Summary The development products of environmental research lag behind in Australia. The conventional technology transfer model may not apply where environmental research, especially in the social sciences, is still seen as marginal to society. Pragmatic planning is needed for strategic security in times of trouble ahead. Cultural alignment with technological advance allows seduction by laboratories, white gladiatorial coats and expensive equipment imparting high credibility. A correctness for research futures disallows more radical pathways by the use of profit watchers, waste watch committees, technocrats and masculinist political views.A new protocol for environmental research and development calls for less complacency, scrutiny of political and military investment in nuclear futures, greater public policy analysis of issues such as pesticides in Australia's cotton industry, more attention to natural systems thresholds, radical review of social mores, more flexible management systems and closer links between strategic land use and environmental planning. She currently works for the New South Wales Department of Water Resources as a Senior Executive Officer. She has published widely on environmental policy analysis and water planning, and is a Director of Australia's National Land and Water Resources Research and Development Corporation.  相似文献

During the last decade waste management has become one of the most problematic and demanding issues to be addressed in Ireland. Increasing waste production and landfills reaching their capacity are placing unprecedented pressure on the land, and are unsustainable in the long term. However, while surveys of public opinion present a picture of a population increasingly concerned about the quality of the environment and the problem of waste management, there has been an increase in amounts of municipal waste being sent to landfill. Although not unique to Ireland, this gap between values and actions is one that deserves further critical consideration if positive sustainable waste management strategies are to be developed. This paper, based on research being conducted in two case study locations in the west of Ireland, engages with value-action gaps in terms of waste management strategies in Ireland. Based on empirical evidence the paper examines the public's self-reported barriers to more sustainable waste management. The paper argues that some of the greatest barriers to improved waste management are cultural, social and political and that contextual variables such as notions of responsibility and lack of trust in waste regulators contribute greatly to the gap between citizens' attitudes and actions towards waste management.  相似文献

Management of hazardous waste is an increasing problem for both the companies that generate the waste and for the communities that eventually experience the consequences of the management decisions. Thus, both social and political aspects must be considered when solving these problems. It is thus important that waste management technologies are evaluated by a panel of experts with various backgrounds. The methodology for developing an expert system for waste treatment technology evaluation was discussed. An expert system was developed to select the “best” waste treatment alternatives. This expert system includes two different knowledge bases: one for the economic and technical parts of the problem and another for the social and political aspects. This expert system was developed on an IBM personal computer using Turbo Prolog™. The pulp and paper industry was selected as an example problem for developing this expert system, which system was tested using two example waste streams from the pulp and paper industry. The results agree with the current treatment facilities the companies are using.  相似文献

This paper examines environmental justice in the context of nuclear waste controversies on Orchid Island, Taiwan. The Yami's anti-nuclear waste movement is a manifestation of problems of distributional inequity, lack of recognition, and limited participation of the tribespeople in decision making. These are interwoven in political and social processes. In addition, the disputes over the nuclear waste problem between the Yami and Taiwanese groups also show the historical and socioeconomic complexity of environmental justice. This study argues that a democratic and participatory procedure is likely to bring recognition or help the situation of lack of recognition improve, which could facilitate more just distribution. Building partnerships and networking within a variety of indigenous environmental organizations as well as other Taiwanese environmental organizations could help to transform the Orchid Island community and the Taiwanese society in the direction of environmental justice.  相似文献

The governance activities of capital and the state include attempts to control the timing and spacing of social activities such as the production of environmental risks and settlement of different social groups. The supervisory activities that have shaped the environmental and social history of the Botany/Randwick area are identified here, to examine how the HCB waste risk developed in that community. The analysis shows that multiple environmental risks and an ethnically diverse, working class community have been brought together in space to create environmental injustice. Analysing the governance of one environmental risk like hexachlorobenzene (HCB) waste may not increase understanding about communities facing multiple environmental risks or the supervisory processes that lead to the unfair accumulation of risks for particular places or social groups. Lessons from the environmental justice movement suggest that reframing problems like HCB waste management at Botany/Randwick as distributive justice issues may contribute to governance arrangements that better manage multiple risks and pollution sources in space affecting marginalised communities.  相似文献

Contemporary socio-economic transformations in South Asia are creating increasingly serious water problems (scarcity, flooding, pollution) and conflicts. Conflicts over water distribution, water-derived benefits, and risks often play out along axes of social differentiation like caste, wealth, and gender. Those with least power, rights, and voice suffer lack of access, exclusion, dispossession, and further marginalisation, resulting in livelihood insecurity or increased vulnerability to risks. In this paper we propose analysing these problems as problems of justice – problems of distribution, recognition, and political participation. Drawing on wider environmental justice approaches, a specific water justice focus needs to include both the specific characteristics of water as a resource and the access, rights, and equity dimensions of its control. We argue that recognising water problems as problems of justice requires a re-politicisation of water, as mainstream approaches to water resources, water governance, and legislation tend to normalise or naturalise their – basically political – distributional assumptions and implications. An interdisciplinary approach that sees water as simultaneously natural (material) and social is important here. We illustrate these conceptual and theoretical suggestions with evidence from India.  相似文献

The accelerating pace of waste generation from used electrical and electronic equipment is of growing global concern. Within this waste stream, computer hardware is quite significant in terms of both volume and risk to the environment because of the hazardous materials within it. The waste management hierarchy of prevention, reuse, recycle, treatment and disposal in landfill is accepted as a universal guideline for waste management. The contemporary concept of integrated solid waste management is very complex comprising of not only the environmental aspects or the technical aspects of the waste management hierarchy, but also incorporating economic, institutional, perceived risk and social issues in the context of complete life cycle of waste. Moreover, when to shift from one stage of hierarchy to another, is an involved decision warranting inclusion of several case specific issues. This paper presents a life cycle based multi-objective model that can help decision makers in integrated waste management. The proposed model has been applied to a case study of computer waste scenario in Delhi, India, which apart from having computer waste from its native population receives large quantities of imported second hand computers. The model has been used to evaluate management cost and reuse time span or life cycle of various streams of computer waste for different objectives of economy, perceived risk and environmental impact. The model results for different scenarios of waste generation have been analyzed to understand the tradeoffs between cost, perceived risk and environmental impact. The optimum life cycle of a computer desktop was observed to be shorter by 25% while optimizing cost than while optimizing impact to the environment or risk perceived by public. Proposed integrated approach can be useful for determining the optimum life cycle of computer waste, as well as optimum configuration of waste management facilities, for urban centers where computer waste related issues are of growing concern.  相似文献

Large nuclear waste management, laboratory and electric power generating complexes are a daunting challenge for state, regional and local planners. A survey of 2101 residents who lived near 11 nuclear power plants and US Department of Energy (DOE) nuclear waste management sites and laboratories was conducted to determine how much nearby residents worried about accidents and chronic emissions at the nuclear sites, how much they trusted the sites’ responsible parties, and actions that they wanted responsible parties to take to reduce public concern. Six hundred other people who lived elsewhere in the US were a comparison group. Nuclear site-related issues were a greater concern among the 2101 who lived near the sites than the comparison group. Yet many were more concerned about global warming, traffic congestion, and loss of open space than nuclear technologies. Monitoring the environment and people were the actions deemed most likely to reduce public concern. The results pose a challenge to owner-operators of nuclear facilities, government entities and especially to locally based environmental planners and managers to establish partnerships with each other and diverse communities that will allow them to manage some of these risks for decades and in some cases into perpetuity.  相似文献

By utilising a relatively underused framework developed by Maurie J. Cohen (1997. Risk society and ecological modernisation alternative visions for post-industrial nations. Futures, 29 (2), 105–119), this theoretical paper joins two of the most debated theories of environmental politics – ecological modernisation (EM) and Ulrich Beck’s risk society thesis – into a unified framework and problematises some of their implicit assumptions to theoretically introduce the notion of a “double-risk” society. In addition, it explains the differences between the traditional “Risk Society” theorised by the German sociologist Ulrich Beck and the newly introduced concept of a “double-risk” society. The arguments put forward in this paper provide some fresh perspectives facilitating the study of the techno-environmental risks and other ecological problems faced by “double-risk” societies. Theoretically, this paper adds to both EM theory and the risk society thesis as the generalisability of their existing versions is limited precisely because they fail to address some important social changes at the global structural level.  相似文献

In the Wasatch Range Metropolitan Area of Northern Utah, water management decision makers confront multiple forms of uncertainty and risk. Adapting to these uncertainties and risks is critical for maintaining the long‐term sustainability of the region's water supply. This study draws on interview data to assess the major challenges climatic and social changes pose to Utah's water future, as well as potential solutions. The study identifies the water management adaptation decision‐making space shaped by the interacting institutional, social, economic, political, and biophysical processes that enable and constrain sustainable water management. The study finds water managers and other water actors see challenges related to reallocating water, including equitable water transfers and stakeholder cooperation, addressing population growth, and locating additional water supplies, as more problematic than the challenges posed by climate change. Furthermore, there is significant disagreement between water actors over how to best adapt to both climatic and social changes. This study concludes with a discussion of the path dependencies that present challenges to adaptive water management decision making, as well as opportunities for the pursuit of a new water management paradigm based on soft‐path solutions. Such knowledge is useful for understanding the institutional and social adaptations needed for water management to successfully address future uncertainties and risks.  相似文献

The impact of the management of packaging waste on the environment, economic growth and job creation is analyzed in this paper. This integrated assessment intends to cover a gap in the literature for this type of studies, using the specific case study of the Portuguese packaging waste management system (SIGRE).The net environmental benefits associated with the management of packaging waste, are calculated using the Life Cycle Assessment methodology. The results show that, for the categories studied, the impacts associated to SIGRE's various activities are surpassed by the benefits associated to material and energy recovery, with special focus on recycling. For example, in 2011 SIGRE avoided the emission of 116 kt CO2 equiv. – the equivalent carbon emission of the electricity consumption of 124.000 households in Portugal. The economic impact of SIGRE is evaluated through Input–Output Analysis. It was found that SIGRE's activities also have a significant economic impact. For example, their added value are ranked amongst the upper third of the economic activities with highest multiplier effect at national level: this means that for each Euro of value added generated within SIGRE, 1.25 additional € are added to the rest of the economy (multiplier effect of 2.25).Regarding the social impacts of SIGRE, the number of direct jobs associated with the system is estimated to be more than two thousand and three hundred workers. Out of these, 83% are connected to the management of municipal waste packaging (selective collection and sorting), 15% are connected to the management of non-municipal packaging waste and only 2% are connected to the Sociedade Ponto Verde (SPV, green dot society in English) – the management entity responsible for SIGRE.In general terms, the results obtained provide quantitative support to the EEA (2011) suggestion that moving up the waste hierarchy – from landfilling to recycling – creates jobs and boosts the economy.  相似文献

This paper takes a new look at the importance of context – institutional and political – in effective public engagement processes. It does so through a rare comparative opportunity to examine the effectiveness of processes of public engagement in two UK waste authorities, where the same waste company was involved as both the primary contractor for the delivery of the waste management service (including new energy-from-waste facilities) and, furthermore, the same staff delivered the public engagement. Interrogating these cases affords the opportunity to place flesh on the bones of the sometimes ‘abstract’ skeleton of context. While engagement processes support effective local governance in an era of partnerships and deliberative democracy, the paper identifies that the methods adopted cannot be played out devoid of detailed understanding and response to local context, including the strength of partnership working between the public and private sector, the degree of political support for engagement, and the extent to which a traditional institutional paternalism still dominates.  相似文献

Conventional solid waste management planning usually focuses on economic optimization, in which the related environmental impacts or risks are rarely considered. The purpose of this paper is to illustrate the methodology of how optimization concepts and techniques can be applied to structure and solve risk management problems such that the impacts of air pollution, leachate, traffic congestion, and noise increments can be regulated in the long-term planning of metropolitan solid waste management systems. Management alternatives are sequentially evaluated by adding several environmental risk control constraints stepwise in an attempt to improve the management strategies and reduce the risk impacts in the long run. Statistics associated with those risk control mechanisms are presented as well. Siting, routing, and financial decision making in such solid waste management systems can also be achieved with respect to various resource limitations and disposal requirements.

The diversion of biodegradable waste from landfill is of key importance in developing a sustainable waste strategy for the next decade and beyond. The proliferation of waste treatment technologies such as Mechanical Biological Treatment, Anaerobic Digestion and Composting will be paramount in achieving this strategic goal. This paper evaluates the scientific information needed to undertake an effective assessment of the potential public health risks from exposure to bioaerosols in the vicinity of commercial composting activities. Knowledge gaps currently exist in the scientific and regulatory community that limit our ability to effectively characterise source-term emissions, develop reliable dose–response data and accurately model the dispersion of bioaerosols. Consequently reliable risk estimates cannot be developed to inform the management of these potential risks. This uncertainty may prove a barrier to progress in achieving waste diversion and composting targets in Wales and the rest of the UK. A robust and extensive evidence base is required to inform the risk assessment process. This paper advocates the need for further, more focussed research into hazard characterisation of viable and non-viable organisms, improved dose–response data, exposure assessment techniques and an evaluation of the existing risk control and mitigation measures currently adopted. It is hoped that his will enable effective, timely and proportional risk management and mitigation measures to be developed that will foster the confidence required in composting technologies to achieve waste diversion targets and develop sustainable waste strategies.  相似文献

ABSTRACT

The exploration and potential extraction of shale gas – better known as fracking – has emerged as one of the most contentious dimensions to local environmental politics in the UK. Local residents and environmental activists have raised concerns about health, noise, ground water contamination, seismicity, environmental amenity, and other impacts of the industry on communities. Despite the complexities of shale gas extraction, an emphasis on the local has shaped key dimensions of the debate around the appropriate location for well pads to the relative exclusion of other issues. This paper draws on fieldwork in Lancashire, UK, to reflect on the political construction of scale in order to explore how an emphasis on “the local” can restrict political debate over shale gas to narrow concerns with land-use planning thereby obviating a fuller engagement with wider questions concerning risk, energy policy, and climate change. It is concluded that a more nuanced conception of scale is necessary for understanding how concerns with shale gas are diminished rather than strengthened through the current planning policy and regulatory regime operating in the UK.  相似文献
