香港特区建筑安全管理的探讨与借鉴

近年来 ,香港特区的建筑业安全状况有了长足进步 ,由于香港的发展既长期受到西方国家先进技术和知识的影响 ,同时又具有中国的传统文化背景 ,因此 ,研究其成功的经验对内地的建筑安全工作有着十分重要的借鉴意义。笔者主要从香港政府部门 (劳工处和环境运输工务局 )对建筑安全的管理和非政府机构 (职业安全健康局、绿十字会等 )对建筑安全的作用两方面进行探讨 ,总结香港特区在建筑安全方面的成功做法 ,最后对内地的建筑安全工作提出了一些建议。

我国建筑安全管理存在的主要问题及对策建议

针对建筑安全生产状况,从分析建筑安全管理存在的主要问题入手,认真研究和总结建筑安全生产管理的规律和特点,提出在经济日益市场化条件下,强化建筑安全监督管理,促进建筑业安全发展的对策建议.     

按照《条例》认真落实施工单位的安全责任

《建设工程安全生产管理条例》（以下简称《条例》）自2003年11月24日颁布实施。至今已整整五个年头了，认真学习和贯彻《条例》，是每一位建筑安全管理专业人员应尽的责任．本文重点探讨施工单位的安全责任。并结合国家颁发的建筑安全法规和安全技术操作规程。提出建筑企业和建筑施工现场如何加强安全管理．避免各类伤害事故的特别提示。

建筑企业系统安全管理方法探讨

将系统安全科学思想应用于建筑企业安全管理工作中,表明了安全管理因素与其他因素的联系,突出管理因素重要性.系统安全管理重点应放在事故预防的整体效应上,实行全员、全过程、全方位的安全管理.建筑企业采用PDCA安全管理模式,开展安全质量标准化活动,编制重大事故应急救援预案等手段提高安全生产工作水平.     

Construction safety in Kuwait: issues, procedures, problems, and recommendations

The building construction industry plays a major role in the economy of the state of Kuwait. This paper evaluates existing safety regulations, describes safety procedures adopted by owners, designers, contractors and insurance companies, and assesses the suitability of these regulations and procedures for Kuwait's environment and workforce. It also discusses problems associated with enforcing safety regulations at construction sites. Furthermore, the study identifies the role played by different construction parties in safety programs and policies, taking into consideration cost and time effectiveness. Management in government, owners, and contractors are all aware of the importance of safety in construction, but do not actively pursue effective ways to maximize the achievement of the safety goal. It was observed that the problems arise due to: (1) disorganized labor; (2) poor accident record keeping and reporting system; (3) extensive use of foreign labors; (4) extensive use of subcontractors; (5) lack of safety regulations and legislation; (6) the low priority given to safety; (7) the small size of most construction firms; (8) competitive tendering; and (9) severe weather conditions during summer.     

企业安全文化与HSE管理体系

从建立健康、安全与环境 (HSE)管理体系的基本思路、现状和发展趋势 ,以及中国石油化工集团公司HSE系列标准的内容、指导原则和建立HSE管理体系的理念等方面 ,阐述了HSE管理的建立、推行和发展的过程 ,HSE管理体系的建立和发展是石油石化企业在安全文化建设方面的重要成果。无论是安全管理的理念 ,或是生产经营活动都在不断创新和发展 ,都是培育和塑造中石化集团公司安全文化的具体体现。     

我国建筑业安全生产状况浅析

建筑业是我国国民经济的支柱产业,也是安全事故率较高的行业之一,其安全生产状况一直受到各方面的广泛重视。为了分析我国建筑业近年来安全生产形势,对我国近十年来的建筑业安全生产现状进行统计,结果表明建筑生产安全事故起数和死亡人数持续下降,建筑业安全生产整体形势逐年趋好。同时从政府管理职能、企业管理机构和职业卫生管理三个层面对建筑业安全生产中存在的问题进行剖析。从政府管理部门的职能、行业协会、劳动保护机构、企业内部的安全保证体系等几个方面剖析了德国的建筑安全管理体系的构成。通过与建筑业安全生产管理体系先进的德国进行对比分析,提出加强政府管理职能、从政府到企业真正做到以人为本以及增强安全文化建设三个解决措施。     

Impact of individual resilience and safety climate on safety performance and psychological stress of construction workers: A case study of the Ontario construction industry

IntroductionThe construction industry has hit a plateau in terms of safety performance. Safety climate is regarded as a leading indicator of safety performance; however, relatively little safety climate research has been done in the Canadian construction industry. Safety climate may be geographically sensitive, thus it is necessary to examine how the construct of safety climate is defined and used to improve safety performance in different regions. On the other hand, more and more attention has been paid to job related stress in the construction industry. Previous research proposed that individual resilience may be associated with a better safety performance and may help employees manage stress. Unfortunately, few empirical research studies have examined this hypothesis. This paper aims to examine the role of safety climate and individual resilience in safety performance and job stress in the Canadian construction industry.MethodThe research was based on 837 surveys collected in Ontario between June 2015 and June 2016. Structural equation modeling (SEM) techniques were used to explore the impact of individual resilience and safety climate on physical safety outcomes and on psychological stress among construction workers.ResultsThe results show that safety climate not only affected construction workers' safety performance but also indirectly affected their psychological stress. In addition, it was found that individual resilience had a direct negative impact on psychological stress but had no impact on physical safety outcomes.ConclusionsThese findings highlight the roles of both organizational and individual factors in individual safety performance and in psychological well-being.Practical applicationsConstruction organizations need to not only monitor employees' safety performance, but also to assess their employees' psychological well-being. Promoting a positive safety climate together with developing training programs focusing on improving employees' psychological health — especially post-trauma psychological health — can improve the safety performance of an organization.     

西安地铁安全文化体系建设研究

通过论述北京、广州、上海三个城市地铁安全管理情况,总结国内地铁建设运营中的安全管理经验与存在不足,提出保证地铁建设运营安全不能仅仅依靠制度制定与检查监管,要完善安全管理体系,重视安全文化培育与建设,运用文化的理论和方法塑造共同安全的价值观,建立地铁安全文化体系新理念。重点以西安地铁建设为例,详细阐述了在地铁建设运营中用文化贯穿始终,以理念培育为核心,机构建立为基础,制度建设为根本,作为构建地铁企业的安全文化体系的主要作法,总结出地铁安全文化体系建设的经验,以期对国内其他城市的地铁建设运营管理工作提供借鉴和参考。     

National culture and safe work behaviour of construction workers in Pakistan

It is widely accepted that unsafe behaviour is intrinsically linked to workplace accidents. A positive correlation exists between workers’ safe behaviour and safety climate on construction sites. Construction workers’ attitude towards safety is influenced by their perception of risk, management, safety rules and procedures. Pakistan, a developing country, is currently experiencing a strong growth in its construction activities. Unfortunately, the enforcement of safety regulations in Pakistan is not widespread. Indeed, some relevant regulations are both outdated and irrelevant to daily construction operations. This paper investigates local construction workers’ behaviour, perception and attitude toward safety, and attempts to link the research findings to the influence of national culture. A three-part interview-based questionnaire survey has identified that the majority of workers have a good degree of risk awareness and self-rated competence. Additionally, workers’ intentional behaviour was empirically explained by their attitudes towards their own and management’s safety responsibilities, as well as their perception of the risk they are generally exposed to in their workplace. The paper also reveals that workers operating in a more collective and higher uncertainty avoidance environment, are more likely to have safety awareness and beliefs, which can exhibit safer on-site behaviour.     

基于控制理论的安全文化建设内涵剖析研究

安全文化建设不仅是加强安全防护的基本手段,而且是主动促进安全的有力措施,以企业安全文化建设为研究对象,根据《企业安全文化建设导则》,对企业安全文化的特征进行了系统分析,按照控制论的思想,针对企业安全文化建设的基本元素,从宏观层面和微观层面对安全文化提出了建设思路,建立了安全文化建设体系的控制图,从而对企业安全文化建设的内涵进行了深刻剖析。     

基于“互赢”的建筑施工企业安全投资制约机制的构建

针对建筑施工企业安全投资中所面临的问题,对基于"互赢"策略的建筑施工企业安全投资制约机制的构建进行了论证。在阐明建筑施工企业安全投资制约机制基本含义的基础上,探讨了构建安全投资制约机制的各组成主体间的相互关系及作用,以及构建安全投资制约机制的重要意义。     

试论企业安全管理机制

结合我国安全管理的现状，分析了安全管理机制的性质、功能、内容及建设条件。还讨论了安全与经济效益及安全第一等概念。
