运用物质流分析法定量比较原生水泥与再生水泥生产过程中的物能代谢和环境负荷,并采用生命周期分析进行环境影响评价。结果表明:生产1 t原生水泥需要的直接物质投入是1.637 t;消耗原煤0.086 t/标准煤,消耗电力0.067 t/标准煤。利用钢铁工业固废生产功能单位再生水泥,可减少资源投入0.16 t;减少能源消耗0.036 t;环境排放SO2减排0.000 2 t;粉尘减排0.001 t;烟尘减排0.000 12 t;NOx减排0.000 34 t;CO2减排0.231 t。水泥生产潜在的各类环境影响中以废气排放引起的温室效应最大;其次依次是酸化效应和不可再生资源消耗;光化学烟雾和人体健康损害在水泥生产过程中的影响都相对较小。与原生水泥相比,再生水泥各环境负荷均呈下降趋势,两者总体环境负荷差值为6.93E-15。研究结果充分说明钢铁工业固废资源化可以明显的降低水泥生产的总体环境负荷,是促进水泥行业循环经济发展的有效手段。  相似文献

节能减排是我国应对资源紧缺、减轻环境压力、实现经济可持续发展的必然选择。关于节能减排考核体系的研究,目前多限于广泛的定性论述,定量研究成果尚不多见。为了实现节能减排这一根本目的,需要确立能反映环境、经济、社会发展协调程度的指标体系和评价方法,为我国的发展决策提供科学依据。在遵循构建原则和按照构建方法思路基础上,从资源、环境、管理和经济等4个控制层面构建节能减排的综合评价指标体系。密切值法是多目标决策的一种优选方法,作为一种新的尝试,利用该方法建立起节能减排评价模型。详细阐述了密切值法在节能减排评价中的原理、方法与步骤,并以我国2001—2008年的节能减排情况为例说明了模型的具体应用,评价结果较好地体现了我国节能减排的现状与不足,为今后节能减排工作提供了科学依据。实例应用表明,建立的评价指标体系是可行的和可操作的,该评价模型不需要确定各种主观参量或函数,评价结果客观、可靠,是开展节能减排综合评价的一种简单而有效的方法。  相似文献

鲤鱼鱼鳃微环境酸碱条件与铜形态分布模拟   总被引:3,自引:0,他引:3  
用鱼鳃微环境测定装置和化学平衡计算方法,研究了在人工河水中暴露于铜的鲤鱼鳃部微环境的pH、碱度、粘液含量和铜形态分布.结果发现,鱼鳃pH平衡点为6.92,人工河水pH高于或低于此值时,鱼鳃微环境pH偏低或偏高.变化幅度约达-0.6至0.4 个pH单位.根据实测结果分别建立了计算人工河水和鱼鳃微环境碱度以及鱼鳃粘液分泌量随暴露铜含量和pH变化的定量模型.化学平衡计算结果说明,在pH6至9范围内,人工河水中优势态铜从游离态铜过渡到羟基络合态铜.由于粘液和pH差异的影响,鱼鳃微环境中生物有效态铜含量显著低于人工河水.这样的差别在酸性条件下尤为显著.  相似文献

以常州武南河控制单元的COD容量分配为例,构建“污染源类型-污染源细类-排污单位”3层分配结构,逐层逐类选取多水平指标体系,以各指标初始权重和量化值乘积耦合的方法计算各分配对象的综合权重,并以此为依据进行水环境容量的逐层分配.首层分配结果:生活污染和养殖业承担污染削减的主要任务,COD削减率分别为41.6%和35.5%;次层分配结果:分散养殖削减比例(43.2%)高于集中养殖(31.5%),农村生活污染削减比例(47.3%)高于城镇生活污染(28.5%),各镇(区)种植业污染无需削减,工业污染则主要由纺织染整企业等进行重点削减;末层分配结果:各镇(区)分散养殖、集中养殖、农村生活污染、城镇生活污染的削减比例与次层保持一致,印染企业削减比例高于纺织企业.逐层分配中各分配对象的COD削减比例均低于50%,说明分配结果具有可行性.  相似文献

在系统调研相关文献的基础上,分析了美国每日最大污染负荷(total maximum daily loads,TMDL)计划的框架、特点和研究进展,对比美国的先进经验,对我国水污染总量的控制管理和研究现状进行了全面分析,认为污染总量削减考核指标单一、总量控制和减排目标的制定未考虑水环境容量、总量控制和减排未与水质改善挂钩以及管理与科研脱节等是我国目前水污染总量管控存在的主要问题。需加强水质模型、污染负荷与水环境容量计算方面的研究,建立相对客观且可操作性强的污染减排效果评估与考核方案。借鉴TMDL计划,提出了完善我国水污染总量管控技术流程与方案的建议。  相似文献

河流健康综合评价指数法的改进及其在昌江的应用   总被引:3,自引:0,他引:3  
目前普遍采用的河流健康综合评价指数法中水生生物指标相对简单,不能准确度量复杂河流生态系统的健康状态.通过增加蜉蝣目、襀翅目和鞘翅目相对丰富度以及科级生物指数2项指标,改进水生生物指标中的二级指标,并采用改进前后的河流健康综合评价指数法对鄱阳湖人湖支流——昌江进行评价对比.结果表明,昌江总体健康状况较好,各样点均处于健康或亚健康状态;从河流上游至下游,昌江干流及主要支流东河健康状况明显下降,得分最低的3个样点都位于昌江于流,而健康样点大都接近源头;改进后的河流健康综合评价指数法可更好地区分昌江不同样点的水体健康状态.  相似文献

应用一个可计算一般均衡(CGE)模型对中国若干工业行业按照差别税率对所投入的煤炭和油气产品征收从价能源环境税的情况进行了量化模拟,预测了该项政策在中国实施的可行性;并在量化模拟和分析之后得出如下结论:即征收能源环境税有助于促进工业部门,尤其是能源密集型行业,节能、降耗、改善能源消费结构和削减SO2 和CO2 污染排放,但该项政策的实施并不能够从根本上促进能源利用效率的提高,反而易对宏观经济造成负面影响,因此在中国目前现阶段不宜作为主要能源环境政策备选方案  相似文献

虽然电动汽车在行驶阶段不直接排放温室气体,但是车载锂离子动力电池组在生产阶段的环境影响不容忽视.本研究以11个不同的车载锂离子电池组作为研究对象,将环境特性指标引入动力电池组的综合环境评价领域.结合生命周期评价框架,总结出包含足迹家族类指标、资源耗竭类指标和毒性损害类指标的评价体系.采取灰色关联和熵权组合赋权法计算权重.详细分析了锂离子电池不同成分在生产阶段的综合环境影响.结果表明,对于综合环境评价中的足迹家族指标,FeS2SS电池组在碳足迹和生态足迹的环境潜值最小;对于资源耗竭指标,FeS2SS在酸化潜势、富营养化潜势和光化学氧化方面的环境潜值最小,而在非生物性耗竭和臭氧层损耗方面的潜值也较小;对于毒性损害指标,FeS2SS在人类非致癌毒性和生态毒性方面的潜值最小,其人类致癌毒性仅高于Li-S电池.对于环境特性指标,FeS2SS电池组得分最高,表明其在生产阶段更为绿色环保.  相似文献

碳排放差异研究对于科学合理地制定我国节能减排政策具有重要的指导意义。在利用IPCC参考方法对中国1999—2009年期间各省(市)CO2排放量计算的基础上,引入Theil指数,定量分析了中国不同收入水平下的CO2省际差异及其与人均收入水平之间的关系。结果表明,1999—2003年中国人均CO2排放量随着人均收入水平的提高而增加,2003—2009年中国各收入水平省份的人均排放量近似于不规则的"M"型增长趋势,中等偏低收入省份的人均排放量迅速增加,并超过中等收入省份;不同收入水平省份之间和各省份内部的人均CO2排放水平均存在较大的差距,但省份之间的排放不平等水平明显大于省份内部的不平等水平。因此,中国在制定节能减排政策时,要充分考虑经济发展和人均收入水平的条件下,兼顾区域和省域碳排放的特征,制定合理有效的减排目标和计划。  相似文献

污染物排放强度反映了单位新创造经济价值的环境负荷大小,运用均方差赋权法对辽宁省辽河流域6个控制单元2006年度废水量、COD和氨氮等3种主要污染物排放强度的区域差异进行了评价,结果表明,当年3种主要污染物排放强度综合评价的平均水平为0.4411,低于和高于平均水平的单元各有3个,其中浑河中游单元的评价值最低,只有平均水平的11.74%;辽河上游单元的污染物排放强度综合评价值最高,是平均水平的1.8倍,更是浑河中游的15.6倍。然后,以流域污染物排放强度最低值作为流域污染物排放强度目标值,计算各单元污染物排放强度减排潜力,结果表明,各控制单元主要污染物排放强度减排潜力具有显著的区域间差异。最后,应用"污染贡献率"这一指标,分析了辽河流域COD和氨氮排放的重污染行业以及单元分布,指出了各单元控制的重点。  相似文献

The environmental burdens of Chinese copper production have been identified and quantified in the context of typical technologies, materials supplies and environmental emissions by a life cycle approach. Primary and secondary copper production using copper ores and scraps, respectively, were analyzed in detail. The flash and bath smelting approaches and the recycling of copper scraps were selected as representative copper production processes. A quantitative analysis was also conducted to assess the influence of material transport distance in copper production. Life cycle assessment (LCA) results showed that resources depletion and human health contribute significantly to environmental burdens in Chinese copper production. In addition, the secondary copper production has dramatically lower environmental burdens than the primary production. There is no obvious distinction in overall environmental burdens in primary copper production by flash or bath smelting approach. However, resources depletion is lower and the damage to human health is higher for flash smelting approach. Ecosystem quality damage is slight for both approaches. Environ- mental burdens from the mining stage contribute most in all life cycle stages in primary copper production. In secondary copper production, the electrolytic refining stage dominates. Based on the life cycle assessment results, some suggestions for improving environmental performance were proposed to meet the sustainable development of Chinese copper industry.  相似文献

Secondary copper production is one of the key polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) emission sources in China, but research and data on this issue are rare. In 2004, when the Stockholm Convention entered into force in China, PCDD/Fs emissions from secondary copper production contributed to 32.2% of the total release. In this paper, PCDD/Fs emission dynamics from secondary copper industry were discussed and cumulative risks were characterized. From 2004 to 2009, industrial policies played an indirect role in PCDD/Fs reduction, but its effects are still limited. The Yangtze River Delta, Pearl River Delta and central regions were among the top three of dioxin emissions from secondary copper production in China. Shanghai, Shandong, Zhejiang, and Jiangxi had comparatively higher accumulated risk and were recommended as the priority regions for promoting PCDD/Fs emission control in China. From 2009 to 2015, the PCDD/Fs emission dynamics in the secondary copper industry were presented through simulation. PCDD/Fs emission equations were established, resulting in the recommendation of control technology conversion rate at 30% for small scale smelters and 51%–57% for large and medium-sized enterprises in 2015. In conclusion, both indirect policy and direct control technology retrofitting should be integrated for more effective PCDD/Fs emission reduction in secondary copper industry.  相似文献

Natural gas became an available fuel for taxis in 2005 and had occupied a market share of 43.6% in taxi industry till 2010 in Nanjing, China. To investigate the energy replacement pattern as well as the pollutants reduction potential of the taxi industry, first, the fuel preference determinants of taxi drivers for their next taxis are analyzed. Results show that as an important alternative for the traditional gasoline, natural gas is widely accepted (75%) by taxi drivers. Different from the previous studies which focused on the early stage of cleaner fuel replacement, taxi drivers with various characteristics (such as age, working experience, and education level) are consistent with their fuel preference when they choose their next taxis. Result suggests that policies that concern consumers with specific characteristics may have little effects on the change of the market share, when the alternative fuel market has been developed well. In addition, the increased share of gas in the fuel market achieves a 7.2% reduction of energy consumption. Considering life cycle emissions, the following air pollutants, namely Greenhouse Gases (GHGs), carbonic oxide (CO), nitrogen oxide (NOx), particulate matters (PM) and hydrocarbons (CxHy), gain 10.0%, 3.5%, 20.5%, 36.1%, and 26.4% of reduction respectively. Assuming all taxi fleets powered by natural gas with local policy intervention, the energy conservation and the five major air pollutant emissions could achieve the maximum reductions with 12.2%, 16.0%, 8.8%, 22.5%, 44.2%, and 49.4% correspondingly.  相似文献

• Quantification of efficiency and fairness of abatement allocation are optimized. • Allocation results are refined to the different abatement measures of enterprises. • Optimized allocation results reduce abatement costs and tap the abatement space. • Abatement suggestions are given to enterprises with different abatement quotas. For achieving air pollutant emission reduction targets, total pollutant amount control is being continuously promoted in China. However, the traditional pattern of pollutant emission reduction allocation regardless of economic cost often results in unreasonable emission reduction pathways, and industrial enterprises as the main implementers have to pay excessively high costs. Therefore, this study adopted economic efficiency as its main consideration, used specific emission reduction measures (ERMs) of industrial enterprises as minimum allocation units, and constructed an enterprise-level pollutant emission reduction allocation (EPERA) model with minimization of the total abatement cost (TAC) as the objective function, and fairness and feasibility as constraints for emission reduction allocation. Taking City M in China as an example, the EPERA model was used to construct a Pareto optimal frontier and obtain the optimal trade-off result. Results showed that under basic and strict emission reduction regulations, the TAC of the optimal trade-off point was reduced by 46.40% and 45.77%, respectively, in comparison with that achieved when only considering fairness, and the Gini coefficient was 0.26 and 0.31, respectively. The abatement target was attained with controllable cost and relatively fair and reasonable allocation. In addition, enterprises allocated different emission reduction quotas under different ERMs had specific characteristics that required targeted optimization of technology and equipment to enable them to achieve optimal emission reduction effects for the same abatement cost.  相似文献

The successful implementation of the Convention on Biological Diversity's post-2020 Global Biodiversity Framework will rely on effective translation of targets from global to national level and increased engagement across diverse sectors of society. Species conservation targets require policy support measures that can be applied to a diversity of taxonomic groups, that link action targets to outcome goals, and that can be applied to both global and national data sets to account for national context, which the species threat abatement and restoration (STAR) metric does. To test the flexibility of STAR, we applied the metric to vascular plants listed on national red lists of Brazil, Norway, and South Africa. The STAR metric uses data on species’ extinction risk, distributions, and threats, which we obtained from national red lists to quantify the contribution that threat abatement and habitat restoration activities could make to reducing species’ extinction risk. Across all 3 countries, the greatest opportunity for reducing plant species’ extinction risk was from abating threats from agricultural activities, which could reduce species’ extinction risk by 54% in Norway, 36% in South Africa, and 29% in Brazil. Species extinction risk could be reduced by a further 21% in South Africa by abating threats from invasive species and by 21% in Brazil by abating threats from urban expansion. Even with different approaches to red-listing among countries, the STAR metric yielded informative results that identified where the greatest conservation gains could be made for species through threat-abatement and restoration activities. Quantifiably linking local taxonomic coverage and data collection to global processes with STAR would allow national target setting to align with global targets and enable state and nonstate actors to measure and report on their potential contributions to species conservation.  相似文献

在分析"十一五"期间SO2和COD减排情况的基础上,通过构建体现分行业污染减排的环境效应分解模型,对各主要行业不同减排途径带来的污染技术减排效应进行测算,得到了各行业不同减排途径产生的技术减排效应值以及各行业污染技术减排的贡献度。测算结果显示,"十一五"期间火电、钢铁和水泥行业的SO2技术减排效应分别为2080万t、180万t、318万t,其中烟气脱硫工程在工业SO2污染减排中担负了主要贡献作用,贡献率为50.46%,造纸业、化学原料及制品行业、农副食品加工业的COD技术减排效应分别为309万t、103万t、135万t,最终给出了我国主要工业部门的SO2和COD技术减排效应对总减排效应的贡献度,分别为66.05%、51.10%,表明技术减排是"十一五"期间顺利实现污染减排的重要保证。  相似文献

Metallurgical production is the largest polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/F) emission source in China. However, PCDD/F monitoring and research are rarely conducted on primary metallurgical production. In this study, a demonstration primary copper smelter in China was selected to investigate PCDD/F characteristics and control. Samples were collected from major PCDD/F release points in the smelter process (fly ashes and waste water sludge). Specific analysis of PCDD/F congeners was carried out using a high resolution gas chromatography/high resolution mass spectrometry method. The results showed that PCDD/Fs might be unintentionally produced in the primary copper smelter processes, with sample concentrations of 180–6110 pg/g dry wt; highly chlorinated PCDD/F homologues were predominant. The toxicity of all the samples was calculated to be 120 pg WHO TEQ/g, fly ashes from the refining process furnaces air pollution control device and sludge were hazardous waste with higher PCDD/F toxicity. Both precursor formation and de novo synthesis were found to contribute to PCDD/F formation in the smelter process. PCDD/F characteristics and formation were compared with reported secondary copper smelters. Life-cycle control of PCDD/F was proposed for retrofitting of this smelter and for similar plants in China's primary copper production sector, including control at the PCDD/F formation, removal and disposal stages.  相似文献

温室效应导致的全球变暖是备受瞩目的环境问题之一,其中垃圾填埋场产生填埋气是全球温室气体的重要来源。文章从垃圾填埋场的CH4产生、CH4减排技术和覆盖层CH4氧化行为及其影响因素等方面对国内外研究现状进行总结,为全面认识垃圾填埋场的CH4减排提供参考。目前,填埋场CH4减排技术包括填埋层原位减排、资源化利用和末端控制技术等,其中准好氧填埋技术和生物覆盖层甲烷氧化技术是适合我国现阶段大量中小型填埋场CH4减排要求的技术。填埋场覆盖层的特性如温度、含水率、有机质含量、pH值、孔隙率、CH4/O2比、植被和无机氮等都会影响其甲烷氧化能力,是填埋场覆盖层甲烷氧化能力研究和调控的主要参数。  相似文献

排污权交易理论的提出解决了发展经济与治理环境不能并行的难题。以欧盟碳排权交易体系为标志的世界范围内的碳排放权交易市场已逐步形成,碳排放权交易的实施减缓了全球气候变暖的速度,改善了人类赖以生存的生态环境,从长期看也促进了该政策实施地经济的发展。CDM机制下拥有世界上最大碳供应量的中国在国际碳排放权交易市场上却一直处于价格接受者的地位,辛苦的减排成果却给国外买家创造了丰厚的利润。国内有关碳排放权交易的理论研究与交易市场的试点运行早已在前几年展开,目前也取得了较大的进展。全国7个碳交易试点运行市场在2014年6月达到了交易的高峰期,交易量达到285.9227万吨,交易额达到了16398.2325万元。另据国家发改委统计,截至2014年10月,7个碳交易试点省市共完成交易1375万吨二氧化碳,累计成交金额超过5亿元人民币。然而这样的交易额对蕴含巨大减排潜力的中国而言远远不足,中国的碳排放权交易市场还不够成熟,试点地区的碳交易市场也比较分散,尚未形成全国统一的排放权交易市场。碳排放企业参与碳交易市场的积极性不足,导致碳排放配额流动性过低,市场交易量较低,交易市场的活跃度不够,这对想要在2016年运行全国统一性碳排放权交易市场的中国来说是一重大挑战。文章首先分析对比了国内外排污权交易市场的运行机制与现状,其次对目前中国7大碳排放交易试点地区的市场成交额与成交量等交易状况基础进行分析,找出碳排放交易市场发展缓慢的根本原因,结合碳排放权金融市场的发展与碳金融衍生产品的创新,为中国在国际排放权市场上赢得话语权以及争取是“十三五”期间构建相对成熟稳定的国内排放权交易市场的给出建议。  相似文献

Costa Rica’s national parks stand as a model for the preservation of biodiversity in the tropics, with 622,000 ha, or 12.2%, of the country set aside in preserves. In 1970, efforts to establish the parks were met with indifference but a practical strategy for nature conservation and favorable opportunities led to success, including establishment of Poas Volcano, Cahuita, Santa Rosa and Tortuguero National Parks in 1970–1971. Since then we have concentrated on four main activities. (1) procuring funds and personnel; (2) obtaining national and international support; (3) developing conservation education programs; and (4) getting environmental legislation passed Today we continue to build the national park system. We are creating a system of national forests, encouraging commercial reforestation and management of private land, consolidating the national parks system, and continuing to raise funds. Because most tourism is based on the national parks, we are asking the tourism industry to do its fair share to support the parks and to encourage wise use and conservation. Many organizations use funds to maintain an international bureaucracy rather than supporting direct conservation in the field. We do not need more planning studies and documents to tell us what to do, but instead we need funds to make environmental conservation a reality at the grass-roots level. International environmental standards should be set by a United Nations environmental organization that is empowered to infringe on the sovereignty of individual states in environmental matters. Future concerns for the national parks of Costa Rica include the economic situation, conservation education, the need to demonstrate the monetary value of conservation, population growth, the need for citizen involvement and the need for effective environmental legislation.  相似文献
