This paper examines climate change adaptation and gender issues through an application of a feminist intersectional approach. This approach permits the identification of diverse adaptation responses arising from the existence of multiple and fragmented dimensions of identity (including gender) that intersect with power relations to shape situation-specific interactions between farmers and ecosystems. Based on results from contrasting research cases in Bihar and Uttarakhand, India, this paper demonstrates, inter alia, that there are geographically determined gendered preferences and adoption strategies regarding adaptation options and that these are influenced by the socio-ecological context and institutional dynamics. Intersecting identities, such as caste, wealth, age and gender, influence decisions and reveal power dynamics and negotiation within the household and the community, as well as barriers to adaptation among groups. Overall, the findings suggest that a feminist intersectional approach does appear to be useful and worth further exploration in the context of climate change adaptation. In particular, future research could benefit from more emphasis on a nuanced analysis of the intra-gender differences that shape adaptive capacity to climate change.  相似文献

Climate change is already producing ecological, social, and economic impacts on fisheries, and these effects are expected to increase in frequency and magnitude in the future. Fisheries governance and regulations can alter socio-ecological resilience to climate change impacts via harvest control rules and incentives driving fisher behavior, yet there are no syntheses or conceptual frameworks for examining how institutions and their regulatory approaches can alter fisheries resilience to climate change. We identify nine key climate resilience criteria for fisheries socio-ecological systems (SES), defining resilience as the ability of the coupled system of interacting social and ecological components (i.e., the SES) to absorb change while avoiding transformation into a different undesirable state. We then evaluate the capacity of four fisheries regulatory systems that vary in their degree of property rights, including open access, limited entry, and two types of rights-based management, to increase or inhibit resilience. Our exploratory assessment of evidence in the literature suggests that these regulatory regimes vary widely in their ability to promote resilient fisheries, with rights-based approaches appearing to offer more resilience benefits in many cases, but detailed characteristics of the regulatory instruments are fundamental.  相似文献

There is a growing demand for alternatives to Sweden’s current dominant silvicultural system, driven by a desire to raise biomass production, meet environmental goals and mitigate climate change. However, moving towards diversified forest management that deviates from well established silvicultural practices carries many uncertainties and risks. Adaptive management is often suggested as an effective means of managing in the context of such complexities. Yet there has been scepticism over its appropriateness in cases characterised by large spatial extents, extended temporal scales and complex land ownership—characteristics typical of Swedish forestry. Drawing on published research, including a new paradigm for adaptive management, we indicate how common pitfalls can be avoided during implementation. We indicate the investment, infrastructure, and considerations necessary to benefit from adaptive management. In doing so, we show how this approach could offer a pragmatic operational model for managing the uncertainties, risks and obstacles associated with new silvicultural systems and the challenges facing Swedish forestry.  相似文献

Rebuilding collapsed fisheries is a multifaceted problem, requiring a holistic governance approach rather than technical management fixes. Using the Northern Gulf cod case study in eastern Canada, we illustrate how a “fish chain” framework, drawn from the interactive governance perspective, is particularly helpful in analyzing rebuilding challenges. The analysis demonstrates that factors limiting rebuilding exist along the entire fish chain, i.e., the pre-harvest, harvest, and post-harvest stages. These challenges are embedded in both the ecological and social systems associated with the Northern Gulf cod fisheries, as well as in the governing systems. A comparative analysis of the pre- and post-collapse of the cod fisheries also reveals governance opportunities in rebuilding, which lie in policy interventions such as integrated and ecosystem-based management, livelihood transitional programs, and cross-scale institutional arrangements. Lessons from the Northern Gulf cod case study, especially the missed opportunities to explore alternative governing options during the transition, are valuable for rebuilding other collapsed fisheries.  相似文献

This paper examines a community grazing project to rehabilitate degraded land in Swaziland. Using data from interviews, questionnaires, and focus groups, we show that the ways in which participatory, decentralized approaches to natural resource management play out at the local level are closely linked to national-level power structures. The successes and issues that emerge at different stages of the grazing project reflect local socioeconomic priorities and show how people manage their time and labor according to household livelihood goals. However, the project favored the interests of cattle owners who were already the more socially and politically powerful members of the community. We argue that for participatory natural resource management to be more meaningful to communities, projects should focus on local ecological priorities, rather than addressing the environmental concerns that are rooted within existing dominant power structures. This requires change to social and political relationships across levels and the building of new institutions.  相似文献

The COVID-19 pandemic is a global crisis emanating both from a virus (SARS-CoV-2) and from the drastic actions to contain it. Here, we reflect on the immediate responses of most world powers amid the pandemic chaos: totalitarian surveillance and nationalist isolation. Drawing on published literature, we consider measures such as wildlife-use bans, lockdowns and travel restrictions, along with their reverberations for people, economies and the planet. Our synthesis highlights significant shortfalls of applying command-and-control tactics in emergencies. For one, heavy-handed bans risk enormous unintended consequences and tend to fail if they lack legitimacy or clash with people’s values. Furthermore, reactive and myopic strategies typically view the pandemic as a stand-alone crisis, rather than unravelling the complex interplay of nature-society interactions through which zoonotic diseases originate. A return to adaptive management approaches that recognise root causes and foster socio-ecological resilience will be essential to improve human and planetary health and mitigate future pandemics.  相似文献

Methods to assess ecosystem services using ecological or economic approaches are considerably better defined than methods for the social approach. To identify why the social approach remains unclear, we reviewed current trends in the literature. We found two main reasons: (i) the cultural ecosystem services are usually used to represent the whole social approach, and (ii) the economic valuation based on social preferences is typically included in the social approach. Next, we proposed a framework for the social valuation of ecosystem services that provides alternatives to economics methods, enables comparison across studies, and supports decision-making in land planning and management. The framework includes the agreements emerged from the review, such as considering spatial–temporal flows, including stakeholders from all social ranges, and using two complementary methods to value ecosystem services. Finally, we provided practical recommendations learned from the application of the proposed framework in a case study.

Over the past decades, there has been an increasing interest in the development of forest management approaches that are based on an understanding of historical natural disturbance dynamics. The rationale for such an approach is that management to favor landscape compositions and stand structures similar to those of natural ecosystems should also maintain biological diversity and essential ecological functions. In fire-dominated landscapes, this approach is possible only if current and future fire frequencies are sufficiently low, comparing to pre-industrial fire frequency, that we can substitute fire by forest management. We address this question by comparing current and future fire frequency to historical reconstruction of fire frequency from studies realized in the Canadian boreal forest. Current and simulated future fire frequencies using 2 and 3 x CO2 scenarios are lower than the historical fire frequency for many sites, suggesting that forest management could potentially be used to recreate the forest age structure of fire-controlled pre-industrial landscapes. Along the coast of South Africa, marine resources play a significant role in supporting livelihoods and contributing to food security in impoverished rural communities. Post-apartheid fisheries laws and policies have begun to address traditional fishing rights and development needs, and new management arrangements are being implemented. One such initiative has been the Mussel Rehabilitation Project in Coffee Bay, which piloted a resource rehabilitation technique at several over-exploited fishing sites. Mussel stocks in these exploited areas had dropped to under 1 % mussel cover, and during the project period, stocks increased to >80 % cover, supporting a sustainable harvest well above national daily bag limits. This stock enhancement was achieved only after the project had started to address social challenges such as the lack of local management institutions and the need to enhance food security. The project embarked on training and institution-building; it formed a robust community mussel management committee; and developed a local resource management plan, facilitating increased community participation in the day-to-day management of the resource. The project also saw the initiation of various ancillary projects aimed at improving food security and stimulating the local economy and hence alleviating pressure on the marine resources. Here we review this 10-year project’s outcomes, and present lessons for small-scale fisheries governance in South Africa and internationally. We show, through empirical experience, that balancing stock rebuilding needs in a context of widespread poverty and dependency on natural resources by a local fisher community can only be addressed through an integrated approach to development. Participation of resource users and a thorough understanding of the local context are imperative to negotiating appropriate small-scale fisheries governance approaches. We recommend that the implementation of South Africa’s newly minted Small-Scale Fisheries Policy should begin with bottom-up, demonstrative resource management measures such as mussel rehabilitation. This type of initiative can deliver short-term food security benefits and foster social learning towards sustainable and cooperative fisheries governance.  相似文献

Invertebrate gleaning (walking) fisheries are common within intertidal seagrass meadows globally, contributing to the food supply of hundreds of millions of people, but understanding of these fisheries and their ecological drivers are extremely limited. The present study provides a unique analysis of these fisheries using a combined social and ecological approach. Catches contained 34 species and were dominated by Bivalves, Urchins and Gastropods. CPUE in all sites varied from 0.05 to 3 kg gleaner−1 hr−1, respectively, with the majority of fishers being women and children. Landings were of major significance for local food supply and livelihoods at all sites. Local ecological knowledge suggests seagrass meadows are declining in line with other regional trends. Increasing seagrass density significantly and positively correlated with CPUE of the invertebrate gleaning (r = 0.830) highlighting the importance of conserving these threatened habitats. Understanding the complexities of these fisheries, their supporting habitats and their sustainability is important for the support of sustainable coastal livelihoods.  相似文献

BACKGROUND, AIM AND SCOPE: Conjoint analysis and the related choice-modelling methods have been used for many years in marketing research to evaluate consumer behaviour and preferences for different kinds of product attributes. Recently, the number of applications in environmental science and management has started to grow. Conjoint analysis is found in many different forms, and the environmental studies evaluated in this review display the same range of methods as in other fields. The key characteristic of all these methods is that trade-offs are evaluated by jointly considering a number of important attributes. MAIN FEATURES: This paper is a review of the literature on environmental applications of conjoint analysis and assesses in which environmental area conjoint analysis has been most successful. The method and the design of the studies are reviewed as well. RESULTS: A total of 84 studies were found, dealing with environmental issues that were evaluated by conjoint analysis. The studies concern agriculture, ecosystem management, energy, environmental evaluation, forestry, land management, pollution, products, recreation, environmental risk analysis and waste management. DISCUSSION: Choice experiments seem to have a comparatively stronger position in environmental studies than elsewhere. Most of the environmental applications are related to natural resource management. This is somewhat surprising, but a number of reports have appeared also on product evaluation, which could be a key application area in the future. CONCLUSIONS: Compared to marketing and transportation, the number of environmental conjoint studies is rather small but increasing, and the method has proven to work effectively in eliciting preferences on environmental issues. In environmental issues, experimenters often use choice experiments, especially concerning ecosystem management and environmental evaluations. When it comes to evaluating preferences concerning agriculture, forestry, energy and products, a more traditional approach of conjoint analysis is favoured. RECOMMENDATIONS AND PERSPECTIVES: Two new areas of application are identified in this review--environmental communication and expert elicitation. Conjoint analysis can thus be developed into a useful instrument for environmental risk analysis and communication, both of which are necessary for an efficient approach to risk governance.  相似文献

Examination of a former industrial sludge basin containing organic pollutants showed that the basin had undergone substantial ecological recovery through natural forces following the removal of surface water in 1982. Conventional phases of ecological recovery (plant invasion and succession) have occurred, but the structure of the biodiverse plant community (51 species and 22 families) was different from that at a recovering non-polluted disturbed site. Three plant species (Bermuda grass, mulberry, and sunflower) believed to be early invaders of the basin still persist in large numbers indicating that these species are well suited to cope with normal environmental stresses at this area (i.e. seasonal drought and flood) as well as organic pollutants. There was an indication that early invaders of the site fostered disappearance of contaminants thereby creating more favorable conditions for a broader spectrum of plants to grow. Vegetation analyses of naturally vegetated hazardous waste sites hold promise as a screening device for identifying plant species and management practices worthy of further phytoremediation investigations.  相似文献

One would hypothesize that the Common Fisheries Policy, as the umbrella framework for fisheries management in the EU would have the greatest impact on fishers’ communities across Europe. There are, however, biological, economic, social, and political factors, which vary among fishing communities that can affect how these communities react to changes. This paper explores the links between institutional arrangements and ecological dynamics in two European inshore fisheries socio-ecological systems, using a resilience framework. The Mediterranean small-scale fishers do not seem to have been particularly affected by the Common Fisheries Policy regulations but appear affected by competition with the politically strong recreational fishers and the invasion of the rabbit fish population. The inshore fishers along the East coast of Scotland believe that their interests are not as sufficiently protected as the interests of their offshore counterpart. Decisions and initiatives at global, EU, and sometimes national level, tend to take into account those fisheries sectors which have a national economic importance. A socio-ecological analysis can shift the focus from biological and economic aspects to more sustainable long-term delivery of environmental benefits linked to human wellbeing.  相似文献

Marine protected areas increasingly are challenged to maintain or increase tourism benefits while adequately protecting resources. Although carrying capacity strategies can be used to cope with use-related impacts, there is little understanding of divers themselves, their management preferences, and how preferences relate to conservation goals. By using a stated preference choice modeling approach, we investigated the choices divers make in selecting diving trips to marine protected areas as defined by use level, access, level of supervision, fees, conservation education, and diving expectations. Logit models showed that divers preferred a more restrictive management scenario over the status quo. Divers favored reductions in the level of site use and increased levels of conservation education. Divers did not favor fees to access protected areas, having less access to the resource, or extensive supervision. Finally, divers were much more willing to accept increasingly restrictive management scenarios when they could expect to see increased marine life.  相似文献

Decisions in ecological risk management for chemical substances must be made based on incomplete information due to uncertainties. To protect the ecosystems from the adverse effect of chemicals, a precautionary approach is often taken. The precautionary approach, which is based on conservative assumptions about the risks of chemical substances, can be applied selecting management models and data. This approach can lead to an adequate margin of safety for ecosystems by reducing exposure to harmful substances, either by reducing the use of target chemicals or putting in place strict water quality criteria. However, the reduction of chemical use or effluent concentrations typically entails a financial burden. The cost effectiveness of the precautionary approach may be small. Hence, we need to develop a formulaic methodology in chemical risk management that can sufficiently protect ecosystems in a cost-effective way, even when we do not have sufficient information for chemical management. Information-gap decision theory can provide the formulaic methodology. Information-gap decision theory determines which action is the most robust to uncertainty by guaranteeing an acceptable outcome under the largest degree of uncertainty without requiring information about the extent of parameter uncertainty at the outset. In this paper, we illustrate the application of information-gap decision theory to derive a framework for setting effluent limits of pollutants for point sources under uncertainty. Our application incorporates a cost for reduction in pollutant emission and a cost to wildlife species affected by the pollutant. Our framework enables us to settle upon actions to deal with severe uncertainty in ecological risk management of chemicals.  相似文献

Starting from an ecological perspective of urban-industrial areas, environmental accounting is used to analyse and to evaluate which environmental impacts are the result of communal activities (e.g. the results of different kinds of water supply systems). Therefore, the anthropogenic fluxes, the changing quality of areas as well as the processes between the environmental fields are taken into account. The approach is based on methodical elements of te Life Cycle Analysis and the Environmental Impact Assessment. Looking at the ‘urban systems’ within the communal activities, ‘ecological modelling’ gives us a new and fuller picture of the spatial and temporal character of urban metabolism. The approach supports the perception of cumulative effects and the postponement of environmental problems and opens new horizons for process-oriented environmental planning within the community. Greater efficiency and a decrease in costs can be arrived at by leaving ‘end of the pipe’ strategies; opportunities for a better planning process and measures for different individuals and organisations can be drawn up. A data base which acts as a ‘support system’ implements the computer-aided approach to environmental accounting.  相似文献

The demand for gender analysis is now increasingly orthodox in natural resource programming, including that for small-scale fisheries. Whilst the analysis of social–ecological resilience has made valuable contributions to integrating social dimensions into research and policy-making on natural resource management, it has so far demonstrated limited success in effectively integrating considerations of gender equity. This paper reviews the challenges in, and opportunities for, bringing a gender analysis together with social–ecological resilience analysis in the context of small-scale fisheries research in developing countries. We conclude that rather than searching for a single unifying framework for gender and resilience analysis, it will be more effective to pursue a plural solution in which closer engagement is fostered between analysis of gender and social-ecological resilience whilst preserving the strengths of each approach. This approach can make an important contribution to developing a better evidence base for small-scale fisheries management and policy.  相似文献

The cold and arid mountains and plateaus of High Asia, inhabited by a relatively sparse human population, a high density of livestock, and wildlife such as the iconic snow leopard Panthera uncia, are usually considered low risk for disease outbreaks. However, based on current knowledge about drivers of disease emergence, we show that High Asia is rapidly developing conditions that favor increased emergence of infectious diseases and zoonoses. This is because of the existing prevalence of potentially serious pathogens in the system; intensifying environmental degradation; rapid changes in local ecological, socio-ecological, and socio-economic factors; and global risk intensifiers such as climate change and globalization. To better understand and manage the risks posed by diseases to humans, livestock, and wildlife, there is an urgent need for establishing a disease surveillance system and improving human and animal health care. In 2012, the four countries hosting the Svalbard population of pink-footed goose Anser brachyrhynchus along its flyway launched an International Species Management Plan for the population. One of the aims was to reduce conflicts between geese and agriculture to an acceptable level. Since 2006, Norway has offered subsidies to farmers that provide refuge areas for geese on their land. We evaluate the mid-Norwegian goose management subsidy scheme, with a view to its adjustment to prevailing ecological and socio-economic parameters. The analysis indicates that the legitimacy of the scheme is highly dependent on transparency of knowledge management and accountability of management scheme to the farming community. Among farmers, as well as front-line officials, outcomes of prioritisation processes within the scheme are judged unfair when there is an evident mismatch between payments and genuine damage. We suggest how the scheme can be made more fair and responsive to ecological changes, within a framework of adaptive management.  相似文献
