Post‐disaster development policies, such as resettlement, can have major impacts on communities. This paper examines how and why people's livelihoods change as a result of resettlement, and relocated people's views of such changes, in the context of natural disasters. It presents two historically‐grounded, comparative case studies of post‐flood resettlement in rural Mozambique. The studies demonstrate a movement away from rain‐fed subsistence agriculture towards commercial agriculture and non‐agricultural activities. The ability to secure a viable livelihood was a key determinant of whether resettlers remained in their new locations or returned to the river valleys despite the risks posed by floods. The findings suggest that more research is required to understand i) why resettlers choose to stay in or abandon designated resettlement areas, ii) what is meant by ‘voluntary’ and ‘involuntary’ resettlement in the realm of post‐disaster reconstruction, and iii) the policy drivers of resettlement in developing countries.  相似文献

An oil spill in July 2003 from the tanker Tasman Spirit attracted considerable public and media attention in Pakistan. This paper focuses on the experience of a developing country such as Pakistan in dealing with a major oil spill and its impact on bringing about change in the national regulatory framework. A major outcome has been the ratification of the International Convention on Civil Liability for Oil Pollution Damage 1992, which came into force in March 2006 in Pakistan. The convention provides a compensation mechanism for victims incurring oil pollution damages from maritime casualties involving oil laden ships. Several additional changes are still required to improve the country's ability to cope with marine oil spills. These include the development of a comprehensive domestic regulatory framework, implementation of an effective contingency plan, and capacity building of all relevant agencies.  相似文献

This paper examines local government and non‐governmental organisation (NGO) engagement in disaster response in the wake of the M/T Solar 1 oil spill in Guimaras, Western Visayas, Philippines, on 11 August 2006. It assesses the response activities of these two entities as well as the institutional factors that affected their interaction on the ground. Local government and NGO engagement was shaped by multi‐layered, overlapping, and oftentimes contending government‐designed response frameworks. Within these frameworks, government actors played the role of primary implementer and provider of relief, allowing them to determine who could be involved and the extent of their involvement. The absence of formal roles for NGOs in these frameworks not only undermines their ability to work in a setting where such institutional set‐ups are operational but also it reaffirms their ‘outsider’ status. This study of the Guimaras oil spill illustrates the complexity and the institutional difficulties inherent in disaster response and coordination in the Philippines.  相似文献

It highlights the main reasons why and how the region has moved from an ad hoc response to an organised approach. The controversial form in which the oil industry is run has once more caused a huge disaster--this one affecting the Galician coastal environment and economy. Oil-spill clean-up operations have been managed in Europe with some success but with considerable economic, environmental and social costs. The oil industry often avoids fully or even partially compensating those affected. The lack of both political will and political power has let the culprit (the oil industry) off the hook. This paper considers the spill of the Prestige to assess whether the balance of power between affected people and the oil industry can be changed. The paper examines the growing awareness of environmental issues among ordinary people in Spain, through the massive involvement of volunteers concerned with the damage done to the environment and to the livelihoods of fishing communities in Galicia. To understand these growing public concerns and the strength of opinion, the paper examines the details of the decisions taken by the central Spanish and local governments and the way these have informed the clean-up operations, the character of the oil companies involved and the feeling of impotence in the face of such disasters. The conclusion here is that the operations of the oil industry should be tightly regulated through EU legislation, and that this can come about as a result of organised political pressure from those affected by the oil spill, from the mass of volunteers, as well as from public opinion at large.  相似文献

This paper focuses on the role of the formal response community's use of social media and crowdsourcing for emergency managers (EMs) in disaster planning, response and recovery in the United States. In‐depth qualitative interviews with EMs on the Eastern seaboard at the local, state and federal level demonstrate that emergency management tools are in a state of transition—from formal, internally regulated tools for crisis response to an incorporation of new social media and crowdsourcing tools. The first set of findings provides insight into why many EMs are not using social media, and describes their concerns that result in fear, uncertainty and doubt. Second, this research demonstrates how internal functioning and staffing issues within these agencies present challenges. This research seeks to examine the dynamics of this transition and offer lessons for how to improve its outcomes—critical to millions of people across the United States.  相似文献

This paper outlines why a move towards a complex adaptive systems model of behaviour is required if the goal is to generate better understanding of how individuals and groups interact with their environment in a disaster setting. To accomplish this objective, a bridge must be built between the broader social sciences and behavioural economics to incorporate discipline‐specific insights that are needed to move towards complexity. This is only possible through a deeper understanding of behaviour and how the environment in which they occur can influence actions. It is then that one can counteract the poor behavioural predictions, flawed policies based on myth, inefficient design, and suboptimal outcomes that have flourished in the absence of a complex adaptive systems model. This paper provides a conceptual framework that draws on concepts from across the natural and social sciences, such as behavioural economics, endocrinology, psychology, sociobiology, and sociology in order to build an interactive theory of disaster behaviour.  相似文献

The humanitarian sector has grown enormously over the past two decades. Some fear that professionalisation comes at the expense of altruistic volunteering. This may be a valid concern if altruism is the product of organisational culture and individual experiences rather than an innate trait. This paper examines advances in evolutionary biology and neurology that provide evidence in support of both the nature and nurture arguments, echoing earlier insights from social sciences. It then questions to what extent humanitarian principles build on altruistic impulses or instead seek to constrain them, and reviews recruitment profiles of selected humanitarian organisations and applicants' letters accordingly. This initial investigation warrants further research to identify how altruism as a personal trait and an organisational principle has influenced diverse humanitarian actors and traditions. This paper outlines how training curricula and organisational reward systems can build on—rather than stifle—natural altruism to nurture critical, reflexive practitioners.  相似文献

This study analyses the impact of the Prestige oil spill on the mental health and the perception of physical health and functional capacity in the affected population. The sample comprised 926 residents from the section of the Spanish coast affected by the oil spill. The data was collected slightly more than one year after the accident. Scales referring to clinical symptoms (SCL‐36) and health‐related quality of life (SF‐36) were administered. The results suggest that individuals with higher degrees of exposure or residing in areas closest to the spill show lower levels of mental health in comparison to those with lower levels of exposure or living in areas farther away from the spill. This study also finds that women and fishermen tend to suffer more from the consequences of these types of disaster.  相似文献

A commonly‐held belief is that natural disasters do not discriminate. This paper, though, poses the following theoretical question: what does the elision of race, class, and gender in the news media say about disasters in the neoliberal era? It draws on the author's analysis of two prominent newspapers—The New York Times and USA Today—and their coverage of the recovery process after devastating tornadoes in two towns in the United States (Tuscaloosa, Alabama, and Joplin, Missouri) in 2011. The study asserts that the narrative of the news media is one with which people are familiar and that it fits into larger ‘formula stories’. It utilises theoretical treatments of narrative to demonstrate how differences are erased and how they lead to complicity in hegemonic representations. Critical theory is used to elucidate why this occurs, and the paper sources Goldberg (2002) in suggesting that the news media employs ‘fantasies of homogenisation’ when representing post‐disaster communities.  相似文献

Flooding is not a recent hazard in the Philippines but one that has occurred throughout the recorded history of the archipelago. On the one hand, it is related to a wider global ecological crisis to do with climatic change and rising sea levels but on the other hand, it is also the effect of more localised human activities. A whole range of socio-economic factors such as land use practices, living standards and policy responses are increasingly influencing the frequency of natural hazards such as floods and the corresponding occurrence of disasters. In particular, the reason why flooding has come to pose such a pervasive risk to the residents of metropolitan Manila has its basis in a complex mix of inter-relating factors that emphasise how the nature of vulnerability is constructed through the lack of mutuality between environment and human activity over time. This paper examines three aspects of this flooding: first, the importance of an historical approach in understanding how hazards are generated; second, the degree of interplay between environment and society in creating risk; and third, the manner in which vulnerability is a complex construction.  相似文献

Since its discovery in Nigeria in 1956 crude oil has been a source of mixed blessing to the country. It is believed to have generated enormous wealth, but it has also claimed a great many lives. Scholarly attention on the impact of oil on security in Nigeria has largely focused on internal conflicts rather than on how disasters associated with oil pipeline vandalisation have impacted on human security in terms of causing bodily injuries and death, destroying livelihoods and fracturing families. This paper examines how pipeline vandalisation affects human security in these ways. It identifies women and children as those who are hardest hit and questions why the poor are the most vulnerable in oil pipeline disasters in this country. It recommends the adoption of a comprehensive and integrated framework of disaster management that will ensure prompt response to key early warning signs, risk-reduction and appropriate mitigation and management strategies.  相似文献

Scientists and global commentators watched African countries closely in the early months of the COVID-19 pandemic, predicting an impending disaster: the virus was projected to overwhelm already weak health systems. These expectations were informed by imaginaries of Africa as an inevitable site of epidemic disaster. This paper draws on accounts from Sierra Leone, Tanzania, and Democratic Republic of the Congo to contrast global catastrophe framings with everyday imaginations and experiences of crisis and crisis management. Utilising ethnographic research, the paper initially explores how COVID-19 was understood in relation to previous epidemics, from HIV (human immunodeficiency virus) to Ebola, as well as political conflict. It then considers how global crisis narratives both inform and are in tension with everyday collective and personal experiences. The paper brings these empirical reflections into a conversation with theoretical debates on the discursive construction of crisis and its effects, and argues that these tensions matter because crisis framings have consequences.  相似文献

The technology transfer of flood warning systems offers a large potential for reducing human losses and property damage in flood-prone regions; much of the technology and methodology is readily transferable from developed countries and “appropriate” for developing countries. This paper examines some community folk warning systems in the United States that could be incorporated into a rational strategy for technology transfer. It discusses why official organized systems should not be relied on completely and how participation in and transfer of highly cost-effective and reliable community warning systems by development assistance agencies could greatly benefit the people as well as the governments of developing countries.  相似文献

This paper tells the story of the initiation and first year of Sphere. It traces the history of how the project was started and its relationship to other major events of that time, principally the multi-donor Rwanda evaluation. The paper describes how the basic structure of the Sphere standards was agreed upon and discusses why some sectors were eventually left out of the standards. Tensions and public disagreements between the agencies that created Sphere are discussed, along with the manner in which the chosen working processes contributed to the successful publication of the Sphere standards. We show how the process of policy formulation, which led up to the publication of the first edition of the Sphere standards, was as dependent upon the ability of the project team to work opportunistically as it was upon the application of agency principles. Finally the paper reflects upon the success of Sphere and lessons that can be learned from this early Sphere process.  相似文献

Abstract

German reunification had significant political, economic, social, and environmental impacts. A major environmental impact involved changes to the German technological hazardscape (especially in the East). Hazardscapes are defined here as the spatial distribution and attributes of human engineered facilities such as industrial plants, military bases and power stations that contain or emit substances harmful to humans and the environment. The purpose of this paper is to explain how and why the German technological hazardscape changed after reunification. A cursory analysis might ascribe hazardscape change to the application of strict West German environmental laws and sophisticated environmental protection technologies to the East. This paper contends, however, that it was a political economy rather than an environmental imperative that drove the changes to the hazardscape, and that this continuing conflict may have serious repercussions on the future environmental health of eastern Germany.  相似文献

Although there is no doubt that solidarity and some sort of assistance are reasonable, the question arises why these damages were not sufficiently insured. One explanation why individuals reject to obtain insurance cover against natural hazards is that they anticipate governmental and private aid. This problem became to be known as “charity hazard”. The present paper gives an economic analysis of the institutional arrangements on the market for natural disaster insurances focusing on imperfections caused by governmental financial relief. It provides a theoretical explanation why charity hazard is a problem on the market for natural disaster insurances, in the way that it acts as an obstacle for the proper diffusion and therefore the establishment of natural hazard insurances. This paper provides a review of the scientific discussion on charity hazard, provides a theoretical analysis and points out the existing empirical problems regarding this issue.  相似文献

This paper investigates why households migrated as a unit to Khulna City from the affected Upazilas of Dacope and Koyra in Khulna District, Bangladesh, following Cyclone Aila on 25 May 2009. The study reveals that households migrated primarily because of the livelihood stress that resulted from the failure to derive a secure income like before the event from the impacted areas—other push and pull factors also played a part in their migration decision. Despite all of the Aila‐induced losses and problems, all households wanted to avoid migration, but they were unable to do so for this principal reason. The findings also demonstrate that, if livelihoods cannot be restored, some form of widespread migration is inevitable after a disaster such as this one. In addition, they show that migration has the potential to serve as a key adaptive response to environmental events, as evidenced by the improved economic conditions of a substantial number of the migrated households.  相似文献
