Due to expansion of the capital area in Finland, industrial areas are being replanned for residential and commercial use. The soil in these areas is sometimes contaminated, and must therefore be cleaned before building. In spring 1997 the City of Helsinki and the National Technology Agency of Finland declared a contract-based competition for cleaning the polluted soil of the planned Toukolanranta residential area. Nine proposals entered the competition, and the problem was to choose three best candidates for test-cleaning a small part of the region considered. The winner of the test-cleaning phase will get the contract for cleaning the whole area. The proposals were evaluated based on five criteria defined by the competition board consisting of eight experts. The finalists were chosen aided by the SMAA-2 Stochastic Multicriteria Acceptability Analysis technique. SMAA-2 is a method for analysing what kind of preferences favour each alternative. This method is particularly useful in applications, where it is difficult or impossible to obtain accurate preference information. In this application SMAA-2 was observed to suit well for choosing a small set of best alternatives with different strengths and weaknesses.  相似文献

In 1990 the Environmental Protection Agency (EPA) began sponsoring several pilot projects in its regional offices to examine the potential benefits of adopting a multimedia approach to facility management. This approach differs from traditional practices at EPA in that facilities (dischargers regulated under permits issued by the agency) are managed based upon their cumulative impacts to all media: air, water, and land. Currently, facilities are managed by separate programs at EPA that evaluate environmental impacts from a single-media perspective. One aspect of discharger management is the necessity to allocate limited financial resources in a way that will minimize risk to human health and the environment. A careful, risk-based prioritization of facilities is one means of providing insight to the most effective strategy of allocating monitoring, inspection, and enforcement resources. Prioritization from a multimedia perspective is particularly difficult, however, since it requires translation and integration of medium-specific facility performances, management objectives, and perceptions of risk into a cumulative rating. A computerized decision support system (DSS) designed to guide management through the prioritization process from a multimedia perspective was identified as a potentially valuable tool for use in the pilot projects. This article describes the development of such a prototype, outlines the features of the completed system, and discusses its potential for use at EPA.  相似文献

The importance of shared decision processes in water management derives from the awareness of the inadequacy of traditional--i.e. engineering--approaches in dealing with complex and ill-structured problems. It is becoming increasingly obvious that traditional problem solving and decision support techniques, based on optimisation and factual knowledge, have to be combined with stakeholder based policy design and implementation. The aim of our research is the definition of an integrated decision support system for consensus achievement (IDSS-C) able to support a participative decision-making process in all its phases: problem definition and structuring, identification of the possible alternatives, formulation of participants' judgments, and consensus achievement. Furthermore, the IDSS-C aims at structuring, i.e. systematising the knowledge which has emerged during the participative process in order to make it comprehensible for the decision-makers and functional for the decision process. Problem structuring methods (PSM) and multi-group evaluation methods (MEM) have been integrated in the IDSS-C. PSM are used to support the stakeholders in providing their perspective of the problem and to elicit their interests and preferences, while MEM are used to define not only the degree of consensus for each alternative, highlighting those where the agreement is high, but also the consensus label for each alternative and the behaviour of individuals during the participative decision-making. The IDSS-C is applied experimentally to a decision process regarding the use of treated wastewater for agricultural irrigation in the Apulia Region (southern Italy).  相似文献

Researchers have increasingly acknowledged the relative strength of ‘hybrid’ approaches to scenario analysis for exploring the futures of coupled human-nature systems. In this paper, we explain, demonstrate, and provisionally evaluate the usefulness of a simple analytical framework, based on five categories of capital assets, as part of a protocol for overcoming the conversion problem in hybrid scenario analysis. Based on a preliminary application of the framework to a case study in South Africa, we suggest that the five capitals framework has the potential to improve expedience and counter the bias against ‘soft’ drivers in hybrid approaches to scenario analysis. However, in light of the methodological trade-off between rigour and expedience, we suggest that future research needs to compare the available protocols for hybrid scenario analysis by weighing up the relative gain in scenario quality versus the relative cost of scenario construction.  相似文献

A decision support system (DSS) developed to assist the planner in decisions concerning the overall management of solid waste at a municipal scale is described. The DSS allows to plan the optimal number of landfills and treatment plants, and to determine the optimal quantities and the characteristics of the refuse that has to be sent to treatment plants, to landfills and to recycling. The application of the DSS is based on the solution of a constrained non-linear optimization problem. Various classes of constraints have been introduced in the problem formulation, taking into account the regulations about the minimum requirements for recycling, incineration process requirements, sanitary landfill conservation, and mass balance. The cost function to be minimized includes recycling, transportation and maintenance costs. The DSS has been tested on the municipality of Genova, Italy, and the results obtained are presented.  相似文献

Integrated watershed management (IWM) is a priority, especially in semiarid regions that are concurrently affected by population growth, land use change, soil erosion, and poor governance. In developing countries, IWM is often done without any support tool, scientific data, or deep knowledge of territory characteristics. The aim of this study was to present a case study to apply a decision support tool to prioritize areas for territory management. A simple, quantitative multi‐criteria analysis was applied in a semiarid basin of the Ecuadorian Andes to identify the zones of greatest concern for implementation of resource conservation and management practices at a local and regional scale. In addition to describing the current state of the conditions of this basin, our results suggest scenarios of change in relation to official population projections based on spatial analysis of land use change. Analysis resulted in a scattered distribution of priority values within the watershed, so a hierarchical rule was incorporated to define priorities at the subwatershed (SW) scale. Our analysis identified four SW of very high priority and urgent need to implement management practices. Based on projections of future change due to population growth and land cover change, the number of subbasins that require more attention was doubled. Finally, this study includes zones for management or conservation of the land, according to the Sustainable Development Goals.  相似文献

The Ethical Matrix was developed to help decision-makers explore the ethical issues raised by agri-food biotechnologies. Over the decade since its inception the Ethical Matrix has been used by a number of organizations and the philosophical basis of the framework has been discussed and analyzed extensively. The role of tools such as the Ethical Matrix in public policy decision-making has received increasing attention. In order to further develop the methodological aspects of the Ethical Matrix method, work was carried out to study the potential role of the Ethical Matrix as a decision support framework. When considering which frameworks to apply when analyzing the ethical dimensions of the application of agri-food biotechnologies, it is important to clarify the substantive nature of any prospective framework. In order to further investigate this issue, reflections on the neologism “ethical soundness” of an ethical framework are presented here. This concept is introduced in order to provide more structured evaluations of a range of ethical tools, including ethical frameworks such as the Ethical Matrix. As well as examining the philosophical dimensions of the method, theoretical analysis and literature studies were combined with stakeholder engagement exercises and consultations in order to review the Ethical Matrix from a user perspective. This work resulted in the development of an Ethical Matrix Manual, which is intended to act as a guide for potential user groups.  相似文献

This article presents the design of a fuzzy decision support system (DSS) for the assessment of alternative strategies proposed for the restoration of Lake Koronia, Greece. Fuzzy estimates for the critical characteristics of the possible strategies, such as feasibility, environmental impact, implementation time, and costs are evaluated and supplied to the fuzzy DSS. Different weighting factors are assigned to the critical characteristics and the proposed strategies are ordered with respect to the system responses. The best strategies are selected and their expected impact on the ecosystem is evaluated with the aid of a fuzzy model of the lake. Sensitivity analysis and simulation results have shown that the proposed fuzzy DSS can serve as a valuable tool for the selection and evaluation of appropriate management actions. Controversy between alternative uses of forests in Finnish Upper Lapland has been going on for decades, and in recent years it has been escalated to a serious conflict. The core of the conflict is the adverse impacts of forestry on old forests which are important grazing areas for reindeer and which are regarded as intact nature and wilderness areas. This paper describes the experiences of applying multi-criteria decision analysis interview approach on this conflict. The approach provides tools for structuring the problem and preferences of the stakeholders as well as for analyzing the effects of different alternatives in a common framework. We focus on the practical experiences gained from the application of this approach in this context. Multi-criteria decision analysis was found to be a useful approach to evaluate the economic, ecological and cultural aspects of this intense conflict. The obtained experiences also support the view that the approach works best when tightly integrated into the planning process.  相似文献

The objective of this study is to develop an alternative evaluation index (AEI) in order to determine the priorities of a range of alternatives using both the hydrological simulation program in FORTRAN (HSPF) and multicriteria decision making (MCDM) techniques. In order to formulate the HSPF model, sensitivity analyses of water quantity (peak discharge and total volume) and quality (BOD peak concentrations and total loads) are conducted and a number of critical parameters were selected. To achieve a more precise simulation, the study watershed is divided into four regions for calibration and verification according to landuse, location, slope, and climate data. All evaluation criteria were selected using the Driver–Pressure–State–Impact–Response (DPSIR) model, a sustainability evaluation concept. The Analytic Hierarchy Process is used to estimate the weights of the criteria and the effects of water quantity and quality were quantified by HSPF simulation. In addition, AEIs that reflected residents' preferences for management objectives are proposed in order to induce the stakeholder to participate in the decision making process.  相似文献

The sustainable management of coastal natural resources inevitably involves identifying stakeholder conflicts and developing planning processes that prevent these conflicts from becoming intractable disputes. This study links environmental conflict to specific areas within a large ecological system. Specifically, we use Geographic Information Systems (GIS) to map potentially competing stakeholder values associated with establishing protected areas in Matagorda Bay, Texas. By overlaying multiple values associated with a range of stakeholders across space, we are able to identify hotspots of potential conflict as well as areas of opportunity for maximizing joint gains. Mapping stakeholder conflict is an approach to proactively locate potential controversy in response to a specific environmental management proposal and guide decision makers in crafting planning processes that mitigate the possibility of intractable disputes and facilitate the implementation of sustainable coastal policies. Results indicate that under different management scenarios, protected area proposals will generate more conflict in specific areas. Most notably, regulated uses would produce the greatest degree of conflict on or near shore, particularly at the mouth of the Colorado River. Additionally, of all the management scenarios evaluated, the prohibition of coastal structural development would generate the overall highest level of conflict within the Bay. Based on the results, we discuss the policy implications for environmental managers and provide guidance for future research on location-based conflict management within the coastal margin.  相似文献

The purpose of New Zealand's Resource Management Act (1991) is to promote the sustainable management of natural and physical resources. Coastal sand mining may be consistent with this purpose where: (1) extractions occur from sediment systems open to inputs of sediment, and the volumes extracted do not limit the natural development, physical characteristics, and ecological diversity of the coastal environments affected; or (2) extractions from palimpsest or relict sedimentary deposits occur at a rate where the rate of extraction is insignificant compared with the volume of the resource. The response of coastal sand mining companies and consent-granting authorities to the requirements of the Resource Management Act (1991) are examined with respect to recent applications to mine sand from a coastal sand body in the Hauraki Gulf, New Zealand. The assessments of environmental effects (AEE) submitted in support of these applications do not establish the sustainability of the sand mining operations. Specifically they do not define the dimensions of the active sediment system, quantify the volume of the related resource, or state the period within which sustainability is achievable. Further, the AEE do not consider the cumulative effects of the extractions, either in terms of the total volume of sand mined or the cumulative effects of different anthropogenic activities. The test of sustainability demands a quality of information and understanding of coastal systems that is well beyond that obtained in the past or accepted at present. There is a clear need for New Zealand's resource management legislation to be supplemented by technical guidelines that help ensure the test of sustainability is rigorously applied.  相似文献

/ This paper describes a framework for designing spatial decision support systems for environmental management using a knowledge-based systems approach. An architecture for knowledge-based spatial decision supportsystems (KBSDSS) is presented that integrates knowledge-based systems with geographical information systems (GIS) and other problem-solving techniques. A method based on spatial influence diagrams is developed for representation of environmental problems. The spatial influence diagram provides an interface through which knowledge-based systems techniques can be applied to build capabilities for problem formulation, automated design, and execution of a solution process. In addition to the flexibility and developmental advantages of knowledge-based systems, the KBSDSS incorporates expert knowledge to provide assistance for structuring spatial influence diagrams and executing a solution process that automatically integrates the GIS, data base, knowledge base, and different types of models. A budget allocation system for regional water quality management to achieve environmental sustainability was developed in this study to assist a local authority with making appropriate budget allocations for improving Regional Water Environmental Sustainability (RWES) in an efficient manner. The system consists of visions and goals, RWES indicators, and an analysis of budget allocation versus RWES. Visions and goals define task priorities for improving water environmental sustainability. Indicators are used to measure the progress of related tasks toward RWES goals. These indicators are classified by the Driving Force-State-Response (DSR) framework to facilitate the analysis of relationships among indicators. Linkages between budget allocation and indicators are also analyzed, and the result is used to assess whether the available budget is allocated properly to raise the RWES. The applicability of the system is demonstrated by a case study involving a local environmental protection authority.  相似文献

Hydrologic modeling can be used to provide warnings before, and to support operations during and after floods. Recent technological advances have increased our ability to create hydrologic models over large areas. In the United States (U.S.), a new National Water Model (NWM) that generates hydrologic variables at a national scale was released in August 2016. This model represents a substantial step forward in our ability to predict hydrologic events in a consistent fashion across the entire U.S. Nevertheless, for these hydrologic results to be effectively communicated, they need to be put in context and be presented in a way that is straightforward and facilitates management‐related decisions. The large amounts of data produced by the NWM present one of the major challenges to fulfill this goal. We created a cyberinfrastructure to store NWM results, “accessibility” web applications to retrieve NWM results, and a REST API to access NWM results programmatically. To demonstrate the utility of this cyberinfrastructure, we created additional web apps that illustrate how to use our REST API and communicate hydrologic forecasts with the aid of dynamic flood maps. This work offers a starting point for the development of a more comprehensive toolset to validate the NWM while also improving the ability to access and visualize NWM forecasts, and develop additional national‐scale‐derived products such as flood maps.  相似文献

This paper studies mountain hut infrastructure in the Alps as an important element of ecotourism in the Alpine region. To improve the decision-making process regarding the implementation of future infrastructure and improvement of existing infrastructure in the vulnerable natural environment of mountain ecosystems, a new decision support model has been developed. The methodology is based on qualitative multi-attribute modelling supported by the DEXi software. The integrated rule-based model is hierarchical and consists of two submodels that cover the infrastructure of the mountain huts and that of the huts’ surroundings. The final goal for the designed tool is to help minimize the ecological footprint of tourists in environmentally sensitive and undeveloped mountain areas and contribute to mountain ecotourism. The model has been tested in the case study of four mountain huts in Triglav National Park in Slovenia. Study findings provide a new empirical approach to evaluating existing mountain infrastructure and predicting improvements for the future. The assessment results are of particular interest for decision makers in protected areas, such as Alpine national parks managers and administrators. In a way, this model proposes an approach to the management assessment of mountain huts with the main aim of increasing the quality of life of mountain environment visitors as well as the satisfaction of tourists who may eventually become ecotourists.  相似文献

The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity.  相似文献

This study examines the evolution of a microworld created in a stakeholder process into educational materials used in a classroom setting. Microworlds have been used to stimulate learning through engagement in classroom and professional settings, but to our knowledge this is the first example that demonstrates utilization of the same process in both settings in the field of water resources, involving collaboration between the educational and professional sectors. An interdisciplinary role‐playing course in Computer‐Aided Negotiations (CAN) of water disputes is used as a case study. Upper‐level undergraduate students of varied academic backgrounds interacted in both the CAN process and river basin management model used in the CAN process as microworlds for one semester. We found evidence of meaningful engagement with both the process and model by all students. This finding has implications for engaging stakeholders without technical backgrounds in CAN processes. Students reported learning gains on surveys and pre/posttest scores improved, although only one item showed a statistically significant increase. During and after the teaching of this course, there was feedback of work products from the students to river basin managers. The course also provides the opportunity to learn the art of collaborative modeling through example and practice. Course materials are available at http://www.hydrologics.net/CAN_Course/.  相似文献
