a production in the central, south central, and the south segments of the lagoon. In a system as large and complex as the lagoon, N and P limitations are potentially subject to significant spatial and temporal variability. Total Kjeldahl nitrogen (TN) was higher in the north (1.25 mg/liter) and lower in the south (0.89 mg/liter). The reverse pattern was observed for total P (TP), i.e., lowest in the north (0.03 mg/liter) and highest at the south (0.14 mg/liter) ends of the IRL. This increased P concentration in the SIRL appears to have a significantly large effect on chlorophyll a production compared with the other segments, as indicated by stepwise regression statistics. This relationship can be expressed as follows: South IRL [chlorophyll a] =−8.52 + 162.41 [orthophosphate] + 7.86 [total nitrogen] + 0.38 [turbidity]; R 2= 0.98**.  相似文献

Scientific expertise plays an important role in the complex field of climate policy. Consequently, science–policy interactions have been institutionalized in many countries. However, science–policy arenas vary considerably across countries. Scholars mainly attribute these differences to the influence of specific political cultures. The literature has primarily compared science–policy arenas of countries with diverging political cultures, whereas comparisons of countries with similar political cultures are rare. The latter is especially true for neo-corporatist cultures. Against this background, we compare the climate science–policy arenas of three neo-corporatist countries, Austria, the Netherlands, and Switzerland. Conceptually, we draw on the literature regarding politico-cultural imprints in science–policy arenas. We operationalize national science–policy arenas along four dimensions: the knowledge actors, the organizational formats, the styles of science–policy interactions, and their transparency and visibility. Overall, the three arenas reveal many similarities and much fewer differences. Most similarities correspond to neo-corporatist patterns. However, some similarities consistently deviate from neo-corporatist patterns. Interestingly, almost all differences between the countries match national variations of neo-corporatism. In light of these observations and the specific problem structure of climate policy, we develop research questions to investigate potential explanations for correspondence to and deviation from neo-corporatist patterns.  相似文献

Methane, coal and biomass are being considered as alternatives to crude oil for the production of basic petrochemicals, such as light olefins. This paper is a study on the production costs of 24 process routes utilizing these primary energy sources. A wide range of projected energy prices in 2030–2050 found in the open literature is used. The basis for comparison is the production cost per t of high value chemicals (HVCs or light olefin-value equivalent). A Monte Carlo method was used to estimate the ranking of production costs of all 24 routes with 10,000 trials of varying energy prices and CO2 emissions costs (assumed to be within $0–100/t CO2; the total CO2 emissions, or cradle-to-grave CO2 emissions, were considered). High energy prices in the first three quarter of 2008 were tested separately. The main findings are:
  • Production costs: while the production costs of crude oil- and natural gas-based routes are within $500–900/t HVCs, those of coal- and biomass-based routes are mostly within $400–800/t HVCs. Production costs of coal- and biomass-based routes are in general quite similar while in some cases the difference is significant. Among the top seven most expensive routes, six are oil- and gas-based routes. Among the top seven least expensive routes, six are coal and biomass routes.
  • CO2 emissions costs: the effect of CO2 emissions costs was found to be strong on the coal-based routes and also quite significant on the biomass-based routes. However, the effect on oil- and gas-based routes is found to be small or relatively moderate.
  • Energy prices in 2008: most of the coal-based routes and biomass-based routes (particularly sugar cane) still have much lower production costs than the oil- and gas-based routes (even if international freight costs are included).
To ensure the reduction of CO2 emissions in the long-term, we suggest that policies for the petrochemicals industry focus on stimulating the use of biomass as well as carbon capture and storage features for coal-based routes.  相似文献

Water supply and wastewater services incur a large amount of energy and GHG emissions. It is therefore imperative to understand the link between water and energy as their availability and demand are closely interrelated. This paper presents a literature review and assessment of knowledge gaps related to water–energy–greenhouse gas (GHG) nexus studies in an urban context from an ‘energy for water’ perspective. The review comprehensively surveyed various studies undertaken in various regions of the world and focusing on individual or multiple subsystems of an urban water system. The paper also analyses the energy intensity of decentralized water systems and various water end-uses together with the major tools and models used. A major gap identified from this review is the lack of a holistic and systematic framework to capture the dynamics of multiple water–energy–GHG linkages in an integrated urban water system where centralized and decentralized water systems are combined to meet increased water demand. Other knowledge gaps identified are the absence of studies, peer reviewed papers, data and information on water–energy interactions while adopting a ‘fit for purpose water strategy’ for water supply. Finally, based on this review, we propose a water–energy nexus framework to investigate ‘fit-for-purpose’ water strategy.  相似文献

Approximately 37% of forestlands in the conterminous United States are publicly owned; they represent a substantial area of potential carbon sequestration in US forests and in forest products. However, large areas of public forestlands traditionally have been less intensively inventoried than privately owned forests. Thus, less information is available about their role as carbon sinks. We present estimates of carbon budgets on public forestlands of the 48 conterminous states, along with a discussion of the assumptions necessary to make such estimates. The forest carbon budget simulation model, FORCARB2, makes estimates for US forests primarily based on inventory data. We discuss methods to develop consistent carbon budget estimates from inventory data at varying levels of detail. Total carbon stored on public forestlands in the conterminous US increased from 16.3 Gt in 1953 to the present total of 19.5 Gt, while area increased from 87.1 million hactares to 92.1 million hactares. At the same time the proportion of carbon on public forestlands relative to all forests increased from 35% to 37%. In response to rapidly changing threats posed to increasingly complex socio-technical systems, many in the government and private sector have called for protection through risk-based standards. However, given the nature of these dynamic and uncertain threats, traditional risk assessment techniques may not be sufficient. Instead, there is a critical need for an integrated approach in which decision analytic techniques are used to assess evidence-based data with the values and preferences of decision makers. We point to three examples in the fields of nuclear power regulation, nanotechnology, and cybersecurity, where risk-based approaches (bottom–up) have been combined with decision analysis (top–down) to guide decision makers toward risk management policies that manifest both the best available evidence and the plurality of values within a society.  相似文献

The extent of wetland in New Zealand has decreased by approximately 90% since European settlement began in 1840. Remaining wetlands continue to be threatened by drainage, weeds, and pest invasion. This article presents a rapid method for broad-scale mapping and prioritising palustrine and estuarine wetlands for conservation. Classes of wetland (lacustrine, estuarine, riverine, marine, and palustrine) were mapped using Landsat ETM+ imagery and centre-points of palustrine and estuarine sites as ancillary data. The results shown are for the Manawatu–Wanganui region, which was found to have 3060 ha of palustrine and 250 ha of estuarine wetlands. To set conservation priorities, landscape indicators were computed from a land-cover map and a digital terrain model. Four global indicators were used (representativeness, area, surrounding naturalness, and connectivity), and each was assigned a value to score wetland sites in the region. The final score is an additive function that weights the relative importance of each indicator (i.e., multicriteria decision analysis). The whole process of mapping and ranking wetlands in the Manawatu–Wanganui region took only 6 weeks. The rapid methodology means that consistent wetland inventories and ranking can now actually be produced at reasonable cost, and conservation resources may therefore be better targeted. With complete inventories and priority lists of wetlands, managers will be able to plan for conservation without having to wait for the collection of detailed biologic information, which may now also be prioritised.  相似文献

6+ ), copper (Cu), lead (Pb), mercury (Hg), nickel (Ni), selenium (Se), zinc (Zn), and polychlorinated biphenyls (PCBs). Water-column, bed-sediment, and fish-tissue (fillets) data collected by five government agencies comprised the ambient data set; effluent data from five registered facilities comprised the compliance data set. The nonparametric Mann-Kendall trend test indicated that 33% of temporal trends in all data were statistically significant (P < 0.05). Possible reasons for this were low sample sizes, and a high percentage of samples below the analytical detection limit. Trends in compliance data were more distinct; most trace elements decreased significantly, probably due to improvements in wastewater treatment. Seven trace elements (Cr, Cd, Cu, Pb, Hg, Ni, and Zn) had statistically significant decreases in wastewater and portions of either or both ambient water and bed sediment. No trends were found in fish tissue. Inconsistency in trends between ambient and compliance data were often found for individual constituents, making overall similarity between the data sets difficult to determine. Logistical differences in monitoring programs, such as varying field and laboratory methods among agencies, made it difficult to assess ambient temporal trends.  相似文献

The use of landholder typologies to aid the development, implementation, and monitoring natural-resource management (NRM) policies and programs has increased considerably during the past decade. This article explores the potential for using such typologies for a variety of NRM and rural and regional development applications. Review of typology use further suggests that there is potential to refine the way that typologies are developed and applied to better aid NRM, farming systems analyses, and rural and regional development. Before typologies will be adopted more widely, a number of theoretical and methodologic issues must be addressed. These include the following questions: (1) Which criteria and methods should or can be used to classify landholders? (2) How should studies across spatial and temporal scales be integrated? (3) How should multiple and single industry studies be integrated to gain the most value from research? We argue that quantitative research techniques are well suited to provide an underlying structure for landholder typologies, and qualitative research techniques are useful for developing understanding of the nature of variation within and between landholder types. We argued further that because of the potential utility and breadth for the application of landholder typologies, a nested set of landholder typologies could be developed that are coordinated at the national, regional, and local geographic levels, with repeated measures used to track the evolution with time of landholder practices, management values, and socioeconomic characteristics.  相似文献

A eutrophication assessment method was developed as part of the National Estuarine Eutrophication Assessment (NEEA) Program. The program is designed to improve monitoring and assessment of eutrophication in the estuaries and coastal bays of the United States with the intent to guide management plans and develop analytical and research models and tools for managers. These tools will help guide and improve management success for estuaries and coastal resources. The assessment method, a Pressure-State-Response approach, uses a simple model to determine Pressure and statistical criteria for indicator variables (where applicable) to determine State. The Response determination is mostly heuristic, although research models are being developed to improve that component. The three components are determined individually and then combined into a single rating. Application to several systems in the European Union (E.U.), specifically in Portugal, shows that the method is transferable, and thus is useful for development of management measures in both the Unites States and E.U. This approach identifies and quantifies the key anthropogenic nutrient input sources to estuaries so that management measures can target inputs for maximum effect. Because nitrogen is often the limiting nutrient in estuarine systems, examples of source identification and quantification for nitrogen have been developed for 11 coastal watersheds on the U.S. east coast using the WATERSN model. In general, estuaries in the Northeastern United States receive most of their nitrogen from human sewage, followed by atmospheric deposition. This is in contrast to some watersheds in the Mid-Atlantic (Chesapeake Bay) and South Atlantic (Pamlico Sound), which receive most of their nitrogen from agricultural runoff. Source identification is important for implementing effective management measures that should be monitored for success using assessment methods, as described herein. For instance, these results suggest that Northeastern estuaries would likely benefit most from improved sewage treatment, where as the Mid and South Atlantic systems would benefit most from agricultural runoff reductions.  相似文献

In 1892, the British agricultural authorities introduced a policy of slaughtering animals infected with foot and mouth disease (FMD). This measure endured throughout the 20th century and formed a base line upon which officials superimposed the controversial "contiguous cull" policy during the devastating 2001 epidemic. Proponents of the slaughter frequently emphasized its capacity to eliminate FMD from Britain, and claimed that it was both cheaper and more effective than the alternative policies of isolation and vaccination. However, their discussions reveal that a less obvious but nonetheless important reason for maintaining the slaughter policy was the conviction that in its manner of operation and its outcomes, it benefited the state and status of the British nation. To its supporters, slaughter was far more than a method of disease control; it acted also as a moralizing and civilizing force, an indicator of veterinary ability and a "virility symbol" of British international leadership. This "cultural" rationale for FMD control by slaughter declined during the late 20th century and was wholly undermined by the 2001 epidemic, when extensive culling failed to convey the intended image of an organized, enlightened Britain.  相似文献

The process of risk assessment of biotechnologies, such as genetically modified organisms (GMOs), has normative dimensions. However, the US’ Food and Drug Administration (FDA) seems committed to the idea that such evaluations are objective. This essay makes the case that the agency’s regulatory approach should be changed such that the public is involved in deciding any ethical or social questions that might arise during risk assessment of GMOs. It is argued that, in the US, neither aggregative nor deliberative (representative) democracy ought to be used to make such determinations. Instead, participatory (deliberative) democracy should be the means by which members of the polity decide which normative concerns ought to underlie FDA’s assessment of GMOs. This paper uses a hypothetical case involving a new GM seed to make that argument.  相似文献

This article reports country differences in the consumer’s most considered characteristics when choosing electrical appliances, including but not restricted to the energy efficiency aspect. A survey was performed to store customers from 7 countries: the United Kingdom; Germany; Portugal; Greece; Poland; Spain; Italy. Results showed consistency between countries in the top three characteristics considered: cost; quality; and a balance between price and quality. Differences were found for reported environmental attitudes and behaviours, purchase motives, and store employees evaluation. The results may support national policies and store level energy efficiency interventions. Specifically, they can provide input for store employee’s training, in persuading customers towards the purchase of energy efficient appliances.  相似文献

This paper situates livelihood adaptations in two coastal villages within the broader context of Belize's colonial and post-colonial history and environmental processes of change. Through observations, qualitative interviews, and archival reviews, we explore the dynamics of livelihood change and analyse the diverse factors that have been influencing options and adaptation over time. The results reveal that both villages have undergone profound changes in livelihoods and productive activities on several occasions. While the villages' histories, geographies, and cultures are different, similarities in long-term trends include the transition from land-based to marine resources and the decline of small-scale agriculture. Our analysis illuminates the deep connections between local livelihoods and national as well as global political–economic processes, which favour extraction and export of natural resources throughout the period investigated, whereby resource access and market mechanisms create and constrict adaptation options for the villagers. Gradual environmental changes, such as erosion, and episodic events, such as hurricanes, have also influenced livelihood shifts and adaptations in combination with a wide range of political–economic factors. Despite the demonstrated importance of the influence of history and dimensions of political economy on contemporary adaptation options in the communities studied, the literature on climate change adaptation inadequately accounts for these factors. This paper adds new perspectives to current debates in climate change research by emphasising that longer temporal dimensions of livelihood change are important for understanding the current context for adaptation.  相似文献

Agricultural non–point source (NPS) pollution poses a severe threat to water quality and aquatic ecosystems. In response, tremendous efforts have been directed toward reducing these pollution inputs by implementing agricultural conservation practices. Although conservation practices reduce pollution inputs from individual fields, scaling pollution control benefits up to the watershed level (i.e., improvements in stream water quality) has been a difficult challenge. This difficulty highlights the need for NPS reduction programs that focus efforts within target watersheds and at specific locations within target watersheds, with the ultimate goal of improving stream water quality. Fundamental program design features for NPS control programs—i.e., number of watersheds in the program, total watershed area, and level of effort expended within watersheds—have not been considered in any sort of formal analysis. Here, we present an optimization model that explores the programmatic and environmental trade-offs between these design choices. Across a series of annual program budgets ranging from $2 to $200 million, the optimal number of watersheds ranged from 3 to 27; optimal watershed area ranged from 29 to 214 km2; and optimal expenditure ranged from $21,000 to $35,000/km2. The optimal program configuration was highly dependent on total program budget. Based on our general findings, we delineated hydrologically complete and spatially independent watersheds ranging in area from 20 to 100 km2. These watersheds are designed to serve as implementation units for a targeted NPS pollution control program currently being developed in Wisconsin.  相似文献

Kodagu district produces 2% of the world’s coffee, in complex, multistoried agroforestry systems. The forests of the district harbour a large population of the Asian elephant (Elephas maximus). The combined effects of high elephant density and major landscape changes due to the expansion of coffee cultivation are the cause of human–elephant conflicts (HEC). Mitigation strategies, including electric fences and compensation schemes implemented by the Forest Department have met with limited success. Building on previous studies in the area, we assessed current spatial and temporal trends of conflict, analysed local stakeholders’ perceptions and identified factors driving elephants into the estates. Our study, initiated in May 2007, shows that the intensity of HEC has increased over the last 10 years, exhibiting new seasonal patterns. Conflict maps and the lack of correlation between physical features of the coffee plantations and elephant visits suggest elephants move along corridors between the eastern and western forests of the district, opportunistically foraging when crossing the plantations. Dung analyses indicate elephants have selectively included ripe coffee berries in their diet. This is, to our knowledge, the first report of wild elephants feeding on coffee berries. If this new behaviour spreads through the population, it will compound an already severe conflict situation. The behavioural plasticity, the multiplicity of stakeholders involved, the difficulty in defining the problem and the limits of technical solutions already proposed suggest that HEC in Kodagu has the ingredients of a “wicked” problem whose resolution will require more shared understanding and problem solving work amongst the stakeholders.  相似文献

The efforts in sustainable natural resource management have given rise to decentralization of forest governance in the developing world with hopes for better solutions and effective implementation. In this paper, we examine how spatially sensitive participation is realized from policy to practice in the process of establishing participatory forest management in Zanzibar, Tanzania. Our policy–practice analysis shows that the policies in Zanzibar strongly support decentralization and local level participation has in practice been realized. However, the policy does not emphasize participatory process design nor address the possibilities of using spatial information and technologies to ensure wider participation. Thus, the practices fall short in innovativeness of using site-sensitive information with available technologies. Reflecting the Zanzibari Community Forest Management Agreements (CoFMA) context with examples of participatory use of spatial information and technologies in other parts of the world, we discuss ways to improve the Zanzibari CoFMA process towards increased participation, communication, local sense of ownership and more sustainable land management decisions, and argue for the future implementation of CoFMA as a spatially sensitive participatory process.  相似文献

Understanding interactions between large ships and large whales is important to estimate risks posed to whales by ships. The coastal waters of Alaska are a summer feeding area for humpback whales (Megaptera novaeangliae) as well as a prominent destination for large cruise ships. Lethal collisions between cruise ships and humpback whales have occurred throughout Alaska, including in Glacier Bay National Park (GBNP). Although the National Park Service (NPS) establishes quotas and operating requirements for cruise ships within GBNP in part to minimize ship–whale collisions, no study has quantified ship–whale interactions in the park or in state waters where ship traffic is unregulated. In 2008 and 2009, an observer was placed on ships during 49 different cruises that included entry into GBNP to record distance and bearing of whales that surfaced within 1 km of the ship’s bow. A relative coordinate system was developed in ArcGIS to model the frequency of whale surface events using kernel density. A total of 514 whale surface events were recorded. Although ship–whale interactions were common within GBNP, whales frequently surfaced in front of the bow in waters immediately adjacent to the park (west Icy Strait) where cruise ship traffic is not regulated by the NPS. When ships transited at speeds >13 knots, whales frequently surfaced closer to the ship’s midline and ship’s bow in contrast to speeds slower than 13 knots. Our findings confirm that ship speed is an effective mitigation measure for protecting whales and should be applied to other areas where ship–whale interactions are common.  相似文献
