Local air pollution and global climate change taxes: a distributional analysis for the case of Spain

Global climate change measures are difficult to implement. In this context, local air pollution measures may play an important role in the political agenda since their effects are felt more immediately by citizens. Distributional implications are one of the main barriers for implementing environmental policies. This paper explores the distributional implications of air pollution taxes and compares them to climate change taxes. For the comparison, both tax schemes were set to yield the same revenue. Methodologically, the study uses a top–down approach linking a macro model to a micro model. We find that taxes on local air pollutants are more regressive than those levied on CO2. This is because the goods implicitly taxed have a greater weight in the consumer basket of low-income groups, even if the tax revenues are recycled. Furthermore, the revenue-neutral recycle scheme increases both taxes efficiency, but, at the same time, can increase regressivity. 相似文献

Large-scale environmental research efforts are conducted under frameworks that provide a common basis for evaluating research
in many diverse fields. Such frameworks should be subjected to critical review to determine if they meet crucial expectations.
In the case of the US Global Change Research Program, we perceive that most research follows a framework that we define as
the predictive model framework. We believe this framework is insufficient for resolving the unprecedented predicaments posed
by global change. We recommend a complementary framework, the system response framework, which directs research toward useful
indicators of change rather than precise predictions. We further argue that, even if research is complementary and effective
under the two frameworks, conclusive results prior to decisions should not be expected. The burden of proof must itself be

Recent climate change projections and a push towards a universal agreement on carbon emission reductions suggest that firms will need to respond to future regulatory changes. This paper employs an influencing strategies lens to examine how large-scale firms might respond to future climate change regulations. The study uses a structured qualitative methodology to explore and explicate the strategic responses from 21 international firms to the proposed emissions trading scheme outlined in Australia's Garnaut Climate Change Review. The results of the analysis show that firms can use pre-emptive influencing strategies in attempts to shape and mould regulatory design parameters, secure high levels of transitional economic support, and shift the balance of public policies and expenditure. Complementary defensive strategies may also target policy makers and regulators with some of the potential negative consequences of the new regulations. 相似文献

Government agencies in cities across Asia recognise that municipalities must take steps to adapt to projected climate changes if people and places are to be kept above water. This paper focuses on planning for climate change in Bangkok because it ranks among the top 10 port cities vulnerable to climate change related flooding. It is also understood that the most devastating impacts of climate change will be suffered by the city's most vulnerable residents: the poor. Not only do impoverished people occupy physically vulnerable space, such as riverbanks, but they are also the least equipped to recover from the disruption of their livelihoods.Several scholars have identified “institutional traps” that prevent the Thai government from successfully aiding poor and marginalised flood victims in the past. These include poor coordination, lack of monitoring and evaluation, rigidity, crisis management and elite capture. Lebel, Manuta, and Garden (2011, 56) pose the crucial question: “How have individuals – from local community leaders through to national level politicians and bureaucrats – successfully influenced policy and programmes to avoid institutional traps and improve adaptive capacities to climate change?”In this paper, we begin to address this question through examining emergent methods of “community based adaptation” and reviewing case studies of adaptation action from other vulnerable communities in the Global South. These lessons – such as overcoming institutional rigidity and avoiding elite capture – are important for Bangkok and other cities in the Global South that face many different challenges by global environmental change. 相似文献

Extratropical cyclones have attracted some attention in climate policy circles as a possible significant damage factor of climate change. This study conducts an assessment of economic impacts of increased storm activities under climate change with the integrated assessment model FUND 3.5. In the base case, the direct economic damage of enhanced storms due to climate change amounts to US$2.8 billion globally (approximately 38% of the total economic loss of storms at present) at the year 2100, while its ratio to the world GDP is 0.0009%. The paper also shows various sensitivity runs exhibiting up to 3 times the level of damage relative to the base run. 相似文献

Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of ‘awareness’, moderate ‘analysis capabilities’ for climate change, and relatively limited ‘action approaches’ for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level. 相似文献

Global climate change is an important cause of biodiversity loss. The conservation, sustainable management and use of biodiversity resources are key factors that can be effectively used to minimize the adverse impacts of global climate change. Efforts to understand and address the linkages between global climate change and biodiversity loss are both urgent and timely. Integrating responses related to these two global environmental challenges is especially relevant for small island developing States (SIDS) because the adverse impacts of climate change can impose severe stresses on biodiversity resources that are fragile, vulnerable and already under stress and the people who depend upon them. This paper argues that comprehensive assessments of adverse impacts of global climate change on the biodiversity resources of SIDS, and an improved understanding of relevant climate change related adaptation measures and sustainable energy policies (that are based on the principles of conservation, sustainable management and use of biodiversity resources) will enable SIDS to become more resilient and to develop better response capacities. 相似文献

Much can be learned about adaptation by applying structures and methodologies already used in other research fields. This study employs a public economic policy approach to investigate how – or if at all – adaptation should be supported by the public sector. Three different fields of adaptation activity are identified which are especially relevant for government intervention and the study proposes ways in which government intervention could be conducted. In this paper, we provide an overview of local and regional climate change plans in China by scrutinizing planning documents from 16 cities, four autonomous regions, and 22 provinces. We develop and apply an evaluation protocol to understand goals, process, and strategies in these plans. We also conduct interviews with government officials to provide a context for subnational climate change planning. The results indicate that current climate change planning in China is characterized by the ‘top-down’ approach, in which the central governmental incentives play a vital role in shaping provincial and municipal plans. In addition, most plans have the following issues: vague definition of what characterizes a low-carbon city/region; deficiency in the quality of greenhouse gas inventory and reduction targets; insufficient strategies provided to respond to climate change; inadequate stakeholder engagement; and weak horizontal coordination. Finally, we offer recommendations to improve climate change planning in China. 相似文献

Climate change policies can compete with policies on other social and environmental problems for limited economic resources. This paper investigates the potential influence of alternative policies on citizens’ preferences for climate change policies. A contingent valuation study was implemented to estimate the impact of observable and unobservable contextual effects of competing polices on climate change valuation. Individuals are also investigated about their endowment of knowledge and emotional reactions to such problems. The results show that citizens’ valuation of climate change policies crucially depends on the context-dependent competing policies. The valuation rises as the number of competing policies increases. This increment becomes economically significant when the competing policies are related to specific problems such as forest fires and development. In addition, the valuation also rises with the amount of knowledge endowed by the individual about the climate change problem, and with the experience of negative emotions such as fear and sadness. 相似文献

A model is used for the dynamic and spatially explicit exploration of near future agricultural land-use changes. In a case study for Ecuador, different plausible scenarios are formulated, taking into account possible developments in national food demand until the year 2010. The protection of nature parks and restrictions due to land degradation are evaluated with respect to their possible spatial impacts on the land-use change dynamics within the country. Under the assumptions of the demand scenarios, agricultural land-use expands significantly, resulting in more use of land in existing agricultural areas and frontier-type expansion into relatively undisturbed natural areas. The patterns of change depend on the increase in demand, competition between land-use types, changes in driving factors of land use, and the area and characteristics of land that is excluded from agricultural use. The modelled land-use dynamics are related to their possible impacts on the natural resource base, specifically soil fertility. The results indicate potential negative effects of land-use changes on the soil nutrient balance and biodiversity. It is argued that spatial and temporal quantification of land-use dynamics at the landscape level can support research and policies aimed at understanding the driving factors of land-use change and the behaviour of complex agro-ecosystems under changing conditions at different scales. In this way, issues dealing with sustainable food production and the management of the natural resource base can be addressed in a more integrated and quantitative manner. 相似文献

With rapidly deteriorating national and local economies, many urban dwellers in sub-Saharan Africa (SSA) are increasingly resorting to a wide range of informal sector activities to ameliorate food insecurity and generate household income. Among these activities is urban agriculture (UA), which is used both as a source of basic foodstuffs and income generation to enable access to a wide range of goods and services. These may include health care, education, clothing, food and housing. Despite its significance and contribution to the urban household food basket, UA in many SSA cities has not been integrated into urban development and planning policy. In addition to the absence of a supportive local government policy, over the last two decades UA has come under increasing pressure from extreme weather related events such as droughts and flooding. Drawing upon recent field-based research in Lusaka, the capital of Zambia, the paper examines the relationships between UA and extreme weather conditions, and the impact on the livelihood options of urban poor. The research has wider relevance in the context of evolving strategies for achieving sustainable urban livelihoods, poverty reduction and food security in sub-Saharan Africa and elsewhere. 相似文献

The Gallocanta Basin represents an environment highly sensitive to climate change. Over the past 60 years, the Laguna de Gallocanta, an ephemeral lake situated in the closed Gallocanta basin, experienced a sequence of wet and dry phases. The lake and its surrounding wetlands are one of only a few bird sanctuaries left in NE-Spain for grey cranes on their annual migration from Scandinavia to northern Africa. Understanding the impact of climate change on basin hydrology is therefore of utmost importance for the appropriate management of the bird sanctuary. Changes in lake level are only weakly linked to annual rainfall, with reaction times between hours and months after rainfall. Both the total amount of rainfall over the reaction period, as well as individual extreme events, affect lake level. In this study the characteristics and frequencies of daily, event, monthly and bi-monthly rainfall over the past 60 years were analysed. The results revealed a clear link between increased frequencies of high magnitude rainfall and phases of water filling in the Laguna de Gallocanta. In the middle of the 20th century, the absolute amount of rainfall appears to have been more important for lake level, while more recently the frequency of high magnitude rainfall has emerged as the dominant variable. 相似文献

Climate change is a significant environmental, social and environmental problem that has been identified by scientists in
consensus internationally. The Australian Government’s response is considered by environmental non-government organisations
(NGOs) to be inadequate. NGOs are ‘change agents’ of society, and in this role they are agitating to influence political decision-making
on climate change response.
This paper outlines the campaign strategies being used by Australian NGOs to attract public and political attention to the
issue of climate change. Using seven NGOs as case studies, the archival materials of these organisations were accessed and
analysed. Current academic and other literature also was used to reflect on their effectiveness. Four campaign themes and,
within these, fifteen activities were identified.
The results indicate that the notion of whether NGOs are undertaking an ‘revolutionary’ or ‘incremental’ approach, or any
other narrow strategic approach put forward by various scholars is too simple for analysing campaigns: none of the NGOs appear
to intentionally favour one type of strategy. The question raised by this finding is whether the NGOs’ current ‘multi-strategic’
approach is effective. This research contributes to filling the information gap with regard to NGO campaign strategies on
environmental issues, and highlights the need for further research. 相似文献

Water is a resource that is essential for all life on Earth. An exponentially growing human population, in addition to unprecedented
industrial and technological development, threaten the availability and quality of this resource. Climate change and ozone
depletion are two major environmental problems facing mankind today. These problems have the potential to further strain currently
available freshwater resources. Recent research has shown that climate change and ozone depletion are linked phenomena and
their interaction exacerbates their impact. Changes in precipitation, surface runoff, solar UV radiation, temperatures, and
evaporation are some of the predicted outcomes of climate change and ozone depletion. They influence the biogeochemical cycles
and aquatic ecosystems in lakes and rivers, and alter the character of natural organic matter (NOM) and, consequently, they
have the potential to affect the quality, quantity and treatability of our water resources. Given these uncertainties, and
the need to mitigate the consequences of climate change and ozone depletion, the issues of changing water quality, quantity

Ocean acidification (OA) is increasingly recognized as a major global problem. Despite the scientific evidence, economic assessments of its effects are few. This analysis is an attempt to perform a national and sub-national assessment of the economic impact of OA on mollusc production in Europe. We focus on mollusc production because the scientific evidence on the biological impact on calcifying organisms is ample relative to other types of marine organisms. In addition, Europe and its regions are significant producers of marine molluscs. By performing a partial-equilibrium analysis, we show that the highest levels of overall impact are found in the countries with the largest current production, such as France, Italy and Spain. For Europe as a whole, the annual impact will be over 1 billion USD in 2100. Due to the different production foci of the individual countries and their regions, the distribution of the impact is extremely uneven across countries and their respective regions, with the most affected sub-national regions being those on the Atlantic coast of France, which is an important region for oyster production. 相似文献

The threat of man-induced global change on the nations of the South Asian seas region varies from place to place because of
differences in exposure to monsoons and stoms, differences in local tectonics and subsidence, and variations in air and sea
climates. Because several nations are involved, some having subsistence budgets, and given the cost of deriving independently
a comprehensive response to global change, the similarities and differences between national settings must be identified soon.
These comparisons will form the basis for local response strategies: the similarities provide a basis for responses similar
to that of other nations and the differences provide for local adaptation. That climate change on the South Asian coastal
region will have an impact is certain: its economics, environment, and coastal land uses are dominated to a certain extent
by this marine influence. The extent of these impacts, however, is uncertain. Accompanying global change will be changes in
sea level, differences in storm climate, and altered precipitation patterns; science cannot define today what pattern these
changes will take. Because global change is inevitable—although its magnitude, timing, and geographic distribution are unknown—the
South Asian seas region should begin the appropriate research and planning studies to set forth a reasoned response to global
change, for implementation when scientific evidence for global change is more quantitative. 相似文献

Climate change can increase societies’ propensity to conflict by changes in socio-structural conditions (e.g., resource scarcity, migration). We propose an additional, subtle, and general effect of climate change threat via increases in authoritarian attitudes. Three studies in Germany and the UK support this suggestion. Reminding participants of the adverse consequences climate change may have for their country increased the derogation of societal groups that may threaten the collective (e.g., criminals) as well as general authoritarian attitudes. Salient climate change threats also led to system justification and approval of system supporting groups (e.g., judges) in those people who were highly identified with their nation. We discuss the implications of these findings for the explanation of authoritarian attitudes and the question of how societies may cope with the subtle social psychological effects of climate change. 相似文献

Studies of irrigation drainage in the Western United States have documented some of the effects of irrigating land without first understanding and then considering implications from the interdependent relationships of hydrology, geology, geochemistry, biology, climatology, land use and socio-economic issues. In studies completed in 26 areas, selenium is the trace element found most often at elevated concentrations in water, bottom material and biota. Boron, arsenic, mercury and pesticide residues have also been found at elevated levels in some areas. Bioaccumulation of constituents associated with irrigation drainage is common. As the world experiences an explosive population growth, particularly in poorer countries, demands for food production from marginal, submarginal and newly irrigated soils are likely to cause severe adverse environmental impacts from allocation of limited water resources and contamination from irrigation drainwater. Cultivated marginal land is highly susceptible to degradation from soil erosion, salinization and waterlogging, not withstanding release of contaminants from application of irrigation water. 相似文献
