Coastal dunes are increasingly at risk due to pressures deriving from global climate change, sea level rise, recreation and development. The consequences of the “coastal squeeze” in which dunes are placed, such as erosion and the loss of critical ecosystem services, are usually followed by expensive restoration and protection measures, many of which are unsuccessful. Due to the poor understanding and acknowledgement of the key attributes of coastal dunes in decision making processes, it is essential to provide scientific data on the impacts of human interference on coastal dunes so as to inform executives and guide them towards a sustainable management of the coastal zone. The aim of this study was to investigate the impact of five different levels of infrastructure development on the vegetation community structure of coastal dunes in Jeffreys Bay, South Africa. The effects of infrastructure development on dune vegetation were quantified by measuring the richness, diversity, cover, height and composition of plant species. With an increase in infrastructure development a significant decrease in dune width, average species richness and height of the plants occurred, accompanied by a shift in plant community composition. The foredunes that were backed immediately by infrastructure presented significantly greater species richness, diversity, cover and height compared with the foredunes abutted by primary dunes. This study demonstrated that coastal dunes are environments which are sensitive to varying levels of human impact. Informed and comprehensive management planning of these environments is therefore imperative for the restoration and maintenance of remnant dunes and for the conservation of undeveloped coastal dunes.  相似文献

Management of coastal dunes on developed coasts could effectively take advantage of comprehensive and multitemporal georeferenced data collection, which offers the possibility to relate dune data with the natural and cultural characteristics of the beach and hinterland. The recent implementation of a coastal management geodatabase for the Veneto region provides the opportunity for improving knowledge on coastal dunes on developed littoral as well as a basis for appropriate future coastal planning in the study area. The geodatabase gathers data concerning different physical, evolutionary and human aspects of the coastal zone, with a special focus on coastal dunes. Established foredunes, human-altered dunes and relict dunes are irregularly distributed along 59 km, 38% of the entire coastal length. Their distribution and characteristics are the result of favourable natural conditions as well as long-lasting tourism exploitation (evaluated through an index of Land Use Pressure) and fragmentary and diversified uses of beaches (evaluated through an index of Tourism Pressure on the beach). At the same time, beach/dune nourishment intervention allowed the presence of artificial or sand fenced dunes along 17 km of coast. High dune elevation up to 8–10 m is promoted by the onshore exposition of the beach to dominant wind (from ENE), by stable-to-slowly negative sedimentary budget or by the re-activation of high relict foredunes in the case of shoreline retreat associated with strong negative budget. Present sedimentary budget (evaluated through the code ASPE – Accretion, Stable, Precarious, Erosive) is the tool used for dividing coasts in sedimentary compartments or cells. Past and present sedimentary budget and different human responses to erosive cases (hard and soft interventions) give the foredunes different means to form, grow, survive and evolve over time. The assessment of Human Impact and Active Management Practices on the dunes allows a first evaluation of the Management Effectiveness, which shows strong shortcomings for 81% of the dunes. The great variability of beach usage, human impact and management practises on the different dune stretches highlight the lack of effective and systematic management actions being correctly scheduled and performed.  相似文献

The boundary between land and sea in The Netherlands changes continuously. Every kilometre of the present position of the Dutch sandy coastline is the result of the interface between natural dynamics initiated by the sea and man-made action on land. Before 1990, each year ca. 20 ha of dunes disappeared through coastal retreat. In 1990 the Dutch government decided to stop any further long-term coastal recession and chose for ‘dynamic preservation’, which primarily aims, at ensuring safety against flooding and sustainable preservation of the values and interests attached to the dunes and beaches. Five years later, a first review of the benefits and bottlenecks of the new coastal defence policy could be presented. The overall conclusion is that the 1990-choice for dynamic preservation was right. The considerable losses of dunes and beaches do not occur any longer. Sand nourishment is an effective method of coastline maintenance, which also serves the functions of the beach and dune area for human society. However, serious erosion of the deeper part of the shoreface threatens the coastline of the 21st century. Nearly a doubling of the nourishment volume is necessary to prevent a renewed landward shift of the coastline. An anticipated accelerated sea level rise (ca. 60 cm/century) will increase the sand losses by another 25%. Plans are being finalized for large-scale land reclamation in front of the coastline as an answer to growing spatial problems on land. In other plans polders, now safely protected by sea dikes, will be returned to the sea in order to restore ecologically valuable salt marshes and mud flats. The position of the coastline will continue to change in the coming decades. Besides natural dynamics, human use of the coastal zone will certainly affect this process: measures to maintain the coastline at its 1990 position need to be seen in perspective: the coastline as a part of the coastalzone.  相似文献

The aims of this study are to review the current situation of the Israeli Mediterranean coastal sand dunes, to examine the causes for this situation, and to propose options for future conservation and management of the protected dune areas based on ecological, environmental, landscape and recreational demands and interests. The coastal dunes of Israel are characterized by diverse plant communities, with 173 plant species occurring on sand (8.2% of the total flora of Israel) including many endemic species (26% of all endemic species in Israel). Most of the species are annuals. The importance of the coastal strip as a centre of floral and faunal speciation is also manifested in the existing sand-bound animals. However, many species are rare. This is mainly due to the extensive industrial and urban development along the coastal plain and the direct and indirect destruction of the remaining open dune areas by tourism, recreation and sand mining. Only ca. 17% of the Israeli coastal dunes are still of good or reasonable ecological value, while < 5% of this area has been designated as protected area. Management policies differ from place to place and depend on local objectives. These objectives derive mainly from the knowledge and data that exist for each location, and its statutory status. Since 1995 several projects, which aim to develop integrated management tools for nature conservation and recreation uses for all coastal sand dunes in Israel have been conducted. As coastal populations expand, demands for recreational opportunities on beaches and coastal dunes grow correspondingly. Although dunes are known to be sensitive to direct human disturbance and provide irreplaceable ecosystem services (e.g. erosion control, critical habitat and nesting sites), dunes serve as campsites for large numbers of people (∼90,000 p.a.) on the ocean-exposed shores of Fraser Island, Australia. Campsites are located in the established dunes and can only be accessed with 4WD vehicles along tracks cut directly from the beach through the foredunes. Here we quantified the extent of physical damage to foredunes caused by this practice, and tested whether human-induced physical changes to foredunes translate into biological effects. Of the 124 km of ocean-exposed beaches, 122 km (98%) are open to vehicles driven on the beaches, and camping zones cover 28.7 km or 23% of the dunes. A total of 235 vehicle tracks are cut across the foredunes at an average density of eight tracks per km of beach. These tracks have effectively destroyed one-fifth (20.2%) of the dune front in camping zones, deeply incising the dune-beach interface. There is evidence of accelerated erosion and shoreline retreat centred around vehicle tracks, resulting in a “scalloping” of the shoreline. No dune vegetation remains in the tracks and the abundance of ghost crabs (Ocypode spp.) is significantly reduced compared with the abutting dunes. Because current levels of environmental change caused by dune camping may not be compatible with the sustainable use of coastal resources and conservation obligations for the island (listed as a World Heritage Area and gazetted as a National Park), restoration and mitigation interventions are critical. These will require spatial prioritisation of effort, and we present a multi-criteria ranking method, based on quantitative measures of environmental damage and ecological attributes, to objectively target rehabilitation and conservation measures. Ultimately, coastal management needs to develop and implement strategies that reconcile demands for human recreation, including beach camping, with conservation of coastal dune ecosystems.  相似文献

This research was motivated by a never-ending questions, which arose in coastal land use conflict especially in Indonesian and generally in developing countries. Policy makers and others stakeholders both in central and local governments concerned with resolution conflict occurred in coastal areas. Squatters, who live and built houses in illegal land, were forced to move out to theirs origin home lands. Such conflicts occurred again and again without clear solution among parties involved. Such conflict shows that both squatters and land owners have no benefits in their conflict. Such condition could decrease their economic productivity. As a consequence the economic performance of coastal area become declining. The aim of this research is to analyse coastal land use conflict between squatters and land owners. It includes to formulate conflict resolution based on land optimation. To solve the coastal land conflicts, an economics approach is needed with assumption that conflict is a concept. As a concept, conflict could be measured by using economic variables called benefits and costs to be taken into account. GAMS (General Algebraic Modelling System) is a computer language which permit formulating economic equilibrium models as systems of nonlinear equations. In this research GAMS was used to calculate the value of land rents. The results of GAMS operation produces that the coastal land area should be maintained, expanded and added of Squatters.  相似文献

Incentivized debt conversion is a financing mechanism that can assist countries with a heavy debt burden to bolster their long-term domestic investment in nature conservation. The Nature Conservancy, an international conservation-based nongovernmental organization, is adapting debt conversions to support marine conservation efforts by small island developing states and coastal countries. Prioritizing debt conversion opportunities according to their potential return on investment can increase the impact and effectiveness of this finance mechanism. We developed guidance on how to do so with a decision-support approach that relies on a novel threat-based adaptation of cost-effectiveness analysis. We constructed scenarios by varying parameters of the approach, including enabling conditions, expected benefits, and threat classifications. Incorporating both abatable and unabatable threats affected priorities across planning scenarios. Similarly, differences in scenario construction resulted in unique solution sets for top priorities. We show how environmental organizations, private entities, and investment banks can adopt structured prioritization frameworks for making decisions about conservation finance investments, such as debt conversions. Our guidance can accommodate a suite of social, ecological, and economic considerations, making the approach broadly applicable to other conservation finance mechanisms or investment strategies that seek to establish a transparent process for return-on-investment decision-making.  相似文献

At three coastal dune sites at the island of Hiddensee, north-east Germany, vegetation cover was mapped during 2002 and compared to vegetation surveys from the late 1980s and 1930s. Abiotic and biotic factors, which have been identified as being critical for coastal dunes in former studies such as disturbance, salt spray or nutrient availability, were measured. Grazing and land-use history were reviewed by literature and interviews. Tall graminoid communities, mainly Carex arenaria, are a common vegetation unit today. Development, distribution of these dominances and possible causes for its occurrence have not been analysed. Generally, older successional vegetation units increased and pioneer stages decreased from the 1930s until 2002. At the geologically youngest site, the southern dunes, grass encroachment by Carex arenaria was highest (ca. 50% cover in 2002), and age and density of trees lower than at the older, central dunes. Land-use changes such as decrease in grazing pressure, additional feeding of livestock, increase in coastal protection measures and subsequent decrease in shifting sands as well as varying availability of groundwater and amount of salt spray are relevant factors for vegetation changes in coastal dunes over the past 70 years. Site-specific land-use differences such as livestock density and land-use history have a stronger influence than atmospheric N-pollution on the vegetation composition of these acidic, coastal dunes under low to moderate N-deposition loads of 6–8 kg N ha−1 yr−1.  相似文献

Five years later, a first overview of the benefits and bottlenecks of the new coastal defence policy could be presented, which was published in the second governmental coastal report ‘Kustbalans 1995’ (coastal balance 1995). This consists of three elements: (1) evaluation of the implementation of ‘dynamic preservation’, (2) the consequences of several natural and anthropogenic developments in the coastal zone and (3) integrated coastal zone management. The present report describes experiences of Dutch coastline management and summarizes the main conclusions of the second governmental report. The overall conclusion of the evaluation study is that the 1990 choice for ‘dynamic preservation’ was right. Sand supply is an effective method of coastline maintenance, which also serves functional uses in the beach and dune area. However, nearly a doubling of the supply volume is necessary to compensate for sand losses in the coastal zone. Marine coastal ecosystems, commonly referred to as blue ecosystems, provide valuable services to society but are under increasing threat worldwide due to a variety of drivers, including eutrophication, development, land-use change, land reclamation, and climate change. Ecological restoration is sometimes necessary to facilitate recovery in coastal ecosystems. Blue restoration (i.e., in marine coastal systems) is a developing field, and projects to date have been small scale and expensive, leading to the perception that restoration may not be economically viable. We conducted a global cost–benefit analysis to determine the net benefits of restoring coral reef, mangrove, saltmarsh, and seagrass ecosystems, where the benefit is defined as the monetary value of ecosystem services. We estimated costs from published restoration case studies and used an adjusted-value-transfer method to assign benefit values to these case studies. Benefit values were estimated as the monetary value provided by ecosystem services of the restored habitats. Benefits outweighed costs (i.e., there were positive net benefits) for restoration of all blue ecosystems. Mean benefit:cost ratios for ecosystem restoration were eight to 10 times higher than prior studies of coral reef and seagrass restoration, most likely due to the more recent lower cost estimates we used. Among ecosystems, saltmarsh had the greatest net benefits followed by mangrove; coral reef and seagrass ecosystems had lower net benefits. In general, restoration in nations with middle incomes had higher (eight times higher in coral reefs and 40 times higher in mangroves) net benefits than those with high incomes. Within an ecosystem type, net benefit varied with restoration technique (coral reef and saltmarsh), ecosystem service produced (mangrove and saltmarsh), and project duration (seagrass). These results challenge the perceptions of the low economic viability of blue restoration and should encourage further targeted investment in this field.  相似文献

Due to their position of interface between the sea and land, the flora and vegetation of coastal beaches and dunes, occupy ecologically extreme, sensitive, unique and valuable habitats. The occurrence of a large number of endemic taxa and specific plant associations endowed with key ecological services and adapted to a stressful and harsh environmental gradient, gives them a high interest for nature conservation and an important role in sustainable territorial planning. However, such ecosystems are vulnerable to the disruption caused by several anthropogenic sources. Among other global threat factors, the inevitable sea rise caused by climate change and, at a local scale, the non-negligible implications of trampling caused by disorderly coastal touristic exploitation, growing construction pressure in the littoral, and a seasonal population boom in late spring and in summer, plus all derivate forms of pollution, are threat factors to their integrity. Therefore, a correct planning of the touristic economic activities requires the understanding of the vegetation composition and spatial distribution patterns, intrinsically determined by their biogeographic context in the Euro-Siberian or Mediterranean Regions. This comprehensive work, based on a broad phytogeographic study, brings together disperse information on plant communities of the Portuguese sandy coasts (beaches and dunes), by analysing floristic compositions, chorology and ecological characteristics, and matching them with the “Nature 2000” network habitats. Resilience and vulnerability are also studied. In a nature conservation perspective, a positive balance (and a sustainable co-existence) between the preservation of natural values and human development in the Portuguese coast, will benefit with the integration of this knowledge in coastal planning and management activities.  相似文献

I argue that the decision to invest pits current consumption against future consumption, both of which accumulate to the private decision maker. Public projects, on the other hand, provide benefits that accrue to society in general. To examine the appropriateness of discount rates based on returns to private investment, this paper considers lab experiments designed to test whether individuals discount personal and social benefits at different rates. Personal benefits are captured through personal monetary payments, while social benefits are captured through anonymous donations to charitable organizations. I jointly elicit time and risk preferences and find that subjects discount charitable contributions at significantly lower rates than personal payments.  相似文献

The varied and very dynamic landscape with a high biological diversity is a distinctive feature of the Curonian spit at the regional scale. Throughout the 20th century the main morphodynamic trend in the littoral of the Curonian spit was shoreline grading on the lagoon side, whereas on the marine side the increasing erosion at the foot of the spit, and increasing accretion at the head of the spit prevailed. The results of a discriminant analysis (Wilkes’ λ = 0.001626 and F = 29.267 when p < 0.001) show that sites with prevailing erosion, accretion and sediment input from the drifting dunes form regular inter-related spatial structures in the littoral with distinctive resulting discontinuities of the sediment drift along the lagoon coast. Dune littoral cells are characterized by Aeolian sediment input and distribution ‘down-drift’, (usually northwards) from the source. The most likely changes in the current development trends of the lagoon shore zone of the Curonian spit are related to expected climate changes and further slowing down of the dune drift. The probability of storms and ice-drift events, and their impact on coasts is expected to increase as a result of climate change. The dune advance will gradually slow down, and with it, the sand input to the coastal zone will decline. In this paper, we define integrated shoreline management as a system of long-term shoreline management measures, which is based on a littoral cell approach and aimed at harmonizing human activity in the coastal zone with the natural development of the shoreline. We propose an integrated management program for the lagoon shoreline of the Curonian spit, which is site-specific for each littoral cell as a coastal management unit. Drifting dunes and seaside beaches are the natural amenities, which are best known and best appreciated on the Curonian spit by 49% of the respondents representing the total Lithuanian population. A responsible tourism development should be considered as the key means for proper appreciation of the drifting dunes and natural coasts by society, which means to acknowledge and cherish the aesthetic and conservation values of dune and coastal landscapes of the Curonian spit as a World Heritage Site. There are at least two pre-conditions for this: (1) to provide visitors with sufficient information about diverse values and functions of the Curonian dunes and coasts within a broader regional and global heritage conservation context; (2) to enable tourists to enjoy the most impressive dune and coastal landscapes at close range. In this paper we propose to encourage active dune tourism, to reintroduce grazing into the Curonian dune areas, to restore and to preserve the most impressive landscapes of the highest white drifting dunes by bringing the blown out sand from the leeward foot of the dunes back to the crest artificially.  相似文献

Economic aspects of possible land use strategies and protection measures in coastal zones as a response to global environmental change are examined. First, some key elements are mentioned that are of critical importance for water and land management in coastal zones. Next, various socio-economic repercussions are discussed. In this context, research needs will be addressed. Subsequently, these issues are considered for the case of The Netherlands. It is concluded that integrated modelling and analysis is just starting and needs to receive more attention in order to study long run economic costs, benefits and changes in coastal zones.  相似文献

In coastal dunes, landscape changes are a rule, rather than an exception. This paper gives an overview of changes in landscape and vegetation with a focus on the past century. The history of dunes is characterised by phases of sand drift, alternated with geomorphological stability. The historical development of dune woodland during these stable phases has been documented for sites all over Europe. Vegetation reconstructions of historical open dune habitats however is very difficult due to limited preservation of fossil remains. People have drastically altered coastal dune landscapes through centuries of exploitation and more recently development of the coast. Historical land use has generally pushed vegetation back into a semi-natural state. During roughly the past century a tendency of increasing fixation and succession is observed on coastal dunes throughout northwest Europe. Six causes of change are discussed. 1) Changes in land use, mainly abandonment of agricultural practices, have led to the development of late successional stages such as scrub and woodland. 2) Crashing rabbit populations due to myxomatosis in the 1950s caused vigorous grass growth and probably stimulated scrub development. 3) A general tendency of landscape fixation is observed due to both natural and anthropogenic factors. 4) Eutrophication, mainly due to atmospheric nitrogen deposition is clearly linked to grass encroachment on acidic but also on some calcareous dunes. 5) The impact of climate change on vegetation is still unclear but probably lengthening of growing season and maybe enhanced CO2 concentrations have led to an acceleration of succession. 6) A general anthropogenisation of the landscape occurs with rapid spread of non-native species as an important consequence. The reconstruction of a natural reference landscape is considered largely unattainable because of irreversible changes and the long tradition of human impact, in many cases since the development of the dunes. Two contradictory elements need reconciliation. First, the general acceleration of succession and scrub and woodland development in particular is partly caused by a decreased anthropogenic interference in the landscape and deserves more appreciation. Second, most biodiversity values are largely linked to open, early succession dune habitats and are threatened by the same tendency. Apart from internal nature management, in which grazing plays an important part, re-mobilisation of stable, senescent dunes is an important challenge for dune management.  相似文献

Although most UK sand dune systems are now fossilized, with little mobility and reducing amounts of bare sand, they support important populations and assemblages of terrestrial invertebrates. Offering open conditions, warm substrates and a range of habitats and habitat structures, they have become increasingly significant as other coastal habitats have been lost. In Wales, 680 Red Data Book and Nationally Scarce species have been recorded from dunes. 109 species in the UK are restricted to dunes, and in Wales there are an additional 145 species confined to dunes and 208 species strongly associated with dunes. Of these, 172 species are dependent upon bare and sparsely-vegetated sand, in grey dunes and early-successional dune grassland, at some stage of their life cycle, rising to 292 species if those associated with the strandline, foredunes, yellow dunes and pioneer dune slacks are included, equating to 63% of the 462 dune species. Bees and wasps are particularly well represented, with 278 species (68% of the Welsh fauna) recorded on Welsh dunes, including 17 obligates and 44 species with a strong dependence, 52 of which are associated with bare and sparsely-vegetated sand. Key to maintaining invertebrate populations on UK dunes is the provision of bare sand but in Wales, bare sand accounts for only 1.7% of the total sand dune resource. As a more appropriate bare sand threshold is likely to range between 10 and 30%, radical action is required to re-mobilize at least the key sand dune systems.  相似文献
