This article analyzes the effects of increasing urbanization on open space preserves within the metropolitan area of Phoenix, Arizona, USA. Time series analysis is used in 10-year increments over 40 years to study urban landscape change. Three landscape metrics—(1) matrix utility (measures intensity of adjacent land uses), (2) isolation (measures distances to other open space patches), and (3) connectivity (measures physical links to other open space patches and corridors)—are used to assess changes in landscape patterns and serve as indicators of urban ecological integrity of the open space preserves. Results show that in the case of both open space preserves, general decline in indicators of urban ecological integrity was evident. The matrix utility analysis demonstrated that increasing intensity of land uses adjacent to preserve is likely to increase edge effects, reducing the habitat value of interior or core habitat areas. Isolation analysis showed that both preserves have experienced increasing isolation from other open space elements over time. Also, connectivity analysis indicated that terrestrial connections to other open space elements have also deteriorated. Conclusions of this research demonstrate that while preservation of natural areas as open space is important in an urban context, intense development of surrounding areas reduces the urban ecological integrity significantly.  相似文献

Preservation of small natural areas is not in itself a sufficient measure to maintain the integrity of the ecosystems for which they were initially set aside. Intense pressure from recreational use is just one of the many human-caused stresses that may degrade natural areas. Therefore, land-use planning and management from an ecological perspective is necessary to assess, ensure, and in some cases increase, the ecological integrity of protected natural areas. An ecosystem management approach for small protected natural areas with high recreational use is presented, based on three interrelated components: an ecological evaluation procedure of ecosystems, the implementation of management interventions on ecosystems, and the development of a monitoring scheme of ecosystem components. The ecological evaluation procedure combines two concepts: the biotic value of vegetation and wildlife and the abiotic fragility of the soils. This combined evaluation process results in the creation of a sensitivity map that can be used as a management tool for planners and managers. Management interventions, the second component of the management approach, are derived from concepts of ecological succession. Intentional human interventions are used to maintain the ecological integrity of ecosystems or in some cases to restore degraded sites. For the third component, only the basic principles of the monitoring program will be discussed. A pilot project in one of the Montreal urban community protected areas is presented to illustrate aspects of the proposed ecosystem management approach.  相似文献

Ecological regions are areas of similar climate, landform, soil, potential natural vegetation, hydrology, or other ecologically relevant variables. The makeup of aquatic biological assemblages (e.g., fish, macroinvertebrates, algae, riparian birds, etc.) varies dramatically over the landscape, as do the environmental stresses that affect the condition of those assemblages. Ecoregions delineate areas where similar assemblages are likely to occur and, therefore, where similar expectations can be established. For this reason, ecological regions have proven to be an important tool for use in the process of ecological assessment. This article describes four examples of the use of ecological regions in important aspects of environmental monitoring and assessment: (1) design of monitoring networks; (2) estimating expected conditions (criteria development); (3) reporting of results; (4) setting priorities for future monitoring and restoration. By delineating geographic areas with similar characteristics, ecological regions provide a framework for developing relevant indicators, setting expectations through the use of regional reference sites, establishing ecoregion-specific criteria and/or standards, presenting results, focusing models based on relationships between landscape and surface water metrics, and setting regional priorities for management and restoration. The Environmental Protection Agency and many state environmental departments currently use ecoregions to aid the development of environmental criteria, to illustrate current environmental condition, and to guide efforts to maintain and restore physical, chemical and biological integrity in lakes, streams, and rivers.  相似文献

Conservation organizations rely on conservation easements for diverse purposes, including protection of species and natural communities, working forests, and open space. This research investigated how perpetual conservation easements incorporated property rights, responsibilities, and options for change over time in land management. We compared 34 conservation easements held by one federal, three state, and four nonprofit organizations in Wisconsin. They incorporated six mechanisms for ongoing land management decision-making: management plans (74 %), modifications to permitted landowner uses with discretionary consent (65 %), amendment clauses (53 %), easement holder rights to conduct land management (50 %), reference to laws or policies as compliance terms (47 %), and conditional use permits (12 %). Easements with purposes to protect species and natural communities had more ecological monitoring rights, organizational control over land management, and mechanisms for change than easements with general open space purposes. Forestry purposes were associated with mechanisms for change but not necessarily with ecological monitoring rights or organizational control over land management. The Natural Resources Conservation Service-Wetland Reserve Program had a particularly consistent approach with high control over land use and some discretion to modify uses through permits. Conservation staff perceived a need to respond to changing social and ecological conditions but were divided on whether climate change was likely to negatively impact their conservation easements. Many conservation easements involved significant constraints on easement holders’ options for altering land management to achieve conservation purposes over time. This study suggests the need for greater attention to easement drafting, monitoring, and ongoing decision processes to ensure the public benefits of land conservation in changing landscapes.  相似文献

In nature reserves and habitat conservation areas, monitoring is required to determine if reserves are meeting their goals for preserving species, ecological communities, and ecosystems. Increasingly, reserves are established to protect multiple species and communities, each with their own conservation goals and objectives. As resources are always inadequate to monitor all components, criteria must be applied to prioritize both species and communities for monitoring and management. While methods for prioritizing species based on endangerment or risk have been established, approaches to prioritizing ecological communities for monitoring are not well developed, despite a long-standing emphasis on communities as target elements in reserve design. We established guidelines based on four criteria derived from basic principles of conservation and landscape ecology--extent, representativeness, fragmentation, and endangerment--to prioritize communities in the San Diego Multiple Species Conservation Plan (MSCP). The MSCP was one of the first multiple-species habitat conservation areas established in California, USA, and it has a complex spatial configuration because of the patterns of surrounding land use, which are largely urbanized. In this case study, high priority communities for monitoring include coastal sage scrub (high endangerment, underrepresented within the reserve relative to the region, and moderately fragmented), freshwater wetlands, and coastal habitats (both have high fragmentation, moderate endangerment and representativeness, and low areal extent). This framework may be useful to other conservation planners and land managers for prioritizing the most significant and at-risk communities for monitoring.  相似文献

The Economic Value of Open Space: A Review and Synthesis   总被引:3,自引:0,他引:3  
/ Communities increasingly face development pressures that can irreversibly alter open space lands. While the monetary costs and benefits of development are typically known, the corresponding values of natural lands are complex and difficult to measure. This paper reviews different concepts of economic value in relation to open space, describes methods for quantifying these values, and presents examples of each from published literature. Open space benefits accruing to citizens as market values or consumers' surplus include market and enhancement values, production values, natural systems value, use and nonuse values, and various intangible values. Economic impacts that open space lands have on local communities and economies include fiscal impacts on municipal budgets, expenditures from open space-related activities, and impacts from employment and tax revenues. These values are not universally present within a given community, nor are they quantitatively additive. However, a comprehensive consideration of the multiple values of open space will better inform community decisions about land conservation and development. This paper examines the transformation of open space and how it compares to older residential development. A study has been conducted at the residential level because neighbourhoods have been a basic unit of city design throughout the recent history of urban settlements. Furthermore, the neighbourhood is a more humanly relevant scale of urban development. The method adopted for this research was a comparative urbanism by comparing old and new residential areas. This study found that incremental redevelopment of old residential areas through both re-subdivision and intensification of development on existing allotments has resulted in a progressive loss of open space. However, the study also confirmed that the current supplies of open space across all the study areas (old and new residential areas) are relatively similar. The main difference between the open space supply in older and newer residential areas comes down to the ownership of land (i.e. the proportion of public versus private open space). The study demonstrated that older residential areas with large allotments have experienced a significant loss of private open space – originally from 50%, to current levels of 23–30%. The paper concludes that there is a need for a holistic approach to the provision of public and private open spaces to improve the quality of life at a residential level.  相似文献

This paper traces the origins and progress of a small grass-roots local environmental initiative. From the simple desire of a few people to clean up some waste land behind their homes grew the Plumstead Common Environment Group. Working closely with the local Borough Council, the group has obtained funding from English Nature, Shell Better Britain Campaign, the Co-operative Society, local businesses and residents. It has expanded its remit from less than 1 ha to over 50 ha of public open space within an older, high-density housing area in Greater London. The important feature of this project is the balance it manages to achieve between a number of potentially competing needs. These include the needs of local people to have a degree of control over, and be practically involved in, the improvement of their immediate environment; to have feedback in terms of aesthetic improvements; and to conserve/enhance the ecological value of the area. Failure to maintain this balance can undermine the viability of such projects. The ways in which the project has addressed ethical, aesthetic and ecological considerations are outlined, serving as an exemplar of sound community-based environmental practice for urban ecological projects elsewhere.  相似文献

国土空间开发适宜性评价对合理开发国土空间、优化国土空间利用格局具有重要的科学指导价值。遵循陆海统筹原则,采用短板原理、线性加权求和法、空间叠加分析法,从自然环境适宜性、资源环境承载力两个方面构建适宜性评价指标体系,通过对经济社会统计数据、空间数据的处理叠加,对江苏省沿海城市南通、盐城、连云港国土空间开发适宜性进行评价与分析。研究结果表明,国土空间开发适宜性空间分异明显,江苏沿海地区不适宜、基本不适宜、基本适宜、适宜区域面积分别为14 710.37 km2、3376.18 km2、6776.30 km2、5695.64km2,分别占陆域国土总面积的46.76%、10.73%、21.54%、18.10%,各地级市外围区域保护与发展之间的矛盾较为突出。  相似文献

Urban open space provides a number of valuable services to urban populations, including recreational opportunities, aesthetic enjoyment, environmental functions, and may also be associated with existence values. In separate meta-analyses of the contingent valuation (CV) and hedonic pricing (HP) literature we examine which physical, socio-economic, and study characteristics determine the value of open space. The dependent variable in the CV meta-regression is defined as the value of open space per hectare per year in 2003 US$, and in the HP model as the percentage change in house price for a 10 m decrease in distance to open space. Using a multi-level modelling approach we find in both the CV and HP analyses that there is a positive and significant relationship between the value of urban open space and population density, indicating that scarcity and crowdedness matter, and that the value of open space does not vary significantly with income. Further, urban parks are more highly valued than other types of urban open space (forests, agricultural and undeveloped land) and methodological differences in study design have a large influence on estimated values from both CV and HP. We also find important regional differences in preferences for urban open space, which suggests that the potential for transferring estimated values between regions is likely to be limited.  相似文献

This study presents a method for assessing conservation opportunity on private land based on landholders' socio-economic, behavioral, and farm characteristics. These characteristics include age, gender, education, level of off-farm income, farm size, proportion of remnant native vegetation on-farm, and ecological value of native vegetation on-farm. A sample of landholders who own greater than 2 ha of land in the South Australian Murray-Darling Basin region were sent a mail-based survey about their values and preferences for environmental management (N = 659, 52% response). Cross-tabulations and ANOVA statistical analysis techniques were used to compare the socio-economic attributes across three landholder classes: disengaged, moderately engaged, and highly engaged in native vegetation planting. Results indicate that highly engaged landholders were more likely to be female, formally educated, hobby farmers who managed small parcels of land and have high off-farm incomes, whereas disengaged landholders held significantly stronger farming connections (more farming experience, family have lived on the farm for more generations). Spatial analysis revealed area-specific differences in conservation opportunity and conservation priority. In some areas, properties of high ecological value were managed by highly engaged landholders, but nearby properties of high value were managed by moderately engaged or disengaged landholders. Environmental managers therefore cannot assume areas of high conservation priority will be areas of high conservation opportunity. At the regional scale, the potential for revegetation seems most promising within the moderately engaged landholder group considering the vast amount of land managed by this group in areas of high ecological value, particularly within the less represented Mallee and Coorong and Rangelands sub-regions. We suggest that incentive schemes which purchase conservation need to be targeted at disengaged landholders; mentoring schemes led by commercial farmers highly engaged in native vegetation planting should be directed at moderately engaged landholders, and; awards programs which acknowledge conservation successes should be targeted at highly engaged landholders.  相似文献

Net environmental benefits are gains in value of environmental services or other ecological properties attained by remediation or ecological restoration minus the value of adverse environmental effects caused by those actions. Net environmental benefit analysis (NEBA) is a methodology for comparing and ranking net environmental benefits associated with multiple management alternatives. A NEBA for chemically contaminated sites typically involves comparison of several management alternatives: (1) leaving contamination in place; (2) physically, chemically, or biologically remediating the site through traditional means; (3) improving ecological value through onsite and offsite restoration alternatives that do not directly focus on removal of chemical contamination; or (4) a combination of those alternatives. NEBA involves activities that are common to remedial alternatives analysis for state regulations and the Comprehensive Environmental Response, Compensation, and Liability Act, post-closure and corrective action permits under the Resource Conservation and Recovery Act, evaluation of generic types of response actions pertinent to the Oil Pollution Act, and land management actions that are negotiated with regulatory agencies in flexible regulatory environments (i.e., valuing environmental services or other ecological properties, assessing adverse impacts, and evaluating remediation or restoration options). This article presents a high-level framework for NEBA at contaminated sites with subframeworks for natural attenuation (the contaminated reference state), remediation, and ecological restoration alternatives. Primary information gaps related to NEBA include nonmonetary valuation methods, exposure–response models for all stressors, the temporal dynamics of ecological recovery, and optimal strategies for ecological restoration.Published online  相似文献

Homes are sited on somewhat smaller lots, preserving natural areas for the local residents who share ownership of these communal areas and assume responsibility for their management. The article focuses on the experiences of residents of 13 relatively new open space communities. The interviews revealed that most of the communities have already confronted conflicting values with respect to natural areas, low resident participation and challenges in accessing appropriate information. While the open space conservation design holds great promise as a tool for innovative approaches to managing residential growth, it also calls for ways to anticipate and assist communities in caring for their local environment. Recommendations are offered for planning professionals based upon the experience of these open space community residents.  相似文献

When the cold war ended, the United States stopped developing,testing and building nuclear weapons at nearly all of its former nuclear weapon sites. The Department of Energy (DoE) began a massive environmental remediation programme, which includes engaging surrounding communities in a future land use planning process. Using the Savannah River site as an example, we show that this process faces large obstacles, especially a legacy of mistrust of the DoE and organizational limitations at the federal and local government scales. These hinder open dialogue about future land use. The authors suggest three planning principles for future land use planning and organizational issues that must be addressed before these can be fruitfully explored.  相似文献

强化空间管理是规划环境影响评价优化空间开发、促进"多规合一"的新要求。同时,探索生态空间管控体系是国土空间规划的重点任务之一。本文以长春新区发展规划为例,提出前端空间引导、后端影响调控的生态空间管理体系。前端通过生态系统评价和生态空间识别,提出生态保护红线划定建议方案,确定开发"底线"。后端通过InVEST生境质量评价技术,对生境退化度及生境质量进行空间评价,识别生境威胁源影响区域,提出优化空间布局的规划调控建议。研究表明:耕地是新区发生变化幅度最为显著的用地类型,纳入生态空间管控的用地约占16.2%。其中,15.8%的用地建议纳入生态保护红线进行管理。未来城市开发对生境有一定影响,整体生境质量平均值由0.401下降至0.328。  相似文献

High quality plans are considered a crucial part of good land use planning and often used as a proxy measure for success in plan implementation and goal attainment. We explored the relationship of open space plan quality to the implementation of open space plans and attainment of open space protection goals in Research Triangle, North Carolina, USA. To measure plan quality, we used a standard plan evaluation matrix that we modified to focus on open space plans. We evaluated all open space plans in the region that contained a natural resource protection element. To measure plan implementation and open space protection, we developed an online survey and administered it to open space planners charged with implementing the plans. The survey elicited each planner’s perspective on aspects of open space protection in his or her organization. The empirical results (1) indicate that success in implementation and attaining goals are not related to plan quality, (2) highlight the importance of when and how stakeholders are involved in planning and implementation processes, and (3) raise questions about the relationship of planning to implementation. These results suggest that a technically excellent plan does not guarantee the long-term relationships among local landowners, political and appointed officials, and other organizations that are crucial to meeting land protection goals. A greater balance of attention to the entire decision process and building relationships might lead to more success in protecting open space.  相似文献
