Management of municipal solid waste is a major problem for most of the Indian cities due to the growing urban population and per capita waste generation rate, inadequate public participation and the deplorable organizational and financial capacities of urban local bodies. This article highlights the interventions required for sustainable solid waste management in Indian cities by analyzing the waste generation, collection, and disposal scenario of a metro city in India along with the regulatory and institutional frame work. It advocates a phased and integrated approach taking into account the operational hurdles and the capacity building of local bodies with the support of educational organizations. 相似文献

The issue addressed in this paper consists in the localization and dimensioning of transfer stations, which constitute a necessary intermediate level in the logistic chain of the solid waste stream, from municipalities to the incinerator. Contextually, the determination of the number and type of vehicles involved is carried out in an integrated optimization approach. The model considers both initial investment and operative costs related to transportation and transfer stations. Two conflicting objectives are evaluated, the minimization of total cost and the minimization of environmental impact, measured by pollution. The design of the integrated waste management system is hence approached in a multi-objective optimization framework. To determine the best means of compromise, goal programming, weighted sum and fuzzy multi-objective techniques have been employed. The proposed analysis highlights how different attitudes of the decision maker towards the logic and structure of the problem result in the employment of different methodologies and the obtaining of different results. The novel aspect of the paper lies in the proposal of an effective decision support system for operative waste management, rather than a further contribution to the transportation problem. This paper presents a system dynamics computer model to predict solid waste generation, collection capacity and electricity generation from solid waste and to assess the needs for waste management of the urban city of Dhaka, Bangladesh. Simulated results show that solid waste generation, collection capacity and electricity generation potential from solid waste increase with time. Population, uncleared waste, untreated waste, composite index and public concern are projected to increase with time for Dhaka city. Simulated results also show that increasing the budget for collection capacity alone does not improve environmental quality; rather an increased budget is required for both collection and treatment of solid wastes of Dhaka city. Finally, this model can be used as a computer laboratory for urban solid waste management (USWM) policy analysis. 相似文献

Integrated solid waste management (ISWM) based on the 3R approach (reduce, reuse, and recycle) is aimed at optimizing the
management of solid waste from all the waste-generating sectors (municipal, construction and demolition, industrial, urban
agriculture, and healthcare facilities) and involving all the stakeholders (waste generators, service providers, regulators,
government, and community/neighborhoods). This article discusses the concept of solid waste management (SWM). Initially, SWM
was aimed at reducing the risks to public health, and later the environmental aspect also became an important focus of SWM.
Recently, another dimension is becoming a critical factor for SWM, i.e., resource conservation and resource recovery. Hence,
the 3R approach is becoming a guiding factor for SWM. On the one hand, 3R helps to minimize the amount of waste from generation
to disposal, thus managing the waste more effectively and minimizing the public health and environmental risks associated
with it. On the other hand, resource recovery is maximized at all stages of SWM. Lately, the new concept of ISWM has been
introduced to streamline all the stages of waste management, i.e., source separation, collection and transportation, transfer
stations and material recovery, treatment and resource recovery, and final disposal. It was originally targeted at municipal
solid waste management (MSWM), but now the United Nations Environment Programme (UNEP) is promoting this concept to cover
all waste generating sectors to optimize the level of material and resource recovery for recycling as well as to improve the
efficiency of waste management services. The ISWM concept is being transformed into ISWM systems to replace conventional SWM
systems. This article further discusses the implementation process for ISWM. The process includes a baseline study on the
characterization and quantification of waste for all waste generating sectors within a city, assessment of current waste management
systems and practices, target setting for ISWM, identification of issues of concern and suggestions from stakeholders, development
of a draft ISWM plan, preparation of an implementation strategy, and establishment of a monitoring and feedback system. UNEP
is assisting member countries and their cities to develop an ISWM plan covering all the waste generating sectors within a
specific geographical or administrative area such as a city or municipality. This umbrella approach is useful to generate
sufficient volumes of recycling materials required to make recycling industries feasible. This is also helpful for efficient
reallocation of resources for SWM such as collection vehicles, transfer stations, treatment plants, and disposal sites. UNEP
is assisting cities to develop and implement ISWM based on the 3R approach. These experiences could be useful for other countries
to develop and implement ISWM to achieve improved public health, better environmental protection, and resource conservation

Germany seems to be one of the leading nations in solid waste management, especially in the case of packaging waste; success
stories about the ongoing increase in recycling strengthen this impression. However, enormous costs and questionable ecological
benefits are the result of Germany's packaging ordinance and the formation of the recycling organization Duales System Deutschland
(DSD). This article shows that similar progress in the reduction and recycling of packaging could have been realized without
the packaging ordinance and dual system, with lower costs. This regulatory impact analysis of the German packaging ordinance
covers all the effects on the different life-cycle stages of packaging, from production to recycling or disposal. The conclusion
is that a fragmentary solid waste management approach – one that is based, like the German packaging ordinance, more on ideology
than on facts – leads to enormous costs and questionable ecological benefits. To improve this situation, there is a need for
an integrated solid waste management approach, based on evaluation of the economic, environmental, and social effects of different
waste management options for the materials involved.

Solid waste management (SWM) has been an integral part of every human society. The approaches for SWM should be compatible with the nature of a given society, and, in this regard, Asian countries are no exception. In keeping with global trends, the systems are being oriented to concentrate on sustainability issues; mainly through the incorporation of 3R (reduce, reuse and recycle) technologies. However, degree and nature of improvements toward sustainability are varying and depend on the economic status of a country. High-income countries like Japan and South Korea can afford to spend more to incorporate 3R technologies. Most of the latest efforts focus on “Zero Waste” and/or “Zero Landfilling” which is certainly expensive for weaker economies such as those of India or Indonesia. There is a need to pragmatically assess the expectations of SWM systems in Asian countries. Hence, in this paper, we analyze the situation in different Asian countries, and explore future trends. We conceptually evaluate issues surrounding the sustainability of SWM. We propose a multi-pronged integrated approach for improvement that achieves sustainable SWM in the context of national policy and legal frameworks, institutional arrangement, appropriate technology, operational and financial management, and public awareness and participation. In keeping with this approach, a generic action plan has been proposed that could be tailored to suit a situation in a particular country. Our proposed concept and action plan framework would be useful across a variety of country-specific scenarios. 相似文献

This paper illustrates an overview of the past and present MSWM strategies in China. A comparison is made with MSWM in China, and other developed and developing countries to identify and analyze the problems of existing MSWM, and evaluate some effective suggestion to overcome the limitations. Rapid urbanization and economic growth are the main factors of increasing MSW generation in China. The generating MSW has 55.86 % food waste with high moisture contain due to unavailable source separation. Chinese MSWM is dominated by 60.16 % landfilling, whereas incineration, untreated discharge, and other treatments are 29.84, 8.21, and 1.79 %, respectively. In 2014, a total of 604 sanitary landfills, 188 incineration plants, and 26 other units were used for MSWM. With the magnitude of timing, the increasing rate of incineration unit and disposal capacity is higher than the landfill. In 2004–2014, the disposal capacity of landfill and incineration is increased from 68.89 to 107.44 and 4.49 to 53.3 million tons, respectively. However, the heating value in the majority of Chinese incineration plants is 3000–6700 kJ/kg and the inappropriate leachate treatment can be found in 47 % landfill sites. A proper taxation system for MSW disposal is not fully implemented in China, which has a negative impact on overall MSW recycling. From the comparative study of MSWM, it is revealed that the source separation MSW collection, high energy recovery from incineration plants, appropriate leachate treatment, effective landfill location and management, increase waste recycling and proper taxation system for MSW disposal are essential to improve MSWM in China. 相似文献

Municipal solid waste management in the capital city of Indonesia, Jakarta, is examined from a point of view of researchers and waste management practitioners. Major impediments to waste management in Jakarta include non-involvement of stakeholders in planning and decision-making, unskilled staff undertaking the duty, the absence of long-term waste management strategies, and weak coordination between authorities and neighbourhood association workers who undertake primary collection. It was revealed that lack of resources is seen as the least important of all impediments. The success of managing solid waste in Jakarta cannot be separated from the presence and the role of a neighbourhood association, which performs waste collection on a daily basis as well as keeping their respective areas clean by employing their own waste service workers. A neighbourhood-based waste management strategy is a promising solution for Jakarta, because it is more applicable and suitable for Jakarta's context compared to community-based waste management. The performance of this approach is examined and the improvement for wider adoption is discussed for a long-term solution. 相似文献

Solid waste generation and its implications for people and the environment are global issues. The complexity of the waste
composition and the ever-increasing percapita waste generation is a challenge for waste managers, particularly in developing
countries. Thus, the need to have a clear policy on waste management and legislation to realize that policy is imperative.
Malaysia is developing rapidly and problems such as the waste generation associated with development and industrialization
are evident. The Solid Waste and Public Cleansing Management Bill, which was approved in August 2007 after a 10-year delay,
is envisaged to have serious consequences in waste management practices and implementation in Malaysia. This article explores
the main features of this all-encompassing bill and its impacts on the waste management scenario in Malaysia. In addition,
a comparative evaluation is also discussed to explore the policies/legislation of selected countries vis-àvis the Malaysian

The objectives of this study were: (i) to assess the waste handling and treatment system of hospital bio-medical solid waste and its mandatory compliance with Regulatory Notifications for Bio-medical Waste (Management and Handling) Rules, 1998, under the Environment (Protection Act 1986), Ministry of Environment and Forestry, Govt. of India, at the chosen KLE Society's J. N. Hospital and Medical Research Center, Belgaum, India and (ii) to quantitatively estimate the amount of non-infectious and infectious waste generated in different wards/sections. During the study, it was observed that: (i) the personnel working under the occupier (who has control over the institution to take all steps to ensure biomedical waste is handled without any adverse effects to human health and the environment) were trained to take adequate precautionary measures in handling these bio-hazardous waste materials, (ii) the process of segregation, collection, transport, storage and final disposal of infectious waste was done in compliance with the Standard Procedures, (iii) the final disposal was by incineration in accordance to EPA Rules 1998, (iv) the non-infectious waste was collected separately in different containers and treated as general waste, and (v) on an average about 520 kg of non-infectious and 101 kg of infectious waste is generated per day (about 2.31 kg per day per bed, gross weight comprising both infectious and non-infectious waste). This study employed contingent valuation method to estimate the willingness to pay (WTP) of the households to improve the waste collection system in Kuala Lumpur, Malaysia. The objective of this study is to evaluate how household WTP changes when recycling and waste separation at source is made mandatory. The methodology consisted of asking people directly about their WTP for an additional waste collection service charge to cover the costs of a new waste management project. The new waste management project consisted of two versions: version A (recycling and waste separation is mandatory) and version B (recycling and waste separation is not mandatory). The households declined their WTP for version A when they were asked to separate the waste at source although all the facilities would be given to them for waste separation. The result of this study indicates that the households were not conscious about the benefits of recycling and waste separation. Concerted efforts should be taken to raise environmental consciousness of the households through education and more publicity regarding waste separation, reducing and recycling. 相似文献

Municipal solid waste (MSW) is a major environmental problem in Turkey, as in many developing countries. Problems associated with municipal solid waste are difficult to address, but efforts towards more efficient collection and transportation and environmentally acceptable waste disposal continue in Turkey. Although strict regulations on the management of solid waste are in place, primitive disposal methods such as open dumping and discharge into surface water have been used in various parts of Turkey. This study presents a brief history of the legislative trends in Turkey for MSW management. The study also presents the MSW responsibility and management structure together with the present situation of generation, composition, recycling, and treatment. The results show that approximately 25 million ton of MSW are generated annually in Turkey. About 77% of the population receives MSW services. In spite of efforts to change open dumping areas into sanitary landfills and to build modern recycling and composting facilities, Turkey still has over 2000 open dumps. 相似文献

This paper presents an overview of municipal solid waste (MSW) management in Beijing City. Beijing, the capital of China, has a land area of approximately 1368.32 km2 with an urban population of about 13.33 million in 2006. Over the past three decades, MSW generation in Beijing City has increased tremendously from 1.04 million tons in 1978 to 4.134 million tons in 2006. The average generation rate of MSW in 2006 was 0.85 kg/capita/day. Food waste comprised 63.39%, followed by paper (11.07%), plastics (12.7%) and dust (5.78%). While all other wastes including tiles, textiles, glass, metals and wood accounted for less than 3%. Currently, 90% of MSW generated in Beijing is landfilled, 8% is incinerated and 2% is composted. Source separation collection, as a waste reduction method, has been carried out in a total of 2255 demonstration residential and commercial areas (covering about 4.7 million people) up to the end of 2007. Demonstration districts should be promoted over a wider range instead of demonstration communities. The capacity of transfer stations and treatment plants is an urgent problem as these sites are seriously overloaded. These problems should first be solved by constructing more sites and converting to new treatment technologies. Improvements in legislation, public education and the management of waste pickers are problematic issues which need to be addressed. 相似文献

Inconsistencies are present in the management options for healthcare wastes in Mongolia. One of the first critical steps in the process of developing a reliable waste management plan requires the performance of a waste characterization analysis. The objectives of this study were an assessment of the current situation of healthcare waste management (HCWM) and characterization of healthcare wastes generated in Ulaanbaatar. A total about 2.65 tonnes of healthcare wastes are produced each day in Ulaanbaatar (0.78 tons of medical wastes and 1.87 tons of general wastes). The medical waste generation rate per kg/patient-day in the inpatient services of public healthcare facilities was 1.4-3.0 times higher than in the outpatient services (P<0.01). The waste generation rate in the healthcare facilities of Ulaanbaatar was lower than in some other countries; however, the percentage of medical wastes in the total waste stream was comparatively high, ranging from 12.5% to 69.3%, which indicated poor waste handling practices. Despite the efforts for the management of wastes, the current system of healthcare waste management in Ulaanbaatar city of Mongolia is under development and is in dire need of immediate attention and improvement. It is essential to develop a national policy and implement a comprehensive action plan for HCWM providing environmentally sound technological measures to improve HCWM in Mongolia. 相似文献

The Azcapotzalco campus of the Universidad Autónoma Metropolitana (UAM-A) has implemented an Integral Urban Solid Waste Management Program, "Segregation for a Better UAM Environment" (Separacción por un mejor UAMbiente). This program is directed to create awareness and involve the academic community of the UAM-A concerning the problem of solid wastes, at the same time fulfilling the local environmental legislation. The program consists in separating solid wastes into two classes: (1) recoverable wastes (glass and PET bottles, aluminum cans, Tetrapak packages) and (2) other wastes (non-recoverable). During the past three years, thanks to this program, the amount of solid wastes delivered monthly to municipal collecting services has been considerably reduced. In this period, UAM-A has sent to recycling: 2.2 tons of glass bottles; 2.3 tons of PET bottles; 1.2 tons of Tetrapak packages and 27.5 kg of aluminum cans. 相似文献

Solid waste management in Kathmandu valley of Nepal, especially concerning the siting of landfills, has been a challenge for over a decade. The current practice of the illegal dumping of solid waste on the river banks has created a serious environmental and public health problem. The focus of this study was to carry out an evaluation of solid waste management in Nepal based on published information. The data showed that > or =70% of the solid wastes generated in Nepal are of organic origin. As such, composting of the solid waste and using it on the land is the best way of solid waste disposal. The reuse and recycling of waste materials are now sincerely considered to be an integral part of solid waste management in many parts of the world. In this context, a vast number of options ranging from small scale decentralized to larger scale centralized plants have been adopted. This study aimed at investigating the waste reuse schemes in Khulna city located in the southern part of Bangladesh and ranked third largest city in the country. The shops for reusable material (SRM) were mostly situated around railway, waterway, and truck station markets which provided easy transportation to further locations. For the reuses of waste materials and products, a chain system was found to collect reusable wastes under a total number of 310 identified SRM with 859 persons directly or indirectly involved in the scheme. This was a decentralized waste management system with self sufficient (autonomous) management. According to mass balance, about 38.52 tons d?1 solid wastes were reused in Khulna city area, accounting for 7.65% of the total generated wastes. This study revealed that apparently a silent, systematic, smooth, and clean reuse chain has been established in Khulna city area under private initiatives, whose sustainability was confirmed over the years in the country without any official or formal funds. However, proper adjustment between the higher and lower chain in the materials flow path, as well as personal hygiene training for the workers, would further improve the achievements of the established reuse scheme. 相似文献

The wide variety of activities at healthcare facilities generates different types of waste. There is always a danger of spreading infection due to mishandling of infectious waste or sharps. Hence, a variety of policies and actions have been taken to improve healthcare waste management systems. A large body of literature is available which suggests methods for tackling different problematic situations but management is confronted with a variety of complex problems, such as the choice of technological options to control infection, legal and budget restrictions and the timely removal of waste, which can, at times, conflict with each other. Hence, a planning model is presented that is based on a trans-shipment goal programming approach wherein the waste flow is optimized for multiple objectives under different priority structures or with different relative importance (weights). The use of the model is demonstrated as a decision-making tool that would help the management to understand the effects of their policies on the system performance. The model is validated for a case application representing a real-life situation. It can be easily seen that, in the case in which the management is biased toward a higher level of safety protection towards infection control, they have to compromise on cost control and to some extent on environmental pollution control. 相似文献
