Flood risk has increased in France in the last 20 years and is projected to increase further in the future due to climate change and increase in exposure. Since 1982, France has had a natural disasters insurance system (‘CatNat’) in place that covers flood damage. This insurance system has been combined with what are called ‘Risk Prevention Plans’ (PPRs) in order to stimulate the undertaking of flood risk mitigation measures by communities and households. However, these schemes do not provide optimal incentives for flood damage reduction. This is confirmed by the results from a survey about flood preparedness of 885 households who live in flood-prone areas in France, which are presented in this paper. Moreover, this study provides suggestions for improvement, which are assessed on their potential economic, social and political implications. Among these suggestions are increasing the effectiveness of PPRs and increasing the incentives to apply and implement PPRs; improving the monitoring of the implementation of damage mitigation measures; and the possibility to differentiate premiums and deductibles according to flood risk.  相似文献

This paper evaluates willingness-to-pay (WTP) for flood insurance and floodgate installation in Tainan, Taiwan, and finds that household flood precaution (observing the water level) has a minor effect in terms of increasing the WTP for flood insurance, rather than decreasing it. The reason for this is that people who have public flood protection nearby do not lower their WTP for floodgate and insurance, and those who live near the water source of floods and exhibit precautionary behavior have higher risk perceptions and intend to pay more. The adopted mitigation (having sandbags or other barriers) will not affect the intention to further mitigate or buy insurance. This also means that adverse selection in relation to flood insurance is not serious in the flood-prone area of Tainan. Households may be aware of the limitation of public flood protection though the precautionary behavior, and found that flood insurance can compensate for most of the flood damage.  相似文献

黄河下游为一条地上悬河,存在着严重的地震危险性,未来强震会引起大堤失稳开裂,造成特大水灾。本文研究了黄河下游菏泽和滨州地区断裂及地震活动特征,对比历史上地震发生对黄河大堤的影响,认为黄河东明——粱山段和滨州段将是黄河下游具潜在危险的地段,并提出了防御措施,这对减轻或避免黄河下游地区因地震活动而引起的水灾具有重要意义。  相似文献

自然灾害的本质属性是社会问题。社会的发展,环境的改变以至防洪工程的兴建都影响以至增大灾害的损失。因此,减轻洪水灾害的有效途径,一方面要尽可能控制自然态洪水的泛滥,另一方面则应调整社会的发展布局、有关的对策和实践活动以适应洪水。我国的防洪方针应进一步从单纯注重调动工程手段去控制洪水,向工程与非工程防洪相结合的方向发展,动员全社会投入,从而有效地提高防洪减灾的能力。  相似文献

Today, many advocate insurance as a tool for coping with natural disasters. Beyond providing prompt financial relief to victims of disasters, insurance can also incentivise individuals to invest in preventive measures if insurers reward such efforts with reduced premiums. However, insurers might be unable to reward investments in precautionary measures with lower premiums if they are ill-informed about individual-level risks. Here, we explore how Ghanaian home insurers respond to investments in flood risk reduction by asking them to quote premiums for four identical buildings; two had investments in flood risk reduction, while the other two had none. We find that insurers did not reward investments in risk reduction, with some charging higher premiums for elevated buildings, suggesting they have interpreted such preventive measures as a sign of high flood risk. This failure to reward investments in precautionary measures may discourage insured homeowners from investing in risk reduction.  相似文献

Over many centuries, the repeated and serious flooding of many of China's ancient cities has led to the development of various measures to mitigate the impact of floods. These have included structural measures, such as the construction of walls, dams and dykes, with tree planting for soil consolidation; installation of drainage systems and water storage capacity; the raising of settlement levels and the strengthening of building materials. Non-structural measures include warning systems and planning for emergency evacuation. Urban planning and architectural design have evolved to reduce flood damage, and government officials have been appointed with specific responsibilities for managing the flood control systems. In view of the serious consequences of modern neglect of these well-tried methods, this paper examines China's historical experience of flooding and demonstrates its continuing relevance for today. A brief historical survey is followed by a detailed discussion of various flood prevention measures. The paper is illustrated by city plans from ancient local chronicles.  相似文献

Motor vehicle-related deaths account for more than half of all flood fatalities in the United States, but to date, very little is known about the risk factors associated with why people drive into flooded roads. Using data from survey questionnaires administered in Denver, CO, and Austin, TX, this paper suggests that people who do not take warnings seriously are more likely to drive through flooded roads, as are people aged 18–35, and those that do not know that motor vehicles are involved in more than half of all flood fatalities. In Denver, people who have not experienced a flood previously and those who do not know they live in flood-prone areas are also more likely to drive into flooded roads.  相似文献

This paper evaluates the mitigation effect of Tokai earthquake measures on housing damage using a counterfactual approach. It focuses on those measures that stimulate ex‐ante investment in disaster prevention in the supposedly affected area, including earthquake‐proof retrofitting and improved housing construction; the effect of the measures on housing losses is estimated monetarily. The study compares factual disaster damage computed using a real distribution of houses with counterfactual damage to a hypothetical housing distribution that would occur if the measures were not implemented. The key findings are: (i) the disaster mitigation effects of Tokai earthquake measures on housing amount to approximately JPY 18 billion (USD 0.18 billion) for Yamanashi Prefecture and JPY 0.26 trillion (USD 2.6 billion) for Shizuoka Prefecture, which would be at the centre of the event; (ii) a before–after comparison biases estimates of the mitigation effect; and (iii) statistically, the measures do not mitigate the housing damage predicted for an earthquake in Tokai.  相似文献

目前,我国很多地区特别是海河流域面临着严峻的水资源短缺,而洪水资源化是缓解水资源短缺的措施之一.在此背景下,通过蓄滞洪区合理调度运用,将分洪标准以下的中小洪水部分转化为可供利用的水资源的设想随之形成.为配合这一设想的研究,结合"十五"攻关项目"海河流域蓄滞洪区洪水资源化利用示范研究",以海河流域大黄铺洼蓄滞洪区为例,开发了蓄滞洪区规划与管理信息系统.本文对该系统的总体目标、逻辑结构、软硬件环境及主要功能进行了介绍.该系统的运用为大黄铺洼蓄滞洪区洪水风险调度、洪水资源化利用、合理经济发展与生态修复模式的选择等建议的提出提供了决策支持.进一步改进完善该系统,提高其通用性,能够为其他蓄滞洪区的规划管理提供决策借鉴.  相似文献

This study was initiated to test if structural flood-alleviation measures were more popular than non-structural measures among the floodplain residents of the Yangtze Delta, because of the long tradition of 'living with embankments and other flood control structures'. The results of a pilot questionnaire survey among 239 respondents from four sample villages of two typical floodplains of the delta indicated that, contrary to expectations, the non-structural measure of flood insurance attracted more favourable responses (97 per cent) than any one of the structural measures, although the latter were also frequently selected by the respondents (64 – 92 per cent). A number of multivariate logit regressions between each of the preferred flood-alleviation measures and the respondents' flood adaptations identified some of the determinants of these preferences. For a more complete explanation of the causes of popularity of various flood-alleviation measures, further research should incorporate a behavioural model with trade-offs for alternative measures.  相似文献

Where floods are prevalent, decisions on how to mitigate vulnerability are made within a social-cultural context that includes values (and related customs, norms, beliefs, technology) of local people, which have evolved through interactions with the physical environment. Consequently, the success of floodplain management and flood mitigation activities is determined, at least in part, by the nature of values that impact the decision-making process. This paper explores this contention by considering the community values context surrounding flood risk management in two small Canadian communities in the Red River Basin.

Using a qualitative methodology that includes semi-structured interviews with residents, community values are identified and accounted for in the context of flood vulnerability. Values discussions are organized around seven broad categories: community identity and community attributes; community economic development; technical and nonstructural approaches; civic engagement; flood legacy; personal rights and liberties; and shared values. Challenges posed by key identified values and their policy implications are considered. Some values are found to act as constraints if sustainable floodplain management practices are to be realized.  相似文献

The disastrous floods of July 1934 in Tabriz are examined in the context of the history of floodinginthe city, which is crossed by a dry stream bed liable to sudden Inundation by mountain torrents from the southeast. Few details of past events have survived, suggesting that relatively little significance has been attached to them. Typically, flood dykes were inadequately maintained. This neglect, combined with a radical alteration in urban topography after 1925, when broad straight avenues were constructed through the old heart of the city, led to serious losses from flooding twice in 1929 and again in 1934. Enhanced perception of the flood risk finally found expression in the adoption of large scale engineering measures to mitigate future events, including strengthening protective dykes and widening the river channel through the city. These works have reduced vulnerability to flooding from river overflow. No long-term detrimental Impact of the 1934 flood has been observed. Some of the physical and social parameters that have influenced the vulnerability of Tabrizinthe past continue to be present both there and elsewhere in Iran, and they may be characteristic also of other regions with comparable natural environments or in a similar stage of socio-economic development.  相似文献

我国洪涝灾害频繁,损失极大,引人注目。洪水的风险分析工作是实施非工程措施,从而科学有效地防洪减灾的前提和基础。在概括系统风险定义和来源的基础上,对洪水风险分析的研究现状作了评述。洪水风险分析的研究方法已从直接积分法、蒙特卡罗法、均值一次两阶矩法,发展到改进一次两阶矩法、二次矩法和JC法等。综述了洪水风险分析的研究成果,同时建议:(1)明确并统一风险分析的内涵;(2)开展“风险分析的风险”的研究;(3)将熵理论引入到风险分析之中;(4)拓展风险分析的基本理论和研究方法,如应用模糊信息优化处理技术、灰色系统、未确知数学等。  相似文献

The United Kingdom has experienced several exceptional summer flash floods in recent years and there is growing concern about the frequency of such events and the preparedness of the population. This paper uses a case study of the upper Ryedale flash flood (2005) and questionnaire and interview data to assess local perceptions of upland flash flooding. Experience of a major flash flood may not be associated with increased flood risk perception. Despite local residents’ awareness of a trend towards wetter summers and more frequent heavy rainfall, the poor maintenance of rivers was more frequently thought to be a more significant factor influencing local flood risk than climate change. Such findings have important implications for the potential success of contemporary national flood policies, which have put greater emphasis on public responsibility for responding to flooding. This study recommends, therefore, the use of fresh participatory approaches to redistribute and raise awareness of locally‐held flood knowledge.  相似文献

This paper investigates coping and adaptation strategies and institutional perceptions of hydrological risk at the local scale in Santarém, an Amazonian city in the state of Pará, Brazil. Methods and tools of analysis encompassed secondary data, field observations, and qualitative techniques (focus-group discussions and in-depth interviews). Stakeholders from affected neighbourhoods describe their means of coping with and adapting to flooding, focusing on purposefulness, type of initiative and investment, risk timing, temporal and spatial scope, and performance. The results comprise an inventory of 16 mostly structural measures. The perceptions of six institutions of general responses to flooding are presented as opinions on actions that reduce the effects of such events, individual strategies and collective community endeavours in at-risk areas, and the activities of the public and private sectors to manage floods. Understanding of coping and adaptation strategies and knowledge of institutional flood risk perceptions can benefit the implementation of risk and disaster reduction policies and practices.  相似文献

基于洪水风险的定义,从洪灾发生概率、洪灾后果评估、风险评价指标和防洪标准经济优化决策原则等方面阐述了中荷两国在洪水风险分析研究方面的异同,初步分析了存在差别的原因以及两种方法的特点.在分别应用中国和荷兰现有风险评估方法分析安庆市堤防圈的洪水风险的基础上,探讨了将两国的风险分析方法进行整合的思路.算例表明,将堤防的工程风险与洪水本身出现的水文风险相结合,并考虑在不同洪水位下损失的差异的方法是与洪灾发生机理相符,综合考虑了各种不确定因素的、切合我国洪灾特点的一种值得进一步深入研究的新方法.  相似文献

根据山区沿河公路灾害的特点,将以岩土介质为主的传统地质灾害类型和水沙介质灾害类型整合,提出了“广义地质灾害体”的概念,并以介质组成为标准进行了广义地质灾害体分类.在孕灾环境评价和致灾因子评价的基础上,提出了广义地质灾害体的孕灾环境与致灾因子异相耦合发育机理.基于公路承灾体健康的理念,认为公路承灾体易损性主要受控于公路结构本身的健康性态,采取技术可行、经济合理的技术措施使结构健康复原是工程性减灾措施的目的.将公路承灾体类型分为结构性承灾体和功能性承灾体两类.提出了公路地质风险的耦合对抗形成机制,即公路地质风险是广义地质灾害体危险性与公路承灾体易损性之间时空耦合对抗的结果.认为地质风险评估是关于多因素非线性灾害风险系统的预测评价问题.根据地质风险形成的耦合机制,提出了采用解耦措施来逆向控制公路地质风险形成演化过程的减灾思路.针对山区沿河公路,给出了从孕灾环境、致灾因子、广义地质灾害体危险性、承灾体易损性评价到地质风险评估的思路与一般函数表达式.  相似文献
