在研究国内外学者的相关论点后,对低碳经济的定义、特征、要素和科学内涵等进行了界定。认为低碳经济是一种以低能耗、低污染、低排放为特点的发展模式,是以应对气候变化、保障能源安全、促进经济社会可持续发展有机结合为目的的规制世界发展格局的新规则。低碳经济具有经济性、技术性和目标性3大特征。低碳经济由低碳技术、低碳能源、低碳产业、低碳城市和低碳管理5个要素构成。发展低碳经济有低碳社会、低碳市场、低碳产业3个切入点。低碳经济是一种经济发展理念,更是一种经济发展模式;低碳经济是一个科学问题,更是一个政治问题;同时,低碳经济也是一个经济、社会、环境系统交织在一起的综合性问题。 相似文献

促进京津冀地区资源环境与经济协调发展是京津冀协同发展的目标之一。将物质流分析方法和系统动力学结合,构建资源-环境-经济系统动力学模型,设置经济加速发展模式、惯性模式、资源环境保护模式和协调发展模式,通过不同模式的对比探寻京津冀资源-环境-经济协调发展的最优路径。结果显示:协调发展模式下各地社会经济保持较快发展,通过调整产业结构,增加环保和科技投资,提高工业固废回收利用率等措施,3地资源环境压力减轻,协调发展度提高幅度高于另外3种模式,是京津冀地区资源-环境-经济协调发展的相对最佳方案,但是河北省仍需注意化解城镇化进程中资源环境压力上升的问题。 相似文献

ABSTRACTWorld literature presents a variety of approaches to measuring the creative economy at global, national and regional levels, but so far not enough attention has been paid to the issue of sustainability of creative economies. Creative economies do not rely heavily on natural resources which means that their negative impact on the climate is relatively weaker than in the case of other industries. The measurement of sustainable development is an important contribution to the overall efforts in fighting the climate change. Statistical figures show that the share of the creative economy in GDP of the most developed countries is steadily increasing. Therefore, it is legitimate to analyse the sustainable development issues not only through the lenses of utilization of natural resources and environmental issues but also to look at the sustainability challenge for the creative economies. The growth of creative industries may be hindered by scarcity and improper utilization of resouces, but the main threat to the sustainability is the scarcity of intangible resources and goods such as ideas, freedom of thought, leadership, tolerance, quality of education, etc. Based on a literature review, we endeavoured to investigate the sustainability issues which are relevant specifically for the creative economy. In particular, we were interested in the role of local government in supporting the growth of creative economies. Since the Olympic Games will be held in Beijing at 2008, the urban development plan of Beijing deserves special attention. The essence of regional sustainable development is that population (P), resources (R), environment (E) and economy (E) could develop with sustenance, order and coordination during a certain period, which forms a complex system called the PREE complex system. For this system, a multi-objective integrated model is formulated and solved by a nonlinear goal programming technique. Beijing's PREE complex system is then used as an empirical study. Twelve interesting goals are carefully selected, the parameters of each goal function were estimated by using Beijing's 50-year (1949–1999) statistical data, and their ideal goal limits for 2000 and 2005 are chosen according to the 9th and 10th Five-Year Economic Development Plans of Beijing. The results showed that population size is the most sensitive element in Beijing's PREE complex system. Furthermore, some suggestions related to public policies about the urban development of Beijing are proposed. 相似文献

ABSTRACTLow-carbon development is an essential measure to combat climate change, and the establishment of low-carbon standards is an important means to achieve low-carbon development. Due to the differences in size and development level among counties of China, the applicability and fairness of county-level low-carbon standards are very important in this country. This study analyzed the trends of county-level carbon emissions in China, defined the peak value of carbon emissions per capita, summarized the characteristics of existing low-carbon standards, and proposed a fair county-level low-carbon standard based on carbon emissions per capita. The results of our analysis suggest that, under the constraints of carbon emissions reduction policies, China’s carbon emissions per capita will tend towards a stable range. Additionally, by referring to predictions results of the peak value of China’s carbon emissions per capita, it was determined that, in low-carbon development targets, China’s county-level carbon emissions per capita should be set within the range of 2–4 tons. Besides setting low-carbon standards, the Chinese government and private enterprises should develop low-carbon technologies as soon as possible and innovate management models to achieve the win–win situation of simultaneous economic growth and carbon emissions reduction. 相似文献

The objective of the study is to explore the different factors that affect tourism development in the panel of 34 developed and developing countries, over the period of 2005–2013. Energy consumption, air pollution, health expenditures, and economic growth played a vital role to change tourism development indicators in the region. The results confirmed the long-run association between the energy, environment, growth, and tourism indicators in the panel of selected 34 countries. The results of fully modified ordinary least squares (FMOLS) indicate that health expenditures have a positive relationship with the tourism indicators, while energy consumption exerts a negative association with the tourism indicators in the region. The results of dynamic ordinary least squares regression also confirmed the same results of FMOLS regarding health expenditures and energy consumption, that is, positive and negative impacts on the tourism indicators. However, carbon dioxide emissions exert a positive relationship with the tourism indicators in the region. 相似文献

认为生态环境危机的出现,归根结蒂,在于人类社会的价值观存在着重大的错误以及由此而采取的经济发展模式存在着重大的错误;要缓解生态环境危机,人类社会必须改变价值观,改变经济发展模式,实现传统经济向生态经济的转变,走可持续发展的道路;为了实现这种转变,人类在经济活动中,必须遵循生态经济规律,建立企业生态经济管理模式,合理利用资源,优化产业结构,重视经济效益、社会效益和生态效益的协调和统一。文章还认为,为了实现这种转变,从联合国到个人,各国政府、各种组织、各行各业,都必须行动起来,参与生态经济建设。最后提出和讨论了生态经济学今后应该加强研究的几个问题。 相似文献

SUMMARY Since the discovery of oil, the United Arab Emirates has undergone a process of rapid development, increasingly affecting the ecosystems of the country. Limited scientific literature dealing with these ecosystems is available, although a process of comprehensive ecological research has been initiated over the last few years. Further information on the soils, vegetation, fauna and climate are required in order to initiate a process of sustainable use of natural resources. Abu Dhabi Emirate was surveyed for anthropogenic factors in its habitats using an off-road vehicle, a global positioning system (GPS) and satellite imagery. The emirate was divided into six geomorphological units. Livestock was found to be the most common anthropogenic factor and is believed to have caused degradation of the natural vegetation. Agriculture, silviculture and urbanization were common and caused habitat loss and fragmentation. Rubbish dumping, earth moving and car tracks were also widespread, whereas air pollution and fences were limited. Four of Abu Dhabi's geomorphological units were classified as low-impact zones, two as low- to medium-impact zones and one as a medium- to major-impact zone. Environmental Impact Assessments (EIA) and detailed ecological research were suggested as future mechanisms to implement sustainable development, and livestock control was suggested as a tool for habitat restoration. 相似文献
