We demonstrate a density projection approximation method for solving resource management problems with imperfect state information. The method expands the set of partially-observed Markov decision process (POMDP) problems that can be solved with standard dynamic programming tools by addressing dimensionality problems in the decision maker's belief state. Density projection is suitable for uncertainty over both physical states (e.g. resource stock) and process structure (e.g. biophysical parameters). We apply the method to an adaptive management problem under structural uncertainty in which a fishery manager's harvest policy affects both the stock of fish and the belief state about the process governing reproduction. We solve for the optimal endogenous learning policy—the active adaptive management approach—and compare it to passive learning and non-learning strategies. We demonstrate how learning improves efficiency but typically follows a period of costly short-run investment.  相似文献

Conservation outcomes are uncertain. Agencies making decisions about what threat mitigation actions to take to save which species frequently face the dilemma of whether to invest in actions with high probability of success and guaranteed benefits or to choose projects with a greater risk of failure that might provide higher benefits if they succeed. The answer to this dilemma lies in the decision maker's aversion to risk—their unwillingness to accept uncertain outcomes. Little guidance exists on how risk preferences affect conservation investment priorities. Using a prioritization approach based on cost effectiveness, we compared 2 approaches: a conservative probability threshold approach that excludes investment in projects with a risk of management failure greater than a fixed level, and a variance‐discounting heuristic used in economics that explicitly accounts for risk tolerance and the probabilities of management success and failure. We applied both approaches to prioritizing projects for 700 of New Zealand's threatened species across 8303 management actions. Both decision makers’ risk tolerance and our choice of approach to dealing with risk preferences drove the prioritization solution (i.e., the species selected for management). Use of a probability threshold minimized uncertainty, but more expensive projects were selected than with variance discounting, which maximized expected benefits by selecting the management of species with higher extinction risk and higher conservation value. Explicitly incorporating risk preferences within the decision making process reduced the number of species expected to be safe from extinction because lower risk tolerance resulted in more species being excluded from management, but the approach allowed decision makers to choose a level of acceptable risk that fit with their ability to accommodate failure. We argue for transparency in risk tolerance and recommend that decision makers accept risk in an adaptive management framework to maximize benefits and avoid potential extinctions due to inefficient allocation of limited resources. Abstract:  Over the last decade, 2 major U.S. commissions on ocean policy and a wide range of independent sources have argued that ocean ecosystems are in a period of crisis and that current policies are inadequate to prevent further ecological damage. These sources have advocated ecosystem-based management as an approach to address conservation issues in the oceans, but managers remain uncertain as to how to implement ecosystem-based approaches in the real world. We argue that the philosophies of Edward F. Ricketts, a mid-20th-century marine ecologist, offer a framework and clear guidance for taking an ecosystem approach to marine conservation. Ricketts' philosophies, which were grounded in basic observations of natural history, espoused building a holistic picture of the natural world, including the influence of humans, through repeated observation. This approach, when applied to conservation, grounds management in what is observable in nature, encourages early action in the face of uncertainty, and supports an adaptive approach to management as new information becomes available. Ricketts' philosophy of "breaking through," which focuses on getting beyond crisis and conflict through honest debate of different parties' needs (rather than forcing compromise of differing positions), emphasizes the social dimension of natural resource management. New observational technologies, long-term ecological data sets, and especially advances in the social sciences made available since Ricketts' time greatly enhance the utility of Ricketts' philosophy of marine conservation.  相似文献

Info-gap decision theory facilitates decision making for problems in which uncertainty is large and probability distributions of uncertain variables are unknown. The info-gap framework allows the decision maker to maximize robustness to failure in the presence of uncertainty, where uncertainty is in the parameters of the model and failure is defined as the model output falling below some minimally acceptable performance threshold. Info-gap theory has found particular application to problems in conservation biology and ecological economics. In this study, we applied info-gap theory to an ecosystem services tradeoff case study in which a decision maker aiming to maximize ecosystem service investment returns must choose between two alternative land uses: native vegetation conservation or the establishment of an exotic timber plantation. The uncertain variables are the carbon price and the water price. With a "no-information" uncertainty model that assumes equal relative uncertainty across both variables, info-gap theory identifies a minimally acceptable reward threshold above which conservation is preferred, but below which plantation establishment is preferred. However, with an uncertainty model that allows the carbon price to be substantially more uncertain than the water price, conservation of native vegetation becomes an economically more robust investment option than establishing alien pine plantations. We explored the sensitivity of the results to the use of alternative uncertainty models, including asymmetric uncertainty in individual variables. We emphasize the general finding that the results of info-gap analyses can be sensitive to the choice of uncertainty model and that, therefore, future applications to ecological problems should be careful to incorporate all available qualitative and quantitative information relating to uncertainties or should at least justify the no-information uncertainty model.  相似文献

State variables in many renewable resource management problems, such as the abundance of a fish stock, are imperfectly observed over time. In systems characterized by state uncertainty, decision makers often invest in monitoring to learn about the level of a stock. We develop a stochastic bioeconomic model of marine invasive species management under state uncertainty. The decision maker in our model simultaneously evaluates optimal investment in monitoring and population control. Using a recently-devised method for solving continuous-state Partially Observable Markov Decision Processes (POMDPs), we find that the ability to learn through monitoring can alter the role of population control in the optimal policy function, for example by reducing control intensity in favor of monitoring. Optimal monitoring depends on the management context, including in our application lionfish population structure. The rich transient dynamics of our model depend critically on the relationship between the initial conditions for information and invader abundance.  相似文献

The value of information is a general and broadly applicable concept that has been used for several decades to aid in making decisions in the face of uncertainty. Yet there are relatively few examples of its use in ecology and natural resources management, and almost none that are framed in terms of the future impacts of management decisions. In this paper we discuss the value of information in a context of adaptive management, in which actions are taken sequentially over a timeframe and both future resource conditions and residual uncertainties about resource responses are taken into account. Our objective is to derive the value of reducing or eliminating uncertainty in adaptive decision making. We describe several measures of the value of information, with each based on management objectives that are appropriate for adaptive management. We highlight some mathematical properties of these measures, discuss their geometries, and illustrate them with an example in natural resources management. Accounting for the value of information can help to inform decisions about whether and how much to monitor resource conditions through time.  相似文献

Population models for multiple species provide one of the few means of assessing the impact of alternative management options on the persistence of biodiversity, but they are inevitably uncertain. Is it possible to use population models in multiple-species conservation planning given the associated uncertainties? We use information-gap decision theory to explore the impact of parameter uncertainty on the conservation decision when planning for the persistence of multiple species. An information-gap approach seeks robust outcomes that are most immune from error. We assess the impact of uncertainty in key model parameters for three species, whose extinction risks under four alternative management scenarios are estimated using a metapopulation model. Three methods are described for making conservation decisions across the species, taking into account uncertainty. We find that decisions based on single species are relatively robust to uncertainty in parameters, although the estimates of extinction risk increase rapidly with uncertainty. When identifying the best conservation decision for the persistence of all species, the methods that rely on the rankings of the management options by each species result in decisions that are similarly robust to uncertainty. Methods that depend on absolute values of extinction risk are sensitive to uncertainty, as small changes in extinction risk can alter the ranking of the alternative scenarios. We discover that it is possible to make robust conservation decisions even when the uncertainties of the multiple-species problem appear overwhelming. However, the decision most robust to uncertainty is likely to differ from the best decision when uncertainty is ignored, illustrating the importance of incorporating uncertainty into the decision-making process.  相似文献

Although many taxa have declined globally, conservation actions are inherently local. Ecosystems degrade even in protected areas, and maintaining natural systems in a desired condition may require active management. Implementing management decisions under uncertainty requires a logical and transparent process to identify objectives, develop management actions, formulate system models to link actions with objectives, monitor to reduce uncertainty and identify system state (i.e., resource condition), and determine an optimal management strategy. We applied one such structured decision‐making approach that incorporates these critical elements to inform management of amphibian populations in a protected area managed by the U.S. National Park Service. Climate change is expected to affect amphibian occupancy of wetlands and to increase uncertainty in management decision making. We used the tools of structured decision making to identify short‐term management solutions that incorporate our current understanding of the effect of climate change on amphibians, emphasizing how management can be undertaken even with incomplete information. To choose among conservation actions that may benefit many species, managers need to monitor the consequences of those actions. Decisions about which species to monitor from a suite of different species being managed are hindered by natural variability in populations and uncertainty in several factors: the ability of the monitoring to detect a change, the likelihood of the management action being successful for a species, and how representative species are of one another. However, the literature provides little guidance about how to account for these uncertainties when deciding which species to monitor to determine whether the management actions are delivering outcomes. We devised an approach that applies decision science and selects the best complementary suite of species to monitor to meet specific conservation objectives. We created an index for indicator selection that accounts for the likelihood of successfully detecting a real trend due to a management action and whether that signal provides information about other species. We illustrated the benefit of our approach by analyzing a monitoring program for invasive predator management aimed at recovering 14 native Australian mammals of conservation concern. Our method selected the species that provided more monitoring power at lower cost relative to the current strategy and traditional approaches that consider only a subset of the important considerations. Our benefit function accounted for natural variability in species growth rates, uncertainty in the responses of species to the prescribed action, and how well species represent others. Monitoring programs that ignore uncertainty, likelihood of detecting change, and complementarity between species will be more costly and less efficient and may waste funding that could otherwise be used for management. Ex situ conservation strategies for threatened species often require long‐term commitment and financial investment to achieve management objectives. We present a framework that considers the decision to adopt ex situ management for a target species as the end point of several linked decisions. We used a decision tree to intuitively represent the logical sequence of decision making. The first decision is to identify the specific management actions most likely to achieve the fundamental objectives of the recovery plan, with or without the use of ex‐situ populations. Once this decision has been made, one decides whether to establish an ex situ population, accounting for the probability of success in the initial phase of the recovery plan, for example, the probability of successful breeding in captivity. Approaching these decisions in the reverse order (attempting to establish an ex situ population before its purpose is clearly defined) can lead to a poor allocation of resources, because it may restrict the range of available decisions in the second stage. We applied our decision framework to the recovery program for the threatened spotted tree frog (Litoria spenceri) of southeastern Australia. Across a range of possible management actions, only those including ex situ management were expected to provide >50% probability of the species’ persistence, but these actions cost more than use of in situ alternatives only. The expected benefits of ex situ actions were predicted to be offset by additional uncertainty and stochasticity associated with establishing and maintaining ex situ populations. Naïvely implementing ex situ conservation strategies can lead to inefficient management. Our framework may help managers explicitly evaluate objectives, management options, and the probability of success prior to establishing a captive colony of any given species.  相似文献

Abstract: The World Conservation Union (IUCN) defined a set of categories for conservation status supported by decision rules based on thresholds of parameters such as distributional range, population size, population history, and risk of extinction. These rules have received international acceptance and have become one of the most important decision tools in conservation biology because of their wide applicability, objectivity, and simplicity of use. The input data for these rules are often estimated with considerable uncertainty due to measurement error, natural variation, and vagueness in definitions of parameters used in the rules. Currently, no specific guidelines exist for dealing with uncertainty. Interpretation of uncertain data by different assessors may lead to inconsistent classifications because attitudes toward uncertainty and risk may have an important influence on the classification of threatened species. We propose a method of dealing with uncertainty that can be applied to the current IUCN criteria without altering the rules, thresholds, or intent of these criteria. Our method propagates the uncertainty in the input parameters and assigns the evaluated species either to a single category (as the current criteria do) or to a range of plausible categories, depending on the nature and extent of uncertainties.  相似文献

The importance of accounting for economic costs when making environmental‐management decisions subject to resource constraints has been increasingly recognized in recent years. In contrast, uncertainty associated with such costs has often been ignored. We developed a method, on the basis of economic theory, that accounts for the uncertainty in population‐management decisions. We considered the case where, rather than taking fixed values, model parameters are random variables that represent the situation when parameters are not precisely known. Hence, the outcome is not precisely known either. Instead of maximizing the expected outcome, we maximized the probability of obtaining an outcome above a threshold of acceptability. We derived explicit analytical expressions for the optimal allocation and its associated probability, as a function of the threshold of acceptability, where the model parameters were distributed according to normal and uniform distributions. To illustrate our approach we revisited a previous study that incorporated cost‐efficiency analyses in management decisions that were based on perturbation analyses of matrix population models. Incorporating derivations from this study into our framework, we extended the model to address potential uncertainties. We then applied these results to 2 case studies: management of a Koala (Phascolarctos cinereus) population and conservation of an olive ridley sea turtle (Lepidochelys olivacea) population. For low aspirations, that is, when the threshold of acceptability is relatively low, the optimal strategy was obtained by diversifying the allocation of funds. Conversely, for high aspirations, the budget was directed toward management actions with the highest potential effect on the population. The exact optimal allocation was sensitive to the choice of uncertainty model. Our results highlight the importance of accounting for uncertainty when making decisions and suggest that more effort should be placed on understanding the distributional characteristics of such uncertainty. Recent conservation planning studies have presented approaches for integrating spatially referenced social (SRS) data with a view to improving the feasibility of conservation action. We reviewed the growing conservation literature on SRS data, focusing on elicited or stated preferences derived through social survey methods such as choice experiments and public participation geographic information systems. Elicited SRS data includes the spatial distribution of willingness to sell, willingness to pay, willingness to act, and assessments of social and cultural values. We developed a typology for assessing elicited SRS data uncertainty which describes how social survey uncertainty propagates when projected spatially and the importance of accounting for spatial uncertainty such as scale effects and data quality. These uncertainties will propagate when elicited SRS data is integrated with biophysical data for conservation planning and may have important consequences for assessing the feasibility of conservation actions. To explore this issue further, we conducted a systematic review of the elicited SRS data literature. We found that social survey uncertainty was commonly tested for, but that these uncertainties were ignored when projected spatially. Based on these results we developed a framework which will help researchers and practitioners estimate social survey uncertainty and use these quantitative estimates to systematically address uncertainty within an analysis. This is important when using SRS data in conservation applications because decisions need to be made irrespective of data quality and well characterized uncertainty can be incorporated into decision theoretic approaches.  相似文献

Estimates of temporal trends in species’ occupancy are essential for conservation policy and planning, but limitations to the data and models often result in very high trend uncertainty. A critical source of uncertainty that degrades scientific credibility is that caused by disagreement among studies or models. Modelers are aware of this uncertainty but usually only partially estimate it and communicate it to decision makers. At the same time, there is growing awareness that full disclosure of uncertainty is critical for effective translation of science into policies and plans. But what are the most effective approaches to estimating uncertainty and communicating uncertainty to decision makers? We explored how alternative approaches to estimating and communicating uncertainty of species trends could affect decisions concerning conservation status of freshwater fishes. We used ensemble models to propagate trend uncertainty within and among models and communicated this uncertainty with categorical distributions of trend direction and magnitude. All approaches were designed to fit an established decision-making system used to assign species conservation status by the New Zealand government. Our results showed how approaches that failed to fully disclose uncertainty, while simplifying the information presented, could hamper species conservation or lead to ineffective decisions. We recommend an approach that was recently used effectively to communicate trend uncertainty to a panel responsible for setting the conservation status of New Zealand's freshwater fishes.  相似文献

Abstract: The Tiwi people of northern Australia have managed natural resources continuously for 6000–8000 years. Tiwi management objectives and outcomes may reflect how they gather information about the environment. We qualitatively analyzed Tiwi documents and management techniques to examine the relation between the social and physical environment of decision makers and their decision‐making strategies. We hypothesized that principles of bounded rationality, namely, the use of efficient rules to navigate complex decision problems, explain how Tiwi managers use simple decision strategies (i.e., heuristics) to make robust decisions. Tiwi natural resource managers reduced complexity in decision making through a process that gathers incomplete and uncertain information to quickly guide decisions toward effective outcomes. They used management feedback to validate decisions through an information loop that resulted in long‐term sustainability of environmental use. We examined the Tiwi decision‐making processes relative to management of barramundi (Lates calcarifer) fisheries and contrasted their management with the state government's management of barramundi. Decisions that enhanced the status of individual people and their attainment of aspiration levels resulted in reliable resource availability for Tiwi consumers. Different decision processes adopted by the state for management of barramundi may not secure similarly sustainable outcomes.  相似文献

Identifying which nonindigenous species will become invasive and forecasting the damage they will cause is difficult and presents a significant problem for natural resource management. Often, the data or resources necessary for ecological risk assessment are incomplete or absent, leaving environmental decision makers ill equipped to effectively manage valuable natural resources. Structured expert judgment (SEJ) is a mathematical and performance‐based method of eliciting, weighting, and aggregating expert judgments. In contrast to other methods of eliciting and aggregating expert judgments (where, for example, equal weights may be assigned to experts), SEJ weights each expert on the basis of his or her statistical accuracy and informativeness through performance measurement on a set of calibration variables. We used SEJ to forecast impacts of nonindigenous Asian carp (Hypophthalmichthys spp.) in Lake Erie, where it is believed not to be established. Experts quantified Asian carp biomass, production, and consumption and their impact on 4 fish species if Asian carp were to become established. According to experts, in Lake Erie Asian carp have the potential to achieve biomass levels that are similar to the sum of biomasses for several fishes that are harvested commercially or recreationally. However, the impact of Asian carp on the biomass of these fishes was estimated by experts to be small, relative to long term average biomasses, with little uncertainty. Impacts of Asian carp in tributaries and on recreational activities, water quality, or other species were not addressed. SEJ can be used to quantify key uncertainties of invasion biology and also provide a decision‐support tool when the necessary information for natural resource management and policy is not available. Adaptive management of natural resources is an iterative process of decision making whereby management strategies are progressively changed or adjusted in response to new information. Despite an increasing focus on the need for adaptive conservation strategies, there remain few applied examples. We describe the 9‐year process of adaptive comanagement of a marine protected area network in Kubulau District, Fiji. In 2011, a review of protected area boundaries and management rules was motivated by the need to enhance management effectiveness and the desire to improve resilience to climate change. Through a series of consultations, with the Wildlife Conservation Society providing scientific input to community decision making, the network of marine protected areas was reconfigured so as to maximize resilience and compliance. Factors identified as contributing to this outcome include well‐defined resource‐access rights; community respect for a flexible system of customary governance; long‐term commitment and presence of comanagement partners; supportive policy environment for comanagement; synthesis of traditional management approaches with systematic monitoring; and district‐wide coordination, which provided a broader spatial context for adaptive‐management decision making. Abstract:  Conservation management is becoming increasingly resource intensive as threats to biodiversity grow through habitat destruction, habitat disturbance, and overexploitation. To achieve successful conservation and sustainable use of natural resources, we need to scientifically evaluate the effectiveness of conservation interventions and provide an efficient framework through which scientific evidence can be used to support decision making in policy and practice. We conducted the first formal assessment of the extent to which scientific evidence is used in conservation management through a questionnaire survey and follow-up interviews of compilers of protected-area management plans from major conservation organizations within the United Kingdom and Australia. Our survey results show that scientific information is not being used systematically to support decision making largely because it is not easily accessible to decision makers. This, in combination with limited monitoring and evaluation of effectiveness of management interventions, results in the majority of decisions being based on experience rather than on evidence. To address this problem we propose using an evidence-based framework adapted from that used in the health services and explain how we are currently putting an equivalent framework into practice by establishing review and dissemination units to serve the conservation sector.  相似文献

Abstract:  The endangered population of sockeye salmon (Oncorhynchus nerka) in Cultus Lake, British Columbia, Canada, migrates through commercial fishing areas along with other, much more abundant sockeye salmon populations, but it is not feasible to selectively harvest only the latter, abundant populations. This situation creates controversial trade-offs between recovery actions and economic revenue. We conducted a Bayesian decision analysis to evaluate options for recovery of Cultus Lake sockeye salmon. We used a stochastic population model that included 2 sources of uncertainty that are often omitted from such analyses: structural uncertainty in the magnitude of a potential Allee effect and implementation uncertainty (the deviation between targets and actual outcomes of management actions). Numerous state-dependent, time-independent management actions meet recovery objectives. These actions prescribe limitations on commercial harvest rates as a function of abundance of Cultus Lake sockeye salmon. We also quantified how much reduction in economic value of commercial harvests of the more abundant sockeye salmon populations would be expected for a given increase in the probability of recovery of the Cultus population. Such results illustrate how Bayesian decision analysis can rank options for dealing with conservation risks and can help inform trade-off discussions among decision makers and among groups that have competing objectives.  相似文献
