This article investigates the involvement of local stakeholders in the environmental impact assessment (EIA) processes of Ghana’s first off-shore oil fields (the Jubilee fields). Adopting key informants interviews and documentary reviews, the article argues that the public hearings and the other stakeholder engagement processes were cosmetic and rhetoric with the view to meeting legal requirements rather than a purposeful interest in eliciting inputs from local stakeholders. It further argues that the operators appear to lack the social legitimacy and social license that will make them acceptable in the project communities. A rigorous community engagement along with a commitment to actively involving local stakeholders in the corporate social responsibility (CSR) programmes of the partners may enhance the image of the partners and improve their social legitimacy. Local government agencies should be capacitated to actively engage project organisers; and government must mitigate the impact of the oil projects through well-structured social support programmes.  相似文献

Large-scale public infrastructure projects have featured in China’s modernization course since the early 1980s. During the early stages of China’s rapid economic development, public attention focused on the economic and social impact of high-profile construction projects. In recent years, however, we have seen a shift in public concern toward the environmental and ecological effects of such projects, and today governments are required to provide valid environmental impact assessments prior to allowing large-scale construction. The official requirement for the monitoring of environmental conditions has led to an increased number of debates in recent years regarding the effectiveness of Environmental Impact Assessments (EIAs) and Governmental Environmental Audits (GEAs) as environmental safeguards in instances of large-scale construction. Although EIA and GEA are conducted by different institutions and have different goals and enforcement potential, these two practices can be closely related in terms of methodology. This article cites the construction of the Qinghai–Tibet Railway as an instance in which EIA and GEA offer complementary approaches to environmental impact management. This study concludes that the GEA approach can serve as an effective follow-up to the EIA and establishes that the EIA lays a base for conducting future GEAs. The relationship that emerges through a study of the Railway’s construction calls for more deliberate institutional arrangements and cooperation if the two practices are to be used in concert to optimal effect.  相似文献

/ The Itapiranga Sustainable Logging Plan provides an example of how Brazil's licensing system functions for logging companies in the state of Amazonas. Two questions need to be dealt with: "How sustainable can logging in the Amazon be?" and "What and how effective are existing legal mechanisms to deal with logging projects?" The environmental impact assessment (EIA) and environmental impact statement (EIS, known as the RIMA in Brazil), present relatively detailed accounts of biodiversity and the need to adopt conservation strategies to protect it. However, social and health impacts are only superficially addressed. The economic sustainability of the operation over multiple cycles is not demonstrated. The multidisciplinary teams responsible for the EIA and EIS (RIMA) reports are hired by the project proponent, an arrangement inherently carrying the risk of biasing the result. Logging reduces biodiversity, releases greenhouse gases and inflicts social and health costs. These impacts reduce the ability of Amazonian forests to provide environmental services and to supply food and livelihood security to local populations. The reports inflate positive effects such as employment: the estimated number of jobs was cut by more than half in a revision made after the EIA and EIS (RIMA) had been approved. Not only do the reports need to be more realistic in assessing both positive and negative consequences of proposed projects, but better means are needed to ensure that promised mitigatory measures are enforced in practice. Many of the lessons that can be drawn from the Itapiranga Plan are not unique to logging projects and apply to licensing of development activites generally in Brazil and elsewhere.  相似文献

Loss of fish habitat in North America has occurred at an unprecedented rate through the last century. In response, the Canadian Parliament enacted the habitat provisions of the Fisheries Act. Under these provisions, a “harmful alteration, disruption, or destruction to fish habitat” (HADD) cannot occur unless authorised by Fisheries and Oceans Canada (DFO), with legally binding compensatory habitat to offset the HADD. The guiding principle to DFO’s conservation goal is “no net loss of the productive capacity of fish habitats” (NNL). However, performance in achieving NNL has never been evaluated on a national scale. We investigated 52 habitat compensation projects across Canada to determine compliance with physical, biological, and chemical requirements of Section 35(2) Fisheries Act authorisations. Biological requirements had the lowest compliance (58%) and chemical requirements the highest (100%). Compliance with biological requirements differed among habitat categories and was poorest (19% compliance) in riparian habitats. Approximately 86% of authorisations had larger HADD and/or smaller compensation areas than authorised. The largest noncompliance in terms of habitat area occurred in riverine habitat in which HADDs were, on average, 343% larger than initially authorised. In total, 67% of compensation projects resulted in net losses of habitat area, 2% resulted in no net loss, and 31% achieved a net gain in habitat area. Interestingly, probable violations of the Fisheries Act were prevalent at half of the projects. Analyses indicated that the frequency of probable Fisheries Act violations differed among provinces. Habitat compensation to achieve NNL, as currently implemented in Canada, is at best only slowing the rate of habitat loss. In all likelihood, increasing the amount of authorised compensatory habitat in the absence of institutional changes will not reverse this trend. Improvements in monitoring and enforcement are necessary to move towards achieving Canada’s conservation goals.  相似文献

Summary Environmental Impact Assessment (EIA) now enjoys at least statutory status in a number of Third World Countries (TWCs), including Ghana. Indeed, it is now considered an important tool of policy and control, both at the central government and local/district government levels. One of the difficulties, however, in implementing EIA has been the design of an appropriate methodology, in view of the fact that most, if not all the existing methodologies are more suitable to developed countries than developing ones.It is argued that in the absence of very sound indigenous methods and approaches, some of the existing inappropriate methodologies could be adapted or domesticated in a developing country like Ghana. The current administration and survey procedure used by the Ghana EIA Authority is examined and among other recommendations, an adapted form of the matrice approach is suggested.Mr Sam C. Increasingly, performance measurement is being used to hold federal agencies accountable, represent environmental progress, and evaluate the effectiveness of environmental programs. The need to track measurable outputs has created a tendency to present programmatic progress solely by quantifiable data, despite the inherent complexity of natural resource management. Wetlands and fire management programs are two specific environmental arenas that have come to overemphasize the tracking of acreage numbers to validate existing policy direction. In both of these arenas, we find the definition and categorization of "countable" acres to be inconsistent and unreliable. We explore this systemic flaw for both wetlands and fire programs and describe its implications for environmental policy and natural resource management more broadly. We conclude with recommendations for improved performance measurement in these arenas.  相似文献

To combat land degradation in the Central Rift Valley (CRV) of Ethiopia, farmers are of crucial importance. If farmers perceive land degradation as a problem, the chance that they invest in land management measures will be enhanced. This study presents farmers’ perceptions of land degradation and their investments in land management, and to what extent the latter are influenced by these perceptions. Water erosion and fertility depletion are taken as main indicators of land degradation, and the results show that farmers perceive an increase in both indicators over the last decade. They are aware of it and consider it as a problem. Nevertheless, farmers’ investments to control water erosion and soil fertility depletion are very limited in the CRV. Results also show that farmers’ awareness of both water erosion and soil fertility decline as a problem is not significantly associated with their investments in land management. Hence, even farmers who perceive land degradation on their fields and are concerned about its increase over the last decade do not significantly invest more in water erosion and soil fertility control measures than farmers who do not perceive these phenomena. Further research is needed to assess which other factors might influence farmers’ investments in land management, especially factors related to socioeconomic characteristics of farm households and plot characteristics which were not addressed by this study.  相似文献

Economic growth is frequently touted as a cure for environmental ills, particularly for those in Third World countries. Here we examine that paradigm in a case study of Alberta, Canada, a wealthy, resource-rich province within a wealthy nation. Through provincial-scale datasets, we examine the increasing pressures of the forest, petroleum, and agricultural industries upon the ecosystems of Alberta within management, economic, and political contexts. We advance the thesis that economic activity leads to environmental degradation unless ecosystem-based management is integrated into economic decision making. Agricultural lands cover 31.7%, and forest management areas leased to industry cover 33.4% of Alberta; both continue to increase in extent. The rate of logging (focused on old-growth by government policy) continues a decades-long exponential rise. Current Alberta annual petroleum production is 52.5 million m3 crude oil and 117 billion m3 of gas. As of early 1999, there were approximately 199,025 oil and gas wells and a conservative total of approximately 1.5-1.8 million km of seismic lines in Alberta. Fire occurrence data indicate no downward trends in annual area burned by wildfire, which may be characterized as driven by climate and inherently variable. When logging and wildfire are combined, the annual allowable cut in Alberta is unsustainable, even when only timber supply is considered and the effects of expanding agriculture and oil and gas activities are ignored. Ecosystem degradation in Alberta is pervasive and contrasts prominently with a high standard of living. A wealth of ecological data exists that indicates current resource-based economic activities are non-sustainable and destructive of ecosystem health yet these data are not considered within the economic decision making process. Given the complex, compounded, and increasing ecosystem perturbations, a future of unpleasant ecological surprises is likely. We conclude with tentative predictions as to where current trends in Alberta may lead if decisions biased against ecosystems continue.  相似文献

The gopher tortoise (Gopherus polyphemus) is protected by conservation policy throughout its range. Efforts to protect the species from further decline demand detailed understanding of its habitat requirements, which have not yet been rigorously defined. Current methods of identifying gopher tortoise habitat typically rely on coarse soil and vegetation classifications, and are prone to over-prediction of suitable habitat. We used a logistic resource selection probability function in an information-theoretic framework to understand the relative importance of various environmental factors to gopher tortoise habitat selection, drawing on nationwide environmental datasets, and an existing tortoise survey of the Ft. Benning military base. We applied the normalized difference vegetation index (NDVI) as an index of vegetation density, and found that NDVI was strongly negatively associated with active burrow locations. Our results showed that the most parsimonious model included variables from all candidate model types (landscape features, topography, soil, vegetation), and the model groups describing soil or vegetation alone performed poorly. These results demonstrate with a rigorous quantitative approach that although soil and vegetation are important to the gopher tortoise, they are not sufficient to describe suitable habitat. More widely, our results highlight the feasibility of constructing highly accurate habitat suitability models from data that are widely available throughout the species’ range. Our study shows that the widespread availability of national environmental datasets describing important components of gopher tortoise habitat, combined with existing tortoise surveys on public lands, can be leveraged to inform knowledge of habitat suitability and target recovery efforts range-wide.  相似文献

This study adopts and modifies the WWF Rapid assessment and prioritization of protected areas management methodology (RAPPAM) to evaluate the management effectiveness of five protected areas in Taiwan. The results indicate that, unlike the situation in most developing countries, the threats and pressures faced by protected areas in Taiwan come mainly from the outside-with pollution as the most common pressure and threat, and difficult for their management authorities to deal with effectively. The categories and extent of these pressures and threats are related to remoteness and geographic location of the protected areas. All five cases under study reveal a similar management approach, clear management goals, adequate basic infrastructure and clear management decision-making; on the down side, however, all of them suffer from the lack of an effective comprehensive management plan, inadequate or poor quality human resources and insufficient funding. The present study suggests that first priority should be given to strengthening management planning in order to improve management effectiveness of protected areas in Taiwan. The adjustment made to RAPPAM in this study was to amend and take the format of the management plan as the basis for evaluation material preparations and open the discussion to encourage stakeholders' participation to open the dialogue among them. The results indicate that, although the system evaluation design still has some constraints, the quality of information collected is improved and can respond more directly to the specific demands of the respective areas.  相似文献

Riparian Zone Management in the Pacific Northwest: Who's Cutting What?   总被引:2,自引:0,他引:2  
Oncorhynchus sp.), regional governments now restrict timber harvest in riparian forests. I summarize and assess the riparian zone management guidelines of the states of California, Oregon, and Washington (USA) and the province of British Columbia (Canada). Only Oregon and British Columbia protect fish-bearing streams with “no-harvest” zones, and only the wider (20–50 m) no-harvest zones for larger fish-bearing streams in British Columbia are likely to maintain near-natural linkages between riparian and stream ecosystems. All four jurisdictions protect most streams with “management zones” of variable width, in which timber harvest activities are restricted. All the management zone guidelines permit the harvest of the largest conifers from riparian forests and will, if applied over a series of timber harvest rotations (60–80 years), result in the continued removal of potential sources of large woody debris from the region's watersheds. All four jurisdictions require additional protection for streams and watersheds that are severely degraded or (in the United States) contain threatened or endangered species. The governments of the PNW have taken a “manage until degraded, then protect” approach to riparian forest management that is unlikely to maintain or restore the full suite of riparian-stream linkages necessary for lotic ecosystems to function naturally at the stream, watershed, basin, or regional scale.  相似文献

The concept of resilience is now frequently invoked by natural resource agencies in the US. This reflects growing trends within ecology, conservation biology, and other disciplines acknowledging that social–ecological systems require management approaches recognizing their complexity. In this paper, we examine the concept of resilience and the manner in which some legal and regulatory frameworks governing federal natural resource agencies have difficulty accommodating it. Developmental states are criticized for rapid “industrialization without enlightenment.” In the last 30 years, China’s breathtaking growth has been achieved at a high environmental and food safety cost. This article, utilizing a recent survey of China’s livestock industry, illustrates the initiating role of China’s developmental state in the exponential expansion of the country’s livestock production. The enthusiastic response of the livestock industry to the many state policy incentives has made China the world’s biggest animal farming nation. Shortage of meat and dairy supply is history. Yet, the Chinese government is facing new challenges of no less a threat to political stability. Production intensification has created a welfare crisis impacting the world’s biggest number of farm animals. The resulting food safety incidents are affecting consumer confidence and health. Untreated waste contributes to the nation’s environmental degradation. Developmental states may have a proud record of growth in the initial stage of industrialization. Their prospects for sustained development have long been questioned. China has come to an important juncture to march towards a sustained development.  相似文献

This study focuses on the potential role of technical and institutional innovations for improving water management in a multi-user context in Burkina Faso. We focus on a system centered on three reservoirs that capture the waters of the Upper Comoé River Basin and servicing a diversity of users, including a sugar manufacturing company, a urban water supply utility, a farmer cooperative, and other downstream users. Due to variable and declining rainfall and expanding users’ needs, drastic fluctuations in water supply and demand occur during each dry season. A decision support tool was developed through participatory research to enable users to assess the impact of alternative release and diversion schedules on deficits faced by each user. The tool is meant to be applied in the context of consultative planning by a local user committee that has been created by a new national integrated water management policy. We contend that both solid science and good governance are instrumental in realizing efficient and equitable water management and adaptation to climate variability and change. But, while modeling tools and negotiation platforms may assist users in managing climate risk, they also introduce additional uncertainties into the deliberative process. It is therefore imperative to understand how these technological and institutional innovations frame water use issues and decisions to ensure that such framing is consistent with the goals of integrated water resource management.  相似文献

Dilemmas of natural resources governance have been a central concern for scholars, policy makers, and users. Major debates occur over the implications of property rights for common resources management. After the Mexican Revolution (1910–1917), land was distributed mainly as ejidos conceived as a hereditary but unalienable collective form of property. In 1992, a new Agrarian Law was decreed that allows individual ownership by removing various restrictions over the transfer of land. Scholars have examined the reform mainly focusing on land-tenure changes and environmental fragmentation. This study examines how the new ownership regime is affecting collective decision-making in ejidos located in a tropical dry forest (TDF) ecosystem. Information on decision-making processes before and after the 1992 reform was gathered through 52 interviews conducted in four ejidos selected along a gradient including agricultural, cattle-raising, and TDF use. The new individualized land property system reduced collective action in ejidos but did not trigger it. Collective action responses to the 1992 reform were buffered by self-organization each ejido already had. Heterogeneous users who shared a short history and showed little understanding of TDF and low dependence on its resources seemed to explain why ejidos have not been able to share a sense of community that would shape the construction of institutions for the collective management of forest resources. However, when a resource is scarce and highly valuable such as water the same users showed capacities for undertaking costly co-operative activities.  相似文献
