In most of sub‐Saharan Africa, where the agricultural sector experiences dismal performance and is characterized by a gloomy picture, the cotton sub‐sector in Côte d’Ivoire is often mentioned as a “success story” given the spectacular rise in the quantity of cotton production and the profile of the crop within the farming system. What are the historical and political antecedents of the development of cotton and the factors responsible for the feat accomplished in the midst of general failures in the same continent? To what extent can cotton be regarded as a “success story” and, what lessons can be drawn for agricultural development strategies based on the Ivorian case study? This paper traces the historical and socio‐political background of cotton development in Côte d’Ivoire and identifies key policy and institutional interventions that have influenced the rise of cotton production and its emergence as the dominant crop in the farming systems of the country. Four stages in Ivorian cotton development are identified: planning, take off, crisis and the renaissance phases. The study demonstrates how a combination of good planning, technological advancement and appropriate policy and institutional conditions have contributed significantly to the rise of cotton production and its influence on the agricultural economy of northern Côte d’Ivoire. The study also highlights how the sustainability of agricultural development has been impacted by domestic and international policies and political events over which smallholder farm families have little control, and can at best only respond to. Important questions about cotton development in Côte d'Ivoire are raised that need to be answered before the program can be categorized conclusively as a success story. The study shows that there are no quick fixes to agricultural development in the sub‐region. Rather, good planning and putting the necessary building blocks in place are important prerequisites. It is recommended that agricultural development efforts in the continent take cognizance of the complexity of the sector and address the inter‐relationships that exist among the technical, policy, market and institutional factors that combine individually and collectively to influence African agriculture.

The perceptions and attitudes of local people in heritage sites strongly influence their behaviour related to protecting heritage resources and improving management. In this study, we collected pertinent data through a questionnaire and group discussions to examine local people's attitudes and perceptions toward participation in heritage protection in Wuyishan Scenery District (WSD). Logistic regression was used to identify the factors that influence local people's perceptions of heritage protection behaviours. The results indicate that education level is the most critical factor in local people's initiatives to protect heritage resources. Local people with higher education levels pay more attention to the status of WSD and behave more positively with regard to conservation. Gender and income are relatively important factors in perceptions of heritage. Males have better knowledge of heritage resources than females do, and inhabitants with higher income levels are more likely to participate in protection, especially after WSD was listed as a World Heritage Site. Education level was always a key demographic factor before and after WSD's listing on the Heritage List. Household size was a significant factor before WSD was listed on the Heritage List, but it was not significant after, when household income became a significant factor.

High densities of people living around protected areas (PAs) in South Asia require management strategies to balance conservation goals and livelihood needs. Based on a survey of 777 households around five PAs in India and Nepal, this paper provides a comparative perspective of Indian and Nepali households’ views of protected area benefits and costs, their attitude toward conservation in general, and attitude toward protected area staff. Results indicate mixed responses towards tourism, varying from very favorable in Nepal to less favorable in India. The majority (81%) held positive attitudes towards the existence and importance of PAs but had negative perceptions of PA staff (69%). Most residents perceived benefits from access to fuel wood, fodder and other PA resources including benefits from tourism, while crop and livestock losses from wildlife were the main costs. Households overall positive attitudes towards the PAs and conservation despite high losses from living around PAs suggests that local residents may support conservation if their livelihood needs are met. Comparisons of household attitudes and perceptions suggest that locally based strategies rather than top-down approaches are likely to be more effective. Extending PA benefits to smaller landholders, households that are highly resource-dependent or experiencing higher income losses from human-wildlife conflicts, and less educated residents are particularly important to balance costs and losses from living around protected areas.

Traditional water harvesting systems are multi-functional in nature and provide a variety of ecosystem services that contribute to the overall wellbeing of local people. This study aims to identify and analyze the factors influencing the variations in the level of awareness across households residing around three selected traditional water bodies in the Indian state of West Bengal. Ordinary least square (OLS) regression models have been used to identify and analyze the determinants of household perception on ecosystem services from tank water bodies. Results show that while a majority of households have strong perceptions on the provisioning and cultural ecosystem services of the tanks, the household perceptions on regulating and supporting services of the tank is found to be relatively weak. Households belonging to lower caste and poor are likely to be more dependent on ecosystem services from tanks than upper caste and rich households, and hence they have better perceptions of provisioning ecosystem services. Households’ awareness about provisioning ecosystem services is negatively related to their level of education and wealth. It is observed that household awareness about regulating and supporting ecosystem services is positively associated with the level of education of the households, ownership of tube well and private tanks. While it is essential to consider household perception on all the ecosystem services for sustainable use and management of traditional water harvesting systems, incorporating the local norms, customs and preferences in policy design are critical for achieving effective conservation outcomes.

This paper examines local sustainability concepts in Connemara, a predominantly rural region in the West of Ireland (in this paper, the term “Ireland” refers to the Republic of Ireland), to show how they are (re-)constituted through people's interactions with social and biophysical environments. We argue that these interactions produce diverse forms of lay environmental knowledge and expertise that encompass cognitive and emotional aspects, a fact that is frequently ignored in environmental policy-making which prioritises rational arguments over reactions rooted in people's sense of place and community. Local people's responses to this dominance of “official” rational-technical sustainability concepts are central to recent cases of environmental controversy and lack of compliance to environmental policies that have characterised the study area but that show many parallels to conflicts and disputes elsewhere. Drawing on rich qualitative evidence from interviews and ethnographic fieldwork, this paper demonstrates how communities' responses to environmental policies depend on how well (or poorly) sustainability concepts underpinning these policies match local people's social-ecological practices and related place-specific views of what should be sustained.

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.

Research was conducted in Nottinghamshire, England to investigate public attitudes regarding home energy efficiency issues. Quantitative data were collected in the form of a postal survey, achieving over three hundred responses. Additionally, predominantly qualitative data were collected in semi-structured interviews in 15 homes. The issues investigated included the grant-funded energy efficiency measures installed by the public, the organisations providing grants, the means by which the recipients were referred to the organisations, and the public's preferences regarding energy efficiency advice. Findings were made about the local authority's success in encouraging the take-up of energy efficiency grants, about the public's preferences for the means by which advice should be provided, about trust relating to energy efficiency grants provided by gas and electricity suppliers, and about people's knowledge of the most effective energy efficiency measures. Additional findings were drawn about specific energy efficiency issues, including old heating systems and compact fluorescent light bulbs.

The General Agreement on Trade in Services (GATS) seeks to expand international trade in a wide range of services ranging from tourism to telecommunications and education. In recent years, it has come under attack from civil society organizations in both the North and the South for having a detrimental impact on poor people's right to basic services. This article explores some of these controversies, using the example of water services. It focuses specifically on the impact of the GATS on poor people's right to water and national governments’ ability to safeguard the interests of poor people through regulation. It demonstrates that, de jure, the liberalization of water‐related services under the GATS may not necessarily undermine the ability of governments to introduce the kind of legislative measures necessary to realize poor people's right to water. Still, de facto, the exercise of policy autonomy might be substantially curtailed due to inherent ambiguities in treaty interpretation, the politics of process arising out of power asymmetries, a lack of transparency in processes of negotiation as well as institutional and other deficiencies in the domestic politics of WTO member states.

Understanding public risk perception related to possible consequences of climate change is of paramount importance. Not only does risk perception have an important role in shaping climate policy, it is also central in generating support for initiatives for adaptation and mitigation. In order to influence public knowledge and opinion, there is a need to know more about why people have diverging attitudes and perceptions related to climate change and its possible consequences. By using representative survey data for Norway and multivariate analysis, the authors of this article show that differences in attitudes and perceptions are partially explained by factors such as gender, educational background, and people's political preferences. However, an important factor explaining people's perception of climate change and its possible consequences is their direct personal experience of damage caused by climate-related events such as flooding or landslide. Furthermore, the results show that personal experience of damage has the largest impact on the respondents' belief that there will be more natural-resource hazards locally than in Norway or globally. The results also show that merely living in a more exposed area but not having a personal experience of damage does not affect the respondents' concern towards climate change.

Abstract

This article reports the findings of a qualitative study with residents living in six deprived neighbourhoods in the UK and the front-line workers and local policymakers responsible for the renewal of these areas. The study was an attempt to raise awareness of local environmental concerns in the context of a national and local policy agenda, which has, until recently, largely overlooked the impacts of degraded environments on the lives and activities of the people who live in them. A key aim for the study was to raise people's concerns with local decision-makers and examine how far these might be addressed through the existing financial, administrative and legislative arrangements for neighbourhood renewal in the UK, namely Local Strategic Partnerships. The research was designed to provide practical lessons and policy recommendations for others wishing to raise the profile of environmental justice in the context of neighbourhood level regeneration projects, in both the UK and elsewhere in the ‘developed’ world.

Analysts examining disputes between transnational corporations and national governments over apportionment of benefits and rights of control in exploiting natural resources tend to confine themselves to structural characteristics of such conflicts. Such approaches assume that conflict resolution is final and traditionally place a major emphasis on control issues. This research explores the dominant issues in conflict in resource industries through use of a behavioural model. It looks at the strategies that both a major bauxite producing nation and the aluminium transnational corporations used to resolve the conflicts which arose as a result of the unilateral imposition of a bauxite levy by Jamaica. This article argues that the values, expectations and preferences of parties to a conflict situation are crucial to understanding its resolution. It further suggests that resource control is not necessarily a desirable goal for the host country but that it should acknowledge competing considerations of revenue maximization, revenue stability and lessening dependence on a natural resource base need to be considered. It shows further that settlement of such situations is always open to disturbance.

Since the 1950s, there has been a continuous increase in the number and coverage of protected areas (PAs) in Iran, and in total 253 PAs have been declared that cover 10.12?% of the country's area. This paper reviews literature addressing Iran's PAs, examines what is known about them, highlights the challenges and lessons learned, and identifies areas where more research is needed. The PA system in Iran is criticized because of (1) shortages of manpower, equipment, and financial resources; (2) de jure PAs that are often implemented as de facto reserves; (3) lack of national biodiversity indicators and objective monitoring processes; and (4) limited public participation and conflict between people over PAs. To improve, Iran's PAs system needs to be realistically supported by policies and planning instruments. In addition, the implementation of active management to restore habitat, increase education and awareness, shift practices towards the guidelines of international organizations, build capacity, and improve management and co-management by local communities needs to occur.

We have investigated why conflicts linked to the distribution of power between governments and actors at the national and local levels concerning environmental management of mountain areas in Norway persist despite political intentions to strengthen local powers. We seek to explain this by analysing changes in policies, institutional frameworks, and regional contexts, and the local perceptions of these changes. Paradoxically, the national government's power has apparently been strengthened by new sectoral regulations and more stringent enforcement of the existing ones, increases in the number and extent of protected areas, and failures to act on intentions to devolve power. An additional factor spurring conflicts is the increased importance of tourism to mountain communities. To become more relevant to policies and development in mountain areas, future studies on multilevel governance must address multilevel politics, entire mountain areas, and the context of their development, rather than focusing on minor projects and protected areas.

Ecosystem management (EM) is a holistic approach, in which public participation in decision-making, and incorporation of human preferences, needs and perceptions in management plans is a main element. The decision-making from human opinion method (DeMHO), presented here, can be used in EM in selecting the more suitable and socially acceptable management plan, in order to protect or restore an ecosystem. The method focuses on the quantification of the human opinion, preferences and perceptions, which are investigated after research on the local population of the ecosystem. The results of this research are the inputs of the method; multi-criteria decision-making procedures, such as the analytic hierarchy process (AHP), the expected utility method (EUM) and compromise programming (CP) are used to assign the appropriate weights and rank according to their importance the interest groups, the issues to be studied, and the alternative management plans. The alternatives are also evaluated by assessing their sustainable character. The paper presents DeMHO and its application in the National Park of Eastern Macedonia and Thrace in Greece, after a research through a questionnaire on the local population.

Loss of the green belts in the cities as an antecedent outcome of haphazard and irregular urbanization as one of the principle factors has a negative bearing on the socio ecological services that nature entails. Our paper represents the conditions under which the contemporary statist conservationist efforts to preserve the urban protected areas (PAs) in India induces a marginal existence and livelihood vulnerability upon the survival of the population residing within these PAs. A recent survey to Sanjay Gandhi National Park in Mumbai reflects the ways in which a politics of conservation operates not only in the rural regions but also in cities, in highly inequitable and fabricated ways. This has consequently affected the impoverished, disempowered and impecunious inhabitants who comprise a considerable segment of population in cosmopolitan Mumbai, residing within the PAs. The present article assesses the ways in which in metropolises, PAs by definition determine jurisdictions and exercise rights to exclude the social groups who are marginal and less powerful. This is to preserve a pristine people free aesthetic environment in cities, for which there is an increasing demand from the local elite. The results of the study indicate the socio ecological aspects of the conservation politics in the city of Mumbai. The emergent consequences are in terms of the questions of universal rights to the PAs or reflecting an elitist provision of environmental integrity to the privileged visitors in the city.

This paper explores the notion of environmentally induced spatial stigma through an analysis of data from interviews across public attitudes to pollution within the Asopos river basin in central Greece. The area has a 40 year plus history of legal and illicit industrial waste disposal and public debate on the associated environmental degradation. The study focuses on the perceptions and beliefs of a sector of the community likely to be directly and negatively affected by stigma, that is small business owners in the tourism and hospitality sector. The qualitative analysis explores awareness and viewpoints on environmental degradation and water quality within the local context, implications for the local economy and the individual's own enterprise, views on industrial environmental management as well as corporate responsibility and future prospects for the environmental problems of Asopos. Findings reveal a noticeable variation in views on industrial pollution and ecosystem deterioration among the respondents, but overall a strong environmentally induced stigmatization of the area. They also uncover an information asymmetry and lack of credible commitment by government bodies and industry members in disclosing accurate information, a situation likely to increase speculation and uncertainty within the community. The paper concludes by addressing implications of the findings to policy-making and managerial considerations, along with future research perspectives which aim to increase considerations of sustainability aspects for local development.

Croatia, like many other transition countries has undergone radical changes in its nature protection models. This paper discusses a historical overview, present situation and future possibilities for nature conservation in Croatia. A conservative top-down approach to nature protection was applied in the past in Croatia and is now being replaced by a prevalent bottom-up approach. Social context is crucial to introducing participatory conservation, therefore special concern is given to the perception of the local population towards protected area management in Istria as a case study in Croatia. Survey data were used to assess the conservation knowledge of local populations and their perception towards Protected Areas (PAs), leadership activities and management authorities in Istria County. This paper examines the perceptions of 313 residents living in and around six natural PAs located in Istria. The results revealed a moderate general knowledge about PAs in Istria and environmental issues, and a low awareness of institutions managing PAs, eagerness to participate in the activities of PAs and general support for the conservation cause. Understanding the perception of local residents enables the creation of feasible, long-term strategies for the implementation of participatory conservation. The research identifies the need for greater human, technical and financial efforts to strengthen the management capabilities of local agencies responsible for PAs. The process of participatory conservation optimization in Croatia is underway and world experiences must be observed in order to create a congruent, site-specific model with the best possible results.

Parks and protected areas are a global ecological, social and health resource visited by over 8 billion people annually. Their use can yield substantial benefits, but only if a balance between ecological integrity and sustainable visitation is struck. This research explores the potential influence of climate-driven environmental change on visitation to North America's most popular glacier, the Athabasca Glacier in Jasper National Park, Canada. Photorealistic environmental visualizations were used to gauge visitors’ perceptions of environmental change and potential impacts on consumer behaviour. Results suggest that impacts could substantially diminish the site's pull as a tourism destination. Rather than improving visitation prospects, expert-proposed adaptations underestimated the importance of perceived naturalness and contributed to further potential decline. Findings are relevant to protected areas planning and management. They suggest that a natural path to climate change adaptation is the best way to support both ecological integrity and the long-term tourism pull of protected areas.
