Neighbourhoods are increasingly gaining attention as planning units of great potential for contribution to sustainable development. Many assessment tools such as LEED-ND, BREEAM Communities and CASBEE-UD have been developed to examine the sustainability of neighbourhood development projects. Some of these tools are claimed to be suitable for assessment in different contexts, and LEED-ND has already been utilised in various countries. This study investigates the viability of using global standards through a series of comparative case studies. One certified case from each of the aforementioned tools is chosen and evaluated against its non-corresponding assessment tools. Selected cases are, respectively, Hoyt Yards, MediaCityUK and Koshigaya Lake Town. Results of this study provide evidence that casts doubt on the viability of using global standards. The paper concludes that neighbourhood sustainability assessment should be regarded as a pluralistic practice. This implies that any realistic and reliable assessment should take account of the specificities of specific locations and varying needs of different stakeholders.  相似文献

This paper draws upon the DISCUS (Developing Institutional and Social Capacity for Sustainable Development) research project, co-funded by the European Commission. The project was undertaken during 2001 – 2004 and involved an in-depth study of 40 European towns and cities in order to understand the institutional and social factors and conditions that might contribute to policy ‘achievement' or ‘failure' in local sustainable development policy and practice. Based on the findings of this research it proposes a conceptual framework for local sustainable development, linking the concepts of institutional capital, social capital and governance to provide a model for understanding the governing of local sustainability. The research shows that in those cases that exhibit sustainable development policy achievements, there are also greater levels of civil society activity and knowledge regarding sustainability issues, and high levels of institutional capacity. Confident local government is crucial to the development of institutional capacity and to institutional learning. One aspect of this is local authorities being equipped to address the longer-term issues and to have a strategic vision for a sustainable future.  相似文献

The aim of our article is to follow how global policy models affect local policy making. Each city has unique local challenges in promoting development, e.g. economic growth, but also needs to find a balance between these targets and demands for sustainable city solutions. In our empirical study, we follow how ideas of waterfront development – to attract new inhabitants and promote economic growth – and global demands of carbon control were used interactively in a strategic spatial planning process in the city of Tampere, Finland. During the six-year planning process, these two policy targets became interdependent, created a new policy-making domain, and led to a combinatorial development of sustainability elements arising from this domain. These findings demonstrate the serial use of global policy models in the creation of a local urban ‘sustainability fix’. To conclude, the intertwinement of diverse global policy models in a city planning process creates easily a recursive cycle that redefines urban sustainability within cities and intercity networks. This perspective makes local policy narratives and strategic planning highly important in urban sustainability research as promoting urban sustainability becomes an inherently ambivalent practice.  相似文献

This paper is based on the author's fieldwork on the incorporation of local cultural understandings in the design of rural sustainability projects in the Democratic Republic of Congo. It explores several narratives about Mami Wata, mythological aquatic figures widely known in West and Central Africa, and their meanings for small-scale waterpower development projects, or micro-hydros. Careful examination of such narratives represents one way in which local conceptions and understandings can inform rural development policy, especially with regard to the social distribution of the benefits such projects aim to bring. When designing policies, development agents and agencies would do well to take these mythological and spiritual dimensions of local people's reality seriously rather than dismiss them as irrelevant, or simply as non-empirical phenomena and therefore without effects. The paper concludes with some concrete suggestions for policy action, paying special attention to how researchers and policymakers can work together to integrate local understandings more effectively into rural development strategies.  相似文献

This article presents a systematic literature review of 109 articles (1992–2015) dealing with Local Agenda 21 processes worldwide. It analyzes two essential elements of Local Agenda 21: (1) the holistic approach of the sustainable development concept and (2) the main driving forces behind such processes. It shows that, although at the beginning, sustainability was seen as a natural extension of environmental policy work, it has been perceived over recent years as a guiding principle applied to issues of environment, economic development, and social welfare, and Local Agenda 21 is perceived as a coherent approach to sustainability planning. In addition, Local Government Strategy is the main typology followed, although it suffers from important limitations. Future studies could focus on local sustainability process outcomes. Further quantitative studies would be welcome, given the qualitative case study dominance in the field. We conclude with a research agenda to tackle theoretical, methodological, and empirical lacunae.  相似文献

Achieving sustainable development depends on comprehensive approaches which integrate consumption and production initiatives. At present, sustainable consumption is being overemphasized to the neglect of the more important production side. This paper examines the role of governments in promoting sustainable consumption and production to identify gaps in national schemes which reduce their overall effectiveness. Public policy tools promoting sustainable consumption and production are discussed in terms of whether they are aimed at correcting: 1) market failures (regulations, taxes, subsidies); or 2) systems failures (labels, communications, education, public procurement). The challenge for governments is to link sustainable consumption initiatives to policies aimed at increasing the sustainability of production in the private sector in both their national and international dimensions. In this way, governments can enlist the aid of consumers in pushing producers towards sustainability and to achieve the ultimate goal of sustainable development.  相似文献

This article examines local recovery plans that were created in response to the Wenchuan earthquake and then suggests ways that planners can better apply the concept of sustainability to the recovery process. We utilize a plan evaluation protocol to analyze 16 recovery plans in counties and towns that were severely affected by the earthquake. We also conducted semi-structured interviews with public officials and planners, with the qualitative data gleaned from these interviews being used to supplement the plan quality assessment. The results reveal that local recovery plans do not appear to have incorporated sufficiently the concepts of sustainability. We conclude the paper with the following recommendations: emphasizing sustainability as a policy priority during vision and goal development; developing solid databases and planning techniques; designing a diversified set of regulatory- and incentive-based policy tools suitable for local governments; enhancing social and institutional learning; and further integrating multi-level and interagency governmental units.  相似文献

In contemporary planning discourse and practice, different planning ideas co-exists. How this affects the transition towards a sustainable development is an important question for both research and practice. The aim of this study is to explore potential conflicts between planning goals caught between growth-led planning and sustainability commitments in a case study of Fredericia, Denmark. The paper discusses the underlying, framing and controlling conditions for transition dynamics. The analysis builds largely on the formulated policies, strategies or national goal achievements towards sustainable futures. These are put in the context of planning and political practices, which are interpreted from a sustainability rationale. Here this study introduces hypocrisy as a theoretical-analytical perspective to dispute actual sustainability practices to respond to continuous ambivalent planning measures. The author concludes that disregarding the inherently different internal logics of growths and sustainability leads to planning paradoxes and impedes sustainable transitions pursued.  相似文献

There is now a wealth of international experience and lessons about options for managing environmentallysensitive zones. This paper1 provides a brief guide to two sets of options, regulatory instruments and incentive measures, that are commonly used to manage special areas. Managementapproachesthat combine both sets of tools are then reviewed, including integrated coastal zone management, municipal-level programmes and efforts to promote sustainable local development such as eco-tourism. The paper concludes that, regardless of which approach is applied to a protected area, the key threats to an area's sustainability must be identified and addressed. Examples and case studies of both good and poor practice are included to illustrate the use of different options. In order to sustain our global environment and improve the quality of living in our human settlements, we commit ourselves to sustainable patterns of production, consumption, transportation and settlement development, pollution prevention, respect for the carrying capacity of eco-systems, and the preservation of opportunities for future generations. This paper steps into the minefield that is urban sustainability studies. It defends a rigorous definition of sustainable development called Environmental Space. This approach starts from the assumption that (1) there are limits to the biophysical capacity of the ecosystem and (2) that — within these limits — each individual has equal access rights to natural capital. On this basis, per capita sustainable consumption targets are calculated which can be (and are being) used as policy objectives. The paper explores how environmental space has influenced local sustainability politics in Edinburgh, Scotland. By doing so, it finds that environmental space targets are still far from being achieved. Reasons for this failure are investigated and Edinburgh's continued commitment to the material growth of her economy is identified as one key barrier. This point is illustrated through the investigation of recent policy decisions in Edinburgh which were justified as being necessary for growth, but which clearly contradict the aims of sustainable development.  相似文献

Abstract

European cities have emerged as laboratories for ‘sustainable mobility'. In the last few years, they have supported numerous electric car projects which combine clean engine technologies with offers on public or shared mobility. This paper compares two ongoing public electric car services in Berlin (BeMobility) and Paris (Autolib’). We explain how both projects shape future visions of sustainable mobility and transform regional transport systems in specific ways through their performative impact as local transport policy tools. Focusing on the socio-economic and political processes through which both projects were conceived and put into practice, we explain their differences as they reflect participating actors' interests in a French versus German industrial and transport policy context after the economic crisis in 2008. We find that whereas BeMobility integrates electric cars as one element in Berlin's intermodal transport system, and thus is centred around ‘intermodality' as the central vision of sustainable transport, Autolib’ in Paris essentially reproduces the dominant mode of private passenger car transport through adding a shared electric car fleet.  相似文献

Despite the popularity of local economic development (LED) as a job creation and economic growth strategy in South Africa, many LED projects have not proved to be sustainable in the long-run, especially where human systems interact with biological ones. This article examines the relationship between sustainability and LED within the context of the emerging honeybush tea industry in the Eastern Cape. Data were gathered from provincial as well as local government policy documents and reports, and via key informant interviews. The data were analysed using Connelly’s [(2007). Mapping sustainable development as a contested concept. Local Environment, 12 (3), 259–278] three pronged approach to sustainable development as a lens through which to view the local industry. Findings showed that the industry offers many opportunities for development, including job creation in poorer, rural households; sustainable wild harvesting using a permit system; commercial cultivation; potential to develop social capital; potential for community-based LED; and product diversification. However, there are also corresponding challenges: There is currently no reliable data on the maximum sustainable yield, which is needed to guide quota allocations for entrepreneurial harvesters harvesting from wild stocks; possible biodiversity loss; and enforcing the permit scheme is proving difficult in remote rural areas.  相似文献

The concept of sustainable development has become very much in vogue in the past decade. We have also observed a shift in the interpretation of this concept from a global perspective to a meso perspective—that is, at a local, regional or sectoral level. This paper aims at highlighting the urban dimension of environmental issues. After a sketch of urban pollution problems and of tools for economic analysis, the notion of urban sustainability will be advocated as a meaningful analytical and policy concept. Next, the main focus of this paper will be on a typological approach to urban sustainability issues on the basis of three characteristic angles, viz. strong and weak sustainability, absolute and relative decoupling and the spatial ecological footprint. This article presents a critical reflection on the theory and practice of social sustainability in the built environment, identifies areas of agreement and disagreement, explores theoretical and conceptual gaps and challenges, and suggests practical implications for future research and urban policy. It argues that despite revisionist approaches which challenge the tripartite structure of sustainable development, social dimension of sustainability remains an essential valid pillar. Utilising a qualitative meta-analysis methodology for undertaking critical analysis of previous research and publications on the topic, key themes of theory and practice of social sustainability are identified and critically examined. Accordingly, 10 key formative characteristics of social sustainability and their research and policy implications are introduced. The article concludes with institutional observations for policy-makers to achieve greater success in addressing largely underestimated dimensions of social sustainability in urban settings.  相似文献

This paper examines how Australian land use plans incorporate provisions for sustainable urban form, design, biodiversity conservation, and climate change. Despite the long-standing sustainability objectives in state policy frameworks, a survey of 291 comprehensive plans finds implementation within local instruments is far from universal. Differences in patterns of policy adoption, as well as potential explanations for these differences, including geographical location, patterns of residential growth, the socio-economic composition of local communities, political forces, and policy evolution over time, are explored. Overall, areas experiencing more intensive growth tend to have newer plans, which in turn, contain more sustainability provisions, suggesting a responsive rather than repressive relationship between development pressures and regulatory development control.  相似文献

This paper shows how Multi-criteria Decision Analysis (MCDA) can help in a complex process such as the assessment of the level of sustainability of a certain area. The paper presents the results of a study in which a model for measuring sustainability was implemented to better aid public policy decisions regarding sustainability. In order to assess sustainability in specific areas, a methodological approach based on multi-criteria analysis has been developed. The aim is to rank areas in order to understand the specific technical and/or financial support that they need to develop sustainable growth.The case study presented is an assessment of the level of sustainability in different areas of an Italian Region using the MCDA approach. Our results show that MCDA is a proper approach for sustainability assessment. The results are easy to understand and the evaluation path is clear and transparent. This is what decision makers need for having support to their decisions. The multi-criteria model for evaluation has been developed respecting the sustainable development economic theory, so that final results can have a clear meaning in terms of sustainability.  相似文献

This article describes a template for implementing an integrated community sustainability plan. The template emphasizes community engagement and outlines the components of a basic framework for integrating ecological, social and economic dynamics into a community plan. The framework is a series of steps that support a sustainable community development process. While it reflects the Canadian experience, the tools and techniques have applied value for a range of environmental planning contexts around the world. The research is case study based and draws from a diverse range of communities representing many types of infrastructure, demographics and ecological and geographical contexts. A critical path for moving local governments to sustainable community development is the creation and implementation of integrated planning approaches. To be effective and to be implemented, a requisite shift to sustainability requires active community engagement processes, political will, and a commitment to political and administrative accountability, and measurement.  相似文献

This paper explores the English land use planning system's actual and potential abilities to both facilitate and constrain the advancement of sustainable development through the preparation of statutory development plans. The exploration is empirically based, focusing upon the conceptual and procedural issues most pertinent to the incorporation of sustainable development within this sector of public policy making. The findings reveal a lack of unified coherence in approach amongst local planning authorities as they struggle to translate the rhetoric of sustainable development into practice. One can detect, however, areas of difficulty and potential opportunity surfacing in the plan preparation process relating to issues of public participation, Local Agenda 21, environmental appraisal, data gathering, resources and guidance. There is also an indication that the institutional framework for incorporation lacks the facility to adopt a consistent position with regard to what one can consider as sustainability-orientated application principles.  相似文献

One of the dual objectives of the Clean Development Mechanism (CDM) of the Kyoto Protocol is to assist host countries in achieving sustainable development. With various CDM indicators for 58 CDM host countries over the period 2005‐2010, this paper empirically assesses whether CDM project development fulfils its sustainable development objective. Using a unique dynamic panel data method based on the long‐differenced model, this research provides convincing evidence that CDM projects contribute to sustainable development in host countries. It sheds light on the role of the CDM in the process of global sustainability with clear policy implications for developing countries and those embracing market instruments.  相似文献

Two substantive bodies of research have developed in recent years, both of which have a focus upon local and regional scales. First, there has been the development of work on changing forms of local and regional governance. This has drawn on a range of theoretical perspectives, including notions of institutional capacity, urban regime theory and neo-regulationalist accounts. Second, a body of research has developed into environmental policy and sustainable development, but this has largely been normative and undertheorized. While these two bodies of literature have developed separately, we believe there is merit in bringing the insights from each together. A focus on local environmental policy helps to broaden our understanding of local governance and problems of after-Fordist regulation. Such a project also helps to illuminate problems in implementing policy on the environment and sustainability. The examination of changing local and regional forms of governance allows us to identify new state spaces, which may provide opportunities for the strategic insertion of environmental objectives into economic development policies. This paper seeks to theorize such environment–economy relations and emerging multi-scalar forms of environmental governance, drawing upon case study research work in six UK local authority areas.
