固体废物进出口是影响我国生态文明建设及区域可持续发展的重要因素,也是最近环境管理关注的焦点。为了认识我国固体废物的进出口形势和全球固体废物贸易的格局,本文以进口量最大的固体废物——废纸为例,系统总结梳理了近年来我国废纸进出口情况的演化,绘制了2016年国际废纸贸易的流向地图,从2015年以来的废物管理政策调整出发探讨未来废纸产业的发展和转变。研究发现:(1)作为主要的造纸原材料,我国废纸进口量从1996年的137万t增加到2016年的2850万t,增长了近20倍。(2)当前全球废纸贸易突出表现为发达国家出口、发展中国家进口的格局,我国作为最大的废纸进口国,进口约占全球总量55%的废纸,美国则为最大的废纸出口国,出口约占全球总量36%的废纸。(3)应对洋垃圾入境的挑战,未来我国应在进口管控、再生资源产业发展等多个方面继续加强政策的引导和调控作用,激励国内的再生资源市场,促使废纸利用企业调整产业布局,加快产业转型。 相似文献

对固体废物应进行全过程管理,固体废物鉴别是固体废物全过程管理的基础和关键,包括依据产生来源鉴别和过程鉴别两种方法,依据产生来源鉴别包括丧失原有利用价值的物质、在生产过程中产生的副产物、环境治理和污染控制过程中产生的物质、其他物质四类,在每一类中详细地列举了属于该产生来源的具体固体废物种类名称,便于理解和增强可操作性。过程鉴别包括在固体废物再生利用过程和处置过程中的固体废物鉴别两类,其中在再生利用过程的固体废物鉴别中明确指出了固体废物再生利用产物只有同时满足产品质量标准要求、国家污染控制标准要求以及有实际市场需求、固定用户等条件时,才不作为固体废物管理,在处置过程的固体废物鉴别中具体地列出了处置固体废物全过程中仍然作为固体废物管理的国际惯用处置方式。同时,给出了清晰的"原料—产品—固体废物—处置或产品"全过程中固体废物的产生节点和相应的固体废物类别图,为固体废物鉴别工作提供参考,使固体废物全过程管理有的放矢,有效防止固体废物对环境和人体健康造成的危害。 相似文献

当某种固态、半固态物质不再具有原有的价值,它就成了固体废物,并可能在产生、排放、收集、贮存、运输、利用、处理和处置过程的任何一个或多个环节产生对环境的污染危害。对固体废物进行全过程监督管理因而显得尤为重要。本文回顾了全过程固体废物管理实施方法,包括生命周期清单和生命周期评价方法,用于废物管理系统的模型,在固体废物产生量预测、收集系统最优化以及处理处置设施选址等步骤中,各自所用不同方法的进展,以及在一些较发达国家和地区的管理实例。最后讨论了这些进展对我国固体废物相关管理的启示。 相似文献

2015年7月,国务院印发《关于积极推进"互联网+"行动的指导意见》,鼓励利用物联网、大数据开展信息采集、数据分析、流向监测,跟踪废物流向,创新再生资源回收模式。我国固体废物种类多、数量大,部分废物具有一定的综合利用价值。从环境风险角度来看,需要关注固体废物生产、转移、利用、处置等多个环节,一直是环境管理的难点。但以大数据和云计算为代表的新技术为推动固体废物有效利用、提升环境风险防控能力提供了可能。文章介绍了新加坡利用大数据关联模型分析技术开展共生产业园区规划和建设,以及江苏省利用大数据和物联网技术开展危险废物转移动态监管的案例,分析了大数据应用在固体废物管理方面的优势和存在的挑战,为固体废物管理大数据建设提出了初步设想。未来固体废物大数据的建设应围绕《土壤污染防治行动计划》,首先要服务社会,实现数据共享和信息公开;其次要服务于日常管理,固体废物管理部门可以通过大数据应用辅助决策,落实简政放权,实现智慧管理;再次要服务于环境应急,通过对固体废物全生命周期的数据实时采集和动态分析,整合应急资源,服务应急救援。 相似文献

核事故与放射性废物安全管理是核电可持续发展的两大制约因素。本文针对目前核电厂面临的积存的低中放固体废物超出暂存库设计容量和时间的困境,分析核电持续发展带来的放射性固体废物的处置需求和放射性风险,深入探讨了我国低中放固体废物处置现状和存在的问题,认为问题存在的深层原因主要是废物处置责任划分不明确、核电发展与放射性废物管理的国家职能存在割离,在此基础上提出加快出台放射性固体废物处置选址规划、建立独立的放射性固体废物贮存和处置公司、建立和完善放射性废物管理基金制度等政策建议。 相似文献

This paper presents a critical assessment of the existing Lebanese industrial sector, namely the current status and classification of industrial establishments based on a comparative synthesis and analysis of recent nationwide surveys and studies pertaining to industrial-waste management. Characterisation of solid and liquid industrial wastes generated, including hazardous wastes, is presented together with current and projected waste loads, recycling opportunities, and export/import practices. Institutional capacity and needs pertaining to the enforcement of relevant environmental legislation, staffing and resources, monitoring schemes, and public participation are critically evaluated. Finally, realistic options for industrial-waste management in the context of country-specific institutional economic and technical limitations are outlined. The industrial sector in Lebanon consists of small-scale industries (84% employ less than 10 persons), primarily involved in light manufacturing (96%). These industries which are distributed among 41 ill-defined zones and deficient in appropriate physical infrastructure, generate solid, liquid, and hazardous waste estimated at 346,730 tons/year, 20,169,600 m3/year and between 3000 to 15,000 tons/year, respectively. Although the growth of this sector contributes significantly to the socio-economic development of the country (industry accounts for 17% of the gross domestic product), in the absence of a comprehensive environmental management plan, this expansion may not be sustained into the coming millennium. The anticipated expansion will inevitably amplify adverse environmental impacts associated with industrial activities due to rising waste volumes and improper waste handling and disposal practices. These impacts are further aggravated by a deficient institutional framework, a lack of adequate environmental laws, and lax enforcement of regulations governing industrial-waste management. 相似文献

Environmental justice studies that focus on the management of municipal solid waste (MSW) typically examine the unequal distribution of associated health and environmental risks in minority social groups and the political processes that generate these inequalities. With the aim to complement current views on the field, in this work, we explore whether there is an issue of environmental justice in municipal systems' grade of self-sufficiency in treating the MSW that they generate and in their effort to close their material cycles. The methodology used is based on the concept of urban metabolism and is applied to 12 coastal municipalities of Barcelona's Metropolitan Region in Spain. The metabolism of the MSW flows of each system is analysed to examine (i) the system's efficiency to close its MSW cycles, corresponding to an indicator of environmental sustainability, and (ii) the MSW export and import flows, as an indicator of social sustainability. The results demonstrate a positive correlation between socioeconomic status and the externalisation of MSW treatment-related hazards. The proposed indicator proves to be an excellent tool for the evaluation of both the environmental and social performance of a system considering MSW management. 相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system. 相似文献

Indicators and indices are important tools that assist decision makers to formulate and implement plans for management at local, national and international levels. Four indicators for hazardous waste management are described that have recently been adopted within the United Nations framework of Indicators of Sustainable Development. Although these four indicators will be useful tools, the need for a broader range of policy-relevant qualitative and quantitative indicators, proxy indicators and indices is outlined. The argument is advanced that in order for all nations to better manage the range of hazardous waste issues, including waste generation, export/import and disposal, a set of innovative indicators and indices is required. Useful indicators and indices are described that could be used to link and quantify likely environmental, ecosystem and health impacts and risks especially from hazardous waste disposal. Indicators are also suggested that could be used to illustrate the shift in industrial strategy away from end-of-pipe processes towards waste recycling, cleaner production and integrated life-cycle analysis. It was concluded that until the lack of reliable and harmonized data on hazardous waste is addressed, indicator development and use by national and international decision makers cannot readily be implemented. 相似文献

The management system for solid and liquid organic waste affects the environment and surrounding technical systems in several ways. In order to decrease the environmental impact and resource use, biological waste treatment and alternative solutions for sewage treatment are often advocated. These alternatives include increased agricultural use of waste residuals. To analyse whether such proposed systems indicate improvements for the environment and its sustainability, systems analysis is a useful method. The changes in environmental impact and resource use is not only a result of changes in waste treatment methods, but also largely a result of changes in surrounding systems (energy and agriculture) caused by changes in waste management practices. In order to perform a systems analysis, a substance-flow simulation model, the organic waste research model (ORWARE), has been used. The results are evaluated by using methodology from life cycle assessment (LCA). An economic analysis was also performed on three of the studied scenarios. The management system for solid organic waste and sewage in the municipality of Uppsala, Sweden, was studied. Three scenarios for different treatments of solid waste were analysed: incineration with heat recovery, composting, and anaerobic digestion. These three scenarios included conventional sewage treatment. A fourth scenario reviewed was anaerobic digestion of solid waste, using urine-separating toilets and separate handling of the urine fraction. The results are only valid for the case study and under the assumptions made. In this case study anaerobic digestion result in the lowest environmental impact of all the solid waste management systems, but is costly. Economically, incineration with heat recovery is the cheapest way to treat solid waste. Composting gives environmental advantages compared to incineration methods, without significantly increased costs. Urine separation, which may be implemented together with any solid waste treatment, has great advantages, particularly in its low impact on the environment. In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union. 相似文献
