Abstract: Adequacy of the ongoing koala policy process and whether it can conserve koalas is currently in dispute. To address this issue, interdisciplinary guidelines are available to improve koala policy and management and to find consensus. These guidelines focus attention on five policy elements. The first three are rational, political, and moral perspectives on koala policy; the fourth the standpoint of a participant, and the fifth is knowledge integration for practical action. We discuss and illustrate these elements with koala case material. Rationality in policy is addressed through problem orientation, which requires participants to clarify goals, identify problems, and create alternatives in an iterative way. We examined the political dynamics—value clashes—in decision processes. A decision process ideally clarifies and secures common interests. We provide standards for each decision function, such as reliability, comprehensiveness, timeliness. Morality rests on basic premises that are used to justify policy positions. Clarification of the participant's standpoint addresses differing personalities, epistemologies, disciplines, and organizational and parochial biases. Integrating knowledge for practical policy action requires a conceptual framework that is up to the demands of the task. Together the five policy elements make up a logically comprehensive set of interrelated concepts for koala policy development, implementation, and appraisal. Many opportunities exist to use these guidelines skillfully in on-the-ground koala conservation efforts to improve koala policy outcomes. 相似文献

Abstract: The koala currently needs conservation intervention. There is clear evidence of decline in many populations, but the existence of other stable or expanding populations offers the possibility of a variety of creative solutions to their conservation problems. The 1998 National Koala Conservation Strategy emphasizes the need to obtain demographic information and to use this information to assess management options for koalas. We need accurate diagnoses of the status of koala populations and forecasts of their demographic future with and without particular management actions. In a qualitative fashion, this process has been undertaken many times on a local and national scale. Quantitative demographic forecasting tools are increasingly available, and koala management could benefit from their application both at the scale of individual populations and more broadly. There is already a considerable body of suitable data on the dispersal, effects of normal and catastrophic environmental variation on reproduction and survival, and on the effects of habitat change. Demographic forecasting, however, is hampered because the full suite of information is rarely available from a single population. In two Queensland populations, retrospective population viability analyses provided forecasts that were in agreement with observed population trends. Work is needed to determine whether data from one population can be applied to other populations. Models can then be developed to make projections at a multipopulation level on the basis of local population dynamics and dispersal. Certain koala populations, because of their long history of study, offer the opportunity to test demographic models retrospectively. These tests will not only aid in fine-tuning the models for koala biology and data but will also assist with the more general process of validating the models. 相似文献

Abstract: A critical issue affecting the long-term management of koalas is their perceived conservation status. Koalas still occur in many areas throughout their historical range, but numbers of animals are estimated to vary from <100,000 to at least one order of magnitude higher. Complex factors limit free-ranging koala populations, including food tree preferences, history of disturbance, and Chlamydia infection, all of which make longer-term population trends of many populations difficult to predict. Lack of consensus regarding the size and viability of remaining populations and regarding the extent of and reasons for decline, overabundance or in some instances, hinders the conservation task. A reappraisal of population trends suggests that, notwithstanding localized management issues in Victoria and South Australia, overall the species is "vulnerable" on the basis of current World Conservation Union criteria. Recommendations for more effective conservation of koalas include (1) acknowledging the legitimacy of differing perspectives, (2) recognizing the uncertainty and assumptions inherent in population estimates and trends, (3) applying greater rigor and developing better standards for monitoring population trends, and (4) being cautious in assigning conservation status to national, state, and regional populations. 相似文献

Abstract: Models of what makes good koala habitat are a key to developing effective conservation policy and practices. Koala habitat models are based on (1) ecological studies of high-density koala populations in limited areas, (2) physiological studies of koala nutrition and characteristics of food plants, and (3) surveys of koala geographic distribution and biophysical features of forests and woodlands. The role of models in koala conservation varies because legislators, decisionmakers, land managers, and citizens have different expectations and uses for models. Although current habitat models address many of these needs, overall they lack sufficient certainty and authority to resolve disputes and develop policy. Unpublished and inadequately peer-reviewed data and models add to misinterpretation and argument. Improvements are needed in the decision-making process to increase the constructive involvement of all interest groups and to focus on the koala conservation problem, thereby reducing use of the popular media and courts of law to achieve objectives. 相似文献

Despite decades of discussion and implementation, conservation monitoring remains a challenge. Many current solutions in the literature focus on improving the science or making more structured decisions. These insights are important but incomplete in accounting for the politics and economics of the conservation decisions informed by monitoring. Our novel depiction of the monitoring enterprise unifies insights from multiple disciplines (conservation, operations research, economics, and policy) and highlights many underappreciated factors that affect the expected benefits of monitoring. For example, there must be a strong link between the specific needs of decision makers and information gathering. Furthermore, the involvement of stakeholders other than scientists and research managers means that new information may not be interpreted and acted upon as expected. While answering calls for sharply delineated objectives will clearly add focus to monitoring efforts, for practical reasons, high‐level goals may purposefully be left vague, to facilitate other necessary steps in the policy process. We use the expanded depiction of the monitoring process to highlight problems of cooperation and conflict. We critique calls to invest in monitoring for the greater good by arguing that incentives are typically lacking. Although the benefits of learning accrued within a project (e.g., improving management) provide incentives for investing in some monitoring, it is unrealistic, in general, to expect managers to add potentially costly measures to generate shared benefits. In the traditional linear model of the role of science in policy decisions, monitoring reduces uncertainty and decision makers are rational, unbiased consumers of the science. However, conservation actions increasingly involve social conflict. Drawing insights from political science, we argue that in high‐conflict situations, it is necessary to address the conflict prior to monitoring. Abstract: Identifying and conserving faunal habitat on private lands has been conducted largely on a site-by-site basis as development proposals arise. We sought to map koala habitat at a scale suitable for use by a local planning authority so that habitat remnants could be protected and managed while remaining in private ownership. At this scale, the level of detail and accuracy needed by local planners required a new approach to mapping koala habitat. Two independent techniques, community and field surveys, were employed. We mailed a survey to every household in Coffs Harbour shire. Respondents told of 3309 koala sightings. We conducted a field survey, a plot-based scat ( fecal pellet) search, to determine which vegetation types and tree species were preferred by koalas. We surveyed 119 sites, which contained 42 different vegetation types. Of these, 37 (31%) had been used by koalas. The outcomes of the community and field surveys were combined to produce a distribution map of koala habitat. The most striking outcome has been the use of our results by the local government authority, Coffs Harbour City Council: planners have incorporated the koala habitat map into their local environmental plan. Our procedure offers a rigorous, repeatable, and publicly accessible method for identifying and mapping important habitat for the purposes of land-use planning, an essential procedure for conserving habitat outside the reserve system. 相似文献

Abstract: Models of species' distributions are commonly used to inform landscape and conservation planning. In urban and semiurban landscapes, the distributions of species are determined by a combination of natural habitat and anthropogenic impacts. Understanding the spatial influence of these two processes is crucial for making spatially explicit decisions about conservation actions. We present a logistic regression model for the distribution of koalas ( Phascolarctos cinereus ) in a semiurban landscape in eastern Australia that explicitly separates the effect of natural habitat quality and anthropogenic impacts on koala distributions. We achieved this by comparing the predicted distributions from the model with what the predicted distributions would have been if anthropogenic variables were at their mean values. Similar approaches have relied on making predictions assuming anthropogenic variables are zero, which will be unreliable if the training data set does not include anthropogenic variables close to zero. Our approach is novel because it can be applied to landscapes where anthropogenic variables are never close to zero. Our model showed that, averaged across the study area, natural habitat was the main determinant of koala presence. At a local scale, however, anthropogenic impacts could be more important, with consequent implications for conservation planning. We demonstrated that this modeling approach, combined with the visual presentation of predictions as a map, provides important information for making decisions on how different conservation actions should be spatially allocated. Making Sense of the Policy Process for Carnivore Conservation 总被引:2,自引:0,他引:2
Grizzly bears ( Ursus arctos horribilis ), mountain lions ( Puma concolor ), wolverines ( Gulo gulo ), wolves ( Canis lupus ), and lynx ( Felis lynx ) are all top-level carnivores in the Rocky Mountains of the northern U.S. and southern Canada. Because of their body size and high trophic position, these species require abundant prey species and large habitat areas—requirements that make their conservation a controversial public policy problem. Because the challenge of conserving these species extends beyond biological issues, it is necessary to involve other relevant disciplines and perspectives in understanding and solving the problem. Our examination of the context, content, and process of large carnivore conservation policies suggests more effective and active roles for scientists in designing solutions to the problem of landscape-level carnivore conservation. Scientists must develop an understanding of the range of participants in the policy process and the ways in which these participants receive and utilize information. This knowledge of the policy process could help scientists to better understand their roles in framing and clarifying policy questions, projecting the consequences of various alternatives, and presenting policy information in appropriate fora. 相似文献

Abstract: Most scientists take ethical arguments for conservation as given and focus on scientific or economic questions. Although nature conservation is often considered a just cause, it is given little further consideration. A lack of attention to ethical theory raises serious concerns for how conservation scientists conceive and practice ethics. I contrast two common ways scientists approach ethics, as demonstrated in the writings of Stephen Jay Gould and E. O. Wilson. Gould casts severe doubt as to whether any ethics are possible from science, whereas Wilson proposes science as the only path to ethics. I argue these two methods ultimately limit popular support for conservation and offer Alasdair MacIntyre's "virtue ethics" as an alternative. Unlike Gould and Wilson, MacIntyre provides an ethical theory that reconciles scientific inquiry and social traditions. Recent studies of the Civil Rights Movement in the United States affirm MacIntyre's claims and provide important insights for conservation today. These accounts argue that social solidarity and political success against segregation were possible only as rooted in the particular language, logic, and practices of a robust cultural tradition. If correct, conservation science should attend to several questions. On what basis can conservation achieve widespread cultural legitimacy? What are the particular social currencies for a conservation ethic? What role does science play in such a scheme? MacIntyre's careful positioning of scientific and social traditions provides a hopeful ethical direction for conservation. 相似文献

Abstract: The development of transportation and energy infrastructure has been a major driver in the conversion of natural ecosystems in Brazil since the nineteenth century. Although this pattern is present in most countries, Brazil differs in the scale of opportunities that are still available to build its physical infrastructure while pursuing an ambitious conservation agenda. This advantage stems from the magnitude of intact ecosystems, a dynamic policy environment, and the increasing availability of biological and economic data needed to harmonize conservation with public works. Success depends on integrating conservation and infrastructure planning, rather than relying on the project based, largely ineffective environmental assessment process. Front-loading environmental mitigation and compensation will also help, as will improving public access to, and understanding of, information on the environmental and economic values at stake in major infrastructure decisions. 相似文献

Abstract: There is a complex scientific, ethical, and cultural debate in Australia about how best to conserve koalas and their habitat. Despite the diverse array of management and research options promoted by scientists, wildlife agency staff, and koala advocates, there remains a gap in our acknowledgment of the social factors influencing decision making about koala conservation. Koala management research has generated valuable scientific knowledge about koala biology and ecology but has been weak about organizational and policy processes and about the cultures within which we produce, disseminate, and legitimize this kind of knowledge. We suggest that more effective koala conservation will result from making the political and cultural influences on decision making regarding the koala more explicit in research, management, and policy-making forums. Research must be conducted in the context of the cultural significance of the koala. The koala's survival depends on preserving the valuable lands that these creatures (and many others) inhabit. Ultimately, the koala symbolizes conflicting land-use values and illustrates the need for greater collaboration, cooperation, and trust among social and natural scientists in the conduct of koala conservation research, management, and policy. 相似文献

Coral Bleaching and Global Climate Change: Scientific Findings and Policy Recommendations 总被引:3,自引:0,他引:3
Abstract: In 1998, tropical sea surface temperatures were the highest on record, topping off a 50-year trend for some tropical oceans. In the same year, coral reefs around the world suffered the most extensive and severe bleaching ( loss of symbiotic algae) and subsequent mortality on record. These events may not be attributable to local stressors or natural variability alone but were likely induced by an underlying global phenomenon. It is probable that anthropogenic global warming has contributed to the extensive coral bleaching that has occurred simultaneously throughout the reef regions of the world. The geographic extent, increasing frequency, and regional severity of mass bleaching events are an apparent result of a steadily rising baseline of marine temperatures, combined with regionally specific El Niño and La Niña events. The repercussions of the 1998 mass bleaching and mortality events will be far-reaching. Human populations dependent on reef services face losses of marine biodiversity, fisheries, and shoreline protection. Coral bleaching events may become more frequent and severe as the climate continues to warm, exposing coral reefs to an increasingly hostile environment. This global threat to corals compounds the effects of more localized anthropogenic factors that already place reefs at risk. Significant attention needs to be given to the monitoring of coral reef ecosystems, research on the projected and realized effects of global climate change, and measures to curtail greenhouse gas emissions. Even those reefs with well-enforced legal protection as marine sanctuaries, or those managed for sustainable use, are threatened by global climate change. 相似文献
