As collaborative groups gain popularity as an alternative means for addressing conflict over management of public lands, the need for methods to evaluate their effectiveness in achieving ecological and social goals increases. However, frameworks that examine both effectiveness of the collaborative process and its outcomes are poorly developed or altogether lacking. This paper presents and evaluates the utility of the holistic ecosystem health indicator (HEHI), a framework that integrates multiple ecological and socioeconomic criteria to evaluate management effectiveness of collaborative processes. Through the development and application of the HEHI to a collaborative in northern Arizona, the Diablo Trust, we present the opportunities and challenges in using this framework to evaluate the ecological and social outcomes of collaborative adaptive management. Baseline results from the first application of the HEHI are presented as an illustration of its potential as a co-adaptive management tool. We discuss lessons learned from the process of selecting indicators and potential issues to their long-term implementation. Finally, we provide recommendations for applying this framework to monitoring and adaptive management in the context of collaborative management.  相似文献

ABSTRACT: Ecosystem management has become an important unifying theme for environmental policy in the past decade. Whereas the science of ecosystem dynamics suggests that it will remain difficult to define ecosystem borders and all of the natural and anthropogenic effects that influence them, the politics of ecosystem management require that a national ecosystem delineation standard be adopted. Moreover, a political framework for ecosystem management decision making must be designed in such a way as to complement the hierarchical, interrelated nature of ecosystems generally. This paper advocates that a watershed-based ecosystem delineation standard is the most politically suitable because it will be easily understood by the public and watersheds have a long history as a medium of environmental policy. The paper then proposes that the political framework for watershed-based ecosystem management must depend heavily on state and local autonomy, subject to federally prescribed standards and goals. The Coastal Zone Management Act provides a model for how a national ecosystem management policy can work within state and local watershed cultures and economies.  相似文献

The conceptual rubric of ecosystem management has been widely discussed and deliberated in conservation biology, environmental policy, and land/resource management. In this paper, I argue that two critical aspects of the ecosystem management concept require greater attention in policy and practice. First, although emphasis has been placed on the “space” of systems, the “time”—or rates of change—associated with biophysical and social systems has received much less consideration. Second, discussions of ecosystem management have often neglected the temporal disconnects between changes in biophysical systems and the response of social systems to management issues and challenges. The empirical basis of these points is a case study of the “Crown of the Continent Ecosystem,” an international transboundary area of the Rocky Mountains that surrounds Glacier National Park (USA) and Waterton Lakes National Park (Canada). This project assessed the experiences and perspectives of 1) middle- and upper-level government managers responsible for interjurisdictional cooperation, and 2) environmental nongovernment organizations with an international focus. I identify and describe 10 key challenges to increasing the extent and intensity of transboundary cooperation in land/resource management policy and practice. These issues are discussed in terms of their political, institutional, cultural, information-based, and perceptual elements. Analytic techniques include a combination of environmental history, semistructured interviews with 48 actors, and text analysis in a systematic qualitative framework. The central conclusion of this work is that the rates of response of human social systems must be better integrated with the rates of ecological change. This challenge is equal to or greater than the well-recognized need to adapt the spatial scale of human institutions to large-scale ecosystem processes and transboundary wildlife.  相似文献

This paper proposes a method to select forest restoration priority areas consistently with the key principles of the Ecosystem Approach (EA) and the Forest Landscape Restoration (FLR) framework. The methodology is based on the principles shared by the two approaches: acting at ecosystem scale, involving stakeholders, and evaluating alternatives. It proposes the involvement of social actors which have a stake in forest management through multicriteria analysis sessions aimed at identifying the most suitable forest restoration intervention. The method was applied to a study area in the native forests of Northern Argentina (the Yungas). Stakeholders were asked to identify alternative restoration actions, i.e. potential areas implementing FLR. Ten alternative fincas—estates derived from the Spanish land tenure system—differing in relation to ownership, management, land use, land tenure, and size were evaluated. Twenty criteria were selected and classified into four groups: biophysical, social, economic and political. Finca Ledesma was the closest to the economic, social, environmental and political goals, according to the values and views of the actors involved in the decision. This study represented the first attempt to apply EA principles to forest restoration at landscape scale in the Yungas region. The benefits obtained by the application of the method were twofold: on one hand, researchers and local actors were forced to conceive the Yungas as a complex net of rights rather than as a sum of personal interests. On the other hand, the participatory multicriteria approach provided a structured process for collective decision-making in an area where it has never been implemented.  相似文献

A strategy for management of giant sequoia groves is formulated using a conceptual framework for ecosystem management recently developed by Region Five of the USDA Forest Service. The framework includes physical, biological, and social dimensions. Environmental indicators and reference variability for key ecosystem elements are discussed in this paper. The selected ecosystem elements include: 1) attitudes, beliefs, and values; 2) economics and subsistence; 3) stream channel morphology; 4) sediment; 5) water; 6) fire; 7) organic debris; and 8) vegetation mosaic. Recommendations are made for the attributes of environmental indicators that characterize these elements. These elements and associated indicators will define and control management activities for the protection, preservation, and restoration of national forest giant sequoia ecosystems.  相似文献

The Science Advisory Board of the US Environmental Protection Agency has recommended that risk reduction strategies become the centerpiece of environmental protection. The goal in developing such strategies is to identify opportunities for greatest reduction of ecological risks. This is a perspective that is significantly more comprehensive than the traditional focus on human health risks arising from environmental degradation. The identification of ecological risks upon which environmental protection efforts should be focused requires an ecological risk assessment methodology that is based on anthropogenic stressors affecting an ecosystem and a set of impaired use criteria. A methodology based on this concept is developed and discussed in this article. The methodology requires that risk values be assigned to each ecosystem stressor-impaired use pair that reflect the degree to which the given stressor contributes to ecosystem risk as measured by the given impaired use criterion. Once these data are available, mathematical analyses based on concepts from fuzzy set theory are performed to obtain a ranking of ecosystem stressors. The methodology has been tested by applying it to a case study involving Green Bay of Lake Michigan. A workshop was held in which 11 persons with extensive knowledge of the Green Bay ecosystem determined risk values through a group-consensus process. The analytical portion of the methodology was then used to rank the ecosystem risks (stressors) from several perspectives, including prevention management and remediation management. The overall conclusion of the workshop participants was that the fuzzy set decision model is a useful and effective methodology for differentiating environmental risk.  相似文献

The decision-making environment in forest management (FM) has changed drastically during the last decades. Forest management planning is facing increasing complexity due to a widening portfolio of forest goods and services, a societal demand for a rational, transparent decision process and rising uncertainties concerning future environmental conditions (e.g., climate change). Methodological responses to these challenges include an intensified use of ecosystem models to provide an enriched, quantitative information base for FM planning. Furthermore, multi-criteria methods are increasingly used to amalgamate information, preferences, expert judgments and value expressions, in support of the participatory and communicative dimensions of modern forestry. Although the potential of combining these two approaches has been demonstrated in a number of studies, methodological aspects in interfacing forest ecosystem models (FEM) and multi-criteria decision analysis (MCDA) are scarcely addressed explicitly. In this contribution we review the state of the art in FEM and MCDA in the context of FM planning and highlight some of the crucial issues when combining ecosystem and preference modeling. We discuss issues and requirements in selecting approaches suitable for supporting FM planning problems from the growing body of FEM and MCDA concepts. We furthermore identify two major challenges in a harmonized application of FEM-MCDA: (i) the design and implementation of an indicator-based analysis framework capturing ecological and social aspects and their interactions relevant for the decision process, and (ii) holistic information management that supports consistent use of different information sources, provides meta-information as well as information on uncertainties throughout the planning process.  相似文献

浊漳河山西省潞城市境内干流段及南源段河道生态环境目前最突出的问题在于水质恶化、水量减少以及生物多样性衰退。本文从水质、水量、生物状况三个要素出发,通过建立浊漳河潞城市境内河段的水生态健康评价体系,对浊漳南源及干流段进行了生态健康诊断。结果显示,浊漳干流段生态健康总指数36.74,呈生态病态状;南源段生态健康总指数60.03,呈基本健康状态。据此,浊漳河潞城境内段目前的核心问题是生态恢复问题,应当针对其存在的问题选择适当的生态修复模式,采取相应的生态环境管理方法,把生态系统的恢复和重建作为其流域治理的最终目标。  相似文献

在对巢湖水生态状况深入调查研究的基础上,确立了湖泊生态系统健康评价指标体系,确定了各指标健康等级的阙值范围,建立了基于熵权的湖库水生态健康模糊综合评价模型。并选取1980年巢湖的水质和水生态数据作为本底值。运用熵权法对2000~2005年整个湖泊生态系统的健康状况进行了客观评价,结果表明2004—2005年巢湖水生态系统均处于较差健康状态。本方法的计算结果表明采用熵权综合健康指数法对其进行生态系统健康评价具有很好的可靠性和实用性。最后根据实际提出了湖库水生态安全综合管理对策。  相似文献

Ecosystems, though impacted by global environmental change, can also contribute to the adaptation and mitigation of such large scale changes. Therefore, sustainable ecosystem management is crucial in reaching a sustainable future for the biosphere. Based on the published literature and publicly accessible data, this paper discussed the status and trends of forest, grassland, and wetland ecosystems in China that play important roles in the ecological integrity and human welfare of the nation. Ecological degradation has been observed in these ecosystems at various levels and geographic locations. Biophysical (e.g., climate change) and socioeconomic factors (e.g., intensive human use) are the main reasons for ecosystem degradation with the latter factors serving as the dominant driving forces. The three broad categories of ecosystems in China have partially recovered from degradation thanks to large scale ecological restoration projects implemented in the last few decades. China, as the largest and most populated developing nation, still faces huge challenges regarding ecosystem management in a changing and globalizing world. To further improve ecosystem management in China, four recommendations were proposed, including: (1) advance ecosystem management towards an application-oriented, multidisciplinary science; (2) establish a well-functioning national ecological monitoring and data sharing mechanism; (3) develop impact and effectiveness assessment approaches for policies, plans, and ecological restoration projects; and (4) promote legal and institutional innovations to balance the intrinsic needs of ecological and socioeconomic systems. Any change in China’s ecosystem management approach towards a more sustainable one will benefit the whole world. Therefore, international collaborations on ecological and environmental issues need to be expanded.  相似文献

Sectorial approach for monitoring heavy metal pollution in rivers has failed to report realistic pollution status and associated ecological and human health risks. The increasing spread of heavy metals from different sources and emerging risks to human and environmental health call for reexamining heavy metal pollution monitoring frameworks. Also, the sources, spread, and load of heavy metals in the environment have changed significantly over time, requiring consequent modification in the monitoring frameworks. Therefore, studies on heavy metal monitoring in rivers conducted in the last decade were evaluated for experimental designs, research frameworks, and data presentations. Most studies (∼99%) (i) lacked inclusiveness of all environmental compartments; (ii) focused on “one pollutant – one/two compartment” or sometimes “one pollutant – one compartment – one effect” approach; and (iii) remained “data-rich but information poor.” An ecological approach with integrative system thinking is proposed to develop a holistic approach for monitoring river pollution. It is visualized that heavy metal monitoring, risk analyses, and water management must incorporate tracking pollutants in different environmental compartments of a river (water, sediment, and floodplain/bank soil) and consider correlating it with riverbank land use. The systems-based pollution monitoring and assessment studies will reveal the critical factors that drive heavy metals pollutant movement in ecosystems and associated potential risks to the environment, wildlife, and humans. Also, water quality and pollution indexing tools would help better communicate complex pollution data and associated risks among all stakeholders. Therefore, integrating systems approaches in scientific- and policy-based tools would help sustainably manage the health of rivers, wildlife, and humans.  相似文献

Ecosystem responses to physical or chemical stress may vary from changes in single organisms to alteration of the structure and function of the ecosystem. These responses to stress cannol be predicted exactly. Ecosystems repeatedly exposed to physical and/or chemical stress can be used to study the separate and combined environmental effects of stress. Such studies also allow the development of procedures to select test systems for the analysis of stress in ecosystems. A preliminary field survey of six military training sites at Fort Riley, Kansas, USA, was conducted to identify and verify ecological test systems for evaluating ecosystem responses to physical and/or chemical stress. Comparisons of these data with data collected concurrently from Konza Prairie Research Natural Area reference sites showed that soil microarthropods, some species of macroarthropods, small mammals, and native earthworm species were negatively affected by stress. In contrast, plant species diversity, plant foliage biomass, soil mycorrhizae, and many soil characteristics were within the boundaries of nominal variations observed on “pristine” Konza Prairie. Introduced European earthworms appeared to be positively affected by training activities. This study provided a test of systematic procedures to support impact analysis, ecological toxicology, and ecosystem risk assessments. This is paper IX in D. J. Ecosystem service markets are popular policy tools for ecosystem protection. Advanced credit releases are an important factor affecting the supply side of ecosystem markets. Under an advanced credit release policy, regulators give ecosystem suppliers a fraction of the total ecosystem credits generated by a restoration project before it is verified that the project actually achieves the required ecological thresholds. In spite of their prominent role in ecosystem markets, there is virtually no regulatory or research literature on the proper design of advanced credit release policies. Using U.S. aquatic ecosystem markets as an example, we develop a principal–agent model of the behavior of regulators and wetland/stream mitigation bankers to determine and explore the optimal degree of advance credit release. The model highlights the tension between regulators’ desire to induce market participation, while at the same time ensuring that bankers successfully complete ecological restoration. Our findings suggest several simple guidelines for strengthening advanced credit release policy.  相似文献

Ecosystem analysis has been advanced by an improved understanding of how ecosystems are structured and how they function. Ecology has advanced from an emphasis on natural history to consideration of energetics, the relationships and connections between species, hierarchies, and systems theory. Still, we consider ecosystems as entities with a distinctive character and individual characteristics. Ecosystem maintenance and preservation form the objective of impact analysis, hazard evaluation, and other management or regulation activities. In this article we explore an approach to ecosystem analysis which identifies and quantifies factors which define the condition or state of an ecosystem in terms of health criteria. We relate ecosystem health to human/nonhuman animal health and explore the difficulties of defining ecosystem health and suggest criteria which provide a functional definition of state and condition. We suggest that, as has been found in human/nonhuman animal health studies, disease states can be recognized before disease is of clinical magnitude. Example disease states for ecosystems are functionally defined and discussed, together with test systems for their early detection.This article is contribution VI in D.J. Integrated environmental management (IEM) and related concepts promoting holistic approaches to environmental management have been evolving rapidly over the past few decades. Although considerable research has examined the substantive dimensions of these concepts, practitioners have forged ahead applying IEM without a clear operational model. The authors link elements of ecosystem management and related fields with interaction to offer a new operational definition and practice paradigm. Interaction among stakeholders and with the public generally is the key operational component for IEM. Focusing on stakeholder interactions, the authors analyse the principle communication and conflict resolution tools employed in integrated approaches. Two illustrative cases from the state of Wisconsin demonstrate the application of interaction techniques and tools in pursuing integrated environmental management.  相似文献

Ecotourism can incentivize social and environmental benefits through marine conservation, in parallel with efforts to better manage fisheries, coastal development, and other human pressures. In Mexico's Gulf of California and Baja California Peninsula (GCBP), marine ecosystems support tourism activities in many communities, but to date there have been no region-wide studies to estimate their benefits or identify key species. Based on data collected in this study, each year nature-based marine tourism in the GCBP results in 896,000 visits, US$518 million in expenditures and at least 3,575 direct jobs from formal operations. In interviews with operators, over 40 species groups were named as important; sea lions, whale sharks, whales, and marlin were the highest ranked, highlighting the importance of ecosystem-wide health for nature-based tourism sustainability. Local employment and the ability to make economic and conservation goals compatible were noted by operators as significant opportunities provided by nature-based marine tourism; challenges included pollution and declines in ecosystem health, a lack of infrastructure, poor resource management policies, and high operating costs. As nature-based marine tourism expands, a wider transition to true ecotourism, a focus on equitable benefits and collaboration between stakeholders and a cross-scale and ecosystem approach to management will be vital for achieving potential sustainable social, ecological and economic benefits.  相似文献

In principle the protection of environmental resources is in every ones interest, yet it is evident that this is not what often occurs. In some cases there is an identifiable person or corporation, whose environmental impact can be tractably regulated either politically or via market forces. In other cases there is cumulative impact on a commonly held or "common pool" resource, from a variety of users, making establishing rights and responsibilities for resource management more difficult. The water of the Ythan catchment is one such 'Common Pool Resource' (CPR). An intensively farmed catchment also sustaining a sizable population, the consequent nitrate inputs to the water are believed to be the cause of algal matting at the estuary mouth, an internationally designated wildlife reserve. This led to its designation as Scotland's first Nitrate Vulnerable Zone (NVZ). Supported by the EU Life Environment fund, the Ythan Project attempted to foster co-operation between farmers and the wider community of the Ythan catchment to protect and restore the river environment. Throughout the project surveys were undertaken concerning the popularity of the Ythan Project's voluntary approach compared with more individualist or state-organised approaches. Taking CPR theory as a framework, key findings from those surveys are presented and discussed as to their implications for organisational intervention in CPR problems.  相似文献

Agricultural land use can place heavy demands on regional water resources, strongly influencing the quantity and timing of water flows needed to sustain natural ecosystems. The effects of agricultural practices on streamflow conditions are multifaceted, as they also contribute to the severity of impacts arising from other stressors within the river ecosystem. Thus, river scientists need to determine the quantity of water required to sustain important aquatic ecosystem components and ecological services, to support wise apportionment of water for agricultural use. It is now apparent that arbitrarily defined minimum flows are inadequate for this task because the complex habitat requirements of the biota, which underpin the structure and function of a river ecosystem, are strongly influenced by predictable temporal variations in flow. We present an alternative framework for establishing a first-level, regional ecological instream flow needs standard based on adoption of the Indicators of Hydrologic Alteration/Range of Variability Approach as a broadly applicable hydrological assessment tool, coupling this to the Canadian Ecological Flow Index which assesses ecological responses to hydrological alteration. By explicitly incorporating a new field-based ecological assessment tool for small agricultural streams, we provide a necessary verification of altered hydrology that is broadly applicable within Canada and essential to ensure the continuous feedback between the application of flow management criteria and ecological condition.  相似文献
