The recent growth of interest in sustainable development has led to the incorporation of the concept into policy making at a variety of scales. In all cases particular emphasis is placed upon the local scale as the focus for the implementation of policy and initiatives and especially upon local authorities as the major contributor to this process. There has been little assessment, however, of the extent to which local authorities either can, or are, undertaking such initiatives. This paper examines: the potential role that local authorities can play in integrating economic development and the environment; the forms of response and initiatives that are currently in place, drawing upon survey evidence from urban local authorities in England and Wales; and some of the limits to local authority action.  相似文献

Conservation planning aims to protect biodiversity by sustainng the natural physical, chemical, and biological processes within representative ecosystems. Often data to measure these components are inadequate or unavailable. The impact of human activities on ecosystem processes complicates integrity assessments and might alter ecosystem organization at multiple spatial scales. Freshwater conservation targets, such as populations and communities, are influenced by both intrinsic aquatic properties and the surrounding landscape, and locally collected data might not accurately reflect potential impacts. We suggest that changes in five major biotic drivers—energy sources, physical habitat, flow regime, water quality, and biotic interactions—might be used as surrogates to inform conservation planners of the ecological integrity of freshwater ecosystems. Threats to freshwater systems might be evaluated based on their impact to these drivers to provide an overview of potential risk to conservation targets. We developed a risk-based protocol, the Ecological Risk Index (ERI), to identify watersheds with least/most risk to conservation targets. Our protocol combines risk-based components, specifically the frequency and severity of human-induced stressors, with biotic drivers and mappable land- and water-use data to provide a summary of relative risk to watersheds. We illustrate application of our protocol with a case study of the upper Tennessee River basin, USA. Differences in risk patterns among the major drainages in the basin reflect dominant land uses, such as mining and agriculture. A principal components analysis showed that localized, moderately severe threats accounted for most of the threat composition differences among our watersheds. We also found that the relative importance of threats is sensitive to the spatial grain of the analysis. Our case study demonstrates that the ERI is useful for evaluating the frequency and severity of ecosystemwide risk, which can inform local and regional conservation planning.  相似文献

We examine five forested landscapes in Africa (Cameroon, Madagascar, and Tanzania) and Asia (Indonesia and Laos) at different stages of landscape change. In all five areas, forest cover (outside of protected areas) continues to decrease despite local people's recognition of the importance of forest products and services. After forest conversion, agroforestry systems and fallows provide multiple functions and valued products, and retain significant biodiversity. But there are indications that such land use is transitory, with gradual simplification and loss of complex agroforests and fallows as land use becomes increasingly individualistic and profit driven. In Indonesia and Tanzania, farmers favor monocultures (rubber and oil palm, and sugarcane, respectively) for their high financial returns, with these systems replacing existing complex agroforests. In the study sites in Madagascar and Laos, investments in agroforests and new crops remain rare, despite government attempts to eradicate swidden systems and their multifunctional fallows. We discuss approaches to assessing local values related to landscape cover and associated goods and services. We highlight discrepancies between individual and collective responses in characterizing land use tendencies, and discuss the effects of accessibility on land management. We conclude that a combination of social, economic, and spatially explicit assessment methods is necessary to inform land use planning. Furthermore, any efforts to modify current trends will require clear incentives, such as through carbon finance. We speculate on the nature of such incentive schemes and the possibility of rewarding the provision of ecosystem services at a landscape scale and in a socially equitable manner.  相似文献

The apparently unresolvable differences between managing national defense and local conservation, public recreation, and scientific research can be overcome through an advisory committee, with a strong and dedicated entity to drive the processes of governance and change. The case of the Garden Island Environmental Advisory Committee shows how the organizational and political difficulties of integrating state interests and federal concerns were met. Garden Island, off the coast of Perth, the capital of the State of Western Australia, is a base for the Royal Australian Navy which is administered by the federal Department of Defence. Examples are given of the committee's approach to integrated environmental management and the implementation of the Navy's environmental policy.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00617.x Abstract: Patterns of concentrations and loading rates of multiple forms of phosphorus (P) are resolved and analyzed along Ninemile Creek, New York, a stream perturbed by a domestic waste discharge and residual effects of a closed industry. This analysis is based on biweekly monitoring of total, dissolved, and soluble reactive P (SRP) for 19 months at four sites that bracket each of these effects, and 15 years of biweekly measurements at the two sites that bound industrial deposits. The minerogenic particle populations of the stream and the surficial sediments along the reach with extensive CaCO3 and clay mineral deposits are characterized with an individual particle analysis technique. Mass balance analyses depict: (1) increasing nonpoint inputs of particulate and dissolved organic P along the stream length; (2) input of P from a domestic waste facility, almost entirely in the form of SRP; and (3) a compensating downstream loss of SRP over the reach with the extensive industrial deposits of CaCO3. The downstream sink process for SRP is attributed to sorption processes with minerogenic deposits. The domestic waste‐based source and the compensating industrial waste‐based sink are noteworthy fluxes relative to other prevailing loads received by downstream Onondaga Lake, for which a major rehabilitation program targeting cultural eutrophication is underway. The P source/sink conditions of this stream are considered in the context of this rehabilitation program.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. Expanding the opportunities for public participation in environmental planning is not always the best option. Starting from an institutional public choice analysis of public participation in terms of the collective action problem, this paper emphasises the roots of participatory activities in the incentive structures facing potential participants. It then goes on to consider the strategies that may be adopted for encouraging greater public involvement and looks particularly to the social capital literature for suggestions of how institutional redesign may alter these incentive structures. The paper concludes by distinguishing three different modes of environmental planning, in terms of the rationale for participation, the severity of the collective action problem and the associated participatory strategy that can be adopted.  相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

/ An approach to evaluating the effectiveness of management of protected areas is proposed. This approach has been used in developing an evaluation strategy for the Fraser Island World Heritage Area in Australia. The main component of the strategy is built upon the desired outcomes specified in the management plan for the area and thus provides a basis for assessing the extent to which the plan's objectives are being achieved. A series of monitoring programs have been proposed to enable this assessment. Examples of monitoring programs developed as part of the evaluation strategy are presented. A second component of the strategy monitors the implementation of the management plan. A management information system has been developed to record and report on the extent to which the specific actions specified in the management plan have been implemented. Screening is a critical decision-stage in the Environmental Impact Assessment (EIA) process and involves the determination of whether or not a development proposal will require EIA. This decision requires a discretionary judgement on whether the development has the potential to cause ‘significant environmental effects’, and consequently there is potential for diversity to exist in formal requests for EIA. Drawing upon a comprehensive survey of Local Planning Authorities (LPAs) in England and Wales, this paper explores the characteristics of LPA screening decision making since the introduction of revised EIA regulations in March 1999. The paper starts with a theoretical overview of rationality, decision making and planning theory, followed by a brief review of the regulatory context of EIA screening. The research approach is then outlined and the survey findings are presented, including a detailed consideration of organizational and individual level analyses set within the context of planning theory judgement debates. Comparisons with other European countries are briefly made, before drawing conclusions and recommendations.  相似文献

Summary This paper describes a 13-weeks, third-year course in Environmental Planning and Management developed and taught by the authors. Initiated in 1969, the course consists of a mix of lectures, seminars, workshop/laboratory sessions and field-based projects. The objectives of the course are for students: to become aware of the need for, and the complexities of, environmental management; to be able to criticise constructively work done by environmental agencies and consultants, managers and decision makers; and to learn and apply some of the methods and techniques used in environmental management.Topics covered by the current syllabus are: concepts of resource and environment; constitutional aspects; international law and the environment; Australian and Canadian environmental legislation and agencies; human manipulation of ecosystems; energy subsidies; modification of biogeochemical cycles; population dynamics and cropping; fisheries; national parks and reserves—policies in different countries; international heritage areas; environmental assessment (including impact assessment, land evaluation, land capability and land suitability assessment); and regional, integrated land-use and environmental planning and management. Techniques taught include: field surveys and interviewing; laboratory analysis of selected water quality, sediment and soil parameters including nutrient concentrations, heavy metal and pesticide residues; and for some students, applications of geographic information systems (GIS) technology following preceding GIS courses.A major problem is selecting the most appropriate mix between the social and natural sciences—appropriate, first in terms of students' heterogeneous skills and backgrounds, and second, in terms of understanding the causes of environmental problems and issues, and devising practicable solutions.  相似文献

Environmental decision-making and policy-making at all levels refers necessarily to synthetic, approximate quantification of environmental properties such as vulnerability, conservation status, and ability to recover after perturbation. Knowledge of such properties is essential to informed decision-making, but their definition is controversial and their precise characterization requires investments in research, modeling, and data collection that are only possible in the most developed countries. Environmental agencies and governments worldwide have increasingly requested numerical quantification or semiquantitative ranking of such attributes at the ecosystem, landscape, and country level. We do not have a theory to guide their calculation, in general or specific contexts, particularly with the amount of resources usually available in such cases. As a result, these measures are often calculated with little scientific justification and high subjectivity, and such doubtful approximations are used for critical decision-making. This problem applies particularly to countries with weak economies, such as small island states, where the most precious environmental resources are often concentrated. This paper discusses frameworks for a “least disappointing,” approximate quantification of environmental vulnerability. After a review of recent research and recent attempts to quantify environmental vulnerability, we discuss models and theoretical frameworks for obtaining an approximate, standardizable vulnerability indicator of minimal subjectivity and maximum generality. We also discuss issues of empirical testing and comparability between indicators developed for different environments. To assess the state of the art, we describe an independent ongoing project developed in the South Pacific area and aimed to the comparative evaluation of the vulnerability of arbitrary countries.  相似文献

The objective of this study is to assess how local planning can influence the acidity in the upper forest soil layer. Exceedance of soil acidity was determined by a steady-state mass balance model approach in relation to both present and future deposition. Future deposition scenarios were derived for Stockholm County based on transportation planning. Europe-wide scenarios were derived using the RAINS (Regional Air Pollution Information and Simulation) model. The deposition changes were assessed in relation to two different types of forest harvesting practices: whole-tree harvesting; and stem harvesting. The results demonstrate that local emission reductions combined with tree stem harvesting give the greatest remediation of soil acidity. This implies that forest soil acidity can be introduced as an indicator in local environmental planning.  相似文献

In Uganda, environmental and natural resource management is decentralized and has been the responsibility of local districts since 1996. This environmental management arrangement was part of a broader decentralization process and was intended to increase local ownership and improve environmental policy; however, its implementation has encountered several major challenges over the last decade. This article reviews some of the key structural problems facing decentralized environmental policy in this central African country and examines these issues within the wider framework of political decentralization. Tensions have arisen between technical staff and politicians, between various levels of governance, and between environmental and other policy domains. This review offers a critical reflection on the perspectives and limitations of decentralized environmental governance in Uganda. Our conclusions focus on the need to balance administrative staff and local politicians, the mainstreaming of local environmental policy, and the role of international donors.  相似文献
