The current industrial pig production model is in crisis, due to its association with environmental pollution, doubtful product quality and lack of animal well-being. In Bretagne (France), a region of intensive pig production, a survey of seven stakeholder groups concerned with pig production was conducted, as part of a research programme dedicated to the assessment of the environmental impact of different modes of pig production. A very large majority of pig producers (93%) and their suppliers (100%) considers pig farms as an asset for the region, whereas a majority of scientists (58%), activists (78%) and consumers (54%) sees it as a handicap. Differences among stakeholder groups are minor with respect to the perceived importance of environmental and social issues. Stakeholders agree on the relative level of responsibility of pig farms with respect to specific problems. For all groups unpleasant odours and water quality come first with respect to responsibility, for most groups soil quality comes second, followed by product safety and air quality. For a future improved mode of pig production, 76% of pig producers and their suppliers prefer to adapt the current model, for all other groups the majority prefers an alternative model. While pig producers and their suppliers prefer a slurry-based housing system, all other groups prefer a straw-based system. Pig producers see the slurry-based system as technically superior and associate the straw-based system with poor working conditions, whereas consumers associate the slurry-based system in the first place with poor water quality and associate the straw-based system with less pollution. These results will be of use in the research programme on the environmental impact of modes of pig production, as they indicate the environmental impacts to be considered and their relative importance. The results will also help in deciding which options should be assessed. It is concluded that the poor image of the current pig production model and its production practices with consumers does not seem compatible with a sustainable demand for pork products.  相似文献

In the U.K., the Countryside Act of 1968 represented the first “updating” of the pioneering National Parks and Access to the Countryside Act of 1949. Through the archival material that survives for the Ministry of Agriculture and Nature Conservancy, the paper commemorates that first quarter-century of post-war adjustment to the needs of farming and wildlife conservation. It does so through a case study of the documented discussion, both inter-agency and within separate counsels, of whether agricultural improvement grants should be paid for land scheduled as Sites of Special Scientific Interest (SSSIs). The post-war assumptions of both parties were shattered by clashes over the SSSIs of Cavenham Heath (Suffolk) and Waddingham Common (Lincolnshire). Characterized as a “cold” war, there was a point beyond which antipathy served no one's interests. Fully aware of the options available to policy-makers, both parties recognized the Countryside Bill as an opportunity to obtain greater protection for SSSIs without prejudicing the larger notions of guardianship of the rural resource and the importance that continued to be given to the countryside as the farmer's “workshop”.  相似文献

Life Cycle Impact Assessment (LCIA) and Risk Assessment (RA) employ different approaches to evaluate toxic impact potential for their own general applications. LCIA is often used to evaluate toxicity potentials for corporate environmental management and RA is often used to evaluate a risk score for environmental policy in government. This study evaluates the cancer, non-cancer, and ecotoxicity potentials and risk scores of chemicals and industry sectors in the United States on the basis of the LCIA- and RA-based tools developed by U.S. EPA, and compares the priority screening of toxic chemicals and industry sectors identified with each method to examine whether the LCIA- and RA-based results lead to the same prioritization schemes. The Tool for the Reduction and Assessment of Chemical and other environmental Impacts (TRACI) is applied as an LCIA-based screening approach with a focus on air and water emissions, and the Risk-Screening Environmental Indicator (RSEI) is applied in equivalent fashion as an RA-based screening approach. The U.S. Toxic Release Inventory is used as the dataset for this analysis, because of its general applicability to a comprehensive list of chemical substances and industry sectors. Overall, the TRACI and RSEI results do not agree with each other in part due to the unavailability of characterization factors and toxic scores for select substances, but primarily because of their different evaluation approaches. Therefore, TRACI and RSEI should be used together both to support a more comprehensive and robust approach to screening of chemicals for environmental management and policy and to highlight substances that are found to be of concern from both perspectives.  相似文献

This paper deals with cost-effectiveness of the economic incentive policies of the bubble concept and offset credits relative to the policy of direct regulations of air emissions. The second section discusses single- and multi-plant bubbles, their adoption across regions and industries, the methods used to control emissions and the extent of savings in costs. We conclude that despite the delay resulting from duplication of review of state implementation plans by both the state and the Environmental Protection Agency, the required technological commands, the requirement to model air quality and the restrictions to permit bubbling only in the attainment areas, the policy is progressing successfully and should be encouraged by eliminating the restrictions. The third section analyzes the policy of emission offset credit, trading, and banking which can permit economic growth in nonattainment areas. It reviews the available literature, which deals only with aggregation of offsets across cities instead of individual offset trades. Progress by individual offset trades is analyzed in terms of the number of offsets, their acceptance across regions, the extent of reductions in emissions, and the classification of the offsets into internal and external trades. Comparison of estimated capital costs and prices of individual offsets with direct regulation costs reveals that the former are economical. We conclude that despite the problems of high tradeoff ratios, the short and uncertain life of the emission offset credits and the technological commands, the policy is progressing successfully and should be encouraged further by relaxing restrictions.This paper represents the author's personal views. Inter-seasonal studies on the trace metal load of surface water, sediment and Tympanotonus fuscatus var. radula of Iko River were conducted between 2003 and 2004. The impact of anthropogenic activities especially industrial effluent, petroleum related wastes, gas flare and episodic oil spills on the ecosystem are remarkable. Trace metals analyzed included cadmium (Cd), chromium (Cr), copper (Cu), iron (Fe), lead (Pb), manganese (Mn), nickel (Ni), vanadium (V) and zinc (Zn). Sediment particle size analysis revealed that they were characteristically psammitic and were predominantly of medium to fine grained sand (>73%), less of silt (<15%) and clay (<10%). These results correlated with low levels of trace elements such as Pb (0.03 ± 0.02 mg kg−1), Cr (0.22 ± 0.12 mg kg−1), Cd (0.05 ± 0.03 mg kg−1), Cu (0.04 ± 0.02 mg kg−1) and Mn (0.23 ± 0.22 mg kg−1) in the sediment samples. This observation is consistent with the scarcity of clayey materials known to be good scavengers for metallic and organic contaminants. Sediments indicated enhanced concentration of Fe, Ni and V, while other metal levels were relatively low. The concentrations of all the metals except Pb in surface water were within the permissible levels, suggesting that the petroleum contaminants had minimal effect on the state of pollution by trace metals in Iko River. Notably, the pollutant concentrations in the sediments were markedly higher than the corresponding concentrations in surface water and T. fuscatus tissues, and decreased with distance from point sources of pollution.  相似文献

DOI: 10.1111/jawr.12006 Abstract: Results from the Upper Midwest Major River Basin (MRB3) SPARROW model and underlying Fluxmaster load estimates were compared with detailed data available in the Lake Erie and Ohio River watersheds. Fluxmaster and SPARROW estimates of tributary loads tend to be biased low for total phosphorus and high for total nitrogen. These and other limitations of the application led to an overestimation of the relative contribution of point sources vs. nonpoint sources of phosphorus to eutrophication conditions in Lake Erie, when compared with direct estimates for data‐rich Ohio tributaries. These limitations include the use of a decade‐old reference point (2002), lack of modeling of dissolved phosphorus, lack of inclusion of inputs from the Canadian Lake Erie watersheds and from Lake Huron, and the choice to summarize results for the entire United States Lake Erie watershed, as opposed to the key Western and Central Basin watersheds that drive Lake Erie’s eutrophication processes. Although the MRB3 SPARROW model helps to meet a critical need by modeling unmonitored watersheds and ranking rivers by their estimated relative contributions, we recommend caution in use of the MRB3 SPARRROW model for Lake Erie management, and argue that the management of agricultural nonpoint sources should continue to be the primary focus for the Western and Central Basins of Lake Erie.  相似文献
