Agriculture is being increasingly integrated into the UK's land use planning system and recently approved amendments to the EU's Environmental (Impact) Assessment Directive will further this integration and cause more assessments of more projects on a mandatory basis. This paper reviews recent research on the quality of assessments and argues that Environmental Statements of agricultural projects are of a much lower standard than those for other project types and that improvements will need to be made as a result of the changes to the Directive.  相似文献

With the number of vehicles expected to increase to 1.85 billion by 2030 and the scrap generated from end-of-life vehicles (ELVs) expected to be 3.71 billion tonnes, there is a strong motivation to properly process the flow of these materials. The EU Directive on end-of-life vehicles (EU ELV Directive) aims to increase recovery and recycling rates of ELVs in order to reduce waste and improve environmental performances. Long-term optimization planning of vehicle recycling is increasingly important. However, there is a lack of research of uncertainties in the vehicle recycling system, none of the previous studies analyzed the linkage and trade-offs between decision risk and system performances, and no previous research was reported on interval-based programming for vehicle recycling planning problem. In order to meet the imposed eco-efficiency quotas, maximize system profit and minimize decision risk, and at the same time fill the identified research gaps, a risk explicit interval linear programming model for optimal long-term planning in the EU vehicle recycling factories was developed. It can create optimal plans for procuring vehicle hulks, sorting of generated material fractions, allocation of sorted waste flows and allocation of sorted metals for desired value of the system aspiration level. A numerical study demonstrated the potentials and applicability of the proposed model. Vehicle recycling factories aim at reaching the highest possible level of quantity and quality of sorted metal flows. The future eco-efficiency quotas will not endanger their business. The success of the final phase of implementation of the EU ELV Directive is not jeopardized, because even the future eco-efficiency quotas were reached in all created test problems. Quantity of land-filled wastes will be radically reduced after January 1, 2015. The model results and trade-offs would be valuable for supporting the EU vehicle recycling factories in creating optimal long-term production strategies and reducing the risk for uncertain situations.  相似文献

In the process of implementing EU policy, Member States sometimes introduce new policy instruments in cases where this is not obligatory. To better understand this phenomenon, this paper reviews three cases in which new instruments emerged and develops a methodology to trace back the influence of EU Directives on instrument choice. The method is illustrated by a narrative of the emergence of new management planning instruments during the implementation of the EU Habitats Directive in three EU Member States: Finland, Hungary and the Netherlands. Three key features of a policy instrument are defined, namely, its authoritative force, action content and governance design. These are used to measure the contribution of the Habitats Directive compared to other potential explanatory causes for the emergence of the new policy instrument. In all three reviewed countries a nested causal relationship between the Habitats Directive and the introduction of the new policy instrument is identified. Based on the relative contribution of the Habitats Directive to the emergence of the new instrument a distinction is made whether the Directive acted as a cause, catalyst or if conjunction occurred.  相似文献

The Environmental Council of the European Communities is giving consideration to a procedure to provide a common basis for the assessment and control of potentially polluting development. This discusses the rationale and theory underlying the use of land use planning procedures to control potentially polluting development, and the need for harmonisation of procedures within the European Communities in order to avoid the emergence of pollution havens. It goes on to discuss the proposed Directive on environmental assessment, and the implications of its adoption and incorporation into the planning procedures of the U.K. and other member states.  相似文献

Periodic assessment of progress toward established policy goals is crucial to understanding whether the applied efforts are effective. In Europe, the Water Framework Directive (WFD) adopted in year 2000 set ambitious environmental objectives to be achieved by the end of 2015 through the implementation of Integrated Water Resources Management (IWRM) principles. While at this stage it is premature to measure the impact of this Directive in terms of environmental outcomes, it is nonetheless important to develop indicators in order to monitor whether water management practices throughout Europe are aligning towards IWRM. This article presents the methodological development of the Water and Wetland Index, a comparative water policy assessment by environmental NGOs that was carried out in 2002–2003, and highlights the interest of repeating it in 2015, when the first WFD planning cycle will be completed.  相似文献

Recent developments in Leicestershire emphasise this obsession with energy supply.

Further to the European Waste Electrical and Electronic Equipment (WEEE) Directive, setting up efficient collection schemes is necessary to ensure the recovery targets set. Following the subsidiary principle, the WEEE Directive defines only the general requirements for mandatory collection and recycling objectives. The modalities of the logistics and the organisation of the take-back schemes are left to the choice of Member States. In this paper, the implementation of the WEEE Directive and the development of the WEEE recovery infrastructure in Finland are described and the challenges to the effective management of the WEEE recovery system in Finland are expressed. It can be said that the implementation of the WEEE Directive has succeeded in Finland and, at the same time, the legislative basis has been enacted. In addition, a functional WEEE recovery infrastructure has been built and, the collection requirements of the WEEE Directive have been exceeded in a relatively short time. However, the paper outlines that some inefficient practices still exist, particularly in the registration and WEEE collection stages. It is concluded that raising awareness would lead to a more environmentally sound behaviour and would, ultimately, improve WEEE recovery efficiency.  相似文献

The European Integrated Pollution Prevention and Control (IPPC) Directive 96/61/EC aims to introduce a European-wide system of integrated prevention and control of pollution in order to secure a high level of protection to the environment as a whole. It places obligations on the Member States (MS) to introduce controls that ensure operators comply with the Directive. In this framework, as a part of the implementation process leading to formal accession of Cyprus to the European Union, the National Technical University of Athens has examined all documents related to the Best Available Techniques (BATs) published by Institutes and Organisations, such as the Institute for Prospective Technological Studies in Spain, the Environmental Protection Agency in Ireland, the World Bank Group and the Ministry for the Environment, Planning and Public Works in Greece. A series of guidelines were developed for the application of BATs for 14 categories of the Cypriot industry that fall into the IPPC Directive. The concept of BATs plays a central role in the Directive because it provides a basis for setting Emission Limit Values (ELVs) as well as the principal benchmark for determining the obligations of industrial operators in respect of pollution prevention and control. This paper presents the guidelines for cement manufacture in Cyprus.  相似文献

Evolutionary simulation-optimization (ESO) techniques can be adapted to model a wide variety of problem types in which system components are stochastic. Grey programming (GP) methods have been previously applied to numerous environmental planning problems containing uncertain information. In this paper, ESO is combined with GP for policy planning to create a hybrid solution approach named GESO. It can be shown that multiple policy alternatives meeting required system criteria, or modelling-to-generate-alternatives (MGA), can be quickly and efficiently created by applying GESO to this case data. The efficacy of GESO is illustrated using a municipal solid waste management case taken from the regional municipality of Hamilton-Wentworth in the Province of Ontario, Canada. The MGA capability of GESO is especially meaningful for large-scale real-world planning problems and the practicality of this procedure can easily be extended from MSW systems to many other planning applications containing significant sources of uncertainty.  相似文献

This paper assesses the credentials of the planning system in dealing with low-impact developments in the countryside. Forming part of the wider debate on sustainable development in the UK, low-impact developments challenge contemporary rural planning orthodoxy. A detailed case study of Brithdir Mawr in Pembrokeshire Coast National Park reveals the complexities and sensitivities inherent in operationalizing sustainability in this context. The results reveal a planning system reluctant to embrace unconventional lifestyles and methods claiming to be sustainable. It is concluded that the planning system and low-impact developments both need to demonstrate their sustainability credentials in a more direct and empirical manner. Since the adoption of EC Directive (85/337) in the UK in 1988, potential environmental impacts of certain proposed road schemes must be assessed before development consent can be given. This paper focuses specifically on the ecological effects of road developments. A review of Environmental Statements produced for road development schemes is described, and the methods used to assess ecological effects are summarized. Many statements failed to provide the data necessary to predict potential ecological impacts, and very few attempted to quantify these impacts. It is suggested that ecological assessments should be carried out earlier in the planning and design of new roads, thereby permitting more thorough assessments to be made.  相似文献

Regulations to implement Directive 85/337/EEC have been in operation in the UK for over 10 years. Implementation of the amended Directive (97/11/EC) in March 1999 marked the start of a new phase in environmental impact assessment (EIA), and so a review of the impact of the original Directive upon EIA activity is timely. This paper examines the implementation of the Directive in the UK through an empirical analysis of the publication of environmental statements (ESs) between July 1988 and April 1998. ES submissions are analysed under Annexes I and II of the Directive and under the main UK regulations, and then development control decision outcomes are considered. The implications of selected legislation and policy initiatives for ES submissions are then investigated in detail for four types of project. The Directive has been a major force in stimulating the development and growth of EIA in the UK, although the interaction of policies and legislation (environmental and otherwise) can exert an important influence upon trends in ES submissions.  相似文献

Sustainable environmental management is contingent on having an effective environmental planning system. A new methodology for designing and evaluating environmental planning systems is described and applied to a case study evaluation of the Canadian environmental planning process. The methodology is based on eight international best practice principles for environmental planning and 45 indicators. The research illustrates the benefits of the evaluation methodology in identifying how to improve environmental planning systems to achieve desired results. In response to the extreme flood events of recent decades, the European Union has released the Floods Directive (2007/60/EC), which requires the creation of flood risk management plans. These plans do not yet exist in practice, as water management agencies have until 2015 to put them into action. This contribution will discuss two questions regarding the European flood risk management plan: First, how is the new instrument integrated into the various member states, particularly with respect to the scenario approach? Second, how prepared are the institutions for the collaborative planning paradigm of the flood risk management plan, particularly with respect to the river basin districts approach? Citing examples from France, Germany, the Netherlands, and Great Britain, this paper offers both a pessimistic and an optimistic perspective on the implementation of the new flood risk management instrument.  相似文献

The development of regulations to implement Environmental Impact Assessment (EIA) in England and Wales occurred initially as a response to European Community Directive obligations. Since then, a proliferation of regulations has resulted from the need to meet those obligations which were not covered successfully by the first tranche of legislation; the desire to extend the range of project types requiring EIA beyond those specified in the Directive; and the need to respond to changes brought about by privatization.As a result, current regulations relating to EIA are extremely complex and are in a constant state of flux. This inevitably causes problems for those responsible for their implementation. Ten years after the 1985 Environmental Impact Assessment Directive was notified to the Member States, it has undergone a review and the European Commissionhas reached a common position on the proposedamendments.The implementation date for Member States to meet the requirements of the amended Directive is 31 December 1997 (ENDS, 1996). However, the 1985 Directive has yet to be fully implemented in the UK.  相似文献

ABSTRACT The problem of water resources management can be viewed as one requiring the existence and application of some type of “collective decision” mechanism. Currently, the general water resource decision problem is solved using an “individual decision” format without explicit consideration of the dominant social decision system. This paper demonstrates the need for blending technical planning activities with organized societal processes and then proposes a specific public decision framework to satisfy this requirement. The key element in this planning framework is a generalized “bargaining arena” which serves to link technical activities with the social system. Using this bargaining device we can (1) specify policy at a local level, (2) incorporate “social decision” rules into the planning process, and (3) provide local access to the decision process. A simple case of regional water quality management is used to describe the application of this planning procedure and to offer encouragement for successful use in more complex real-world cases.  相似文献

Industrial ecology is a promising approach that planners can use to create more sustainable communities. This paper examines the scientific basis and planning implications of industrial ecology, which models urban systems on natural systems to increase efficiency and to reduce resource consumption and disposal. A case study of a successful eco-industrial system in Kalundborg, Denmark, demonstrates ways in which industrial ecology can promote key principles of sustainability. We conclude with lessons and directions for the role of planning in industrial ecology.  相似文献

The vision of sustainable development is a driving force for change. To understand more about processes of local policy making, and their prerequisites for such change, it is relevant to examine how individual actors use briefing material and how they make assessments in complex planning situations. This study is about the processing of knowledge in a case of planning of a future waste management system. In this case, the written briefing material was shown to have less impact on the arguments and assessments of participating actors. Consequently, process facilitation for complex planning situations needs to support and strive for collective, reflective and transparent knowledge management. High-quality process support thus needs to have its emphasis on arguments, rather than on particular assessment tools and the written briefing material.  相似文献
