ABSTRACT: In urbanizing areas, the usual increase in flood flows also increases erosional capability of streams. In order to evaluate such tendencies quantitatively, 25 stream reaches were studied, and were classified as to whether erosion of the channel and banks was light, medium, or heavy. Analysis of characteristics indicated that (1) densely developed areas are correlated with greater erosion, (2) wide stream buffers of natural vegetation are correlated with lesser erosion, and (3) there is no definite correlation of erosion to slope or characteristics of soil. Erosional stream instability can be avoided by retention of storm water runoff, creating additional channel roughness or reducing channel slope during floods by drop structures, such as culverts, which restrict flow. Channel straightening and general bank protection should be minimized in such streams. Design of culverts should take such effects into consideration.  相似文献

ABSTRACT: Pesticides were detected in ground-water samples collected from 20 springs and nine wells in the Ozark Plateaus Province of Arkansas, Kansas, Missouri, and Oklahoma. From April through September 1993, water samples were collected from 50 shallow domestic wells and 50 springs in the Springfield Plateau and Ozark aquifers and analyzed for 47 pesticides and metabolites. Pesticides were detected in 17 water samples from the Springfield Plateau aquifer and 12 water samples from the Ozark aquifer. Fourteen pesticides were detected, with a maximum of four pesticides detected in any one sample. The most commonly detected pesticides were atrazine (14 detections), prometon (11 detections), and tebuthiuron (seven detections). P, P' DDE, a metabolite of DDT, was detected in water samples from three wells and one spring. The remaining pesticides were detected in three or less samples. The occurrence and distribution of pesticides probably are related to the local land use near a sampling site. Pesticide detections were significantly related to aquifer, site type, and discharge of springs.  相似文献

ABSTRACT Past prices of Colorado-Big Thompson water shares were analyzed using an asset pricing model which incorporated the growth rate in real returns to irrigation water and the value of potential urban water uses. A real growth rate in the returns to irrigation water was estimated at 5.3 percent. Nevertheless, market values for water shares have exceeded capitalized agricultural values since 1969. Historically, urban use potential was heavily discounted, but the implicit discount rate fell rapidly in the last decade. The expectation that water shares will eventually be sold to municipal or industrial consumers now appears to be reflected fully in water prices.  相似文献

The paper describes an approach towards optimal allocation of surface and ground water resources to three agricultural areas in the Jordan Valley under conditions of scarce water supply. The optimizing model allocates water from three main rivers, each with reservoir storage, and from two ground water sources to three irrigation regions. Productivity of irrigation water, expressed as the net present value of the regional agricultural output, but allowing for crop water deficits, is first maximized using nonlinear programming. The allocation process then adopts techniques of linear programming to determine the least cost alternative based on the unit cost of water from each resource at each destination, as it varies with time.  相似文献

ABSTRACT: This paper computes estimates of the demand for surface irrigation water directly from disaggregated profit functions for fields in the San Joaquin Valley of California. It finds that treating delivered surface water and pumped ground water as separate, imperfectly substitutable inputs to production matters a great deal. We find substantial ranges of inelastic demand for delivered water, and thresholds across which demand then becomes highly elastic. The results imply that moves toward freer water markets could lead to large quantities reallocated from agriculture to urban uses in the Western U.S., but would require large price increases and would induce extensive ground water mining and major changes in cropping patterns. While these results are dependent on our particular model and simplifying assumptions, evidence exists that they may be robust.  相似文献

ABSTRACT: Faced with the necessity of meeting growing municipal water requirements in areas where available supplies are completely allocated, numerous cities throughout the West are turning to their eminent domain powers to affect a reallocation of water from less preferred uses to municipal uses, thus bringing about a sharp conflict with agricultural interests. As a basis for discussing these eminent domain powers, this paper begins with a brief review of the development of property rights. The existence of both private and public (social) rights in the “bundle of rights” is noted. In recent years the Public Trust Doctrine has been used to limit private rights in property, and to protect and strengthen social rights. A case study which focuses on a conflict between individual and social interests in water rights is discussed. This case involves the City of Thorton, Colorado which initiated municipal condemnation proceedings to acquire the water rights and structures of two nearby irrigation companies. The case represents an attempt to incorporate the spirit of the Public Trust Doctrine into legislation which sets forth procedures for resolution of similar water rights conflicts that will inevitably become more numerous throughout the West in the future.  相似文献

ABSTRACT: During the drought year of 1977, unusually low river flows during the summer caused the City of Fort Collins, Colorado, to institute lawn watering restrictions for six weeks as a conservation measure. Water use during the restriction period decreased 41 percent below the previous year. The effectiveness of the restrictions, however, has been unclear because abnormally wet weather also appeared to reduce evapotranspiration rates during the period the restrictions were in effect. The statistical analysis indicates that the reduction in water use due to lawn watering restrictions was 603 acre-feet and that abnormal weather reduced use by an additional 659 acre-feet during the same period. During a period of normal evapotranspiration rates, such restrictions would be expected to reduce Fort Collins municipal water usage by 19.7 percent.  相似文献

During the 1976–77 drought, three principal mechanisms were used to reduce water use in Utah communities: price increases, maximum monthly use restrictions, and restrictions on outdoor watering times. A regression model was developed to explain observed changes in water use, with price, type of restriction, household size, and summer rainfall as independent variables. For an average system, a 1 percent increase in price would reduce water use by 0.07 to 0.09 percent. A 1 percent increase in outdoor watering time restriction reduces use by 0.064 to 0.075 percent. A 1 percent increase in quantity restrictions leads to a reduction in water use of 0.014 to 0.054 percent. The effectiveness of rationing policies is influenced by system characteristics. For example, outdoor watering time restrictions were less effective in systems with above average household size and below average monthly use.  相似文献

ABSTRACT: The Gunnison River drains a mountainous basin in western Colorado, and is a large contributor of water to the Colorado River. As part of a study to assess water resource sensitivity to alterations in climate in the Gunnison River basin, climatic and hydrologic processes are being modeled. A geographic information system (GIS) is being used in this study as a link between data and modelers - serving as a common data base for project personnel with differing specialties, providing a means to investigate the effects of scale on model results, and providing a framework for the transfer of parameter values among models. Specific applications presented include: (1) developing elevation grids for a precipitation model from digital elevation model (DEM) point-elevation values, and visualizing the effects of grid resolution on model results; (2) using a GIS to facilitate the definition and parameterization of a distributed-parameters, watershed model in multiple basins; and (3) nesting atmospheric and hydrologic models to produce possible scenarios of climate change.  相似文献

ABSTRACT: Conflicts caused through development of urban areas in proximity to irrigated agriculture in water-scarce regions can be minimized through the direct urbanization of irrigated lands. This shifts the water supply from one use to another on the same site rather than creating an additional use in an adjoining area. This condition has prevailed in the Phoenix region. In the Tucson region, the municipality is buying and retiring farmland in an adjacent agricultural area, for the purpose of acquiring the water right in order to transfer water to municipal use. This land purchase is necessitated by existing Arizona water law, which ties the water to the land. This method of transfer creates problems concerning how much water can be transferred per acre retired; what to do with the abandoned farmland; inequities to agribusiness and taxing entities; and loss of food crop production which have not been resolved. An alternative to the retirement of farms, applicable in the Tucson region, is to exchange treated municipal wastewater for irrigation water. While this method appears to be the least disruptive, it requires the resolution of certain institutional problems concerned with land and water management method.  相似文献

ABSTRACT: An index of residential water efficiency - a “W-Index” - can serve as a measure of effectiveness of water conservation features in the home. The index provides a calculated numerical value for each dwelling unit, derived from the number and kind of water-saving features present, including indoor and outdoor water savers and water harvesting or recycling systems. A W-Index worksheet, devised for on-site evaluation of single-family residences in the Tucson, Arizona, region shows that a nonconserving residence with all the water-using features would use 151,000 gallons per year or 148 gallons per capita per day (gpcpd), while the fully conserving model would use 35,300 gallons per year or 35 gpcpd and with water harvesting and graywater recycling systems would have a maximum W-Index of W-160. A Tucson water conservation demonstration home, Casa del Agua, received a rating of W-139, and field tests of about 30 homes in new Tucson subdivisions show values ranging from W-75 to W-100, indicating the incorporation of some water conservation in current new models. By adjustment of some climatic or water-use parameters, the W-Index format can be applied to various types of dwelling units or to other urban areas. The W-Index can be used by individual homeowners or builders to evaluate water efficiency of residential units, or by water providers or water management agencies as a device for promoting and achieving water conservation goals.  相似文献

ABSTRACT Alternative combinations of water pricing and regulations are possible in allocating irrigation water. The best combination will depend on the value of water, ability to control deliveries, desire to subsidize agriculture, ownership traditions, crops grown, return flows, drainage problems, staff training, ability to collect fees, the number of farmers involved, etc. Marginal cost pricing is just one possible alternative and it is more a way of thinking about prices rather than a set system. The possibilities for achieving an equitable and efficient distribution of water are improved if some form of marginal cost pricing is included in the system of water charges.  相似文献

ABSTRACT: This study examined the disposition of streamflow increases that could be created by vegetation management on forest land along the upper reaches of the Colorado River. A network optimization model was used to simulate water flow, storage, consumptive use, and loss within the entire Colorado River Basin with and without the flow increases, according to various scenarios incorporating both current and future consumptive use levels as well as existing and potential institutional constraints. Results indicate that very little of the flow increases would be consumptively used at current use levels, or even at future use levels, if water allocation institutions remain unchanged. Given future use levels and economically based water allocation institutions, up to one-half of the flow increases could be consumptively used. The timing of streamflow increases, and the institutional constraints on water allocation, often limit the potential for consumptive use of flow increases.  相似文献

ABSTRACT: Several seasons of water quality study in the eastern Sierra Nevada have provided much useful information. One study element focused in detail on a representative drainage: Bishop Creek, from sampled locations at 12,800 feet to the Owens River at 4,000 feet. Sub-studies ranged from geohydrology, through chemical and bacterial quality, to benthic ecology. A coordinated study also was made of spatial patterns of use. A second element focused on non-point source monitoring the length of the Inyo National Forest. From physical, chemical, and bacterial standpoints, water quality is generally very good. Strains of pathogenic bacteria have been confirmed, and substantial further work to establish the importance of their presence is needed. Recreational use survey results have been analyzed to produce a methodology permitting management of the resource as needed. In addition, basic policy recommendations to easily minimize risk have been developed.  相似文献

ABSTRACT. The Nation has entered a new era of water quality management in which land use policy and regulation must assume an increasingly important role. The benefits of tertiary and advanced waste treatment may be offset by contradictory land use and pollution from land runoff. Unless land use planning and controls are included in water quality management, land-imposed constraints on water quality can be anticipated. Pollution from major types of land runoff are reviewed with respect to sources, effects, and control procedures. Emphasis is given to land use practices and controls. The crucial issue with regard to the latter is lack of land use policies at federal, state, and local levels. State legislation establishing guidelines and minimum standards for land use regulation by local government is required. The dependency of water quality on land use points to the fallacy of attempting to provide for comprehensive water pollution control outside the context of comprehensive land-water resource planning and management.  相似文献

ABSTRACT: Forecasts of future urban water demand traditionally have been made by the projection of historic trends in per capita consumption and population. This paper outlines the use of two deterministic models to forecast the residential component of urban water demand. The models incorporate specific representation of the activities which result in water consumption at each residence. Predictions of water use can then be made by modeling the changes expected in the number of these activities and the consumption for each such activity.  相似文献

ABSTRACT: This analysis identifies two basic structural features of Colorado's water management system which inhibit constructive reform and perpetuate inefficiencies in water use and distribution patterns. These features are: (1) the fragmentation of authority and influence over water, and (2) the estrangement of interest in reform from formal control over water policy. These interrelated features have continued to produce: sporadic, high conflict battles over proposed changes in the status quo; decision making which tends to exaggerate the importance of narrow, special interests while virtually ignoring legitimate interests of major sectors of the public; an inertia which discourages innovation; and an agglomeration of rules and water rights that are predicated on obsolete social and economic needs. Two radical proposals for reforming the state's water resource management system in order to overcome these problems and to enhance the probability that wise water policy will result are offered. These proposals are: (1) the abolition of the present system of water rights founded on the doctrine of prior appropriation, and (2) the consolidation of authority over water allocation in a single board of governors.  相似文献

ABSTRACT: Factual inputs which may be useful for completing first-order assessments to aid decision-making on the allocation of scarce water resources are compiled. Water needs of major manufacturing industry groups and of minerals industries show wide variations in several measures of water use intensity. The chemicals and allied products and primary metals industries dominate the total water intake and consumptive water use by manufacturing industries. Consumptive use per employee for the petroleum and coal products industry group is nearly 2.5 times higher than that for any other industry group. Estimates of the water requirements per unit energy output for energy-processing systems vary by as much as an order of magnitude. Agricultural water use is larger than that of any other industry but water use for irrigation is not expected to increase significantly by the year 2020. In California, the production of crop calories and proteins per unit of irrigation water applied may vary by more than an order of magnitude. Crops which offer larger monetary returns per acre are irrigated most frequently.  相似文献

ABSTRACT The Colorado River Basin faces the dilemma of an increasing demand for water while presently struggling with salinity concentrations approaching critical levels for some water uses. Based upon projected development salinity concentrations are predicted to exceed 1200 mg/1 at Imperial Dam by the year 2010. Annual losses to the basin economy associated with increased salinity will exceed $50 million by the year 2010. Although methods of controlling salt discharges are relatively unrefined, certain conclusions, based upon Bayesian statistical methods, can be reached. Five basic alternatives for coping with the problem are presented and evaluated in this paper: (1) do nothing; (2) adopt arbitrary salinity standards; (3) limit development; (4) control salt discharges at a cost equal to the cost of doing nothing, or (5) minimize total costs to the basin. Total costs associated with any given alternative, or the given salinity resulting, are the sum of salinity detriments (cost to users for water of increased salinity plus economic multiplier effects) plus the cost of constructing salt discharge control works. These impacts upon basin economy and Colorado River water quality for each alternative are presented and related to questions of equity which will play a role in arriving at any long-term solution to the Basin's problem.  相似文献

ABSTRACT: We evaluated the effects of institutional responses developed for coping with a severe sustained drought (SSD) in the Colorado River Basin on selected system variables using a SSD inflow hydrology derived from the drought which occurred in the Colorado River basin from 1579–1616. Institutional responses considered are reverse equalization, salinity reduction, minimum flow requirements, and temporary suspension of the delivery obligation of the Colorado River Compact. Selected system variables (reservoir contents, streamflows, consumptive uses, salinity, and power generation) from scenarios incorporating the drought-coping responses were compared to those from Baseline conditions using the current operating criteria. The coping responses successfully mitigated some impacts of the SSD on consumptive uses in the Upper Basin with only slight impacts on consumptive uses in the Lower Basin, and successfully maintained specified minimum streamflows throughout the drought with no apparent effect on consumptive uses. The impacts of the coping responses on other system variables were not as clear cut. We also assessed the effects of the drought-coping responses to normal and wet hydrologic conditions to determine if they were overly conservative. The results show that the rules would have inconsequential effects on the system during normal and wet years.  相似文献
