Assessment of public vs private MSW management: a case study   总被引:1,自引:0,他引:1  
Public-private partnerships in urban environmental services have witnessed increased interest in recent years primarily to reform the weak performance of the public sector, reduce cost, improve efficiency, and ensure environmental protection. In this context, successful public-private partnerships require a thorough analysis of opportunities, a deliberate attention to process details, and a continuous examination of services to determine whether they are more effectively performed by the private sector. A comparative assessment of municipal solid waste collection services in the two largest cities in Lebanon where until recently municipal solid waste collection is private in one and public in the other is conducted. While quality of municipal solid waste collection improved, due to private sector participation, the corresponding cost did not, due to monopoly and an inadequate organizational plan defining a proper division of responsibilities between the private and the public sector.  相似文献

African governments, like most countries in the developing world, face daunting tasks in their attempts to provide effective and equitable water and sanitation services for their ever increasing urban populations. Consequently, the past few years have witnessed increased private sector participation in urban water and sanitation provision, as many African governments strive to improve access to water and sanitation services for their citizens in line with Millennium Development Goal 7 (MDG7). Since the early 1990s, the government of Ghana and many local authorities have entered into various forms of public-private partnerships in urban water and sanitation provision. This article examines the outcome of such partnerships using the Tamale Metropolitan Area (TMA) as a case study with the aim of providing policy guidelines for the way forward. The article argues that the public-private arrangement for water supply and sanitation infrastructure management in the Tamale Metropolis has done nothing that an invigorated public sector could not have possibly achieved. It concludes that there can be no sustainable improvement in water and sanitation provision without political commitment, stakeholder ownership, and strong support for community driven initiatives.  相似文献

The increasing cost of municipal solid waste (MSW) management has led local governments in numerous countries to examine if this service is best provided by the public sector or can better be provided by the private sector. Public-private partnerships have emerged as a promising alternative to improve MSW management performance with privately owned enterprises often outperforming publicly owned ones. In Lebanon, several municipalities are transforming waste management services from a public service publicly provided into a public service privately contracted. In this context, a regulated private market for MSW management services is essential. The present study examines a recent experience of the private sector participation in MSW management in the Greater Beirut Area. The results of a field survey concerning public perception of solid waste management are presented. Analysis of alternatives for private sector involvement in waste management is considered and management approaches are outlined.  相似文献

Post-consumer plastic packaging waste (PPW) can be collected for recycling via source separation or post-separation. In source separation, households separate plastics from other waste before collection, whereas in post-separation waste is separated at a treatment centre after collection. There are also two collection schemes, either curb side or via drop-off locations. These different schemes have impact on total costs of collection at the municipal level. It can also influence the facility choices and network design. Therefore, a method which can compare costs of various collection schemes is needed.A comprehensive cost model was developed to compare costs of municipal collection schemes of PPW. The ‘municipal waste collection cost model’ is based on variables including fixed and variable costs per vehicle, personnel cost, container or bag costs as well as on emission costs (using imaginary carbon taxes). The model can be used for decision support when strategic changes to the collection scheme of municipalities are considered. The model takes into account the characteristics of municipalities, including urbanization degree and taxation schemes for household waste management.The model was applied to the Dutch case of post-consumer plastic packaging waste. Results showed that that in general post-separation collection has the lowest costs and curb side collection in urban municipalities without residual waste collection taxing schemes the highest. These results were supported by the conducted sensitivity analysis, which showed that higher source separation responses are negatively related to curb side collection costs. Greenhouse gas emission costs are a significant part of the total costs when collecting post-consumer plastic packaging waste due to the low density to weight ratio of the materials collect. These costs can amount to 15% of the total collection costs.  相似文献

The paper describes the results of a municipal solid waste management planning based on an extensive utilization of material and substance flow analysis, combined with the results of specific life cycle assessment studies. The mass flow rates of wastes and their main chemical elements were quantified with a view to providing scientific support to the decision-making process and to ensure that the technical inputs to this process are transparent and rigorous. The role of each waste management option (recycling chains, biological and thermal treatments), as well as that of different levels of household source separation and collection (SSC), was quantitatively determined. The plant requirements were consequently evaluated, by assessing the benefits afforded by the application of high quality SSC, biological treatment of the wet organic fraction, and thermal treatment of unsorted residual waste. Landfill volumes and greenhouse gas emissions are minimized, toxic organic materials are mineralized, heavy metals are concentrated in a small fraction of the total former solid waste volume, and the accumulation of atmophilic metals in the air pollution control residues allows new recycling schemes to be designed for metals. The results also highlight that the sustainability of very high levels of SSC is reduced by the large quantities of sorting and recycling residues, amounts of toxic substances in the recycled products, as well as logistic and economic difficulties of obtaining very high interception levels. The combination of material and substance flow analysis with an environmental assessment method such as life cycle assessment appears an attractive tool-box for comparing alternative waste management technologies and scenarios, and then to support waste management decisions on both strategic and operating levels.  相似文献

The urban waste market has evolved significantly in the past decades, which among other changes, has led to the creation of new utilities and new business models. However, very few things have changed for the users. Urban waste collection remains mainly under the responsibility of local authorities and the charges paid by the users in most countries are very low compared to the provision costs. This situation forces the injection of public money into the system, encouraging the ‘quiet-life’ within the utilities and, therefore, inefficiency. The present study intends to analyze the potential for the application of the Balanced Scorecard (BSc) methodology into the waste utilities. After a comprehensive revision of the urban waste sector in Portugal, the methodology of BSc and its application in local public services is described and discussed. Focusing on implementation rather than on strategy, a set of performance indicators is proposed to be utilized in the different management models of waste utilities in Portugal: the municipalities, semi-autonomous utilities, municipal companies and mixed companies. This implementation is then exemplified through four case studies, one for each type of utility. This paper provides a flexible framework proposal to be applied to waste utilities operating both in Portugal and abroad.  相似文献

In work, we compared two models for dealing with urban solid waste in Brazil, namely, management by contract and management by public–private partnership. Management by contract, which is widely used by the public sector (municipalities) for urban solid waste collection and disposal and for acquiring goods and services for periods not greater than 60 months, is governed by Federal Law 8.666/93. Management by public–private partnership is governed by Federal Law 11.079/04 for contracts worth more than US$11,000,000 and involves costs for the private partner and public partner. The financial return for the private partner must be clearly delineated and the contract should last from 5 to 35 years. Management by public–private partnership that involves the management of municipal solid waste is very recent in Brazil. For this reason, the comparison between the two forms of management of municipal solid waste (management by contract and management by public–private partnership) described in this work is unprecedented in this country. Both of these models are used in the municipality of São Bernardo do Campo in the State of São Paulo, Brazil. For this study, information was gathered through semi-structured interviews with public works managers in São Bernardo do Campo, with members of an Association of Recyclable Material Collectors and with managers of a company contracted by the São Bernardo do Campo city hall, and also by researching public documents provided by the city hall. The interviews with the managers of the municipality of São Bernardo do Campo, the Association and the company were held in the headquarters of each institution. The documents analyzed, such as the plan for dealing with municipal solid waste, contracts and bids were made available electronically. Analysis of the results indicated that management by a public–private partnership was more advantageous for dealing with urban solid waste than management by contract since the former provided a strong selective collection program, reduced the amount of solid waste sent to sanitary embankments, led to the recovery an area of land previously degraded by the incorrect disposal of urban solid waste and stimulated the installation of an energy recovery unit.  相似文献

It is widely agreed that public support is vital to the success of most recycling schemes; the actions of householders are paramount to the success of sustainable waste policies. However, the success of recycling schemes is not just dependent on public participation; it is also dependent on careful planning, effective design and tailoring to local needs.This study has evaluated a kerbside recycling scheme in the north-west of England by comparing the recycling performance of those on alternate collections of residual waste and recyclates with those on weekly residual collections and fortnightly recyclate collections. Three data collection methodologies were adopted: postal questionnaires, set-out rate monitoring, and personal interviews with policy writers.The results demonstrated that alternate collections produce higher recycling set-out rates, suggesting that alternate collections will also generate higher recycling rates. The research showed that if designed and complemented by other services, then an alternate collection system is a realistic waste management approach. However, the local authority and the public appear to use different indicators of success for the scheme. The local authority uses governmental performance indicators (such as best value performance indicators—BVPIs) to measure success, whereas the public's indicators of success tend to focus more on issues such as required changes to established behaviours, convenience and personal preferences.A key recommendation from this study is that all local authorities should carry out local opinion surveys on an annual basis to supplement the BVPIs required by statute. This should help them to fill the information gaps in order to provide a comprehensive, up-to-date and user-responsive waste management service to the public.  相似文献

Currently, China is facing critical problems regarding the management of municipal solid waste (MSW). The failure of existing pilot programs in implementing MSW source-separated collection highlights the need to analyze the factors significantly influencing public participation in this activity. To this end, a comprehensive analysis of MSW source-separated collection in Guilin, which is representative of wider areas located in inland China and with a GDP around the national average, was conducted. The research consisted of in-person interviews involving a questionnaire and theoretical analyses in terms of public perception, public awareness, public attitude, and willingness to pay. The analytical results identify the status of waste source-separated collection and influencing factors in implementation, and provides exercisable suggestions for decision makers in both China and more generally in industrializing countries to design promotion programs and education campaigns.  相似文献

Collecting municipal solid waste (MSW) is a major and expensive task for local waste management authorities, thus efficient MSW collection is a necessity. This study presents a procedure for developing an aggregate indicator (AI) to assess MSW collection efficiency based on multiple factors. The applicabilities of various key performance indicators (KPIs) are evaluated based on five selection criteria, and five KPIs are chosen to form the AI. The relative efficiencies of local MSW collection services are analyzed by the data envelopment analysis (DEA) method. A set of common weights for all five KPIs is then generated based on DEA results and four selection rules by modifying a previous approach. Finally, the proposed AI is applied to assess the MSW collection services provided by 307 local governments in Taiwan, and associated results are compared and discussed.  相似文献

The urban waste treatment service has been a sensitive issue for the Portuguese governments in the past decades. Among other measures, the environmental and economical issues led to the creation of a sector-specific regulator for the waste sector. Considering this atypical circumstance in the worldwide context it is worth studying the external factors that may influence the waste utilities efficiency along with the regulation role. In this regard, we applied the parametric approach of the stochastic frontier analysis to evaluate the influence of the operational environment on the urban waste services performance. The sample included 32 utilities responsible for the waste treatment service in Portugal. The results showed a negative influence of factors, such as the existence of regulation, the distance to the waste treatment facilities and the provision of other services on utility performance. We also observed some benefits from privatisation and incineration, although these options have some particular features.  相似文献

Accessible and transparent data on the social costs of externalities is crucial to waste management researchers, decision-makers, and managers, if waste management strategies are to be successfully analyzed and implemented. The primary objective of this study, which is based on a thorough review of existing literature and research, was to assist the abovementioned in their decision-making with reliable recent data, by mapping, gathering, analyzing, and comparing different valuation results of external costs associated with various types of pollution and disamenities related to landfilling and incineration of solid waste.The second objective was to assess the suitability and reliability of various valuation methods and techniques that were implemented in the reviewed valuation studies, as well as the transferability of valuations across sites.The paper focuses on studies conducted since 1990, because in dynamic fields such as the waste sector, externalities, and valuation, it is essential to stay current with the most recent information and valuations.We discuss the issues and the limits of the valuation techniques and analyze the estimates of all the studies, presenting the results in the form of intervals and averages of damage costs. In spite of the inconsistencies evident in the variability in the results we reviewed, the outcome of this first comprehensive critical analysis is significant and the valuations obtained in this study provide estimates of orders of magnitude of external costs that can be used by decision makers in the waste sector to address important policy questions associated with social welfare.  相似文献

ABSTRACT

This paper analyses how social sustainability is implemented in private-led regeneration processes and which understanding of the “social” foregrounds the implementation of sustainability in Montreal. The case studies are two new residential projects led by the private sector participating in the transformation of the Southwest Borough in Montreal. The analysis is based on six components used to evaluate the operationalisation of social sustainability for new residential projects as well on the analysis of opportunities to negotiate the “social” in the implementation of sustainability. The two case studies, Griffintown and the Bassins-du-Nouveau Havre projects are examples of brownfield regeneration in a former industrial area along the Lachine Canal known as the South West Borough. We have used semi-structured interviews with the stakeholders as the main source for data collection, a review of press articles and an analysis of the principal planning documents related to each project. If the second example is more convincing in regards to the operationalisation of social sustainability, there is a lack of incentives for developers to integrate social sustainability principles in their development in the Montreal context. Planning instruments should impose more constraints on developers and municipalities should have more financial resources to negotiate with developers what the “social” should be.  相似文献

It comprises a diverse and rich set of contributions with insights from very different disciplines that range from economics to engineering. All types of “costs and benefits” are addressed in this collection of articles. The competent waste authority in the Flemish region of Belgium created the 'Implementation plan household waste 2003-2007' and the 'Implementation plan sustainable management 2010-2015' to comply with EU regulation. It incorporates European and regional requirements and describes strategies, goals, actions and instruments for the collection and treatment of household waste. The central mandatory goal is to reduce and maintain the amount of residual household waste to 150 kg per capita per year between 2010-2015. In literature, a reasonable body of information has been published on the effectiveness and efficiency of a variety of policy instruments, but the information is complex, often contradictory and difficult to interpret. The objective of this paper is to identify, through the development of a binary logistic regression model, those variables of the waste collection scheme that help municipalities to reach the mandatory 150 kg goal. The model covers a number of variables for household characteristics, provision of recycling services, frequency of waste collection and charging for waste services. This paper, however, is not about waste prevention and reuse. The dataset originates from 2003. Four out of 12 variables in the model contributed significantly: income per capita, cost of residual waste collection, collection frequency and separate curbside collection of organic waste.  相似文献

Packaging waste collection systems are responsible to collect, within a geographic area, three types of packaging materials (paper, glass and plastic/metal) that are disposed by the final consumer into special bins. Those systems are often characterized by having a network with multiple depots that act as transfer and sorting stations, and where the vehicle fleet is based. However, each depot is often managed independently and not as a part of a unique system. In this work, four current tactical/operational practices that contribute to the independent management of each depot are analysed. The change of such practices is investigated and their impact assessed on the total collection cost. A solution methodology based on mathematical formulations is developed to plan service areas, vehicle routes and vehicle schedules taking into account new alternative solutions in managing the system as a whole. Such methodology is applied to a real case study of a company responsible for the collection of the packaging waste in 7 municipalities in mainland Portugal. New service areas, collection routes and vehicle schedules are defined and significant savings are obtained in terms of the total distance travelled as well as in terms of the number of required vehicles, resulting in a decreasing of the total system cost.  相似文献

In order to exploit economies of scale Belgian municipalities regularly cooperate in the provision of waste related services. In particular for the collection and separation of household packaging waste, municipalities appear to seek technical and cost efficiency gains by cooperating via municipal waste joint ventures. Although most Belgian municipal waste joint ventures can present excellent recycling and recovery rates for household packaging waste, their performance in terms of cost-efficiency has never been assessed. Using a unique dataset comprising of the costs for all 35 Belgian municipal waste joint ventures in 2010, this paper present the first assessment of the cost efficiency of household packaging waste collection in Belgium. As we are not sure on the relative importance of the separate cost efficiency scores for the three selectively collected household packaging waste fractions when determining the overall cost efficiency, this paper draws on the Benefit-of-the-Doubt approach. Our results indicate that, despite the substantial cooperation between municipalities, still considerable differences in cost efficiency for household packaging waste collection exist.  相似文献

Food waste can be valorized through different technologies, such as anaerobic digestion, incineration, and animal feed production. In this study we analyzed the environmental performance of two food waste valorization scenarios from a company of the retail sector in Belgium, through exergy analysis, exergetic life cycle assessment (ELCA), and a traditional life cycle assessment (LCA). In scenario 1 all food waste was considered to be valorized in an anaerobic digestion (producing electricity, heat, digestate and sorting the packaging material to be used as fuel for cement industry), while in scenario 2 a bread fraction was valorized to produce animal feed and a non-bread fraction was valorized in an anaerobic digestion (producing the same products on scenario 1, but in lower amounts). Scenario 2 was 10% more efficient than scenario 1 in the exergy analysis. For the ELCA and the single score LCA, scenario 2 presented lower environmental impacts than scenario 1 (32% and 26% lower, respectively). These results were mainly due to the avoided products from traditional supply chain (animal feed produced from agricultural products) and lower exergy loss at the feed production plant. Nevertheless, the high dry matter content of the bread waste played an important role on these results, therefore it should be pointed out that valorizing food waste to animal feed seems to be a better option only for the fractions of food waste with low water content (as bread waste).  相似文献
