Tourism is one of the largest and fastest growing industries in the world. It is an increasingly important source of income, employment and wealth in many countries. Its rapid expansion has, however, had detrimental environmental (and socio-cultural) impacts in many regions. In this article, I examine the main economic benefits and environmental impacts of tourism, and review the development of the international sustainable tourism agenda. While much of international tourism activity takes place within the developed world, this article will focus on the (economic) development of the industry in developing countries I conclude that new approaches to sustainable tourism development in these countries should not only seek to minimize local environmental impact, but also give greater priority to community participation and poverty alleviation. I argue, in particular, that more emphasis should be given to a 'pro-poor tourism' approach at both national and international levels.  相似文献

Developing a more widespread diffusion of sustainable agricultural practices as part of progressing rural sustainable development is being hampered by different modes of environmental social thought. This introduction to this special issue on ‘Reconstituting of nature through rural development practices’ argues for a realignment of social theory and empirical practice in considering the real potentiality of alternative and emergent rural development cases. At the Earth Summit in Rio de Janeiro in 1992, it was agreed that all countries should develop a national sustainable develop‐ment strategy (NSDS) as a key component of implementing the goals of Agenda 21. Progress has been limited. Few countries have established a formal strategy, and many of the strategies that exist have been only partially implemented. This article proposes an approach that addresses the need to improve existing strategic planning mechanisms. The approach is based on a periodic assessment of existing systems, to evaluate the extent to which they incorporate NSDS principles, and identify areas to be strengthened. The article describes an assessment methodology, presents examples of its use, and discusses ways in which current approaches to NSDS may be complemented by continual review and improvement of existing planning processes.  相似文献

This paper assesses the credentials of the planning system in dealing with low-impact developments in the countryside. Forming part of the wider debate on sustainable development in the UK, low-impact developments challenge contemporary rural planning orthodoxy. A detailed case study of Brithdir Mawr in Pembrokeshire Coast National Park reveals the complexities and sensitivities inherent in operationalizing sustainability in this context. The results reveal a planning system reluctant to embrace unconventional lifestyles and methods claiming to be sustainable. It is concluded that the planning system and low-impact developments both need to demonstrate their sustainability credentials in a more direct and empirical manner. Recent developments in environmental education in the United States reveal a noticeable tendency toward the position that every institution of higher education should make the cultivation of ecological intelligence an essential part of every student??s learning experience. But a theoretical study of the history of the idea of sustainability in the Western philosophical tradition shows that this concept has been relatively neglected in favor of the notion of a human subjugation of nature. For the idea of a human life according to nature was cultivated by a few ancient thinkers but subverted by various modern notions of the hegemony of man over nature. In light of the clear fact that sustainability is a concern increasingly shared by industry, government, and academe, there is cogent empirical evidence that a life according to nature is an idea whose time has finally come. This paper seeks to act as a catalyst for environmental education by identifying primary sources, providing theoretical frameworks, and supplying practical counsels for determining viable approaches to sustainability useful to industrial actors, governmental policy-makers, and environmental professionals. Thus the paper aims to start a dialogue between various constituencies, especially industrialists and ecologists, about the theoretical foundations and practical implications of sustainability. In doing so, the paper presents elements applicable to the education and training of interested environmentalists at different levels and in different fields, be it formal or non-formal schooling of academics, specialized training or retraining of decision-makers, or common-ground communication to the general public. Finally, the paper suggests that not only the natural sciences, the social sciences, and the technical studies, but also the humanities disciplines can make indispensable contributions to sustainability studies, and that therefore the best practices in this area will inevitably be interdisciplinary.  相似文献

Agenda 21 requires that countries adopt ‘national sustainable development strategies’ (NSDS), and this has been emphasized in several international commitments. Ghana has contributed to the methodology for peer review of such national strategies, as well as to guidelines designed by OECD and the United Nations for the NSDS process. Ghana has also adopted mechanisms to manage its own development planning in a sustainable manner. This article highlights various types of frameworks for sustainable development currently operating in Ghana, and considers to what extent they conform to NSDS principles. The article concludes that Ghana has made progress in several ways, but faces some of the same challenges as other countries in adhering to sustainability principles. The article offers recommendations as to how Ghana can achieve sustainable development. The article is an independent assessment by the author, who has also formulated most of the recommendations, except where otherwise indicated.  相似文献

Many cities today face challenges related to urban growth. This is also the case in Oslo, currently one of the fastest growing capitals in Europe. In order to prepare for the population growth, a new municipal master plan has been prepared. In this, sustainable development is a prominent concept, and the urban district is going to be densified as part of the strategy. This paper examines some obstacles of turning planning theory into practice. There is a lack of coherence between municipal goals and the actual outcome. The analysis indicates that the official strategy is not able to cater for social sustainability partly due to institutional constraints. Moreover, there is no concise understanding of what sustainability means, which in turn hampers the ability to operationalise the concept in urban planning.  相似文献

Indicators are commonly used as tools to identify and highlight socio‐economic and ecological trends and to assess progress towards sustainability. Different quality criteria can be considered for indicators. This paper focuses on the timeliness of indicators used in the evaluation of sustainable development strategies. The analysis is based on indicators included in four assessment reports of the sustainable development strategy of the European Union and three assessment reports of the national strategy of Finland. Furthermore, a web‐based national level indicator portal is analysed. The results show that the timeliness of indicators has generally not improved during the past decade and that indicators used in strategy evaluations have a time lag of approximately two years. It is suggested that more attention should be given to efforts to improve the timeliness of indicators in order to increase the effectiveness of the evaluations. More generally, it is suggested that greater emphasis should be put on the empirical research on actual use of indicators.  相似文献

This paper reveals the extent to which the community, as an entity, has served as a form of social and economic security for its members. In the use of natural resources, the community has consciously maintained and guarded certain natural resources, which have served as a refuge for community members in times of hardship. Paradoxically, this rich social edifice which has provided a livelihood for the poor, created coping opportunities and protected the environment is under serious threat. The paper concludes with a definite hope of progress on the note that the already existing strong communal bonds and relationships could be explored as a basis for communal enterprises to reduce poverty, protect the environment and create viable livelihood opportunities.  相似文献

Among the world's poor, approximately 75% of those in extreme poverty live and work in rural areas and two‐thirds of them depend mainly on farming or farm labour for their livelihood. Policies to grant the rural poor secure access to land and water for irrigation — and to improve the economic efficiency of small‐scale agriculture — can thus play a critical role in the implementation of rural development strategies, including efforts to combat rural poverty. Since inadequate access to arable land is probably the most important cause of rural poverty, redistributive land reform is increasingly seen as crucial for socio‐economic development and poverty alleviation in many developing countries with substantial amounts of (unused) arable state land or (under‐utilized) large private landholdings. This article argues that market‐based land redistribution schemes, such as the one being implemented in South Africa, can be considered one of the most innovative approaches to land reform that have emerged over the last decade. These schemes thus provide a useful alternative to more conventional, state‐controlled land redistribution programmes. The article concludes, however, that when countries opt for market‐based approaches to land redistribution, the State still has an important role to play, without necessarily deciding which land parcels change hands.  相似文献

Even though “sustainable development” seems to have emerged as the development paradigm of the 1990s, a great deal of vagueness still surrounds the meaning, definition, and theoretical underpinnings of the concept. There is also a general lack of emphasis on the spatial dimension of sustainable development when developing relevant conceptual or environmental accounting frameworks. In clarifying the concept, this article proposes a definition that explicitly incorporates the temporal as well as the spatial dimension of sustainability. It also develops a logically consistent conceptual framework for the analysis and evaluation of sustainable development, following a spatial systems approach. Five interconnected aspatial subsystems or subsets of a spatial system are identified and their respective operational dimensions discussed. A proposed composite index calleddegree of stainable development (DSD) and its five component indicators are also outlined. The difficulties involved in operationalizing the DSD measure and the conceptual framework are noted, and the various tasks that need to be undertaken in this regard are specified. It is concluded that future research utilizing the proposed conceptual framework should not only foster the development of appropriate methodologies for the comparative evaluation of sustainable development at global, national, or regional scales, but also offer insights to appropriate decision makers at various levels regarding available options and alternative actions for the healthy development of their respective societies.  相似文献

Many Canadian communities are facing resource depletion and high unemployment as a result of a model of economic development which has consistently promoted large capital-intensive, resource-based companies. A new model of sustainable community development is required which incorporates ecological, economic and social concerns. One aspect of sustainable community development is the use and promotion of locally-based and controlled financing mechanisms, including community loan funds, community bonds, and peer lending circles providing micro-credit. Widely successful across the USA and Canada, these 'alternative' financing mechanisms use local control and a proximity to local ecosystems to foster small businesses which are less resource-intensive and create long-term jobs within communities. Improving these financing tools through broader government facilitation of them as innovative public policy instruments, and the incorporation of specific ecological lending and investment screens, could dramatically further the development of healthy communities.  相似文献

Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The role of biosphere reserves to support sustainable development in Germany and Europe is discussed.Karl-Heinz Erdmann is a geographer and Deputy Secretary General at the Secretariat of the German National Committee for the UNESCO Programme on Man and Biosphere (MAB), Federal Agency for Nature Conservation. National sustainable development strategies (NSDSs) play a vital role in pursuing sustainable development (SD) at the country level. These strategies help in clarifying priorities and in focusing efforts to more effectively address relevant SD issues. Since its establishment in 1992, the United Nations Commission on Sustainable Development has urged its members to formulate and implement their respective NSDS. The Programme for the Further Implementation of Agenda 21 (1997) provided a more aggressive push to this advocacy by setting 2002 as the deadline for the formulation of NSDS while the Johannesburg Plan of Implementation (2002) targeted 2005 as the year by which all countries should have started implementing such strategies. Many countries have heeded this call, albeit the strategies have taken a variety of forms: some took the route of formulating National Agenda 21s (as in the Philippine case), while others built on existing national environmental action plans, poverty strategies, sustainability plans, so‐called green plans, policy statements, or legal frameworks. The UN/DESA crafted some guidelines for NSDS formulation but, and rightly so, countries are given freedom of choice as to the scope, substance and form best suited to their own unique circumstances. As varied as the formats of these strategies turned out, so too were the processes that were adopted in their formulation. All these elements could reflect varying degrees of understanding and differing perspectives about the nature of sustainable development and how the concept could be made operational. Consequently, such an understanding could ultimately define a country's success in mainstreaming and achieving sustainable development. In this connection, it would be worthwhile examining how an NSDS has actually played out its role in the national pursuit of sustainable development. Are there creative insights, lessons or guidelines that can be drawn from practical, countrywide experience in NSDS formulation and implementation? What are the emerging challenges and problematic areas in using an NSDS as an instrument for integrating sustainable development in mainstream decision‐making? Are there nascent considerations that could be useful in developing design parameters for NSDS? This paper explores the foregoing questions in the Philippine context, given its decade‐long experience in implementing its NSDS, the Philippine Agenda 21 (PA 21). In so doing, it hopes to distill potentially valuable perspectives that can inform UNCSD and country‐level efforts at crafting, refining and mainstreaming national strategies for sustainable development.  相似文献

Researchers have increasingly acknowledged the relative strength of ‘hybrid’ approaches to scenario analysis for exploring the futures of coupled human-nature systems. In this paper, we explain, demonstrate, and provisionally evaluate the usefulness of a simple analytical framework, based on five categories of capital assets, as part of a protocol for overcoming the conversion problem in hybrid scenario analysis. Based on a preliminary application of the framework to a case study in South Africa, we suggest that the five capitals framework has the potential to improve expedience and counter the bias against ‘soft’ drivers in hybrid approaches to scenario analysis. However, in light of the methodological trade-off between rigour and expedience, we suggest that future research needs to compare the available protocols for hybrid scenario analysis by weighing up the relative gain in scenario quality versus the relative cost of scenario construction.  相似文献

The article seeks to sensitize the development community, particularly outside the education sector, about the issues surrounding education as a vehicle for promoting sustainable development in an AIDS environment in Africa. By illustrating how the epidemic impacts education sector staff as well as parents and students at all levels, the article intends to suggest how national authorities, NGOs and donor agencies can work out strategies to enhance the role of education in promoting sustainable development in Africa. Analysis will demonstrate how the AIDS epidemic weakens the education sector, particularly in countries with a generalized epidemic (defined as more than 3% of the adult population being HIV‐positive), undermining the sector's ability to contribute to general literacy and sustainable development. The article will demonstrate that HIV and AIDS is still not fully accepted as an educational issue, which has hampered efforts to deal with its ravages in the educational sector. The need for holistic policy frameworks for supporting teachers and administrators living with HIV and AIDS will be discussed as well as how changes in curriculum and better relations with the community are important in addressing the needs of students. The article will highlight options for developing innovative responses to HIV and AIDS in African education, showing how different forms of education can serve as vehicles for responding to the challenges of the epidemic. The examples emphasize the importance of learner‐centered instruction and partnerships with the health sector and other resources needed in an AIDS‐affected environment. Key messages of the article are that the HIV and AIDS epidemic is a multi‐sectoral problem and that responding to it effectively in the education sector requires coherent responses that address the needs of learners and instructors, including those who are personally affected or infected by HIV and AIDS. Adapting the Education for Sustainable Development initiative to address the challenges posed by the epidemic must be supported by policy development, leadership and advocacy. Diverse partnerships are essential, as the education sector alone cannot deal with the challenge of HIV and AIDS to sustainable development.  相似文献
