Contemporary analysis of the food sector has failed convincingly to link production to consumption, and it has not provided a sociological account of such links. This paper makes a provisional attempt to begin such an analysis and does so by examining the case of the market for organic food in Tuscany. It proposes that the ‘pioneers’ of organics in this region constituted a new food movement that succeeded in opening up a new market. However, this market could only be successfully expanded once other actors were enrolled in the market-making process, notably state agencies and supermarkets. The regional government, through new regulations and specific initiatives, integrated organic foods into rural development policy, thereby assisting producers in the process of conversion. Supermarkets co-operated in the implementation of these policies and made space for Tuscan organic products in their stores. So while the ‘pioneers’ began the process of market building, these later entrants were crucial to the stabilization and expansion of the organic sector in Tuscany. Thus, it can be concluded that the emergence of these new ‘markets’ for nature can only be adequately explained by analysing the full range of actors. In this paper, we explore the dissemination potential of organic farming in Andalucía, using the case of Olivarera de los Pedroches, a small farmer cooperative. This will be done in the search for an agroecological strategy in the olive tree organic agricultural sector. A comparative analysis of organic and conventional olive oil production is made: both in economic terms, and regarding employment creation, taking into account its environmental benefits. This will permit us to shed light on certain elements necessary in the design of rural policies linked to this economic sector, and in the family farming social stratum. After a brief analysis of the Andalucían inequality structure in rural areas—both historically and at present times—this work presents the following issues: (i) a systematic characterization of European olive cultivation, with special reference to the Spanish and Andalucían situations; (ii) an exploration of the socio-economic impact of the case study within the context of the major actors involved, and their relations in terms of its reproducibility, taking into account their relationships with institutional and policy arrangements. Organic agriculture in Spain has developed slowly since 1995—the year in which aid towards this type of production began to be established—and, at present, begins to show an exponential increase. Many farmers began the transition to ecological handling of olive groves. Consequently, the organic management of the olive groves and the sale of organic olive oil can be a stimulus to farmers to increase their profits. Hence, it can be a fundamental pillar on which to establish rural development in areas with a high level of importance concerning this crop. In this work, data clearly show that, in spite of high costs, organic olive farming has advantages over conventional agriculture in terms of incomes and employment. Community-owned energy projects are viewed as compelling contributors towards renewable energy targets. They contribute to curtailing the use of carbon intensive energy sources, consequently aiding mitigation of climate change, and can contribute towards a sustainable, localised economy. The success and expansion of the sector varies. However, there is a lack of knowledge regarding the development of the sector between sub-state nations. This qualitative, comparative study looks at the sector in the sub-state, devolved nations of Wales and Scotland within the UK. Through a series of in-depth interviews with community energy practitioners in four case study sites in Scotland and Wales, this study shows how policy and governance practices can influence the sector and those working at grassroots level. The study shows a disparity in confidence and outlook for the sector, based on the perceived (in)effective governance in each devolved nation.  相似文献

In the space of three to four years, gas has changed from being a premium fuel, not to be utilized in power stations, to virtually the only fuel being considered for future electricity generation in the UK. This paper reviews the growth in the use of gas for electricity generation within the UK, with particular regard to the adoption of the gas-fired combined cycle power station. The environmental, economic and strategic issues associated with the proposed development of approximately 27 GW of new gas-fired plant are analysed and the resulting effects on existing base load power plant within the UK are considered.Dr James W.S. A growing number of people are entering the artisanal and small‐scale mining (ASM) sector worldwide. In Madagascar, millions of individuals depend on this informal activity. Through a case study in the Alaotra‐Mangoro region of Madagascar, our research aimed to understand the “bottom‐up” dynamics and ripple effects of the sector, by looking at the realities for rural communities where inhabitants are both directly and indirectly affected by ASM. We were interested in community members' and miners' perceptions of the socio‐economic and environmental impacts of ASM, and in identifying the factors attracting people living in one of the country's agricultural hubs to this activity. Our results show a wide diversity of push and pull factors leading people to enter the sector. Although many positive impacts of ASM exist for miners and communities within the vicinity of mines, most miner participants considered themselves worse off since starting to mine, highlighting the high risk and low probability of return of ASM. ASM's potential for local and national development will remain squandered if its negative impacts continue to go unmanaged. Accounting for local contexts and the ripple effects of ASM will be crucial in achieving safety and security for miners, and to tap into the benefits it may offer communities while minimising environmental damage.  相似文献

This paper presents the findings of a post-auditing study which compares the actual and predicted socio-economic impacts (including traffic) of a major power station construction project in the UK. An attempt is made to determine the accuracy of the predictions presented at the public inquiry into the development, drawing on the results of a developer-funded monitoring exercise undertaken for the duration of the eight-year construction programme. The study found that a very high proportion of testable predictions prepared prior to the inquiry could be audited; of these, 60% were either within predicted ranges or accurate to within 20% of predicted values. However, one in seven predictions had errors of more than 50%. The study revealed no consistent bias towards either under- or over-estimation of impacts. The paper explores the reasons for the predictive errors identified in the study; these include a range of project-specific and more generic factors, several of which are likely to be applicable to other large-scale construction projects. The study is particularly useful in the field of EIA because it relates to several weak areas in current practice: the assessment of socio-economic impacts, construction effects, and monitoring and auditing.  相似文献

In many river floodplains in the UK, there has been a long history of flood defence, land reclamation and water regime management for farming. In recent years, however, changing European and national policies with respect to farming, environment and flood management are encouraging a re-appraisal of land use in rural areas. In particular, there is scope to develop, through the use of appropriate promotional mechanisms, washland areas, which will simultaneously accommodate winter inundation, support extensive farming methods, deliver environmental benefits, and do this in a way which can underpin the rural economy. This paper explores the likely economic impacts of the development of flood storage and washland creation. In doing so, consideration is given to feasibility of this type of development, the environmental implications for a variety of habitats and species, and the financial and institutional mechanisms required to achieve implementation.  相似文献

The extent of rural poverty is largely hidden, yet mean rural incomes are lower than in urban areas. Equally, the differential between low incomes and high minimum house prices in rural areas not always acknowledged. This paper looks at the planning response to these problems against alternative approaches including discriminatory policies against second home owners in rural areas. The paper concludes by identifying a solution restricting private development and augmenting public‐sector provision in rural areas.  相似文献

This paper discusses the treatment of social and economic impacts within UK environmental impact assessment (EIA). Socio-economic effects have an uncertain status in EIA, guidance on their assessment is limited and their treatment is often partial and of poor quality. This has led some commentators to view socio-economic impacts as the 'poor relations' in EIA. The paper presents the results of a recent review of the socio-economic component of UK environmental statements (ESs), which provides information on the extent, scope, balance and quality of socio-economic impact treatment. The review reveals that, although most ESs include some information on socio-economic issues, coverage tends to be narrowly focused on a small number of--primarily beneficial economic--impact types. Quantification of socio-economic impacts is also rarely attempted. The review findings are compared with those of similar studies undertaken in the mid-1990s, and the paper concludes with some recommendations for EIA practitioners relating to the treatment of socio-economic impacts.  相似文献

This article critically examines the issue of growing female participation in the artisanal and small-scale mining (ASM) sector, particularly within its illegal segment, drawing upon experiences from Birim North District in the Eastern Region of Ghana. Although an estimated 50% of those employed in ASM are women, few researchers have investigated what roles women play in the sector, or how their participation contributes to rural development. The paper aims to examine the causes of female participation in the ASM sector and the impact of this type of employment on women's income, health and families. An analysis of collected data suggests that there is a growing need for policies to address female employment in ASM and, more generally, rural employment. The analysis demonstrates the utility of gender mainstreaming in the small-scale mining formalisation process, as well as the need to promote other viable employment opportunities for the benefit of women residing in rural areas.  相似文献

The Republic of the Marshall Islands (RMI) is a major custodian of one of the ocean's major natural resources: tuna. The commercial tuna fisheries sector is the most important economic sector in the RMI and is thus a substantial contributor to this tiny island nation's GDP. Tuna catch and its associated revenues has fluctuated in line with climatic events such as the El Niño/La Niña Southern Oscillation (ENSO) and, in the last decade, national fisheries development policies have begun to capitalize on the positive effects that ENSO warm events have had on the tuna populations. However, global warming is expected to have a significant impact on ENSO, and not necessarily in positive ways. This paper will focus on the relationship between environment and economic development in the RMI fisheries sector. In particular, the linkages between global warming and its effects on the tuna fisheries sector must be better understood and uncertainties accounted for so that impacts are appropriately addressed and integrated into sustainable fisheries development policies. Conclusions reached are that new fisheries development strategies that emphasize environmental‐based planning are required. The emerging ecosystem‐based approach to fisheries management is a start, as are the various international initiatives in furthering our understanding of the linkages between climate and ocean systems currently underway.  相似文献

/ The paper investigates how the Canadian nonferrous sector is tackling the challenge of sustainable development. Although there is no consensus as to what sustainable development means in practice for management in the sector, at least three dimensions must be taken into account: (1) metals are recyclable, the availability of this resource is not a concern for the foreseeable future; (2) the need to minimize environmental impacts of metals exploration, extraction, transformation, consumption, and recycling; and (3) production activities should not be socially or culturally disruptive. The nonferrous mining industry faces several environmental problems. Some of the most significant are acid mine drainage, sulfur emissions, recycling, and metals toxicity. The industry has developed a number of responses to address these specific concerns as well as other more general challenges. Six strategies are described and analyzed: (1) research and development, (2) an effort of consensus building among stakeholders known as the Whitehorse Mining Initiative, (3) international networking, (4) active involvement in the development of environmental management standards, (5) management reorganization and (6) voluntary agreements. The importance of external factors in the shaping of corporate environmental management practices is discussed, in particular the role of government. Progress has been achieved in three areas: (1) managerial practices and organization, (2) reducing the impacts of ongoing operations and (3) minimizing future liabilities, but two significant fields of conflict remain, namely mining in wilderness areas and projects on aboriginal lands.KEY WORDS: Canada; Environmental management; Minerals industry; Nonferrous metals; Sustainable development; Whitehorse Mining Initiative  相似文献

In Galicia (NW Spain), the mussel sector is an economic and social cornerstone, with great relevance at both regional and international scales. The environmental impact of this sector has been recently discussed from a Life Cycle Assessment (LCA) perspective. In previous studies, it was concluded that the management of mussel shells and mussel organic by-products needed to be implemented into future life cycle assessments. In this article, LCA methodology was used in order to assess the environmental performance of two valorization alternatives for mussel by-products: mussel shell valorization to produce calcium carbonate, and mussel organic remains valorization to produce pâté.From the environmental characterization for mussel shell valorization, propane and electricity production, sludge and ash management, haulage and atmospheric releases were identified as the hot-spots on which improvement potentials should be focused. Furthermore, the environmental profile for mussel shell valorization was compared to those for incineration and landfilling as alternative management options.The environmental characterization of pâté production from mussel organic by-product led to the recommendation of acting on the formulation of mussel pâté, the thermal energy demand and the product transport. Additionally, this valorization alternative was compared to another common scenario which considered the use of mussel organic by-product to manufacture fish meal.Finally, the valorization of mussel shells and organic by-products was implemented into the assessment of the Galician mussel sector. Thus, mussel by-product management was found to contribute to the potential environmental impacts to a lesser extent than mussel culture, purification and canning transformation.  相似文献

Making the transition to a green economy is a major policy driver in the UK and other countries. Entrepreneurs are suggested as being at the forefront of this transition and as a driving force for sustainability. These “green entrepreneurs” may represent a new type of entrepreneurial behaviour combining economic, environmental and social aims. In this paper, we present empirical work conducted with green entrepreneurs in the UK green building sector. Buildings have significant impacts on the environment, both in terms of materials and post-construction energy demands. Drawing on sustainability transitions theory, we examine the role of green entrepreneurs in affecting change and suggest that green building niches are less consensual than previously theorised. In theorising green entrepreneurs, we also point to the need to consider them within wider networks of activity rather than as lone actors and the implications this has for policy.  相似文献

Rural areas in China suffer from various problems. The stagnating economic development and a lack of (sufficient) job opportunities and basic services, etc., lead to disadvantages for great parts of China's population. In this context, the transport sector plays a crucial role for the development of rural settlements. Although the degree of undersupply varies between villages, the situation of Chinese villages is often worsened by an insufficient developed transport sector. Regarding mobility in rural China, major constraints and therefore challenges are the difficult access to the transport infrastructure, bad road conditions and the lack of public transport systems. Improvements within the transport sector can be regarded as crucial for the economic and social development of (rural) China and should be carried out in a sustainable and holistic manner using participatory approaches. The aim should be the development of mobility strategies considering the specific needs within the field of transport, which shall have a decisive and positive impact on related sectors. This paper is based on experiences made during the 3 years lasting Sino-European research project SUCCESS (Sustainable Users Concept for China Engaging Scientific Scenario) that analyses the present and the potential future role of transport systems in selected rural areas of China. Referring to the case studies of three villages in rural China, some mobility-related projects that present a favourable impact not only on the transport sector but also on the social system and the economy shall be highlighted. Finally, based on the analysis, instruments and measures for the development of a pathway to a sustainable mobility in rural China will be outlined.  相似文献

This study examined the spatial-temporal variations and factors influencing the management of groundwater along a section of the Bagmati river corridor in the Kathmandu valley (Nepal). The results showed that rural areas were less polluted than urban areas. In urban areas, the biochemical oxygen demand (BOD), total nitrogen (TN) and total phosphorus (TP) concentrations ranged from 8.41 to 29.74 mg/L, 6.7 to 128.96 mg/L and 0.06 to 1.5 mg/L, respectively. In rural areas, the BOD, TN and TP concentrations ranged from 0.78 to 18.25 mg/L, 4.8 to 11.56 mg/L and 0.07 to 0.65 mg/L, respectively. The level of organics was higher in the pre-monsoon season, while the level of nutrients was higher in post-monsoon season. A comparison of the groundwater and surface water in the upstream rural areas revealed that the TP concentration was higher in the groundwater than in the surface water, which was attributed to the sorption of phosphorus on iron, aluminum or calcium compounds contained in the surface water, which depends upon the temperature, pH and dissolved oxygen. In urban areas, a few wells were found at groundwater levels lower than the corresponding surface water levels and were subjected to a high risk of pollution. Overall, these findings reinforce the notion that the management of surface and ground waters in an integrated approach is essential for attaining sustainable development of groundwater systems.  相似文献

This paper describes new environmental policies and expanded administrative agencies which in recent years have been adopted by many governments faced with a continuing decline in the quality of their environments. In a number of developed and developing countries, devising a far reaching environmental policy for sustainable development of the natural resources sector is a national priority. Specific environmental policies may be classified according to objectives, timeframe, mechanisms for implementation, whether or not they are binding, and the nature of sanction. This paper provides some generalizations about certain features common to most environmental policies. In the first section an examination is made of some of the most pressing problems which environmental policies relating to natural resources seek to address. The second section discusses environmental policies themselves. The third section, which makes up the main body of the paper, assesses the strengths and weaknesses of a variety of mechanisms available for implementing environmental policies to promote sustainable development in the natural resources sector.  相似文献

The seminal work of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services on pollinators, pollination, and food production, informed scientific studies on the understudied impacts of mining on agriculture sub-sectors. This paper assesses the potential impacts of mining activities on beekeeping as an agricultural sub-sector, and the flow-on effects on associated economic values and enterprises to enhance sustainable development. A case study is conducted in the emerging northwest gold mining region of Ghana. The Location Quotient (LQ) and Location Association (La) models are used to explore the economic significance of beekeeping, its spatial links with tree habitats, and mining activities. Geographic Information Systems (GIS) were used to analyze the spatial interactions between concessions, trees, and beekeeping. The paper finds that districts with LQ < 1 in beekeeping also record LQ > 1 in mining, and La < 50 between beekeeping and mining. The findings are useful for stakeholder decision-making toward harnessing and leveraging the prospects of mining on integrated rural and sustainable development.  相似文献

The paper introduces the so-called climate change mainstreaming approach, where vulnerability and adaptation measures are assessed in the context of general development policy objectives. The approach is based on the application of a limited set of indicators. These indicators are selected as representatives of focal development policy objectives, and a stepwise approach for addressing climate change impacts, development linkages, and the economic, social and environmental dimensions related to vulnerability and adaptation are introduced. Within this context it is illustrated using three case studies how development policy indicators in practice can be used to assess climate change impacts and adaptation measures based on three case studies, namely a road project in flood prone areas of Mozambique, rainwater harvesting in the agricultural sector in Tanzania and malaria protection in Tanzania. The conclusions of the paper confirm that climate risks can be reduced at relatively low costs, but the uncertainty is still remaining about some of the wider development impacts of implementing climate change adaptation measures.  相似文献

The development of environmental performance policy indicators for public services, and in particular for the defence sector, is an emerging issue. Despite a number of recent initiatives there has been little work done in this area, since the other sectors usually focused on are agriculture, transport, industry, tourism and energy. This type of tool can be an important component for environmental performance evaluation at policy level, when integrated in the general performance assessment system of public missions and activities. The main objective of this research was to develop environmental performance policy indicators for the public sector, specifically applied to the defence sector. Previous research included an assessment of the environmental profile, through the evaluation of how environmental management practices have been adopted in this sector and an assessment of environmental aspects and impacts. This paper builds upon that previous research, developing an indicator framework--SEPI--supported by the selection and construction of environmental performance indicators. Another aim is to discuss how the current environmental indicator framework can be integrated into overall performance management. The Portuguese defence sector is presented and the usefulness of this methodology demonstrated. Feasibility and relevancy criteria are applied to evaluate the set of indicators proposed, allowing indicators to be scored and indicators for the policy level to be obtained.  相似文献
