This paper presents an examination of MSW generation and composition in China, providing an overview of the current state of MSW management, an analysis of existing problems in MSW collection, separation, recycling and disposal, and some suggestions for improving MSW systems in the future. In China, along with urbanization, population growth and industrialization, the quantity of municipal solid waste (MSW) generation has been increasing rapidly. The total MSW amount increased from 31.3 million tonnes in 1980 to 212 million tonnes in 2006, and the waste generation rate increased from 0.50 kg/capita/day in 1980 to 0.98 kg/capita/year in 2006. Currently, waste composition in China is dominated by a high organic and moisture content, since the concentration of kitchen waste in urban solid waste makes up the highest proportion (at approximately 60%) of the waste stream. The total amount of MSW collected and transported was 148 million tonnes in 2006, of which 91.4% was landfilled, 6.4% was incinerated and 2.2% was composted. The overall MSW treatment rate in China was approximately 62% in 2007. In 2007, there were 460 facilities, including 366 landfill sites, 17 composing plants, and 66 incineration plants. This paper also considers the challenges faced and opportunities for MSW management in China, and a number of recommendations are made aimed at improving the MSW management system. 相似文献

Following the recommendations of the US National Academy of Sciences and the mandates of the 1987 Nuclear Waste Policy Amendments Act, the US Department of Energy has proposed Yucca Mountain, Nevada as the site of the world's first permanent repository for high-level nuclear waste. The main justification for permanent disposal (as opposed to above-ground storage) is that it guarantees safety by means of waste isolation. This essay argues, however, that considerations of equity (safer for whom?) undercut the safety rationale. The article surveys some prima facie arguments for equity in the distribution of radwaste risks and then evaluates four objections that are based, respectively, on practicality, compensation for risks, scepticism about duties to future generations, and the uranium criterion. The conclusion is that, at least under existing regulations and policies, permanent waste disposal is highly questionable, in part, because it fails to distribute risk equitably or to compensate, in full, for this inequity. 相似文献

Landfill disposal and waste-to-energy (WTE) incineration remain the two principal options for managing municipal solid waste (MSW). One critical determinant of the acceptability of these options is the different health risks associated with each. In this analysis relying on published data and exposure modeling, we have performed health risk assessments for landfill disposal versus WTE treatment options for the management of New York City's MSW. These are based on the realistic scenario of using a waste transfer station (WTS) in Brooklyn and then transporting the untreated MSW by truck to a landfill in Pennsylvania or using a WTE facility in Brooklyn and then transporting the resultant ash by truck to a landfill in Pennsylvania. The overall results indicate that the individual cancer risks for both options would be considered generally acceptable, although the risk from landfilling is approximately 5 times greater than from WTE treatment; the individual non-cancer health risks for both options would be considered generally unacceptable, although once again the risk from landfilling is approximately 5 times greater than from WTE treatment. If one considers only the population in Brooklyn that would be directly affected by the siting of either a WTS or a WTE facility in their immediate neighborhood, individual cancer and non-cancer health risks for both options would be considered generally acceptable, but risks for the former remain considerably higher than for the latter. These results should be considered preliminary due to several limitations of this study such as: consideration of risks only from inhalation exposures; assumption that only volume and not composition of the waste stream is altered by WTE treatment; reliance on data from the literature rather than actual measurements of the sites considered, assuming comparability of the sites. However, the results of studies such as this, in conjunction with ecological, socioeconomic and equity considerations, should prove useful to environmental managers, regulators, policy makers, community representatives and other stakeholders in making sound and acceptable decisions regarding the optimal handling of MSW. 相似文献

This study investigated the hospital waste management practices used by eight randomly selected hospitals located in Damanhour City of El-Beheira Governorate and determined the total daily generation rate of their wastes. Physico-chemical characteristics of hospital wastes were determined according to standard methods. A survey was conducted using a questionnaire to collect information about the practices related to waste segregation, collection procedures, the type of temporary storage containers, on-site transport and central storage area, treatment of wastes, off-site transport, and final disposal options. This study indicated that the quantity of medical waste generated by these hospitals was 1.249 tons/day. Almost two-thirds was waste similar to domestic waste. The remainder (38.9%) was considered to be hazardous waste. The survey results showed that segregation of all wastes was not conducted according to consistent rules and standards where some quantity of medical waste was disposed of with domestic wastes. The most frequently used treatment method for solid medical waste was incineration which is not accepted at the current time due to the risks associated with it. Only one of the hospitals was equipped with an incinerator which is devoid of any air pollution control system. Autoclaving was also used in only one of the selected hospitals. As for the liquid medical waste, the survey results indicated that nearly all of the surveyed hospitals were discharging it in the municipal sewerage system without any treatment. It was concluded that the inadequacies in the current hospital waste management practices in Damanhour City were mainly related to ineffective segregation at the source, inappropriate collection methods, unsafe storage of waste, insufficient financial and human resources for proper management, and poor control of waste disposal. The other issues that need to be considered are a lack of appropriate protective equipment and lack of training and clear lines of responsibilities between the departments involved in hospital waste management. Effective medical waste management programs are multisectoral and require cooperation between all levels of implementation, from national and local governments to hospital staff and private businesses. 相似文献

generated a great deal of concern and controversy. The most sensitive aspect of this project is that it may impose serious
health risks on future generations. The first leg of this project is about to be completed and at the time of writing the
Department of Energy is planning to perform experiments with a small quantity of waste for operational demonstrations. If
everything goes well, then towards the end of this decade large quantities of wastes will be transported to the site for disposal.
This article reconsiders the health cost of this project from an economic perspective in light of recent developments in the
field of social discounting. As in earlier studies, two cases of health risks are considered: total cancer and genetic deformity
over a one million year cutoff period. The analysis shows that whereas ordinary discounting method wipes out the future health
detriments, expressed in monetary terms, the modified discounting criterion retains a substantial proportion of such costs

The management of medical waste is of great importance due to its potential environmental hazards and public health risks. In the past medical waste was often mixed with municipal solid waste and disposed of in residential waste landfills or improper treatment facilities (e.g. inadequately controlled incinerators) in Korea. In recent years, many efforts have been made by environmental regulatory agencies and waste generators to better manage the waste from healthcare facilities. This paper presents an overview of the current management practices of medical waste in Korea. Information regarding generation, composition, segregation, transportation, and disposal of medical wastes is provided and discussed. Medical waste incineration is identified as the most preferred disposal method and will be the only available treatment option in late 2005. Faced with increased regulations over toxic air emissions (e.g. dioxins and furans), all existing small incineration facilities that do not have air pollution control devices will cease operation in the next few years. Large-scale medical waste incinerators would be responsible for the treatment of medical waste generated by most healthcare facilities in Korea. It is important to point out that there is a great potential to emit air toxic pollutants from such incinerators if improperly operated and managed, because medical waste typically contains a variety of plastic materials such as polyvinyl chloride (PVC). Waste minimization and recycling, control of toxic air emissions at medical waste incinerators, and alternative treatment methods to incineration are regarded to be the major challenges in the future. 相似文献

Health-care waste management in India is receiving greater attention due to recent regulations (the Biomedical Wastes (Management & Handling) Rules, 1998). The prevailing situation is analysed covering various issues like quantities and proportion of different constituents of wastes, handling, treatment and disposal methods in various health-care units (HCUs). The waste generation rate ranges between 0.5 and 2.0 kg bed-1 day-1. It is estimated that annually about 0.33 million tonnes of waste are generated in India. The solid waste from the hospitals consists of bandages, linen and other infectious waste (30-35%), plastics (7-10%), disposable syringes (0.3-0.5%), glass (3-5%) and other general wastes including food (40-45%). In general, the wastes are collected in a mixed form, transported and disposed of along with municipal solid wastes. At many places, authorities are failing to install appropriate systems for a variety of reasons, such as non-availability of appropriate technologies, inadequate financial resources and absence of professional training on waste management. Hazards associated with health-care waste management and shortcomings in the existing system are identified. The rules for management and handling of biomedical wastes are summarised, giving the categories of different wastes, suggested storage containers including colour-coding and treatment options. Existing and proposed systems of health-care waste management are described. A waste-management plan for health-care establishments is also proposed, which includes institutional arrangements, appropriate technologies, operational plans, financial management and the drawing up of appropriate staff training programmes. 相似文献

Municipal waste management in the UK has undergone rapid transformation in recent years in pursuit of greater sustainability. In this paper we explore the environmental justice issues and tensions involved in this shift. After a brief overview of environmental justice debates and how they have been related to issues of waste management, we describe how the policies and processes underlying the transformation from an overwhelming dependence on landfill disposal towards more sustainable methods of management has been driven by European legislation embodying principles premised on fundamental environmental concerns of inter- and intra-generational equity. We analyse the key means through which these principles have been translated to restructure local authority practices and the environmental justice issues arising from the implementation of international policy in regional and local context. Finally, we reflect on the implications of this case study for implementation of policies intended to advance both sustainability and environmental justice. 相似文献

We employed the contingent valuation method to estimate the willingness to pay of the respondents to improve the waste collection system in Dhaka city, Bangladesh. Our objective was to estimate how WTP differs between respondents who received or did not receive door to door waste collection. The methodology consisted of asking people directly about their willingness to pay an additional waste collection service charge to cover the costs of a new waste management project. The mean value of WTP for areas that received waste collection service areas was higher than for residents of areas that did not but the difference was not statistically significant. The aggregate value of WTP of the respondents in Dhaka city was 7.6 million Taka (USD0.1 million). 相似文献

ABSTRACTLagos is undoubtedly the cultural capital and economic hub of the West African sub-region. The challenge of municipal solid waste management (MSWM) in the megacity has remained intractable due partly to the increasing rate of population growth. While solid waste policy reforms, investments, and management practices in Lagos are in the upswing in the formal economy, the role of the informal economy in engendering sub-regional material linkages and livelihoods remain unexplored. Adopting a multi-stakeholder approach and data from interviews, this study critically examines how value reclamation from informal MSWM advances green neoliberalism and inclusive development. It shows that while informal transboundary trade of recyclable materials in the West African sub-region have previously been left out of analyses of MSWM in Lagos, the informal economy of waste and new investments in MSWM have neoliberal underpinnings beyond the megacity scale. The paper concludes that integrating the informal economy in framing MSWM policy in the megacity offers scope for evolving an inclusive development strategy while also enabling sustainable MSWM in the post-2015 era. 相似文献

The present study sought to extend recent conceptual frameworks of waste management behaviours by examining personality, individual differences, and socio-demographic antecedents of self-reported waste recycling, reuse, and reduction behaviours. A total of 203 participants from a British community sample completed a questionnaire consisting of measures of their self-reported waste management behaviour, Machiavellianism, political cynicism, the Big Five personality traits, and socio-demographics. The results of structural equation modelling showed that individuals who were less Machiavellian, less politically cynical, older, and more conscientious were more likely to report positive waste management behaviours. In combination, these predictors explained 22.0% of the variance in waste management behaviours. Thus, these variables may improve the predictive validity of existing conceptual models of waste management behaviours. The results are discussed in relation to those models. 相似文献

The vision of sustainable development is a driving force for change. To understand more about processes of local policy making, and their prerequisites for such change, it is relevant to examine how individual actors use briefing material and how they make assessments in complex planning situations. This study is about the processing of knowledge in a case of planning of a future waste management system. In this case, the written briefing material was shown to have less impact on the arguments and assessments of participating actors. Consequently, process facilitation for complex planning situations needs to support and strive for collective, reflective and transparent knowledge management. High-quality process support thus needs to have its emphasis on arguments, rather than on particular assessment tools and the written briefing material. 相似文献

Summary The Government of Nigeria is increasingly aware of problems emanating from poor environmental sanitation. This awareness has led to various edicts both at the national and state levels on environmental sanitation with particular reference to solid waste management. Such an edict was critically examined for the Kwara State of Nigeria. At a glance, the edict looks impressive and timely, but a closer study reveals many loopholes some of which are outlined. Most important of these, is a failure to consider adequately the full requirements of the population. Many of the facilities needed for effective implementation are also grossly inadequate. Nuclear and chemical waste facilities can be successfully sited, despitenimby responses, if siting programs account for the sources of public concern. Irrational fear is not the main source; instead, waste managers must deal with perceived inequities in the distribution of benefits and costs, and concern about facility safety. Benefit-cost inequities may be dealt with in part by keeping wastes where they are generated, through political restrictions, or by providing economic compensation and political incentives (for example, a local veto). Assuring people of facility safety includes allowing local control (monitoring, health assessment, regulation), and enhancing trust of facility managers through such means as rectifying past mistakes, individual-oriented education campaigns, and negotiation of compensation packages with local residents. These means should reduce —without eliminating—public opposition to local siting of nuclear and chemical waste facilities. 相似文献

The US government has focused considerable attention on enhancing our society’s ability to protect critical systems and services from disruptive events. Over the past decade, federal agencies have bolstered their efforts to identify and minimize threats using traditional risk-based approaches such as continuity of operations and disaster risk reduction processes. However, these valuable risk identification and management tools are limited because they rely upon foreseeable factor analyses of steady-state systems with predictable hazard frequencies and severities. In assessing the capability of complex adaptive systems to cope with disruptions, an overemphasis upon engineering resilience through risk management and planning for what is predictable may cloud or detract from our efforts to better understand a system’s emergent capabilities to withstand disruptions that are unforeseeable. This article contends that augmenting traditional risk approaches through the incorporation of methodologies grounded in socio-ecological system (SES) resilience principles offers a potential avenue for improving our agencies’ abilities to assess and manage both known and unknown risks. We offer a notional rationale for broadening our examination of system vulnerabilities and present a conceptual model that combines engineering and SES resilience paradigms to facilitate the identification, assessment, and management of system vulnerabilities. The Military Installation Resilience Assessment model described herein applies risk and resilience principles to evaluate whole systems, focusing on interconnections and their functionality in facilitating response and adaptation. 相似文献

Environmental justice arguments focused on improving the quality of life of the poor contend that environmental 'bads' are more often located in areas of social disadvantage. In relation to waste facilities such claims of distributional outcomes have been enhanced by epidemiological analyses of apparent disease clusters in the vicinity. While politically engaging these arguments have been supported rarely by robust evidence. However, if repositioned in more structural issues related to the unequal societal distribution of power, resources and environmental burdens, they do prompt questions about the processes by which equitable decisions are made in a sustainable waste management context. The paper discusses the scientific and institutional barriers affecting the effective balancing of equity issues, arguing that while deliberative processes potentially challenge 'expert black-boxing' they also challenge current political and regulatory structures for waste management. 相似文献
