Riparian buffer zone management is an area of increasing relevance as human modification of the landscape continues unabated. Land and water resource managers are continually challenged to maintain stream ecosystem integrity and water quality in the context of rapidly changing land use, which often offsets management gains. Approaches are needed not only to map vegetation cover in riparian zones, but also to monitor the changes taking place, target restoration activities, and assess the success of previous management actions. To date, these objectives have been difficult to meet using traditional techniques based on aerial photos and field visits, particularly over large areas. Recent advances in remote sensing have the potential to substantially aid buffer zone management. Very high resolution imagery is now available that allows detailed mapping and monitoring of buffer zone vegetation and provides a basis for consistent assessments using moderately high resolution remote sensing (e.g., Landsat). Laser‐based remote sensing is another advance that permits even more detailed information on buffer zone properties, such as refined topographic derivatives and multidimensional vegetation structure. These sources of image data and map information are reviewed in this paper, examples of their application to riparian buffer mapping and stream health assessment are provided, and future prospects for improved buffer monitoring are discussed. 相似文献

ABSTRACT: This paper presents an integrated optimal control model that optimizes economic performance of reservoir management in watersheds in which there are significant economic and hydrologic interdependencies. The model is solved using the General Algebraic Modeling System (GAMS). Results show that application of this model to New Mexico's Rio Chama basin can increase total system benefits over historical benefits by exploiting complementarities between hydroelectricity production, instream recreation, and downstream lake recreation. 相似文献

ABSTRACT: This study determines the most cost effective spatial pattern of farming systems for improving water quality and evaluates the economic value of riparian buffers in reducing agricultural nonpoint source pollution in a Midwestern agricultural watershed. Economic and water quality impacts of alternative farming systems are evaluated using the CARE and SWAT models, respectively. The water quality benefits of riparian buffers are estimated by combining experimental data and simulated water quality impacts of fanning systems obtained using SWAT. The net economic value of riparian buffers in improving water quality is estimated by total watershed net return with riparian buffers minus total watershed net return without riparian buffers minus the opportunity cost of riparian buffers. Exclusive of maintenance cost, the net economic value of riparian buffers in reducing atrazine concentration from 45 to 24 ppb is $612,117 and the savings in government cost is $631,710. Results strongly support efforts that encourage farmers to develop or maintain riparian buffers adjacent to streams. 相似文献

ABSTRACT: The 1990s have featured a rapid proliferation of “watershed initiatives” in the western United States and elsewhere. Watershed initiatives are ad hoc, voluntary associations typically featuring both governmental and non-governmental actors organized together to collaboratively seek new strategies for addressing water and related natural resource problems at physically relevant regional scales. These efforts are a response to historical and sociopolitical trends that have resulted in increasingly ineffective forums and processes of resource management decision-making, and that have subordinated the role of local stakeholders in problem-solving efforts. In most cases, watershed initiatives appear to provide a pragmatic vehicle for resource managers and stakeholders to address common concerns in a more efficient manner than is otherwise possible, and as such, deserve further application and continued support. 相似文献

ABSTRACT: The Montana Department of Natural Resources and Conservation developed a hydrologic model to help analyze the effects of allocating water for consumptive and instream uses in the upper Missouri River basin of Montana. The model, a PC-based FORTRAN program, uses a mass-balance approach to compute monthly streamflows, reservoir operations, hydropower production, and irrigation and municipal water uses throughout the 54,000 square mile basin for a 59-year base period. Simulation results are presented as monthly mean and percentile-exceedence values. The model was run for baseline conditions and six hypothetical water-allocation alternatives. Results were used by staff resource area specialists to assess potential impacts to water quantity and distribution, water rights, water quality, stream channel form, fisheries, wildlife, recreation, hydropower production, and economics. These analyses were presented to the public and the decision-making board in an environmental impact statement (EIS). Though, in many instances, the model did not allow for detailed, site-specific analyses, the model was an important tool and its simulation results formed the hydrologic basis for the EIS. 相似文献

ABSTRACT: Our nation periodically reviews national water policy and considers its directions for the future. The most recent examination was directed at the western United States and the role of the federal agencies in meeting its needs. The West is no longer the frontier, but rather contains vibrant cities and booming centers of international trade, as well as tourism, mineral, and oil and gas development, agricultural, and other development. In this changing environment, federal water policies need to consider the long term sustainability of the West, provide justice to Indian tribes, protect the rivers and ecosystems on which natural systems depend, balance the needs of newcomers with those of agricultural users and communities, and meet a myriad of other demands. The Western Water Policy Review Advisory Commission has just concluded its review of these issues and issued its report. Key among the recommendations is the need to coordinate federal agencies at the basin and watershed level and make government more responsive to local needs, but within a framework that includes national mandates. The Commission's recommendations are presented here, along with some of the issues that surrounded the operations of the Commission. 相似文献

ABSTRACT: The development of effective solutions for addressing nonpoint source pollution on a watershed basis often involves watershed stakeholders. However, success in engaging stakeholders in collaborative decision making processes varies, as watershed managers are faced with the challenges inherent to finding the right process for the decisions needed and in successfully engaging stakeholders in that process. Two characteristics that may provide guidance for determining the appropriateness of applying a collaborative process to a watershed problem are the need to collaborate and the willingness of stakeholders to engage in a collaborative decision making process. By examining seven attributes of the issues confronted by stakeholders in a collaborative process, the consequences of these attributes on the need for collaboration and stakeholders' willingness to engage can be estimated. The issue attributes include: level of uncertainty, balance of information, risk, time horizon of effects, urgency of decision, distribution of effects, and clarity of problem. The issue attribute model was applied to two collaborative decision making processes conducted by the same watershed stakeholder group in a North Carolina coastal watershed. Need and willingness to engage did not coincide for either issue; that is, stakeholders were more willing to engage on the issue that required less need for their involvement. 相似文献

ABSTRACT: Economic values of riparian buffers in a watershed are evaluated by the changes in the net economic return for farming with and without riparian buffers when achieving the same water quality objectives. The simulated water quality impacts of alternative farming systems using SWAT and experimental data for riparian buffers are used in a mathematical optimization model to estimate net economic return for farming subject to a water quality objective. Physical characteristics such as stream length, channel slope, average land slope, cropland percentage and several soil attributes are identified in the watershed using ARC/INFO GIS. A regression model is then used to evaluate the impacts of these physical characteristics on the estimated economic values of buffers. The study is conducted in Goodwater Creek watershed, Missouri. The results show the estimated economic value of buffers is significantly affected by some soil properties, stream length, and cropland percentage in watershed and can be used to improve the effectiveness of riparian buffers at watershed and regional levels. 相似文献

An observational study was conducted at the watershed scale using land cover (vegetation) data to assess the absence or presence of riparian buffers in three northeastern Missouri watersheds. Forests and grasslands lying within a 61 m (200 ft) parallel band directly adjacent to streams were considered “buffers” for improving or protecting water quality and were characterized according to their length, width, and vegetation type. Results indicated that riparian buffers were abundant throughout the watersheds but were typically narrow along first‐order and second‐order streams; in many cases they may not have been wide enough to provide adequate stream protection. At least 90 percent of all streams had buffer vegetation immediately adjacent to the streambanks, but as few as 31 percent of first‐order streams had buffers extending to 61 m from the stream on at least one side. On‐site evaluations are needed to determine the condition of these forests and grasslands and their ability to process nonpoint source pollutants. The results will be useful for providing natural resource managers with knowledge of current watershed conditions as well as in identifying specific locations for future conservation efforts within each watershed. 相似文献

This paper presents key challenges in modeling water quality processes of riparian ecosystems: How can the spatial and temporal extent of water and solute mixing in the riparian zone be modeled? What level of model complexity is justified? How can processes at the riparian scale be quantified? How can the impact of riparian ecosystems be determined at the watershed scale? Flexible models need to be introduced that can simulate varying levels of hillslope‐riparian mixing dictated by topography, upland and riparian depths, and moisture conditions. Model simulations need to account for storm event peak flow conditions when upland solute loadings may either bypass or overwhelm the riparian zone. Model complexity should be dictated by the level of detail in measured data. Model algorithms need to be developed using new macro‐scale and meso‐scale experiments that capture process dynamics at the hillslope or landscape scales. Monte Carlo simulations should be an integral part of model simulations and rigorous tests that go beyond simple time series, and point‐output comparisons need to be introduced. The impact of riparian zones on watershed‐scale water quality can be assessed by performing simulations for representative hillsloperiparian scenarios. 相似文献

ABSTRACT: Efforts are under way to recover habitat for several threatened and endangered species in and along the Platte River in central Nebraska. A proposed recovery program for these species requires a means of characterizing “wet” versus “normal” versus “dry” hydrologic conditions in order to set corresponding Platte River instream flow targets. Methods of characterizing hydrologic conditions in real time were investigated for this purpose. Initially, 10 watershed variables were identified as potentially valuable indicators of hydrologic conditions. Ultimately, six multiple linear regression equations were developed for six periods of the year using a subset of these variables expressed as frequencies of nonexceedence. The adequacy of these equations for characterizing conditions was assessed by evaluating their historic correlation to subsequent flow in the central Platte River (1947–1994). These equations explained 54 to 82 percent of variability in the observed flow exceedences in the validation datasets, depending upon the period of year evaluated. These equations will provide initial criteria for setting applicable flow targets to determine, in real time, whether water regulation projects associated with the species recovery effort can divert or store flows without conflicting with recovery objectives. 相似文献

ABSTRACT: This paper presents the results of a study on the use of continuous stage data to describe the relation between urban development and three aspects of hydrologic condition that are thought to influence stream ecosystems—overall stage variability, stream flashiness, and the duration of extreme‐stage conditions. This relation is examined using data from more than 70 watersheds in three contrasting environmental settings—the humid Northeast (the metropolitan Boston, Massachusetts, area); the very humid Southeast (the metropolitan Birmingham, Alabama, area); and the semiarid West (the metropolitan Salt Lake City, Utah, area). Results from the Birmingham and Boston studies provide evidence linking increased urbanization with stream flashiness. Fragmentation of developed land cover patches appears to ameliorate the effects of urbanization on overall variability and flashiness. There was less success in relating urbanization and streamflow conditions in the Salt Lake City study. A related investigation of six North Carolina sites with long term discharge and stage data indicated that hydrologic condition metrics developed using continuous stage data are comparable to flow based metrics, particularly for stream flashiness measures. 相似文献

ABSTRACT: An analytic methodology utilizing models from three disciplines is developed to assess the viability of brush control for water yield in the Frio River basin, Texas. Ecological, hydrologic, and economic models are used to portray changes in forage production and water supply resulting from brush control, and to value supplemental water produced through brush control. Site‐specific biophysical characteristics are used to simulate water yields from brush control across the watershed. Economic benefits from increased animal production for ranchers undertaking brush control are assessed. Benefits to Corpus Christi residential water consumers from ranchers' brush control activities are evaluated using the change in consumer surplus resulting from supplemental water produced through brush control. Results indicate an increase in water yield with brush control on 35 percent of the land area in the basin. However, the cost of brush control is more than the increase in returns it fosters on most range sites. Consumer surplus change for Corpus Christi residents over 25 years is zero under baseline conditions, implying subsidies for brush control in the Frio basin are not worthwhile at this time. 相似文献

ABSTRACT: Forest and grass riparian buffers have been shown to be effective best management practices for controlling nonpoint source pollution. However, little research has been conducted on giant cane [Arundinaria gigantea (Walt. Muhl.)], a formerly common bamboo species, native to the lower midwestern and southeastern United States, and its ability to reduce nutrient loads to streams. From May 2002 through May 2003, orthophosphate or dissolved reactive phosphate (DRP) concentrations in ground water were measured at successive distances from the field edge through 12 m of riparian buffers of both giant cane and mixed hardwood forest along three streams draining agricultural land in the Cache River watershed in southern Illinois. Giant cane and mixed hardwood forest did not differ in their DRP sequestration abilities. Ground water DRP concentrations were significantly reduced (14 percent) in the first 1.5 m of the buffers, and there was an overall 28 percent reduction in DRP concentration by 12 m from the field edge. The relatively low DRP reductions compared to other studies could be attributed to high DRP input levels, narrow (12 m) buffer lengths, and/or mature (28 to 48 year old) riparian vegetation. 相似文献

ABSTRACT: Most forest lands are managed for multiple purposes, among them timber production and water supply. Conflicts often arise in such cases because logging is perceived as a threat to water quality. These conflicts can result from uncertain factual information, from differences in underlying social values, or from imbalances in the incidence of costs and benefits. Resulting conificts may go unresolved because existing institutional structures fail to address the real roots of the dispute. When such conificts go unresolved, benefits are often lost, and social, political, and managerial costs are high. This study found that the roots of conifict may lie in value differences or in interest impacts, but attention may be focused inappropriately and unproductively on factual issues. It suggests that at least some long-standing disputes in the management of forested watersheds may be resolved by identifying the root causes of these disputes and choosing those actions, whether they be changes in management guidelines or altered institutional structures, which are appropriate to those causes. 相似文献

ABSTRACT: Changes in watershed management and policy in Hawaii are an instructive case study on the evolution of resource management from a traditional vertically integrated system, to a segmented central government‐based system, and now towards a community and watershed focus. The rise of European social and economic influences coupled with the precipitous decline in the Hawaiian population in the years following European contact led to the destruction of traditional management structures. Subsequently, the dominance of outside interests in Hawaii society and politics, culminating with the sugar industry, facilitated the unrestricted use and privatization of land and water resources. The post‐World War II era ushered in fundamental changes in Hawaii society and politics including renewed appreciation of traditional management practices. Government policies, increased community interest in resource management, and a renaissance in Hawaiian culture have converged in recent years to facilitate the development of new management structures that draw on both traditional and contemporary management. These structures hold great promise for improving Hawaiian watershed management. Our observations suggest that other jurisdictions may find it productive to examine traditional management and policy structures and try to relate them to contemporary community‐based resource management policies and activities. 相似文献

ABSTRACT: Enforceable standards play a crucial role in the design and implementation of most water quality policies. The impacts of these standards on farm income and nonpoint source (NPS) pollution can provide valuable information to develop economic policies that can improve water quality with minimal loss in income and minimal risk. This study uses an integration of nonlinear programming and a simulation model to assess the impacts of enforceable standards at technology and farm boundary levels. The results indicate that the type of pollutant regulated, enforcement type, and the level of standard had a significant impact on farm income and water quality. Choice of farm boundary standards over technology standards is dependent on the impact of the policy on other NPS pollutants, in addition to the reduction of nitrate and phosphorus pollutants. Enforcing farm boundary standards on nitrates had desirable effects on subsurface and percolate nitrogen and variance in income. Technology standards were uncertain in their effects because of the restriction on the choice of technologies available to farmers. A comparative policy analysis considering incentives, multiple impacts, transaction costs of implementation, and regional consideration is important to an effective policy design. 相似文献

ABSTRACT: The technocratic approach for managing the Missouri River and other large rivers is not effective in resolving conflicts among competing uses of water and dealing with uncertainty about how river ecosystems respond to alternative management actions. Adaptive management offers an alternative way to address these and other issues. It has the potential to alleviate management gridlock and provide lasting solutions to management of the Missouri River and other large river ecosystems. In passive adaptive management, simulation models and expert judgment are combined to select a preferred management action. While passive adaptive management is relatively simple and inexpensive to use, it does not necessarily provide reliable information for making management decisions. Active adaptive management uses statistically designed experiments to test assumptions or hypotheses about ecosystem responses to management actions. It is best carried out by a collaborative working group. Active adaptive management has several advantages, but the inability to satisfy certain prerequisites for successful application makes it more difficult to implement in large river ecosystems. A second‐best approach is proposed here to select, implement, monitor, and evaluate a preferred management action and retain that action provided ecological conditions improve and socioeconomic indicators do not fall below established acceptability limits. 相似文献

ABSTRACT: The use of transferable discharge permits in water pollution, what we will call water quality trading (WQT), is rapidly growing in the U.S. This paper reviews the current status of WQT nationally and discusses the structures of the markets that have been formed. Four main structures are observed in such markets: exchanges, bilateral negotiations, clearinghouses, and sole source offsets. The goals of a WQT program are environmental quality and cost effectiveness. In designing a WQT market, policy makers are constrained by legal restrictions and the physical characteristics of the pollution problem. The choices that must be made include how trading will be authorized, monitored and enforced. How these questions are answered will help determine both the extent to which these goals are achieved, and the market structures that can arise. After discussing the characteristics of different market structures, we evaluate how this framework applies in the case of California's Grassland Drainage Area Tradable Loads Program. 相似文献

ABSTRACT: Hydrologic landscapes are multiples or variations of fundamental hydrologic landscape units. A fundamental hydrologic landscape unit is defined on the basis of land‐surface form, geology, and climate. The basic land‐surface form of a fundamental hydrologic landscape unit is an upland separated from a lowland by an intervening steeper slope. Fundamental hydrologic landscape units have a complete hydrologic system consisting of surface runoff, ground‐water flow, and interaction with atmospheric water. By describing actual landscapes in terms of land‐surface slope, hydraulic properties of soils and geologic framework, and the difference between precipitation and evapotranspiration, the hydrologic system of actual landscapes can be conceptualized in a uniform way. This conceptual framework can then be the foundation for design of studies and data networks, syntheses of information on local to national scales, and comparison of process research across small study units in a variety of settings. The Crow Wing River watershed in central Minnesota is used as an example of evaluating stream discharge in the context of hydrologic landscapes. Lake‐research watersheds in Wisconsin, Minnesota, North Dakota, and Nebraska are used as an example of using the hydrologic‐land‐scapes concept to evaluate the effect of ground water on the degree of mineralization and major‐ion chemistry of lakes that lie within ground‐water flow systems. 相似文献
