/ Management of ecosystems has advanced by an improvement in our understanding not only of how ecosystems function, but of how people perceive their functioning and what they consider to be environmental problems within those systems. Central to such management is understanding how people view estuaries. In this article I explore the perceptions and attitudes of people about coastal recreation, environmental problems, and future land use along the New Jersey shore (USA) by interviewing people who attended a duck decoy and craft show on Barnegat Bay. The people who were interviewed engaged in more days of fishing than any other recreational activity and engaged in camping the least. There were significant differences in recreational rates as a function of gender and location of residence, with men hunting and fishing more than women and photographing less than women. Jet skis were perceived as the most severe environmental problem, with chemical pollution, junk, oil runoff and overfishing as second level problems. Birds were perceived as not an environmental problem at all. Fishing, hiking, preservation, and camping ranked as the highest preferred future land uses for the two sites examined (Oyster Creek Nuclear Generating Station, Naval Weapons Station Earle). The preferred future land uses for these two sites, which are not under consideration for land-use changes, were very similar to those of people living near the Department of Energy's Savannah River Site in South Carolina, despite the media attention and considerations of nuclear storage.KEY WORDS: Recreation; Perceptions; Environmental problem; Gender; Land use; Coastal  相似文献

Residents' perceptions of water quality change following remediation work in the upper Pymme's Brook catchment (north London) were elicited by questionnaire and compared with monitored changes in Escherichia coli count and BMWP (The Biological Monitoring Working Party (BMWP)) score. The wider usefulness of consumer perception surveys was then discussed. Monthly data collected between 1990 and 1996 shows that both E. coli count and BMWP score improved following flushing of the foul sewerage system in 1992, but that only E. coli count improved following the subsequent completion of large-scale remedial engineering works. Local residents were surveyed regarding their awareness of the scheme, and the causes of pollution, together with their perceptions as to the effects of the engineering works and of the resulting water quality improvements. Most respondents selected and ranked indicators in a way that suggested they had an awareness of the significance of various indicators of pollution severity. Following completion of the remediation scheme, residents perceived the watercourse to contain less rubbish and sewage fungus, and to have an improved colour and smell, which corresponds favourably to the monitored improvements. However, respondents' perceptions were found to vary when the study population was sub-divided using a range of parameters. For instance, frequent observers of the brook were most likely to correctly identify sewage as the main form of pollution. These divergent perceptions suggest that there may be considerable difficulties when perception surveys are used to quantify 'benefits' following environmental improvement programmes. Nevertheless, the survey was clearly beneficial in enhancing residents' awareness of their environment and the role of their voice in its management.  相似文献

LULUs may combine with other pariah land uses to collectively undermine the quality of the local environment, reduce investment, government services, the proportion of middle-income people and associated businesses. As important neighbourhood attributes are lost, illegal activities, derelict structures, trash-strewn lots and the concentration of poor and unhealthy people may increase. This paper describes the theory behind the impact of pariah land uses through examples of the downward spiral experienced by Camden, New Jersey and the south Bronx, New York. It then documents the experience of one community, Elizabethport, New Jersey, in reversing that downward spiral. Success in Elizabethport came from the synergistic activities of local, state and federal governments, community groups, and not-for-profit organizations as they struggled to regain control through local environmental management, rebuilding, and reducing crime. Social capital was also strengthened by using a local community health concern—that of childhood asthma. Efforts to reverse the downward spiral of urban decay from pariah land uses should be multi-faceted, spurred by local efforts that address local concerns.  相似文献

This paper reviews key challenges and opportunities addressed by the New York City Environmental Justice Alliance's (NYC-EJA) Waterfront Justice Project, a citywide campaign to promote climate resilience and sustainability in urban industrial waterfront communities of New York City. NYC-EJA is a non-profit membership-driven network linking grassroots organisations from low-income neighbourhoods and communities of colour in their struggle for environmental justice. The Waterfront Justice Project is documenting community vulnerability in the context of climate change impacts, sources of industrial pollution, and demographic and socio-economic trends. This campaign is enabling community-based organisations, environmental justice communities, city planners, local and state government agencies, local business-owners, and other stakeholders to work in partnership to achieve community resilience while advocating for local jobs and promoting best practices in pollution prevention. New York City's waterfront policies ease the siting and clustering of public infrastructure, water pollution control plants, waste transfer stations, energy facilities, and heavy manufacturing uses in six areas designated as Significant Maritime and Industrial Areas (SMIAs). The SMIAs are located in environmental justice communities, largely low-income communities and communities of colour, in the South Bronx, Brooklyn, Queens, and Staten Island. New York City's local waterfront land use and zoning policies create cumulative risk exposure not only to residents and workers in the host waterfront communities, but also, in the event of storm surge or sea-level rise, to neighbouring, upland communities.  相似文献

A comprehensive Dredged Material Management Plan (DMMP) has been developed by the US Army Corps of Engineers, New York District (USACE-NYD) and the Port Authority of New York and New Jersey (PANY/NJ). The primary objective of the DMMP is to identify cost-effective and environmentally acceptable alternatives for the placement of dredged material derived from ongoing and proposed navigation improvements within the PANY/NJ. A significant portion of this dredged material is classified as unsuitable for open-ocean disposal. One suite of alternatives presented within the DMMP is the beneficial use of dredged material for habitat creation, enhancement, and restoration within the NY/NJ Harbor Estuary. Proposed beneficial use/habitat development projects include the use of dredged material for construction of artificial reefs, oyster reef restoration, intertidal wetland and mudflat creation, bathymetric recontouring, filling dead-end canals/basins, creation of bird/wildlife islands, and landfill/brownfields reclamation. Preliminary screening of the proposed beneficial use alternatives identified advantages, disadvantages, potential volumes, and estimated costs associated with each project type. Continued study of the proposed beneficial use alternatives has identified areas of environmental research or technology development where further investigation is warranted.  相似文献

Management of ecosystems has been improved both by our understanding of how ecosystems function, as well as by what people consider to be suitable future land uses. This is particularly true with contaminated lands where decisions must be made about clean-up and future land use. In this paper I synthesize several surveys of public recreational rates and preferences for future land use of the Savannah River Site (SRS), a Department of Energy (DoE) facility located in South Carolina. Four groups of people were interviewed: on-site hunters; sportsmen; local residents attending an event near Aiken, South Carolina; and the general public attending a festival in Columbia, South Carolina. The general public that engaged in recreational activities averaged 20 days/ year or more for hunting and fishing, while sportsmen averaged over 50 days/year. All four groups rated maintaining SRS as a National Environmental Research Park (NERP) and using it for recreation as the highest preferred land uses. The general public rated hiking and camping higher than hunting and fishing, while sportsmen rated hunting higher than hiking and camping. All groups rated using SRS for homes as the lowest, or second lowest, preferred land use. There was disagreement on the ratings for industrial development, with people living closer to the site rating it higher than the general South Carolina population. These data can be used by local planners and managers in decision making regarding clean-up levels and future land use. The relative unanimity of views for cleaning up DoE sites, continued use of the site as a NERP and increased recreational use suggests that different groups of people share similar preferences for future use of SRS, and provides a useful paradigm for considering future land use decisions at other DoE sites nationwide. The relatively low ranking for housing and factories suggests that clean-up levels could be geared to future land use, such as recreation, which are less stringent than residential levels.  相似文献

ABSTRACT: Thirteen years of annual habitat and fish sampling were used to evaluate the response of a small warm water stream in eastern Wisconsin to agricultural best management practices (BMPs). Stream physical habitat and fish communities were sampled in multiple reference and treatment stations before, during, and after upland and riparian BMP implementation in the Otter Creek subwatershed of the Sheboygan River watershed. Habitat and fish community measures varied substantially among years, and varied more at stations that had low habitat diversity, reinforcing the notion that the detection of stream responses to BMP implementation requires long term sampling. Best management practices increased substrate size; reduced sediment depth, embeddedness, and bank erosion; and improved overall habitat quality at stations where a natural vegetative buffer existed or streambank fencing was installed as a riparian BMP. There were lesser improvements at locations where only upland BMPs were implemented. Despite the habitat changes, we could not detect significant improvements in fish communities. It is speculated that the species needed to improve the fish community, mainly pollution intolerant species, suckers (Castomidae), and darters (Percidae), had been largely eliminated from the Sheboygan River watershed by broadscale agricultural nonpoint source pollution and could not colonize Otter Creek, even though habitat conditions may have been suitable.  相似文献

ABSTRACT: We review published analyses of the effects of climate change on goods and services provided by freshwater ecosystems in the United States. Climate-induced changes must be assessed in the context of massive anthropogenic changes in water quantity and quality resulting from altered patterns of land use, water withdrawal, and species invasions; these may dwarf or exacerbate climate-induced changes. Water to meet instream needs is competing with other uses of water, and that competition is likely to be increased by climate change. We review recent predictions of the impacts of climate change on aquatic ecosystems in eight regions of North America. Impacts include warmer temperatures that alter lake mixing regimes and availability of fish habitat; changed magnitude and seasonality of runoff regimes that alter nutrient loading and limit habitat availability at low flow; and loss of prairie pothole wetlands that reduces waterfowl populations. Many of the predicted changes in aquatic ecosystems are a consequence of climatic effects on terrestrial ecosystems; shifts in riparian vegetation and hydrology are particularly critical. We review models that could be used to explore potential effects of climate change on freshwater ecosystems; these include models of instream flow, bioenergetics models, nutrient spiraling models, and models relating riverine food webs to hydrologic regime. We discuss potential ecological risks, benefits, and costs of climate change and identify information needs and model improvements that are required to improve our ability to predict and identify climate change impacts and to evaluate management options.  相似文献

When New Jersey's Office of Sustainability was originally established in 1997, it was at first quizzically referred to as the “Office of What?” Now, good people, high purpose, and new name (Sustainable Business Division of the Commerce Commission) have steadily gained respect as skeptics reflected on what the term sustainability can mean to life on earth as we know it in New Jersey and elsewhere. Current rates of growth in population, industrial production, consumerism, and environmental degradation cannot be supported indefinitely by Earth's finite carrying capacity. New ways of thinking, working, and living will be required to change our course of unsustainable human activity both locally and globally. Such a transformation is achievable only through major changes in education. This article contends that the rate, content, and scope of learning required to take a sustainable path in America are not happening. Environmental pollution and degradation of ecosystems considerably affect the natural resources. The Turkish Government is aware of the importance of the preservation of natural ecology and thereby the environmental conservation of many species in their natural habitat. This paper provides critical assessments of the problems and possible solutions in the identification, implementation and management of the Specially Protected Areas (SPAs) system by giving basic information about stakeholders and their responsibilities that currently offer nature conservation in Turkey. The goals of the article are to analyze how the SPAs interface with the local people, especially the villagers who have dwelt there before SPA designation and how people-SPA conflicts resolved; to show how effective the SPA conservation objectives have been; to outline the significance of informing and empowering people in nature conservation for the protected area management and to show the importance of planning at all levels during protection of the natural, archeological and cultural values of the SPAs.  相似文献

National surveys and a survey conducted by the authors in March and April 2004 revealed that the public’s concerns about air, water and land pollution have declined during the last four years in the United States and more specifically in the State of New Jersey. In New Jersey pollution remains a major concern of most residents, even during a period of a war, anxiety about terrorism and the economy. Those most anxious about pollution do not believe that government is doing enough to protect the environment, want to maintain current environmental laws, and are worried about the future. Disproportionately they are African and White Americans, middle income, and college graduates, in other words, part of the American mainstream. Direct attempts to weaken environmental protection are likely to be resisted by this core of the population, which does not trust current federal, state and local governments to protect the environment. We expect concerns for the environment to continue and yet change as production processes in the United States continue a trend toward pollution prevention, and we wait for the public’s mental models to catch up with this evolving reality.  相似文献

This research demonstrates the contribution of phenomenological inquiry within the realm of geographic and environmental planning. The contention is that a focus on the wide range of individual meanings and values ascribed to landscapes, a marginalized element in many planning assessments, can bring out data to more substantively inform decision making, A case study of user meanings imparted to residual waterfront land in Hoboken, New Jersey, USA, suggests that such property provides an array of amenities to residents. Most importantly, it expands the range of recreational activities, creates visual relief from the monotonous urban milieu, and provides scenic vistas to promote an awareness of the quality of life still possible in cities. The study concludes that planners can use phenomenology to generate data for more judicious decision making.  相似文献

The use of terrestrial and aquatic invertebrates as a management tool for monitoring change in ecosystems is reviewed and critically evaluated. Their suitability and value for assessing a range of environmental problems from pollution impacts, through habitat evaluation for conservation to the long-term degradation and recovery of ecosystems, is critically discussed. Guidelines are provided for the choice of appropriate bioindicators. Examples of the use of a broad spectrum of invertebrates to assess a variety of environmental problems are summarized. The particular potential of invertebrates for monitoring montane ecosystems is highlighted.  相似文献

The Pressure-State-Response framework for environmental reporting was used as a basis to develop a long-term study of people's perceptions of the state of the New Zealand environment. A postal survey of 2000 people, randomly drawn from the New Zealand electoral roll was used to gather data--an effective response rate of 48% was achieved. A range of different resource sectors was examined. We report on New Zealand's air, native animals and plants, and marine fisheries, as well as New Zealand compared to other developed countries. Respondents generally considered that in terms of pressures, states and responses, New Zealand was performing better than other developed countries and that for the resources examined here overall performance was in the adequate to good range, except for marine fisheries. The survey appears to be a useful tool for linking perceptions data into State of the Environment reporting. It also helps identify policy issues where perceptions do not match other scientific evidence or management initiatives. Such findings can be important for the successful implementation of policy measures.  相似文献

Ecological restoration is increasingly becoming a primary component of broader environmental and water resources management programs throughout the world. The New Zealand Department of Conservation implemented Project River Recovery (PRR) in 1991 to restore unique braided gravel-bed river and wetland habitat in the Upper Waitaki Basin in New Zealand’s high country of the South Island, which has been severely impacted by hydroelectric power development. These braided rivers are highly dynamic, diverse, and globally important ecosystems and provide critical habitat to numerous native wading and shore bird species, including several threatened species such as the black stilt. The objective of this study was to review and summarize PRR after more than 10 years of implementation to provide information and transfer knowledge to other nations and restoration programs. Site visits were conducted, discussions were held with key project staff, and project reports and related literature were reviewed. Primary components of the program include pest plant and animal control, wetland construction and enhancement, a significant research and monitoring component, and public awareness. The study found that PRR is an excellent example of an ecological restoration program focusing on conserving and restoring unique habitat for threatened native bird species, but that also includes several secondary objectives. Transfer of knowledge from PRR could benefit ecological restoration programs in other parts of the world, particularly riverine floodplain and braided river restoration. PRR could achieve even greater success with expanded goals, additional resources, and increased integration of science with management, especially broader consideration of hydrologic and geomorphologic effects and restoration opportunities.  相似文献

ABSTRACT: Although they have not been the focus of major regulations, small businesses can contribute pollutants to ground water through routine practices. Because strict regulation of millions of micro firms is not likely, water resource professionals face a challenge of how to reach small business operators with effective pollution prevention messages. The purpose of this study was to examine the factors that influence a small business operator to adopt measures that reduce potential ground water pollution. We looked at how information delivery, internal business characteristics, and external relationships are associated with voluntary preventive measures. Mail surveys from small businesses in New Jersey municipalities and interviews with business owners provided data about business characteristics and current pollution prevention activities. Findings suggested that businesses doing the most to prevent ground water pollution were generally more connected to external organizations and had more financial and technical resources. The study also discovered that small business owners fear government involvement in their affairs. The study concludes with recommendations to encourage more voluntary adoption of prevention measures by businesses. These center on separating assistance programs from enforcement and involving industry peer groups in an effort to make information available in a non-threatening manner.  相似文献

ABSTRACT: Buffer strips are undisturbed, naturally vegetated zones around water supply reservoirs and their tributaries that are a recognized and integral aspect of watershed management. These strips can be very effective in protecting the quality of public potable water supply reservoirs by removing sediment and associated pollutants, reducing bank erosion, and displacing activities from the water's edge that represent potential sources of nonpoint source pollutant generation. As part of a comprehensive watershed management protect for the State of New Jersey, a parameter-based buffer strip model was developed for application to all watersheds above water supply intakes or reservoirs. Input requirements for the model include a combination of slope, width, and time of travel. The application of the model to a watershed in New Jersey with a recommended buffer strip width that ranges from 50 to 300 feet, depending upon a number of assumptions, results in from 6 to 13 percent of the watershed above the reservoir being occupied by the buffer.  相似文献

“A skyscraper is as natural as a bird’s nest” –Alan Watts For millennia, people have altered freshwater ecosystems directly through water development and indirectly by global change and surrounding land-use activities. In these altered ecosystems, human impacts can be subtle and are sometimes overlooked by the people who manage them. This article provides two case studies near Boulder, Colorado that demonstrate how perceptions regarding these ecosystems affect their management. These examples are typical of lakes and streams along the Front Range of Colorado that are simultaneously natural and social in origin. Although natural, many of the region’s freshwater ecosystems are affected by ongoing ecologic, hydrologic, chemical, and geomorphic modifications produced by human activity. People and nature are both active participants in the production of these freshwater ecosystems. The concept of “hybridity,” borrowed from geographers and social scientists, is useful for describing landscapes of natural and social origin. Hybrid freshwater ecosystems are features of the humanized landscape and are derived from deliberate cultural activities, nonhuman physical and biological processes, and incidental anthropogenic disturbance. Our perceptions of “natural” freshwater ecosystems and what definitions we use to describe them influences our view of hybrid systems and, in turn, affects management decisions regarding them. This work stresses the importance of understanding the underlying societal forces and cultural values responsible for the creation of hybrid freshwater ecosystems as a central step in their conservation and management.  相似文献

Medusahead (Taeniatherum caput-medusae (L.) Nevski) is an exotic annual grass invading rangelands in the western United States. Medusahead is a serious management concern because it decreases biodiversity, reduces livestock forage production, and degrades the ecological function of rangelands. Despite the obvious importance of ranchers as partners in preventing and managing medusahead in rangelands, little is known about their perceptions and behaviors concerning medusahead management. We present the results of a survey of ranchers operating on sagebrush steppe rangeland in a three-county area in southeast Oregon encompassing over 7.2 million ha. The primary objective of this research was to determine if the presence of medusahead on a ranch influenced its operator’s perceptions and behaviors concerning invasive plant control and prevention. Ranchers operating on medusahead-infested rangeland were more likely to indicate increased awareness and concern about medusahead and the potential for its continued expansion. Ranchers operating on rangeland invaded by medusahead were also more likely to indicate use of measures to prevent the spread of medusahead and other invasive plants on rangeland, interest in educational opportunities concerning invasive annual grass management, and plans for controlling invasive annual grasses in the future. This study revealed an alarming trend in which individuals are less likely to implement important prevention measures and participate in education opportunities to improve their knowledge of invasive plants until they directly experience the negative consequences of invasion. Information campaigns on invasive plants and their impacts may rectify this problem; however, appropriate delivery methods are critical for success. Web- or computer-based invasive plant information and tools were largely unpopular among ranchers, whereas traditional forms of information delivery including brochures/pamphlets and face-to-face interaction were preferred. However, in the future web- or computer-based information may become more popular as ranchers become more familiar with them.  相似文献
