We all knew it was coming, and the proposal has finally arrived. On February 8, 2018, the US Environmental Protection Agency (EPA) announced that EPA Administrator Scott Pruitt signed a proposed rule regarding user fees for the administration of the Toxic Substances Control Act (TSCA). As amended by the Frank Lautenberg Chemical Safety for the 21st Century Act, TSCA provides the EPA the authority to levy fees on certain chemical manufacturers, including importers and processors, to “provide a sustainable source of funding to defray resources that are available for implementation of new responsibilities under the amended law” (EPA, 2018a, p. 1). The UK is reportedly an international leader in the application of environmental policy appraisal (EPA). From the late 1980s until 2004, UK central government sought to produce ex ante assessments of the potential environmental impacts of different policy options. Critics maintain that EPA had a very limited impact on policy-making activities in Whitehall departments. However, the empirical basis for these claims is surprisingly thin. This paper seeks to better understand what facilitated or retarded EPA by looking at its use in Whitehall, with the aim being to draw lessons for the UK's new and more integrated appraisal regime, as well as similar systems in the European Union. The paper finds that the implementation of EPA was both weak and highly sectorised, and that there is an underlying resistance to policy appraisal per se in Whitehall. These weaknesses urgently need to be addressed otherwise new systems of integrated appraisal will not deliver what is expected of them.  相似文献

Assessing groundwater resources in the arid and semiarid borderlands of the United States and Mexico represents a challenge for land and water managers, particularly in the Transboundary Santa Cruz Aquifer (TSCA). Population growth, residential construction, and industrial activities have increased groundwater demand in the TSCA, in addition to wastewater treatment and sanitation demands. These activities, coupled with climate variability, influence the hydrology of the TSCA and emphasize the need for groundwater assessment tools for decision‐making purposes. This study assesses the impacts of changes in groundwater demand, effluent discharge, and climate uncertainties within the TSCA from downstream of the Nogales International Wastewater Treatment Plant to the northern boundary of the Santa Cruz Active Management Area. We use a conceptual water budget model to analyze the long‐term impact of the different components of potential recharge and water losses within the aquifer. Modeling results project a future that ranges from severe long‐term drying to positive wetting. This research improves the understanding of the impact of natural and anthropogenic variables on water sustainability, with an accessible methodology that can be globally applied.  相似文献

Thiobacillus ferrooxidans to leach metals from APCR to render them nonhazardous. The multistage solubilization process involves an alkaline aqueous phase that removes some Pb. In the second phase, the APCR are acidified to pH 4 with H2SO4, then inoculated with a bacterial culture that has been acclimated in the presence of 2% Fe (FeCl3). Several rinses and decantings achieve removal of the leachable metals. The final step involves the addition of Ca(H2PO4)2 and an increase in the treatment pH prior to the final filtration. Viability of thiobacilli in APCR was poor. Despite this problem, the removal of Pb was 35.9%, 46.0%, and 68.7% (for APCR containing 1594, 3026, and 5038 mg Pb/kg, respectively), which demonstrates greater metal removal with increased APCR contamination. Zn removal varied from 68.2% (8273 mg Zn/kg APCR) to 79.5% (16,873 mg Zn/kg APCR), which was positively correlated to the level of residue contamination, whereas Cu was removed in the proportions of 26.9% (495 mg Cu/kg APCR) to 68.2% (465 mg Cu/kg APCR). Cadmium removal appeared to be independent of the level of Cd in the APCR; Cd was removed to the greatest degree, with a variation of 92.0% (129 mg Cd/kg APCR) to 94.7% (267 mg Cd/kg APCR). The treated APCR were tested using four different leachate tests. The APCR released 43 mg Pb/liter during contact with water, and 7.40 mg Cd/liter during TCLP [the toxicity characterization leaching procedure of the United States Environmental Protection Agency (US EPA)]. After biological treatment, the leachate from TCLP was within the acceptance criteria of the US EPA, if the pH of the APCR was increased to pH 5 after the biological treatment. In the case of the Transport Canada leaching test, a betterment of the process is required in order to satisfy the stringent regulatory level of 0.5 mg Cd/liter (0.68 and 0.57 mg/liter).  相似文献

Construction electroactive polyamide (EPA) with aniline-pentamer-based in the main chain has been modified on the surface of carbon paste electrode (CPE) for detecting ascorbic acid (AA). Fourier transform infrared spectroscopy and nuclear magnetic resonance spectroscopy studies confirm the well-defined molecular structure of the oligoaniline and EPA. Further, the in situ chemical oxidation of EPA was monitored by UV-Visible absorption spectrum. The electroactivity of the EPA was evaluated by performing electrochemical cyclic voltammetry study. The sensing response studies have revealed that this EPA-modified CPE electrode can detect AA in the range of 0.05–0.7 mM with detection limit of 0.005 mM and sensitivity of 1.5 × 10–5 AmM–1. Besides, this EPA-modified CPE electrode shows a minimal relative standard deviation of 1.73%.  相似文献

Harmful algal blooms (HABs) diminish the utility of reservoirs for drinking water supply, irrigation, recreation, and ecosystem service provision. HABs decrease water quality and are a significant health concern in surface water bodies. Near real-time monitoring of HABs in reservoirs and small water bodies is essential to understand the dynamics of turbidity and HAB formation. This study uses satellite imagery to remotely sense chlorophyll-a concentrations (chl-a), phycocyanin concentrations, and turbidity in two reservoirs, the Grand Lake O′ the Cherokees and Hudson Reservoir, OK, USA, to develop a tool for near real-time monitoring of HABs. Landsat-8 and Sentinel-2 imagery from 2013 to 2017 and from 2015 to 2020 were used to train and test three different models that include multiple regression, support vector regression (SVR), and random forest regression (RFR). Performance was assessed by comparing the three models to estimate chl-a, phycocyanin, and turbidity. The results showed that RFR achieved the best performance, with R2 values of 0.75, 0.82, and 0.79 for chl-a, turbidity, and phycocyanin, while multiple regression had R2 values of 0.29, 0.51, and 0.46 and SVR had R2 values of 0.58, 0.62, and 0.61 on the testing datasets, respectively. This paper examines the potential of the developed open-source satellite remote sensing tool for monitoring reservoirs in Oklahoma to assess spatial and temporal variations in surface water quality.  相似文献

Our paper explores the effect of economic performance variables on the carbon intensity of human well-being (CIWB) for 13 countries in the Middle East and North Africa (MENA) region over the period (1995–2013). We use a time-series cross-sectional Prais–Winsten regression model with panel-corrected standard errors (PCSEs). We find that economic performance has a statistically significant positive influence on CIWB over the period in question; thus, economic performance harms the environment, but the final effect deviates to a constant level after a while. This finding is not encouraging from the economic sustainability point of view. On the contrary, we find that total health expenditure has a statistically significant negative impact on CIWB by increasing life expectancy, which means less stress on the environment.  相似文献

ABSTRACT: The visualization of water quality data in lakes was achieved by integrating the U.S. Environmental Protection Agency's (EPA) STORET water quality database, lake shoreline polygons from EPA's Reach File (version 3), and the UNIMAP 2-D and 3-D interactive mapping and modeling software. Based on lake name (and state abbreviation), a lake shoreline polygon can be accessed from the Reach File. The coordinates of the polygon are portrayed by the U.S. Geological Survey (USGS) 1:100,000 scale Digital Line Graph (DLG) hydrography layer. This polygon is passed, in turn, to the STORET water quality file. Monitoring stations located within the polygon boundary are extracted along with the complete sampling survey. Specific parameters, such as total phosphorus, pH, ammonia, and optional time and depth restrictions can be selected to build a file of x, y, z1, z1…, zn data which is imported to UNIMAP. Up to four parameters, including depth, can be selected at a time. Within UNIMAP, the data is gridded and then displayed as a 2-D color contour map, 3-D perspective contour map, or 2-D projected time or depth slices. This system operates on the EPA ES9000 mainframe computer located in Research Triangle Park (RIP), North Carolina. LAKEMAP is the culmination of an effort to bridge the gap between the vast array of environmental data collected by the EPA and the complex analytical and display software resident on the mainframe.  相似文献

The utilization of water quality analysis to inform optimal decision-making is imperative to achieve sustainable management of river water quality. A multitude of research works in the past has focused on river water quality modeling. Despite being a precise statistical regression technique that allows for fitting separate models for all potential combinations of predictors and selecting the optimal subset model, the application of best subset method in river water quality modeling is not widely adopted. The current research aims to validate the use of best subset method in evaluating the water quality parameters of the Godavari River, one of the largest rivers in India, by developing regression equations for different combinations of its physicochemical parameters. The study involves in formulating best subset regression equations to estimate the concentrations of river water quality parameters while also identifying and quantifying their variations. A total of 17 water quality parameters are analyzed at 13 monitoring sites using 13 years (1993–2005) of observed data for the monsoon (June–October) period and post-monsoon (November–February) period. The final subset model is selected among model combinations that are developed for each year's dataset through widely used statistical criteria such as R2, F value, adjusted R2a, AICc, and RSS. The final best subset model across all parameters exhibits R2 values surpassing 0.8, indicating that the models possess the ability to account for over 80% of the variations in the concentrations of dependent parameters. Therefore, the findings demonstrated the appropriateness of this method in evaluating the water quality parameters in extensive rivers. This work is very useful for decision-making and in the management of river water quality for its sustainable use in the study area.  相似文献

ABSTRACT: The final preferred temperature of Oreochromis mossambicus acclimated to freshwater was 32.2 C, which was significantly (P ≤ 0.05) lower than final preferred temperatures of fish acclimated at 15 o/oo and 30 o/oo salinity. The thermal tolerance zone of Oreochromis mossambicug ranged between 15–37 C and was not affected by acclimation to different salinity levels.  相似文献

As a candidate and now as president, President Trump has been uncharacteristically predictable in systematically dismantling signature environmental policies of prior administrations and ceding the United States’ leadership in combating climate change to other global powers. The administration's industrial chemicals management policy has been less transparent and predictable, however. Some may have interpreted candidate Trump's notable silence on the campaign trail as support for Toxic Substances Control Act (TSCA) reform, given the broad bipartisan support it enjoyed before its enactment on June 22, 2016. Others may have assumed that candidate Trump was simply unaware of the enactment of the most sweeping legislative changes to our domestic chemical management law in four decades and the significant commercial, legal, and trade implications occasioned by enactment of the Frank R. Lautenberg Chemical Safety for the 21st Century Act (Lautenberg). President Trump has kept his TSCA cards close to his vest, and the administration's broader engagement in chemicals management on the world stage is similarly unclear. The curve number (CN) method is used to calculate runoff in many hydrologic models, including the Soil and Water Assessment Tool (SWAT). The CN method does not account for the spatial distribution of land cover types, an important factor controlling runoff patterns. The objective of this study was to empirically derive CN values that reflect the strategic placement of native prairie vegetation (NPV) within row crop agricultural landscapes. CNs were derived using precipitation and runoff data from a seven‐year period for 14 small watersheds in Iowa. The watersheds were planted with varying amounts of NPV located in different watershed positions. The least squares and asymptotic least squares methods (LSM) were used to derive CNs using an initial abstraction coefficient (λ) of 0.2 and 0.05. The CNs were verified using leave‐one‐out cross‐validation and adjustment for antecedent moisture conditions (AMC) was tested. The asymptotic method produced CN values for watersheds with NPV treatment that were 8.9 and 14.7% lower than watersheds with 100% row crop at λ = 0.2 and λ = 0.05, respectively. The derived CNs produced Nash‐Sutcliffe efficiency values ranging from 0.4 to 0.7 during validation. Our analyses show the CNs verified best for the asymptotic LSM, when using λ of 0.05 and adjusting for AMC. Further, comparison of derived CNs against an area weighted CN indicated that the placement of vegetation does impact the CN value. Forest fires are one of the major causes of ecological disturbance in the mediterranean climate ecosystems of the world. Despite the fact that a lot of resources have been invested in fire prevention and suppression, the number of fires occurring in the Mediterranean Basin in the recent decades has continued to markedly increase. The understanding of the relationship between landscape and fire lies, among others, in the identification of the system’s post-fire resilience. In our study, ecological and landscape data are integrated with decision-support techniques in a Geographic Information Systems (GIS) framework to evaluate the risk of losing post-fire resilience in Pinus halepensis forests, using Cape Sounion National Park, Central Greece, as a pilot case. The multi-criteria decision support approach has been used to synthesize both bio-indicators (woody cover, pine density, legume cover and relative species richness and annual colonizers) and geo-indicators (fire history, parent material, and slope inclination) in order to rank the landscape components. Judgments related to the significance of each factor were incorporated within the weights coefficients and then integrated into the multicriteria rule to map the risk index. Sensitivity analysis was very critical for assessing the contribution of each factor and the sensitivity to subjective weight judgments to the final output. The results of this study include a final ranking map of the risk of losing resilience, which is very useful in identifying the “risk hotspots”, where post-fire management measures should be applied in priority.  相似文献

This paper explores the performance of the analysis‐and‐assimilation configuration of the National Water Model (NWM) v1.0 in Iowa. The NWM assimilates streamflow observations from the United States Geological Survey (USGS), which increases the performance but also limits the available data for model evaluation. In this study, Iowa Flood Center Bridge Sensors (IFCBS) data provided an independent nonassimilated dataset for evaluation analyses. The authors compared NWM outputs for the period between May 2016 and April 2017, with two datasets: USGS streamflow and velocity observations; Stage and streamflow data from IFCBS. The distribution of Spearman rank correlation (rs), Nash–Sutcliffe efficiency (E), and Kling–Gupta efficiency (KGE) provided quantification of model performance. We found the performance was linked with the spatial scale of the basins. Analysis at USGS gauges showed the strongest performance in large (>10,000 km2) basins (rs = 0.9, E = 0.9, KGE = 0.8), with some decrease at small (<1,000 km2) basins (rs = 0.6, E = ?0.25, KGE = ?0.2). Analysis with independent IFCBS observations was used to report performance at large basins (rs = 0.6, KGE = 0.1) and small basins (rs = 0.2, KGE = ?0.4). Data assimilation improves simulations at downstream basins. We found differences in the characterization of the model and observed data flow velocity distributions. The authors recommend checking the connection of USGS gauges and NHDPlus reaches for selected locations where performance is weak.  相似文献

Summary At this time, there is no US legislation that is specifically aimed at regulating the environmental release of genetically engineered organisms or their modified components, either during the research and development stage or during application. There are some statutes, administered by several federal agencies, whose language is broad enough to allow the extension of intended coverage to include certain aspects of biotechnology. The one possible exception is FIFRA, which has already brought about the registration of several natural microbial pesticides but which also has provision for requiring the registration of strain improved microbial pesticides. Nevertheless, there may be gaps in coverage even if all pertinent statutes were to be actively applied to the control of environmental release of genetically modified substances. The decision to regulate biotechnology under TSCA was justified, in part, on the basis of its intended role as a gap-filling piece of environmental legislation. The advantage of regulating biotechnology under TSCA is that this statute, unlike others, is concerned with all media of exposure (air, water, soil, sediment, biota) that may pose health and environmental hazards. Experience may show that extending existing legislation to regulate biotechnology is a poor compromise compared to the promulgation of new legislation specifically designed for this purpose. It appears that many other countries are ultimately going to take the latter course to regulate biotechnology.  相似文献

In many communities in northern Ghana, the environment has been altered by complex natural and human driven forces with significant impact on the lives of their inhabitants. The need to formulate an improved, holistic and consistent methodological approach to assess the problem is critical for sustainable natural resource management. This paper examines the potential of the DPSIR environmental assessment framework utilizing GIS‐based participatory methodology in the assessment of environmental degradation in northern Ghana. Community truthing tools such as key informant interviews, focus group discussions, participant observation and participatory Geographical Information Systems (GIS) were employed as a means of soliciting societal responses integrated to conventional GIS spatial analysis to measure the indicators of the Driving force–Pressure–State–Impacts–Response (DPSIR) assessment framework. Post classification GIS imagery results show a marked natural vegetation decrease of 634 km2 (42%) of the study area with a corresponding increase of 600 km2 (39%) of grasses and built‐up and barren environment in the period of 14 years from 1990 to 2004. This is attributed to extreme climatic conditions and human driven causes such as poverty, population growth, migration and land tenure system. Poverty reduction strategies, amendment of the Mining and Mineral Law (PNDC law 153), improvement of the existing land tenure system and the control of migrants and Fulani herdsmen from neighbouring Burkina Faso were some of the solutions selected by the research participants, to be emphasized in the National Environmental Action Plan (EPA Act 490). This paper concludes that the DPSIR environmental assessment framework is an effective means of organizing complex environmental information to facilitate policy decision making.  相似文献

ABSTRACT

The conventional view of transparency is that it is a critical tool to combat corruption and ensure the democratic accountability of government. This article argues that the negotiation of mega-regional trade agreements (RTAs) and their content indicates the need distinguish different types of transparency. Trade activists that call for drafts of the text of a mega-RTA to be released while negotiations are ongoing are seeking deliberative transparency, which provides opportunities for meaningful public participation and consultation. The trade advisory systems that could provide opportunities for deliberation instead deliver technocratic transparency; the rationale is to increase the effectiveness of mega-RTAs rather than their democratic legitimacy. Frequent leaks of draft chapters of mega-RTAs provide opportunities for deliberation, but some actors involved in leaking are engaged in disruptive transparency where the aim is to complicate trade negotiations, making a final deal less likely. While these varieties of transparency emerge in the context of the negotiating process, disciplinary transparency – which often becomes a regulatory tool for multinational corporations to influence policy-making – is found in the text of mega-RTAs. Certain forms of transparency increase the likelihood that mega-RTAs will be compatible with strong environmental policy, while others may have a detrimental impact.  相似文献

Abstract: The two main rivers of southeast Texas: Guadalupe and San Antonio have shown high temporal increase in bacteria concentration during the last decade. The SPAtially Referenced Regression On Watershed (SPARROW) attributes model, developed by the U.S. Geological Survey (USGS), has been applied to predict the fluxes and concentrations of contaminants in unmonitored streams and to identify the sources of these contaminants. This model identifies every reach as a basic network unit to distribute the sources, delivery, and attenuation factors. The model is data intensive and implements nonlinear regression to solve the parsimonious relations for describing various watershed processes. This study explored watershed and hydrological characteristics (land uses, precipitation, human and animal population, point sources, areal hydraulic load and drainage density, etc.) as the probable sources and delivery mechanisms of waterborne pathogens and their indicator (Escherichia coli [E. coli]) in the Guadalupe and San Antonio River basins. The effect of using various statistical indices for model selection on the final model’s ability to explain the various E. coli sources and transport processes was also analyzed.  相似文献
