There are many barriers to using science to inform conservation policy and practice. Conservation scientists wishing to produce management‐relevant science must balance this goal with the imperative of demonstrating novelty and rigor in their science. Decision makers seeking to make evidence‐based decisions must balance a desire for knowledge with the need to act despite uncertainty. Generating science that will effectively inform management decisions requires that the production of information (the components of knowledge) be salient (relevant and timely), credible (authoritative, believable, and trusted), and legitimate (developed via a process that considers the values and perspectives of all relevant actors) in the eyes of both researchers and decision makers. We perceive 3 key challenges for those hoping to generate conservation science that achieves all 3 of these information characteristics. First, scientific and management audiences can have contrasting perceptions about the salience of research. Second, the pursuit of scientific credibility can come at the cost of salience and legitimacy in the eyes of decision makers, and, third, different actors can have conflicting views about what constitutes legitimate information. We highlight 4 institutional frameworks that can facilitate science that will inform management: boundary organizations (environmental organizations that span the boundary between science and management), research scientists embedded in resource management agencies, formal links between decision makers and scientists at research‐focused institutions, and training programs for conservation professionals. Although these are not the only approaches to generating boundary‐spanning science, nor are they mutually exclusive, they provide mechanisms for promoting communication, translation, and mediation across the knowledge–action boundary. We believe that despite the challenges, conservation science should strive to be a boundary science, which both advances scientific understanding and contributes to decision making. Abstract: Conservation scientists are concerned about the apparent lack of impact their research is having on policy. By better aligning research with policy needs, conservation science might become more relevant to policy and increase its real‐world salience in the conservation of biological diversity. Consequently, some conservation scientists have embarked on a variety of exercises to identify research questions that, if answered, would provide the evidence base with which to develop and implement effective conservation policies. I synthesized two existing approaches to conceptualizing research impacts. One widely used approach classifies the impacts of research as conceptual, instrumental, and symbolic. Conceptual impacts occur when policy makers are sensitized to new issues and change their beliefs or thinking. Instrumental impacts arise when scientific research has a direct effect on policy decisions. The use of scientific research results to support established policy positions are symbolic impacts. The second approach classifies research issues according to whether scientific knowledge is developed fully and whether the policy issue has been articulated clearly. I believe exercises to identify important research questions have objectives of increasing the clarity of policy issues while strengthening science–policy interactions. This may facilitate the transmission of scientific knowledge to policy makers and, potentially, accelerate the development and implementation of effective conservation policy. Other, similar types of exercises might also be useful. For example, identification of visionary science questions independent of current policy needs, prioritization of best practices for transferring scientific knowledge to policy makers, and identification of questions about human values and their role in political processes could all help advance real‐world conservation science. It is crucial for conservation scientists to understand the wide variety of ways in which their research can affect policy and be improved systematically.  相似文献

Abstract: Integrating knowledge from across the natural and social sciences is necessary to effectively address societal tradeoffs between human use of biological diversity and its preservation. Collaborative processes can change the ways decision makers think about scientific evidence, enhance levels of mutual trust and credibility, and advance the conservation policy discourse. Canada has responsibility for a large fraction of some major ecosystems, such as boreal forests, Arctic tundra, wetlands, and temperate and Arctic oceans. Stressors to biological diversity within these ecosystems arise from activities of the country's resource‐based economy, as well as external drivers of environmental change. Effective management is complicated by incongruence between ecological and political boundaries and conflicting perspectives on social and economic goals. Many knowledge gaps about stressors and their management might be reduced through targeted, timely research. We identify 40 questions that, if addressed or answered, would advance research that has a high probability of supporting development of effective policies and management strategies for species, ecosystems, and ecological processes in Canada. A total of 396 candidate questions drawn from natural and social science disciplines were contributed by individuals with diverse organizational affiliations. These were collaboratively winnowed to 40 by our team of collaborators. The questions emphasize understanding ecosystems, the effects and mitigation of climate change, coordinating governance and management efforts across multiple jurisdictions, and examining relations between conservation policy and the social and economic well‐being of Aboriginal peoples. The questions we identified provide potential links between evidence from the conservation sciences and formulation of policies for conservation and resource management. Our collaborative process of communication and engagement between scientists and decision makers for generating and prioritizing research questions at a national level could be a model for similar efforts beyond Canada.  相似文献

Abstract: Adequacy of the ongoing koala policy process and whether it can conserve koalas is currently in dispute. To address this issue, interdisciplinary guidelines are available to improve koala policy and management and to find consensus. These guidelines focus attention on five policy elements. The first three are rational, political, and moral perspectives on koala policy; the fourth the standpoint of a participant, and the fifth is knowledge integration for practical action. We discuss and illustrate these elements with koala case material. Rationality in policy is addressed through problem orientation, which requires participants to clarify goals, identify problems, and create alternatives in an iterative way. We examined the political dynamics—value clashes—in decision processes. A decision process ideally clarifies and secures common interests. We provide standards for each decision function, such as reliability, comprehensiveness, timeliness. Morality rests on basic premises that are used to justify policy positions. Clarification of the participant's standpoint addresses differing personalities, epistemologies, disciplines, and organizational and parochial biases. Integrating knowledge for practical policy action requires a conceptual framework that is up to the demands of the task. Together the five policy elements make up a logically comprehensive set of interrelated concepts for koala policy development, implementation, and appraisal. Many opportunities exist to use these guidelines skillfully in on-the-ground koala conservation efforts to improve koala policy outcomes.  相似文献

Despite broad recognition of the value of social sciences and increasingly vocal calls for better engagement with the human element of conservation, the conservation social sciences remain misunderstood and underutilized in practice. The conservation social sciences can provide unique and important contributions to society's understanding of the relationships between humans and nature and to improving conservation practice and outcomes. There are 4 barriers—ideological, institutional, knowledge, and capacity—to meaningful integration of the social sciences into conservation. We provide practical guidance on overcoming these barriers to mainstream the social sciences in conservation science, practice, and policy. Broadly, we recommend fostering knowledge on the scope and contributions of the social sciences to conservation, including social scientists from the inception of interdisciplinary research projects, incorporating social science research and insights during all stages of conservation planning and implementation, building social science capacity at all scales in conservation organizations and agencies, and promoting engagement with the social sciences in and through global conservation policy‐influencing organizations. Conservation social scientists, too, need to be willing to engage with natural science knowledge and to communicate insights and recommendations clearly. We urge the conservation community to move beyond superficial engagement with the conservation social sciences. A more inclusive and integrative conservation science—one that includes the natural and social sciences—will enable more ecologically effective and socially just conservation. Better collaboration among social scientists, natural scientists, practitioners, and policy makers will facilitate a renewed and more robust conservation. Mainstreaming the conservation social sciences will facilitate the uptake of the full range of insights and contributions from these fields into conservation policy and practice.  相似文献

Although protected areas represent a pivotal response to escalating anthropogenic threats, they face many pressures, inside and outside their boundaries. Amid these challenges, effective conservation is guided by evidence-based decision making supported by dynamic processes of learning and knowledge exchange. Although different models promote knowledge exchange, embedding research scientists within conservation agencies is best suited to supporting evidence-based conservation. Based on available literature and our experiences on several continents, we considered the benefits, challenges, and opportunities associated with embedding research scientists within conservation agencies and the research required to better understand the effectiveness of the embedding model for evidence-based conservation. Embedded researchers provide long-term commitment to building social capital among academic and nonacademic stakeholders; act as skilled gatekeepers who increase 2-way flow of knowledge between scientists and managers; attract, coordinate, and support management-relevant external research projects; drive the design and maintenance of long-term monitoring; and align their research with information needs. Notwithstanding the many benefits, research capacity of conservation agencies is declining worldwide. A significant challenge is that the values, structures, functions, and effectiveness of the embedding model of knowledge exchange remain poorly evaluated and documented. Also, embedded researchers have to balance their desire for creativity and flexibility with the standardization and quality control required by their public sector agencies; may be perceived as not credible because they are not truly independent of their agency; and have to couple scientific productivity with skills for transdisciplinary research, social facilitation, and stakeholder engagement. Systematic research on embedding and other models of knowledge exchange, across different world contexts, is required to better understand the benefits, costs, and institutional arrangements associated with different models.  相似文献

Adaptive management implies a continuous knowledge‐based decision‐making process in conservation. Yet, the coupling of scientific monitoring and management frameworks remains rare in practice because formal and informal communication pathways are lacking. We examined 4 cases in Micronesia where conservation practitioners are using new knowledge in the form of monitoring data to advance marine conservation. These cases were drawn from projects in Micronesia Challenge jurisdictions that received funding for coupled monitoring‐to‐management frameworks and encompassed all segments of adaptive management. Monitoring in Helen Reef, Republic of Palau, was catalyzed by coral bleaching and revealed evidence of overfishing that led to increased enforcement and outreach. In Nimpal Channel, Yap, Federated States of Micronesia (FSM), monitoring the recovery of marine food resources after customary restrictions were put in place led to new, more effective enforcement approaches. Monitoring in Laolao Bay, Saipan, Commonwealth of the Northern Mariana Islands, was catalyzed by observable sediment loads from poor land‐use practices and resulted in actions that reduced land‐based threats, particularly littering and illegal burning, and revealed additional threats from overfishing. Pohnpei (FSM) began monitoring after observed declines in grouper spawning aggregations. This data led to adjusting marine conservation area boundaries and implementing market‐based size class restrictions. Two themes emerged from these cases. First, in each case monitoring was conducted in a manner relevant to the social and ecological systems and integrated into the decision‐making process. Second, conservation practitioners and scientists in these cases integrated culturally appropriate stakeholder engagement throughout all phases of the adaptive management cycle. More broadly, our study suggests, when describing adaptive management, providing more details on how monitoring and management activities are linked at similar spatial scales and across similar time frames can enhance the application of knowledge.  相似文献

Abstract: The ultimate purpose of conservation science is to inform and affect conservation policy. Therefore, conservation biologists and all the people who produce, review, and apply conservation research should evaluate the success of their knowledge according to its ability to influence conservation decisions. In addition to possessing conventional "scientific" attributes such as validity, generalizability, and precision, conservation knowledge must also possess qualities that make it effective in the political arena of decision making. "Public ecology" is a philosophy and practice of conservation science that goes beyond biology and beyond the norms of modern science to construct knowledge that is useful for environmental decision making. As post-normal conservation science, public ecology is defined by the following six attributes: evaluative, contextual, multiscalar, integrative, adaptive, and accessible. We discuss the need for a more public ecology and describe the qualites that make it a more powerful ecology.  相似文献

Abstract: Funding for conservation is limited, and its investment for maximum conservation gain can likely be enhanced through the application of relevant science. Many donor institutions support and use science to pursue conservation goals, but their activities remain relatively unfamiliar to the conservation‐science community. We examined the priorities and practices of U.S.‐based private foundations that support biodiversity conservation. We surveyed 50 donor members of the Consultative Group on Biological Diversity (CGBD) to address three questions: (1) What support do CGBD members provide for conservation science? (2) How do CGBD members use conservation science in their grant making and strategic thinking? (3) How do CGBD members obtain information about conservation science? The 38 donor institutions that responded to the survey made $340 million in grants for conservation in 2005, including $62 million for conservation science. Individual foundations varied substantially in the proportion of conservation funds allocated to science. Foundations also varied in the ways and degree to which they used conservation science to guide their grant making. Respondents found it “somewhat difficult” to stay informed about conservation science relevant to their work, reporting that they accessed conservation science information mainly through their grantees. Many funders reported concerns about the strategic utility of funding conservation science to achieve conservation gains. To increase investment by private foundations in conservation science, funders, researchers, and conservation practitioners need to jointly identify when and how new scientific knowledge will lower barriers to conservation gains. We envision an evolving relationship between funders and conservation scientists that emphasizes primary research and synthesis motivated by (1) applicability, (2) human‐ecosystem interactions, (3) active engagement among scientists and decision makers, and (4) broader communication of relevant scientific information.  相似文献

Scientists have traditionally collected data on whether a population is increasing, decreasing, or staying the same, but such studies are often limited by geographic scale and time frame. This means that for many species, understanding of trends comes from only part of their ranges at particular periods. Working with citizen scientists has the potential to overcome these limits. Citizen science has the added benefit of exposing citizens to the scientific process and engaging them in management outcomes. We examined a different way of using citizen scientists (instead of data collection). We asked community members to answer a question directly and thus examined whether community wisdom can inform conservation. We reviewed the results of 3 mail‐in surveys that asked community members to say whether they thought koala populations were increasing, decreasing, or staying the same. We then compared the survey results with population trends derived from more traditional research. Population trends identified through community wisdom were similar to the trends identified by traditional research. The community wisdom surveys, however, allowed the question to be addressed at much broader geographical scales and time frames. Studies that apply community wisdom have the benefit of engaging a broad section of the community in conservation research and education and therefore in the political process of conserving species.  相似文献

Citizen science has generated a growing interest among scientists and community groups, and citizen science programs have been created specifically for conservation. We examined collaborative science, a highly interactive form of citizen science, which we developed within a theoretically informed framework. In this essay, we focused on 2 aspects of our framework: social learning and adaptive management. Social learning, in contrast to individual‐based learning, stresses collaborative and generative insight making and is well‐suited for adaptive management. Adaptive‐management integrates feedback loops that are informed by what is learned and is guided by iterative decision making. Participants engaged in citizen science are able to add to what they are learning through primary data collection, which can result in the real‐time information that is often necessary for conservation. Our work is particularly timely because research publications consistently report a lack of established frameworks and evaluation plans to address the extent of conservation outcomes in citizen science. To illustrate how our framework supports conservation through citizen science, we examined how 2 programs enacted our collaborative science framework. Further, we inspected preliminary conservation outcomes of our case‐study programs. These programs, despite their recent implementation, are demonstrating promise with regard to positive conservation outcomes. To date, they are independently earning funds to support research, earning buy‐in from local partners to engage in experimentation, and, in the absence of leading scientists, are collecting data to test ideas. We argue that this success is due to citizen scientists being organized around local issues and engaging in iterative, collaborative, and adaptive learning.  相似文献

An overarching challenge of natural resource management and biodiversity conservation is that relationships between people and nature are difficult to integrate into tools that can effectively guide decision making. Social–ecological vulnerability offers a valuable framework for identifying and understanding important social–ecological linkages, and the implications of dependencies and other feedback loops in the system. Unfortunately, its implementation at local scales has hitherto been limited due at least in part to the lack of operational tools for spatial representation of social–ecological vulnerability. We developed a method to map social–ecological vulnerability based on information on human–nature dependencies and ecosystem services at local scales. We applied our method to the small‐scale fishery of Moorea, French Polynesia, by combining spatially explicit indicators of exposure, sensitivity, and adaptive capacity of both the resource (i.e., vulnerability of reef fish assemblages to fishing) and resource users (i.e., vulnerability of fishing households to the loss of fishing opportunity). Our results revealed that both social and ecological vulnerabilities varied considerably through space and highlighted areas where sources of vulnerability were high for both social and ecological subsystems (i.e., social–ecological vulnerability hotspots) and thus of high priority for management intervention. Our approach can be used to inform decisions about where biodiversity conservation strategies are likely to be more effective and how social impacts from policy decisions can be minimized. It provides a new perspective on human–nature linkages that can help guide sustainability management at local scales; delivers insights distinct from those provided by emphasis on a single vulnerability component (e.g., exposure); and demonstrates the feasibility and value of operationalizing the social–ecological vulnerability framework for policy, planning, and participatory management decisions.  相似文献

There is increasing recognition among conservation scientists that long‐term conservation outcomes could be improved through better integration of evolutionary theory into management practices. Despite concerns that the importance of key concepts emerging from evolutionary theory (i.e., evolutionary principles and processes) are not being recognized by managers, there has been little effort to determine the level of integration of evolutionary theory into conservation policy and practice. We assessed conservation policy at 3 scales (international, national, and provincial) on 3 continents to quantify the degree to which key evolutionary concepts, such as genetic diversity and gene flow, are being incorporated into conservation practice. We also evaluated the availability of clear guidance within the applied evolutionary biology literature as to how managers can change their management practices to achieve better conservation outcomes. Despite widespread recognition of the importance of maintaining genetic diversity, conservation policies provide little guidance about how this can be achieved in practice and other relevant evolutionary concepts, such as inbreeding depression, are mentioned rarely. In some cases the poor integration of evolutionary concepts into management reflects a lack of decision‐support tools in the literature. Where these tools are available, such as risk‐assessment frameworks, they are not being adopted by conservation policy makers, suggesting that the availability of a strong evidence base is not the only barrier to evolutionarily enlightened management. We believe there is a clear need for more engagement by evolutionary biologists with policy makers to develop practical guidelines that will help managers make changes to conservation practice. There is also an urgent need for more research to better understand the barriers to and opportunities for incorporating evolutionary theory into conservation practice.  相似文献

The debate in the literature on the science–practice interface suggests a diversity of opinions on how to link science and practice to improve conservation. Understanding this diversity is key to addressing unequal power relations, avoiding the consideration of only dominant views, and identifying strategies to link science and practice. In turn, linking science and practice should promote conservation decisions that are socially robust and scientifically informed. To identify and describe the viewpoints of scientists and decision makers on how the science–practice interface should work in order to improve conservation decisions, we interviewed Brazilian scientists (ecologists and conservation scientists, n = 11) and decision makers (n = 11). We used Q methodology and asked participants to rank their agreement with 48 statements on how the science–practice interface should work in order to improve conservation decisions. We used principal component analysis to identify shared viewpoints. The predominant viewpoint, shared by scientists and decision makers, was characterized by valuing the integration of scientific and strategic knowledge to address environmental problems. The second viewpoint, held mostly by decision makers, was distinguished by assigning great importance to science in the decision-making process and calling for problem-relevant research. The third viewpoint, shared only by scientists, was characterized by an unwillingness to collaborate and a perception of scientists as producers of knowledge that may help decision makers. Most participants agreed organizations should promote collaboration and that actors and knowledge from both science and practice are relevant. Disagreements concerned specific roles assigned to actors, willingness to collaborate, and organizational and institutional arrangements considered effective to link science and practice. Our results suggest there is ample room for collaborations and that impediments lie mainly in existing organizations and formal institutional arrangements rather than in negative attitudes between scientists and decision makers.  相似文献

There is increasing concern about the conservation status of sharks. However, the presence of numerous different (and potentially mutually exclusive) policies complicates management implementation and public understanding of the process. We distributed an online survey to members of the largest professional shark and ray research societies to assess member knowledge of and attitudes toward different conservation policies. Questions covered society member opinions on conservation and management policies, personal histories of involvement in advocacy and management, and perceptions of the approach of conservation nongovernmental organizations (NGOs) to shark conservation. One hundred and two surveys were completed (overall response rate 21%). Respondents considered themselves knowledgeable about and actively involved in conservation and management policy; a majority believed scientists have a responsibility to advocate for conservation (75%), and majorities have sent formal public comments to policymakers (54%) and included policy suggestions in their papers (53%). They believe sustainable shark fisheries are possible, are currently happening today (in a few places), and should be the goal instead of banning fisheries. Respondents were generally less supportive of newer limit‐based (i.e., policies that ban exploitation entirely without a species‐specific focus) conservation policy tools, such as shark sanctuaries and bans on the sale of shark fins, than of target‐based fisheries management tools (i.e., policies that allow for sustainable harvest of species whose populations can withstand it), such as fishing quotas. Respondents were generally supportive of environmental NGO efforts to conserve sharks but raised concerns about some NGOs that they perceived as using incorrect information and focusing on the wrong problems. Our results show there is an ongoing debate in shark conservation and management circles relative to environmental policy on target‐based natural resources management tools versus limit‐based conservation tools. They also suggest that closer communication between the scientific and environmental NGO communities may be needed to recognize and reconcile differing values and objectives between these groups.  相似文献

Abstract:  Conservation management is becoming increasingly resource intensive as threats to biodiversity grow through habitat destruction, habitat disturbance, and overexploitation. To achieve successful conservation and sustainable use of natural resources, we need to scientifically evaluate the effectiveness of conservation interventions and provide an efficient framework through which scientific evidence can be used to support decision making in policy and practice. We conducted the first formal assessment of the extent to which scientific evidence is used in conservation management through a questionnaire survey and follow-up interviews of compilers of protected-area management plans from major conservation organizations within the United Kingdom and Australia. Our survey results show that scientific information is not being used systematically to support decision making largely because it is not easily accessible to decision makers. This, in combination with limited monitoring and evaluation of effectiveness of management interventions, results in the majority of decisions being based on experience rather than on evidence. To address this problem we propose using an evidence-based framework adapted from that used in the health services and explain how we are currently putting an equivalent framework into practice by establishing review and dissemination units to serve the conservation sector.  相似文献

Ecological field research has generated a wealth of valuable information, much of which informs conservation efforts. Such research raises ethical issues when we propose to modify or endanger the individual organism, population, species, or ecosystem we study. Yet the scientific literature contains little explicit consideration of the impact of ecological study itself on organisms or ecosystems. We propose that the lack of public ethical discourse among field scientists is due to (1) trepidation about initiating a controversy that could endanger future research efforts; (2) an assumption that the relative benefits of our research outweigh potential short-term costs to the study object (that is, increased knowledge of the study object may inform its conservation); (3) difficulties in perceiving the potential negative impact of our work; (4) tacit assumptions about certain experiments that are simply "wrong" to do. Ethical considerations have already arisen with the collection of organisms, the effects of scientific observation on survivorship and behavior, and experimental manipulations of whole ecosystems. The literature on environmental ethics and animal experimentation, two sources that bear tangentially on the issues of ecological ethics, may afford diverse and occasionally conflicting value systems on which to build an ethic of ecological experimentation. Although methods specifically devised to minimize the impact on study subjects have been published, we find few existing formal mechanisms of external regulation or self-regulation of research activities in the field. We suggest that ethical considerations, conservation and restoration measures that are compatible with sound scientific protocols, may be profitably incorporated into the design of field experiments. We encourage a dialogue between scientists and philosophers on this issue.  相似文献

Despite decades of discussion and implementation, conservation monitoring remains a challenge. Many current solutions in the literature focus on improving the science or making more structured decisions. These insights are important but incomplete in accounting for the politics and economics of the conservation decisions informed by monitoring. Our novel depiction of the monitoring enterprise unifies insights from multiple disciplines (conservation, operations research, economics, and policy) and highlights many underappreciated factors that affect the expected benefits of monitoring. For example, there must be a strong link between the specific needs of decision makers and information gathering. Furthermore, the involvement of stakeholders other than scientists and research managers means that new information may not be interpreted and acted upon as expected. While answering calls for sharply delineated objectives will clearly add focus to monitoring efforts, for practical reasons, high‐level goals may purposefully be left vague, to facilitate other necessary steps in the policy process. We use the expanded depiction of the monitoring process to highlight problems of cooperation and conflict. We critique calls to invest in monitoring for the greater good by arguing that incentives are typically lacking. Although the benefits of learning accrued within a project (e.g., improving management) provide incentives for investing in some monitoring, it is unrealistic, in general, to expect managers to add potentially costly measures to generate shared benefits. In the traditional linear model of the role of science in policy decisions, monitoring reduces uncertainty and decision makers are rational, unbiased consumers of the science. However, conservation actions increasingly involve social conflict. Drawing insights from political science, we argue that in high‐conflict situations, it is necessary to address the conflict prior to monitoring. Abstract:  Planning of marine protected areas (MPAs) is highlighted in the conservation literature but is not explored in much detail. Many researchers acknowledge the importance of involving the public in MPA planning, but there is limited guidance on how to do this in an effective manner. I present a framework for involving the public in planning of U.S. MPAs. Derived from empirically and theoretically based research on public participation in U.S. natural resource management, this framework is composed of factors that influence the success of participatory processes: active participant involvement, complete information exchange, fair decision making, efficient administration, and positive participant interactions. Processes incorporating these factors will produce decisions that are more likely to be supported by stakeholders, meet management objectives, and fulfill conservation goals. This framework contributes to the MPA social science literature and responds to calls in the conservation literature to increase the use of social science research to inform conservation decision making.  相似文献
