Public participation is a key element of Integrated Water Resources Management and, in the European Union (EU), is a major challenge in the implementation of the Water Framework Directive (WFD), which was adopted in December 2000. When new legislation enters into force it is essential to set a baseline against which to measure the progress towards the established goals at significant milestones of its implementation. This paper presents an assessment of the quality of stakeholder participation at the beginning of the WFD implementation in twenty countries belonging to or with close institutional relationships with the EU. The evaluation was completed by environmental non-governmental organizations and it shows that already in 2003 there were positive examples of stakeholder participation in several countries but that, in general, the WFD implementation will require significant efforts to improve on participatory practices throughout Europe. 相似文献

Using choice experiment data for economic valuation we analyse how disbelief in survey information could affect the retrieved welfare estimates. We distinguish between two types of survey information to the respondents. The first type of information concerns the current environmental status of a water body. This information is provided prior to the valuation questions and the corresponding beliefs in the provided information are also elicited before valuation. The second type of information concerns the proposed improvements in the environmental status of the water body. We find that average welfare measures differ considerably according to whether respondents who disagree with the status quo levels and find proposed scenarios unlikely are included or not. 相似文献

The Water Framework Directive is the most significant piece of European water legislation to date. This paper looks at the Directive's stakeholder participation requirements, which are crucial to its successful implementation, and represent one of its most novel and potentially far-reaching elements. The Ribble catchment in northwest England is part of a European pilot river basin network tasked by the European Commission with testing the Directive's common implementation strategy guidance, which is designed to aid member states in meeting its requirements. The Ribble pilot, managed by the Environment Agency, is responsible for testing the stakeholder participation element of this guidance. This paper provides an overview of the early stages of the Ribble pilot'sapproach, and discusses stakeholder participation in the context of the Water Framework Directive more broadly. 相似文献

The article analyses the perceptions at municipal level of potentials and problems in implementing integrated catchment management of water resources as proposed in the EU Water Framework Directive, expressed in views on how to reduce nutrient leakage from agricultural production. Heads of environmental authorities, spatial planners and environmental officers are among the professionals that will be key actors when implementing the WFD at the local level. Using a process of active focus group interviews, officials from municipal environmental offices studied, reflected upon and discussed the suggested plan concerning their part of implementing WFD. The municipal officers stressed certain conditions that have to be met to implement WFD in a sustainable manner. The most important conditions are clear environmental goals and management plans with support in legislation, which would put the necessary pressure upon local politicians to prioritize the WFD and take action. The respondents perceived the WFD would offer a changed approach in work routines with farmers towards partnerships for sustainable water resource management. 相似文献

Estimating the economic value of improvements in river ecology using choice experiments: an application to the water framework directive 总被引:8,自引:0,他引:8
The Water Framework Directive is a major regulatory reform of water resources management within the European Union. Integrated catchment management plans must be prepared for all river basins, in order to achieve 'good ecological status' in all EU waters. Ecological status is a broader measure of water quality than the chemical and biological measures that were previously dominant. The Directive calls for a consideration of the economic costs and benefits of improvements to ecological status. In this paper, we use the choice experiment method to estimate the value of improvements in three components of ecological status. Given the high resource cost of valuation studies, benefits transfer methods will be needed in implementing the Directive. We thus also test the ability of choice experiments for benefits transfer across two very similar rivers in the UK. 相似文献

The term “body of groundwater” represents a new administrative tool established by the water framework directive (WFD) in order to manage European groundwaters. Its practical application raises some difficulties due to unclear definitions and the large heterogeneity of European aquifers. In this work, a methodology is proposed to carry out the delineation of bodies of groundwater according to the requirements of the WFD. This methodology faces up to some of the major difficulties that can arise during the delineation, such as the identification of bodies of groundwater in multilayered aquifers, boundaries between superposed groundwater bodies, and delimitation in low permeability materials or in dismembered aquifers. In order to show its practical application, the proposed methodology is applied in a pilot Mediterranean river basin located in southern Spain. Results show that previous knowledge of the hydrogeological conditions is necessary to enable a correct delineation of groundwater bodies. Finally, alternative procedures are proposed for low permeability and small aquifers in order to reduce the number of groundwater bodies identified and simplify their overall management. 相似文献

ABSTRACT: The general relationship between water policy and social policy in the Western United States is examined by utilizing the example of the Arizona Groundwater Management Act. Too often, this is a relationship which goes largely unexamined, at least in any explicit way. In areas of perceived or real water scarcity, it is often the case that the setting of water policy severely constrains the social policy. Too many fundamental social policy issues are left to unstated assumptions through such a procedure. But, this paper asks, should not the social policy lead, and the water policy follow? This paper presents an assessment of the potential impact of the EUs biofuel directive on European land use and biodiversity. In a spatially explicit analysis, it is determined which ecologically valuable land use types are likely to be directly replaced by biofuel crops. In addition, it is determined which land use types may be indirectly replaced by biofuel crops through competition over land between biofuel and food crops. Four scenarios of land use change are analyzed for the period 2000–2030 while for each scenario two policy variants are analyzed respectively with and without implementation of the biofuel directive. The results indicate that the area of semi natural vegetation, forest and High Nature Value farmland directly replaced by biofuel crops is small in all scenarios and differs little between policy variants. The direct effects of the directive on European land use and biodiversity therefore are relatively minor. The indirect effects of the directive on European land use and biodiversity are much larger than its direct effects. The area semi natural vegetation is found to be 3–8% smaller in policy variants with the directive as compared to policy variants without the directive. In contrast, little difference is found between the policy variants with respect to the forest area. The results of this study show that the expected indirect effects of the directive on biodiversity are much greater than its direct effects. This suggests that indirect effects need to be taken explicitly into account in assessing the environmental effects of biofuel crop cultivation and designing sustainable pathways for implementing biofuel policies. 相似文献

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—-for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport. 相似文献

The European Union Landfill Directive calls on member states to reduce the amount of biodegradable municipal solid waste disposed of to landfill. In addition, national waste strategies will require the constituent parts of the United Kingdom to achieve increased household waste recycling and recovery rates. Both these measures will require the development of the infrastructure to support national high-intensity recycling and composting schemes and the construction of at least 35 new municipal waste to energy incinerators. Before plans can be developed for meeting the targets several areas relating to municipal solid waste need to be clarified. Depending on the definition of municipal solid waste, its composition and likely future growth rates the number of incinerators required could be up to 170. 相似文献

New European Union legislation on Integrated Pollution Prevention and Control (IPPC) is being implemented in the United Kingdom, enacted by the Pollution Prevention and Control Act 1999 and its statutory instruments, the Pollution Prevention and Control (England and Wales) Regulations 2000. This legislation incorporates previously unregulated installations in the food and intensive livestock sectors, such as pig installations above a given threshold size. IPPC requires that installations adopt Best Available Techniques and follow General Binding Rules of good practice in order to manage their environmental effects. IPPC has significant potential impacts for both the environmental and financial performance of the pig industry. In this context, the paper discusses the IPPC implementation process as it applies to the sector and presents a methodological framework for assessing the environmental and cost benefit implications of the new regulations. 相似文献

The current European Directive for the quality of drinking water was originally proposed in 1975 and adopted in 1980. With improved scientific knowledge and a desire to simplify, consolidate and update existing legislation, the commission is currently revising the Directive. Proposed changes include a significant reduction in the value of the lead parameter, which will involve countries such as the UK with considerable expenditure related to the removal of lead pipes and fittings in the water systems. This study aims to analyse the potential market for emissions permits that the European Union (EU) established in 2005, in a first-mover attitude with regard to the frame of the Kyoto Protocol. To this end the integrated assessment Regional Integrated Climate and the Economy (RICE) model is employed, adapted to the specific objectives intended. A referential paretian-optimum price of US$25.63 tCO2 is obtained around the year 2007, which duplicates the hypothetical harmonized carbon tax. The ratio between the willingness to pay and the net environmental damages as a result of adverse climate change point to the high degree of commitment and the leadership initiative that seem to be assumed by the EU-15, the extended EU including Eastern European countries and the European OECD as a whole, with the hinterland geo-strategic referent represented by Russia and the Ukraine. 相似文献

ABSTRACT: Changes in watershed management and policy in Hawaii are an instructive case study on the evolution of resource management from a traditional vertically integrated system, to a segmented central government‐based system, and now towards a community and watershed focus. The rise of European social and economic influences coupled with the precipitous decline in the Hawaiian population in the years following European contact led to the destruction of traditional management structures. Subsequently, the dominance of outside interests in Hawaii society and politics, culminating with the sugar industry, facilitated the unrestricted use and privatization of land and water resources. The post‐World War II era ushered in fundamental changes in Hawaii society and politics including renewed appreciation of traditional management practices. Government policies, increased community interest in resource management, and a renaissance in Hawaiian culture have converged in recent years to facilitate the development of new management structures that draw on both traditional and contemporary management. These structures hold great promise for improving Hawaiian watershed management. Our observations suggest that other jurisdictions may find it productive to examine traditional management and policy structures and try to relate them to contemporary community‐based resource management policies and activities. 相似文献

ABSTRACT: Effectively teaching water resources policy to university science and engineering students is both important and difficult. Most careers in the water resources field require an understanding of the comprehensive governmental regulatory structure affecting water use. Also, few science and engineering curricula encourage their students to take policy courses. Successful approaches to teaching water resources policy might include epistemological comparisons, case studies, issue maps, and interactive simulations. Obstacles to the effective teaching of this subject include students' insufficient preparation and student disdain and cynicism. These obstacles may be mitigated by requiring a prerequisite, developing a glossary of policy-related terms, and introducing the course through lectures emphasizing realistic views of the water resources management field and the nature of the American political system. 相似文献

ABSTRACT: Nebraska has abundant supplies of high quality surface and ground water. The U.S. Supreme Court decision in 1982, declaring ground water to be an article of commerce, is widely perceived as giving neighboring states easier access to Nebraska water. Some neighboring states, particularly Colorado and Wyoming, are in water short situations. Additionally, current legal restrictions on certain types of transfers within the State could be inhibiting the “highest and best use” of Nebraska's water. Thus, in 1987 the Nebraska Legislature called for the development of a new water policy for Nebraska that would promote the economically efficient use of water, yet protect the environment as well as the rights of individuals (for example, third parties) and the public. Through an interagency study employing an extensive public involvement process, a policy to be recommended to the Legislature in 1989 emerged. The policy revises the basic definition of water rights and transfers and eliminates most of the inconsistencies in the water allocation system by treating most types of water resources, most types of water users, and most locations of use similarly in the permitting process. (The principal exception is the individual irrigator using ground water on the overlying land where overlying land is one government surveyed section; such use is not defined to be a transfer nor is a permit required.) An impact assessment would be required of most new water uses except on site uses of ground water. Compensation measures could be specified as a condition of the permit where appropriate. The permit would be issued only if the benefits of the proposed transfer clearly outweigh adverse effects that could not be avoided or effectively compensated. The policy allows for the sale or lease of “salvaged” water. It calls for the State to facilitate transfers by acting as a clearinghouse for potential buyers and sellers, and it allows the State to sponsor water projects. An annual fee to be paid by many water users, in order to provide a fund for compensation and for state sponsored water projects, was proposed. However, it met with extensive opposition. Thus, the policy recommends only that the Legislature examine potential funding programs and equitable user fees. 相似文献

ABSTRACT: The traditional solution to stormwater runoff from housing developments has been stormwater sewer systems. A newer and increasingly popular solution is some sort of impoundment or “lake” within the development, which is thought to be cheaper, to provide recreation, to improve the aesthetics of the environment, and to increase property values. Little is known of the acceptability of these to public officials, developers, or potential residents, or of their policy implications. Two such developments in Mississauga, Ontario, were studied, in terms of the perceptions and opinions of a random sample of residents and of officials who had been involved in their planning and management. The areas have attracted a relatively young group, just beginning their child-bearing years, with relatively high income and education. The lakes appear to be popular, and relatively successful, especially the one which provides more recreational opportunities, and which has had fewer maintenance problems. The major problems are visual and safety. The City, and to some extent the developers, are seen as the appropriate groups to manage and maintain the lakes. Some suggestions, based on residents' and officials' responses, are presented for future designs and policy formulation. 相似文献

ABSTRACT: Policy and management plans can be enhanced through effective communication between researchers and decision makers. Differences in understanding can come from differences in professional cultures. Scientists deal with facts, proof and incremental progress whereas the decision makers are often faced with perceptions, emotions and deadlines. A case study is presented illustrating the interaction between the political system and science on a water management issue. Irrigation projects in the western San Joaquin Valley of California lead to a situation requiring subsurface drainage and disposal of the drainage water. The original plan was to discharge the drainage water in the Suisun Bay east of the San Francisco Bay. Severe damage to birds associated with selenium in the water led to a reevaluation of irrigation and drainage management options. Federal and state agencies cooperated to establish a San Joaquin Valley Drainage Program (SJVDP) which was to develop plans for solving the problem. Discharge to the Bay was politically eliminated as an option for evaluation, an action criticized by a National Research Council Committee as not being scientifically based. The SJVDP published a Management Plan in 1990 which contained proposals viewed by the scientific community as not necessarily incorrect but not completely justified based on the scientific knowledge at the time. A segment of the Citizens Advisory Committee that was part of the SJVDP consisting of representatives from the interest groups viewed the Management Plan as a negotiated agreement between the environmental and agricultural interests. Presently, an Activity Plan exists, consisting of technical committees to evaluate the current technical and economic evaluation of the management options proposed in the Management Plan. This case study illustrates that factors other than scientific facts have bearing on decisions. Successful management plans must be technically sound, economically viable and socially acceptable. The scientific community needs to evaluate its role in the policy making arena and to focus research on questions of greatest value to decision makers, as well as to scientific peers. 相似文献
