Municipal solid waste (MSW) should be properly disposed in order to help protect environmental quality and human health, as well as to preserve natural resources. During MSW disposal processes, a large amount of greenhouse gas (GHG) is emitted, leading to a significant impact on climate change. In this study, an inexact dynamic optimization model (IDOM) is developed for MSW-management systems under uncertainty. It grounds upon conventional mixed-integer linear programming (MILP) approaches, and integrates GHG components into the modeling framework. Compared with the existing models, IDOM can not only deal with the complex tradeoff between system cost minimization and GHG-emission mitigation, but also provide optimal allocation strategies under various emission-control standards. A case study is then provided for demonstrating applicability of the developed model. The results indicate that desired waste-flow patterns with a minimized system cost and GHG-emission amount can be obtained. Of more importance, the IDOM solution is associated with over 5.5 million tonnes of TEC reduction, which is of significant economic implication for real implementations. Therefore, the proposed model could be regarded as a useful tool for realizing comprehensive MSW management with regard to mitigating climate-change impacts.  相似文献

In this study, an interval-parameter two-stage mixed integer linear programming (ITMILP) model is developed for supporting long-term planning of waste management activities in the City of Regina. In the ITMILP, both two-stage stochastic programming and interval linear programming are introduced into a general mixed integer linear programming framework. Uncertainties expressed as not only probability density functions but also discrete intervals can be reflected. The model can help tackle the dynamic, interactive and uncertain characteristics of the solid waste management system in the City, and can address issues concerning plans for cost-effective waste diversion and landfill prolongation. Three scenarios are considered based on different waste management policies. The results indicate that reasonable solutions have been generated. They are valuable for supporting the adjustment or justification of the existing waste flow allocation patterns, the long-term capacity planning of the City's waste management system, and the formulation of local policies and regulations regarding waste generation and management.  相似文献

In this study, an option pricing model and a dynamic programming model are developed. These models contribute to the improvement of the decision making process in two respects. First, these models allow for the own growth rate of mining costs to be incorporated into the analysis. Second, these models are developed to estimate the satisfactory gross revenue for investing, so that these models are helpful in analyzing multi-metal mines.The two models are applied to estimate the satisfactory revenue for investing in the Carlin east gold mine, Nevada, USA. The satisfactory revenue estimated by the option pricing model is found to be $42.2M, while that estimated by the dynamic programming model is found to be $44.4M. Since the revenue calculated on the basis of the current conditions is $36M, then the decision by option pricing and dynamic programming is to wait and not to invest now. Despite the difference between the two models in estimating and applying the discount rate, the two models generate the same decision.  相似文献

With the urgency of global warming, green supply chain management, logistics in particular, has drawn the attention of researchers. Although there are closed-loop green logistics models in the literature, most of them do not consider the uncertain environment in general terms. In this study, a generalized model is proposed where the uncertainty is expressed by fuzzy numbers. An interval programming model is proposed by the defined means and mean square imprecision index obtained from the integrated information of all the level cuts of fuzzy numbers. The resolution for interval programming is based on the decision maker (DM)’s preference. The resulting solution provides useful information on the expected solutions under a confidence level containing a degree of risk. The results suggest that the more optimistic the DM is, the better is the resulting solution. However, a higher risk of violation of the resource constraints is also present. By defining this probable risk, a solution procedure was developed with numerical illustrations. This provides a DM trade-off mechanism between logistic cost and the risk.  相似文献

In the mineral rich but arid Pilbara region of Western Australia, managing water constraints represents a significant challenge to the mining sector where local depletion is a growing problem. Conversely, the expansion of pit dewatering is creating surface water excess in localised areas of potentially high social and ecological significance. Indigenous people are by far the longest term residents of the Pilbara region and express a range of strong concerns about past, current and future water-related developments in the area. They also have proprietary interests in water recognised by the common law and protected by federal native title legislation. Rio Tinto Iron Ore (RTIO), commissioned the authors to undertake research to improve corporate understanding of Indigenous interests in water and to provide advice on its consultation processes. We argue here that a more sophisticated account of Indigenous water values is a necessary but, on its own, insufficient measure to achieve RTIO’s desired long-term goals. We suggest an equivalent process of understanding and documenting corporate water values and interests, actions to improve trust and credibility in the relationship between the parties, and leadership in wider catchment management as necessary complementary actions. These actions follow logically from internal corporate commitments regarding water and Indigenous people and from recognition of their property rights, but also align directly with major trends in the National Water Initiative, the key water policy framework for Australia. Therefore significant synergies exist between internal corporate aspirations, the evolving legal regime, and wider governance agendas for a key limiting resource. Our analysis is relevant to a range of CSR and water resource contexts across the wider mining sector.  相似文献

ABSTRACT

Climate change is expected to contribute to global inequality, and exacerbate ecological risk for the world's poor. Despite recent trends within waste management academic discourse, which has begun to engage with inequality, and its underlying socio-economic and socio-political causes, discussions of inequality have so far remained absent from our investigations on climate change's impacts on waste management systems and practices. The purpose of the discussion is to call for a centring of inequality within our waste and climate discourse. I identify two main pathways for scholarly investigation, specifically, developing alternative waste management solutions for contexts in which waste management systems fail, which do not just perpetuate existing inequalities, and addressing the growing inequality in waste management technology and practice between the Global North and the Global South.  相似文献

Further to the European Waste Electrical and Electronic Equipment (WEEE) Directive, setting up efficient collection schemes is necessary to ensure the recovery targets set. Following the subsidiary principle, the WEEE Directive defines only the general requirements for mandatory collection and recycling objectives. The modalities of the logistics and the organisation of the take-back schemes are left to the choice of Member States. In this paper, the implementation of the WEEE Directive and the development of the WEEE recovery infrastructure in Finland are described and the challenges to the effective management of the WEEE recovery system in Finland are expressed. It can be said that the implementation of the WEEE Directive has succeeded in Finland and, at the same time, the legislative basis has been enacted. In addition, a functional WEEE recovery infrastructure has been built and, the collection requirements of the WEEE Directive have been exceeded in a relatively short time. However, the paper outlines that some inefficient practices still exist, particularly in the registration and WEEE collection stages. It is concluded that raising awareness would lead to a more environmentally sound behaviour and would, ultimately, improve WEEE recovery efficiency.  相似文献

Summary This paper presents an overview of: (1) the institutional context of the environmental pollution sector of environmental quality management; (2) accomplishments and problems in some representative subsectors; and (3) prospects. The author describes levels of government within the US federal system and lists types of organizational structures, explains the division of responsibilities for managing environmental quality among legislative bodies/executive agencies, state and federal courts, and state public utility commission, and notes the significant role of nongovernmental environmental groups. In order to assess both the past performance and present status of environmental quality management in the United States, Bower cites some specific and generic problems in such subsectors as water quality, soil erosion, air quality, and hazardous wastes. He goes on to characterize recent approaches and their results using these observations as a basis for an appraisal of future prospects in the context of intermedia impacts and multiple modes of impact on various species. Remarks prepared for presentation at theColloque International, Les Politiques de l'Environnement Face à la Crise, Paris, 10–12 January, 1984. Blair T. Bower, a Registered Civil Engineer, is a Consultant in Residence at Resources For the Future in Washington, DC. He has worked extensively in the US and abroad on environmental quality management with such international organizations as the UN, WHO, OAS, and OECD. His current involvements include consultancies with the US National Oceans and Atmospheric Administration, Strategic Assessments Branch/Oceans Assessment Division; as Leader for Utilization of Coastal Water Problem Areas/Analyzing Biospheric Change Programme, International Federation of Institutes for Advances Study; and with the Office of Policy Analysis/US Environmental Protection Agency. This paper presents a bioeconomic model for two agents, a cattle rancher and a non-rancher, with interdependencies between their individual effort of invasive weed management and profitability. Dynamic simulations allow us to find numerically the optimal effort of weed control over a 5-year time horizon under a variety of beginning infestation levels. In a base-case scenario without governmental cost-share of control costs, we find that efforts to control the weed are not profitable. The base-case scenarios also indicate that grazing contributes to giving the invasive weed a competitive edge. A second series of simulations include incentive payments for weed control which are set at the minimum level required to have a net positive impact on the rancher's profitability. From these simulations, we find that the level of infestation impacts the size of the incentive necessary to get the agent to control the weeds and that the incentive payments impact the level of effort of the rancher. In addition, results reveal that the higher incentive payments for lower levels of weed infestations reduce the total cumulative incentive payments over time. Efficient policies directed towards management of invasive weeds may need to be adjusted for each individual case.  相似文献

Experiments to document the long-term effects of clipping management on N requirements, soil organic carbon (SOC), and soil organic nitrogen (SON) are difficult and costly and therefore few. The CENTURY ecosystem model offers an opportunity to study long-term effects of turfgrass clipping management on biomass production, N requirements, SOC and SON, and N leaching through computer simulation. In this study, the model was verified by comparing CENTURY-predicted Kentucky bluegrass (Poa pratensis L.) clipping yields with field-measured clipping yields. Long-term simulations were run for Kentucky bluegrass grown under home lawn conditions on a clay loam soil in Colorado. The model predicted that compared with clipping-removed management, returning clippings for 10 to 50 yr would increase soil C sequestration by 11 to 25% and nitrogen sequestration by 12 to 28% under a high (150 kg N ha(-1) yr(-1) nitrogen (N) fertilization regime, and increase soil carbon sequestration by 11 to 59% and N sequestration by 14 to 78% under a low (75 kg N ha(-1) yr(-1)) N fertilization regime. The CENTURY model was further used as a management supporting system to generate optimal N fertilization rates as a function of turfgrass age. Returning grass clippings to the turf-soil ecosystem can reduce N requirements by 25% from 1 to 10 yr after turf establishment, by 33% 11 to 25 yr after establishment, by 50% 25 to 50 yr after establishment, and by 60% thereafter. The CENTURY model shows potential for use as a decision-supporting tool for maintaining turf quality and minimizing negative environmental impacts.  相似文献

This paper is based on a review of the methodological approaches associated with solid waste management (SWM) in the context of sub-Saharan African (SSA) cities. Using Kinshasa, the capital of the Democratic Republic of the Congo, as a case study, the paper proposes a new way of looking at solid waste in the bid to come up with alternative methods to improve the plight of SWM. A combination of qualitative research methods and system analysis have been employed to evaluate the causal relationships observed in contemporary SWM systems in Kinshasa. This paper argues that there is an absence of coherent and broad-based approaches to SWM in Kinshasa as is common in other SSA countries. Empirical evidence suggests that contemporary SWM strategies and approaches developed on a global scale which have increasingly been adopted by the Congolese national and local government authorities have proven inadequate to address the SWM realities on a local level. Using system thinking and system dynamics, this paper attempts to develop a feasible methodological framework focusing on the formulation of an appropriate approach to improve SWM in Kinshasa. It is argued that new ways of approaching the complexity that exists in SWM will facilitate the adoption of technologies and innovative ways of thinking and managing solid waste in a more sustainable, socially, and environmentally accepted manner.  相似文献

To preserve the quality of surface water, official French regulations require farmers to keep a minimum acreage of grassland, especially bordering rivers. These agro-environmental measures do not account for the circulation of water within the catchment. This paper examines whether it is possible to design with the farmers agri-environmental measures at field and catchment scale to prevent soil erosion and surface water pollution. To support this participatory approach, the hydrology and erosion model STREAM was used for assessing the impact of a spring stormy event on surface runoff and sediment yield with various management scenarios. The study was carried out in collaboration with an agricultural committee in an area of south-western France where erosive runoff has a major impact on the quality of surface water. Two sites (A and B) were chosen with farmers to discuss ways of reducing total surface runoff and sediment yield at each site. The STREAM model was used to assess surface runoff and sediment yield under current cropping pattern at each site and to evaluate management scenarios including grass strips implementation or changes in cropping patterns within the catchment. The results of STREAM simulations were analysed jointly by farmers and researchers. Moreover, the farmers discussed each scenario in terms of its technical and economical feasibility. STREAM simulations showed that a 40 mm spring rainfall with current cropping patterns led to 3116 m3 total water runoff and 335 metric tons of sediment yield at site A, and 3249 m3 and 241 metric tons at site B. Grass strips implementation could reduce runoff for about 40% and sediment yield for about 50% at site A. At site B, grass strips could reduce runoff and sediment yield for more than 50%, but changes in cropping pattern could reduce it almost totally. The simulations led to three main results: (i) grass strips along rivers and ditches prevented soil sediments from entering the surface water but did not reduce soil losses, (ii) crop redistribution within the catchment was as efficient as planting grass strips, and (iii) efficient management of erosive runoff required coordination between all the farmers using the same watershed. This study shown that STREAM model was a useful support for farmers' discussions about how to manage runoff and sediment yield in their fields.  相似文献

This study investigates the empirical relationship between energy consumption, international trade, and real income in Canada which has an important role in global energy and trade. It employs bound tests to level relationships and conditional error correction models through ARDL specification to a new version of the Solow Growth model. Using annual data of the 1960–2010 period, results reveal a long-term relationship between energy consumption, international trade, and real income in Canada. It is also found that energy exporting activity is the determinant (driver) of energy consumption through the channel of real income and energy consumption is the determinant (driver) of exports through the channel of real income in the long term of the Canadian economy. Exports and energy use are the determinants (drivers) of real income in the long term of the Canadian economy; therefore, as conditional Granger causality tests suggest there is feedback relationship between energy consumption, international trade, and real income in the long term of the Canadian economy. The present study suggests that any energy conservation policies are likely to have negative influence on output and international trade in Canada.  相似文献
