas should not be considered
as isolated units but rather as vital parts of a comprehensive system for improved coastal zone management. Consistent with
the ecosystem approach, fishermen and their communities, being the main users of coastal resources, should also play a major
role in the design and implementation of any fishing management actions. 相似文献

The Piratininga Lagoon is a coastal, choked, and brackish ecosystem in SE Brazil, where uncontrolled discharge of domestic sewage led to eutrophication, increasing massive proliferation of benthic macroalgae, and decrease of the lagoon mean depth. In 1992, a dam was constructed by the local Municipality at its tidal channel aiming at stabilising its water level. Main physico-chemical parameters, together with macroalgae biomass, nutrient concentrations in the water column, particulate organic carbon, and chlorophyll a were recorded monthly at 4 sampling stations within the Piratininga lagoon from April 1994 to April 1995. The data, compared with “before-lock” existing studies, show that nutrients and chlorophyll a concentrations significantly increased after the lock construction. Based on the functioning of the ecosystem, we propose to harvest the algal mats before their decomposition period in order to partly remove the nutrient stocks from the lagoon and the future ecosystem modelling to predict the impact of natural and anthropogenic eutrophication. 相似文献

The results of the daNUbs-project deliver a basis for a proper management of nutrients in the Danube Basin. The understanding of the sources, pathways, and sinks of nutrients in the Basin and their effects on the Western ad North-Western Black Sea (WBS) ecosystem has been improved. Quantitative models on the emission of nutrients, their transport along the rivers, and their impact on the WBS have been further developed and combined. Phosphorus loads discharged by the Danube are 30-50% lower than in the 1980s (dissolved P even to a higher extent). Nitrogen emissions have decreased considerably as well. The lower nutrient discharges from the Danube have led to a significant improvement in the WBS ecosystem. Current low discharges of N and P to the WBS are the result of (1) improved nutrient removal from waste water in Germany, Austria, and Czech Republic, (2) reduced P-discharges from detergents and (3) the consequences of the economic crisis in central and eastern European countries following the political changes of 1989/1990. As the decrease is partly due to the economic breakdown in the formerly communist countries, economic development in these countries has to go along with proper nutrient management. In an inner dune area in the Dutch coastal dunes several artificially stabilized blowouts were reactivated. The purpose was
to investigate whether these reactivated blowouts could remain active despite the increased atmospheric deposition of nutrients,
how much area would be affected by sand from the blowouts, whether the vegetation would respond to the deposition of sand,
and whether the reactivation of blowouts could be a measure against the effects of acidification and eutrophication.
This paper presents the results of the first years of minitoring the changes in the blowout morphology and the response of
the vegetation. In the monitoring period (1991–1994) the blowouts remained active and grew slowly in size and depth. The area
which receives more than 1 cm of calcareous sand from the blowout in three years was up to six times the area of the blowouts.
Moss vegetation responded to the accumulation of sand:Campylopus introflexus was sparse within the deposition area whereasTortula ruralis was found near the contour of 1 cm deposition in 3 yr. No indications were found that shrubs or marram grass were adversely
affected by the deposition of sand.
The experiment forms part of a programme to test measures aimed at mitigating the effects of air pollution on natural landscapes.
From the viewpoint of the programme the experiment is a success. 相似文献

This paper introduces a possible approach to integrated modelling of coastal change, focusing on coastal land use and cover
change. Some of the mostimportant open issues in the context of integrated modelling of coastal change are introduced. The
paper focuses on methdological aspects. Specific reference is made to Physiographic Unit Modelling as an approach to better
handle spatial variability and ‘morphogenesis’, and as a way to focus on coastal change mechanisms instead of absolute coastal
dynamics for achieving an important simplification of the problem. The application is briefly discussed with reference to
a ‘minimal model’. The methodological structure introduced is considered particularly suitable to represent, according to
a variable degree of simplification, the integrative dynamics between resources and uses of the resources. 相似文献

This work describes how a general, process-based mass-balance model (CoastMab) for phosphorus for coastal areas may be used as a tool to estimate realistic values of “natural” or preindustrial reference levels of key bioindicators in coastal science, including the Secchi depth, a standard measure of water clarity, the chlorophyll-a concentration, an operational measure of phytoplankton biomass and the concentration of cyanobacteria, a measure of the concentration of harmful algae. The CoastMab-model is an ecosystem model giving monthly predictions to achieve seasonal variations of basin-wide properties. The selected case-study area, the Gulf of Riga, is sensitive to nutrient loading because of its shallowness and low openness towards the Baltic Proper. The morphometry of any coastal area, as given by the size and form parameters, influences all internal processes, such as sedimentation, resuspension, diffusion in water and from sediments to water, biouptake and retention in biota, stratification, mixing and outflow. There has been no mass-balance modeling for nitrogen (N) in this work because empirical data (from the HELCOM database) clearly indicate that the monthly primary production in the Gulf of Riga is regulated by phosphorus (P) – the mean monthly total-N to total-P ratios are well over 7.2 (the Redfield-ratio) and generally higher than 15 for the data used in this study (from 1992 to 2005). At present anthropogenic loads, the average modeled monthly values for Secchi depth, chlorophyll (Chl), cyanobacteria (CB) and total-P (TP) are 3.2 m, 3.8 μg/l, 78 μg/l and 31.3 μg/l, respectively. If 50% of all anthropogenic sources to the Gulf of Riga via rivers, point sources and diffuse sources were to be removed, these values would be 3.6 m, 3.4 μg Chl/l, 63 μg CB/l and 29.1 μg TP/l. If 60% of the anthropogenic phosphorus fluxes to the Baltic Proper were to be omitted and as well as 75% of all direct anthropogenic sources to the Gulf of Riga, the values would be 4.6 m, 2.7 μg Chl/l, 45 μg CB/l and 25.4 μg TP/l. These values represent the “natural” reference levels and it is not realistic to expect that remedial measures would improve the conditions more than that. Using the CoastWeb-model, similar calculations can be made for any given coastal area and the data necessary for such calculations are discussed in this work. 相似文献
