Environmental assessments and land-use planning require reliable information on the botanical composition and distribution of habitats. There have been numerous academic studies of inter-observer variation in species-inventory and habitat mapping, but studies addressing the prevalence of inter-observer variation and consequences of poor quality data in professional practice are lacking. This paper addresses these questions via a questionnaire survey of environmental professionals, using the standard Phase 1 and National Vegetation Classification (NVC) survey methods in the United Kingdom. The survey revealed that misidentification of habitat types within survey reports was relatively common (approximating to 20% of all reports seen by respondents over the previous five years). Approximately 40% of respondents who had encountered erroneous reports stated that these had led to inaccurate initial site ecological assessments. Additional field surveys and discussions with surveyors were commonly used to resolve these issues, but for Phase 1 and NVC 26% and 34% of respondents, respectively, had encountered one or more cases where errors resulted in negative consequences for clients commissioning surveys (in terms of extra costs and project delays). Net loss of biodiversity arising from inaccurate reports was reported in at least one instance by 32% and 38% of respondents for Phase 1 and NVC surveys, respectively – results that may contribute to the attrition of natural capital within the UK. The study highlights the need to extend studies of inter-observer variation to consider impacts on environmental assessments and decision-making in professional practice. The potential benefits of introducing an accreditation scheme (favoured by the majority of respondents to the questionnaire) are discussed.  相似文献

Six separate but related strains of thought have emerged prominently since 1950 in discussions of such phenomena as the interrelationships among rates of population growth, resource use, and pressure on the environment. They are the ecological/carrying capacity root, the resources/environment root, the biosphere root, the critique of technology root, the no growth/slow growth root, and the ecodevelopment root.Each of these strains of thought was fully developed before the word sustainable itself was used. Many of the roots are based on fundamentally opposing assessments of the future of mankind. Many of the roots, such as the ecology/carrying capacity root, are based on physical concepts, and they exclude normative values. Others, such as the ecodevelopment root, include such values as equity, broad participation in governance, and decentralized government.When the word sustainability was first used in 1972 in the context of man's future, in a British book,Blueprint for Survival, normative concepts were prominent. This continued to be the case when the word was first used in 1974 in the United States to justify a no growth economy.Sustainability was first used in a United Nations document in 1978. Normative concepts, encapsulated in the term ecodevelopment, were prominent in the United Nations publications.After about 1978, the term sustainability began to be used not only in technological articles and reports but also in policy documents culminating in the use of the term in the report of the summit meeting of the Group of Seven in 1989.The roots of the term sustainability are so deeply embedded in fundamentally different concepts, each of which has valid claims to validity, that a search for a single definition seems futile. The existence of multiple meaning is tolerable if each analyst describes clearly what he means by sustainability.  相似文献

The concepts of sustainable agriculture, organic agriculture, regenerative agriculture, and alternative agriculture are receiving increasing attention in the academic and popular literature on present trends and future directions of agriculture. Whatever the reasons for this interest, there nevertheless remain differences of opinion concerning what counts as a sustainable agriculture. One of the reasons for these differences is that the moral underpinnings of a policy of sustainability are not clear. By understanding the moral obligatoriness of sustainability, we can come to understand precisely what must be sustained, and by implication, how. This article discusses the arguments that can be advanced for sustaining anything and initially concludes that our obligations to future generations entail sustaining more than just sufficient food production or an adequate resource base. Indeed, a tradition of care and community must underlie whatever agricultural and resource strategies we are to develop under the rubric of sustainability. A consideration of the larger social and environmental system in which agriculture operates and the constraints this system places on agriculture forces us to recognize that sustainability has to do with larger institutional issues, including our ability to incorporate our common morality democratically into our institutions, practices, and technologies.  相似文献

This paper examines the historic development of the Brazilian sugarcane ethanol sector and the largely successful attempt to create a sustainable, renewable fuel for the transport sector. The policy that resulted from this process is an example of meeting the need for sustainable transport through the consideration of location‐specific characteristics and appropriate policy. The paper then questions the current and expected trajectory of the sugarcane ethanol sector with the focus on one key question: can sustainability be exported? In this analysis, the paper identifies new threats to the sustainability of Brazilian sugarcane ethanol and potential “opportunity costs” incurred in further development and internationalization of the sector. The paper concludes that exporting sugarcane ethanol may bring unanticipated deleterious consequences, which in turn means that both policy and theory need to be more precise about how sustainable transport is defined and bounded by time and space.  相似文献

We present and test a conceptual and methodological approach for interdisciplinary sustainability assessments of water governance systems based on what we call the sustainability wheel. The approach combines transparent identification of sustainability principles, their regional contextualization through sub-principles (indicators), and the scoring of these indicators through deliberative dialogue within an interdisciplinary team of researchers, taking into account their various qualitative and quantitative research results. The approach was applied to a sustainability assessment of a complex water governance system in the Swiss Alps. We conclude that the applied approach is advantageous for structuring complex and heterogeneous knowledge, gaining a holistic and comprehensive perspective on water sustainability, and communicating this perspective to stakeholders.  相似文献

The widespread interest in the concept of sustainable environment and development has been accompanied by the need to develop useful systems of measurement. We discuss the use of indicators which might be used to assess such conditions. Our characteristics, or criteria, for desirable global sustainability indicators are:
  • sensitivity to change in time
  • sensitivity to change across space or within groups
  • predictive ability
  • availability of reference or threshold values
  • ability to measure reversibility or controllability
  • appropriate data transformation
  • integrative ability
  • relative ease of collection and use
  • We discuss the basis of these characteristics, and examine two categories of indicators (soil erosion and population) and two specific indicators (physical quality of life index and energy imports as a percentage of consumption) for their value as sustainability measures.  相似文献

    Sustainability is increasingly viewed as a desired goal of development and environmental management. This term has been used in numerous disciplines and in a variety of contexts, ranging from the concept of maximum sustainable yield in forestry and fisheries management to the vision of a sustainable society with a steady-state economy. The meaning of the term is strongly dependent on the context in which it is applied and on whether its use is based on a social, economic, or ecological perspective, Sustainability may be defined broadly or narrowly, but a useful definition must specify explicitly the context as well as the temporal and spatial scales being considered. Although societies differ in their conceptualizations of sustainability, indefinite human survival on a global scale requires certain basic support systems, which can be maintained only with a healthy environment and a stable human population. A clearer understanding of global sustainability and the development of appropriate indicators of the status of basic support systems would provide a useful framework for policy making.  相似文献

    The development of 'indicators' and associated techniques for the appraisal of 'sustainability' requires efforts to systematically define, quantify and aggregate many disparate dimensions of social, environmental and economic performance. This necessarily raises a number of serious theoretical and methodological difficulties, including those relating to the selection and framing of 'problems' and 'options', the treatment of deep uncertainties and the 'impossibility' of aggregating in analysis the divergent social interests and value judgements which govern the prioritisation of the different dimensions of 'sustainability'. After exploring the depth and scope of some of these difficulties, this paper argues that they render futile any attempt to develop an 'analytical fix' for the problems of appraisal. In this light, systematic public participation is recognised not just as an issue of political efficacy and legitimacy, but also as a fundamental matter of analytical rigour. However, it is also concluded that once aspirations to the 'analytical fix' are renounced, there is much that might be contributed by transparent, straightforward quantitative analytical tools and the paper ends with some recommendations and an example in this regard.  相似文献

    Some have argued that the meaning of sustainability varies according to context, forcing us to be as explicit as possible when defining our terms. An argument is offered that disputes this conclusion by maintaining that it is not the meaning of sustainability that changes with respect to context, but rather our understanding of the context itself. This is frequently apparent in contradictions that arise when conceiving each context in terms of sustainability. If this argument is correct, then we should be concerned not with the “meaning” of sustainability but rather the implications of sustainability as they affect the status quo. And in order to do this we must be prepared to answer the question: Why is sustainability desirable? This approach is illustrated through a preliminary conceptual and ethical analysis of ecologically sustainable development.  相似文献

    In this article I draw on recent anthropological literature on the senses to propose a novel approach to sustainable local development. I suggest that attention to how the senses are engaged in both discourses concerning and corporeal experiences of sustainable urban development, can produced insights into how these processes operate.     In the South West of the UK, a growing number of rural and urban communities are exploring various pathways to a more sustainable living. The village of Belstone is among these pioneers of change through its Green Village project. It is a relatively affluent community and it has been a major challenge to engage people that are reticent to change their lifestyle and suspicious of the motives of the initiators. Based on a process of action research, this paper explores the attitudes and perceptions towards sustainability and how they influenced the people's engagement. We demonstrate that the partnership was effective in enabling the villagers engaged in the project to take control over the process. Behaviour changes were reported by the villagers actively engaged with the initiative. The Green Village did not “snowball” to the entire community; however, many of those who chose not to engage associated the word “Green” with traits that they did not identify with.  相似文献

    The aim of this paper is to identify principal factors controlling the Degree of Sustainable Development of Mineral Resources (DSDMR) of mining cities and then to measure their DSDMR and reveal their developing trends. To do this, 78 Chinese mining cities are used as an example. These cities are classified on a hierarchical level of the DSDMR in order to support decision-making of sustainable development. Six principal factors controlling the DSDMR are recognized using factor analysis. They are used to measure the DSDMR of the Chinese mining cities and their developing trends. The results show that in terms of the type of mineral resources, the DSDMR decreases from petroleum to multi-resources to non-metal to coal to metal cities. It decreases also from middle to old to young aged cities and from eastern to central to western cities in geographical location. In addition, large and very large cities have higher DSDMR values than middle- and small-sized cities. These Chinese mining cities are classified into six clusters by cluster analysis, which forms the basis for policy making.  相似文献
