By 2050, global livestock production is expected to double—growing faster than any other agricultural sub-sector—with most of this increase taking place in the developing world. As the United Nation’s four-hundred-page report, Livestock’s Long Shadow: Environmental Issues and Options, documents, livestock production is now one of three most significant contributors to environmental problems, leading to increased greenhouse gas emissions, land degradation, water pollution, and increased health problems. The paper draws on the UN report as well as a flurry of other recently published studies in order to demonstrate the effect of intensive livestock production on global warming and on people’s health. The paper’s goal is to outline the problems caused by intensive livestock farming and analyze a number of possible solutions, including legislative changes and stricter regulations, community mobilizing, and consumers choosing to decrease their demand for animal products.  相似文献

The recent development and growth oforganic livestock farming and the relateddevelopment of national and internationalregulations has fueled discussions amongscientists and philosophers concerning theproper conceptualization of animal welfare.These discussions on livestock welfare inorganic farming draw on the conventionaldiscussions and disputes on animal welfare thatinvolve issues such as different definitions ofwelfare (clinical health, absence of suffering,sum of positive and negative experiences,etc.), the possibility for objective measuresof animal welfare, and the acceptable level ofwelfare. It seems clear that livestock welfareis a value-laden concept and that animalwelfare science cannot be made independent ofquestions of values and ethics. The questioninvestigated here is whether those values thatunderpin organic farming, in particular, alsoaffect the interpretation of livestock welfare,and, if so, how. While some of the issuesraised in connection with organic farming arerelatively uncontroversial, others are not. Theintroduction of organic farming values seems tointroduce new criteria for what counts as goodanimal welfare, as well as a different ethicalbasis for making moral decisions on welfare.Organic farming embodies distinctive systemicor communitarian ethical ideas and the organicvalues are connected to a systemic conceptionof nature, of agriculture, of the farm, and ofthe animal. The new criteria of welfare arerelated to concepts such as naturalness,harmony, integrity, and care. While the organicvalues overlap with those involved in theconventional discussion of animal welfare, someof them suggest a need to set new prioritiesand to re-conceptualize animal welfare – forexample, with respect to ``naturalness,' inrelation to the possibilities for expression ofnatural behavior and in relation to animalintegrity as a concept for organismic harmony.The organic perspective also seems to suggest awider range of solutions to welfare problemsthan changes in farm routines or operations onthe animals. The systemic solutions include thechoice and reproduction of suitable breeds,changes in the farm structure, and changes inthe larger production and consumption system – including consumer perceptions andpreferences. But the organic values may alsocall for sacrifices of individual welfare in aconventional sense in order to advance welfarefrom the perspective of organic farming.Whether this is good or bad cannot be decidedwithout entering into an inquiry and discussionof the values and ethics involved.  相似文献

In 2005, The International Federation of Organic Agricultural Movements (IFOAM) developed four new ethical principles of organic agriculture to guide its future development: the principles of health, ecology, care, and fairness. The key distinctive concept of animal welfare in organic agriculture combines naturalness and human care, and can be linked meaningfully with these principles. In practice, a number of challenges are connected with making organic livestock systems work. These challenges are particularly dominant in immature agro-ecological systems, for example those that are characterized by industrialization and monoculture. Some of the current challenges are partly created by shortages of land and manure, which encourage zero-grazing and other confined systems. Other challenges are created in part by the conditions for farming and the way in which global food distribution systems are organized, e.g., how live animals are transported, how feed is traded and transported all over the globe, and the development of infrastructure and large herds. We find that the overall organic principles should be included when formulating guidelines for practical organic animal farming. This article explores how the special organic conceptions of animal welfare are related to the overall principles of organic agriculture. The aim is to identify potential routes for future development of organic livestock systems in different contexts and with reference to the specific understanding of animal welfare in organic agriculture. We include two contrasting cases represented by organic livestock systems in northwestern Europe and farming systems in tropical low-income countries; we use these cases to explore the widely different challenges of organic livestock systems in different parts of the world.  相似文献

A plethora of ethical issues in livestock agriculture has emerged to public attention in recent decades, of which environmental and animal welfare concerns are but two, albeit prominent, themes. For livestock agriculture to be considered sustainable, somehow these interconnected themes need to be addressed. Ethical debate on these issues has been extensive, but mostly started from and focused on single issues. The views of farmers in these debates have been largely absent, or merely figured as interests, instead of being considered morally worthwhile themselves. In this paper the relevance for ethical debates of the ways farmers discuss and engage with moral concerns is explored. The variety of norms that figure in contemporary farming practices is sketched in its multifarious complexity, illustrated by ethnographic fieldwork, and systematized in terms of “orders of worth.” Reviewing the practical arguments and commitments of farmers within this framework reveals that farming practices are subject to mixed motives, in which an amalgam of types of concerns play a role. Recognition of the peculiarly entangled nature of the ethics of farming practices could counter the tendency in policy making, technological innovation, and ethical thought to compartmentalize our moral landscape. Understanding farming practice as the integration of a mosaic of concerns in the light of a variety of moral experiences would foster public appreciation of positions of farmers in debates on improving the sustainability and societal acceptability of livestock agriculture.  相似文献

This paper examines the challenges that climate change raises for animal agriculture and discusses the contributions that may come from a virtue ethics based approach. Two scenarios of the future role of animals in farming are set forth and discussed in terms of their ethical implications. The paper argues that when trying to tackle both climate and animal welfare issues in farming, proposals that call for a reorientation of our ethics and technology must first and foremost consider the values that drive current livestock production. This paper sets forth and discusses the broader societal values implicit in livestock production. We suggest that a virtues approach would improve our thinking and practice regarding animal agriculture, facilitating a move from livestock production to animal husbandry. This change in animal agriculture in a time of climate change would stress virtues such as attentiveness, responsibility, competence, and responsiveness as central elements in any mitigation or adaptation program.  相似文献

During the past few years,organic dairy farming has grown dramatically inDenmark. Consequently, an increasing number ofpeople are encountering this method ofproduction for the first time. Amongst these,many veterinarians have suddenly had to dealwith organic herds in their home district, and,meeting examples of poor animal welfare, theyhave recently started to express some concerns.Against this background, a so-called``Synthesis of Knowledge' project was initiatedto examine the health and welfare of dairycattle and the use of medication in thetransition to organic production. The aim ofthe project was to investigate associatedproblems from the point of view of the dairyherd. Based on qualitative research interviewswith vets and agricultural advisors, as well asfocus group interviews with farmers who hadrecently converted from conventional to organicfarming, an expert panel attempted to identifyproblem areas and possible solutions. Theproblems related to (a) the adjustment to newand unknown practices, (b) poor management ingeneral, and (c) inappropriate legislation fororganic farming.One problem area was the rearing of dairycalves, particularly with regard to theestablishment of post partumrelationships between cow and calf, grouphousing, and the grazing of young animals. A``natural life' was identified as beingfundamental to organic animal husbandry. Interms of animal welfare, this concept can beunderstood as a way of living in which the calfis allowed to express its natural behavior andsatisfy its natural needs. Essentially, theconditions needed for good calf welfare requirethe compatibility and interplay of elementsfrom ``nature' (the natural life; includingopportunities to satisfy natural needs) and``culture' (farmer management skills; exerciseof care). Developmental states are criticized for rapid “industrialization without enlightenment.” In the last 30 years, China’s breathtaking growth has been achieved at a high environmental and food safety cost. This article, utilizing a recent survey of China’s livestock industry, illustrates the initiating role of China’s developmental state in the exponential expansion of the country’s livestock production. The enthusiastic response of the livestock industry to the many state policy incentives has made China the world’s biggest animal farming nation. Shortage of meat and dairy supply is history. Yet, the Chinese government is facing new challenges of no less a threat to political stability. Production intensification has created a welfare crisis impacting the world’s biggest number of farm animals. The resulting food safety incidents are affecting consumer confidence and health. Untreated waste contributes to the nation’s environmental degradation. Developmental states may have a proud record of growth in the initial stage of industrialization. Their prospects for sustained development have long been questioned. China has come to an important juncture to march towards a sustained development.  相似文献

The rapid increase of phosphorus (P) use in farming has raised concerns regarding its conservation and environmental impact. Increasing the P use efficiency (PUE) is an approach to mitigating these adverse impacts. In this study, we applied substance flow analysis (SFA) to establish a life-cycle P use efficiency model to determine the life-cycle PUE of the farming system used in Anhui Province in 2011, which is typical of the agriculture practiced in central China. Based on this model, the P flows and PUEs of five subsystems were identified and quantified: crop farming, crop processing, livestock breeding, rural living, and urban living. The three largest P flows were found in the crop farming and livestock breeding subsystems; it can therefore be concluded that these subsystems have substantial impacts on the entire farming system. In contrast, the PUEs of crop farming, rural consumption, and livestock breeding subsystems presented the three lowest PUEs (58.79%, 71.75%, and 76.65%, respectively). These results were also consistent with the finding that the greatest P losses occurred in crop farming and livestock breeding. Consequently, the study proposes that great potential exists for increasing PUEs in the farming system of Anhui, and several of the most promising measures could be combined for improving PUEs. Finally, the study assesses data quality and presents a sensitivity analysis for use in interpreting the results. The study also shows that improving PUE and decreasing P losses in farming systems through improved nutrient management must be considered an important issue, and this study represents valuable experience in resource conservation and agricultural development in China.  相似文献

/ In modern intensive animal farming the disposal of a large amount of waste is of great concern, as, if not properly performed, it can cause the pollution of water, mainly because of the high content of nitrate and phosphate. This paper presents the results of a study intended to assess the environmental sustainability of animal waste disposal on agricultural soils in the alluvial plain of the River Chiana (Tuscany, Italy), a particularly sensitive area because of the high vulnerability of the shallow aquifer and of the intensive agricultural and breeding activities. With this aim, a strategy has been employed, that consists of the integrated use of a management model and GISs. The consequences on groundwater of applying animal waste to different kind of soils and crop arrangements have been simulated by means of the management model GLEAMS (Groundwater Loading Effects of Agricultural Management Systems, ver 2.01). As the huge amount of data required by such a sophisticated model does not allow applications at a scale larger than the field size, IDRISI and GRASS GIS packages have been used to divide the study area into land units, with homogeneous environmental characteristics, and then to generalize on these units the outputs of the model. The main conclusions can be synthesized as follows: The amount of animal waste produced in some of the investigated areas (i.e., municipal territory) is greater than that disposable on their own agricultural soil with no risks to the groundwater; consequently a cooperative approach among municipalities is necessary in order to plan waste disposal in a comprehensive and centralized way.KEY WORDS: Land use; Animal waste disposal; Groundwater protection; GIS, Management models  相似文献

The present paper presents new results on farm management indicators within the framework of an extended typology for all farming sectors. It presents an environmentally oriented extension to the EU typology of farms currently used for assessing the situation of farming within the European Union. The extended typology is tested in relation to emerging policy issues such as environmental sustainability and rural viability by analysing some of the farm management indicators suggested in Andersen et al., [(2004a). Americans’ excessive consumption of food harms their health and quality of life and also causes direct and indirect environmental degradation, through habitat loss and increased pollution from agricultural fertilizers and pesticides. We show here that reducing food consumption (and eating less meat) could improve Americans’ health and well-being while facilitating environmental benefits ranging from establishing new national parks and protected areas to allowing more earth-friendly farming and ranching techniques. We conclude by considering various public policy initiatives to lower per capita caloric intake and excessive meat consumption, and to translate this temperate behavior into substantial environmental protection.  相似文献

Aquaculture is the fastest growing animal producing sector in the world and is expected to play an important role in global food supply. Along with this growth, concerns have been raised about the environmental effects of escapees and pollution, fish welfare, and consumer health as well as the use of marine resources for producing fish feed. In this paper we present some of the major challenges salmon farming is facing today. We discuss issues of relevance to how to ensure sustainability, by focusing on animal production systems, breeding approaches, sources for feed ingredients, and genetic engineering strategies. Other crucial issues such as animal welfare, environmental quality, and ethics are elaborated with regard to relevance for the sustainability of aquaculture. Additionally, we comment on socio-economic distributive implications by intellectual property rights (IPR) strategies on access to genetic material and traceability. To improve sustainability of salmon farming we suggest that there is a need for new approaches to guide research, for identification of ethical issues, and for engaging stakeholders in resolving these challenges.  相似文献

ABSTRACT

Sustainable agriculture implies trade-offs with farm animal welfare. Proposals to increase agricultural productivity and ecological sustainability alike, are often linked to intensification, which may restrict animal welfare. Despite the growing importance of farm animal welfare for the alignment of agricultural and environmental policy, determinants of decision-making at the EU level remain unexplored. This article contributes to closing this research gap, broadening our understanding of why policymakers vote for the enactment of animal welfare policies. Applying the Social Identities in the Policy Process (SIPP) perspective we highlight the role of group membership for individual decision-making. By means of a quantitative analysis of voting behaviour in the European Parliament on two animal welfare policies, we show that different identities are salient. The strongest predictor is political group membership. In case of defections from the group line, the salience of national, sectoral and also demographic identities adds to the understanding of decision-making.  相似文献

A questionnaire study was performed among Swedish organic livestock farmers to determine their view of animal welfare and other ethical issues in animal production. The questionnaire was sent to 56.5% of the target group and the response rate was 75.6%. A principal components analysis (exploratory factor analysis) was performed to get a more manageable data set. A matrix of intercorrelations between all pairs of factors was computed. The factors were then entered into a series of multiple regression models to explain five dependent variables. Respondents were well educated and had long experience of farming. 81% were full-time farmers. They generally had a very positive attitude towards organic animal husbandry. They considered allowing animals their natural behavior a central aim, which is in accordance with organic philosophy. Farmers tended to be less approving of concepts like animal rights, dignity, and intrinsic value. When analyzing correlations between the factors, two groups of farmers emerged that were only partially correlated, representing different attitudes and behavioral dispositions. These may be interpreted as two subpopulations of organic livestock farmers in Sweden: those who saw organic farming as a lifestyle (``pioneer attitude') and entrepreneurs, who considered making money and new challenges more important. Their view of animal welfare differed. While the pioneers considered natural behavior a key issue, this was less important to the entrepreneurs, who also had a more approving attitude towards invasive operations such as castration and were more critical of the organic standards.  相似文献

Emergy and economic methods were used to evaluate and compare three fish production models, i.e., cage fish farming system, pond intensive fish rearing system and semi-natural extensive pond fish rearing system, in Nansi Lake area in China in the year 2007. The goal of this study was to understand the benefits and driving forces of selected fish production models from ecological and economic points of view. The study considered input structure, production efficiency, environmental impacts, economic viability and sustainability. Results show that the main difference among the three production systems was the emergy cost for fish feed associated with their feeding system, i.e., feeding on natural biomass such as plankton and grass or on commercial feedstock. As indicated by EYR, ELR and ESI, it can be clearly shown that the intensive production model with commercial feed is not a sustainable pattern. However, the point is that more environmentally sound patterns do not seem able to provide a competitive net profit in the short run. The intensive pond fish farming system had a net profit of 2.57E+03 $/ha, much higher than 1.27E+03 $/ha for cage fish farming system and slightly higher than 2.37E+03 $/ha for semi-natural fish farming system. With regard to the drivers of local farmer’s decisions, the accessibility of land for the required use and investment ability determine the farmer’s choice of the production model and the scale of operation, while other factors seem to have little effect. Theoretically, the development of environmentally sustainable production patterns, namely water and land conservation measures, greener feed as well as low waste systems is urgently needed, to keep production activities within the carrying capacity of ecosystems. Coupled emergy and economic analyses can provide better insight into the environmental and economic benefits of fish production systems and help solve the problems encountered during policy making.  相似文献

The Common Agricultural Policy (CAP) was fundamentally reformed in 2003. From 2005, farmers will receive decoupled income support payments instead of production premiums if basic standards for environment, food safety, animal health and welfare are met. Farmers are likely to adjust production and management practices to the new policy framework. We describe how this reform fits into the EU strategy of making agricultural production more environmentally friendly by concentrating on the financial aspects of the reforms. Using an agricultural sector model for Austria, we show that the reform will further decrease agricultural outputs, reduce farm inputs, lessen nitrogen surpluses and make environmentally friendly management practices more attractive for farmers.  相似文献

The efficacy of government-supported programs to encourage improved management of land and water systems associated with agricultural land in Australia has been mixed. The broad approach of Australian governments is reviewed briefly. Evidence is presented from case assessments of a program to promote adoption of environmental management systems (EMSs) to improve environmental outcomes from agricultural practices. EMSs are systems implemented to manage the environmental impacts and ameliorate environmental risk associated with business activity. Data are presented on reported EMS activity and experience of four selected groups of farmers in Victoria, south-eastern Australia, representing broad-acre cropping, beef and dairy farming. The pro-environmental behaviours of farmers were mediated through voluntary adoption of government and industry sponsored EMSs, often with financial incentives and other support. Findings from the study were that adoption of EMS practices with sufficient public benefits is unlikely to occur at sufficient scale for significant environmental impact. Farmers more readily adopted practices which were financially beneficial than those which had a positive environmental impact. Although the focus on voluntary market-based instrument (MBI) type programs is popular in western countries, enforcing regulation is an important, but usually politically unpopular, component of land use policy. The comparative advantage of EMSs differed for the industries studied, but overall there were insufficient market drivers for widespread EMS adoption in Australia. Environmental outcomes could be more effectively achieved by directly funding land management practices which have highest public net benefits. Having a clear and unambiguous management objective for a particular land management policy is more likely to achieve outcomes than having multiple objectives as occurs in a number of international programs currently.  相似文献

Meeting consumer concerns aboutproduct safety and animal welfare are identified askey attention points for future livestock production.The relevance of these issues pertains to productionefficiency and economic benefits and tore-establishing meat sector image and consumer trust.The current paper analyses consumer concerns about theethical issues of meat safety and animal welfare fromcurrent livestock production. The research methodologyis based on literature review, secondary data sources,and primary research through focus group discussionsand a survey of 320 meat consumers in Belgium.Objectives were to assess importance attached byconsumers to product safety and animal welfare asethical issues in commercial livestock production, andto evaluate consumer perception of these issues forbeef, pork, and poultry. Significant differences inissue importance and perception are identified amongconsumer groups based on socio-demographic andbehavioral characteristics. From the analysis, meatsafety emerges as an absolute but minimum requirementfor future success of livestock and meat production.Additionally, animal welfare can be expected to becomea critical theme especially for pork and poultryacceptance.  相似文献

The excessive use of antimicrobials in animal rearing and the associated environmental hazards have become a pressing issue. Animal agriculture is often viewed as a significant contributor to environmental degradation due to the residues of antimicrobials. It is a common practice to use livestock waste as a soil enhancer in farming. Despite some research into antimicrobials, there is room for more comprehensive data regarding these pollutants in animal farming environments. A handful of earlier studies have identified antimicrobials in animal waste. This research undertook the task of examining and evaluating soils amended with animal waste (from chickens, cows, and pigs) for the presence of seven specific antimicrobials. The antimicrobials under scrutiny included trimethoprim (TRI), ormethoprim (ORM), ofloxacin (OFL), norfloxacin (NOR), tetracycline (TET), chlortetracycline (CTE), and tylosin (TLS). Soil samples were collected from areas surrounding breeding farms located upstream of the Sai Gon River. These samples were then subjected to laboratory analysis, which involved solid-phase extraction using ultrasonic waves and the application of high-performance liquid chromatography-tandem mass spectrometry (LCMS/MS) to identify the antimicrobials. TRI, which had the highest average concentration (2.603–91.304 μg/kg), and OFL, with the second highest average concentration (1.815–15.832 μg/kg), were detected in all soil samples amended with manure. CTE, with the third highest average concentration, was found in soils amended with cow and pig waste (1.625–15.486 μg/kg). ORM and TE, with lower average concentrations (0.595–1.318 μ and 11.537–13.569 μg/kg, respectively), were only detected in soils amended with chicken waste, while NOR was only found in soils amended with cow waste. These findings indicate that the use of antimicrobials in animal farming can negatively impact the soil ecosystem. Consequently, these results can contribute to the creation of guidelines for monitoring antimicrobial residues in agricultural ecosystems.  相似文献
