Global increases in consumption of chemical nutrients, application of pesticides, and water withdrawal to enhance agricultural yield have resulted in degraded water quality and reduced water availability. Efforts to safeguard or improve environmental conditions of agroecosystems have usually focused on managing on-farm activities to reduce materials loss and conserve habitat. Another management measure for improving environmental quality is adoption of environmental performance standards (also called outcome-based standards). This special collection of six papers presents the results of four years of research to devise scientifically credible approaches for setting environmental performance standards to protect water quantity and quality in Canadian agriculturally dominated watersheds. The research, conducted as part of Canada's National Agri-Environmental Standards Initiative, aimed to identify Ideal Performance Standards (the desired environmental state needed to maintain ecosystem health) and Achievable Performance Standards (the environmental conditions achievable using currently available and recommended best available processes and technologies). Overviews of the papers, gaps in knowledge, and future research directions are presented. As humans, livestock, and wildlife (both terrestrial and aquatic) experience greater pressures to share the same limited water resources, innovative research is needed that incorporates a landscape perspective, economics, farm practices, and ecology to advance the development and application of tools for protecting water resources in agricultural watersheds.  相似文献

This study focuses on the problem of most efficiently fulfilling the water requirements of society for sustainable water resources management. The goal is to coordinate effectively the social needs of the resident population with operational water resources management planning.The proposed approach consists of a pyramidal hierarchy of water resource management needs, similar to that suggested by psychologist Abraham Maslow for human social needs. The two pyramidal hierarchies can be simultaneously employed to delineate guidelines to synchronize planning for sustainable water resources development with the concerns and expectations of the resident population. In both hierarchies, higher level needs remain irrelevant and difficult to attain until lower level needs of the resident population have been fulfilled.Management planning measures employed with regard to Israel's coastal aquifer have been used to illustrate this approach. Observation of Israel's experience indicates markedly reduced effectiveness where such measures have failed to be properly synchronised with societal needs. Conversely, where hydrological management measures were successfully synchronized with societal concerns, increased efficiency towards attaining sustainable groundwater management was evident.  相似文献

A Conceptual Framework for Analysis of Water Resources Management in Asia   总被引:1,自引:0,他引:1  
Effective and efficient water resources management to meet the increasing demands for food, energy, and domestic and industrial water is an imperative for Asian countries. As a basis for analyzing Asian water resources management problems, a three-element conceptual framework is presented: (1) water resources management as a system, composed of a set of facilities, operating rules, and incentives applied to water resources through an institutional arrangement; (2) water resources management as a process involving several stages beginning with planning and continuing with design, construction, operation and maintenance; and (3) water resources management as a set of linked activities and tasks required to produce the desired outputs. Using this framework to assess performance it is possible to analyze the linkages among water resources problems, water resources management, and water resources organizations and administrative arrangements. Examples are presented of such linkages as applied to problems of erosion and sedimentation, flooding, salinity, water demand-supply imbalances, and water pollution. Brief analytical summaries of eight critical water resources management problems in Asia are presented, along with an illustration of the complexity of water resources organization and administration, using Thailand as the example.  相似文献

In the 13 years since the United Nations Water Conference, the policies applied to the administration of water resources have undergone considerable modification in most countries. For most of this period no overall trend in the direction of change can be easily seen. Recently, however, with the general adoption of policies decentralizing water management responsibilities away from central governments, an opportunity has been presented for the general application of some of the basic management principles enunciated in the Mar del Plata Action Plan. This paper presents a review of current water administration policies and of water management problems in Africa, Asia, Latin America and the Caribbean.  相似文献

There is growing concern for the capacity of urban and rural communities to manage current water shortages and to prepare for shortages that may accompany predicted changes in climate. In this paper, concepts relating to the notion of climate adaptation and particularly capacity building are used to elucidate several determinants of community-level capacity for water management. These concepts and criteria are then used to interpret empirically derived insights relating to local management of water shortages in Ontario, Canada. General determinants of water-related community capacity relate to upper tier political and institutional arrangements; the characteristics of, and relationships among, pertinent agencies, groups, or individuals involved in water management; and the adequacy of financial, human, information, and technical resources. The case analysis illustrates how general factors play out in local experience. The findings point to geographically specific factors that influence the effectiveness of management. Key factors include collaboration between water managers, clarification of agency roles and responsibilities, integration of water management and land-use planning, and recognition and participation of both urban and rural stakeholders, whose sensitivities to water shortages are spatially and temporally variable.  相似文献

ABSTRACT: Among the many concerns associated with global climate change, the potential effects on water resources are frequently cited as the most worrisome. In contrast, those who manage water resources do not rate climatic change among their top planning and operational concerns. The difference in these views can be associated with how water managers operate their systems and the types of stresses, and the operative time horizons, that affect the Nation's water resources infrastructure. Climate, or more precisely weather, is an important variable in the management of water resources at daily to monthly time scales because water resources systems generally are operated on a daily basis. At decadal to centennial time scales, though, climate is much less important because (1) forecasts, particularly of regional precipitation, are extremely uncertain over such time periods, and (2) the magnitude of effects due to changes in climate on water resources is small relative to changes in other variables such as population, technology, economics, and environmental regulation. Thus, water management agencies find it difficult to justify changing design features or operating rules on the basis of simulated climatic change at the present time, especially given that reservoir-design criteria incorporate considerable buffering capacity for extreme meteorological and hydro-logical events.  相似文献

The achievement of No Net Loss (NNL) through habitat compensation has rarely been assessed in Canada. Files relating to 124 Fisheries Act Section 35(2) authorizations issued by Fisheries and Oceans Canada for the harmful alteration, disruption, and destruction of fish habitat (HADD) were collected and reviewed. Data extracted from these files were pooled and analyzed to provide an indication of the types of HADDs that have been authorized in Canada, what habitats have been affected, and what habitat management approaches have been used when compensating for HADDs and monitoring and ensuring the success of the compensation. Determinations regarding the effectiveness of habitat compensation in achieving NNL were made. Impacts to 419,562 m2 of fish habitat from the 124 authorized HADDs were offset by 1,020,388 m2 of compensatory habitat. Eighty percent of the authorizations had compensation ratios (compensation area:HADD area) of 2:1 or less, and 25% of the authorizations had a compensation ratio that was less than 1:1. In-channel and riparian habitat were the most frequently impacted habitats. Urban development and roads and highways resulted in the greatest areal loss of habitat. The compensation option that was most often selected was the creation of in-kind habitat. The mean duration of post-construction monitoring programs was 3.7 years. Determinations of NNL could only be made for 17 authorizations as a result of poor proponent compliance with monitoring requirements and the qualitative assessment procedures used by the monitoring programs. Adequate resources, proper training, and standardized approaches to data management and monitoring programs are required to ensure that the conservation goal of NNL can be achieved in Canada.  相似文献

The water resources of most small island developing states (SIDS) are often very limited and require special consideration to ensure that they are developed and managed in a sustainable manner. Many small islands, typically located in the humid tropics, have no surface water resources and rely on limited groundwater resources in the form of thin freshwater lenses. The exposed location of small islands makes them particularly vulnerable to natural disasters such as cyclones, floods and droughts. Pollution from population centres and from agricultural and other activities is an increasing problem. This article provides an overview of the water resources of small islands, and the main problems and issues related to water resources. Some suggested solutions, based on practical experiences, are offered for water resource assessment and monitoring programmes, and water resource development. Water resource policy, planning and management issues are also addressed, and suggested approaches for resolving some of the major water resource problems presented.  相似文献

Neither Canada nor the United States attach much importance to the International Joint Commission (IJC) judging by the size of staffs and annual budgets. The Commission has been restricted to a relatively minor number of functions in the Great Lakes-St. Lawrence. It has investigated: the degree and causes of water and air quality deterioration; the effects of hydroelectric and navigation projects on water levels; the impacts of water-level fluctuations; and the feasibility of a deep waterway from the St. Lawrence to the Hudson River. Projects approved by the Commission have produced less than might be expected through no fault of the Commission. The Great Lakes Fishery Commission has promoted little international management. Budgetary limitations restrict its lamprey control program; institutional limitations restrict its ability to deal effectively with fishery problems. Commission responsibilities are limited to coordination and advisory functions. Since Canada and the United States have not chosen to refer most aspects of river basin management to international bodies, an institutional void exists in the Great Lakes Basin to consider these questions on a continuous basis. ABSTRACT: Florida water resources are among the most abundant in the United States, with Florida receiving the second‐highest mean annual rainfall of all states. However, water supply issues have troubled the state due to the highly variable spatial and temporal distributions of water supply and demand, and they are aggravated by the population's preference for settling in coastal regions where freshwater resources are scarce. Historically, the competing issues of water resource development and natural systems protection have placed water management agencies and local governments at odds. In 1997, the Florida Legislature enacted several major changes to Florida water law in an attempt to improve water resource planning and protection. This paper briefly reviews the history of water management in Florida with an emphasis on decisions culminating in the 1997 legislation, which requires the development of minimum flows and levels. Also examined is the impact of the 1997 law on water management. Efforts made to comply with legislative mandates are summarized; these include, to date, establishment of minimum flows and levels on 209 water bodies and budgeting in excess of $1.4 billion for water resource development projects.  相似文献

Sustainability is a concept that has been widely embraced both politically and intellectually but has not been addressed in terms of practical application. In most resource sectors, the features of a sustainable future remain unclear and there are few examples that give practical expression to sustainability. This is especially true in the case of water resources management which has been conspicuous in its absence from the majority of the literature. This paper attempts to address this deficiency on two counts. First, it provides a discussion of sustainability and the application of the concept to the management of water resources. Second, the paper illustrates how the concept can be utilized for the management and planning of urban stormwater. The paper concludes by offering research opportunities to investigate the feasibility of adopting natural channel design and artificial wetlands for sustainable stormwater management.  相似文献

ABSTRACT: Australia's extremely limited water resources highlight the need for policy guidelines for management. During the 1970s, there was the gradual evolution of a national water resources policy, facilitated by a nationally agreed statement of objectives and culminating in a federal policy statement presented in 1979. However, the Australian constitution gives major responsibility for water resources to the states. Further, the federal policy statement seems to assume that each state has a water resources policy and that it accords with the nationally agreed objectives. This is not the case, and the practical management of Australia's water resources falls short of the principles set out in the policy document. The River Murray, the nation's major water resource, provides ample evidence of this fact. With very limited water resources, Australia urgently needs to reduce the disparity between principle and practice in their management.  相似文献

Traditionally, in most countries of Latin America, the management of water and water based services has been highly centralized in the public sector. Recently, as the role of government has been reconsidered, many services have been transferred to lower levels of government or to the private sector. At the same time, the emphasis given to water projects as basic development tools has given way to the environmental significance of good water management. Consequently, the approach to water resources management has been modified and space created for the adoption of some of the basic precepts enunciated in the Mar del Plata Action Plan and Agenda 21. Deep within the earth there exist immense reservoirs of energy in the form of heat-commonly referred to as geothermal resources. Unfortunately, most of these resources are at such depths that it is unlikely they will be recoverable in the foreseeable future. Nevertheless, the lure of seemingly inexhaustible amounts of relatively clean energy continues to hold a fascination for man. In certain limited situations man has already been able to tap these reservoirs and harness the energy to his own uses. More of this activity can be expected in the future. While geothermal energy will chiefly be used to produce electric power, persons responsible for water resources management must concern themselves with geothermal resources for water, and water law concepts will continue to play an important role in the development of this resource.  相似文献

Water resource management is becoming increasingly challenging in northern China because of the rapid increase in water demand and decline in water supply due to climate change. We provide a case study demonstrating the importance of integrated watershed management in sustaining water resources in Chifeng City, northern China. We examine the consequences of various climate change scenarios and adaptive management options on water supply by integrating the Soil and Water Assessment Tool and Water Evaluation and Planning models. We show how integrated modeling is useful in projecting the likely effects of management options using limited information. Our study indicates that constructing more reservoirs can alleviate the current water shortage and groundwater depletion problems. However, this option is not necessarily the most effective measure to solve water supply problems; instead, improving irrigation efficiency and changing cropping structure may be more effective. Furthermore, measures to increase water supply have limited effects on water availability under a continuous drought and a dry‐and‐warm climate scenario. We conclude that the combined measure of reducing water demand and increasing supply is the most effective and practical solution for the water shortage problems in the study area.  相似文献

The Abbotsford-Sumas Aquifer is a shallow, predominantly unconfined aquifer that spans regions in southwestern British Columbia, Canada and northwestern Washington, USA. The aquifer is prone to nitrate contamination because of extensive regional agricultural practices. A 22-month ground water nitrate assessment was performed in a 10-km2 study area adjacent to the international boundary in northwestern Washington to examine nitrate concentrations and nitrogen isotope ratios to characterize local source contributions from up-gradient sources in Canada. Nitrate concentrations in excess of 10 mg nitrate as nitrogen per liter (mg N L(-1)) were observed in ground water from most of the 26 domestic wells sampled in the study area, and in a creek that dissects the study area. The nitrate distribution was characteristic of nonpoint agricultural sources and consistent with the historical documentation of agriculturally related nitrate contamination in many parts of the aquifer. Hydrogeologic information, nitrogen isotope values, and statistical analyses indicated a nitrate concentration stratification in the study area. The highest concentrations (> 20 mg N L(-1)) occurred in shallow regions of the aquifer and were linked to local agricultural practices in northwestern Washington. Nitrate concentrations in excess of 10 mg N L(-1) deeper in the aquifer (> 10 m) were related to agricultural sources in Canada. The identification of two possible sources of ground water nitrate in northwestern Washington adds to the difficulty in assessing and implementing local nutrient management plans for protecting drinking water in the region.  相似文献
